Opinion: We never learn, the conflicts doesn’t stop!

This year has been bloody and the doomsday switch is itching. The trigger fingers are used on dozens of battlefields. Some places with hope of peace and of just rule. It is other places, which is in dire need of change and quickly. The are continuation of wars and conflicts. Internally and across borders. There are possible new problems and making it more hectic. As so many nations have porous borders where militias and armies are floating in between. Since also even with supposed arms blockade to certain conflict zones, the merchants of death is delivering their loads.

The battles continues, the ramifications of innocent lives, villages burnt and kids disappearing. The utter violence and crimes against humanity. That get touched and burned for war-lords, generals and Presidents to stay in power. While AID and NGOs are afraid of sending help and often also stopped. The United Nations might have troops in the nearby area, but easier to get a towing vehicle, than armed supported of a IDP Camp. The insurgency and the escalations, the results is death.

It happens, as the world is looking at Premier League, NBA and Formula One. It is happening while Miss Universe is lost on a God-Forsaken Island. We never know why these innocent lives had to die. We just read the numbers in small notices in the papers and moves on.

That is not justice, that is not right. We didn’t learn anything. Nothing. It continues daily in South Sudan, Somalia, Democratic Republic of Congo, Sudan, Yemen, Burma, Burundi, Mali, Niger, Cameroon, Nigeria and the list goes on. To many nations have internal conflicts or conflicts across their borders. Where merchants are securing the deaths of the innocent.

It happen all through the year. It didn’t stop. It continues and we just watch. We let it happen right under our nose for all sort of different reasons. This isn’t the big-man complex within me, this is the man who questions the world order and wonder when will it stop. We should not accept these deaths. It could be me and next time you. Who knows when conflicts will strike our shores and our clan. We never know, the future is not written yet, but we can make sure that doesn’t happen to them. That we shield and stop the aggressors. The endless violence and death. The destruction of society, of families and of basic functions.

Where the men and soldiers with the guns are respected and the law, where the respect and protocol is bypassed. Where the institutions and the general code of law is undermined at any moment. Where the bullet has the final say, where the use of weapons and ammunition; is the final outcome to any trade. The justice is what the guns say and the ones that uses them. The ones that is supplying it, is making sure the vote get heard and the War-Lord get signed off.

The determination and the lack of will, the mismanagement and the international community lack of acknowledge the reality. The blood-thirst and the power-hungry individuals who rule and who uses this to silence the public. Send them packing and fleeing. Take their lands and the resources. Secure their future, while the majority is in utter disgrace in foreign lands. They fear and wonder when peace will be in their village and around their home. If it is safe and if the government will promise their safety.

This is what we should be afraid of, that people are afraid of their homes and their lands. That they are afraid of returning, because they know that they might lose their lives and also their children. This is the evidence of the crime that is committed. What is taken from these people. We learned nothing in 2017, as the conflicts are continuing and no peace in sight. No justice and no respect for human dignity, as more innocent lives are taken away everyday before their time. President Museveni sanctions now all information on emergencies from the State House!

If you ever needed proof that the departments, ministries and institutions don’t have values in Uganda, than you need the newest revelation. President Yoweri Kaguta Museveni of the National Resistance Movement (NRM), who has run the nation for over three decades. This is proven with the Presidential Handshakes, the growing amounts of MP’s, Ministers and of newly created districts and sub-counties. That sort of government both state-wise and locally has grown out of proportions, this to make it possible to have enough cronies close by and hire them. The government has been built around President Museveni, still he has to control it even more. Take a look!

President Museveni has ordered ministries to stop declaring state of emergencies without his prior approval of their messages to the public. He accused government officials of using loose words which have ended up scaring away potential investors and tourists. President Museveni voiced his concerns in a letter he wrote to the Vice President and copied to all permanent secretaries of all ministries on January 20, this year” (Ahimbisibwe, 2017).

So the controlling behavior of President Museveni, now is to another level since he cannot even trust that the message spread by his ministers are sound enough. He is now controlling the releases of information and vouch for the ones spread from the NRM. The Government is so controlled by him, that it all has to pass by him. Because his rubber-stamp has now to be on the messages.

That the President needs clearance and cannot trust in his ministers, not the agencies or state institutions, proves the lack of transparency, as even the messages has to pass by him before the public gets to know. If it is first in emergencies, than it will on the Presidents desk and he will rewrite it, so that it fits his understanding of it. So if it needs to be addressed as enclave, a colonial relic or even if it is climate change, the President has to speak his peace.

That the Police Force, the Army or any of the ministers can address the matters first in public, to regain trust or even try to amend in the emergency that arrived. That the President shouldn’t have the capacity to control each and every single message the government spreads out. Surely, the President cannot have capacity to follow Hon. Frank Tumbewaze or Uganda Media Centre Chairman Ofwono Opondo’s remarks on the matters. As much as the President cannot have the time or the ability to understand the different events that occur in the Republic.

This here proves that President Museveni only trust himself and no-one else, all his vision has to be spread and people have to believe him. President Museveni wants to control it all and not give way, it is all him and his behavior. Not like Museveni wants to trust anyone. They are only around for Presidential Handshake’s and Brown Envelopes, that is because they follow his system. They know if they stay around and needs it, he will help them out and also create needed jobs for the closest associates.

President Museveni proves with this what we have known for long, that the institutions and the ministries is shell-organizations for the supposed operations of the state. Museveni has to be informed and engaged before actions happens. If it doesn’t happen that way, it is the wrong way and his feels betrayed by his own. Therefore, the ones that falls stopped informing and being independent of their master. Which is Museveni, who feels he is more important than the institutions. Museveni thinks he is the pillar of the State and the key to all the works of the State.

That is why the newest order of controlling information and the flow of information to the public, the enforcement of this proves the systematic control that he has from the Okello House. This proves how belittling the state is and how important the President thinks of himself. The way the State is now his playground and no-one else can play like he do. Peace.

Illinois State Representatives prepares for a Zombie Apocalypse!

This is actually a serious legislation in the United States, in a smaller State Representatives Emanuel Chris Welch, Grant Wehrli and Tim Butler. All of them must really fear ‘the Walking Dead’ and ‘the Night of the Living Dead’. Certain Tim Burton or other film makers must wonder what the Representatives in Illinois have been watching the last few months. Surely they might fear what happening in the Washington D.C. as the first of month of President Trump has made the American legislature problematic. Also with added protest and other created issues, the Illinois Republicans want to be prepared for the worst case scenario.

Here are parts of the House Resolution from yesterday:

“WHEREAS, If the citizens of Illinois are prepared for zombies, than they are prepared for any natural disaster; while a Zombie Apocalypse may never happen, the preparation for such an event is the same as for any natural disaster; and” (…) “WHEREAS, Disasters disrupt hundreds of thousands of lives every year and can have lasting effects, both to people and property” (HR0030, 2017).

So the state that has their assembly and capitol in Springfield, are afraid that the violence and uncertainty of a coming disaster. That the whole state has to prepare them for a coming Zombie Apocalypse, certainly the people of Chicago must be ready. Also because of this the representative has further stated:

“RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that all Illinois residents are encouraged to participate in preparing for a Zombie Apocalypse, and have a plan that includes, signing up for local texts and weather alerts, developing emergency communications for the household, collecting significant documents and storing them in a safe place, and gathering emergency supplies” (…) “RESOLVED, That we designate October 2017 as “Zombie Preparedness Month” in the State of Illinois, and urge all Illinoisans to educate themselves about natural disasters and take steps to create a stockpile of food, water, and other emergency supplies that can last up to 72 hours” (HR0030, 2017).

So the State Representatives wants the citizens to prepare for ‘Shaun of the Dead’ get enough weapons, food and water inside their homes, enough canned food and make sure they can see the different between the living dead and the ones that still ordinary human. Therefore the ones on vials and looking like just barely living in the suburbs or public housing in Chicago might be reported to the Police as they could become Zombies without the State Officials and Law Enforcement knowing. The State Representatives should also create laws to secure the stocks of food and quality of water, as the damage it could have if the Zombies seems walk silently or disorderly from Lincoln Park towards Williams Boulevard. We never know what they might be up too.

What we certainly know that Wall-Mart and other bigger stores might get a big buy in October of canned goods, water-barrels and other needed products for the Zombies arriving close to Bloomington or even Rockford for that matter. Certainly even Colts or 380s will be a top seller in the closest guns-and-ammo shops in Champaign. What we don’t know if the Zombies will prefer the Route 72 through the state or the route 57. However, weapons and food must be necessary for the Illinoisans to buy, as they want to secure themselves and their grandkids. Peace.

Wasn’t it supposed to be Civilian Authority is and always above Police Authority; What happen to justice for all?

It’s not my way to utter these words, but I feel I need it, not because I am right man; I am far from being the right man to address it. As I was raised in peace, lived in peace and endured peace. Still, feeling the sorrow of the lost in Juba, the extra judicial killings in Kenya, and the unarmed African American citizens killed across the United States, while an armed former Afghan Veteran kills 5 Police officers. The scores are so uneven, the justice is not prevailing and the cases are staggering. The Police brutalities in dozen countries like Kenya, Uganda, Zimbabwe and Zambia; the Police are detaining without charges, torturing and battling the citizens as they are vicious armed criminals.

All of these killings, all of these Police Officers acting on behalf of oppressive states, the others are systemic inaccuracies blended with the ignorance and racial bias. The state of affairs is different in the United States, compared to the other Nations, but the systems are still brutally attack the civilians like they are cows ready for slaughter. Instead of fearing the public they are harassing it silence. The tormented and the families who lose their loved ones, the ones that are bystanders and just happen to be by a Political Rally or pass by a Demonstrations in a town; gets shot, get killed and even detained as they are vile creatures instead of a human being.

The color of skin, the creed, political affiliation or faith should not be the factor if you’re waking safe down street or taking a public transport… Instead they are law-abiding citizens who even comply and do their duties to demonstrate, to act upon the fate of affairs, conduct meetings and rallies, the cost is detained at police post, taken away from their homes on conspiracy and even killed. These matters are happening to often in 2016.

The leaders of these reactions to the Government, the leaders who are addressing the civil concerns of the state, are prosecuted, detained and even monitored by the Security forces of the states, as they are worse criminals then rebels or terrorists. They are addressed in speeches by the leading fractions and the MPs connected to the ruling regime as personal vermin, people who fronts sectarian violence and creates the problem. Even if the state security forces are the ones that makes issues in peaceful affairs and puts gasoline on the fire. Not that all demonstrators are peaceful or correct, but that does not give the Police rights to shot live bullet, water-canons and tear-gas at any given movement of crowds against uneven and unrighteous cause.

The killings, the brutality, the sincere atrocities, the blatant ignorance, the little fear of the ruling regime, the masters of violence, the killers and Police Officers are guarded by the ruling regimes. As they are co-conspirators with the ones that systemically control the state ordered violence and want to shut down the spirit of any organized demonstrations, movements that are positive for democratic change or even just question the legitimacy of the ruling regime. This does not comes to mind in the United States, there it is more racial biased approached as the human and gun-laws are yet again proof of misguided regulations as the loss of life in small-fire arms shootings are staggering. Still, the Senate and Congress are not able to sustain and make amendments that can stop the guns from coming to hands of people who have a unsteady mind and unsound health condition to pull the trigger at innocent citizens. While the Police Officers are nearly hunting on the innocent and creating an atmosphere, where your guilty until proven innocent, which is not any ideal approach.

We can all wonder when this power-struggles, when the bullets, when the tear-gas, when the water-canons and when the ignorant violence, when the killings will stop and to what extent does it has to happen, before the hash-tags, before the blazing guns and blistering barnacles!

There are just to many lives, to many hurt and to many questions, to many unsolved mysterious, too much blood and to many tears. There are something sinister and something uncertain as the attempt to sustain power by any means, the profits, the structure of society, the fabric of our existence, the approach the viciousness and vile attempt of resigning to the fact the only way we can solve the fear of each is with guns and ammunition. There must be other ways of dialogue than with John Wayne, Al Capone and Giles de Rais. There are too many men and woman who have lost their life, too many who have been taken away from their loved ones and too many to mention.

While the laymen are prosecuted and the civilians are too, the men in charge are walking away, the men and woman who protect the manufactures, the military, the Police Commanders and the Executives are just free-men and can do as they please, as the violence, the killings are reappearing as the sun is setting and making sure it has the energy for another day.

The men and woman who are in charge, the men and woman are taken away; we’re supposed to be living in the same society, under the same laws and under the same regulations; where justice and freedom should prevail, where men and woman are equal, where there isn’t fear and isn’t unbalanced treatment between State Security Organizations and the Civilians. As long as there are unbalance, as long as there are inaccurate procedure and executives are not handling it peacefully, if they are giving way to impunity and injustice, their rule will be remembered for the justifications of these vile attempts of self-justice, these atrocities under their leadership and reason for the loss of these lives.

The deaths, the murders and senseless killings proves the arrogance of leadership, the certainty that guns can create power, that the guns can solve matters and prove justified to settle either political framework or even power-struggle, the fear and amassed causes the personal bias, the blatant accurate shootings and killings are vicious. The men and woman deserves more than becoming a hash-tag. The terrorist killings in Turkey, Paris, Brussels, Beni, San Bernadino and all the others, deserves more than the hot-minute of fame, change of status on Facebook and blended Profile Picture, they deserve more credit and remembrances, as all the souls of the lost got vanished by brutal force in matters of hours.

The continued civil, political and armed unrest in Libya, Syria and Yemen, the skirmished between Eritrea and Ethiopia; proves the hostile environment other places, the Somalian forces are both fighting in their own territory, but also going against their oppressors on their domain  to retaliate. While the Burundian are detaining school-kids for painting slurs on the President Nkurunziza’s pictures and killing opposition, being violent and answering the men and woman who demonstrated against the 3rd Term President of the Burundian Government. President Magufuli have detained a man for writing hostile words on WhatsApp and charged and detained MP for calling him a ‘dictator’, as the President proves that he is similar to his counterparts in the rest of the East Africa. This is not vile crimes, but proves how far the government uses their security forces to control their citizens and their will to speak. I am sure in one of these countries, they would detain me in second, to silence my train of thoughts.

The 2016, have been and is bloody, as the boats of immigrants from the civil wars are drowning in the Mediterranean sea as they cross in tiny boats by smugglers to safety in Greece or Italy; as the safe heaven are supposed to get them safe from the spoils of war and power struggle between government forces, militias and armed opposition forces, as the death-toll and weak government structure that we’re centralized under one big-man is fractioned and dwindling away as the Civil Society Organizations, International Organizations and Multi-National Dialogue and stakeholders doesn’t have the capacity or the will to take charge of the unrest and uncertainty.

We have to question; will our government deal with the matter at hand? Will the government who are in charge take approaches for dialogue, for talks and creating a space where the safety and the justice have a place in the society, where the force of the state is not killing and not abundantly forcing themselves with violence on the civilians. The system of oppressive behavior and the crisis of leadership as the problems in the states, the dissolved the assertiveness of people, as the men and woman are torn, the parties are polarized and the peace has crashed; the tensions between the sovereign power and the self-righteous state officials that aggravate the public, it is not right for the leaders to use their internal squabble for power create havoc that birth more violence between two parties. That is not in the parties that one part is the state, the other is peaceful protesters, which is a different scenario, than when both are armed and kill each other to secure power and rule indefinably.

Is this what we want to remember 2016 for the civil unrest, the civil wars, the civil casualties after the violence and state organized shut-down of the public disobedience…? The disobedience and the demonstrations should be able to happen without any reactions that create a problem for the state or the state goes in a turn it into a battleground. There are so many questions, so much we miss and so many political and structures that needs to be reformed, so many leaders who need a bit of humility, the humility of Police Officers, the humility of the Executives and the leadership of the States. It’s complicated, it’s all very HiiiPower. We have to ask and we cannot let this go, we cannot let these men and woman just die for so little, as a hashtag and a little social media drops. There are just too, we have to question the powers to be and what they are doing to stop this. We cannot be silent, accept it and let it go. This is just too much. I know I am not the right man, I am the wrong man, but I had to say my peace, I just couldn’t let this one be. Hope you start to think, question and wonder why we let them get away with it. Peace.  

Mzee have finally wiped out the opposition as he promised after the announced victory!

Let be clear, right after announced victory from the Electoral Commission and Eng. Dr. Badru Kiggundu, President Museveni said that he would wipe out the opposition and he has done it with passion and certainly soon done it as his duty. In a way to make sure that the Multi-Party system in the Nation is a flop.

The opportunities and the silver coined framed opposition figures in the Forum for Democratic Change are joining forces in the Shadow Cabinet to gain some estimated figures from the coffers of Parliament and play the parliamentary pawns that Mzee needs this term.

While the Uganda People’s Congress are busy trading their soul with NRM, as they are getting two slots in the 81 size cabinet of 2016-2021. The rest of UPC under Olara Otunnu are distancing and in general might even create another branch, and party that becomes a new profile, since they don’t want to be part of the NRM and Obote’s son selling of inheritance to Mzee.

Uganda Federal Alliance have also sold their fortunes for a Cabinet position and is therefore silenced by the Mzee, as she the leader of the party want to serve him and also be a part of his established court.

The hardliners of FDC are either lingering in jail, detained, house-arrested or kidnapped by security forces as the rest of the party are playing hide-and-seek close to Yusuf Lule Road in Kampala. So the party of FDC is even into the half who wants to continue the defiance of Dr. Kizza Besigye, and the ones that are settling for the silver-coins with the lingering blood on it.

The Grand question is: where is the Conservative Party of Ken Lukayamuzi? They are not to be seen, JEEMA are they still out there? Justice Forum and their men who even have been besieged by the Police during the days of officiating Mzee; the smaller parties are totally silent or at a non-approach. Democratic Party and Norbert Mao have addressed concern and the initial connection with the shoot-out in Gulu, while that was not true and government made conspiracy, and with the newly dispatched Amama Mbabazi, the party should be stronger, though their lingering nothingness, proves that the ability that Mzee have had since leaving for his swearing in,

The Police Force monitoring and detaining, silencing and attacking the opposition, together with trading with weaker minded opposition have made the stalemate livable, as the mentor and ticking problem of Besigye, is going from court to court, and addressing charges after charges and even treason, as IGP Kayihura are paying criminals to be witnesses and uses all means, and even most brain-dead police officers to lie in court; like he did in Kasangati Court of late; when the justice had to listen to the testimony of the Police Officer who was a former colonel, but never been to the army. So the truth is that, as long as he doesn’t have a voice, the men are walking around unsure of how behave towards the oppressive and militarized government of National Resistance Movement.

All of the Opposition parties are toothless right now, the Human Rights Organizations of Kampala are raided and nothing happens. People and activist are kidnapped, soldiers are being shot and killed in made up conspiracies, while colonels and sergeants are detained as well. The paranoia of the state combined with the militarized politics and police force are taken freedoms and taken all parts of the state. The Opposition is on life support… Who is out there to save it, as the big man Dr. Kizza Besigye is away and nobody else have the legitimacy or the charisma to fight the powers with peaceful means while Mzee uses every tactic in the book to destroy and conquer them. Something he has been successful with ever since election and the reaping results are happening now, as he 10th Parliament are soon in function and the government are soon departing into brown envelopes, as business is back to normal after a hectic year. I Grieve over the MPs Officiating knowing the fraudelent Election

Usually, me a Political living being would be giddy and happy knowing that people who have worked hard and wanting to represent their constituency, finally gained their justice and the opportunity to work as legislators and men and woman working for the common good in the Parliament and in an chamber that, an august hall where the Members of Parliament would create and make policies for a better tomorrow.

So when they are swearing-in Members of Parliament in Uganda, I should be happy, but I am not. I am just, eh! Let’s say I am mediocre, or full of fatigue as the Electoral Malpractices, the sham-election and rigged election of 2016 still lingers on, I don’t believe the results of any of the Members of Parliament, even with the few MPs from the Opposition, but the way the practices and the total pictures is so flawed that even FDC men there; is just to show the Donor Countries that we have Multi-Party Democracy through the ballot, but I don’t believe that is the real picture. Even Norbert Mao couldn’t contest this election in Gulu Municipality.

There are little to celebrate as the elections are so hectic and fraudulent, nothing I see as the pictures of these representatives swearing-in on the Constitution or Bible. The words and the distinct participation, the regress of democratic values, while the Ruling Regime even tried with opening of new districts clear the citizens and the constituencies to secure the new hand-picked men of the Executive. The men and woman who even went uncontested for the position of becoming an MP; that is just questionable, as the NRM Primaries was just full of flaws, no matter how much Dr. Tanga Odoi thinks he is an election king and grand master of controlling elections.

Certainly the whole picture is a smear of sadness and grim anticipations of the 10th Parliament. Usually it would be looking forward with some hope of real progress and sustainability of wise leadership to develop infrastructure, education, health care and all level of bureaucracies of the state; instead it’s with sadness of the strong grip of power by the Executive and his hands into all coffers of the government. There are no strings his fingers is not touching, none orders from above that is not directed from him. His words are now laws while the MPs are paid to secure his views or silenced by the payment structure instead of representing the Constituencies and being Nobel leaders of the land.

The Parliament and their MPs are not a force to be recognized, they are puppets dancing to the tune of the Executive and his war-chest. A war-chest he is using to dissolve and disperse the crowds to silence the opposition with house-arrest, phony charges, spying on political activity and creating special police forces that are monitoring the opposition without any care of laws or freedom of movement. The Executive does what he can to centralize the Power in his hands, while letting the loyalist amongst him being happy on breadcrumbs; while the Executive eats the whole Bakery.

The liability and guilt-ridden authorities that does what it can to be there and keep the other at bay, at any cost and even starting to get rid of the men and woman inside the Police Force who might have allegiance to the Opposition, as they did not accept the way the Former Presidential Candidate Dr. Kizza Besigye we’re able to get out of his home on the 11th May and have a Mock Swearing-In 24 hours before the Executive himself Sworn himself for the 7th term in Office.

The initial violence against the Opposition, the detaining, the sieged headquarters of Forum for Democratic Change, the raids against the rehearsal studio of Bobi Wine and the raid of JEEMA Forums headquarters in recent days. So the level of political freedom is dwindling, the FDC house-arrested MPs was only freed so they could be there and be parts of Swearing-in, not being really free.

Therefore today’s action at the Parliament doesn’t really matters to me, because of the state of affairs, the electoral laws and the war-chest of President Museveni. The way the Security Forces are used to silence the Opposition and the citizens are unbearable, the tear-gas and the live bullet towards fellow peers, is not justice as the civil disobedience should alter the actions of the government, not make it detain the ones that opposes it. This is the reasons, why people oppose this government, this Executive and the current Police State.

If the people and the government where in sync then the government would not need to deploy the army for the Swearing-In, would not need to deploy the army around the Election Day and would not need to use French Speaking Soldiers recently, as the Government would have trusted the people and the people would also trust their representatives in Government. This is natural beneficiary stations between the elected people and the people who are elected. But since the representatives are selected by the Executive instead of by the citizens that they are supposed to be; therefore the Executive uses the Army and Police to silence the ones that feels the representatives is not representing them.

Certainly, some of the MPs are proud of the Elections and finally made it after many tries, but the sham elections, would hope that they came into Parliament like FDC’s Francis Mwijuke who finally cracked into the Parliament. I wish people like him came into the Parliament without the questionable elections as then the legitimacy of his Honorable position. I would have congratulated him more for the honor, but he and the ones who have fought for become MPs had deserved to come there through a credible and fair election.

I don’t care what Hon. Jacob Oulanyah hoop’s and lies to get to his position again, as he had controversies into the ballots and other issues with his local Talley Offices and results. Others were in the same way, not everybody who was elected without contest like Hon. Sam Kuteesa. The others have to pay of their constituencies and use the NRM Village Fund and the 250k could not save the votes or the Local Councils who needed the money to clear the local pledges. There certainly too many issues with this election and violence to be happy about the Members of Parliament swearing-in.

It is not enough that Eng. Dr. Badru M. Kiggundu can announce whatever he wants and follow the Master, the Executive who is in control of the Electoral Commission, as he has appointed them and keeps them in order. Therefore the results are cooked in away the Executive wants them, instead of honoring the citizens and their votes. Therefore you saw on the Presidential Election that people showed up, but on the Local Councilors and Lord Mayor elections where the we’re less people showing up to the Polling Stations; shunning the ballots, because of the lack of transparency and value of their vote on the Election Day for the Presidential Election. The Electoral Commission together with the Authorities with their arrogance thought the people or the citizens would not mind the harassment or the violence from the Police towards the Opposition, they we’re wrong.

As we speak Dr. Kizza Besigye is sent from Moroto Government Prison and airlifted to the Luzira Prison. His second time treason charge as President Museveni cannot own up to his thieving and has to stifle the opposition by all means. Therefore he will blame the international community and others then looking into his own created problems. Henceforth he will deplete all outcomes and crash all institution to consolidate more power. That is also why on the same day Members of Parliament where sworn in, the UPDF had official promotions, which happen to be his son Brig. Muhoozi into Major General of Special Force Command of the Army or the Flying Squad. So the Executives works to secure all wings of Government are under the family, we will see Janet as Minister and other close connected NRM elites in the 10th Parliament as the NRM are more unsecure about their security.

The Army and Police will be more draconian towards the Opposition as the people are not behind the NRM or their Executive. Peace.

A look into how the American and British Companies defied the embargo and UN sanctions against the South African Apartheid Government in the 1970s and 1980s

This here will be about how American and British interest we’re in the draconian Apartheid regime in South Africa in 1970s and 1980s. I been looking into how businesses at the time went through hoops and not caring about the United Nations Sanctions and resolution 418 of 4th November 1977 states this:

Determines, having regard to the policies and acts of the South African Government, that the acquisition by South Africa of arms and related material constitutes, a threat to the maintenance of international peace and security; Decides that all States shall cease forthwith  any provisions to South Africa of arms and related materiel of all types, including the sale of transfer of weapons and ammunition, military vehicles and equipment, para military police equipment, and spare parts for the aforementioned, and shall cease as well the provision of all types of equipment and supplies and grants of licensing arrangements for the manufacture of the aforementioned” (UN, 1977).

So with that in mind, we can see how businesses of United States and Britain started and worked as subsidiaries in South Africa during the Apartheid, where the instances of FORD Motors and Leyland Vehicles we’re produced and used by the Police under the worst atrocities of a regime who used their laws, security agencies to harass the majority; while keeping the minority rulers and their economic incentive intact by any means. So that big business and other ones defied the Sanctions and even collaborated with necessary arms, cars and other procurement for the totalitarian state; shows how far the Corporation goes for profit and serve even governments who has no quarrel with prosecuting innocent citizens. Therefore the history of these corporations and their dealings should come to light and be questioned. As business today does the same under regimes that are totalitarian and militaristic with the favor of elite and harassing the opposition. That is why we can see at the tactics of the 1970s and 1980s and see how they might be used today.

So with that introduction take a look at my findings and hope you find it interesting.

Some money earned by the SADF at the time:

“According to official SADF accounts, the money that would have been recouped from the sale of ivory would flow back into funding the Unita rebels. However, Breytenbach knew that in the year 1986/1987 alone, the SADF’s assistance to Unita through military intelligence totalled R400 million (ZAR2005=R2,5 billion) and this excluded the supply of almost all Unita’s hardware and fuel. It is therefore unlikely that this was the reason behind the SADF’s interest in ivory smuggling. It is more likely that the potential for self-enrichment that this presented to SADF officers was enormous. General Chris Thirion, Former Deputy Chief of Staff Intelligence, agrees and suspects that Savimbi was in fact over-funded at the time” (Van Vuren, 2006).

Africa 1963-64

How much RSA used on Military Equipment during Apartheid in the 1980s:

“According to evidence presented to the UN Security Council arms embargo committee in 1984, out of its annual total arms procurement budget of some R1.62 billion over R900 million was to be spent on arms purchases from overseas” (…)”This R900 million is spent on the procurement of arms directly by the regime from overseas and via the private sector. No official figures are published about how much is actually spent on direct imports of armaments. However, it can be estimated from figures contained in an in-depth survey by the Johannesburg Sunday Times in July 1982 that imports from overseas were 15 per cent of defence spending which then stood at R3,320 million per annum” (AAM, 1985).

How that happen:

“Those breaches of the arms embargo which have been exposed have also revealed the myth of South Africa’s self-sufficiency. Equipment smuggled into South Africa include weapons such as machine guns, rifles and pistols as well as spares and components for them. In a trial at the Old Bailey, London, in October 1982, the Court was informed that South African efforts to produce components for pre-war machine guns had not been successful. This points to the serious deficiencies in the quality and reliability of even minor items manufactured in South Africa” (AAM, 1985).

Export of R.J. Electronics International:

“Britain’s refusal to strictly implement the UN arms embargo and its continuing military collaboration in various fields are not totally surprising since much of this arises out of its traditional relationship with South Africa” (…)”They failed to re-appear in Court on 22 October 1984 and the following weekend gave a press conference. At it, Colonel Botha disclosed that they had operated as undercover agents for five years and “had saved the country at least R5 million on purchases of vital equipment”. Metelerkamp claimed he was only a consultant to Kentron and was the Managing Director of R J Electronics International. However, it emerged that he had been employed by Kentron up to a month prior to his arrest, and R J Electronics International was “a company used to purchase illicit arms” (AAM, 1985).

Other Examples:

“One cargo of FN rifles was initially exported by air to Red Baron Ltd at an address in Zurich before being forwarded to South Africa. This company, however, was not Swiss, but registered in England. Its directors were Mr Trinkler and two others who had also been directors of Kuehne and Nagel in Britain” (…)”The most controversial case was that of the British Aerospace naval reconaissance aircraft, the Coastguarder. In Hay 1984 it was disclosed that British Aerospace had been approached by the South African Government and that initial discussions had taken place concerning the purchase of eight aircraft. These were to replace the Shackleton aircraft which were having to be phased out. The South African authorities had sought to evade the arms embargo by forming a Coastguard service as a civilian authority through which the order for the aircraft would be placed. Repeated efforts to secure from the Government an undertaking that the Coastguarder would not be granted licence for export to South Africa met with the response that “it would not be proper for me to offer a definitive view now on the hypothetical question on the issue of a licence for the export of an aircraft such as the Coastguarder to South Africa” (AAM, 1985).

Shell Corporation working with the Regime:

The South Africans agreed and supplied a cash advance that allowed the traders to purchase a tanker, shipping company and the required insurance. The tanker docked in Kuwait and filled its tanks with oil owned by Shell. The oil was registered for delivery in France. However, en route to Europe from the Gulf the tanker stopped in Durban and off-loaded almost all of its oil crude oil—almost 180,000 tonnes—with the South Africans paying the difference between the purchase price and the fees it had advanced for the purchase of the tanker. The Salem was then filled up with water in order to create the impression that it was still laden with oil. Off the coast of West Africa (Senegal), at one of the deepest points of the Atlantic, the ship was scuttled and the crew, who were prepared for the evacuation, were conveniently ‘rescued’. They had hoped to make an extra $24 million off the insurance claim for the lost oil. Following investigations by the insurance company the main perpetrators were prosecuted. The biggest loser next to Shell was South Africa, asit agreed to pay the Dutch multinational US$30 million (ZAR2005=R436 million) in an out-of-court settlement. Shell was left to carry a remaining loss of US$20 million. The use of corrupt middlemen had cost South Africa almost half a billion rand. There was no prosecution in South Africa of the officials at the SFF who had authorised South Africa’s procurement of a full tanker of oil from three novice (criminal) entrepreneurs” (Van Vuren, 2006).

Leyland-SA

British Subsidiaries in South Africa:

“Many of these subsidiaries are British. They include Leyland (Landrovers and Trucks); ICI (through its 40 per cent holding in AECI) (Ammunition and Explosives); Trafalgar House (through Cementation Engineering) (artillery shells); ICL (Computers); GEC including Marconis (Military Communications Equipment); Lontho (aircraft franchises); Plessey (Military Communications Equipment); BP and Shell (oil and other petroleum products for the military and police)” (…)”An impression of the full extent of the role of British subsidiaries in South Africa in undermining the arms embargo can be obtained from studying Appendix C. This is a list of British companies with subsidiaries in South Africa which are also known to be engaged in the manufacture of military and related equipment” (AAM, 1985).

British Mercenaries:

“British mercenaries, some recruited. originally for the forces of the illegal Smith regime, are serving in a number of South African Defence Force units, including the infamous “32 Battallion” operating out of Namibia into Angola. A British mercenary was killed in the South African commando raid on the residence of South African refugees in Maputo, Mozambique, in January 1981” (AAM, 1985).

“British Government policy so far has been to grant permission for Officers to serve in the South African Defence Forces.” (…)”This was explained by Secretary of State for Defence, Michael Heseltine, in a letter to the Rt Hon Denis Healey:

“An Officer is required to resign his commission before joining the forces of a country that does not owe allegiance to the Crown, and if he did not do so then the commission would be removed. As you will appreciate, this is the only power that we can exercise over an officer who has already retired from the Services. Guidance is given to officers about these procedures before they retire, but no specific recommendations are made about which countries’ Armed Forces an officer should join; nor do I believe that it would be right to do so.” (AAM, 1985).

GM ZA Apartheid

American Businesses under Apartheid:

Approximately 350 of the most prominent companies in the United States, including more than half of the Fortune 500’s top one hundred firms, operate subsidiaries in South Africa [18]. Another 6000 do business there through sales agents and distributers [19]. The United States holds fifty-seven percent of all foreign holdings on the Johannesburg stock exchange, including gold mines, mining houses, platinum mines, and diamonds [20]. The State Department estimated that U.S. direct investment amounted to $2.3 billion in 1983, down from the $2.8 billion calculated by the South African Institute of Race Relations for 1982 [21]. Other estimates put overall American investment, including loans and gold stocks, at $14 billion [22]” (…)”rcent [25]. U.S. exports to South Africa, however, grew from approximately R1.2 billion in 1979 to R2.7 billion in 1981 [26]. As a result, the United States emerged as the Republic’s largest trading partner [27]. Apart from its quantitative impact, U.S. business investment has a qualitative impact disproportionate to its financial value” (…)”John Purcell of Goodyear concurred, asserting that economic pressures will not encourage nonviolent social change in South Africa; rather, this will be brought about by “economic growth, expanded contact with the outside, and time” ((Hopkins, 1985)

Ford sold cars to the Apartheid regime:

“Ford Directed and Controlled its South African Policies from the United States, Exported Equipment from the United States, and Acted to Circumvent the United States Sanctions Regime: (New York Southern Cout Case, P: 65, 2014)

“Thus, despite the tightening of U.S. trade sanctions in February 1978, Ford U.S. still announced a “large infusion[] of capital into its South African subsidiary. Ford injected $8 million for upkeep and retooling” (New York Southern Court Case, P: 67, 2014).

“Ford support was significant: “[B]etween 1973 and 1977 [Ford] sold 128 cars and 683 trucks directly to the South African Ministry of Defense and 646 cars and 1,473 trucks to the South African police. Ford sold at least 1,582 F series U.S.-origin trucks to the police” (…)”Despite the prohibitions, Ford continued to supply vehicles to the South African security forces with the purpose of facilitating apartheid crimes. Ford denied that its continued sales to the South African security forces ran counter to the U.S. prohibitions, on the basis that the vehicles did not contain parts or technical data of U.S. origin” (…)”Notably, into the 1980s, Ford sold vehicles that did not need to be “converted” by the apartheid government for military or police use but were already specialized before leaving the plant in South Africa” (…)”Ford built a limited number of XR6 model Cortinas known as “interceptors” that were sold almost exclusively to the police. The XR6 was special because it had three Weber model double carburetors, as opposed to all other Cortinas that had only one double carburetor” (…)”Ford knew that the normal market for these vehicles was the security forces. The vehicles were deliberately pre-equipped with armor and military fixtures and designed for easy modification by the security forces to add additional defensive and offensive features” (…)”By making profits which they knew could only come from their encouragement of the security forces’ illicit operations through the sale of vehicles, parts, designs, and services, Ford acquired a stake in the criminal enterprise that was the apartheid regime” (New York Southern Case, P: 71-77, 2014).

Leyland under Apartheid:

“The British government now virtually owns British Leyland and therefore controls the company’s operations in South Africa. Yet it has done little in practice to press for the rights of black workers to organize through trade unions, or for the recognition of the unions for collective bargaining purposes” (…)”The South African “branch” is Leyland’s biggest operation in the world outside of the U.K. At present it is the 8th largest car manufacturer (holding approximately 5% of the market) and the 7th largest commercial vehicle manufacturer (holding approximately 5,5% of the market) in South Africa. Despite the depressed condition of the South African Market it sold 1959 vehicles in January-February of 1977 alone” (…)”B.L.S.A. has massive contracts with the South African state. It is one of the chief suppliers of the South African Defense Force, providing not only trucks and landrovers (which form the backbone of anti-guerrilla operations) but also armored personnel carriers. Of course, the figures for these contracts are never made public” (…)”For example, in June 1976 it was announced that B.L.S.A. had won a £1.9millon order for 250 trucks from the Cape Provincial Authority” (…)”As Leyland itself have argued , It “must conform, it not entirely” to South African government and established wishes” (Coventry Anti-Apartheid, 1977).

This here is not easy to finish up as the implications of this deals and arrangement used to support a government that oppressed and detained the majority. This Apartheid government did it all openly and with a clear message that the white minority should rule, while the rest should serve them.

In that context these businesses earned good amount of cash and profits for their stakeholders and their shareholders. While their products and procured services by the state we’re used to oppress majority of people in South Africa. We can surely see the amount of money and how this have affected the society and given way for the government of the time to continue with the process of detaining and harassing the majority of South Africans. This could not have happen if there wasn’t a helping hand from businesses and their subsidiaries. This here is just a brief look into it.

Certainly this should be studied even more and become clear evidence of how heartbreaking it is to know how certain businesses and people owning them will profit on suffering of fellow human beings. That is why I myself shed a light on it, to show the extent of disobedience of the UN Resolution and also what these corporations does in regimes that harassing and oppressing fellow citizens for their background, creed, tribe etc. It’s just ghastly and makes my tummy vomit. But that is just me, hope you got some indication of how they did their business and served the Apartheid government. Peace.

As you see Mr. Museveni, the Executive, the man who have run Uganda since 1986 have yet again spoken his words on democratic behavior and activities as Uganda is his playground and non-other can act or play there. That is what he is saying. President Museveni is the only one who has a saying in Uganda. In a republic of Uganda that got estimated 39 Million citizens. In my view President Museveni is not acting as an Executive, but as a gangster. Let me explain that later.

We know that he is the only man of that 39 Million with a vision. He proves that again with saying that protest against him is futile and uncanny. Also as the news today that the 6 persons chaining themselves in the streets of Kampala. So for setting themselves in chains in the recent days seemed to be a criminal act and now sent to Luzira Prison as common criminals. Somewhere is President Museveni and so proud. Don Musveni in action!

He must be proud of the revelation of the audacity of the Police yesterday shooting live bullets at the future of Uganda at the established and well-thought of University of Makerere. Where the students we’re demonstrating because of sudden hiking of tuition fees. So the Anti-Riot Police and their mambas entered campus and created havoc. As we have seen in the recent months. No dialogue or trying to negotiate, you go in with weapons and kills to shut down opposition. Don Museveni prefers once in a mock execution to set the standard and get the oppostion in line with the message. If they continue then he will bring vendetta to them.

That is also the words of their leader, the Executive. Its playground and his rules, nobody else then President Museveni is right to play. He is the kingpin, the kingmaker, the Grand Puba, the chief and commander that are righteous to stage any kind of action in his playground.  

And then the fellow and opposition Dr. Kizza Besigye trying to act on his playground, and have the audacity to say that President Museveni is not the righteous kingpin is a violation of the ruling regime. Nobody can question the Executive on his playground. Museveni initially saying that the FDC are foolish! FDC should not act upon the NRM-Regime. If they still do then they knew that by his words, they would face the guns and ammunition and get taken away.

President Museveni is not only like a bush-war general, he is now acting like a gangster. First the government is acting with guns and gangs where open aggression against its people without court. It is decisions taken in mysterious and devious ways, the same ways as the NRM-Regime is only accountable to themselves and not the public. The Racketeering is solving the democratic insufficiency in the country by the guns and gangs installed by the NRM and the Kingpin, the Don Museveni on the top. That is by that Racket he controls and the Playground he doesn’t care about the victory was maybe even meant for somebody else, as his guns controls through his gang UPF and UPDF. They follow the Don and his rules.

Mzee is a gangster, not a statesmen and not a parliamentarian as the rules only applies when it not comes against him. The laws and regulates towards everybody else of the 39 million of the country, as his racket can break down any opposition and use weapons though all the gangs he has made. The intelligence and spokespersons is just to have a façade and look legit. While the tax-payers, bank of Uganda, budget deficit and other issues is because of the price of keeping up the racket and continue with the racketeering.

That is why the troubling concern with the people who have understood that the Ruling Party and the Don Museveni is not really a civil servant, but a gangster. That is what really Dr. Kizza Besigye understood in 1999 wrote this in a letter to the NRM when he left.

Besigye could easilly see what kind gangster he was:  

“The Movement caucus acted very much like an organ of a ruling party. All ministers (except Paul Ssemogerere who later resigned from government) were members. The hand-picked group, and the Movement caucus after it, both undermined the principles of the Movement and the law. The Constituent Assembly was negatively influenced by executive appointments. In the middle of the CA proceedings, a cabinet reshuffle saw Speciosa Kazibwe elevated to the vice presidency, Kintu Musoke to premier and several other delegates appointed to ministerial posts. Many others were appointed to be directors of parastatal companies. It is my opinion that after these actions, some CA delegates took positions believed to attract the favourable attention of the executive” (Dr. Kizza Besigye, Letter in 1999).

The Don Museveni had handpicked the members and the caucuses that fitted the ruling party and the executive, himself and the people he could trust. They would all be in favor of him as he gives those positions and therefore naturally get loyalty, as a Don needs loyal men in his gang to control his racket. If that means making programs that his handpicked elite and cronies can eat from if it is GAVI-Funds, Operation Wealth Creation (OWC), SACCO’s, Youth Livelihood Program (YLP) or the 10 Point Program. These programs get international organization and donor countries positive for dazzling monies to the regime. The Don skims that on the top buy airplane, cars, cows, businesses and land for himself. The Don also makes sure the rest of his family owns businesses and land so they can live in wealth; as they all should live comfortable because of his racket.    

Muhoozi Museveni

The Gangster who orders his gangs and set-up minor groups controlled by family-members and his closes associates that he can trust. Like the clearest example the UPDF Special Force Command or the Flying Squad that is under the Caporegime of Brigadier Muhoozi for instance. Or the newest of his gangs called the Uganda Police Force National Youth Crime Preventers Forum (NCPF) run by caporegime of Blaise Kamugisha the former head of the NRM chapter of Makerere. Another caporegime is Gen. Katumba Wamala who runs the UPDF for his Don. Not to forget the Capo for the Uganda Police Force IGP Kale Kayihura. All of these are just small pieces of the whole position in the racket of the Don Museveni!

That is why his racket answers with violence if it doesn’t work his way and why he has looted the DRC for own gains, why he has tried to get other bosses and Dons around him. So he can have loyal support from Rwanda, Burundi, Democratic Republic of Congo and also in Kenya, where he supports President Kenyatta, he didn’t “install” President Nkurunziza, but he helps him when he can. He does the same thing with the President Kiir of South Sudan, henceforth part of his racket was there for months without a mandate to secure that his fellow Don was in good hands, also during the last-period of the pre-election period Sudanese troops was to secure the safety for securing the continuation of the racket and the underbosses in the departments and the caporegimes all over the Ugandan nations.

Because the Kasese and Bundibugyo have dined the racket and taken in other political parties and shunned the NRM-Mob, the Don Museveni therefore his Capo’s got sent to clear away the people playing in his playground as the gangster he is, he had to answer with violence against the once taking away the his ground and area, which belongs the Don and nobody else. If they try then they deserve to be hit and violent takeover if necessary to prove that it belongs to the NRM.

UPDF Rwenzori

That is why the Don has decided to do this:

“UPDF has today launched a two months operation dubbed Operation Usalama Rwenzori to hunt killers” (O6.04.2016).

Capos and Underbosses might not deliver to the Don, therefore when the orders are not followed or the creeds he has written to them. When they don’t do what he says or get to ambitious then the get rid of them. Not just sack you, but put you into oblivion until they get back and his ring; if they don’t then they are stifled or put on close monitoring by ones of his capos as gangs take them in now and.  If he sees threats and worries then he takes them out like he has done with enemies in his past.

There is people who works hard as they are members and working for the NRM. But they are not yet made or trusted. So it takes a confirmed from a consigliere or a capo to be put in well-made position. As the Capos/Generals decide the faith of the members who is just associates until they are inside the elite and in the NRC CEC and inner-circle of the NRM Mafia to be trusted with the information and creeds from the Don Museveni. As he has trust issues and likes that the youth struggle to get jobs as he prefers to eat alone. The NRM Members who is not yet made, have to cugine and deliver to prove to administration and CEC that they are worthy of a better position and get jobs in the racket. If a cugine sees the possibility the member does what he can to give tribute the closest caporegime or the nearest wiseguy to be made and be a gangster like the Don.

That is why the Capos and soldiers take down the journalist and media. The reason behind that is that he is a Don. Dear President Museveni.

As I writes to you again and the only election petition to the Supreme Court have been dismissed as all of our pundits and most of the general population expected. We expect you grant budgets for lavishly ferry Crime Preventers and the few die-hard NRMs to Kololo for your coming Swearing-In ceremony where you will promise to withhold the constitution and laws of land.

There are issues and there are hesitant, the blatant disregard of the county you have been ruling for 30 years, the distance from you Mr. President towards your own citizens are growing more and more distant. The more you are with the Army and the Police then with your citizens.

The men and woman on your payroll and who are still obedient to your will say today was a gracious and monumental ruling as the dismissal of the petition while dropping most of the affidavits and evidence in the Supreme Court. Today was in your Vision Mr. President in total disregard for the public perception and the public assessment of the events that transpired during the recent year and through the Pre-Election Period, Election Day and Post-Election to the Announcement of the Presidential Election result. We know your military ways Mr. President as your been in the Western Uganda after the sparking violence that your Police set-off after Local Councilor III Elections went sour. That the government security forces went ballistic on the local population. As you are in army fatigue and wearing the colors of the army, the Supreme Court validate your respondent to Amama Mbabazi petition. This is the result or you’re Vision and your ambition to continue to be the Executive of the country. Not of me, but of your fellow citizens and their intelligence as your dishonestly takes their votes, their fate in the electoral process and their fate in the government as a representative authority and makes it your own personal playground. The Government is now in-graved in your name and your vision without any consideration of anybody else. The Statues and procedures and the coming Parliament is sham democratic place from a weaponized coup d’état where the opposition have been besieged and detained while the announcement was the final straw of pre-election period filled with malpractices of the whole process. Straight from the consultations meetings and state-lodge trips where you Mr. President gave ways to your coming next tenure and no disregard for your fellow citizens. This the legacy you leave behind, even the late Obote would be proud how you photo-copied and made it your own; in your VISON.

You’re said you are the only man in the country with a vision, and the vision is now that you are the one that decide everything. As you fixed and mended this Supreme Court ruling and dismissal of the petition. Hope you’re eating healthy and living well within your vision, but your blind by that vision, as that vision is not in everybody’s head. So please think about that Mr. President and is not what you have envisioned. Peace.

Mzee and his Militarized State; the Guns never left the Executive it seems!

“Soldiers feel that the Police are not serious with the criminal elements and that they are corrupt. The army had to come in and insist that criminals must be punished. It happens in all countries, there is a time when the army assumes the duty of internal security”. General Museveni (Daily Nation – Nairobi – January 26, 1987).

This is ironic that President Museveni said in 1987. We can see that times has changed or that his mind set to other perspective then directly from the bush. With the guerrilla warfare and the so-called liberation struggle, that has been discovered more and more about the tactics done to get power.

It is surely and clearly many ways President Museveni talked democratic values while it has been uncovered that he oppressed the media and opposition. It has done that since day one of the regime, just different how far and to what extent. It has always tried to look beautiful on the surface and smiles to the donors and Election Observers Missions while in the end, the institutions built around the Mzee. That the Electoral Reforms haven’t really been there for free and fair elections. When I went through the 1996 elections the stories are similar to today’s oppression of the opposition.

While opening up for free-market thinking has over time and letting the United Kingdom, Kenyan, South African, Indian and Libyan businessmen got easy trading ability in the country, while the exports and trade boards are gone, less of unions and other governmental structures. One in the end of 70s and one in the famous 1986, so the guns never left the power and stayed there; even the tale with the donor-funding of the army from abroad to fight dirty wars the U.S. don’t want to stick their finger in, as in Somalia and Central African Republic.

The Electoral Reforms as discussed briefly the NRM-Regime have stifled most of the time any kind of reform and ruling power therefore had to have two elections on referendum to release the Multi-Party Democracy and also been making the difference between using government funds and using the well-known factor of promises pledges from direct government subsidies to the big-men and chiefs, even Parejo’s and other SUV’s given to men to secure the votes and loyalty to the Mzee.

There been steady shifts in leaders underneath Mzee as he has taken down the men who has been built by his leadership, as he want the ones with his former MPs, VPs and PMs as they wanted to elevate themselves and leave him behind. The government have used all kind of methods and tricks to gain riches to NRM elite and leave the certainty of other manufactures, industries and even achieve certain outcomes only for the closest allies of the NRM, even on Town Council levels where NRM members and NRM elders have closest call to get add-ons and secure funding for projects, while the opposition and other institutions have to get hands-out by international NGOs or Bilateral funds to get enough for what they need. The Resistance Councils and the now Local Councils are built for securing de-facto loyalty to the Executive and learn the strength of regime, not to be a democratic system.

The Police and Army is built around loyal men in the top and men the Executive can trust to follow his suit and have his family close connected, even with Gen. Salim Selah not in direct leadership position as he has been involved into too much thefts, thieving and other activities to clean the leadership to look decent for international community, even with Brig. Muhoozi Kainerugaba who is groomed and quickly up the ante with running the Special Forces Command. The ruthlessness of the army and Police never left, and the new laws in place have given lee-way to them to use it as free-for-all to shut down dissidents. While the leadership is steady shifting  and moving as they don’t want the DPC, RPC and Army commanders to be on short-leach and not be to homely where they work.

The continuation of post-election violence in Bundibugyo and Kasese, the way the army is deployed there days on days, shooting Rwenzururu Kingdoms security guards, while the treat of the ADF-NALU who is stations right over the border in the Democratic Republic of Congo, and as always the Police issues statements blaming other forces, even when video footage and other eye-witness counter their words and intelligence; in the end insulting the intelligence of the people.

The NRM-Regime and the words of their Executive is now totally different than what he was talking the first years of their reign. The Economy is dire, the donors are more futile and less interested in involving themselves in a militarized economy and where the NRM-Elite instead of the citizens and general population, the ones that get funding is direct funded projects as roads and buildings, but not economic prosperity as the inflations is high, the value of currency dwindles, the amount of monies to buy ordinary food-stuffs, the government have added higher loans to sufficiently take up the vacuum of the loss of donor-funds to the governmental budgets.

The whole picture is not as it should be after the ruling-party have run the country for 30 years, the picture should be a steady economy, a secure police-force respected and honor the citizens, an army working for securing the borders and doing international missions not for securing funding, but to generate peace. The country should have beneficiary institutions and taxations with representation, the ones that been done have not delivered, the steady progress has not been delivered, and when is when the media has blasted or BBC have got a whiff of it. As the NBS or NTV cannot whip the power to change, the same with the papers as they are mostly censored and controlled as the radio-stations have lost their transmitters, license and even their hosts been detained while being on air, the Daily Monitor ransacked for two days and the NTV banned from following the Presidential Campaign trail of the Executive.

There is an issue when the army is such a big part of nation, in the parliament, in the streets, in deployment and around all the time. The internal security is based on the army, not the police who is also militarized with sections of special units with military equipment for breaking down demonstrations and other gatherings of opposition, even independents who was former NRM have struggled with army and the Police Force. As the detaining of Opposition without charges, house arrests of Presidential Candidates and taking people with Candidates Declarations Forms from the Polling Station.

The whole picture is not of the state of business, the way of government that NRA and the NRM promised, it has overtaken the control of the institutions, but not given the accountability and transparency, not the economic landscape or investment climate that they have promised for so long, the basics are much of the same and the deals between the oil companies and drilling has been happening behind closed doors; like not open dealings and showing how the companies pay for their operations and how the government structures are as the oil-laws are not strict and not fully operative yet.

The internal security and the structures are not strong, when the army enters all kind of operations, as they even killed bed-bugs in neighborhoods of Kampala in mid-February as the KCCA didn’t have the manpower to reach the area, as the UPDF have been used in any kind of processes, even the training-center of the army Kyankwanzi the National Leadership Institute and military training camp; where the NRM MPs has had retreats before the new parliament like the 9th and 10th Parliament went there.

The Kyankwanzi resolutions or decrees as party MPs has set precedence for the coming term and the evolution of the ruling-party as the structure in the last go-around left many of the old-foes behind, and the former secretary-general and Prime Minister Amama Mbabazi behind. While this time the struggles with Justine Kasule-Lumumba, Jacob Oulanyah and Rebecca Kadaga might go through hardships in the coming 10th Parliament as the internal security means the security of the Executive and bring down the men and woman who has ambitions. That is why the Executive have centered the powers close to him. As even ambassador’s claims he is hard to read, the generals of UPDF fear him and just want to do his will, and the same with the police force who has a loyal Inspector General who follows every whiff from him. Even former Warlords and M23 are yearly on the payroll from the State House. As they are securing the security of the state and the government institution as civilian militia-men that does their army bidding; also does discreet business for the Executive as their role have never been told to the world. Therefore we can only be guessing at this point; though they are not cutting the grass at Entebbe or Nakasero!

The way the Army is embedded in the society and external politics, the guerrilla warfare brought the Executive first to a Ministerial Position before the General Election of 1980 and again at the takeover in 1986. He came with the gun and never left it, and never let it go, in all endeavors and structures the embedded army has followed, the loyal cadres and commando have continued, the re-payment of loyalty and offered protection have come in handy. The kickbacks and graft never left the offices, the building of the businesses have also centered the government officials, while the former government businesses has been sold for quick bucks or privatized.

The internal security can be questioned with the army running the streets in Kasese, Kapchorwa and Kampala as a steady force and looking like Marshall Law or state of emergency as the government shows the display of power, and the Police rides around in Personal Armored Carrier and have mortars as Journalist lose their cameras and the media get muffled with. The insecurity created and the ballots been stolen in broad daylight, the impunity of law of fellow citizens is not creating the peaceful atmosphere the Executive have promised and said he delivered, as the Kenyan funding of the campaign and Sudanese Army men proves the Executive went far to secure his stay in power, instead of trusting the ballots and votes, he trusted his instinct and went for the guns and ammunition that have given him the power before, as he had loyal well-paid puppets in the Electoral Commission and generals in the Campaign Team, together with losing NRM Primaries who was paid off; in his mind this should have gone in silence and gotten the credible result needed to be respected statesman abroad, instead the announcement and the cracks of the army and the social media showed the true colors and not the story given by the Executive or his party cadres, which shows the payments and party program is shell of keeping power by any means, instead of building fruitful societies and institutions for better tomorrow. The lies are not invisible anymore, the questions the actions and killings is not only in the hands of semi-army police force and the general populations knows it. As the mourning of the announcement and the weakness of the state comes forward; therefore army had to be deployed and the reshuffling of Police Commanders happening a month after Election Day.

You can lie once and fool the crowd, but lie twice and then the storm comes on the horizon. That is what is happening now and the Executive knows and knew before these elections that the people are tired of his lies and reprogrammed pledges. As the changes of society has only brought bottled water from mountains of the Rwenzori and cellphones, certainty at one point the Universal Primary Education and extended Local Councils that has benefited, but also after a while the schools started to disappear and become depleted. The more districts, sub-counties and counties have taken a toll on the economy. Also been set-up to secure more loyal cadres in Parliament and locally. Through the chain-of-command as the structure is militarized and set to fix the monies, the government institutions, government businesses, government organizations and the commission to be loyal to the Executive, even the churches and holy institutions, if possible they can have some dissidents and opposition; that is just enough for the country to have a rouse and jolly while eating the donor-funding and letting the people stay poor while the NRM-Elite stays powerful. Especially the NRM and the Executive does not care about the FDC and their claims to justice, as the justice is the basics, but for the NRM it is to keep Power and let their Executive stay continuously. And by the minute does not seem to want to leave the country in a state that he promised when he took power.

As his guns does not seem to be silenced, the level of fear, the way the PAV rides down the streets and highways, the way the roadblocks are put, the way the Police detain without charges and the way the government mend laws to fit the Executive, the way the banks are demonstrating their will of following him to earn monies, the way the businesses are centered around him and given favorable deals, the way the harassment of opposition and media, the way the army and police involve in politics and daily life, it does not seem as a democratic and just society. The detention of the ballots and preventative arrest of citizens are worrying, as much as the control and efficiency of it. The pride of the government and its institutions are weak when the KCCA need the Army to fight local problems, the Executive does not trust anything else and therefore the biggest smiles on the photos from him comes in army fatigue and guns as that is the place he feels the best, not in the office or at state meeting. If not it is on his farm relaxing while the monies are piling in without doing anything. Peace.
