Breaking down Okurut’s Ghetto gimmic

It is that season again, especially in concern that National Resistance Movement (NRM) is trying its best to fit a new demographic and look like its sincere with their policies towards them. That’s what they do, when a new front and a opposition is fielded. This time the NRM and President Yoweri Kaguta Museveni are working hard to be viable for the Ghetto.

The Minister in Charge of General Duties in the Office of the Prime Minister Mary Karooro Okurut have written the piece in New Vision Newspaper, which was published yesterday. Today, I am breaking down the vital parts of this. As I have done similar in the past.

On the Ten-Point Programme:

These are the very same issues that motivated NRM’s liberation struggle, and formed the original blue-print of its governance agenda once it emerged victorious in 1986. Indeed, the restoration of democracy to enable popular political participation, the building of an inclusive, integrated self-sustaining economy to enable equitable access to economic opportunities for all, and the fight against of all forms of corruption that eat away at the State’s ability to provide social services were all high-ranking action points on the NRM 10-point programme” (Mary Karooro Okurut, 2020).

This one here describe the shortcomings of the NRM and their lacking results in concern of that. The sort of issues, the NRM will never tell. A year later I made a newer and a fresher edition.

Here I could easily assess that the NRM only could after 29 years in power say they had achieved 2,5 points. Which is a disgraceful attempt of doing their flag-ship operation and their mission for governing.

Now, I will go off on two themes from the Minister and address them. First her statement in the piece, than some evidence and my little comment. After those, I will end with a short final thought. Just take a look.

Statement today on HIV/AIDS:

In terms of social outreach, the biggest beneficiaries of President Museveni’s bold awareness campaign against HIV/AIDs in the early 90s that won him international acclaim were the poor and uneducated, who were either ignorant about the causes of the disease or unable to afford the scarce and expensive treatment at the time” (Mary Karooro Okurut, 2020)

On HIV/AIDS:

The severity of HIV/AIDS was driven home to Museveni even before he came to power in 1986.50 Within months of taking power in Kampala, Museveni’s first Minister of Health, Dr. Ruhakana Rugunda, was sent to the World Health Assembly in Geneva where he announced the HIV epidemic facing the country.51 This was in marked contrast to the attitude of other African leaders when confronted with the first hard evidence that HIV/AIDS threatened an epidemic” (…) “The donor community clearly played a role in this process. UNICEF was present at the inauguration of the NCPA and, in January 1987, the World Health Organisation sent a mission to lay the groundwork for cooperation with the government. In February, an issue of the Health Information Quarterly was published documenting the severity of the epidemic, which was followed by the publication of articles in the international press. That month, a second WHO team arrived, including Robert Downing who had played a role in identifying the presence of HIV/AIDS in the country, which assisted in drawing up a five-year action plan, published on 2 April 1987. This formed the basis for a donor conference organised by the Ministry of Health and WHO in May 1987 and the launching of the first AIDS Control Programme in Africa, which was based within the Ministry of Health. Donors pledged $6.9 million to fund it through its first year, with $14 million for the following four year” (Dr. James Putzel – ‘‘HIV/AIDS and Governance in Uganda and Senegal’ May 2003).

Comment: The donors brought this, the donors paid for the HIV/AIDS. Yes, the state was positive to do it and tried to forge a plan. So, the NRM has done a lot here and the numbers are getting better. Both with the amount of people dying per year and the progress of more people getting the treatment they need. But that would not be possible if the donor community, Multi-National Aid Organizations and the UN stepped in to intervene. The NRM would never say that, they would take the whole credit. Just like the Minister is doing and that is insincere. Like the GoU footed the whole bill. PREFAR states this: “Uganda has almost met its HIV resource need for the current (2014/15) fiscal year, with an estimated resource gap of only US$10-12 million (not including household financing sources). Under both scenarios, where the value of estimated available resources is assumed as constant over the next five years, the financial gap grows steadily over that period. By FY 2019/20, the resource gap under the NSP scenario is US$346 million, or an additional 60 percent of total estimated available resources (Figure 7). For the same year, the resource gap for the 90-90-90 scenario is US$409 million. In other words, the total value of committed resources for FY 2014/15 will only meet 62 percent of the total resource need under the NSP scenario and 58 percent under the 90-90-90 scenario by FY 2019/20. Over five years, the total resource gap will amount to US$964 million under the NSP and US$1.09 billion under the 90-90-90 scenario“ (Koseki, S., T. Fagan, and V. Menon. 2015. Sustainable HIV Financing in Uganda. Washington, DC: Futures Group, Health Policy Project, P: 9). So, we can see the lack of funds needed to fund the works still are coming elsewhere from. The state still lack it, but the Minister wants to take the credit for that.

Today’s UPE statement:

So were the beneficiaries of Universal Primary Education. In spite of the challenges, the now more than two-decade policy has been able to grow literacy levels in the country, from about 57% in 1997 when it was introduced to now an impressive 76%, according to the Uganda Bureau of Statistics” (Mary Karooro Okurut, 2020).

On UPE:

In the Ministry of Education, early NRM it was 13,7%, while the rise in budget facilitation in 1998 it became 24,7%. By the time of 2017/18 it turned down to 11,37% and by 2018/19 it declined to 10,87%. While UBOS claimed this not so far ago: “However, the education facilities including classrooms, teachers’ houses and libraries have not matched the upsurge in the number of pupils. In 2004, provision of classroom space remained an enormous challenge. Table 2.2.2 shows that, only about half of the pupils had adequate sitting space” (UBOS, 2006).

Will not dig deep into this one. Even at one point during the last two years, the President said. If you wanted your kids to succeed with their education, send them to private school. Therefore, the state has given up this project. It is to costly and the state doesn’t want to invest in it. They tried to a point, but somewhere they didn’t want to foot the bill or continue to fund the expensive school programme for all citizens. She cherry picks the good numbers, but not showing the reality of what the state has done. It is like they are living on past glories. Because that makes the NRM look better today. Which it doesn’t, because it has given up on the UPE. At least not worked sincerely to deliver it.

Final thought:

Enough of this nonsense from the NRM. Therefore, do yourself a favour and aluta continua. Peace.

Opinion: Museveni been wasting time since 1986…

Eh! This should get old, but alas, this will continue to be an issue as long as Yoweri Kaguta Museveni is the President. Especially, since he continues to open his mouth. He has to be addressed, because he lies and deceives the population. They shouldn’t see past and not challenge him, since he has been ruling for over three decades and has little to show. That is why he attacks others, because his own track record is eroding with time.

Look at the report today from Watchdog Uganda:

President Yoweri Museveni said that FDC members are there to fail government projects only, citing that there is nothing that FDC can do that is developmental. He added that the opposition doesn’t reach him, that only those of NRM can. The opposition doesn’t share on the national cake. “You voted Rolland Kaginda and Fred Turyamuhwezi in Rukungiri municipality and Rujumbura counties and you’ve benefited. So, it is special that someone whose been running the nation from 1986 are talking about wasting time. As he himself should have delivered roads, education, industrialization and modernization of the Republic. However, he has been preoccupied with enriching himself and his cronies, instead of development. That is proven.

The man with a vision, haven’t even been able to deliver his biggest promising plan, the Ten Point Program, Vision 2020 upgraded to Vision 2040, National Development Plan I and National Development Plan II and so on. There are so many unfinished plans and policies where the procurement, tenders and the financing has been questionable. There is even evidence that the Universal Primary Education is failing badly, instead of being one of the few achievements that the President could actually show to the world after three decades in power.

That is why a President like this shouldn’t talk about waste of time. He has wasted three decades in powers and has little or nothing to show for it. Unless bigger notes, giant loans and lack of accountability is wishful results to show. If a growing cabinet, making more districts and more sub-counties, and not initial organizations that is good. It is only to hire cronies and making sure there are more people hired locally too. As well as more RDCs and others who are appointed directly from the President. Therefore, a growing bureaucracy, but not showing positive effects of this. Only a higher numbers of districts, but not proving anything substantial.

President Museveni is the proof of waste of time. If he had used his time wisely, there would be infrastructure, schools and actual possible space for business, instead there are Presidential Handshakes, there are bribes and inside trading within the administration. You need favors to be able to grow your business. Especially given a hand from the State House.

He can say the FDC is waste of time, but they don’t have power in the Parliament, that is the NRM. A NRM that you, Museveni controls. Therefore, the NRM has the ability and could do things and has had the ability to do so since 1986. But still haven’t delivered anything substantial.

Mr. President, your a waste of time and the Republic sadly have to live with it. Peace.

Opinion: I’m shocked that Baryomunsi acts like he doesn’t know how shitty his government is!

Today, the Minister for Housing Dr. Chris Baryomunsi were in shocked by the lack of proper investment into schools, that are in the sub-counties in Uganda. Like it was a revelation to him, the man who worked for years within the Ministry of Health. Where he left behind a system of lacking blood, medicines and equipment. Also, lacking salaries and other basics, therefore it is a big thing to give beds and covers, when politicians are in an area of a hospital. Clearly, the Minister didn’t leave a well-working Health Care before becoming Minister for Housing.

This is revelation of his came in the newly created district Namisindwa, which they planned before the General Election of 2016, that has been done for better service deliver. Clearly, the making of smaller districts isn’t paying off. Especially not for schools and for others things the state is supposed to deliver. This district came out of the Manafwa District and was the former “East Bulubo County”. So the County, which became a district hasn’t become a magic wand, like the State has told the public. This was also done as a promise, as the President promised this during rallies in 2015 in the region before the Gneeral Election in 2016.

Minister shocked by state of schools in Namisindwa district. #NTVNews An abrupt visit to Busiru primary in Bukokha Sub County, which has a population of over 800 pupils shocked the Minister for housing Dr. Chris Baryomunsi who could not believe the conditions under which the pupils have to study” (NTV Uganda, 02.03.2018).

When we look at the budget for the school in the new district it got in 2017/18, where there was enrolled 75144 pupils. The budget for their well-being and classrooms on the Primary Schools levels are really meager, nearly a joke. For 312101 Classroom Construction and Rehabilitation, in the whole district, it was a total of 176,000 shillings. That isn’t much, 312104 Other Structures got 134,000 shillings. The last post is 312203 Furniture & Fixtures got 33,043 Shillings. In total for betterment of the all the primary schools in the district it got 343,000 to fix the schools and buildings. This is for 95 Primary Schools and in the first quarter. Meaning it will be 4 quarters in a budget year. Still that is not more than 1,372,000 Shillings on these post for 95 Primary schools and their upkeep. To put in international sense, it isn’t more than the $ 376 US Dollars!

Therefore, it is not strange to see the state of the Busiru Primary School in Bukokha Sub County in the Namisindwa District. This school couldn’t be priority and if they we’re all getting equal share of the funding from the state. The school would get in 2018 the total of $4 US Dollars to Classroom Construction, Furniture and Other Structures. Clearly, you will not get much for 4 Dollars, if anything more than a pencil. The Bank of Uganda, even buy more expensive pens to their employees, than the expenses of each school a year here. They are clearly reckless and showing mismanagement. You don’t need rocket science to understand the funding is inadequate and good enough. Just to put the 4 dollars into perspective on Supermarket.Co.Ug, the cheapest lightbulb cost $2,90 and therefore, if they buy one, than the budget is already cracked for the year. Just think about that, one light bulb and the budget is used up!

The Minister of Housing Baryomunsi, should look into the budget and look into their allocations of funds if they care about the schools. Maybe not put so much of the funds into the State House, Office of the Prime Minister and Ministry of Defense. If these we’re allocated elsewhere, it might generate change, but I know that is far-fetched idea, because no one want to insult the intelligence Museveni. Even if his Republic, couldn’t care less about the state of the schools.

If the Minister and his fellow Members of Parliament cared, the 95 Primary Schools in Namisindwa District would get more than 4 dollars a piece to fix school building. Can afford one light bulb and than the budget is used. They cannot afford more than that, if the schools get similar amount, in theory that will not happen. So some will get “lots” while other “less”. Therefore, the 4 dollars are not proper, but it gives you a sense of the lack of funds. Peace.

Szlavik represents a Shady Company of Men: Polishing the image of Nkurunziza and Museveni!

Joseph Szlavik and his lobby firm in Washington D.C. are using his close-connected network in the Senate and the House, to trade secrets and interference of knowledge from not so favorable sources. The Scribe Strategies and Advisors are have certainly no scruples in their dealings. As the vast funding from Republic’s and their leadership. Proves that he can bought by anyone who opens their check-book. There is no story he cannot open and abuse, to make sure that his company earns fortunes.

Therefore, be aware that certain connected journalists has been touched by this lobbyist like the Sioban O’Grady, who has had interviews interconnected on several occasions during the last year. As well as Kevin Kelley in Daily Nation, who has been used as tools for the agenda of the Lobbying firm.

Promotes the cause of CNDD-FDD:

This lobbying company has a long history in Burundi, as they have wanted to retain the company as far back on 12 December 2005, when Minister of External Relations and International Cooperation Antoinette Batungbwira wrote a credible praise and wanted to extend their work together.

The government of Burundi, had the funds and the ability to push their agenda in Washington D.C. during the 2015-2016 as their noble lobbyist Joseph Szlavik, signed his earnings to the proper American authorities. On 10th November 2015, the CNDD-FDD paid the lobbyist $ 59,980.00, as he was also paid on the 5th February 2016 $ 60,000.00 and on 25th April 2016 $ 92,230.00. Also, his fees continued as on the 8th August 2016 got $ 90,000.00 and 19th December 2016 the total salary $ 60,000.00.

The lobbyist has during the 2 year period earned astonishing $ 362,000.00!

The CNDD-FDD could afford to pay a man to spread their message and play after their tune in the congress and senate! This shows the power of the monies, as the lobbyist himself explained his position and what he did to earn this amount of money: “Registrant (Scribe Strategies & Advisors) counseled and advised the Government of Burundi on U.S. Policy and informed congressional and executive branch officials and staff and non-governmental organizations (NGOs) on development in Burundi, and promoted relations between the United States and Burundi. Registrant provided public relations support and strategies to the Government of Burundi” (13.04.2017 – NSD/FARA Registration Unit).

Registrant (Scribe Strategies & Advisors) arranged for Foreign Minister Alain Nyamitwe to speak at the Atlantic Council on June 22, 2015 and on the VOA’s “Straight Talk Africa” on June 23, 2015, and Newsmax TV on June 24, 2015, about recent political developments in Burundi; arranged for presidential spokesman Willy Nyamitwe to speak to the Atlantic Council on January 22, 2016, and on the VOA’s “Straight Talk Africa” on January 20, 2016, and on France24 TV on January 21, 2016, all of the topic of the recent developments in Burundi” (03.03.2016 – NSD/FARA Registration Unit).

Promote the cause of the NRM:

The Government of Uganda and their Foreign Affairs has used the same man to pursuit their agenda in Washington D.C. as they paid the man on the 5th May 2016 $ 62,500.00. In 2015 they also paid him well for the help of spreading the message of Foreign Minster Kuteesa on the 24th June 2015 paid $ 55,200.00, also $ 69,800.00 on 7th August 2015 and on 9th December 2015 $ 64,535.11. The Government of Uganda totally paid the amount $ 250,000.00 to the lobbyist over 2 years!

Registrant (Scribe Strategies & Advisors) arranged for Foreign Minister Sam Kuteesa to appear on Voice of America program. “Straight Talk Africa” September 16, 2015; the topic was Kutesa’s tenure as President of the United States General Assembly; also arranged for Kutesa to speak at the Atlantic Council on September 15, 2015, on the same topic” (03.03.2016 – NSD/FARA Registration Unit).

That the company uses their reach and their messages as back in day, in 2015, when Scribe Strategies and Advisors, they used Kevin J. Kelley to write a piece in the Daily Nation:

Mr Szlavik noted that his firm did have a contract about 10 years ago to lobby for Uganda in the US. In accordance with that deal, Mr Szlavik explained, Scribe sought to persuade the Bush administration to list the Lord’s Resistance Army and the Alliance of Democratic Forces as terrorist organisations. The US does designate the LRA and ADF in that way” (…) “Earlier this year, Mr Szlavik added, he discussed with Uganda’s ambassador in Washington the possibility of Scribe again doing lobbying work for Uganda in the United States. But no agreement has been made, Mr Szlavik said. “There’s no contract, no numbers, no payment,” he declared” (Kelley, 2015).

There should be discussion and counsel going on as just a brief month after the interview and article in the Daily Nation, the company earned about $ 60,000 paid by the Ugandan government. So the company knew all about it in 2015, but wanted to spin the news and their role.

The Company was more upfront about their role in spinning the news for Burundi, as the Scribe Lobbying firm in 2015, addressed matters close to the heart of government of Burundi and again, they used their fellow journalist in the Daily Nation:

The allegations by Joseph Szlavik, head of Scribe Strategies & Advisors, followed reports of fighting between government troops and an unidentified armed group near Burundi’s border with Rwanda” (…) “Mr Szlavik noted in an interview with the Nation that the Burundian leader’s right to run for re-election had been affirmed in May by the country’s Constitutional Court” (…) “Western powers call for respect for the rule of law, and this was the ruling by the Constitutional Court of Burundi,” Mr Szlavik said” (Kelley, 2015).

So Szlavik, the man paid by the Government was clearly knowingly keeping it cool with Burundian authorities, not only spreading their agenda, but also their motives to keep power. Using the tools of legislation and not addressing the grievances of the people demonstrating at the time. Therefore, showing that the ones feeding him was more important than actual justice. That they also, this used the fellow friend in the Daily Nation, show’s how systematic the Scribe Strategies and Advisors work in the East African region.

This is just a quick look into the matter and not really digging deep into the polishing tricks of the company and their employees, as their staff and connections into the House and Senate in the United States was massive. The role to play and their reasoning as the paychecks from CNDD-FDD and NRM comes, they easily comply with the methods and needs from Bujumbura and Kampala. With no care of the implications and ramifications to the innocent in Burundi nor Uganda. Certainly, this is blood-money and I hope they are cursed. Peace.

Kelley, Kevin J. – ‘Burundi claims Rwanda aiding rebels’ (13.07.2015)

The NRM Regime have during the FY2015/2016 fallen behind on paying out UGX 2.7 trillion!

Today I am dropping numbers that are devastating, as the numbers of debt that the National Resistance Movement (NRM) isn’t paying, show’s sufficient motives for malpractice when it comes to budgeting and the structure of payments. There are certainly not enough transparency and clear audit of the state reserves, as the State is misusing seriously amount of funds. The NRM Regime and their President should be ashamed by their record.

Emmanuel Katongole is the Head Information Technology in the Ministry of Finance, Planning and Economic Development (MoFPED) in Uganda on the 12th April 2017, he dropped a document on their web-page that show’s the domestic arrears of the Republic of Uganda in the last Financial Year.

If you wonder what Domestic Arrears means: “The amount by which a government has fallen behind in its payment of interest and principal on debt to lenders within its own country” (Encyclo.co.uk). So Katongole will literately show how bad the National Resistance Movement is on paying their bills and expenditure. All the sums of this report is in Ugandan Shillings (UGX).

Like under the Office of the President and the Internal Security Organisation (ISO) who itself leaves arrears in the margin of 3.8bn shillings and 8bn shillings in other payable arrears. That one part of the budget and current audit of the Office of the President as the total of verified arrears at June 2016 was 37bn shillings alone. So the Office of the President owes a lot of funds that it hasn’t paid, not only for the ISO!

The State House by the verified arrears at June 2016 was 1bn shillings. What is more unsettling is that the Pensions and Gratitude for Veterans are the sum of 183bn shillings, Survivors 315bn shillings, EXGRATIA 10bn and UNLA 26bn shillings. The Ministry of Defense by June 2016 verified arrears was 718bn shillings! So the MoD are a lax payer of their expenses and expenditure.

Ministry of Justice and Constitutional Affairs owes verified arrears by June 2016 the amount of 684bn. Shillings Court Awards unpaid by the Ministry is 203bn shillings. The Electoral Commission has growing verified arrears by June 2016 because of Unsettled penal insterest for URA in the total sum of 3.2bn shillings. Uganda National Roads Authority (UNRA) has by June 2016 billed up verified arrears by 283bn shillings.

This is just some of the government that has not paid their dues and their expenses, their salaries or pensions, even their lacking covering of funds to pay debt, either internal or external. So the National Resistance Movement are clearly running an economy and fiscal policy that isn’t healthy for the republic.

Just to drop the total sum that the Government of Uganda has failed to pay or failed payments on their debt are by June 2016 the total of 2.7 Trillions of Uganda Shillings! Which is an insane number and amount of misspent monies by the state. The strategy by the Republic to fail so miserably cannot be sustainable, as the invoices and the target to pay their debt should be the most important. Still, the NRM doesn’t seem to think so. They are surely missing steps to having a sound economy when the verified arrears are hitting 2.7 trillions by June 2016. So the Financial Year of 2015/2016, the Ugandan government failed to serve out over 2 trillion of their needed expenses!

What is troubling that the year before, the total state had not paid on their debt and failing expenses in the Financial Year of 2014/2015 as by June 2015 we’re totally 1.389 or close to 1.4 Trillion shillings. So the miss-match between FY2014/2015 and FY 2015/2016 are 1.3 Trillion shillings. So the clear picture is that the Election Year for the NRM is very, very expensive.

Just think about that… eat the bill and pound on the amount of lost monies in the system. Peace.

 

President Museveni sanctions now all information on emergencies from the State House!

If you ever needed proof that the departments, ministries and institutions don’t have values in Uganda, than you need the newest revelation. President Yoweri Kaguta Museveni of the National Resistance Movement (NRM), who has run the nation for over three decades. This is proven with the Presidential Handshakes, the growing amounts of MP’s, Ministers and of newly created districts and sub-counties. That sort of government both state-wise and locally has grown out of proportions, this to make it possible to have enough cronies close by and hire them. The government has been built around President Museveni, still he has to control it even more. Take a look!

President Museveni has ordered ministries to stop declaring state of emergencies without his prior approval of their messages to the public. He accused government officials of using loose words which have ended up scaring away potential investors and tourists. President Museveni voiced his concerns in a letter he wrote to the Vice President and copied to all permanent secretaries of all ministries on January 20, this year” (Ahimbisibwe, 2017).

So the controlling behavior of President Museveni, now is to another level since he cannot even trust that the message spread by his ministers are sound enough. He is now controlling the releases of information and vouch for the ones spread from the NRM. The Government is so controlled by him, that it all has to pass by him. Because his rubber-stamp has now to be on the messages.

That the President needs clearance and cannot trust in his ministers, not the agencies or state institutions, proves the lack of transparency, as even the messages has to pass by him before the public gets to know. If it is first in emergencies, than it will on the Presidents desk and he will rewrite it, so that it fits his understanding of it. So if it needs to be addressed as enclave, a colonial relic or even if it is climate change, the President has to speak his peace.

That the Police Force, the Army or any of the ministers can address the matters first in public, to regain trust or even try to amend in the emergency that arrived. That the President shouldn’t have the capacity to control each and every single message the government spreads out. Surely, the President cannot have capacity to follow Hon. Frank Tumbewaze or Uganda Media Centre Chairman Ofwono Opondo’s remarks on the matters. As much as the President cannot have the time or the ability to understand the different events that occur in the Republic.

This here proves that President Museveni only trust himself and no-one else, all his vision has to be spread and people have to believe him. President Museveni wants to control it all and not give way, it is all him and his behavior. Not like Museveni wants to trust anyone. They are only around for Presidential Handshake’s and Brown Envelopes, that is because they follow his system. They know if they stay around and needs it, he will help them out and also create needed jobs for the closest associates.

President Museveni proves with this what we have known for long, that the institutions and the ministries is shell-organizations for the supposed operations of the state. Museveni has to be informed and engaged before actions happens. If it doesn’t happen that way, it is the wrong way and his feels betrayed by his own. Therefore, the ones that falls stopped informing and being independent of their master. Which is Museveni, who feels he is more important than the institutions. Opinion: 10th Parliament MPs proves that their Greed is more important than the Government programs and running expenses!

This is growing concern not because of the World Bank suspending loans and funds to the development projects or anything else. The ways the allocated funds and tax funds are used in the 10th Parliament shows their level of reckless spending and no concern of accountability.

This happens on the week the Daily Monitor shows reports of 80% of Primary Teachers that teach who can’t read while being government civil servants. These Teachers are the ones learning their inabilities to the future. So the misappropriate funds for the Educational Sector comes into fruition. The Universal Primary Education is surely improperly balanced together with the mismanagement of buildings and salaries; if they get salaries that usually never on time, teachers can wait for months upon months to get their pay. There are enough fallen and depleted schools.

While the Education Sector is in shambles the Members of Parliaments are allocating more money for their private cars. So they can drive around like King-pins in their constituency. They can ride around in the Toyotal Land Cruiser Prado and feel special while their citizens they represent have teachers who can’t read and supposed to teach Vincent grammar. That is just so special ignorance of their duty those 30 years of the Movement should have had enough time to make difference and not make the schooling system weaker.

This is happening in the week that the imported Anti-Retroviral Drugs (ARDs) where National Medical Store (NMS) are distributing medicines, but they are sold more expensively locally than internationally. The Ugandan population are doing the same as Americans who pays an extra fortune for their EpiPen Auto-Injector. Together with the other issues around in the Hospitals like Uganda Cancer Institute and their breakdown of hte Cobalt 60 Teletherapy Machine. That still isn’t fixed and was the only one in the great nation.

While the Health Care and Health Sector are not as functional as it should be. While this is happening the MPs have allocated funds and bought Tablets or Ipad’s for a fortune for themselves. Because these MPs need tablets to write notes and such even if am not sure Prime Minister Dr. Ruhakana Ruganda or Vice-President Edward Ssekandi can even use one of them. So they spending a on this while medicines are missing or empty at a time or another.

The MPs salaries, the MPs Allowance and the MPs wish to exempt their salaries from Tax. Together with appropriating lots of funds for travelling for days to the United States and Boston for a Seminar; together with the extended funds for burials, this is happening so they can have an extravagant lifestyle into the casket.

This is happening while the government institutions and programs are weak or nearly non-existence. They have surely ghosts like the ghost SACCO Mzee gave to a non-existing organization. While the MPs representing their people are living like royals in the National Assembly with fancy cars and houses while the unemployment levels are still strong and the educations of their kids are made by teachers who can’t even write. This shouldn’t be happening, but apparently it is.

The Governance is not really happening. Because the government are not steering towards any place, they are walking on clouds and not taking steps to change the deteriorating state of education and health care.

This is happening while the Government are adding more debt and is by end of the year having over UGX 26 Trillion. This is happening while the Roads Development that been borrowed to Uganda National Roads Authority from the World Bank has been suspended. So the worsen economic situation together with lack of funds for fiscal cash proves the weakness of the economy and the national policies.

This is happening also while the Ugandan Government has to tackle more refugees in Adjumani and other districts towards South Sudan as the neighbour continues with internal fighting. This together with the fluid borders into Democratic Republic of Congo. This has been done with armies and guerrillas in the past to get resources something that has led to another expensive debt to DRC for the Ugandan State.

So the mismanagement and maladministration of the Movement that have had the time to fix it has apparently been more sucked into their own rich-elite oblivion instead of serving their people. That is why the MPs are so into fixing themselves up nicely while the other are living in midst of utter poverty. So the debt is rising and inflation is rising. So the value of shilling isn’t worth much while the imports are more needed. NRM Regime is not having a fiscal policy as they are loose with spending without having secured funding. While making grand plans without having the output to secure borrowing…

I am sure there more things that could be discussed, but this is more than enough for today. As the proof is in the pudding; the budget and the inflated expenses of the Parliament shows how little accountability and transparency of their acts are. This is with the knowledge of months after the General Election 2016… the State House we’re broke right after for those that forgotten. Since the State House had used it resources in the Campaign that cost fortunes and after the election they had to get funds to pay the running expenses.

You think the government should be carrying itself better after been ruling for 30 years, but they are not. They are running like lackeys thieving the little pieces they can instead of building. Therefore the MPs are running the mill like the ability is only counted for when they are pocketed. That is why the greed of getting brown-envelopes is coming when the Mzee needs bills to pass. They get both monies and valuable produce to sell after being in the National Assembly. So with this in mind, the Speaker Rebecca Kadaga should silence herself and take care of her people instead of blaming the media… because they account to the people and the MPs should be more careful spending taxpayer’s monies, instead they use the budget for their own sake and not for the citizens who bleed for this. Peace.

My belief now is that the President Museveni we now see; Is a leader without a Vision!

The Parliament of Uganda is supposed to discuss and read the Constitutional Amendment Bill of 2016. This happens as both Speaker Rebecca Kadaga and Deputy Speaker Jacob Oulanyah will not want to be responsible for ushering in the bill. As the current parts of the bill is to amend the Constitution.

The 1995 Constitution that already have been amended and fixed to be perfect for the Executive and his party; the strangest thing is that President Museveni didn’t see his future and how he would act. Because the Constitutions have already abolished the Presidential Term limits, something that happen just in time for the third term; for some reason the President had only written the ability to have two terms. That is without counting the first period where he wasn’t elected, but selected by the gun!

President Yoweri Kaguta Museveni and his National Resistance Movement (NRM) prove again their inability to be honest with themselves and with the public. That is because their leader and President don’t have a true vision. Except for the vision that is the man with the vision, without knowing what that vision is. Because if he knew what vision he had the stability of government functions and built institutions would be steady. Since it isn’t so, it’s a proof of the inability to have a steady vision.

Because of that lack of vision and ability to see his own future and how it will turn by his actions; it was by rare luck in the race between him and Dr. Paul Ssemogerere that he blasted out the pledge the citizens the promise of Universal Primary Education (UPE) and he actually worked for it for a while, especially when the donor funds to it came as well. The President Museveni doesn’t have a vision and has an ability now to fix his future. If he had than he been on the farm and not spoken the same lingo of fighting corruption while dropping brown envelopes and extra fees for signing bills and acts in Parliament. That is why the Parliamentarians are travelling to the United States.

That the man who spoke of leaders sitting to long and talking retiring after two terms is still there shows that he has no real vision. If he had a real vision he would have left behind a legacy, a fiscal responsible government and made ready for the next in line to continue his progress. But President Museveni doesn’t have it in him, his only vision was himself. So the Constitutional Amendment is in another Member of Parliament’s Hon. Kafeero Ssekitoleko and Hon. Paul Amoru who doing the bidding for their master.

Even if it was his idea as it is not really news, it has been at former leadership trainings on Kyankwanzi Resolution of 2014 of the Movement said this:

“Live in Kyankwanzi where the NRM orientation and retreat is on going! Resolution has been passed to extend the term limit from 5 years to 7 years!”.

This never happen, because the vision of the President is not existing. If so then he would have managed to pulled through the 2014 Resolution from the Leadership Conference of the Party. But the Museveni doesn’t have that. He we’re able to pull through as younger man and still without fatigue of age the Constitution and nearly 10 years later fixing the Constitution again to amend his lacking vision.

The lack of vision, the vision which isn’t a vision; if he had a vision he wouldn’t be a walking budget who drops 100m Shilling at Nakawa SACCO and also at certain public NAADS in Mukono recently. If he had a vision there would be accounts, accountability and structures for these monies and not just when he pop-by like limited edition Santa Clause. Well, that is because of lesser known vision and knowledge of the reality on the ground.

Just like the vision must be lost in all the giant programs and infrastructure projects that doesn’t seem to be genuine and honest to fix them all; seem more like business to get loans and aid than actual development. That’s like recycling old pledges and promising town and city status during the campaign. Yet, another proof that he has lost his touch and views of any kind of vision.

So that the man is now using MPs to secure his future and getting MPs to vote himself into longer stay in power, isn’t powerful, it isn’t revolutionary. If it was revolutionary than the former despots and tyrants of the world was the ones who drove engineering and invention; most likely that happen in places where people wasn’t told how to think. In the same mind when a leader doesn’t accept the will of the ones he leads; he isn’t visionary. What he really is? More scary; because the values of the citizenship… gets devalued because their leader doesn’t have any vision and doesn’t need to deliver anything to his citizens.

I know it is harsh, but I have compelled him to be racketeering gangster. A man without a vision and just running government on random is being on the up-and-up!

President Museveni doesn’t have a clear vision, when the main goal is getting fellow Members of Parliament to vote himself for life. That is the endgame of the Constitutional Amendment Bill of 2016. If they abolish and rewrite the words of a President cannot be older than 75 years old. The Old man with a Hat doesn’t have a vision under the hat. On his head now he has a hat and he has an expensive car, he buys the MPs to vote his will and uses the speakers to whip them into his line. If he doesn’t’ do that his family leader Gen. Salim Selah talks and fix. Just like he did with the lost-boy Go-Forward Christopher Aine of the Amama Mbabazi Campaign Team; who he got to show up like a rabbit out of a hat.

President Museveni isn’t visionary anymore; he isn’t clear and doesn’t have clear prospect of what he want. Other than getting loyalty by the ones he can pay for their silence and get credit for other people’s work. If not he will complain that others haven’t completed it.

The President is without a vision and only leads because he get checks and controls the people, not because he cares about Government or the Institutions of Government; he is there for his ego and his own wish to rule them all. Therefore he has pushed for the East African Federation, but he will not get the will of the Tanzanian, Rwandan or Kenyan to set him over them. They don’t respect him in that way, unless they can gain some pocket-change from the old man with the hat (Still not a vision). That is why they we’re both fighting for his attention now recently, because the Tanzanian and Kenyan wanted to be sure of the Crude Oil Pipeline.

By now, he doesn’t work for better government, but for a better position for himself and his family. That he even said in an interview to BBC in 2014. So the people shouldn’t forget that. Peace.

As President Museveni have the Inauguration for his 7th Term tomorrow; he has done this: “Ugandan Citizens are living in a situation where the injustice and incarceration of democracy is happing as we speak”; So I don’t care who shows up at Kololo tomorrow!

Let me clear I don’t care who is showing up for the event and the Inauguration of President Museveni for his 7th Term as the Executive and Head of State in the Republic of Uganda. This event is not something I see as significant or worthy of taking my precious time or mind.

As the breach of ordinary justice to the citizens as the Opposition is the epitome of regime for the moment. If it was a legitimate regime and authorities had a mutual understanding and cheer between each other. Just as seen earlier in the day when Dr. Kizza Besigye drove into Central Kampala, until the Police and Army decided to disperse the people with tear-gas, beatings and other violence to shut the cheering crowds down.

The injustice from the Government of Uganda to make tomorrow look perfect is into the insane, with the heavy deployment of Anti-Riot Police, Army Personnel and other security arrangements. Could think it was occupation of the capital city, not an inauguration of the newly elected President. Just as recently the Army had to fly a few Russian Sukhoi Su-30 fighter jets to intimidate, and they flew low over the city.

The Army and the Police is the vital ingredient in the President Museveni dogma of leadership. He only knows violence and aggression, not really dialogue or accords. That is why the Nairobi Talks of 1980s faltered and we’re a farce of an extension towards goodwill between then friends and foes. Something that has failed, as much as the Inter-Burundian Dialogue, because President Nkurunziza want to do the same as President Museveni, he wants all power in his hands and take away the ones the opposition have or want to have. And with that admission there can’t be discussion or relief of power towards a unity of some kind.

In the time before the VPN business is the high-rising one as the Uganda Communication Commission is silencing the Social Media Platform, while the Army and Police silence the Opposition and detain the ones who might create fuzz in the country. President Museveni wants it done in cheer and joy with silence from the men who are not in line. Therefore have the Forum for Democratic Change been illegal and the Police Force have gone after them like they are serious killers and terrorist, even charging them with treason and terrorism charges. I am not kidding fellow activists in Rukungiri got charged with Terrorism! Fellow FDC staff that used the printer at Najjankumbi are charged with treason. This is happening during the last few days.

So the Social Media Ban is the last piece of destruction of freedom, liberty and so on. As Ministry for Information and National Guidance Rtd. Maj. Hon. Jim Muhwezi and Inspector General of Police Gen. Kale Kayihura have said that all coverage of “Defiance” and the Forum for Democratic Change is illegal and the media houses who does so can get their broadcaster or licence revoked. So the Freedom of speech is already in a thin thread as the Media are to follow the order of the President Museveni and write about the Health Care and other issues, not write about the Crack-Down on the Opposition.

The same happen on Election Day as youth connected to the FDC was even then arrested together with the leadership. Dr. Kizza Besigye have close to 50 days in house-arrest in 2016 alone, and then we don’t count the amount of times he has spent his lunch at Kiira Road Police Post, Nagalama Police Station, Kasangati Police Station or any other Police Station that the Police Officer have detained him at. Together with close leadership of the FDC who has nearly all of them at one point been behind bars or waited for hours while the Police have gone to pick-up more activist that are connected with the Party.

The freedom of expression, the freedom of movement, the liberty to decide and to control the people, while the hospital are depleting and empty of medicines, if they have they will be sold like the Yellow Fever Vaccine in Kampala, that we’re supported to be given for free. Still this is typical levels of ignorance from the government that doesn’t deliver the needed treatment and the famous Carol, is put her treatment on hold even when she has been able to get needed cash for treatment abroad. The other is the schools where even President Museveni with pledges of free schoolbooks and geometry sets to Primary School students. Some promises and pledges that have already been given up as the government doesn’t have funds for that; as the State House coffers where empty and needed new fiscal funds after the campaigns. Something the Ugandans know and the monies went to the Buses, Bribes and T-shirts. Not to needed pledges or ordinary transparent government procedures and procurement, but that is not important under NRM as the word of President Museveni is the ones that matter.

So the Army deployment today, the Police Force that are on every corner, that the Armoured Personnel Carrier (APC) that rides on the street while the M23 and other security organizations have stifled and silenced the population who was cheering for Besigye when he passed the central parts of Kampala. This is the ordinary as the deployment is done to make the perfect scenario as the citizens are not for the President and he has overstayed his time. The wish for change is there.

The fear and the weapons are the only thing he has, he can afford to pay a NRM Elite and get them in line as the army and Police arrest even their own and former close network of the NRM. This is say because Vincent Kaggwa of NRM Poor Youth has been arrested today.

No matter what words President Museveni and his NRM Elite uses tomorrow and in the future, the actions against their own citizens, the actions during this General Election 2016 and the general thieving of government funds has gone too far. It is time for change and new leadership. Because using the Army and Police force, clearing the Central Kampala, rewriting the history and silencing media and own citizens is not a genuine peace.

The PEACE created now is with intimidation and why certain shops are closed. Why the emptiness is the words. Why the waste of air-time and the waste of VPN. The Defiance and disobedience of the population comes because they feel violated and taken for granted. They feel that the government doesn’t represent them and at this point it doesn’t. The Members of Parliament and the selected men of National Resistance Movement represent Yoweri Kaguta Museveni, not the Republic of Uganda. That is an initial fact while the NRM regime lives in a stolen fiction, a novel of inaccuracies of nonsense.

The silence of Opposition is because they are detained, their organizations are deemed illegal and the men and woman who organize peaceful political framework are terrorised while the National Resistance Movement is proclaiming themselves in the shades of fellow mates who does not care of their will of their people and what the event of tomorrow represent. Tomorrow’s inauguration does not represent democracy or free and fair election. Tomorrow represent the stolen affair that the guests are validating for different reasons and for the friendship to Museveni, not to the Ugandan People. Some of these men and woman who are attending are doing the same to their own like President Mugabe.

The violations and the injustice, the impunity and the little care for general freedoms are just manifested in the Social Media Ban. The most important violations are the banning of “Defiance” and the crackdown on Forum for Democratic Change is GIANT stain on the ruling regime and their master. As the nepotism is fierce in the institutions and the deals are around the master and his family. The transparent and procedural procurement happens on his watch, not on government procedures where established norms matters, the government is infested with leadership and waiting on orders from upon high. With that in mind, no man should have a vision other than him and the last words are his. He decides the faith and orders the arrest and detains. The incarcerations of Democratic Values are real, they are happening in Kampala and in the state of National Resistance Movement. The Social Media is the long line of freedoms, liberties and values that doesn’t matter for the President who are getting sworn-in tomorrow while his Army and Police is keeping the areas silenced and tense. Since the weapons are there and used. Shops even closed as the Police Violence happen in the streets and the footage was shocking!

I don’t really care that this other leaders are giving way to the President as they are not caring about their own people, though President Magufuli care more about Rates on the Crude Oil Pipeline than on principal in this matter, even when fellow brothers and sisters are living in a situation where the injustice and incarceration of democracy is happing as we speak.
