Opinion: Why is there so little sanction on Corrupt behaviour and why don’t the donors stop the funds?
We should question the ability of certain leaders to be able to squander away government funds, donor-funding while keeping their citizens in poverty and neglect the civil service, the state functions and keeping the state fragile; so that the Executive can brown envelope the Members of Parliament and that other civil servants to get paid, instead of government salaries depend on being paid under table for government delivery.
This is not one nation problem, this is not a one continent problem, and this is a worldwide problem. Not only government acts like this organizations, multi-lateral organizations and businesses. Corporations and other LLCs are also misusing their fortunes and ability to generate wealth for their stakeholders through intricate and complex banking structure that fixes the profits away from the countries we’re they earn high profits; while squandering away the profits so that the owners and stakeholders gain massive funds and leave the consumers, workers and the nations as they keep the funds away from the State of real business.
Why can I address the neglect of government in the same regard as tax-avoidance in modern business, because the same ethics and norms are made and regulated by the Parliaments, Executive Power and by the interests of politicians; that needs funds and create business in their constituency as they earn currency on opening business there. So with that in mind, the way the business is set-up and regulated are by admission from the political framework and laws, not to talk about tax-regulations together with multi-lateral agreements that either opens or closes doors for tax-fugitives from the profitable country.
The Government are the Sovereign Power, the ones that represent and distribute the resources and funds to their citizens through departments, ministries, institutions and programs that are sufficient to make sure of education, security and development of the country. That happens as they can either use their taxes, aid and loans to fund the government work. Well, they could if they wanted to represent the people who paid the tax and elected them.
One key reason for the maladministration and mismanagement from the government are that they are responsible for sham elections and rigging themselves in power; worst case scenario the government and executive took the power with the gun; so the responsibility is more on the ammunition instead of the transparency and accountability towards the citizens. The citizens are supposed to have safe-guards from corrupt behaviour and alleged graft; as the Auditor General and Ombudsman are supposed see through the files and budgets, together with registered procurements, so that the actual facts are the same as the planned efforts from the State.
That is why the breaking figures and knowledge of squandered monies from the funds. Something that shouldn’t be that easy to do or get away with; as so many leaders and executives have saved giant bank-accounts in Swiss Banks and in Tax-Havens. So the humble men from villages all of sudden own 30 luxury cars, 4 mansions and have a wife who spends a ministries months salaries on exclusive clothing and shoes in Paris and London. While the taxpayer are struggling to eat and feed their families, which is an issue that shouldn’t be there when the Executive and wife can have a cortege of 25 cars driving from their State House to their Ranch without any consideration.
The worrying sign is that the International Monetary Fund, World Bank and other Multi-lateral organizations don’t sufficiently sanction this kind of activities or even punish the countries with this behaviour; except when the nations are on their back hunting wild goose. The United Nations and European Union, other Pacts doesn’t even sanction much either. The diplomatic tensions and the wish for resources sometimes stop the knowledge of the thievery, if not to save face of both parties as they doesn’t want the public of the nation importing to know about the maladministration.
What I am wondering with all the corruption scandals, with the rich executives and the haemorrhaging of monies from the state and businesses; It happens daily while the begging for funds from international community and also getting investors from the exterior to invest in business. These businessmen are set in function with civil servant and government officials that are corrupting the state; something that the world knows… and still keeps it going around.
Certainly the knowledge of this isn’t something in the shadow, some places all of this is in the spotlight and expected by the officials, as a second way of getting add-ons on their meagre salaries as the government doesn’t pay enough or on time for the Police Officers and Teachers to secure pay to pay for food and even rent. Therefore the system generate where the Government can’t even supplement funds for their own, while their leaders eat the most delicious stakes. This should be a warning, but the world moves on.
What worries me… is how this keep on happening with different names, different places and with different funds, while the sanctions and the stopping of funding from the communities doesn’t stop; while the massive overload of stolen monies are hidden and the ability to use this banked currency in developing the state and nation, instead lost in trail of lies and deceit where the accountability got dropped in the ocean.
We should question these transactions and not accept these facts of life, this is the ones that steal the development and progress, steal foreign taxpayer’s monies into personal bank-accounts and private business of elites instead of the public functions as they we’re supposed to go.
I am just writing in frustration… and tired of seeing and hearing about the scandal after scandal… While the ones dishing it out are silent, while the punishment is not happening and the characters who are behind the thieving is walking like kings and queens in main-streets of capitals all around the world. That is what is bugging me. It shouldn’t be like this and the behaviour should be tormented, questioned and also charged for their stolen cash. This cash we’re not automatically made for and created for the Executive’s and their Elites; which isn’t justified. So why does it seem that some people are allowed to steal a country, steal a national treasury and the foreign exchange funds are walking scotch-free while hanging around the mayors and government-officials; but when a pocket-thief or a man stealing a goat, gets detained and not hired again.
The rules for this is provable not equal, not for all men are equal under god, except if you like shrimp. Well, that is not the case in this matter, there are too set of standards, the Executives and their Elites; while the citizens and public are a disgrace and can be disregarded easily, but the rich can get-a-way-jail-free-card! Peace.
Opinion: Who is really the “Empty Suit”? Who might it be the Empty Suit in the Ministry of Health Care or KCCA? As the recent unfolded operations of maladministration in the public view… henceforth somebody who is just nodding to the Executive for the brown envelope.
McNULTY: “West Baltimore is dying and you empty suits are running around to pin some politician’s pelt to the wall. Thought you was real police, brother” (The Wire Season 2, Episode 13).
There is in this day and age lots of appointed government officials, they work supposed to be diligent and with honour of the codes of their work, not work directly for the ones that appointed them. That cannot always be easy as the station and the position would not been opened or given to the person if the appointee didn’t give that extended hand or blessing for the job. When you have that situation you need a strong state and strict regulatory regime that counter the possible backhand and kickbacks to the ones that appointed them.
Why do I discuss this at this point? Because it is a vital part of our government regimes and is a question that can be asked in nearly all parts of the globe. As all jobs in the branches of government does not automatically goes to the most educated, relied on or the one person who has the most integrity in the position. Instead the man or woman who gets appointed is an “empty suit”.
What some of them might do?
“What typically saves the empty suit is the tenuous relation between what he or she does and any actual business results. This may be a function of the job he’s in: a staff post, with lots of power to nix others’ initiatives but no responsibility to make or sell anything. Or a pocket of avoirdupois in a still-too-fat corporate bureaucracy, the kind of position that causes underlings to scratch their heads and wonder, ”Gee, do we really need all these vice presidents?” Or the empty suit may have come up through a system that rotates fast- trackers through a new job every 18 months, even though the effects of his tenure don’t become evident for two to three years. He hardly had time to get any grounding in the work his people do, and he may have royally screwed up the few decisions he was compelled to make, but when the chickens come home to roost, he has flown. If somebody has the bad taste to try to assign responsibility, the suit can easily fuzz the matter over by suggesting that the blame rests with his successor or former subordinates” (Kiechel, 1989).
There certainly similar like the ones described in our time in every department, every corporation and every single institution we know of. This might be the Electoral Commission of Uganda and the Independent Electoral and Boundaries Commission of Kenya. As much as the regulatory chairs of the banking industry of Kenya must feel like empty suits these days as the confidence at that is low-key as well. The Chase Bank, The Imperial Bank and National Bank of Kenya have fallen from grace. The most likely selling of the Barclays Bank African Group might also make the fragile banking sector into more disarray as the leading regulators seems like the extra board-members instead of people who uses their position and chair with care and uses the mandate to make a difference and even square.
The situations are different when the appointed is not hired for their knowledge of their field, but the loyalty of the regime or government that is running in the country. The likes of Ministry of Health in Uganda for the moment where the hospitals are creaking and the machines are criss-crossing between life and death. Electricity and other cases of depleted. As the missing extra blood for surgery, the copy-medication and the loss of necessary equipment; that shows the lack of management and reasons for empty suits. The highest empty suit for the moment must be State Minister for Health Hon. Dr. Chris Baryomunsi who seems to be more concern with catching checks then doing his job at this point. This point comes with the correlation of Minster of Health Hon. Elioda Tumwesige and the State Minister for Primary Health Hon. Sarah Opendi Ochieng. One of the three must generate a valued pay-check and makes sure that the NMS delivers the Global Funded projects and the other government funded health care, but either Chris, Elioda or Sarah, one of them or more must be a hired “empty suit” as the three of them are put into ministerial position working for initially the same thing.
It is just like the same mess with the KCCA where you have KCCA Executive Director of Jennifer Musisi. You have Frank Tumbewaze who is both Minister of the Presidency and Kampala Affairs. Then you have the third person who got a mandate the Presidential Advisor for Kampala affairs Mr. Singh Katongole what he does is surely only him and the Executive of Uganda who knows, since his appointment in December 2015 his silence must mean a envelope and letting Hon. Tumbewaze and Hon. Musisi does what they like. To make it more hectic you have the actual people’s elected through the ballot who supposed to run the Kampala Capital City Lord Mayor Erias Lukwago. So you have hon. Musisi, Hon. Tumbewazi, Hon. Katongole and Lord Mayor Lukwago. All of them are supposed to central people in the running of administration and regulate the divisions of Kampala politically and create policies that builds and secure the functions of KCCA. That must be hectic one of these men and woman must be a empty suit. Unless Hon. Katongole who I haven’t heard a word from since appointment is an ear-to-the ground and talking or addressing letters directly to the Executive or Head of State as his role has still not been served. As the accountability of the NRM-Regime is not strong they prefer keeping people in the dark. Hon. Tumbewaze seems more to be the ones who was appointed to turn opposition Lord Mayor on his knees and therefore also gotten a permanent Executive Director in Musisi to shut down the elected person. But the end-game is that one of them must be an “Empty Suit” as the basic needs cannot be that big, and one of them is catching the brown envelopes without doing anything.
There are certainly more empty suits in the system as I started with the appointed men who is not educated for the position, but are there for the loyalty not because of the office is needed or there for a general purpose. That is the same as extra board-members in a corporation who is hired to vote for the general consensus in the board, but not to generate profits in some sense. They are there because the Corporation and LLC need useful idiots to be paid to follow the remarks of the stakeholders and shareholders, not the common-sense of their position.
We can all question the value of these leaders and honourable men-or-woman in a representative or appointed position by the President for instance. The level of credible men and woman and the need for expertise in the government organisations, into the department and the civic care from the road-development to the health care facilities need men and woman who knows the trade. As long the men does what is needed for the President or for the Stakeholders. The ones that lose are the ordinary person, employee or civil servants as they will either work under them or have to pay them tax-money to keep them. As they have to be paid an envelope to be the empty-dress. The person who is an empty dress doesn’t become that for free. Somebody has to be charge to keep him there. Most likely it is me or you. We can just ask ourselves. Who of the appointed leaders in government is an empty suit? Who in the corporate world are the extras?
Lastly, why does the Minister Without Portfolio. Hon. Abraham Byandala gets away and is not questioned by the opposition or anybody else. Why is this man the free-man the invisible creature in the parliament that does not have scruples? This since this position is the epitome of a Empty Suit. He is a MINISTER, but does not have an OFFICE, Department or a MINISTRY to run. Hon. Byandala can do as he pleases and still get paid. You cannot check his ministry or running government portfolio as it is non-existence from the get-go. The Government Official without any oversight and anything to initial control or say in other words the official Minister of Nothing (MoN). Hon. Byandala is running the Ministry of Nothing. The Minister of Hot-Air and the checking the chapattis’ in parliament is fresh enough for Hon. Oulanyah’s taste.
Well, what do you think? Are the somebody you feels are an Empty suit? Somebody you question or wonder if really have anything more than pay-check from the Tax-Payers money, but does not use it’s office or even delivers anything. Then that person might be an empty suit who just nods the head to the Executive and the general leadership without exercising power or determine the future of the government institution, department or ministry. Even if the person is really doing anything in the boardroom or a needed voter for the stakeholders; if it is only the needed majority to follow procedure then the scheme need a check or reform.
There will certainly be more stories and the existence of similar men and woman who can be described as “Empty Suits” and be stooges needed by any administration and corporations as they viciously need structure to control the citizens and the policies without questions from the inner-circle. Even if that means not procurement of needed medicines, fuel, transformers or building bridges to easier access the missing Okor Bridge in Kumi District: “This project was intended to connect Nyero and Mukongoro sub-counties in Kumi district” (MoFED, March 2015). A bridge that does not exist or is built by now so the sub-counties is not yet connect because of the altered situation and have to run long roads around the area than crossing straight over the river. So a project like this says there some empty suits as in 2009 as company was hired to build the river, by December 2012 the works by the river had stopped. Even if the departments to UNRA gave reports of progress of the project was last monitored in 2014 and by 2016 there not been done more to build the bridge since the monopoly of the Chinese Contractor have stifled the progression and in the end wasted government funds into a building a bridge who does not exist. Just like the Ministry of Nothing Hon. Byandala.

#PanamaPapers: A little reflection on the reason why these operation exisist and thrieving on the Fortunate
For those who have been surprised by the recent allegation and findings in the #Panama Papers that incites lots of politicians, the general elites and businessmen connected close to the governments. The money always talks, the money always moves and by any means possible.
For the wealthy and close connected they have the ability to forge networks and find businesses that earns coins on helping to move that money. But that is not for the ordinary people, as we pay a fortune to use RIA or Western Union to move between usually loved ones. But the Panama Papers are for whole other ordeal.
This here is for Tax Aviation’s and getting rid of extra burdens on the solid amount money they have gained. The persons and companies are set-up Shell-Companies to stack up money in British Virgin Island (BVI), Panama or Luxemburg. As this places doesn’t have that many inhabitance or sheep to earn money on, they earn tiny percentage on being “big-banks” for all kind of operations, while securing that the companies and persons involved can keep it discreet and silence. Until cover-ups like the recent ones shows the true color of the amount of money, that are dished away. The money that are stashed-away is millions upon millions of American Dollars; dipped away in a treasury chests that most economies would dream of having in circulation!
That should not be surprising as all of well-known government leaders are setting up and making it possible to have sophisticated economic systems that cross-borders for the benefit of trade; while these are used to ship the money from the places that have initially no taxes and programs that made up to build societies. This is also the places where they can have it without any concern, except some extra sunshine and a family resort at the beach, though I would not consider that in Luxemburg, unless suits and gas-stations are your thing.
The business-men and government officials, even relatives usually walks around with that without problems for decades as the banks, and the legal advocates set-up this fixed businesses to secure the fueling of their money. The worst thing is the loopholes and the ways that this decisive methods to undermine the local public to create and secure more funds for already wealthy clients. Where the bank as HSBC and lawyers of Mossack Fonseca divided fees to pocket the money that the client needed to send away from the shores and country-sides; where the money was raised and earned. While getting away from local agony of having fortunes and paying taxes on the high-incomes earned to the local communities.
If you we’re shocked of the values and the persons that was involved in the scandal of late, I wasn’t as the government officials, presidents sons and daughters; kin and other close connections have always gained extra through the cronyism or nepotism have been a thing since the Roman Empire, and does not stop any time soon. That the President Museveni of Uganda owns businesses and would have dashed a fortune for his grandchildren in an tax-haven through multiplied shell-companies. The same would not also be surprising on the Kenyan President Kenyatta who recently brought Sameer Diary and Livestock Limited who sells ‘Fresh Diary’ in Uganda through his company Brookeside. Surely his kins and family have some money abroad to secure in dire times might come. The same is certainly with President Kagame, who even been seen during the scandal that RPF-Elite men have been insiders in the scandal, as President Kagame have control and ease over it; surely he would skim over the top and gain some extra funds as the Executive. Similar is it in Democratic Republic of Congo where President Kabila sister is central profile in the scandal and shows how the monies and funds appear in tax-havens as she owns businesses and also the centralized economy around nepotistic and cronyism. Something that should not be shocking for anyone.
What this scandal shows is the amounts and estimates, this is through to major companies who serves this clients that are close by this totalitarian and big-men leaders who have close connected with central industries as they have to be granted and get contracts with government to drill oil, mining or even gain markets in the countries. With that power comes also embezzlement, kick-backs and percentage of the top that get skimmed through the advanced economic products that the blue-collar lawyers and bankers offers; they do that legally, but in a moral grey area as this thieving of government controlled funds in the name of the beneficiary or the shell-company in discreet secrecy. It’s not only dictators and their wives who are into it, I am sure if it wasn’t for the failed ‘Wonga Coup’ Mark Thatcher would still be up to game as the son-fallen from grace and proud family tradition; as even David Cameroon have been put into the mix. There is no shortfall when it comes to greed, and corporate greed never stops.
As the world leaders tries the best to hide their businesses and ownership through shell-companies and strawmen, or getting a cousin to run the business kind of like what Trump does to his son, just a little more subtle.
The governments are taking the sides of happy uncles as they all tries to open trades with tax-havens to keep businesses in their countries. The Companies who in many countries are seen as “Legal Person” can own land, own other businesses and be sued. Certainly with that power as stakeholders and shareholders does not care about other things than the bottom-line, they want to sell or sell enough services so that their earning a profit, by any means. That is why big businesses have been taken for tax-evasion in the UK this was Amazon and other online-retailers as they we’re officially legal unit in a tax-haven and not in the United Kingdom, though the products bought on Amazon was sent from a warehouse in UK, and sent to UK houses. The transaction between costumer who got the book from Amazon payed to a British account, but before the cash kissed the taxation to the Government of UK, it was sent to multiply Amazon shell-companies before ending at a Tax-haven. So that the United Kingdom get only pennies in tax compared to the Pound Sterling the UK state was supposed to earn from the Amazon LLC. That is just an example, but still important as a precise maneuvers the companies and international companies do, so they does not pay full-taxes or truthfully through sophisticated economic programs and revisions get the monies through foreign banks and tax-havens with help of legal teams in companies similar to Mossack Fonseca.
How to set up shop:
The LLC and Shell Companies will be used in market strategies as ghost straw-men for the owners sending monies through networks of intricate syndicates and money-laundering operations; That make Uncle Scrooge or Scrooge McDuck wishing he was a real person and not a cartoon character made up by Carl Barks in 1952; instead he is owning a Oil Company drilling oil in either Kazakhstan, Nigeria or North Dakota. Where he got the proceedings through UBS AG or HBSC; where the profit gets through manufactured holding companies and sent to BVI or Guernsey; where the McDuck Oil Company has headquarter, by official paperwork. That paperwork is written and made by lawful actions through Mossack Fonseca; while most of the Blue-Collar men are working in the unofficial Headquarters in the heart in the City of London or New York. But their taxing is little or near none there, because of McDonald Oil is fixed in Guernsey; Where they only have a Post-Box at the island; which by my reckoning would forward the mail to London or New York as the employees would actually be there.
This is a way of getting the bottom-line and the more of the ends directly to the stakeholders and owners of these companies tries to advance with this opportunities, that we the ordinary citizen, commoner, person or fellow human being would not be offered, since we don’t have the money to fix this or hire these men to forward our money, as we need the cash we have to get a home rent or buy, get food on the plate, pay electricity, airtime, taxes and then trying to get a chocolate bar once in a while. There is where we are. The once who was surprised about these papers have had too much faith in their rich, the elites and the once who has fortunes. They do not want to share that fortune that they have earned on our governments and our consumption; while trying to avoid giving something back to society, and giving the government more funds to develop the society the rich are doing business in. Mzee and his Militarized State; the Guns never left the Executive it seems!
“Soldiers feel that the Police are not serious with the criminal elements and that they are corrupt. The army had to come in and insist that criminals must be punished. It happens in all countries, there is a time when the army assumes the duty of internal security”. General Museveni (Daily Nation – Nairobi – January 26, 1987).
This is ironic that President Museveni said in 1987. We can see that times has changed or that his mind set to other perspective then directly from the bush. With the guerrilla warfare and the so-called liberation struggle, that has been discovered more and more about the tactics done to get power.
It is surely and clearly many ways President Museveni talked democratic values while it has been uncovered that he oppressed the media and opposition. It has done that since day one of the regime, just different how far and to what extent. It has always tried to look beautiful on the surface and smiles to the donors and Election Observers Missions while in the end, the institutions built around the Mzee. That the Electoral Reforms haven’t really been there for free and fair elections. When I went through the 1996 elections the stories are similar to today’s oppression of the opposition.
While opening up for free-market thinking has over time and letting the United Kingdom, Kenyan, South African, Indian and Libyan businessmen got easy trading ability in the country, while the exports and trade boards are gone, less of unions and other governmental structures. In the later years the government has started with micro-credit, Operation Wealth Creation and Youth Livelihood Programs as a cheap way of trying to patch up with the loss of sufficient structures that are sold out, by government to get loans in the beginning of its administrations.
We can easily see that the government who came to power with the guns and ammunition, and still has MPs directly from the army is bound to have the militarized effect on the politics. As the Police are acting with direct force and not following always rule of law. While the government overflows with former colonels and generals becoming politicians instead of businessmen and civil servants as the President is a bush-man himself and been part of two insurgents to power. One in the end of 70s and one in the famous 1986, so the guns never left the power and stayed there; even the tale with the donor-funding of the army from abroad to fight dirty wars the U.S. don’t want to stick their finger in, as in Somalia and Central African Republic.
The Electoral Reforms as discussed briefly the NRM-Regime have stifled most of the time any kind of reform and ruling power therefore had to have two elections on referendum to release the Multi-Party Democracy and also been making the difference between using government funds and using the well-known factor of promises pledges from direct government subsidies to the big-men and chiefs, even Parejo’s and other SUV’s given to men to secure the votes and loyalty to the Mzee.

The Resistance Councils and the now Local Councils are built for securing de-facto loyalty to the Executive and learn the strength of regime, not to be a democratic system.
The Police and Army is built around loyal men in the top and men the Executive can trust to follow his suit and have his family close connected, even with Gen. Salim Selah not in direct leadership position as he has been involved into too much thefts, thieving and other activities to clean the leadership to look decent for international community, even with Brig. Muhoozi Kainerugaba who is groomed and quickly up the ante with running the Special Forces Command. The ruthlessness of the army and Police never left, and the new laws in place have given lee-way to them to use it as free-for-all to shut down dissidents. While the leadership is steady shifting and moving as they don’t want the DPC, RPC and Army commanders to be on short-leach and not be to homely where they work.
The continuation of post-election violence in Bundibugyo and Kasese, the way the army is deployed there days on days, shooting Rwenzururu Kingdoms security guards, while the treat of the ADF-NALU who is stations right over the border in the Democratic Republic of Congo, and as always the Police issues statements blaming other forces, even when video footage and other eye-witness counter their words and intelligence; in the end insulting the intelligence of the people.
The NRM-Regime and the words of their Executive is now totally different than what he was talking the first years of their reign. The Economy is dire, the donors are more futile and less interested in involving themselves in a militarized economy and where the NRM-Elite instead of the citizens and general population, the ones that get funding is direct funded projects as roads and buildings, but not economic prosperity as the inflations is high, the value of currency dwindles, the amount of monies to buy ordinary food-stuffs, the government have added higher loans to sufficiently take up the vacuum of the loss of donor-funds to the governmental budgets.
The whole picture is not as it should be after the ruling-party have run the country for 30 years, the picture should be a steady economy, a secure police-force respected and honor the citizens, an army working for securing the borders and doing international missions not for securing funding, but to generate peace. The country should have beneficiary institutions and taxations with representation, the ones that been done have not delivered, the steady progress has not been delivered, and when is when the media has blasted or BBC have got a whiff of it. As the NBS or NTV cannot whip the power to change, the same with the papers as they are mostly censored and controlled as the radio-stations have lost their transmitters, license and even their hosts been detained while being on air, the Daily Monitor ransacked for two days and the NTV banned from following the Presidential Campaign trail of the Executive.
There is an issue when the army is such a big part of nation, in the parliament, in the streets, in deployment and around all the time. The internal security is based on the army, not the police who is also militarized with sections of special units with military equipment for breaking down demonstrations and other gatherings of opposition, even independents who was former NRM have struggled with army and the Police Force. As the detaining of Opposition without charges, house arrests of Presidential Candidates and taking people with Candidates Declarations Forms from the Polling Station.
The whole picture is not of the state of business, the way of government that NRA and the NRM promised, it has overtaken the control of the institutions, but not given the accountability and transparency, not the economic landscape or investment climate that they have promised for so long, the basics are much of the same and the deals between the oil companies and drilling has been happening behind closed doors; like not open dealings and showing how the companies pay for their operations and how the government structures are as the oil-laws are not strict and not fully operative yet.
The tear-gas operations and the live bullets are not showing the proof of democratic values and society. The internal security and the structures are not strong, when the army enters all kind of operations, as they even killed bed-bugs in neighborhoods of Kampala in mid-February as the KCCA didn’t have the manpower to reach the area, as the UPDF have been used in any kind of processes, even the training-center of the army Kyankwanzi the National Leadership Institute and military training camp; where the NRM MPs has had retreats before the new parliament like the 9th and 10th Parliament went there.
The Kyankwanzi resolutions or decrees as party MPs has set precedence for the coming term and the evolution of the ruling-party as the structure in the last go-around left many of the old-foes behind, and the former secretary-general and Prime Minister Amama Mbabazi behind. While this time the struggles with Justine Kasule-Lumumba, Jacob Oulanyah and Rebecca Kadaga might go through hardships in the coming 10th Parliament as the internal security means the security of the Executive and bring down the men and woman who has ambitions. That is why the Executive have centered the powers close to him. As even ambassador’s claims he is hard to read, the generals of UPDF fear him and just want to do his will, and the same with the police force who has a loyal Inspector General who follows every whiff from him. Even former Warlords and M23 are yearly on the payroll from the State House. As they are securing the security of the state and the government institution as civilian militia-men that does their army bidding; also does discreet business for the Executive as their role have never been told to the world. Therefore we can only be guessing at this point; though they are not cutting the grass at Entebbe or Nakasero!
The way the Army is embedded in the society and external politics, the guerrilla warfare brought the Executive first to a Ministerial Position before the General Election of 1980 and again at the takeover in 1986. He came with the gun and never left it, and never let it go, in all endeavors and structures the embedded army has followed, the loyal cadres and commando have continued, the re-payment of loyalty and offered protection have come in handy. The kickbacks and graft never left the offices, the building of the businesses have also centered the government officials, while the former government businesses has been sold for quick bucks or privatized.
The internal security can be questioned with the army running the streets in Kasese, Kapchorwa and Kampala as a steady force and looking like Marshall Law or state of emergency as the government shows the display of power, and the Police rides around in Personal Armored Carrier and have mortars as Journalist lose their cameras and the media get muffled with. The insecurity created and the ballots been stolen in broad daylight, the impunity of law of fellow citizens is not creating the peaceful atmosphere the Executive have promised and said he delivered, as the Kenyan funding of the campaign and Sudanese Army men proves the Executive went far to secure his stay in power, instead of trusting the ballots and votes, he trusted his instinct and went for the guns and ammunition that have given him the power before, as he had loyal well-paid puppets in the Electoral Commission and generals in the Campaign Team, together with losing NRM Primaries who was paid off; in his mind this should have gone in silence and gotten the credible result needed to be respected statesman abroad, instead the announcement and the cracks of the army and the social media showed the true colors and not the story given by the Executive or his party cadres, which shows the payments and party program is shell of keeping power by any means, instead of building fruitful societies and institutions for better tomorrow. The lies are not invisible anymore, the questions the actions and killings is not only in the hands of semi-army police force and the general populations knows it. As the mourning of the announcement and the weakness of the state comes forward; therefore army had to be deployed and the reshuffling of Police Commanders happening a month after Election Day.
You can lie once and fool the crowd, but lie twice and then the storm comes on the horizon. That is what is happening now and the Executive knows and knew before these elections that the people are tired of his lies and reprogrammed pledges. As the changes of society has only brought bottled water from mountains of the Rwenzori and cellphones, certainty at one point the Universal Primary Education and extended Local Councils that has benefited, but also after a while the schools started to disappear and become depleted. The more districts, sub-counties and counties have taken a toll on the economy. Also been set-up to secure more loyal cadres in Parliament and locally. Through the chain-of-command as the structure is militarized and set to fix the monies, the government institutions, government businesses, government organizations and the commission to be loyal to the Executive, even the churches and holy institutions, if possible they can have some dissidents and opposition; that is just enough for the country to have a rouse and jolly while eating the donor-funding and letting the people stay poor while the NRM-Elite stays powerful. Especially the NRM and the Executive does not care about the FDC and their claims to justice, as the justice is the basics, but for the NRM it is to keep Power and let their Executive stay continuously. And by the minute does not seem to want to leave the country in a state that he promised when he took power.
As his guns does not seem to be silenced, the level of fear, the way the PAV rides down the streets and highways, the way the roadblocks are put, the way the Police detain without charges and the way the government mend laws to fit the Executive, the way the banks are demonstrating their will of following him to earn monies, the way the businesses are centered around him and given favorable deals, the way the harassment of opposition and media, the way the army and police involve in politics and daily life, it does not seem as a democratic and just society. The detention of the ballots and preventative arrest of citizens are worrying, as much as the control and efficiency of it. The pride of the government and its institutions are weak when the KCCA need the Army to fight local problems, the Executive does not trust anything else and therefore the biggest smiles on the photos from him comes in army fatigue and guns as that is the place he feels the best, not in the office or at state meeting. If not it is on his farm relaxing while the monies are piling in without doing anything. Peace.
Interesting findings from the AG report on “Central Government and Statutory Corporations” – Part Three!
Here I will Travers through the report of Auditor General of Uganda’s Annual Report for the year ended 30th June 2015. This is on: “CENTRAL GOVERNMENT AND STATUTORY CORPORATIONS”. I will take the quotes and stories that seem to show parts of how the Government of Uganda works and what the Auditor General have cared about addressing in this specific report. Take a look! Ministry of Local Government:
Mischarge of Expenditure:
“Ministry of Local Government’s expenditure revealed that the entity charged wrong expenditure codes to a tune of UGX.12,086,792,676. This constituted 40% of total actual expenditure for the Ministry of Local Government. Whereas the funds were spent on items for which they were not originally budgeted for, the accounts have been presented in a way that reflects that the amounts were spent on the earlier budgeted items” (P: 215). Comment: This here came up in the value for money edition from the AG, now here is the whole picture. How the management of the Local Government Councils that doesn’t follow procedures for the items bought into the LGC. As this is seen by the review from AG and that is scary parts is the amount of monies used without procedure and not following budget. So they can by rollex to the council meetings or fancy watches for all we know.
- Millennium Village Project II: “Conflicts between appointed and elected officials in Local governments resolved” (…)”International conference with IPC conducted” (…)”Despite receiving all the funds no conference was held” (…)” There was budgeted UGX 200m and the allocated UGX 200m” (P: 217).
Personal Advances to Government Officals:
“Personal advances to the tune of UGX.3,827,011,454 were not accounted for by the respective officials. As such, I could not ascertain whether the funds were used for the intended purpose. It was also noted that the unaccounted for funds were not reflected as advances receivable in the financial statements at the end of the year. The financial statements were therefore misstated by UGX.3,827,011,454” (P: 220). Comment: Certain officals have been gotten paid advances without proving where the monies have been used; surely this is questionable actions from the Local Government Councils.
Procurement of solar packages for the districts of Kabarole, Sheema, Rakai and Lwengo
“Withholding tax to the tune of UGX.36,561,220 from payments of UGX.922,845,962 to SHL and AVC for supply and installation of solar packages in the districts of Kabarole, Sheema, Rakai and Lwengo was not deducted for onward remittance to URA contrary to the tax law” (P: 235-236). “Audit review revealed that only two firms (SHL and AVC) won all the six contracts awarded during the year. However scrutiny of their bid documents revealed that they both shared an address as “P.O. Box 9784, Kampala” raising doubt as to ownership of the two companies given that at some point they were the only bidders who responded to the bids” (P: 236). “It was observed that invoices with higher amounts were entered on the system leading to overpayments of UGX.1,787,317” (P: 237). Comment: This here proves that there is something fishy in the financial audit on the contracts and the procurement of the solar packages. The statements and findings prove that two set of companies where at the same postbox; and they didn’t open an open bidding to the public as there should have been.
Community Agricultural Infrastructure Improvement Programme – Project III (CAIIP III):
“It was noted that GoU contribution amounting to UGX.187,654,400 was released by Ministry of Finance, Planning and Economic Development to the project through the Ministry of Local Government Treasury General Account where the funds were subsequently spent” (…)”ADB Loan: Further, out of the released amount of UGX.187,654,400, UGX.102,932,000 was diverted by the Ministry and used on non-project activities” (P: 259). Comment: Out of the loan delivered the CAIIP III the funds was not used we’re they was supposed to be allocated and service delivered as was budgeted.
Uganda Good Governance (UGOGO) Progamme:
“It was noted that out of UGX.700,000,000 expected from the Government of Uganda, however, only UUGX.104,062,000 was disbursed. This led to a short fall of UGX.595,938,000” (P: 273). Comment: The GoU has just allocated about 14% of the amount that was budgeted. That such little funds that was to the UGOGO so they can’t do what it is supposed to do.
Second Northern Uganda Social Action Fund Project (NUSAF2):
“Section 2.2 of NUSAF II Operational Manual requires that at least 80% of previous disbursements are accounted for before replenishment to a subproject. The policy also requires that all funds to subprojects should be accounted for within six months. It was noted that UGX.5,159,940,305 out of UGX.281,974,035,473 disbursed to subprojects remained unaccounted for as at 30th June 2015” (P: 278). Comment: This here prove how little check up of the project that exisist. There is funds that are unaccounted for and that should be worrying, they could be used for ginger-snaps for all we know.

Press Statement: the Guiding Statement of the NRM Poor Youth Movement (04.01.2016)
We hereby inform the general public and all the poor Youth fraternity in Uganda that we have rebranded from NRM Poor Youth Forum to “Uganda Poor Youth Movement” to continue mobilizing and organizing the poor youth to oppose President Museveni dictatorial Rule which has made almost all youth poor and unemployed.
The Uganda Poor Youth Movement is a mass protracted poor youth Liberation movement operating at village level in all parts of Uganda to oppose Museveni Tyrannical Rule and we are finalizing a one year process of constituting 100 Poor Youth committee per village which started last year and it will oversee poor youth mobilization and development in every village of Uganda. We are much focused on development and organizing the Youth to demand for there rights.
The Uganda Poor Youth Movement will represent the interests of the poor youth of Uganda from time to time because many constitutional youth groups have neglected them such as the Natinal Youth Council; the NRM Youth League is only for the sons and daughters of the rich and government officials.
In February 2014, the NRM POOR YOUTH FORUM was founded to among others fight for internal democracy in NRM Party, we officially resolved to support the then prime minister Amama Mbabazi for president of Uganda 2016, we categorically challenged the Kangaroo resolution of NRM Parliamentary caucus which sat in kyankwanzi and declared president M7 a sole candidate in NRM and NRM Party chairman without election.
We have since mobilized the people of Uganda to oppose M7 and his dictatorial rule, we have mobilized the people of Uganda to support Hon Amama Mbabazi for president of Uganda 2016, etc.
We have decided to rebrand and expand our scope to involve both the peasants, the middle class, the un-employed and working class of Uganda to lead a protracted struggle against president M7 and his dictatorial regime. This is not our struggle but a struggle for the common good of the people of Uganda and the generations to come. If we don’t act now to defeat president M7, then our country will trek towards anarchy and instability.
Mr. M7 has over stayed as a president and he has indeed championed sectarianism, racism, favouritism, corruption, etc in both NRM Party and in the Government.
President Museveni has presided over a government with no institutions effectively functioning, he has led a country where patronage rule, he has led a country where poverty is now a culture and part of Ugandans, he has led a country where unemployment is now a disease with no medicine, he has led a country where rule of law is only in papers, he has led a country where external debt burden is now cursing all the common people, he has led a country where his family rule is visible, he has led a nation where poor service delivery is a norm and where corruption is an extension of the wishes and will of M7 the man. He has led a country where youth leaders and political leaders are used and dumped by M7 and members of his inner circle, he has led a country where all intellectuals are now beggars and puppets of Museveni and his henchmen.
Our country is indeed in political limbo; our country is sitting on a time bomb.
M7 has led a country where we are not sure of peace tomorrow or after him; he has led a country in which Ugandans are not sure of life if M7 die of a natural death today.
Our determination and will is clear. We must mobilise and unite all Ugandans to support the poor youth led protracted peaceful liberation struggle that will bring an end to M7 Social-economical reign of terror and hence total liberation of Uganda in 2016.
In Executing our Aspirations, we are shall focus more on the objectives below.
• To Mobilize and Organize Youth for Final Liberation of Uganda from Dictatorship
• To Mobilize and Organize Youth for sustainable Peace and Development
• To Mobilize and Organize Youth to demand for Equal Opportunities
• To Mobilize and Organize Youth to benefit from Government Programs
• To Organize and Support Poor Youth Development Initiatives in every Village of Uganda
• To operate a global social media campaign to create Global Awareness on Museveni dictatorial rule
• To mobilise and organize youth to fight Corruption in Public Service
• To Mobilize and organize youth to demand for Better Service Delivery in Districts
• To mobilise and organize youth for democratic processions
In the coming few days, we shall publish our “The Ideology of Uganda Poor Youth Movement” and Our Poor Youth Brigade which will focus more on Mobilization for development and safe guarding our votes on 18th February 2016.

Estimated Salaries for Government Officials in Uganda – (2016-2021)
When you see this it start to boggle your mind, doesn’t it?
Especially if these numbers are accurate:
111 districts excluding Lord Mayor of Kampala City Council Authority,
- 27 municipalities and city divisions,
- 295 towns and municipal divisions, and
- 1026 Sub Counties as of the year of 2014
(This numbers are taken from the Go-Forward/TDA Manifesto of 2015).
While the NRM claimes 1500 Sub-Counties. In both numbers proves how many who need salaries and pay. I will not comply those numbers today. But see the benefit and district pays and to all those officials brings the tally very high, especially for an economy who is going into harder times and less donor money. Peace!
