Opinion: 10,833 LDUs without pay!

“The LDU is not a new force; they are the reserve of the army. The security guards of the ministries are guarding ministries against break-ins. Terrorists are targeting soft targets, they are not bank robbers” (Yoweri Kaguta Museveni, 15.09.2018).

We already knew in January 2019 that there was no money for the Local Defence Units (LDUs) in the budget year of 2018/19 and certainly not there in the 2019/20. Since today’s news proves this again. This is a re-issue of Crime Preventers Programme and a way to hire idle youth, but not do the due diligence of the actual needs to do it. That’s why the results is armed people with lack of pay, they will do anything to eat.

Look:

The Ministry of Defence has incurred a budgetary shortfall of 130.5 billion shillings as a result of the recruitment of LDU’s. This includes a wage shortfall of 40.9 billion for the 23000 LDU’s incurred in 2018/2019 and 2019/2020 financial years(Herbert Zziwa, 12.11.2019).

What does it mean:

This means, when they have an annual wage of Shs.2.4mn. Their wage shortfall, which was 14.9bn in 2018/19 means that 6,208 LDUs out of 10,919 are owed wages. Again, in 2019/20, 10,833 LDUs out of 13,000 recruited in 2019/20 don’t have their wages either. Meaning many armed and well-trained personnel from the UPDF is out awaiting their salaries (Mary Serumaga, 12.11.2019).

We can see by these calculations how it really is. The realities on the ground and the issues at hand. This is a launch to have back-up personnel for an up-coming election. To ensure the public, that they cannot have a popular uprising nor a revolution. Because, the state has enough armed forces to crush it. If it isn’t soldiers, ISO, CMI, Flying Squad, Special Forces Command or the UPDF. They will have something to target you with.

But, they are leaving them high and dry. The State is not properly approaching this. They are not spending the dimes on this as people would see deemed fit. Because, this is trained armed personnel, which can cause havoc, if they decided to do so. Why shouldn’t they? They got guns and knows how to aim!

This was a bad Ad-Hoc decision made in the wake of the violence: But he also did it to ensure up-coming elections, because that is what the President does. President Museveni doesn’t toy around with this. This is carefully estimated to secure his next term and the times ahead. Because, with these gentlemen with arms, he will have another group of armed personnel at his disposal, that can skirmish and get deployed in haste. There is nothing else too it.

His just misusing funds and the trust of people, in manners, which is extraordinary. However, very common here. As this isn’t the first nor the last time, the government lack funds for new projects, new ad-hoc decisions. As it is struggling to pay of gardening hoes from pledges made in 2015. Therefore, don’t expect magic, just more of the same. Peace.

UPDF to Recruit more 13,000 Local Defence Unit (LDUs) Personnel (04.07.2019)

Mzee ushers in the LDU like he did with the Crime Preventers before 2016!

“Since the NRM has already addressed the other bottlenecks such as ideological disorientation, a weak state (no Army etc.) and market integration, we are now able to move decisively on building an integrated and self sustaining economy that is independent. Here independence has never meant isolation. It means participation in the World economy on an equal and comparative basis” (Yoweri Kaguta Museveni – ‘Speech at the opening of NRM MPs retreat, 2019’ 15.03.2019).

We have seen this movie before, we have seen the stages of building up a military parastatal organization to ensure and have enough guards in the streets ahead of the General Election. That was the Crime Preventers in 2015 and 2016. Since then it has been disbanded and stopped functioning. Even if it was founded in 2014, it would be fitting to see the similarities.

This happen in 2015:

“President Y.K. Museveni on Tuesday the 18th August 2015, passed out 3,348 crime preventers after undergoing a seven weeks training at Police training school Kabalye in Masindi district under the theme: The fight against unemployment and poverty through enterprise partnership and production. The crime prevention and self-defense course was aimed at equipping the youths with skills necessary for job creation in a bid to fight poverty through enterprise partnerships. The crime preventers were drawn from higher institutions of learning throughout the country” (Uganda Police Force – ‘Pass out of Crime Preventers’ 18.08.2015).

Now in the 2019, the Local Defence Unit (LDU) is being ushered in, even earlier, than the regrouping and the impressive stature of National Crime Preventers Forum (NCPF), which was important and a group cleaning the slate for the state during and before the polls last time. We can anticipate this new unit doing the same. Even if it is more directly with guns and training, as the CP was more of police foot soldiers, whose less training and active by measures of the Police. The LDU is directly under the army and is a outfit directly there.

The President is clearly preparing to ensure the public to know of the amount of security organizations, soldiers and even LDU’s in the streets. This is the same he did with the Crime Preventers. LDU’s in this narrative makes sense. He has used the excuses of street violence and riots to create it, but will use it to intimidate during elections. Just like he did with the Crime Preventers and the President cannot use the same outfit again. Than, he will look ugly to the Election Observers, whose not following it steady.

LDU’s today:

“This evening, I passed out 6,239 Local Defence Unit (LDU) trainees at Kaweweta Military Training School. The recruitees from Wakiso, Mukono and Kampala districts have completed 16 weeks of basic military and tactical training. In defending a country, you must look at the economics and find an affordable formula. You may not have such a big army but you must ensure it has the necessary strategic elements. For the UPDF, these elements are in place and we are enhancing them. We have the infantry which is easier and faster to train. It should have officers and men ready for duty. Then you have the reserves, like these LDUs, from whom we can recruit rifle men and machine gunners when necessary. When not on military duty, these reserves will be into other work like farming. But as the budget improves, we shall ensure they have frequent refresher courses. This LDU training is a robust programme. We focused a lot on the villages and some people thought they could destabilize Uganda by attacking towns because of heavy motor and human traffic” (Yoweri Kaguta Museveni, 15.03.2019).

He calls them reserves, he is calling them an extra army and the training of them must be for some reasons, other than riots and demonstrations. This is a clear vindictive tactic, both to show power over the people. Its not enough with the laws, restricting their political freedoms, liberties or even ability to act upon the supposed multi-party democracy it’s supposed to be. However, that is not enough, how easy it is to be a political criminal. That is why the Police Force doesn’t have enough manpower, neither the Courts or any part of the Legal System is there for citizens, but for the patronage of the President.

That is why he needs more security forces for the elections, to intimidate and show his strength. Because, the President and his Party doesn’t have the popularity or the public support. He needs guns, he needs guns in the streets to show his greatness. Therefore, the LDU’s comes in as a substitute for the Crime Preventers. He just need a new program to be set-off for the old ones.

The LDU’s are reserves now, but will get more vital, more funding and become important in the hot minutes before the polls. The LDU’s will be stationed all across the Republic and with time also get posts where its needed. The LDU’s will not be used for just stopping possible urban demonstrations. Because, the President wouldn’t invest this much, if he couldn’t use it for his needs. They are up and coming.

Don’t get shocked, don’t get confused, this is preparations for the 2021. Mzee has played this game before and the saga continues. Peace.

President Museveni sanctions now all information on emergencies from the State House!

If you ever needed proof that the departments, ministries and institutions don’t have values in Uganda, than you need the newest revelation. President Yoweri Kaguta Museveni of the National Resistance Movement (NRM), who has run the nation for over three decades. This is proven with the Presidential Handshakes, the growing amounts of MP’s, Ministers and of newly created districts and sub-counties. That sort of government both state-wise and locally has grown out of proportions, this to make it possible to have enough cronies close by and hire them. The government has been built around President Museveni, still he has to control it even more. Take a look!

“President Museveni has ordered ministries to stop declaring state of emergencies without his prior approval of their messages to the public. He accused government officials of using loose words which have ended up scaring away potential investors and tourists. President Museveni voiced his concerns in a letter he wrote to the Vice President and copied to all permanent secretaries of all ministries on January 20, this year” (Ahimbisibwe, 2017).

So the controlling behavior of President Museveni, now is to another level since he cannot even trust that the message spread by his ministers are sound enough. He is now controlling the releases of information and vouch for the ones spread from the NRM. The Government is so controlled by him, that it all has to pass by him. Because his rubber-stamp has now to be on the messages.

That the President needs clearance and cannot trust in his ministers, not the agencies or state institutions, proves the lack of transparency, as even the messages has to pass by him before the public gets to know. If it is first in emergencies, than it will on the Presidents desk and he will rewrite it, so that it fits his understanding of it. So if it needs to be addressed as enclave, a colonial relic or even if it is climate change, the President has to speak his peace.

That the Police Force, the Army or any of the ministers can address the matters first in public, to regain trust or even try to amend in the emergency that arrived. That the President shouldn’t have the capacity to control each and every single message the government spreads out. Surely, the President cannot have capacity to follow Hon. Frank Tumbewaze or Uganda Media Centre Chairman Ofwono Opondo’s remarks on the matters. As much as the President cannot have the time or the ability to understand the different events that occur in the Republic.

This here proves that President Museveni only trust himself and no-one else, all his vision has to be spread and people have to believe him. President Museveni wants to control it all and not give way, it is all him and his behavior. Not like Museveni wants to trust anyone. They are only around for Presidential Handshake’s and Brown Envelopes, that is because they follow his system. They know if they stay around and needs it, he will help them out and also create needed jobs for the closest associates.

President Museveni proves with this what we have known for long, that the institutions and the ministries is shell-organizations for the supposed operations of the state. Museveni has to be informed and engaged before actions happens. If it doesn’t happen that way, it is the wrong way and his feels betrayed by his own. Therefore, the ones that falls stopped informing and being independent of their master. Which is Museveni, who feels he is more important than the institutions. Museveni thinks he is the pillar of the State and the key to all the works of the State.

That is why the newest order of controlling information and the flow of information to the public, the enforcement of this proves the systematic control that he has from the Okello House. This proves how belittling the state is and how important the President thinks of himself. The way the State is now his playground and no-one else can play like he do. Peace.

Don Museveni says that he “promise to kill if you, if you attempt anything in his playground”; Don Museveni have a grand racket, so respect the Don, the Almighty Godfather of Uganda!

““[Opposition] MPs who will want to work, we shall work with them on development issues but if they want to protest, we shall refuse,” (…)”If you want to protest, go to your home, or to a playground and do everything you want… but don’t attempt playing in my garden. I can kill you,” – President Yoweri Museveni on the 4^th of April 2016.

“You cannot imprison your challengers and then masquerade around as having won the election” – Dr. Kizza Besigye.

As you see Mr. Museveni, the Executive, the man who have run Uganda since 1986 have yet again spoken his words on democratic behavior and activities as Uganda is his playground and non-other can act or play there. That is what he is saying. President Museveni is the only one who has a saying in Uganda. In a republic of Uganda that got estimated 39 Million citizens. In my view President Museveni is not acting as an Executive, but as a gangster. Let me explain that later.

We know that he is the only man of that 39 Million with a vision. He proves that again with saying that protest against him is futile and uncanny. Also as the news today that the 6 persons chaining themselves in the streets of Kampala. So for setting themselves in chains in the recent days seemed to be a criminal act and now sent to Luzira Prison as common criminals. Somewhere is President Museveni and so proud. Don Musveni in action!

He must be proud of the revelation of the audacity of the Police yesterday shooting live bullets at the future of Uganda at the established and well-thought of University of Makerere. Where the students we’re demonstrating because of sudden hiking of tuition fees. So the Anti-Riot Police and their mambas entered campus and created havoc. As we have seen in the recent months. No dialogue or trying to negotiate, you go in with weapons and kills to shut down opposition. Don Museveni prefers once in a mock execution to set the standard and get the oppostion in line with the message. If they continue then he will bring vendetta to them.

That is also the words of their leader, the Executive. Its playground and his rules, nobody else then President Museveni is right to play. He is the kingpin, the kingmaker, the Grand Puba, the chief and commander that are righteous to stage any kind of action in his playground.  

And then the fellow and opposition Dr. Kizza Besigye trying to act on his playground, and have the audacity to say that President Museveni is not the righteous kingpin is a violation of the ruling regime. Nobody can question the Executive on his playground. Museveni initially saying that the FDC are foolish! FDC should not act upon the NRM-Regime. If they still do then they knew that by his words, they would face the guns and ammunition and get taken away.

President Museveni is not only like a bush-war general, he is now acting like a gangster. First the government is acting with guns and gangs where open aggression against its people without court. It is decisions taken in mysterious and devious ways, the same ways as the NRM-Regime is only accountable to themselves and not the public. The Racketeering is solving the democratic insufficiency in the country by the guns and gangs installed by the NRM and the Kingpin, the Don Museveni on the top. That is by that Racket he controls and the Playground he doesn’t care about the victory was maybe even meant for somebody else, as his guns controls through his gang UPF and UPDF. They follow the Don and his rules.

Mzee is a gangster, not a statesmen and not a parliamentarian as the rules only applies when it not comes against him. The laws and regulates towards everybody else of the 39 million of the country, as his racket can break down any opposition and use weapons though all the gangs he has made. The intelligence and spokespersons is just to have a façade and look legit. While the tax-payers, bank of Uganda, budget deficit and other issues is because of the price of keeping up the racket and continue with the racketeering.

That is why the troubling concern with the people who have understood that the Ruling Party and the Don Museveni is not really a civil servant, but a gangster. That is what really Dr. Kizza Besigye understood in 1999 wrote this in a letter to the NRM when he left.

Besigye could easilly see what kind gangster he was:  

“The Movement caucus acted very much like an organ of a ruling party. All ministers (except Paul Ssemogerere who later resigned from government) were members. The hand-picked group, and the Movement caucus after it, both undermined the principles of the Movement and the law. The Constituent Assembly was negatively influenced by executive appointments. In the middle of the CA proceedings, a cabinet reshuffle saw Speciosa Kazibwe elevated to the vice presidency, Kintu Musoke to premier and several other delegates appointed to ministerial posts. Many others were appointed to be directors of parastatal companies. It is my opinion that after these actions, some CA delegates took positions believed to attract the favourable attention of the executive” (Dr. Kizza Besigye, Letter in 1999).

The Don Museveni had handpicked the members and the caucuses that fitted the ruling party and the executive, himself and the people he could trust. They would all be in favor of him as he gives those positions and therefore naturally get loyalty, as a Don needs loyal men in his gang to control his racket. If that means making programs that his handpicked elite and cronies can eat from if it is GAVI-Funds, Operation Wealth Creation (OWC), SACCO’s, Youth Livelihood Program (YLP) or the 10 Point Program. These programs get international organization and donor countries positive for dazzling monies to the regime. The Don skims that on the top buy airplane, cars, cows, businesses and land for himself. The Don also makes sure the rest of his family owns businesses and land so they can live in wealth; as they all should live comfortable because of his racket.    

The Gangster who orders his gangs and set-up minor groups controlled by family-members and his closes associates that he can trust. Like the clearest example the UPDF Special Force Command or the Flying Squad that is under the Caporegime of Brigadier Muhoozi for instance. Or the newest of his gangs called the Uganda Police Force National Youth Crime Preventers Forum (NCPF) run by caporegime of Blaise Kamugisha the former head of the NRM chapter of Makerere. Another caporegime is Gen. Katumba Wamala who runs the UPDF for his Don. Not to forget the Capo for the Uganda Police Force IGP Kale Kayihura. All of these are just small pieces of the whole position in the racket of the Don Museveni!

That is why his racket answers with violence if it doesn’t work his way and why he has looted the DRC for own gains, why he has tried to get other bosses and Dons around him. So he can have loyal support from Rwanda, Burundi, Democratic Republic of Congo and also in Kenya, where he supports President Kenyatta, he didn’t “install” President Nkurunziza, but he helps him when he can. He does the same thing with the President Kiir of South Sudan, henceforth part of his racket was there for months without a mandate to secure that his fellow Don was in good hands, also during the last-period of the pre-election period Sudanese troops was to secure the safety for securing the continuation of the racket and the underbosses in the departments and the caporegimes all over the Ugandan nations.

Because the Kasese and Bundibugyo have dined the racket and taken in other political parties and shunned the NRM-Mob, the Don Museveni therefore his Capo’s got sent to clear away the people playing in his playground as the gangster he is, he had to answer with violence against the once taking away the his ground and area, which belongs the Don and nobody else. If they try then they deserve to be hit and violent takeover if necessary to prove that it belongs to the NRM.

That is why the Don has decided to do this:

“UPDF has today launched a two months operation dubbed Operation Usalama Rwenzori to hunt killers” (O6.04.2016).

Capos and Underbosses might not deliver to the Don, therefore when the orders are not followed or the creeds he has written to them. When they don’t do what he says or get to ambitious then the get rid of them. Not just sack you, but put you into oblivion until they get back and his ring; if they don’t then they are stifled or put on close monitoring by ones of his capos as gangs take them in now and.  If he sees threats and worries then he takes them out like he has done with enemies in his past.

There is people who works hard as they are members and working for the NRM. But they are not yet made or trusted. So it takes a confirmed from a consigliere or a capo to be put in well-made position. As the Capos/Generals decide the faith of the members who is just associates until they are inside the elite and in the NRC CEC and inner-circle of the NRM Mafia to be trusted with the information and creeds from the Don Museveni. As he has trust issues and likes that the youth struggle to get jobs as he prefers to eat alone. The NRM Members who is not yet made, have to cugine and deliver to prove to administration and CEC that they are worthy of a better position and get jobs in the racket. If a cugine sees the possibility the member does what he can to give tribute the closest caporegime or the nearest wiseguy to be made and be a gangster like the Don.

That is why the Capos and soldiers take down the journalist and media. The reason behind that is that he is a Don. Where he are calling them enemies of the state and of him, that is something he does as a Don. Call the State Organs to fix the issues and get them to be mouthpieces to control the messages that is spread in the newspapers and TV channels. The ones that speak out of term are speaking of violence against him. That violent is in his mind as nobody can play in his playground or be able to run anything in his area. The Don is the only can run it. Don Museveni the Don of Uganda and the Godfather of Uganda. Peace.

Leaders of Opposition stay “United and support each other!”; Mzee works for a destabilized opposition; don’t help him!

There we’re loose talks between Dr. Kizza Besigye and Hon. Amama Mbabazi in Masindi recently. Just like the Kofi Annan talks in London in November we’re not fruitful. That would been seem like a pipe-dream with the way Amama Mbabazi won the race inside the The Democratic Alliance earlier in 2015. When Dr. Kizza Besigye pulled out of the coalition and went solo with his party as their sole-presidential candidate.

Therefore there shouldn’t be a stepping down at this point and this close to the General Election in February 18^th of 2016. That stepping down for both candidates would be risk. The FDC have an operational system of campaigning after doing so for a decade or nearly two. Hon. Amama Mbabazi have been on the bandwagon of NRM until recently so his formation and campaign team might have experience and some loyalty towards him, but it all based on the trust and support of him and his manifesto. Together with the men supported from the supportive parties in the Democratic Alliance (TDA).

So that some people wish for a united opposition would be big cut, still this election will not be like previous for the simple matter, the more the Mzee lingers the less of supports he gets. It’s proven by how much crime-preventers have to be driven around to campaigns, how much food that are bought to serve the public and boda-boda drivers paid extra for getting the public to the rallies.

That is seemingly not enough of the state of affairs. Mzee is not capable of letting there be a level playing field for all the presidential candidates. He uses police and military outfits together with the Electoral Commission to subdue and stop the other candidates to do their campaign trail in an ordinary fashion. They have Special Forces Command after them, Anti-Riot Police follows then, the DPC does look and keep track of the candidates, and the Police Force does shut down venues and public buildings and block roads. Mzee have a second campaign team combined with his fellow foes in the NRM-O party.

That is why the Opposition has to work together. Because the force against them isn’t just political, it’s the government and NRM-Regime uses the knowledge of these to its advantage. But that is something the Opposition knows well. Therefore they have to use other means to get the people behind them.

TDA with the FDC would be stronger and more united. Without FDC they are weaker because of the consistency of the parties and their structure. So with that in mind the UPC-NRM proves the weakness of TDA. FDC on its own have a structure and base. FDC have wise leaders under the presidential candidate that can reason and make changes to society. Go-Forward and TDA does so, but not so many on its own. TDA have certain left from DP, JEEMA, Go-Forward and the PPP. There are the places for the smaller parties except for the TIC and Farmers Party. Rests of the presidential candidates are solo and totally independent.

The small talk and craziness of blowing fire in-between Hon. Amama Mbabazi and Dr. Kizza Besigye, the Go-Forward and Forum for Democratic Change is unnecessary in the rest of the campaign-trail towards 18^th February 2016. This will not generate anything good! That Abed Bwanika would throw shade on Dr. Kizza Besigye as he claims to be the first speaking up against Mzee. Let him do that, but for the moment Mr. Bwanika doesn’t have the support or structure to go against either top three presidential candidates, he might have more supporters then Joseph Mabirizi and Maureen Faith Kayala Walube, seen pictures even from Kampala with meager crowds. These candidates might have a good wish and dream to be leaders of the country, but to be honest the public also know they don’t have suction to succeed yet.

The Mbabazi and Besigye story is the third time with talks and the outcome was expected for the simple matter, none of them will back down. Besigye have a real momentum and beacons of hope in the deep darkness between now and the future that he sheds lights on. Amama Mbabazi has become the unlikely enemy of Mzee. Therefore Mbabazi and Go-Forward feels the pressure of the police and the other NRM infested entities of the land.

While Dr. Kizza Besigye has the momentum he have had since start of Nomination Day in November. Every step of the way have been a ceremony of victories, even when the police have stepped out of line and crashed the party. The Electoral Commission can ban and police can block the ways, but still the power of people seems to be behind the People’s President. Hon. Amama Mbabazi knows this and knows the structure of the FDC, even when he was siting as the PM, he knew about the structures and situations in place, since he had the accommodation and put together with NRM in place Public Order Management Act in 2010. To help the NRM stop Dr. Kizza Besigye by any means take him down. This have led to Government of Uganda turns more because of this like a Police State, state protected from it own people with the Police. That is what the POMA laws have done and stops opposition parties to meet the people and follow ordinary structure and meetings without thumbs up from the police. So with this knowledge Amama Mbabazi knows that he has worked to help crushing opposition, which is where he is stuck himself and just a hot minute before the General Election.

Dr. Kizza Besigye has secured himself in a party built with structures, loyalty and values. Even with the deflections and such, there is still certainty that they have party level expertise and support to fetch and support their FDC members. The Go-Forward is a young organization who was birthed and came to fruition just in minutes before the nominations and picking candidates to deliver them to the Electoral Commission. The certainty is that every party and people leaving to create a party happens at any moment. But this here is a party built around Amama Mbabazi. The values and such is based on how he is and is quickly mended up, there are deflections from FDC to Go-Forward. That is expected!

Go-Forward would earn a lot on having FDC on board. NRM would lose on it. NRM is doing whatever to breach the momentum of FDC. Go-Forward have suction, but I don’t see the same level of the FDC. Though anything else then FDC would be bonus and the best. While I stand by the People’s President; Dr. Kizza Besigye is the leaders of the opposition and is why the NRM and former NRM PM Amama Mbabazi made the POMA. Therefore the defiance campaign got to continue but in great spirit to the Go-Forward, as we all wish Mzee to lose, even if know the rigging is extensive and police is interfering in the election more the Electoral Commission observers. The expected result is victory for NRM and Mzee, even if the momentum and honorary public seems to support Dr. Kizza Besigye, because the president has the army and police on speed-dial. That is why Besigye shouldn’t throw shades on the other opposition candidates. Hon. Amama Mbabazi should not talk trash about Besigye or other candidates than the NRM Flag-Bearer. The TIC, PDP, Farmers Party and independent can throw more shade, but their caucus and words means less since their structures and support is smaller at this point. It is the general feeling of the top-three that will set the standard of the campaigns.

We don’t need to go dirty when you have a ruling party who does that in extensive ways. They do everything in the book plus bonuses every day. Therefore the Go-Forward and Forum for Democratic Change needs to be cool and calm. Progress and continue the struggle. Because the candidates should work towards a better future already now; not continue with the struggles by framing each other. FDC’s Dr. Kizza Besigye has this and can have it. If this was a fair fight and a fair election he would win. Since we know about the rigging and the other malpractices there will be announced most likely somebody else, we know Mzee. But the issue is how we go about it and be gentlemen about it; something that the times as this are missing. Peace.

You think that the issues between police and Ugandans are inflicted with a huge rise of crime. Since they have hired such numbers of Crime Preventers! If you don’t know its election season and it will continue until the General Elections in February to March 2016. The Inspectorate General of Police Kale Kayihura has spoken out again. Therefore has to show how arrogant and also how his rhetoric is so demanding while pushing the public and opposition figures at every move. While he is using laws to benefit and not policing the actual public or citizens, but controlling them with force. I might be called a foreign influence, still I shouldn’t be feared or putting him against for instances the public. It’s about check and balance. We all should be able to ask for transparency and accountability, something that is hard to see and being held accountable because the police have the right to charge with violence in case of security. It’s hard to see accountability from the Police and Government when they don’t shed the light on their own misbehaving and claiming everybody else is the troublemakers. We should all wonder what the use for all those Crime Preventers and so sudden the amount of people that are affiliated with the police, but not official police force. They will surely create animosity during the election and spread more fear, then the sectarianism and tribalism that supposed to be the issue that usually the President Museveni calls out. That I fear for all the other parties and independents running in this coming election. I hope I am not alone. Because the evidence and numbers of people is crazy! Period, just take a look!  

IGP Kale Kayihura on a press conference today:
“This is now foreign influences. We want to turn the population against the government. It is absolutely rubbish. It is not true. Absolutely not true. Absolutely not true! (Kale Kayihura shakes his head). Yes off course what I cannot deny is that there is something called National Security. Forget it! We target, in fact we should be faulty, we should have, we should have known these groups you talking about. Through protection, protection is constitutional, protection involves off course involving some bad characters like terrorism. Terrorism! We shouldn’t carry out to intelligence work to protect terrorist” (WBS TV, 26.10.2015) .

Uganda Police Force deal with North Korea:
“The panel discovered that the Ugandan government had contracted with North Korea to provide police force training. Ugandan government officials purported that they did not realize that UN sanctions prohibited this type of activity, according to a USUN official” (GAO, 2015).

There been released and having public rallies with President Museveni like yesterday in Lira. The same has happen in Kasese and Gulu. Therefore there been set into force lots of Community Crime preventers. That’s the once that IGP Kale Kayihura discussing on the Press conference today. The real issue is the manhood and level of upgrade towards this group of Crime Preventers into society.

In August President Museveni did this:
“President Yoweri Kaguta Museveni has passed out 30,000 crime-preventers from the district of Ngtungamo who has completed a cadership and crime prevention course conducted by the Uganda police force at Kyamate secondary school grounds” (…)”Recently, Museveni presided over the passing out over 8,000 crime preventers at Nyakasharara grounds in Kiruhura districts” (TheInsider.co.ug , 2015).

On the 5th of October 2015 President Museveni presided over and passed out 50,000 Crime preventers in Mbale. The National Youth Crime Preventers:
“Mbale residents have pledged full support to the National Crime Preventers Forum (NCPF) on the pass-out of over 50,000 Crime preventers due to take place tomorrow.The Business community who are the biggest beneficiaries of a Crime free society which is a result of Police coordinating or Cooperating with the people (Community Policing) confirmed their attendance and Support to the cause”. That is what they self-claimed about the actions happening on the 5th of October in Mbale”.

Earlier the UPF commented like this:
“His Excellence the president of Uganda Yoweri Kaguta Museveni who was the Guest of honor on Monday 12th October passed out 23,000 crime preventers at Nyakakinda grounds in Kasese district” (UPF, 2015).

Budget wise:
“Plans by the Uganda Police Force to recruit up to 7,000 officers ahead of the 2016 general elections may stall following the failure by the Ministry of Finance to provide Shs 8.3b required for the activity” (…)”He also said that in order to professionalise the Uganda Police Force, there is need to improve quality of personnel through continuous training in basic courses which include leadership, command and control, public order management, traffic control, investigation and crime management” (Uganda Parliament).

Why I do this now is to show the numbers of crime preventers that Yoweri Kaguta Museveni has now on his hands and also the how the NRM regime is arguing for the necessity of this kind of security agents “right” before the general election of 2016 in Uganda. What scares me is the unfolding of it and at the same time the old reports of the budgets for the Police. Especially with the way that IGP Kale Kayihura and his rhetoric towards everybody else, like he has attacked the opposition and the media. Together with amount of extra personnel should be looked up and followed up by the donors and international society to address the matter.

Nobody has address the Crime Preventers and their role up to the 2016 General Election. YKM is surely starting to be afraid of his own people when he has to get that amount of people together with the army, police and special police squads to target individuals of fear. The fear should also be with the special training of police from the North Korean Police forces and training of parts of the Ugandan Police Force. Together with the Crime Preventers in this certain levels that is surreal. This is reality and the fear that IGP Kale Kayihura and President Museveni are staggering. Also the rhetoric that been used by them both is also more onto “them” and “us”. The citizens and the National Security issue. It doesn’t seem like the population isn’t what needs National Security, but the NRM-Regime. The Police has been inconsiderate when it comes to people who is not in the Yoweri Kaguta Museveni wing of the NRM, and their loyal cronies. Then the Police even shot and spray tear-spray over them. As they have done to the opposition as well for a long time, ever since they has followed them and policed them since the 2005, Uganda Police Force and Crime Preventers will surely make this election messy.

And without them IGP Kale Kayihura, his DPCs and Special Forces like the Flying Squad can easily do damage to any Election rally that is supposable “illegal” by the Public Order Management Act. That will surely happen, also the coming actions of Police against DP, UPC and FDC rallies will happen in due time. Secondly also the leaders of these parties will be handled in a fashion called Preventive Arrest and house arrests. We will also see that they also without any court judgement taken to custody by law enforcement before them even send their kids to school. This will happen because they are affiliated with the wrong political party. Peace.
