Uganda: Vice President lauds Gen. Saleh, rallies leaders to fight poverty (21.12.2021)

[Disclaimer] 68% needs to wake up in the Republic, apparently!

““In order to produce something you need four things; land which is a natural resource, labour which we have in plenty, capital money and entrepreneurship, the spectacles to see where the opportunity is and turn it into profit. You can’t have 68% of the homesteads (eating what they produce) and you think you’re an economist. You’re just a total failure. Infant mortality rate, how many children are dying when they are still young? Why are they dying? Because they have problems, mainly because of problems of having no money. What does it mean that 68% of the homesteads are outside the money economy? We have a few modern farmers who are part of the 32% and other entrepreneurs. Those will continue but let us wake up this 68%.” Museveni said” (URN – ‘68% of Ugandans are poor because of sleeping – Museveni’ 12.08.2019).

President Yoweri Kaguta Museveni have just ended his campaign and Wealth Creation Tour after a few months of steadily traveling across the Republic. In the final days of this he was a part of Investment Symposium 2019 in Arua.

What his saying isn’t new, he has used this message before, that the public is lazy, that they are not working hard enough. That they are not as hardworking and smart working like himself. Because, everyone should aim for being the photo-copy of the President. That is how you move ahead in the Republic.

That this is an insulting message from someone who had 33 years to make a difference. For someone who has had three decades to change the institutions, state owned enterprises and organisations run by state.

If the President really worked for this, strived to make the finances good and economy booming. He would have delivered that already. His party has reigned supreme, had the majority of Parliament, had a One-Party state for a decade as well. So, if someone should have the ability to get his vision through, it should have been him.

However, spoiler alert. His been working for himself and his wealth. Not the wealth of the public, his using the state as racket. That is why the state gets into debt, while himself and his family is running successful businesses. This is the mere reality, a reality he doesn’t touch. As well, as the open laisses faire approach, while only partial subsidizing whatever defunct enterprise that is in the wind.

President Museveni can put the blame on the public. If not he will blame the opposition, the lazy bureaucrats or anyone who doesn’t cut it. Because, that is something this man does. Right now he blames the majority of the public. However, he has had 33 years to wake them up and get into the economy. Still, its not like his succeeded or even tried, except with schemes that the Kitchen cabinet have earned funds from.

Therefore, maybe just maybe, Mr. President its your failure, its your lack of policy and will, which is the reason for the people sleepwalking to their inevitable death. You could have done something, but you didn’t, that’s the fact. Peace.

My 2 Cents: On Mzee’s final lecture from the OWC Tour!

Well, I am sure we should break down the whole speech, the whole history lesson and look into the madness, the repetitive and usage of facts that is President Yoweri Kaguta Museveni in 2019. As the National Resistance Movement (NRM) had the Sole Candidate Endorsement trip across the republic. Since, he needed to show relevance, as his opposition is growing in strength, because of the tiredness of the captivity of the NRA/NRM leadership in the republic.

However, he still has to show relevance, by addressing the colonial time, Idi Amin and even his basic structures. Like he has never written or spoken about it before. It is time for this man to retire either to one of his farms as a cattle keeper or become a honorary history lecture at Makerere University. Because, that suits him more than governing at this point.

Nevertheless, let me drop a few snippets of his recent letter, before addressing it!

First Paragraph:

“Therefore, the Ugandan economy is one of the fastest growing in the World on account of the NRA/UPDF ensuring peace, the NRM ensuring reconciliation and democratic empowerment of the Ugandans, the NRM ensuring macro-economic stability as well as the NRM ensuring some limited infrastructure rehabilitation and development. It would have grown faster if the 6th Parliament had not delayed the construction of Bujagali dam and if we did not have corrupt actors asking for bribes before delivering services or those corrupt officials doing shoddy jobs and inflating costs. The corruption issue, however, is a software issue and not a hardware one. Given our transparent democratic system, the corrupt always get exposed and, on account of our massive educational system, nobody is indispensable” (Yoweri Kaguta Museveni – ‘Comment on my just concluded wealth creation countrywide tour’ 06.08.2019).

Second Paragraph:

“How do the 68% move forward, following the present campaign? My answer is that there are already four funds for Wealth and Job creation. These are: the Operation Wealth Creation (OWC) Fund; the Women Fund; the Youth Fund; the Micro-finance fund and the Innovation Fund. This is a total of Shs437.2bn. This money has been there every year, in some cases, even since the year 2001 as NAADS money. The complaints are now that, this money is given to the ones “who already have”. The have-nots do not get. It is the “haves” that access this support. This cannot be a big problem. The big issue is that the money is there. If the routes through which it is passing have a problem, then we shall get better routes” (Yoweri Kaguta Museveni – ‘Comment on my just concluded wealth creation countrywide tour’ 06.08.2019).

The President does what he does best. Complain about others and saying they are indispensable. But when is himself so indispensable himself? As everyone else can be changed but not himself? How about that, Mr. Sole Candidate since 1986?

Well, that was the cheap and easy shots at the President and his own reasoning. Let me dig a bit deeper. As when concerning Bujagali dam, the European Investment Bank and the EU didn’t want to invest in the dam. There was even sent a complain to the EIB in 2009, but the EU said the project didn’t meet its standard for substantial development goals in such investment project. Still, the government pushed for it and even needed refinancing of it 2017. Surely, the expensive project has been a prestige project for the President, while putting blame to other leaders. That is what he does, instead of questioning, why foreigners didn’t want to invest in it in the first place.

Lastly, the Ugandan version of democracy isn’t that democratic, as there is no level playing field. If your a true opposition you get pinned with charges and spend time in court, even tortured if your a true threat to the Presidency That is why, the rigging, voter tourism and pre-ticked ballots is a steady act of the democratic values of this regime. Therefore, if he believes in his words, his surely deluded.

The last part, which I won’t use much time on. But there has been a Parliament report on the OWC and the President haven’t followed any of the recommendation from it. Neither, has he ever criticised or critically said anything about Gen. Salim Selah. Well, his part of his family and his kin never does anything wrong. They are legends because of their bloodline. That is why everyone else is indispensable, but his own is not.

So, if the President was serious about changing the OWC, maybe he should look into how the OWC is run by Gen. Salim Selah. But don’t expect that. It is cardinal sin to ask for that.

Opinion: The OWC is a total failure, no regional coordinators can save it!

Well, it had to come to this, that the President Yoweri Kagtua Museveni knows that the Uganda Peoples Defence Force (UPDF) infused Operation Wealth Creation (OWC) is failing. As the previously Parliament Report has said too. That is why its ironic that the President is using more and more funds on promoting it. Because, it is clearly failing because of lack of implementation and coordination.

The OWC is run by his Gen. Salim Selah and his associates are eating of this plate. That is well-known. To say otherwise is to be blind to the fact and the usage of this is to gain more funds out the state coffers. It isn’t only to supposedly elevate the rural farmers and their cash-crops. Because, if it was so, the OWC would have worked already.

The OWC with a few coordinators will only be more patronage. As the OWC which is run by the army, should gotten help and implementation from the Residential District Commanders. As their duty is to progress the works of the government, which happens to be the OWC, National Agricultural Advisory Services (NAADS), Savings and Credit Co-Operative Society (SACCOs), Youth Livelihood Programme (YLP), Northern Uganda Resilience Initiative (NURI) and whatever else the President see fit.

We can act a fool and celebrate that a few more brothers get a job, but the reality it is a shit-show and the results are in the pudding. We can act like its a good idea, but it seems only to fix more cronies of the President, than actually make a difference. If it had, the OWC and the other funding schemes would work for the public.

We know already the OWC is not able to find the right seedlings, deliver them on time or to the proper district. Therefore, the spending on the OWC is already exaggerated and excessive. That is why the act of getting coordinators is more a front, than actually changing it. If the OWC was serious, the OWC organization would have implemented some of the advice giving in the Parliament Report of 2018. However, that never appeared, because than the President have to discredit Salim Selah and that’s not happening.

The reality is that the OWC cannot be fixed, not because its impossible. But as long as these power structures are there, it will most likely amount to nothing. Since that is how it is. President Museveni knows this and is the aide in charge for keeping it. He knows that these coordinators will not amount to much. Just like the RDCs are not acting up as per request of the President, if they have even gotten the memo from him. They will be blasted in a campaign rally and used as pawns in need.

It is weird that the OWC are in thes issues, that funds getting missed, lack of coordination and logistics, that such a vital part of National Resistance Movement (NRM) Government Programme. This programme is the promoted and favourable theme for the campaigns done in all of May 2019. That is why the programme should be the perfect window of what the NRM has done in power. Instead, the programme shows the lack of governance and the misuse of state funds. The NRM should focus on something they have actually achieved and made changes with. As they are amending and twisting the OWC to make it seem successful, even when it isn’t.

The President should look to other ways if his serious about reforms, about progress or wanting to make a difference. But this scheme isn’t for that, it is to enriching his cronies and ensuring that the patronage has an avenue for wealth. If it was differently, than the state would have made sufficient changes to actually get the farmers to yield more out of their investments. Alas, that is not happening.

No coordinators will make the needed push for the OWC. The OWC will be messed up as long as the patronage gets to control it, the coordinators is just an extended hand to be fed by it. Not make work. Peace.

Opinion: Presidential Donations secured for up-coming elections in 2020/21!

Isn’t it convenience in the beginning stages of the negotiations of the Budget Sessions for the Financial Year of 2019/2020. The National Resistance Movement (NRM) have secured the allocated funds for the President Donations Budget, so that the money is secured for the President Welfare Fund, which he can use as he pleases. This is something sorted out, as the NRM and President is already planning the Campaigns for 2020/21. That is the initial reason for this, nothing else. Since, the campaign season boast lots of funds, spending and usage of state resources to settle grievances with plenty of people, also paying added staff, buying cars to VIPs, campaign material and everything else.

So the President needs this secured early, as we can anticipate supplementary budgets for the State House and the President Welfare Fund, as the spending will run-off the roof. That is just what they do and also did with the last General Election Period.

Take a look!

“Cabinet has resolved that Parliament should continue allocating money to the president’s welfare fund. This is the fund that the president uses to deliver financial pledges. There has been concern from civil society over reduction of funding for the Youth Livelihood Fund implemented by Ministry of Gender, Labour and Social Development in the planning for the 2019/20 financial year and creation of a vote for a Youth Fund under State House. The creation of the Shs130 billion Youth Livelihood Fund under State House has resulted into the reduction of Gender Ministry funding from Shs 66.6 billion in the 2018/19 financial year to Shs 4.62 billion in the 2019/20 financial year.” (URN – ‘Cabinet endorses Museveni’s donation budget’ 29.01.2019, link: https://www.monitor.co.ug/News/National/Cabinet-endorses-Museveni-donation-budget/688334-4956718-axn6arz/index.html).

This here is a direct show of money, that the state is preparing its war-chest and securing funds for the campaigns. That is what this seem like, as there is a movement and quick resolving the needs of the President, as he needs the mobility and ability to donate as he see fit. That is surely to ensure the needed funds for campaigns.

If I am wrong, please tell me, but I can securely say, as the NRM put out their Roadmap for the upcoming elections recently. The drive and the need for funds are there. The President needs to pay-off possible loyal MPs, Pastors, Bishops or whoever it is. To secure, the sympathy and continued chronic cronyism, which he has installed while being in power for over three decades. Peace.

Opinion: The Ghosts Continue to Haunt the YLP!

The Youth Livelihood Programme (YLP) by every minute going, seems like a forged project and fake government projects. In ways to secure funding for other things for other Public Officials, why do I say that? Because the YLP have been given a red-flag before. The YLP should be known for its ghosts and its forged documents.

The ones running it should be questioned, as the YLP is under the Office of the Prime Minister. Therefore, the known OPM who has misused funds, which is not breaking news, but more of the same. While it was revealed there was ghosts in the YLP. This has been known for a while. The was a similar report made in 2017, as it was in 2019. That is why I will show them. To prove the similarities and lack of change.

Just take a look.

Article from 2017:

“A recent government investigation has unearthed gross corruption, ghost groups, illegal fees charged for application forms and poor monitoring of the programme countrywide. The same evil has crept into the newly established Women Livelihood Programme started in 2015. The new findings back up the 2016 auditor general’s report, which found the Youth Livelihood Programme did not have a proper accounting framework. The report also found that recovery of funds was so low and some beneficiaries had vanished in at least 35 districts, including Masaka, Rakai, Wakiso, Kalangala and Kalungu. According to the ministry of Gender, Labour and Social Development, at least Shs 84.55 billion has so far been disbursed in loans to over 144,235 individuals affiliated to 11,503 youth groups countrywide, but only Shs 6.7 billion had been recovered by the end of January 2017” (Arua District Local Government – ‘PROBE FINDS ROT IN YOUTH LIVELIHOOD PROGRAMME’ 22.07.2017).

URN reported on the 4^th January 2019: “Among the queries raised by the auditor general John Muwanga in the reports, is the existence ghost beneficiaries under the Youth Livelihood Programme (YLP) – noting that about 527 million of the fund money is non-traceable. The money was allegedly spent on ghost groups in 30 districts randomly sampled during the audit period” (URN – ‘MPs grill Bigirimana over youth fund ghost beneficiaries’ 04.01.2019).

Before, I settle down on the matter, there was also a communique from the National Resistance Movement Youth League letter of the 14^th October 2016, when the Minister of State for Youth and Children Affair Hon. Nakiwala Kyingi, that all Youth Chairman should be connected with Local Technocrats, where they decide that NRM-YL had to use the YLP system to get funds. This was decided in 2016. Therefore, since then, the NRM-YL and others have to make YLP Projects to get funding and loans.

As we knows that, at the same time-frame of the Auditor General report claims funds gone mission in various of districts, also ghost projects and others. Proving this is deliberate actions done by people, who are eating of the YLP. They are using this designated funds to secure wealth or spend on whatever, without any proof.

This is clearly evident of corrupt behaviour and misuse of government funds. That is not new in the Republic either. The YLP is following a long line of short-cons in the government. In 2017, there was talk of vanishing funds in 30 districts, in 2019, there is talk of 35 districts. Certainly, this is managed and mismanaged deliberatly by the Public Officials. Peace.

The NRM Regime have during the FY2015/2016 fallen behind on paying out UGX 2.7 trillion!

Today I am dropping numbers that are devastating, as the numbers of debt that the National Resistance Movement (NRM) isn’t paying, show’s sufficient motives for malpractice when it comes to budgeting and the structure of payments. There are certainly not enough transparency and clear audit of the state reserves, as the State is misusing seriously amount of funds. The NRM Regime and their President should be ashamed by their record.

Emmanuel Katongole is the Head Information Technology in the Ministry of Finance, Planning and Economic Development (MoFPED) in Uganda on the 12^th April 2017, he dropped a document on their web-page that show’s the domestic arrears of the Republic of Uganda in the last Financial Year.

If you wonder what Domestic Arrears means: “The amount by which a government has fallen behind in its payment of interest and principal on debt to lenders within its own country” (Encyclo.co.uk). So Katongole will literately show how bad the National Resistance Movement is on paying their bills and expenditure. All the sums of this report is in Ugandan Shillings (UGX).

Like under the Office of the President and the Internal Security Organisation (ISO) who itself leaves arrears in the margin of 3.8bn shillings and 8bn shillings in other payable arrears. That one part of the budget and current audit of the Office of the President as the total of verified arrears at June 2016 was 37bn shillings alone. So the Office of the President owes a lot of funds that it hasn’t paid, not only for the ISO!

The State House by the verified arrears at June 2016 was 1bn shillings. What is more unsettling is that the Pensions and Gratitude for Veterans are the sum of 183bn shillings, Survivors 315bn shillings, EXGRATIA 10bn and UNLA 26bn shillings. The Ministry of Defense by June 2016 verified arrears was 718bn shillings! So the MoD are a lax payer of their expenses and expenditure.

Ministry of Justice and Constitutional Affairs owes verified arrears by June 2016 the amount of 684bn. Shillings Court Awards unpaid by the Ministry is 203bn shillings. The Electoral Commission has growing verified arrears by June 2016 because of Unsettled penal insterest for URA in the total sum of 3.2bn shillings. Uganda National Roads Authority (UNRA) has by June 2016 billed up verified arrears by 283bn shillings.

This is just some of the government that has not paid their dues and their expenses, their salaries or pensions, even their lacking covering of funds to pay debt, either internal or external. So the National Resistance Movement are clearly running an economy and fiscal policy that isn’t healthy for the republic.

Just to drop the total sum that the Government of Uganda has failed to pay or failed payments on their debt are by June 2016 the total of 2.7 Trillions of Uganda Shillings! Which is an insane number and amount of misspent monies by the state. The strategy by the Republic to fail so miserably cannot be sustainable, as the invoices and the target to pay their debt should be the most important. Still, the NRM doesn’t seem to think so. They are surely missing steps to having a sound economy when the verified arrears are hitting 2.7 trillions by June 2016. So the Financial Year of 2015/2016, the Ugandan government failed to serve out over 2 trillion of their needed expenses!

What is troubling that the year before, the total state had not paid on their debt and failing expenses in the Financial Year of 2014/2015 as by June 2015 we’re totally 1.389 or close to 1.4 Trillion shillings. So the miss-match between FY2014/2015 and FY 2015/2016 are 1.3 Trillion shillings. So the clear picture is that the Election Year for the NRM is very, very expensive.

Just think about that… eat the bill and pound on the amount of lost monies in the system. Peace.

 

CSBAG Statement: The Budget We Want 2017/18 (20.01.2017)

NRM-YL Communique funds will be rolled out through the state-program ‘YLP’ (14.10.2016)

Don Museveni says that he “promise to kill if you, if you attempt anything in his playground”; Don Museveni have a grand racket, so respect the Don, the Almighty Godfather of Uganda!

““[Opposition] MPs who will want to work, we shall work with them on development issues but if they want to protest, we shall refuse,” (…)”If you want to protest, go to your home, or to a playground and do everything you want… but don’t attempt playing in my garden. I can kill you,” – President Yoweri Museveni on the 4^th of April 2016.

“You cannot imprison your challengers and then masquerade around as having won the election” – Dr. Kizza Besigye.

As you see Mr. Museveni, the Executive, the man who have run Uganda since 1986 have yet again spoken his words on democratic behavior and activities as Uganda is his playground and non-other can act or play there. That is what he is saying. President Museveni is the only one who has a saying in Uganda. In a republic of Uganda that got estimated 39 Million citizens. In my view President Museveni is not acting as an Executive, but as a gangster. Let me explain that later.

We know that he is the only man of that 39 Million with a vision. He proves that again with saying that protest against him is futile and uncanny. Also as the news today that the 6 persons chaining themselves in the streets of Kampala. So for setting themselves in chains in the recent days seemed to be a criminal act and now sent to Luzira Prison as common criminals. Somewhere is President Museveni and so proud. Don Musveni in action!

He must be proud of the revelation of the audacity of the Police yesterday shooting live bullets at the future of Uganda at the established and well-thought of University of Makerere. Where the students we’re demonstrating because of sudden hiking of tuition fees. So the Anti-Riot Police and their mambas entered campus and created havoc. As we have seen in the recent months. No dialogue or trying to negotiate, you go in with weapons and kills to shut down opposition. Don Museveni prefers once in a mock execution to set the standard and get the oppostion in line with the message. If they continue then he will bring vendetta to them.

That is also the words of their leader, the Executive. Its playground and his rules, nobody else then President Museveni is right to play. He is the kingpin, the kingmaker, the Grand Puba, the chief and commander that are righteous to stage any kind of action in his playground.  

And then the fellow and opposition Dr. Kizza Besigye trying to act on his playground, and have the audacity to say that President Museveni is not the righteous kingpin is a violation of the ruling regime. Nobody can question the Executive on his playground. Museveni initially saying that the FDC are foolish! FDC should not act upon the NRM-Regime. If they still do then they knew that by his words, they would face the guns and ammunition and get taken away.

President Museveni is not only like a bush-war general, he is now acting like a gangster. First the government is acting with guns and gangs where open aggression against its people without court. It is decisions taken in mysterious and devious ways, the same ways as the NRM-Regime is only accountable to themselves and not the public. The Racketeering is solving the democratic insufficiency in the country by the guns and gangs installed by the NRM and the Kingpin, the Don Museveni on the top. That is by that Racket he controls and the Playground he doesn’t care about the victory was maybe even meant for somebody else, as his guns controls through his gang UPF and UPDF. They follow the Don and his rules.

Mzee is a gangster, not a statesmen and not a parliamentarian as the rules only applies when it not comes against him. The laws and regulates towards everybody else of the 39 million of the country, as his racket can break down any opposition and use weapons though all the gangs he has made. The intelligence and spokespersons is just to have a façade and look legit. While the tax-payers, bank of Uganda, budget deficit and other issues is because of the price of keeping up the racket and continue with the racketeering.

That is why the troubling concern with the people who have understood that the Ruling Party and the Don Museveni is not really a civil servant, but a gangster. That is what really Dr. Kizza Besigye understood in 1999 wrote this in a letter to the NRM when he left.

Besigye could easilly see what kind gangster he was:  

“The Movement caucus acted very much like an organ of a ruling party. All ministers (except Paul Ssemogerere who later resigned from government) were members. The hand-picked group, and the Movement caucus after it, both undermined the principles of the Movement and the law. The Constituent Assembly was negatively influenced by executive appointments. In the middle of the CA proceedings, a cabinet reshuffle saw Speciosa Kazibwe elevated to the vice presidency, Kintu Musoke to premier and several other delegates appointed to ministerial posts. Many others were appointed to be directors of parastatal companies. It is my opinion that after these actions, some CA delegates took positions believed to attract the favourable attention of the executive” (Dr. Kizza Besigye, Letter in 1999).

The Don Museveni had handpicked the members and the caucuses that fitted the ruling party and the executive, himself and the people he could trust. They would all be in favor of him as he gives those positions and therefore naturally get loyalty, as a Don needs loyal men in his gang to control his racket. If that means making programs that his handpicked elite and cronies can eat from if it is GAVI-Funds, Operation Wealth Creation (OWC), SACCO’s, Youth Livelihood Program (YLP) or the 10 Point Program. These programs get international organization and donor countries positive for dazzling monies to the regime. The Don skims that on the top buy airplane, cars, cows, businesses and land for himself. The Don also makes sure the rest of his family owns businesses and land so they can live in wealth; as they all should live comfortable because of his racket.    

The Gangster who orders his gangs and set-up minor groups controlled by family-members and his closes associates that he can trust. Like the clearest example the UPDF Special Force Command or the Flying Squad that is under the Caporegime of Brigadier Muhoozi for instance. Or the newest of his gangs called the Uganda Police Force National Youth Crime Preventers Forum (NCPF) run by caporegime of Blaise Kamugisha the former head of the NRM chapter of Makerere. Another caporegime is Gen. Katumba Wamala who runs the UPDF for his Don. Not to forget the Capo for the Uganda Police Force IGP Kale Kayihura. All of these are just small pieces of the whole position in the racket of the Don Museveni!

That is why his racket answers with violence if it doesn’t work his way and why he has looted the DRC for own gains, why he has tried to get other bosses and Dons around him. So he can have loyal support from Rwanda, Burundi, Democratic Republic of Congo and also in Kenya, where he supports President Kenyatta, he didn’t “install” President Nkurunziza, but he helps him when he can. He does the same thing with the President Kiir of South Sudan, henceforth part of his racket was there for months without a mandate to secure that his fellow Don was in good hands, also during the last-period of the pre-election period Sudanese troops was to secure the safety for securing the continuation of the racket and the underbosses in the departments and the caporegimes all over the Ugandan nations.

Because the Kasese and Bundibugyo have dined the racket and taken in other political parties and shunned the NRM-Mob, the Don Museveni therefore his Capo’s got sent to clear away the people playing in his playground as the gangster he is, he had to answer with violence against the once taking away the his ground and area, which belongs the Don and nobody else. If they try then they deserve to be hit and violent takeover if necessary to prove that it belongs to the NRM.

That is why the Don has decided to do this:

“UPDF has today launched a two months operation dubbed Operation Usalama Rwenzori to hunt killers” (O6.04.2016).

Capos and Underbosses might not deliver to the Don, therefore when the orders are not followed or the creeds he has written to them. When they don’t do what he says or get to ambitious then the get rid of them. Not just sack you, but put you into oblivion until they get back and his ring; if they don’t then they are stifled or put on close monitoring by ones of his capos as gangs take them in now and.  If he sees threats and worries then he takes them out like he has done with enemies in his past.

There is people who works hard as they are members and working for the NRM. But they are not yet made or trusted. So it takes a confirmed from a consigliere or a capo to be put in well-made position. As the Capos/Generals decide the faith of the members who is just associates until they are inside the elite and in the NRC CEC and inner-circle of the NRM Mafia to be trusted with the information and creeds from the Don Museveni.
