The preliminary results are that National Resistance Movement (NRM) flag-bearer Andrew Ojok Oulanyah is projected to win. That will unlikely not change and the opposition will loose the chance to retake the seat, as the NRM retain it yet again. This is not shocking, because of how the state operates and uses the machinery for their advantage.
The NRM and the ruling regime uses all techniques possibly to win. They are using their appointed local leaders, national secretariat and government institution to serve their candidacy. This being the army, the police or any other sort of “help” for a push of their candidate. The Residential District Commander and the Regional Police Commander both will coordinate and fight for the NRM flag-bearer. Therefore, there is little left to chance or option to object to the one favoured by the state.
The ones who are canvassing and working for candidates of the opposition is naturally in danger of arrest, kidnap and kept incommunicado until the “victory” is sealed. This happened here and the soldiers will make people bounce. The county had road-blocks to stop people from entering and blocking “strangers” from entering. Meaning, anyone who could sway opinion or gain interests for anything, which wasn’t NRM isn’t allowed by definition.
The whole affair and polls just shows how important bribes, voter tourism and intimidation is to win at this stage. The NRM cannot pull or win with honest intentions. No, they have to rig it and block the opposition. They have to use force and be ill-willed. This is just the nature of things and the beasts are all out to play. The victims, the opposition or the ones associated with them are the targets. That’s their price of playing and participating in these elections. Even if the opposition plays by the rules or regulations, the goal-post changes and the authorities are using all excuses to go after them.
That’s why NRM can use government vehicles, institutions and appointees to secure their candidate gets elected. The soldiers and police officers will play out for their orders too. There is nothing that isn’t accessible for them and they uses all means to get there.
The by-election county looks like a war-zone. The Electoral Commission can put in guidelines, but the NRM don’t have to follow them. These are put out to limit the opposition and not for the ruling regime. Because, they can electioneer, rig and use violence to win. That’s what they do and they are proud of it too. Even if the election isn’t legit or the result isn’t transparent with the will of the people. Since, it has all been a game and it was rigged before the people stepped into the polling station to vote.
That’s why the NRM is a sorry state of itself. A place that used to have the Regional Party Vice-President of the NRM, the former Speaker who used to be the fourth high ranking official of the Republic. Still, in that constituency which the father won in 2011, 2016 and 2021. Even with that… the Son of Jacob needed all powers and all the help he could to get across the finish-line. It is not easy when you use all of this to get elected.
We are seeing that the Son of Jacob is happy about the result and becoming the winner. However, he should be concerned about how it happened. The whole system was on his side and there was no mercy served. It was a systemic brutality and usage of force to retain the seat. There was nothing in it showing a free and fair election. That is very obvious… therefore, it is false start to proclaim grandeur and solidify victory.
Ojok Oulanyah should know that he got elected not by the will of the people, but by the force of the gun. If that’s how he wants to be a representative and be known for. That’s his choice, as he got bills to pay and got a mansion to finish after his late father. So, most likely he doesn’t care, because he secures the continuation of his fathers legacy. However, he will also not be fondly remembered by all. As people have been scarred, taken into custody and been arranged by the authorities for just doing their mission for their candidates. That shouldn’t be the case, but is what went down in Omoro county.
The NRM cannot speak of being a nationwide party, when they operate like an army with a political wing. That’s how it looks like in these sorts of by-elections. Not looking like a strong or a popular people’s party, but an army with political figureheads. Peace.
“Voting in the Omoro County by-election continues with low voter turn-up at most polling stations. Over 38,000 voters are expected to cast their ballots in a bid replace former MP & Speaker Jacob Oulanyah who died in March this year” (Daily Monitor, 26.05.2022).
It is clearly not all rosy at the polls of the Omoro County. That’s because of the usage of authorities and state machinery to gain advantage. That’s why the polling agents are arrested and the coordinators of the main opposition is out of play. This is deliberate acts to ensure the counting and the ballots are cast in darkness. As there is only government friendly polling agents and such in the area.
As reported by several media houses:
“Police have cut off the Omoro Central Police Station after the arrest of NUP agents as well as MP, David Kalwanga. The police say that the arrested were conducting themselves in a manner contrary to the guidelines issued by the EC” (94.3 QFM Lira, 26.05.2022).
“Leader of Opposition in Parliament Mathias Mpunga, NUP Secretary-General Lewis Rubongoya and other NUP party members are currently at Gulu Police Station after some of their members and agents in the ongoing Omoro by-election were arrested” (NBS Television, 26.05.2022).
“Security personnel have arrested Chua West Member of Parliament Philip Okin Ojara and three other members of the FDC party in Omoro District. Patrick Oboi Amuriat, revealed that security personnel raided the FDC office in Opit Town Council before violently arresting Okin” (Baba TV Uganda, 26.05.2022).
“Police has arrested several people in the ongoing Omoro by-election. According to the Police
spokesperson Aswa region ASP Ongom David said: We have intelligence that there are organised people with the intention of disorganizing this election” (Gugudde TV Uganda, 26.05.2022).
We should be worried that the authorities are using these tactics. That just shows that they cannot trust the voters and their choices. As they don’t want to have oversight or accountability for their actions.
We can anticipate the Special Forces Command (SFC) to put all the pressure on the pressure-cooker and ensure the results are boiled in favour of Andrew Ojok Oulanyah. That is all we can await for. The state has put all their prestige into it and wants to secure the Seat for the Son of Jacob.
Instead of having an honest, free and fair elections. The polls and the day of the by-election is marred with police brutality and use of force. That is not how you run trusted polls, but electioneer in favour of the ruling regime.
There is reports of kidnapping and keeping mobilizers and polling agents taken away in the polls ahead of the final hours of the vote. That is just proving that the regime don’t even want to try to conceal their actions to secure the result in their favour. Peace.
The war-zone was to be expected and the nerve, the tension and the intimidation too. Because the yellow of the Republic cannot win without using these means and the authorities to get ahead. The reports from both National Unity Platform (NUP) and Forum for Democratic Change (FDC) is familiar with previous by-elections of this era.
That there are prolonged arrests of mobilizers, activists and use of roads-blocks to “stop strangers” for interfering. While the National Resistance Movement (NRM) walk around like demi-gods who can break any law or electioneering as they deem fit. The reports of giving away money to voters, soap and other minor donations in the hot-minute before the polls. There been already reports of NRM Teams in coordination with the Residential District Commander (RDC) and canvass all parts of the county that way.
No one should be shocked, if the offices of the FDC was raided in the evening before the polls. As their first candidate for the polls was even bribed himself and they had to field another one before the nomination. So, the continuation of voter bribery and intimidation as well.
There is even reports of possible pre-ticking of ballots ahead of the polls tomorrow. So, there is nothing left to chance here. Just to take it even further the state has deployed government vehicles without number-plates and army vehicles without number-plates to the county. That is all to ensure the votes and the polls goes after plan. These things are not for the weak or the ones who don’t want to fight. Because, these sorts of affairs are just a proof of how the game is rigged.
The ones thinking that the President and his hand-picked candidate would be let to chance. Those are not familiar with protocol or how these things operate in the Republic. All that mention has been done before and what we are seeing is similar to what has occurred in the past. It is not an election under Museveni is peaceful or fair. They are battleground and a place where the state interferes with everything at their disposal.
What is striking is that all of this is done to retain a seat and further the nepotism of the NRM. Just so their guy and their flag-bearer Ojok Oulanyah can takeover the seat of his father in Parliament. The candidate who didn’t need a primary election, but be directly picked by His Excellency. Therefore, this is high stakes for the President and he don’t like to be humiliated. Even if it is all a charade and mockery of an election. As the war-zone, rigging and intimidation only further shows that the NRM doesn’t even believe in their own propaganda or agendas. Since, they need to use all tricks from their book to get a “result” that’s worthy of the Fountain of Honour. Peace.
“We want to express condolence for the death of our son Oulanyah. He had showed good leadership. I’m sorry that we lost him but I am very happy with the people of Omoro. You are civilized people and know how to behave well because you reasoned rationally and said this was Oulanyah’s term. He didn’t finish it, and so let us send his son to finish it. This is Oulanyah’s term” (…) “These people are not sending you but sending Oulanyah back. If you work well, next time they will send Ojok back” (…) “So, I hope Ojok will continue Oulanyah’s work and help people get out of poverty” – President Yoweri Kaguta Museveni (24.05.2022).
The late speaker and former Member of Parliament Jacob Oulanyah wasn’t only the breadwinner of the family, but he also built up a massive estate. Where he had a plan of a vast and huge mansion in Omoro County. That is left behind and unfinished. The Uganda People’s Defence Force (UPDF) and President Museveni promised to fulfil the mission and deliver the mansion to its glory. While also support the kids and relatives of the late speaks intuition fees as well. Therefore, Andrew Ojok Oulanyah isn’t finishing the mission of his late father, but ensuring that his mansion getting built.
It is hard to say that the late speak did much or anything to combat poverty. Even if the statistics between 1999 (over 80% under the poverty line in Acholi sub-region) and in 2017 (68% under the poverty line in Acholi sub-region). That can just be mere luck or the long effects of the peace after the prolonged war since the liberation war in the 1980s.
What is striking is that the sub-region is one of the most impoverished and lacks government structures. However, the late speaker still saw it within reason to build a mega-mansion worthy of a hotel complex and beyond. A such huge estate, which only benefits the high and almighty of the nation. That’s the sort of thing that the Son of Jacob is inheriting and the state is finishing it for him.
That’s why I doubt he will continue anything. Not like his father did much ado about nothing. We cannot expect much either. His a novice and just a pawn for government majority. Just like the Deputy Speaker was to continue her term and finish it. Now the President wants Andrew to finish Jacob’s term in Parliament.
Again, Andrew just wants to finish where his father left off. In a lavish lifestyle of perks and envelopes. That’s why his father could start to build a mega-mansion. As it seemed plausible to finish and live in a large mansion eventually. Where he could recuperate and chill behind the battles of Kampala. As he could have shade and all sorts of luxuries in the North. Because, that mansion when it’s finishes oozes prestige and glory.
I don’t see Ojok making a difference… but instead just getting a better life for himself. That’s why his indebted to the voters. Because, the party had no choice but to accept his nomination and candidacy in this election. That’s because Museveni decided. Just like he wants the public to follow his choices and his vision. This would be the same…
Do you believe the Son of Jacob? Because I don’t… I expect him to finish the building and cashing in the Parliamentary Salaries. That’s what is expected of him. He will build the mansion and get a vehicle as an MP. Ajok will get perks and kick-backs… that’s just the nature of the game of the current affairs. He will surely enjoy these and ensure the family has funds to keep it’s upkeep. Nevertheless, ending poverty or working to stop poverty in the Omoro county?
No, that’s not happening. It is his turn to eat and continue to build on the fortunes of his father. Peace.
“Police Mount Checkpoints to Screen ‘Strangers’ In Omoro Ahead of By-election. According to the Aswa River Region Police spokesperson, David Ongom Mudong, the checkpoints will help Police to screen people.…especially those who are strangers and entering Omoro District at the time campaigns are ongoing. But NUP Candidate, Simon Toolit Akecha says the checkpoints being erected in the constituency are targeting their campaign teams and supporters” (Unity FM 97.7 Lira, 22.05.2022).
This here was reported about yesterday. Now it is verified from the radio station in Lira. The By-Election in the Acholi Sub-Region we knew would be contested. The authorities and the state is using all their means to succeed.
The checkpoints are clearly made for arresting people associated with the National Unity Platform (NUP). As there are reports of both well-known activists and mobilizers in the area that is kidnapped and kept incommunicado.

“I’m told the army arrested NUP supporters and members on the campaign team last night in Omoro. Some were picked from their hotel rooms” (Kelvin Omukungu, 22.05.2022).
“This brother uses the profile name Maush Mo on Facebook, alongside some others he is said to be held incommunicado in Omoro by the Police. The leadership NUP is making efforts to establish reason for the arrested” (Kato Festo, 22.05.2022).
There was also reports yesterday that the Special Forces Command (SFC) was using violence, beating and brutally arresting people who was associated with the NUP. Therefore, this is a continuation of that and just shows what the NRM is willing to do to “win”.
There is also reports that the NRM is giving away money to villages and their team is spending millions of shillings to buy voters in the Oromo County By-Election. So, the NRM is not “wasting” any resources on the prestige of getting the Son of Jacob elected. Peace.
The latest report from Omoro By-Election is that Robert Kyagulanyi aka Bobi Wine and his Campaign Team has been released. They are now returning back to Kampala. As the Special Forces Command (SFC) has released them after keeping them under arrest.
This is directly stopping the National Unity Platform (NUP) from campaigning and using their national figures to gain voters in Omoro County By-Election. It is just a proof of how the state intimidate, incite fear and uses their means to “win” an election.
The arrests today and the military supervised arrests of civilians, activists and political leader Bobi Wine. Only shows what the state is wiling to do. Just so their candidate can “win” and nothing else.
It is only 5 days to the 26th May and it shows the dire distress the NUP causes to the National Resistance Movement (NRM). That is so clear as the NRM has all their people campaigning in the election, but the NUP is blocked from doing the same. Just another proof of the “free and fair” elections in the era of the NRM. Tonight, as the violent and brutal arrests of National Unity Platform supporters have been occurring in Omoro County ahead of the By-Elections there on the 26th May 2022. There are several of other reports of which shows the fierce force of the authorities in the area.
As the road-blocks and checkpoints are put up to stifle any movement or any sort of possibly public outcry of the residents there. There is reports that the NUP Campaign Team has all been arrested. This includes Robert Kyagulanyi aka Bobi Wine, as well as Noah Mutwe, Maush and others too. That is happening as they were campaigning for the NUP flag-bearer Simon Toolit.
The Special Forces Command (SFC) of the Uganda People’s Defence Force (UPDF) is said to be deployed and using force today. These are the ones that is behind the arrests and taking them to unknown locations. This is similar to what happened in the Arua By-Election of 2018.
Now it is repeating itself and the arrests are occurring before the polls. Even before the NUP is able to canvass and campaign whole-heartedly in the county. That shows what the state is willing to do and how it uses it’s resources to stay in power. As they are fighting for the Son of Jacob to “win” this election.
Bobi Wine is reported to be under military supervision after the arrest hours ago. We don’t know where and with what charges, but everything is up for grabs here. Over the weekend everything will become clear. As we will here the UPDF drop a statement and the UPF as well. That is just happening whether we like it or not.
Alas, this just shows that the NRM doesn’t believe in their own candidates and own political platform. When they have to arrest the opposition and use military force to stop them from campaigning. That’s because the NRM and the army fears to lose even more influence in the Parliament. Even if it just a means to regain a seat the NRM already had.
A By-Election shouldn’t be bloody, vicious and need the usage of brutal force like this. However, this is the only way the NRM knows how to win and it shows. The Son of Jacob should feel weak and be praying to the Gods that the almighty forgives them. Because, his campaign is the reason for other people’s plights. The authorities are doing this on his behalf and he should remember that. Peace.
It is only 5 days to the polls in the Omoro County By-Election, which is scheduled for the 26th May 2022. The campaigns will last to the 24th May 2022. However, things are already spiralling out and the price of the politics is clear.
The National Resistance Movement (NRM) are acting like everything is going after normal programming, as they are campaigning to retain the seat in Parliament and get the son of the late speaker, Andrew Ojok Oulanyah elected. However, that couldn’t be harder from the truth.
The Forum for Democratic Change (FDC) had to change their candidate in the last minute before registration, because the NRM had bribed their candidate and instead nominated Justine Odong. Therefore, from the on-set the NRM is using all means to win.
Just like today it’s reports of beating up and direct arrests of National Unity Platform (NUP) supporters in the county. There is also reports of checkpoints and authorities putting up road-blocks in the area too. So, like before… the state is making an election into a war-zone to ensure total victory.
There is reports that the Special Forces Command (SFC), which is a part of the Uganda People’s Liberation Force (UPDF) that is behind the brutal arrests and detaining the opposition members in the county. So, if he NRM believed this was a certain win and a walk-over. They wouldn’t need to do this…
As NRM Secretary General Richard Todwong was earlier in the day proclaiming that they had turned about a 100 NUP Members in Omoro County into NRM. Nevertheless, that is just the ordinary propaganda and most like a photo-op to sincere. As this is a way of people getting free t-shirts and possibly a cash-donation to “vote” for the NRM. So, yet another grand scheme.. because the real supporters of the opposition is meeting a blunt force. Not smiles and greetings from the comrades of the likes of Todwong.
If Andrew Ajok Oulanyah thinks his campaign is solid and great. He should have asked the authorities to not use these means. Because, this is just showing that the barrel of the gun and the use of violence is what the NRM needs to get votes. The NRM needs the blunt force to beat people into submission. Not because of a manifesto or a political programme.
That is the message the NRM is sending here. As they are targeting the opposition. While sparing no concern or mind for their own campaigns. It is all smiles and joy for Oulanyah, but I can tell you. There are plenty others who suffers. This campaign isn’t friendly, free or fair.
There is one campaign for the NRM and another for the rest. That isn’t just and the world needs to know.
The Son of Jacob isn’t winning because of his charisma, character or political promises. No, if his winning… its because of how the government and the authorities targets everyone else who dares to challenge him. Peace.
Since the late speaker Jacob Oulanyah died in Seattle, United States of America there has been a vacant seat in the 11th Parliament. When the news of his demise and death came to the forefront. There was not only a play for who would succeed him as the Speaker, but who would takeover his seat as well.
This is the first time in a while since a National Resistance Movement MP died in office. The last time there was an assassination of Ibrahim Abiriga in the 10th Parliament. That election became a violent and a horrid affair. The late speaker won the seat in 2006 and never looked back. He was the incumbent and it became his seat. Now, this will be opening up.
Here is the vital news from the candidacies in the race. While there is no news about the Independents that ran in the 2021 General Election who lost to Oulanyah. These have not returned for now. We have to wait who the Electoral Commission is putting on the ballots, but the parties are ushering in their candidates.

“The Democratic Party DP has pulled out of the Omoro County parliamentary by-election. The move came shortly after Godwin Okello a DP aspirant withdrew his candidature from the race on Tuesday. Okello was the only aspirant who publicly expressed interest to vie for the position under DP after the electoral commission announce a vacancy in the constituency last month” (Capital FM Uganda, 05.05.2022).
“We unveil Mr Owani Denis Dickson as our flag bearer for Omoro county in the upcoming parliamentary by-election and Ms Ayo Mercy as our flag bearer -District Councilor for Lalogi/Lakwaya Subcounties Our structured campaign will be coordinated by Hon. O’Jara PP. Okin the Member of Parliament for Chua West” (Forum for Democratic Change, 29.04.2022).
The Justice Forum (JEEMA):
“Mega’s CD Brian Alaka Comes Out To Take Contest For Late Jacob Oulanyah’s Omoro Parliamentary Seat as the days for nomination of candidates draw nearer. According to the Electoral Commission road map, the nomination of candidates will take place from May 12th to May 13, 2022, at Omoro District Council Hall. The campaigns will take place from May 16th 2022” (Luo Tunes, 01.05.2022).
The National Unity Platform:
“Who is Toolit Simon Akecha , the NUP flag bearer For omoro County?
National Unity Platform (NUP) / People Power has fronted Former FDC Member Toolit Simon AKECHA as its flag-bearer in the upcoming Omoro County by-election. Toolit is the former Omoro County MP (FDC) who in 2016 narrowly lost the seat to Hon Jacob Oulanya with 11,044 votes against Toolit’s 9,088 votes. In that election, there were a record breaking 2,173 invalid votes recorded in the declaration form that Toolit claimed they were his and sued Oulanya and NRM for electoral fraud and massive rigging. He is poised to be the main challenger to NRM Candidate Andrew OJOK, a son to the late Jacob Oulanya” (Nile TV, 26.04.2022).
The NRM candidate – Andrew Ojok Oulanyah:
“How easy was it to get all the other six NRM aspirants to step down for you? They only stepped down in solidarity with the family. Two weeks ago, before the party issued its official position, we were not sure whether we would undergo primary elections and who the candidate would be. I want to thank the NRM party chairman (President Museveni) who eventually gave me the flag” (Tobbias Jolly Owino – ‘I wake up every day knowing I have to finish my father’s task – Ojok Oulanyah’ 01.05.2022, Daily Monitor).
This haven’t been verified but been spread online. That there was a supposed gathering/meeting between the Democratic Party (DP), Uganda People’s Congress (UPC) and the National Resistance Movement (NRM), which was to support the NRM candidate ahead of the polls. As the three parties was afraid to challenge NUP’s Toolit. That meeting was done in the middle-of-April this year and to ensure it.
In that regard, we know the DP dropped out and we have to see if the UPC will do the same. That will be striking and evidence of the possible secret agreement. However, unless the minutes and the signed agreement comes into the public sphere… until that happens this is just a rumour.
That the Omoro RDC Ladit Onyuk Andrew is directly campaigning and using his office to campaign for the NRM candidate in the county. That is very evident by his Facebook profile and how his using his office for the bidding of Ajok Oulanyah. This is most likely true and has been reported on by the newspapers since mid-April as well. Therefore, this rumour is genuine.
This election going to be contested. Expect arrests, election-violence and insincere statements by the authorities. The By-Election going to be a proof of the foothold of the NRM in Omoro County. The machinery will camp in the Omoro County. To expect something else is foolish. As they want to settle and have the son of the speaker to get the seat in Parliament.
However, the battle of Toolit and Oulanyah will be a hectic one. Expect the rallies of the NUP to be tear-gassed and get into trouble. While the NRM will campaign everywhere and use vast funds on voter-tourism. That is what the NRM has done for over a decade now. They will come in with the army, the whole state machinery, use of buses and free food for the masses. Small tokens and gifts to SACCO’s too. That is what the state does to suddenly showering the locals. However, the state will not invest in the hospitals or the health care centres. No, that will not happen…
I wouldn’t expect anything else. This might be this terms Arua By-Election. The same sort of drive and possibilities are here. Because, the stakes are high and the will of the NRM to settle the score. The use of the authorities and the state resources will be shown. Nothing should shock you, but be aware. It might even look like a war-zone in the tiny window to the polls, as the state wants to signal that their candidate is the way out. Peace.
