RDC: Collectif d’Actions de la Societe Civile (CASC) – Communique de Presse (30.06.2017)
I write what I like.
Today the Stormont talks in Northern Ireland was stopped after the negotiations wasn’t bearing fruit, the differences between Sinn Fein and Democratic Unionist Party we’re to big. Their approach to the devolution and previous agreements was apparently different. That is why the stalemate in Northern Ireland continues. This because the DUP are now in a ‘Confidence and Supply’ agreement with the Conservative Party.
It is ironic and sad that the DUP of Northern Ireland has to ask for the Taoiseach and Prime Minister of United Kingdom to participate in the talks. As the parties cannot find solutions or just actions to the problems ahead. Especially since the Prime Minister are already loyal to her partners in the DUP and not the Northern Ireland as a whole. She needs the DUP to have majority support in the House of Commons. They are a needed party to suffice her powers in London. That there are devolution problems and grand impartiality problems involved seems to come to the forefront.
That the Good Friday Agreement (GFA) seems to dwindle away, together with the 3 strands. There are little movement and any significant proof that Prime Minister Theresa May will salvage this now. She has already gotten invested with the DUP and that will over-power the Republicans of the Northern Ireland.
That Downing Street says James Brokenshire will engaged in the talks between the parties this coming week, isn’t giving me much ease. He is a crony of the London mob and the Conservative Party. It is not like he can deliver anything else than the memo’s and assigned mission of London. Not that the Sinn Fein or other parties of Northern Ireland will be respected. The Impartiality of London and United Kingdom is clearly a balance they cannot find now. That is why the talks are stalling and the deadline for devolution has passed.
It doesn’t matter what was said in the direct agreement between the DUP and Conservative Party, neither the Queens Speech. That is knickknacks of it all, but should not surprise anyone of the seriousness of the stalled approach to the GFA and devolution from London. As Sinn Fein came with this statement today:
“Commenting after talks at Stormont today Sinn Féin MLA Gerry Kelly said:
“Talks in Stormont broke up tonight without any agreement” (…) “The Sinn Fein negotiating team will be back at Stormont Castle tomorrow” (…) “After weeks of negotiations there is still no agreement by the DUP on the issues, of Acht na Gaeilge, the Bill of Rights, marriage equality, anti-sectarian measures, integrity and legacy, which collapsed the Assembly in January.” (Gerry Kelly, 30.06.2017).
That the other parties want to end the stalemate and give a new try for a power-sharing agreement between the DUP and Sinn Fein is clear. As they want the government running and make sure policies which is good for Northern Ireland appears again. Even if that means the misspending DUP and their Energy development needs to handled. Before the DUP uses their powers into new shady deals, even if they now have the support and the possible hand in the cookie jar in London. That can be seen by the massive tax-money spending in Northern Ireland. This because of the coalition between the DUP and Tories.
We can just see if the DUP and Tories will break the GFA totally, if they will stall the power-sharing or really create a non-government in Northern Ireland. So the devolution from Ireland and United Kingdom will not proceed in Belfast. Peace.
In Kenya, the Cabinet Secretaries under the Jubilee Government is a special breed, they must be the new definition of the over-class, why do I say this, well because of the Education Cabinet Secretary Dr. Fred Matiang’i who was at Jomo Kenyatta International Airport (JKIA) Terminal D at 05:49 AM and about to depart at 06:15 AM on the 6th April 2017.
At the early morning at the Airport a fellow staffer Daizy Cherogony gotten suspended for her act towards the CS Matiang’i, who was so brazen to ask the government official to stand in line before entering the plane, also denying him PRIORITY SERVICE. Meaning he is supposed to skate through the whole airport and board without any question or be in a queuing up. She got suspended because she embarrassed him for taking away the Priority Service and making him stand in-line like common folk.
That she got suspended for embarrassing a Cabinet Secretary and taking away his priority service while boarding his plane to Kismu was breach of work ethics at JKIA. Certainly, she got hardships of common folk when she questioned the powers of the Parliamentarian and the Government Official. It seems like the CS are above the common sense and the people in general with this sort of provision. As well as being suspended in April 2017 and she was fired for this act on the 11th May 2017.
Clearly, there two set of people, the Special and Very Important Persons (VIP) which apparently is the CS Matiang’i class, who are above the rest and has a higher esteem. People like this doesn’t queue or are in lines of people. They walk pass everyone, surely in a traffic-jam in the Central Business District of Nairobi, the Police Cars drive in conveys so it can pass through. Since the CS is one of these people he cannot be treated like common folk. The other kind of people are common folk, who stand line at the Airport, have no extra Priority Service or have Police Envoys in the Central Business District of Nairobi. They are stuck in traffic-jams and cannot dip through traffic with the help of security organizations. Common people cannot get special treatment or doesn’t seem significant enough to be treated as royalties.
Well, the common folk Cherogony treated Matiang’i as the same and she got sacked for doing so. Because he apparently is above common sense and common people. She got suspended from her duties and later terminated from working at JKIA. This for doing her job and thinking that the CS was just like the rest. If it is embarrassing to be treated as common folk, than maybe he should become a civilian again. Maybe the CS should remember who he represents and what entity he works for. He is a civil servant and a public official who represent all Kenyans.
CS Matiang’i is the head of the Education Ministry, he is supposed to make sure people are educated and that their minds are fit for society and for work. Their education bearing fruits and their values are fit for society. This is the work of the CS Matiang’i. Still, it is not in him or his acts towards common folk or common people, since they apparently beneath him. That is when someone does their job and secure the bordering of a flight. Even a CS needs follow airport procedure and guidelines when they are bordering a plane. This isn’t a chapati-line or a food serving. This isn’t a quick car-parking and getting a special parking lot for him. He should have no issue to follow procedure at the airport.
What is worse in this is that the gentleman, the government official got someone fired for being embarrassed, when that person was actually just doing her job. The insincere works of the Cabinet Secretary, the Minister, the man who represent his party and the people, got someone fired for doing their job and securing air-safety. If that isn’t insulting, than what is?
Sometimes, you wonder if all the payments from the big-man has deluded someones mind and vision. Like he has to call hardliners in the Forum for Democratic Change (FDC) extremists, because supporters of FDC are vicious people in his eyes. That is because they don’t pay him to spread their vision. The more Andrew Mwenda speak, the more he sounds like the brethren of Yoweri Kaguta Museveni. Today is no different. He speaks of the beautiful rain-man style voodoo of the National Resistance Movement (NRM). Take a look!
“Lessons for Besigye from Kyadondo East
So yesterday the state deployed its full military might on display like it has never done before. The aim? To win in Kyadondo East. In spite of the deployment (and perhaps because of it) the NRM candidate lost. Bobi Wine won. First lesson: no amount of rigging can stop people power. Second lesson: Kizza Besigye and his hooligans have no people power. Third lesson: FDC extremists claiming anyone stole their votes are deluded. Advice to FDC extremists: Go to the people and get their support first. Stop lying to yourselves that someone steals your votes” (Andrew Mwenda, 30.06.2017).
I don’t know if Mwenda was considering that if it was the same with Presidential Elections compared to the a smaller By-Election. He should think of it differently. There was play of Police Officers and Military Police in the Kyadondo East polls. But they we’re not as significant as during the General Election of 2016. When the whole militarized politics and the police interference in politics was into another level. Yesterday, the only thing IGP Kale Kayihura did was smiling and not calling all his brigades, neither all of the RDC or DPC to act upon the promise to cherish the Presidents vision.
That is what happens, all of the state are in the works during a Presidential Election, where the State are already using all their methods and all organizations to take control. They use even fighter planes to fly over Kampala to spread the fear and stop people from demonstrating. They used all sorts of policing to barricade and stop party works of the FDC. They imprisoned major parts of the FDC leadership, activists all over the country and there wasn’t any sort of momentum to gain. The public couldn’t be engaged when they are fighting court-battles and not have the time to significantly move them.
It wasn’t like in February 2016 the team around Dr. Kizza Besigye and Gen. Mugisha Muntu was chilling it on Lake Victoria on the beach with a Nile Brew. Certainly, the state was using all tactics to stop the movement and possible demonstrations, they we’re even more eager to arrest, detain and silence the opposition FDC and others. They were more vigilant. Not like in Kyadondo East where 10 people we’re arrest at Kasangati, if it was in and around February, there were dozens of people arrested, the we’re people shot and killed during demonstrations. The police was using tear-gas and ensuring massive amounts of fear. Not like yesterday, they we’re really just barricading and driving around compared to the Presidential Election.
That the people’s power in the General Election would means that the engagement of the Bobi Wine style in whole of Uganda. The difference is that the NRM regime wouldn’t allow that. If the locals in every village and every town, than Mwenda’s people would have reacted and called in uncivilized, not called it people’s power. They would claim that people had lost their marbles and should trust in the NRM. Because people like Mwenda praises and lives of the NRM. Mwenda doesn’t want the public to take control of the National Talley Centre where the Electoral Commission together with their officers we’re rigging the election. That one was close guarded and would need an army to stop it.
That the Opposition party officials and the ones with the copies of the Declaration Forms, they we’re hold at gun-point, their houses raided and the offices cleared as well. This was not how they did it at the By-Election. They acted more peaceful for a simple reason. The NRM didn’t need this one… If they needed it they would acted like they did during the General Election of 2016. The NRM already owns the Parliament, owns the State and controls the Security Organization. This is just formalities at this point, the Parliament are a majority of NRM MPs. These are all men and woman loyal to the crony system of the President.
There is a vast difference and if Mwenda’s vision would be real, as the ones around Kasangati Resort, he would like the people to rise-up, walk together towards Okello House and throw the President in Lake Victoria, leave his Presidential Lodges and Farms burning across the land. See citizens on every corner throw stones at the Police Officers. Act up on the Military and Soldiers, stop paying VAT and really not act as a citizens. Stop the whole system, revolt and act with true resistance and defiance against the NRM regime. Be worse than Walk to Work, be more vigilant than the Action 4 Change and get all sorts of demonstrations against the system.
If this happen, he would call of them extremist, but that is what the Kyadondo really did. They closed off and stopped the rigging inside the Kasangati Resort. If this would have stopped during the election, the Police had be taken hostage by the public, the Talley Center’s had been taken by the public and the Electoral Officials would been followed by the public every moment. Not had the capacity to rig the numbers and give the polling stations different numbers. They would have made issues in every town, every village and in every parish. The Police would have to act upon it and the military too. There wouldn’t be breathing place and a place of ordinary peace.
I want to wish you good luck Mr. Mwenda, if the FDC are radicals or extremists, than his wish of Kyadondo East election, means that he wishes true defiance, true resistance and expression towards the Electoral Commission in unprecedented levels. Such that the NRM never seen and we can only hope happens. But Mwenda seems to forget the legacy of how the Police and military attacks the FDC in the hour of dire need and how the leadership are taken behind bars in and around the polls. But hey, Mwenda has forgotten how it is to be a voice against the NRM, when your could suddenly be silenced and be taken behind bars. For any sort of speech and acts against the regime. This he shouldn’t forget, but the paychecks from them, let is dementia hit early. Peace.
To say that Forum for Democratic Change (FDC) leader and former Presidential Candidate Dr. Warren Kizza Besigye Kifefe (as almost everyone knows as Kizza Besigye), knows the court system of Uganda and knows the terms of his proceedings. He is still charged with treason, he was first charged in Moroto Magistrate Court on the 13th May 2016, which means his pending trial has lasted 1 year 1 month and 17 days in total or 413 days to be exact. That is severe violation and his times for bail hearings has been steady since then. Before this at least twice he has already vowed not to come back to Nakawa Court. Which isn’t strange, but that he does again today. Hopefully he will continue with defiance within his own realm, since that is needed. The State is clearly stalling time and keeping him at bay, with the easy monitoring of his acts and appearances all around in the Republic.
Here is today’s statement after being again at the Nakawa Magistrate Court after another bond/bail-hearing:
“Some time back, I had decided not to come to Nakawa court, but at that time, my bail reporting which was at the high court (Registrar) was shifted to Nakawa Magistrate Court. I have been reporting here both for bail and therefore for appearance in the Magistrate Court. I think the time has come to also say no to the bail because it is the bail that was still bringing me here. So I have informed my lawyer that I will not come back to this court over this matter. They can cancel the bail, I have no problem at all- they can cancel the bail and take me back to prison if that is their wish. From today, I will not come back to Nakawa Magistrate court for appearance or for bail. I will not appear in this court on 1st, Sept, 2017.” – Dr. Kizza Besigye
All who has followed the situation or understand the simple plain fact, that if the government had a case against Dr. Kizza Besigye, it would been in the works and the bail-hearings would just continue. Since they haven’t really started any investigation or planned anything. If it was so, there would be more collecting evidence against him and the FDC Party. Because if this was a serious case, they would have done more with the first days after the General Election in 2016 and the Swearing-In.
But the Police Force and the State Legal Team hasn’t considered or done so, this has been for a show and been to keep the FDC and Besigye occupied. Not a serious charge, neither an honest investigation into the supposed crimes against the state. If the republic really feared Besigye and though of him as an arch-criminal, they would have made sure he was indicted and gone through the court process. Therefore, the whole operation has been to stop him from working against the state. But not really trying him for treason.
Unless, they have reports and affidavits of the ones knowingly of his acts of treason comes forward, unless the justices and judges are making a case worth damn. Which seem unlikely at this point, since May 2016 has left, the same has May 2017. Its over a year and nothing. Tiwali, non, any kind of way you say nothing. Besigye if he had done anything treacherous they would have actually gotten the intelligence and the culprits together with him. They would have all been soaking time in Nalufenya. Were none of the bandits that tried to counter the state are kept. Certainly a man who does a treasonous usually doesn’t do it alone.
But hey, maybe the Republic and the Courts has some answers for their one period of keeping the suspense and has some secrets at the Okello House, as there usually all acts of the State is sanctioned from. Peace.
Today, is a day where Jubilee and CS Joseph Nkaissery repeats the favorable addition to campaign season and to ushering votes. That is to create new district to vow voters and the citizens in the constituency. Clearly, the Kenyan Government and the incumbent should have a better track-record, than one of it previous predecessor mastered and used to stay in power. Therefore, the opposition in this coming campaign should have a field-day. Comparing it and the people shouldn’t be tricked like a mule is by a carrot. Take look!
How Moi did it:
“I have argued that Kenya’s transition towards multi-party politics sparked President Moi to create 30 new districts from 1992-2002. Departing from existing explanations of unit creation, I find that President Moi only acquiesced to demands for new units when it served to help him stay in office. In understanding where these new districts were created, President Moi favored areas that could credibly deliver votes in the upcoming election. Moreover, areas located in “swing provinces” were more likely to receive a new district. District creation also helped President Moi win re-election by increasing the size and breadth of the PA – the executive bureaucracy under the president and used to engage in coercion during election time” (Hassan, P: 24, 2013).
How CS Nkaissery does it:
“In the Kenya Gazette, Interior Cabinet Secretary Joseph Nkaissery said he created the new administrative units with the approval of President Uhuru Kenyatta. The units, Nkaissery said, will enhance co-ordination of national government functions and service delivery at the grassroots. In Nairobi county’s Starehe sub-county, the national government has established Ngara and Landi Mawe as divisions with Muthurwa, ngara East, Hazina, Ngara West and Mukuru Kayaba as new locations. Railways, Kiwanjani, Jamhuri and Tetra Park have been named new sub-locations in the capital city constituency. Kibra sub-county has a new location named Lindi and five new sub-locations, namely Soweto, Mbagathi, Mashimoni, Upper Hill and Kambi Muru. Lang’ata sub-county has a new division named South C, with South C and Upper Hill as locations and Wilson and Kiang’ombe as sub locations” (Mbaka, 2017).
We can be sure that CS Nkaissery knows the history of President Daniel Arap Moi. Since he knows the tricks of the former governments. That being Mwai Kibaki, Daniel Arap Moi and Jomo Kenyatta. Still, CS Nkaissery seems to be in the mood to follow Moi. Instead of trying to bring justification and the good governance. That the Jubilee government has to follow Moi shows more about their character and their form of function, compared to what they should do.
I would think the Jubilee government, the one under President Kenyatta and Deputy President Ruto was wiser, but I was wrong. So please spread the simple message, that the current administration now does the same as Moi. They are tricking the public and offering districts to offer public jobs and get more cronies. Not develop the government, neither make the state more efficient. Therefore, will the mules (public) be tricked by the carrot (new districts). Peace.
