Opinion: Ipads for MPs Volume 3

UPDATE: Parliament has procured Ipads for all Members of Parliament to ease their work, Deputy Speaker Anita Among has announced” (Daily Monitor, 29.07.2021).

This isn’t new… it seems like every parliament since 2013 have gotten this. The Parliament have ordered, procured and delivered Ipads to all MPs. This means the 527 MPs will get each one. The MPs have also in the past gotten computer equipment as well. Therefore, don’t be shocked if they are getting everything they needs.

This is an issue since the 9th Parliament. Where the same MPs haven’t even been willing to return the borrowed equipment, which they was only getting because they elected to represent and had as a part of the office. So, when they were leaving the office, the stuff needed for that should be returned.

The procurement of Ipads isn’t the biggest one. It is neither an essential either. This is a luxury for the MPs. Who are getting allowances, sitting fees, cars and whatnot. Including new Ipads as well. That is said to help the Parliament in its work and the plenary sessions, as the Ipads are instead of the documents the MPs need to form an argument and follow the minutes of the session. However, the MPs could have afforded this easily with their salaries and all the incentives they already have.

The Ipads just like the vehicles is a lack of priority. It shows that the expenses of the MPs is covered. These folks can easily eat and get luxurious items as a part of their office. For being the representatives of the people. They are getting electronics and vehicles. Huge salaries, allowances and all the other perks. Surely, we have heard MPs complained about the lunches and dinners provided to them in the past as well.

The MPs are used to get things for free and allowed to give themselves big raises. So, expect that to happen in the 11th Parliament as well. They are just continuing with the same schemes and agreements. They are getting huge pay-offs and a big pay-day for their job. While the state cannot afford to do the basics. That’s why the public outrage over these expenses is reasonable. Peace.

11th Parliament First Pay-Off: Each MP get’s Ush. 312m for new cars!

A total of 165 billion shillings is urgently needed by Ministry of Finance to procure new vehicles for the 527 newly elected MPs” (NTV Uganda, 26.01.2021).

It is estimated that each Member of Parliament (MP) is getting Ush. 312 million shillings or about $84,600 US Dollars. If you want a decent sedan in the Republic that costs about Ush. 50 million shillings or about $13,500 US Dollars. So, the MPs have an easy access to not only posh cars, but also ability to pocket the money too. Some could even pay-off campaign debts and other expenditure for the campaign period.

This is a clever way of compromising the MPs. We are also seeing the state is doubling the amount of money spent from one term to the next. As in 2016, the Ministry of Finance wanted Ush 85 billion shillings. Now in 2021 they want to double that plus some with 165 billions shillings.

In regard to that. The Parliament have grown substantially between the two terms. The 10th Parliament had 459 MPs, but the 11th Parliament will have 527 MPs. That is a stark rise in the amounts of Representatives in the August house. That is why all the costs of operation and expenditure of the state will grow. That is happening without any significant growth in the tax-base or domestic income for the state. This is adding the bill without a plan for how to pay it.

To give and make car expenditure such a big sum of funds. The MPs is getting a lavish payout and a huge envelope just after the elections. This is a giant pay.-off and a token of what’s to come. We expect funds for “suits” and whatnot too. The MPs already have perks, salaries and compensations, which is making them wealthy from the get-go.

The MPs have the ability to enrich themselves while in office. The state is funding their lives, but not compensating them for representing a constituency, but they are able to get wealth. The MPs can with the job get rich and live like successful businessmen. That is what they can. There is so many avenues and means of living large. That is created by them and they have plenty of ways to get paid.

The spending on the cars is just one out of various schemes to give the MPs money. That not to talk about the NRM MPs who can go to NRM Caucus before a favourable vote can get envelopes too. That has happened in the past and wouldn’t be shocking, if that happens in the 11th Parliament too. That is the sort of game the General does. He compromise his MPs with “cheap” money to get his will. This will happen again and the MPs will be eaten by their greed.

The MPs will get a salary, allowances and whatnot. This is just the first one. The state does this and will continue to do so. Because, the “High Above” and the General is supporting this. Since this compromise them and get them in his pocket. Peace.

Szlavik represents a Shady Company of Men: Polishing the image of Nkurunziza and Museveni!

Joseph Szlavik and his lobby firm in Washington D.C. are using his close-connected network in the Senate and the House, to trade secrets and interference of knowledge from not so favorable sources. The Scribe Strategies and Advisors are have certainly no scruples in their dealings. As the vast funding from Republic’s and their leadership. Proves that he can bought by anyone who opens their check-book. There is no story he cannot open and abuse, to make sure that his company earns fortunes.

Therefore, be aware that certain connected journalists has been touched by this lobbyist like the Sioban O’Grady, who has had interviews interconnected on several occasions during the last year. As well as Kevin Kelley in Daily Nation, who has been used as tools for the agenda of the Lobbying firm.

Promotes the cause of CNDD-FDD:

This lobbying company has a long history in Burundi, as they have wanted to retain the company as far back on 12 December 2005, when Minister of External Relations and International Cooperation Antoinette Batungbwira wrote a credible praise and wanted to extend their work together.

The government of Burundi, had the funds and the ability to push their agenda in Washington D.C. during the 2015-2016 as their noble lobbyist Joseph Szlavik, signed his earnings to the proper American authorities. On 10th November 2015, the CNDD-FDD paid the lobbyist $ 59,980.00, as he was also paid on the 5th February 2016 $ 60,000.00 and on 25th April 2016 $ 92,230.00. Also, his fees continued as on the 8th August 2016 got $ 90,000.00 and 19th December 2016 the total salary $ 60,000.00.

The lobbyist has during the 2 year period earned astonishing $ 362,000.00!

The CNDD-FDD could afford to pay a man to spread their message and play after their tune in the congress and senate! This shows the power of the monies, as the lobbyist himself explained his position and what he did to earn this amount of money: “Registrant (Scribe Strategies & Advisors) counseled and advised the Government of Burundi on U.S. Policy and informed congressional and executive branch officials and staff and non-governmental organizations (NGOs) on development in Burundi, and promoted relations between the United States and Burundi. Registrant provided public relations support and strategies to the Government of Burundi” (13.04.2017 – NSD/FARA Registration Unit).

Registrant (Scribe Strategies & Advisors) arranged for Foreign Minister Alain Nyamitwe to speak at the Atlantic Council on June 22, 2015 and on the VOA’s “Straight Talk Africa” on June 23, 2015, and Newsmax TV on June 24, 2015, about recent political developments in Burundi; arranged for presidential spokesman Willy Nyamitwe to speak to the Atlantic Council on January 22, 2016, and on the VOA’s “Straight Talk Africa” on January 20, 2016, and on France24 TV on January 21, 2016, all of the topic of the recent developments in Burundi” (03.03.2016 – NSD/FARA Registration Unit).

Promote the cause of the NRM:

The Government of Uganda and their Foreign Affairs has used the same man to pursuit their agenda in Washington D.C. as they paid the man on the 5th May 2016 $ 62,500.00. In 2015 they also paid him well for the help of spreading the message of Foreign Minster Kuteesa on the 24th June 2015 paid $ 55,200.00, also $ 69,800.00 on 7th August 2015 and on 9th December 2015 $ 64,535.11. The Government of Uganda totally paid the amount $ 250,000.00 to the lobbyist over 2 years!

Registrant (Scribe Strategies & Advisors) arranged for Foreign Minister Sam Kuteesa to appear on Voice of America program. “Straight Talk Africa” September 16, 2015; the topic was Kutesa’s tenure as President of the United States General Assembly; also arranged for Kutesa to speak at the Atlantic Council on September 15, 2015, on the same topic” (03.03.2016 – NSD/FARA Registration Unit).

That the company uses their reach and their messages as back in day, in 2015, when Scribe Strategies and Advisors, they used Kevin J. Kelley to write a piece in the Daily Nation:

Mr Szlavik noted that his firm did have a contract about 10 years ago to lobby for Uganda in the US. In accordance with that deal, Mr Szlavik explained, Scribe sought to persuade the Bush administration to list the Lord’s Resistance Army and the Alliance of Democratic Forces as terrorist organisations. The US does designate the LRA and ADF in that way” (…) “Earlier this year, Mr Szlavik added, he discussed with Uganda’s ambassador in Washington the possibility of Scribe again doing lobbying work for Uganda in the United States. But no agreement has been made, Mr Szlavik said. “There’s no contract, no numbers, no payment,” he declared” (Kelley, 2015).

There should be discussion and counsel going on as just a brief month after the interview and article in the Daily Nation, the company earned about $ 60,000 paid by the Ugandan government. So the company knew all about it in 2015, but wanted to spin the news and their role.

The Company was more upfront about their role in spinning the news for Burundi, as the Scribe Lobbying firm in 2015, addressed matters close to the heart of government of Burundi and again, they used their fellow journalist in the Daily Nation:

The allegations by Joseph Szlavik, head of Scribe Strategies & Advisors, followed reports of fighting between government troops and an unidentified armed group near Burundi’s border with Rwanda” (…) “Mr Szlavik noted in an interview with the Nation that the Burundian leader’s right to run for re-election had been affirmed in May by the country’s Constitutional Court” (…) “Western powers call for respect for the rule of law, and this was the ruling by the Constitutional Court of Burundi,” Mr Szlavik said” (Kelley, 2015).

So Szlavik, the man paid by the Government was clearly knowingly keeping it cool with Burundian authorities, not only spreading their agenda, but also their motives to keep power. Using the tools of legislation and not addressing the grievances of the people demonstrating at the time. Therefore, showing that the ones feeding him was more important than actual justice. That they also, this used the fellow friend in the Daily Nation, show’s how systematic the Scribe Strategies and Advisors work in the East African region.

This is just a quick look into the matter and not really digging deep into the polishing tricks of the company and their employees, as their staff and connections into the House and Senate in the United States was massive. The role to play and their reasoning as the paychecks from CNDD-FDD and NRM comes, they easily comply with the methods and needs from Bujumbura and Kampala. With no care of the implications and ramifications to the innocent in Burundi nor Uganda. Certainly, this is blood-money and I hope they are cursed. Peace.

Opinion: Hon. Kyambadde revealed what was important at the State House!

“I resigned from State House Uganda, because there were so many powerful people and power centers, and for example the sons and sons-in-law of first family would bring in some foreign businessmen and despite being my duty to clear them, i could not say anything.”Amalie Kyambadde (On Face Off on NBS TV Uganda, 12.03.2017).

Hon. Kyambadde who is now her second term as Member of Parliament for Mawokota North County in Mpigi District after she left or resigned her position Private Presidential Secretary at the State House, she had the PPS position from 2001 to 2010. Therefore, you see that she went to be elected as MP, instead of working in the State House.

This is very interesting as she knows the perks and working ethics of State House, as she spent nearly a decade in the State House and worked closely with the President. So the knowledge of how it works, she knows perfectly well. As the speculated issues inside the State House came out to the public in 2015:

“The wars in State House, an insider told us, “were always there but they came out in the open when Amelia (Kyambadde, the Trade minister), left State House.” (…) “The source said Ms Kyambadde exerted considerable authority over the presidential palace, hardly allowing internal wrangles to burst open into the public domain” (Mukiibi Sserungjogi & Okuda, 2015).

So there have been revealed things before, but today what she said on NBS have been sort of common knowledge, as the pictures of Hamis Kiggundu, Ruparelia Sundir and others who certainly has conducted their business transactions from the State House with deals between them. The development and acceptance of big-business happens directly inside the state. As well as the decrees and licence to do business, so the words of Hon. Kyambadde extend this idea and verifies what has been commonly known, but not yet said by former internal workers at this capacity.

That she also shows the turn-over of family business inside the State House, their own ideas bringing their connections to the State House, shows the allegiance of state is within the family and not with the procedures of the state. That can be said by the negotiations that even happened a few years ago:

“Byabagambi, who attended the meeting at State House, as did officials from CHEC and the Ugandan attorney general, has accused the MPs of receiving bribes from CCECC to frustrate the project; two of the MPs held a press conference on Monday to deny the accusations and to accuse the government of overpaying CHEC” (Rogers, 2014). So the Chinese investors and entrepreneurs had direct meetings at the State House, so the Attorney General and the MP who oversaw the Standard Gauge Railway project at the time. So the ties all connect to the State House.

In 2011 the State House had made another deal as report back in 2013:

“The Auditor General’s report for the year ending June 2012 notes that there was unfair treatment of bidders ahead of the Presidential swearing in Ceremony in May 2011 where one bidder was dropped for no particular reason” (…) “This was despite the fact that other bidders such as Country Safaris were considered to have the same problem as Africa One Tours and Travel because they could not meet the specifications of the required manufacturers” (…) “In their response, State House officials stated that they had been given a short period within which to prepare for the swearing-in ceremony yet they did not have a set date and there was no money for the function” (Athumani, 2013). So back in 2011, it wasn’t the ministries task to hire and secure the cars for the President, but State House officials. This shows the controlling aspects of the State House, not only the business being decided inside the State House.

This is just some proof of some of the business activity that happens at the State House, surely more than meet the eye and that has been reported about. Certainly, the Museveni family and kin has done more business there than we can ever know. However, there will only be indications until more is revealed or if the leaks from the State House, as it haven’t been controlled as much as it was under Hon. Kyambadde. Peace.

Opinion: Zimbabwe’s Government troubles with the West, but easy accessible with the Chinese

I’m concerned about Zimbabwe, and I’m concerned about the lives of the people of Zimbabwe. And don’t forget, it was my party which brought democracy into the country. I fought the British. There are these days that vicious attacks from President Mugabe will be normal, where the words of oppressive colonial attacks on Zimbabwe will be addressed with flowery perfection from the old-timer, the long-running President of the Southern African Nation of Zimbabwe, the country he have had in his hands since the Lancaster Agreement and the release of the Country from the British Colonial.

At one point he we’re acting more British than African, but with the Age, he has more and more hated the Europeans and Americans, as their respect for the leader have dwindled. The Respect has fallen as much as the respect for a McDonalds Burger has gone down in the West.

He we’re the man at one point, until the Aparteid of South Africa went sour and his gold-star got taken away. After that he must felt betrayed as he was the man of the continent and the man who even we’re knighted by the United Kingdom at one point and even a candidate for the Nobel Peace Prize in 1991. So the rich history of the man and ruler is vast. My words and reasoning will be belittling the histories and the vicious need for power the man have.

Though there vast amounts of irony from the leader, that is now clear as the sun is setting and rising again. Just as he has blasted the West, had have land-reforms exiting the White farmers and their plantations as they we’re the grand issue of the land. Surely there we’re in-balance between the ‘Africans’ and the ‘Afrikaans’; which is well-known as the British and the Dutch settlers took the best land and let the ‘locals’ become workers and renters. It was natural for anyone who lead to wish for a difference and create a better life for more citizens of Zimbabwe. Though the technic of giving ZANU-PF Elite the best land and evict landowners that have run farms for generations without compensations is just critical; though the colonial powers stole the land, there are ways of punishing the generation for the sins of the for-fathers while still trying to mend on the insufficient systems of the present day. Something that is lost tale and lost option as brutality have become the station of Mugabe, ever since he got his Army and Police trained by the North Koreans. As long as he got rid of his worst opponent in Joshua Nkomo and even raided and massacred the loyalist in the Matabeleland.

With this history and with his reign of power; all of these initial acts of violence and the control of the state; that he has exhausted the state and the economy, while blowing the donor funding from the West and later when they quit funding his oppressive regime. Saying it was colonial acts of belittling African Nation, while he himself was harassing people and detaining opposition of ‘Movement for Democratic Change’. Even at one point accepting the power-sharing agreement made by Thabo Mbeki, though partial and used by Zuma to overpower him in South Africa, the last stain on Mbeki; we’re the weak agreement that gave the Executive back to the loser Mugabe in 2008, while the winner got the VP Tsvangirai. So the tried peaceful transition to another leader was not successful and a reason why the 92 year old man is the king-pin of the Republic Zimbabwe.

So that he blames the West and address the West for the shortcomings is natural, but the Economic instability is not all on the Western Sanctions, as that is also because the ZANU-PF, the Benzes bought under the ZANU-PF elite while the schools depleted, the civil servants delayed salaries, the missing of foreign exchange and dollars in the country are run-out. There are reasons as the nepotism, the unstructured business, the export and the agricultural inefficiencies together with draught and all the weak governance that creates deficiencies and devalued the economy. There are reasons for the economy crashed as the empty coffers while the elite was eating elephants and entertaining the Luxury Hotels in the Honor of the President Mugabe latest birthday. So there is money, but they are spent on truffles for the President, instead on citizens and services for the public. That is not the fault of the Western that he claims, together with reforms and not institutions, but instead all centralized in the hands of President.

That is from the same man who has put his hate on the West, as they are sanctioning the Zanu-PF regime and Mugabe long-term reign of the Nation. The same man who have said anything possible about the Americans and British, the man who has claimed that they are the reason for all the troubles, have no quarrel this year and of recent years traded with the Chinese government and their national companies. Like there 128 development projects from 2000 – 2012 made by the Chinese in Zimbabwe. While the Zimbabwean Government have also planned to go from US Dollar to Chinese Yuan (was planned in 2015) as the official currency as the Mugabe regime is more in the pocket of the Chinese, than everybody else (Archdeacon, 2016).

This is also a way of Chinese to grade their power and take more control on the African Continent, as the Zimbabwean have such a monetary fiscal issues that anybody who will clear debt and will drop fresh coins to the regime is friend, especially when there only optional to let the Chinese work and build there; as a way of renting the country away, while the Elite eats the money. Something the country wished the IMF would let them do, but since they are Western, French and even US Dollar fueled they are not as willing as Beijing, therefore Mugabe will easily play kind Uncle Bob, while blasting the West, which is a good luck for the Zimbabwean Government. Though we know and they know, they would easily said ‘YES’ to the loans from the International Monetary Fund.

So the hatred towards the once who was the allies and friends, like he was once so proud of English culture and being knighted, the man who once was their ally and turned into a villain, the question if he was a needed villain for the British, as he fought their colonial rule under Smith Government in Rhodesia and made the new state Zimbabwe. Which was a feat and was something that people could look up-to, when he surged the power he consoled it by all means and even ended lives to keep it; this what happen to Nkomo and to the once that he used the military on, as they we’re not loyal to him; instead to the Opposition that wasn’t him. That is why it is ZANU-PF, as they we’re two parties to take control over and even consolidated with all ways. The same he has done with the state and therefore the disarray and the economic instability, therefore the stop of using own currency and American Dollar together with the newly planned transition towards the Chinese Yuan.

There are an issue and aggression from Mugabe towards the West, he has fought them all his life, but also had a an admiration for it, as he would easily wear Western clothes and import expensive westernized products, as his wife spends the government funds there and not in Beijing, even if the government gets the funds there and development projects from there now, as the IMF and other does not offer the sanctions nation with fiscal financial subsidizes and loans. Let me ride on the Western Hemisphere for it’s care for the LGBT people in Uganda while letting all kind of other oppressive behaviour happen without any cost or any repercussion. I am sorry to all you western government officials that support the LGBT case. They are all people equal under God. Just as you and me. So let me address you clearly as the National Resistance Movement and their ruling regime under President Museveni have become more and more draconian. The rules of law have lesser value as the regime is more inherent corrupted with the arms, tear-gas and anti-riot Police then actual democratic values. So when you have a system where the Militarized Police Force, Militarized Politics and Army Programs into the Civil Society then the guns are controlling all parts of arenas that the society should lead. So that the Western Hemisphere and international community turns a blind eye to that proves the double standard.

That a country of 39 million citizens had one Cobalt 60 Teletheraphy Machine at Uganda Cancer Institute (UCI) broke down at Mulaga Hospital Kampala two weeks ago or so. While there about 17,000 Cancer sick that need treatment, but there none for them in the country. The international world isn’t doing much. Instead the rich Aga Khan and his Aga Khan Hospital offers 400 patients treatment in Nairobi, Kenya, so there are no opportunity in Uganda. That does not create a stir, which is another minority of people who are sick and in dire need of treatment. That is the same country that has mismanaged international funding to the health care through the Global Funds has been squandered away. The same health care system has X-Ray Machine broken down in Butabika Hospital and other meagre resources and machines at Hospitals that are decaying around the country. So it is okay that President Museveni and the NRM neglect the sick and dying.

The same with up-country Primary Schools where the walls are thin and rain-water flows in and the bricks are shredded. Where the payments of teachers are always late and underfunded as the rate has not gone up for years even with the steady levels of the neglect while the donor-funding and programs towards schools since UPE launch that was ushered in 1996. But the now steady report of dwindling county schools and the standard of facilities seem to be planned. As it is district by district, not a one place issue and more broad issue amongst the country. This is just an issue that matters for the kid’s education and their platform for their future. But the Western media and the Western donors will not put this on blast.

The Police Force follows and tag’s the opposition leaders. The Police Force detains opposition members and stop opposition celebrations even when the opposition complies with draconian laws of the state. That is not an issue that creates havoc. This oppressive behaviour from the Police Force towards the Opposition can happen without any clear questions or stop of funding them from abroad.

So the issues are bigger then the “Anti-Gay” bill as the nation is built around the President and his elite. This happens while the rest of people might get detained without questions and without charges. Therefore I feel it is wrong that the international organizations and international media focus alone on this issue. As that is a drop in the sea. The Corruption, the bribes, the embezzlement and the ruin of government institutions should be more in focus and sustain a healthy living for the citizens. The framework of the lawful society is far away. With the current Police State and the current arrest of democracy is more haste to fix.

EU Out of Politics Pre-Election Period

To reinstate the issue of the bill from 2014 is to deflect the grand issues and the mortality of the current affairs. The ways that people are muffled and silenced in general should be more worrying. The way the army and Police are used as strict tools of oppression and the Parliament writing off more and more money to them instead of being representatives of the citizens. That is where the focus should be. Especially since the donor-funding is 20% of the direct donor budget funding of Government of Uganda. That the NRM will spend on the State House, the farm of the President, new Private Plane and cars, not on the services of government that is expected.

So if the Parliament of Uganda under Rebecca Kadaga puts this up again, then it’s in a way to put all the issues to the side. To give space for the NRM to work with that in silence as the bill will create havoc, but give way for all the activity of the government. So you have been warned of the non-sense and should look at the major issues that make a difference for all of society, not just a minority. Peace.

As you see Mr. Museveni, the Executive, the man who have run Uganda since 1986 have yet again spoken his words on democratic behavior and activities as Uganda is his playground and non-other can act or play there. That is what he is saying. President Museveni is the only one who has a saying in Uganda. In a republic of Uganda that got estimated 39 Million citizens. In my view President Museveni is not acting as an Executive, but as a gangster. Let me explain that later.

Also as the news today that the 6 persons chaining themselves in the streets of Kampala. So for setting themselves in chains in the recent days seemed to be a criminal act and now sent to Luzira Prison as common criminals. Somewhere is President Museveni and so proud. Don Musveni in action!

He must be proud of the revelation of the audacity of the Police yesterday shooting live bullets at the future of Uganda at the established and well-thought of University of Makerere. Where the students we’re demonstrating because of sudden hiking of tuition fees. So the Anti-Riot Police and their mambas entered campus and created havoc. As we have seen in the recent months. No dialogue or trying to negotiate, you go in with weapons and kills to shut down opposition. Don Museveni prefers once in a mock execution to set the standard and get the oppostion in line with the message. If they continue then he will bring vendetta to them.

That is also the words of their leader, the Executive. Its playground and his rules, nobody else then President Museveni is right to play. He is the kingpin, the kingmaker, the Grand Puba, the chief and commander that are righteous to stage any kind of action in his playground.  

And then the fellow and opposition Dr. Kizza Besigye trying to act on his playground, and have the audacity to say that President Museveni is not the righteous kingpin is a violation of the ruling regime. Nobody can question the Executive on his playground. Museveni initially saying that the FDC are foolish! FDC should not act upon the NRM-Regime. If they still do then they knew that by his words, they would face the guns and ammunition and get taken away.

President Museveni is not only like a bush-war general, he is now acting like a gangster. First the government is acting with guns and gangs where open aggression against its people without court. It is decisions taken in mysterious and devious ways, the same ways as the NRM-Regime is only accountable to themselves and not the public. The Racketeering is solving the democratic insufficiency in the country by the guns and gangs installed by the NRM and the Kingpin, the Don Museveni on the top. That is by that Racket he controls and the Playground he doesn’t care about the victory was maybe even meant for somebody else, as his guns controls through his gang UPF and UPDF. They follow the Don and his rules.

Mzee is a gangster, not a statesmen and not a parliamentarian as the rules only applies when it not comes against him. The laws and regulates towards everybody else of the 39 million of the country, as his racket can break down any opposition and use weapons though all the gangs he has made. The intelligence and spokespersons is just to have a façade and look legit. While the tax-payers, bank of Uganda, budget deficit and other issues is because of the price of keeping up the racket and continue with the racketeering.

That is why the troubling concern with the people who have understood that the Ruling Party and the Don Museveni is not really a civil servant, but a gangster. That is what really Dr. Kizza Besigye understood in 1999 wrote this in a letter to the NRM when he left.

“The Movement caucus acted very much like an organ of a ruling party. All ministers (except Paul Ssemogerere who later resigned from government) were members. The hand-picked group, and the Movement caucus after it, both undermined the principles of the Movement and the law. The Constituent Assembly was negatively influenced by executive appointments. In the middle of the CA proceedings, a cabinet reshuffle saw Speciosa Kazibwe elevated to the vice presidency, Kintu Musoke to premier and several other delegates appointed to ministerial posts. Many others were appointed to be directors of parastatal companies. It is my opinion that after these actions, some CA delegates took positions believed to attract the favourable attention of the executive” (Dr. Kizza Besigye, Letter in 1999).

The Don Museveni had handpicked the members and the caucuses that fitted the ruling party and the executive, himself and the people he could trust. They would all be in favor of him as he gives those positions and therefore naturally get loyalty, as a Don needs loyal men in his gang to control his racket. If that means making programs that his handpicked elite and cronies can eat from if it is GAVI-Funds, Operation Wealth Creation (OWC), SACCO’s, Youth Livelihood Program (YLP) or the 10 Point Program. These programs get international organization and donor countries positive for dazzling monies to the regime. The Don skims that on the top buy airplane, cars, cows, businesses and land for himself. The Don also makes sure the rest of his family owns businesses and land so they can live in wealth; as they all should live comfortable because of his racket.

The Gangster who orders his gangs and set-up minor groups controlled by family-members and his closes associates that he can trust. Like the clearest example the UPDF Special Force Command or the Flying Squad that is under the Caporegime of Brigadier Muhoozi for instance. Or the newest of his gangs called the Uganda Police Force National Youth Crime Preventers Forum (NCPF) run by caporegime of Blaise Kamugisha the former head of the NRM chapter of Makerere. Another caporegime is Gen. Katumba Wamala who runs the UPDF for his Don. Not to forget the Capo for the Uganda Police Force IGP Kale Kayihura. All of these are just small pieces of the whole position in the racket of the Don Museveni!

That is why his racket answers with violence if it doesn’t work his way and why he has looted the DRC for own gains, why he has tried to get other bosses and Dons around him. So he can have loyal support from Rwanda, Burundi, Democratic Republic of Congo and also in Kenya, where he supports President Kenyatta, he didn’t “install” President Nkurunziza, but he helps him when he can. He does the same thing with the President Kiir of South Sudan, henceforth part of his racket was there for months without a mandate to secure that his fellow Don was in good hands, also during the last-period of the pre-election period Sudanese troops was to secure the safety for securing the continuation of the racket and the underbosses in the departments and the caporegimes all over the Ugandan nations.

Because the Kasese and Bundibugyo have dined the racket and taken in other political parties and shunned the NRM-Mob, the Don Museveni therefore his Capo’s got sent to clear away the people playing in his playground as the gangster he is, he had to answer with violence against the once taking away the his ground and area, which belongs the Don and nobody else. If they try then they deserve to be hit and violent takeover if necessary to prove that it belongs to the NRM.

That is why the Don has decided to do this:

“UPDF has today launched a two months operation dubbed Operation Usalama Rwenzori to hunt killers” (O6.04.2016).

Capos and Underbosses might not deliver to the Don, therefore when the orders are not followed or the creeds he has written to them. When they don’t do what he says or get to ambitious then the get rid of them. Not just sack you, but put you into oblivion until they get back and his ring; if they don’t then they are stifled or put on close monitoring by ones of his capos as gangs take them in now and.  If he sees threats and worries then he takes them out like he has done with enemies in his past.

There is people who works hard as they are members and working for the NRM. But they are not yet made or trusted. So it takes a confirmed from a consigliere or a capo to be put in well-made position. As the Capos/Generals decide the faith of the members who is just associates until they are inside the elite and in the NRC CEC and inner-circle of the NRM Mafia to be trusted with the information and creeds from the Don Museveni. As he has trust issues and likes that the youth struggle to get jobs as he prefers to eat alone. The NRM Members who is not yet made, have to cugine and deliver to prove to administration and CEC that they are worthy of a better position and get jobs in the racket. If a cugine sees the possibility the member does what he can to give tribute the closest caporegime or the nearest wiseguy to be made and be a gangster like the Don.

That is why the Capos and soldiers take down the journalist and media. The reason behind that is that he is a Don. Where he are calling them enemies of the state and of him, that is something he does as a Don. Call the State Organs to fix the issues and get them to be mouthpieces to control the messages that is spread in the newspapers and TV channels. The ones that speak out of term are speaking of violence against him. That violent is in his mind as nobody can play in his playground or be able to run anything in his area. The Don is the only can run it. Don Museveni the Don of Uganda and the Godfather of Uganda. Peace.

Interesting findings from the AG report on “Central Government and Statutory Corporations” – Part Two!

Here I will Travers through the report of Auditor General of Uganda’s Annual Report for the year ended 30th June 2015. This is on: “CENTRAL GOVERNMENT AND STATUTORY CORPORATIONS”. I will take the quotes and stories that seem to show parts of how the Government of Uganda works and what the Auditor General have cared about addressing in this specific report. Take a look! MoWT Lake Bisina RFP

Ministry of Works and Transport Sector:

Certain information from the ministry:

“management used the services of a local company to print Ministry materials at a cost of UGX.48,000,000 without following procurement guidelines” (…)”expenditure totalling to UGX.157,861,512 was inappropriately charged on budget lines to fund activities that were not planned for without authority” (…)”management explained that this was caused by UGX3,367,986,442 that was held on the Stanbic Bank Collection account as the funds were earmarked to replace worn out equipment and plant and MELTC, yet management does not spend these funds at source; and UGX.819,209,847 mainly consisted of funds earmarked or Lake Bisina Ferry landing sites and DRRU. MELTC will be required to return all the unspent operational funds when the Rural Transport Infrastructure (RTI)/U-growth project ends on 30th June 2016” (P:116 – 121). Comment: This here prove how the have chared funds without authority. The Ministry also has to release funds back to the RTI U as they have not done their work on the Ferry Landing Site.

Non-payment of UGX.490m to Mukono District Council:

“Management explained that the long standing dispute between the Ministry and Mukono District affected the progress of the ICD project and an understanding had been reached between the two parties. However in December 2014, the Ministry sought legal advice from the Solicitor General on the pending compensation of UGX.490m to Mukono District and the Solicitor General advised that there was no justification for the compensation since the District could not prove that it owned the structures” (P: 132). Comment: This here proves mismanagement for Local Government Council and the Ministry, that the monies does not leave either party or to the party that deserve the money. Not well played by either ones.

Construction of Nwoya Community Justice House – Abandoned construction works:

“Nwoya Community Justice Centre was constructed by a local company at UGX.1,516,916,000. The contract commenced on 11th July 2014. Audit inspection carried out at the site on 19th September, 2015 revealed that the contractor abandoned the work. There was no construction work in progress” (P: 158). Comment: Here is mismanagement locally and also with the ministry therefore it is a building without a contractor who left the premises. The OAG and the Ministry should probe the contractors and also the Local Government Council for the little check on the work in their district. Or doesn’t it matter that the work and used monies on a court building left unfinished?

Ministry of Affairs:

DGAL-Gulu – Delayed completion of the construction of a Regional Laboratory in Gulu:

The construction of the Regional Laboratory started on 28th January 2008 at a contract sum UGX.436,445,468 and was to be completed by 28th July, 2008 (after 22 calendar weeks)” (…)”at the time of writing this report, the construction had not been completed (after 7 years) and the site appears to have been abandoned. A total of UGX.236,330,768 (54,15%) was paid to the contractor and the building had been roofed, plastered and fitted with exterior doors and window burglars” (P: 177). Commented: They proved too been a breach of contract between the Ministry, Local Government Council and the contractors who was building on the site. These institutions should probe the contractor for delays and not finishing the building, while the government should check the history of the allocations and see why they haven’t done the work and delivered as budgeted in the past.

“The Force had 291 and 970 uneconomical and grounded motor vehicles and motorcycles representing 27% and 28% respectively of the available fleet of 1091 motor vehicles and 3452 motor cycles” (P: 183). Comment: That such a giant part of their fleet is standing still and can’t be used for their entitled work. So it is a waste of funds and also equipment.

Land Titles:

“The budget of UGX.120m was again provided for the financial year 2014/2015, however, this was not enough to carry out the activity. This financial year (2014/15), UGX.3.7bn had been estimated to cover the surveying, titling, boundary opening, land purchase, land planning and design, compensation and inspection, however only UGX.120m was provided in the budget” (P: 185). Comment: This here prove how little the state care for police when they can’t secure funding for land in and titles for the Police Stations. Another proof of weak governance when they doesn’t care for their own civil servants.

Uganda Police Marine Unit

Police Boats:

“Police has over 40 vessels including long distance patrol boats, firefighting boats, fiber glass boats and inflatable boats deployed in the detach units on all major water bodies of Lakes Victoria, Kyoga, Albert, Edward and George. However, the Force lacks a marina at Kigo marine headquarters for safe docking and parking of major boats. As a result, some big boats are docked/parked at Lake Victoria Serena Hotel for safety purposes, while others are dry docked (parked on land) at Kigo headquarters” (P: 186).  Comment: We can see that the Police don’t have funding for the boats and to keep the upkeep of them. That proves that the Government doesn’t value the boats, since they don’t keep them in great areas.

Police Mariners staff, Post Mariners Post-Education and Fuel issues:

“Marines unit has a workforce of 197 staff with over 40 vessels. A review of the unit nominal roll revealed that only 10 staff have mechanical/technical related qualifications while 6 have qualifications in fisheries” (…)”The Accounting Officer further explained that some training is already underway both within and outside the country, and that in the current financial year, 45 staff are undergoing marine training by Korean instructors” (…)”The unit detaches are provided with 200 liters of fuel for operations per month (6.4 liters per day) and yet the fiber boats at each unit consume 20 liters per hour. According to the in-charge, each unit detach requires at least 60 liters a day which puts the fuel requirement per month to 1,800 liters for the units to effectively monitor the waters” (P: 188-191). Comment: That there are 40 vessels and only 6 have seamen education. 10 mechanical people who can fix the technical problems with the boats that the police have. Yet again, the training has to happen by donors or foreign because the government can’t be able to finance their own personnel training. That should be worrying. The last issues that the boats can be used as much they can because of the use of 20 liter per hour. They miss the 1600 liters they need to function, because they are only allocated 200 liters. Show’s a mismatch of the use of funds for this part of the UPF.

Uganda Prison Service:

Congestion:

“By June 2015, the population of prisoners stood at 45,092, exceeding the available capacity by 28,575 inmates (occupancy level is 273%). Some prisons are overcrowded, housing up to 3 times their designed holding capacities” (P: 197). Comment: The government might not be expected to deliver at hotel to the inmates in prison. But to congestion them like cattle or having housing for them that creates diseases and poor hygiene; shows that the punished people in prisons get not only time to serve as convicts, but also get conditions that makes their stay a health hazard.

Funds of Consolidated Funds:

“UGX.2,808,413,252 was reported in the statement of financial position as cash and cash equivalent at the end of the financial year. The unspent funds should have been transferred to the consolidated fund by close of the year however, UPS did not remit the funds to the condolidated fund” (P: 195). Comment: This here proves that this government outfit doesn’t have the properly functioning accounting practices since they don’t follow the laws for unused allocated funds.

Water-Crisis in the City of Flint; Time to call in USAID to solve it as they do around the world; because water matters!

USAID and World Bank need to offer loans to Flint, Michigan; they can facilitate tap-water to the citizens of the city. This in a county where they have year after years of financial deficit and defaulted on budgeted projects of the city. This just by browsing through google after writing Flint, Michigan Budget Deficit, the articles goes back to 2009. That means 6 years where there been missing money for the county budget. This means that the country can’t deliver the community what it needs, because they don’t have the funds to finance what the town and county need.

Here is the USAID mission statement:

“Ending extreme poverty and promoting the development of resilient, democratic societies that are able to realize their potential. We fundamentally believe that ending extreme poverty requires enabling inclusive, sustainable growth; promoting free, peaceful, and self-reliant societies with effective, legitimate governments; building human capital and creating social safety nets that reach the poorest and most vulnerable” (USAID, 2016).

I will look at some reports of the water quality that has been in media where Cher and Big Sean has donated some Dasani water to the public because the bottles settle the issue with the tap-water that the county doesn’t have money to fix or use proper water-sources. Let’s say what certain reports done by various enteritis say about the water and economy in Flint. Take a brief look:

About Jobs and Poverty in City of Flint:

In a town of “In Flint, for example, absent other factors, employment would have declined by 12.7 percent between 1980 and 2009 because nationally, the industries it specialized in actually shrank over those years. However, Flint lost jobs in those poor performing industries in which it specialized faster than other metros due to a de!cit in the competitiveness of its existing local industries” (…)”At the most basic level, poverty results in lower standards of living. However, there are other, less direct effects that are even more troubling. For instance, poverty is highly correlated with low levels of education, and can thus trap individuals and households for generations, lowering socioeconomic mobility through lack of opportunity. The failure to combat the causes of poverty is also scally unsound; if those problems are not eradicated, state and local governments face smaller tax bases as well as higher outlays to support their populations. Poverty rates were well above the U.S. metro average in 2009 in all of Michigan’s metros except Holland and Jackson” (Michigan Economic Condition Assessment).

“The City of Flint did experience drinking water issues in the summer of 2014. Issues began with areas of the city experiencing “rusty” water. Water systems must be alert to these potential issues and have plans in place to address them” (…)”AWWA is committed to helping water utilities, elected leaders and customers in applying these and other lessons from the crisis in Flint” (AWWA, 2016).

Afterthought:

So with seeing this little evidence and also seeing how the state goes in with Emergency Managers both over-controlling the mayor and the city hall because of the growing deficit that surely must have taken emergency measures that must have been done to save budget funds.

The result that has caused havoc now has been visible since August 2014. That is more 17 months when they had it in after changing of water sources to the Flint River. It is staggering how long the results have been – if it is the pipeline or the source it is still scary to know that there been steady violations; that have been pushed under the rug or not discussed. I don’t know why the fuzz is happening now or if it is campaign season and that is why the Americans and world hear about water-quality and crisis in Flint.

The unemployment that goes back to foreclosure of car-factories and other automobile industry has destroyed the economy while the rich have moved from the central town to the suburbs in the county while the town has had steady rise of poverty in the city of Flint. That is why I ask for USAID to do their business and bore holes in the city of Flint in the state of Michigan. USAID has an mission to work amongst poverty and create possibilities and with the amassed levels of poverty in Flint, with closure of schools and abandoned houses an such proves the need for AID from USAID. They should come in with their programs to salvage and create better water with their technicians as they have done for decades in African Countries and Latin America, and help their own as they are in need.

The bottles of Dasani given from Big Sean and Cher won’t do much but a tear-drop in the ocean. The emergency funding from the federal funds might help, but that is also done in fashionable loans so the debt burden on the City of Flint. So as a failed banana republic that usually gets programs and aid from USAID, it is time to deliver that to City of Flint. As they have unemployment on the levels of sub-Saharan Africa, they have high crime-levels and public with little faith in the government institutions. Schools are detreating and other institutions are weaker than before. People are living on non-working programs and many suspended as they have been living to long on this state-program. They work with poverty eradication that the City of Flint needs. They can start microfinancing programs to get people to start smaller businesses and grow the level of monies spent in the city. Fund them through water programs similar to WASH strategies of the USAID to secure the level of water quality and food security as a part of that. Something USAID can do in city of Flint. They have already lost some part of their autonomy as the Michigan state put in two Emergency leader both Emergency Manager and Emergency Financial Manager who overpower the people’s chosen leadership of the town and also control the monitoring of the functions of the town, this to get control of the deficit; but also leaving the limbo of the democratic institutions in the city. That means it fits perfectly to what kind of environment that USAID goes into which often is totalitarian or semi-democratic societies with big-men who are stronger control over government institution than ordinary procedure. This is the same with the Emergency leadership of City of Flint. So if the USAID will follow their mission and do something good, use their skills and WASH programs, then they should put them into use in the City of Flint, Americans helping Americans. Not a vile and foolish picture, the money that US Government have put into USAID over the year, this here good be a good service back and prove that the money is well spent, as the USAID can finance and find way to fix the water and give of their knowledge to create a more prosperous society. City of Flint should try to get a Memorandum of Understanding to give way so that USAID can give the citizens of Flint what they deserve before Michael Moore makes another film displaying the deteriorating city he was raised in. USAID shouldn’t just build water wells in Afar region in Ethiopia, when there a city in America where they can’t get healthy water; their WASH personnel could really give AID and create development in Flint. This is if the City of Flint could accept it and give way to the organization to show way. USAID have the skill and manpower needed, Flint have not the funds or the situation to get out of it. This here is a decline of a city ever since General Motors starting to leave and move automobile factories since the 1980s. Therefore the reforms have to come and why not through USAID. They can bring hope and more then Big Sean’s bottles of Dasani. Peace.
