Opinion: Revisiting the TDA [and where are they now?]

“5. The goal of The Democratic Alliance shall be achieved through the pursuance of the following objectives:

a) Building the necessary mobilization capabilities and organizational infrastructure of the Alliance and its members in order to win power;

b) Developing and presenting a common policy and governance agenda for elections;

c) Ensuring the attainment of an electoral majority by fielding candidates for all electoral positions across the country;

d) Fielding of joint candidates for electoral offices as set out in this Protocol;

e) Constituting a Transitional Government of National Unity (TGNU) with the purpose of implementing appropriate political and economic reforms to build a strong and durable foundation for democracy, rule of law and economic justice” (Protocol of the Democratic Alliance, June 2015).

Because of the recent cooperation agreement between the Democratic Party (DP) and the National Resistance Movement (NRM). This has started questions about the legitimacy of the coalition that was one part of the opposition ahead of the General Elections in 2016. It is striking that this is happening now and it’s worth to look into what has happened ever since.

The TDA was a coalition made by a various set of parties. The two parties that directly went out of the coalition early was Uganda Peoples Congress (UPC) and the Forum for Democratic of Change (FDC). However, the others stayed behind and they went ahead to stand behind the former Prime Minister and Secretary General of the NRM, Amama Mbabazi. He became the Joint Presidential Candidate of the TDA and the Pressure Group of “Go Forward”.

The TDA was much larger than Mbabazi alone. It was the Conservative Party (CP), Democratic Party (DP), Justice Forum (JEEMA), Pressure for National Unity (PNU), People’s Progressive Party (PPP) and Uganda Federal Alliance (UFA). So, there were a handful of leaders in and around the TDA. There was also Olara Otunnu from the UPC and Dr. Kizza Besigye from the FDC. The UPC as a party left, but Otunnu stayed on, if I remember correctly.

The leaders who are vital part of TDA was Amama Mbabazi, Ken Lukyamuzi, Norbert Mao, Asuman Basalirwa, Beti Kamya, Gilbert Bukenya aka Mahogany and Dick Odur. There was also others associated and part of the proceedings like Mugisha Muntu and others. Therefore, it was a team of the opposition at the time who at certain points did their part here.

However, as time has shown us. Plenty of these people has sided with the NRM or returned to the NRM. The Presidential Flag-Bearer Mbabazi was a NRM Member and hadn’t revoked his membership as he was standing up against Museveni. So, that he returned and is in the good graces with the President is just natural. The stage of Go Forward was only a short sighted project and was over the moment the election was over.

Bukenya has also returned and is living the good life. His living large and having perks with titles and being part of the elite. The Former Vice President has no worries and was only for a minute or less an “opposition”. I doubt we will ever see anything of the PNU ever again.

Mao has just become the Minister of Justice and Constitutional Affairs. His working in cooperation with the government. Still part of the DP but he has a hectic period ahead of him. As insiders in the party wants him out and ousted. Since, this agreement wasn’t signed of from the party or the members. The DP Block has even dismissed him too.

Kamya has gone from being appointed Minister of Kampala. To lose her leadership of her party the UFA. Later becoming a NRM Member and changing Ministry. Now she’s the IGG but certainly not electable or viable candidate. She has become a typical crony of Museveni over the years.

Basalirwa has been close to the People Power Movement and the National Unity Platform. He has ensured popularity and gotten elected into Parliament as the only JEEMA MP. Therefore, his the first man here who is actual opposition from the TDA still.

Lukyamuzi has on the other hand lost his constituency and not become a third time re-elected to Rubaga South MP. He instead focused on finishing his degree, which he did in 2017. The Party President and former MP has been a vocal critic of the government. Even made a case against the Age Limit in the courts, which was dismissed. So, he is an actual man in the opposition. “The Man” is true to his missions and his goals.

Otunnu has been resigned from politics. He also lost the Party Presidency. The UPC has since then signed a secret agreement with the NRM. That’s why the UPC haven’t fielded a Presidential Candidate for two elections in a row. Otunnu has kept himself in the background and you can wonder if he will resurface or do anything for that matter.

Muntu also lost the Party Presidency. He lost to another candidate within the FDC. This made him create a New Formation, which is now known as the Alliance for National Transformation (ANT). That party was launched in time for the 2021 General Elections and he ran as President.

Besigye ran a the Presidential Flag-Bearer for the FDC and created the People’s Government after swearing himself in after the General Elections in 2016. Since then he has launched several of campaigns and the latest after the 2021 elections is the Red Card Front. A voice of the opposition still.

There are several of other leaders who are in the opposition that was a part of the TDA in 2015/2016. These could be Mathias Mpuuga (former DP now NUP), Betty Nambooze (former DP now NUP) and so fourth. There are more people that has been involved and could be mentioned, but that would make this piece to long.

However, a huge pattern are still there. Plenty of the TDA high ranking leadership went either back to NRM or has found a home in government. That is really happening on a larger scale. We shouldn’t be surprised that Mbabazi and Bukenya went back home. However, the others should really be questioned…

This was a short revising of the TDA. An alliance built quickly and seemingly destroyed. It wasn’t meant to be. We shouldn’t expect the Go Forward or the PNU to be returning either. The era of the TDA is gone and it’s for a reason. The TDA was built on sand and not on mountain. If it had been real and a sincere enterprise. So many of these leaders wouldn’t have sought shelter under the wings of the man who they were promised to create a Transitional Government of National Unity (TGNU).

Obviously… things didn’t pan out, but it is a picture, which shows how the times are changing. Peace.

UN Experts Report expose illegal Gold Export to Uganda!

Again and again, the UN Experts are getting validated sources of mineral exports, which are ending up in the hands of the Gold Refinery in Entebbe, Uganda and ending in Dubai, United Arab Emirates. These stories continues, as the National Resistance Movement (NRM) and President Museveni are taking advantage of the lack of authorities and control of the borders. That is why the Ugandan can get the illicit gold and earn fortunes of the trade.

They are forging documents and doing so by tricking customs and ways. To ensure, the gold goes from Bukavu to Entebbe into the hands of the AGR. The company, which happens to run by Gen. Salim Selah, the brother of the President. The State House of Uganda is earning fortunes on the illicit trade of gold and forging the gold sources even.

“In addition, the Group found that Ugandan authorities lacked a coherent policy to combat smuggling. The Group also found that Kampala-based gold exporters did not have an efficient system to avoid the contamination of their supply chains with illegally traded gold from the Democratic Republic of the Congo” (…) “In fact, documents concerning a supplier for AGR obtained by the Group show the risk of contamination of the supply chain with gold illegally sourced or traded from the Democratic Republic of the Congo. The supplier, a Congolese national based in Bukavu who provided AGR, in October 2018, with gold worth more than $3 million, travelled with an official document, delivered five months earlier, identifying his occupation as that of an electrician. The supplier declared to AGR that the gold was sourced from the United Republic of Tanzania. Initial investigations conducted by the Group suggested that the individual was used as a broker by many Bukavu-based gold smugglers” (UNSC, 2018).

We have seen these stories before, its still vital and important to show, yet more evidence of the illegal export and illicit trading of the Congolese gold through Ugandan exporters, which happens to be in connection with the President and his brother Gen. Selah. This is common knowledge, but has to be addressed. As the ownership of the AGR is known and also, how that implicates the State House.

The Sentry’s new report have been digging into the export of conflict Gold to the Gold Refinery in Entebbe!

“The conflict gold trade sustains ruthless armed groups such as the FDLR and Congolese army units that commit mass atrocities, sexual violence, and other human rights abuses against the population of eastern Congo. It is critical that actors in the international community, especially global banks that trade gold and the consumers of gold, know the origins of the precious metal they are buying. More importantly, governments and companies need to take action against the corporate networks that traffic conflict gold and move it into the global economy” (The Sentry, P: 20, 2018)

Just as the Global Witness Report of June 2017 named “Under Mined” and United Nations Security Council Report from June 2018 named “Final report of the Group of Experts on the Democratic Republic of the Congo”. Today, the Sentry launched today the report named “The Golden Laundromat”. They are all digging into the illegal and sinister gold trade of the Democratic Republic of Congo and the possible money laundering scheme of President Yoweri Kaguta Museveni and his brother Gen. Salim Selah. Who is both invested in this operation.

This report is again stating the fact and the reality with this trade. As the Sentry is proving new perspective to the matter. These being their analysis of the documentation of the operation and more into the Goetz business practices, which are vital for the export of these conflict minerals. They are showing the trail from the fields and mines in the DRC to the World Market.

Here is some quotes, which I think was worth taking a minute to digest:

“According to interviews conducted and documents obtained by The Sentry, there is a significant risk that AGR sources conflict gold from eastern Congo, and that it imports illegally exported artisanal gold mined in eastern Congo. In 2017, according to documents reviewed by The Sentry, AGR refined and exported 9.3 tons of gold, although the company says it exported 7.7 tons. Several people involved in the trade of Congolese gold with direct knowledge of AGR’s operations told The Sentry that the company sources gold from conflict-affected parts of eastern Congo. Two prominent gold smugglers in eastern Congo acknowledged they sold illegally mined and trafficked gold to AGR from 2016-18, which two South Kivu-based traders confirmed” (The Sentry, P: 8, 2018).

“Furthermore, there is at least reason to suspect that AGR buys gold. Trade insiders told The Sentry that AGR buys gold, and Goetz reportedly decides on the price paid to traders, as well as arranging terms and scheduling of payment. Ugandan export records indicate that AGR exports gold: it exported 9.3 tons of gold in 2017, although AGR says it exported 7.7 tons. Goetz’s original AGR project proposal sent to President Museveni in 2014 calls into question the company’s commitment to due diligence. In the document, Goetz, on behalf of Tony Goetz NV, states that AGR should attract gold from the region and that any gold traders who do not have official documents should be allowed to sell gold to AGR but pay a $500 penalty” (…) “From Uganda, AGR’s gold flows to other Goetz-controlled companies in Dubai. The DMCC was scheduled to audit another company in the Goetz network, Tony Goetz NV, in 2017, but no new audit report has been published. Despite the lack of an updated audit, Tony Goetz NV remains a Dubai Good Delivery (DGD) member today. It had passed the DMCC’s audit on responsible practices in 2015 based on its 2014 activities – before AGR was launched” (The Sentry, P: 13, 2018).

“According to documents reviewed by The Sentry, Goetz sought the intercession of President Museveni in 2014 in order to gain a 10-year tax break for AGR. Three years later, that became a reality when President Museveni announced a pending zero percent tax rate essentially benefitting only AGR. This, in turn, potentially relates to a fourth FATF AML red flag that is applicable to the Goetz network: registration of a trading company in a tax haven even though its business relates to another jurisdiction. While Uganda is not a traditional tax haven, as a practical matter, it presently serves as one for gold refining since Uganda changed its tax structures on gold to attract gold companies” (The Sentry, P: 17, 2018).

What we are seeing as some would be shocked, other would see the deliberate action of the President to support and earn of the illegal gold trade, also ensure the business in Uganda. That the DRC can be used and illegally export the gold, where the business-partner are acting on behalf of the President that has made the arrangement for the refinery in Uganda. This has been done, while also giving AGR a tax-holiday, so that the production will not be taxed and neither able to follow ordinary customs. That means the President and brother together with Goetz knows perfectly well what happens from the DRC to the World Market. They are earning fortunes on the illegal gold trade and is single-handed securing the profits because of it.

The Sentry has done great work collecting the documentation for this and proving their allegations. As others has done to of late. They have extended their work and shown more meat to the bones. Making it a juicy stake. That is showing the acts of violence and killings in the DRC are benefiting the Ugandan President to this day. He is earning wealth on the misery of the Kivu’s, as they by doing this trade keeping up the in-security there. So, that the illegal gold trade can persist… and linger on.

President Museveni knows this and blames the MONUSCO still for being there to long. But his reach and his hands are in the cookie jar. As it has been since he supported Laurent Kabila to overthrow Mobutu. Peace.

Fresh UN Report: Illigal Gold Smuggling from the DRC to Uganda!

There been new reports on the gold smuggling to Uganda from Democratic Republic of Congo (DRC). However, it needs more reporting, as this illegal trading and looting of mineral resources from the Republic needs to be put a spotlight on. As this trade is feeding illegitimate government and militias whose using force against innocent civilians and citizens in general. This report that is reported in the report from the Group of Experts are expelling a deep, but also a volatile story of how they are transporting and getting the illegal gold into the market.

We can wonder if this gold enters the Gen. Salim Selah owned African Gold Refinery Limited in Entebbe, before flying away into the World Market through the brokers and traders there. We can question that, as the government on both sides of the border is accepting this. They are both earning on this and not registering it. Therefore, the location of extraction is kept secret, while the production and the paperwork is kept under the radar. That is why the consumer cannot know under what condition the gold came from and that is worrying. The smuggling, the lack of paperwork and forging of documents shows they are really pushing the boundaries to get into the global markets.

Also, this shows how blatant disregard for maladministration, they have done deliberately and not cared about the public.

“Smugglers used the road to Mahagi, where they travelled either by motorbike, taxi or even truck. At the border with Uganda, when they were eventually checked, they bribed customs officials on the Congolese side. All of the Group’s informants on this issue confirmed that, in Goli, on the Ugandan side of the border, they were not asked to present papers or explain the origin of gold that they carried. Mahagi is a long-established hub of the smuggling route” (P: 22)

“Two brokers told the Group that they mainly carried gold from mining sites in Kawa and Monbgwalu in Djugu territory. When they arrived in Goli, they would meet with a broker from the Democratic Republic of the Congo, who would accompany them to sell to Kampala-based dealers. One of the brokers told the Group that, until February 2018, he travelled to Kampala every two weeks with about 3 kilograms of gold (approximately $132,000) 20 per trip” (P: 22-23).

“The Group confirmed that, in Entebbe Airport, companies sell empty seats. As previously documented, empty seats are used by smugglers to transport gold concealed in hand luggage. Two individuals associated with the gold sector in Kampala, one Kampala-based gold broker from the Democratic Republic of the Congo and one migration officer stationed at the airport in Entebbe told the Group that, despite the official claim that minerals cannot leave the country without proper paperwork, gold smugglers continue to travel either without documentation or with forged documents. The migration officer and the broker told the Group that the owners of gold being trafficked do not travel themselves but use couriers who fly to Dubai to deliver the gold to buyers there. The two sources added that couriers can operate easily because they bribe customs and security officers at Entebbe airport” (…) “Two Ugandan nationals working for two airlines operating from Entebbe informed the Group that they are not requested to check gold in hand luggage. In the course of its current mandate, the Group held discussions with senior officials of eight airlines operating in and out of the Great Lakes region, who said that their primary role in checking passengers was to make sure no one was carrying anything that could jeopardize the security of the plane, a policy focusing almost entirely on weapons and explosives. The Group is of the view that gold transported on commercial aeroplanes should not be banned as it represents a key form of export for responsible artisanal and small-scale mining activity that observes the requisite due diligence guidelines. However, there is a need to address the loopholes related to the illegal transportation of gold carried in hand luggage on commercial aeroplanes” (P: 24, 2018).

Clearly, the illegal trade of gold should be looked into and be a worry for the international community, as the is funding militias and illegal activity within the DRC. This should not be overlooked, the clear indication of smuggling gold and also not registering the conflict minerals. Therefore, this is sophisticated and using all means to bribe lower level civil servants on both sides, to secure the trade of this can go-on. Both republic’s can do something about this, if they cared or had incentive to do so. However, they seem pretty fine and dandy with this activity. As the state and the close connected activity with the elites who are sponging the funds made from it.

That is why even President Museveni was there for the opening of the Gold Refinery in Entebbe. That shows that the Republic have no trouble with illegal smuggling of gold from the DRC. Peace.

In Uganda the President’s family directly involved in the Gold Industry and the export of conflict minerals!

“Basically what we do is taking advantage that I’m in government, it’s not a conflict of interest, I don’t use my position for conflict of interest issues, but it’s an advantage in itself.” – Jackson Mayanja, TMT Mining and DGSM employee, August 2016

When you thought the Mineral Industry in the Republic of Uganda couldn’t be questioned more. There is a Global Witness report on the subject. That clearly shows signs of common cronyism and National Resistance Movement (NRM) who uses their connections to get better licenses and deals. The NRM and President Museveni, together with family members are in the midst of the transactions surrounding the Mineral Industry. Especially considering also the well-known fact that Ugandan government are helping with exports from South Sudan and Democratic Republic of Congo. This been done with shaky licensee deals.

The report is spelling how Gen. Salim Selah or President Yoweri Museveni are parts of the inside the mineral trading and export from Uganda. The other NRM cronies and the brown envelopes that pays for the licenses and the insider knowledge of DGSM gives an edge. Instead of being ethical and protocol through the laws, instead it is more of the personal connections the owners of licenses has. Take a look!

Gen. Salim Selah and Ragga Dee connected with minerals:

“Senior political figures appear ultimately to call the shots. Their patronage facilitates access to the sector and allows investors, including political elites, to flaunt the law. In one example, a small group of Belgian and Ugandan businessmen, with close ties to the President, were found to be shipping out hundreds of millions of dollars’ worth of gold, apparently paying barely any taxes and failing to disclose the origins of the gold. Their exports may include gold which could be fuelling conflict in neighbouring DRC and South Sudan. In the absence of government data and evidence of rigorous supply chain checks it is not possible to tell” (…) “In one example, an Australian home loans broker with no evident experience of mining, was able to secure licences for over 6000km2 of land (more than any other company or individual Global Witness has seen) by making payments to DGSM officials, and later teamed up with pop star turned businessman, Ragga Dee, who has close ties to the president’s brother Salim Saleh” (Global Witness, P: 7, 2017).

Bwindi National Park:

“One licensee is NRM MP Elizabeth Karungi, whose story is emblematic of how well placed individuals claim to be able to use their political connections for personal gain. The woman representative for Kanungu District told Global Witness that she was able to carry out mining activities in Bwindi because the former tourist minister Maria Mutagamba was a “good good friend.” It is remarkable that the DGSM saw fit to issue her with a licence in this area despite the obvious threat to the wildlife there. In a letter to Global Witness dated January 2017, Mutagamba claimed that she did not know who Elizabeth Karungi MP was, however Karungi was on the Committee of Tourism, Trade and Industry which held meetings with the Minister during her period in office. The DGSM Commissioner told Global Witness that mining activities in national parks require the permission of the Uganda Wildlife Authority”. (Global Witness, P:10, 2017)

Kilembe National Park:

“One of these is the Tibet Hima Mining Company, which won a multi-million dollar contract to re-open the former colonial Kilembe Copper Mines on the border of Rwenzori in 2013. Two DGSM staff told Global Witness that the President instructed the government to partner with Tibet Hima. Global Witness wrote to President Museveni in December 2016 but has not received a response. As part of the deal, Tibet Hima also received two mining exploration licences that run deep into the national park and right up to the DRC border. The DGSM Commissioner told Global Witness that Tibet Hima had been awarded the concession through a competitive bidding process” (…) “As well as obtaining exploration licences inside a World Heritage site, Tibet Hima appears to have been carrying out operations at Kilembe – one of the largest mines in the country – without an Environmental Impact Assessment (EIA), which is required by law. The company produced an environmental ‘project brief’ in February 2015, but this did not cover the activities witnessed by Global Witness staff at the site in November 2015” (Global Witness, P: 11-15, 2017).

Africa Gold Refinery:

“African Gold Refinery is run by a small group of Belgian and Ugandan businessmen, including former government minister Richard Kaijuka, who are managing to ship hundreds of millions of dollars’ worth of gold out of Uganda without disclosing its origin and paying very little tax in the process. They are the owners and managers of a newly built gold refinery on the shores of Lake Edward near Entebbe airport. Remarkably, Barnabas Taremwa: brother-in-law to Salim Saleh, Museveni’s most famous brother and Uganda’s de facto number two, told Global Witness that he had helped negotiate the company’s huge tax breaks with the government (corroborated by documents seen by Global Witness) and set up supply routes for the refinery” (Global Witness, P: 27, 2017).

“When an undercover Global Witness staff member spoke to Kamuntu in November 2016, he claimed that he continued to export 10,000 tonnes of iron ore a month out of Uganda under the waiver he received from the President. He told us he ships out minerals as “samples” in order to avoid taxes. He explained that he was the only person in Uganda able to export iron ore. He also told Global Witness that he deals in minerals originating from the DRC, labelling them as Ugandan to get around regulations. Kamuntu said that he exports tantalite from the DRC, labelling it as iron ore to pay less tax. If this is true then conflict minerals from Eastern DRC could be entering the international supply chain via Kamuntu’s shipments. Perhaps most remarkable of all is the fact that Kamuntu told us that “as a local person” he had paid US$10,000 to a third party to get a meeting with the President, in order to seek the permission he needed to continue with his business. (The price for foreign investors is US$15,000, according to Kamuntu.) A letter from the President to the Mining Minister explains that the two met at a private Chamber of Mines and Petroleum event. Global Witness wrote to President Museveni and Mr Kamuntu in December 2016 but never received a response” (Global Witness, P: 42, 2017).

AGR ownership:

“Alain Goetz, who is also the CEO of the company, a Belgian national, is one of the most famous dealers of Congolese gold in recent history. During the 90s the Alain and his father Tony, who died in 2005, were reported as dominating gold exports from the Congo through their networks to Belgium and later Dubai” (…) “Mr Barnabas Taremwa, who previously worked for AGR is the brother in law of Salim Saleh, the President’s brother. AGR told Global Witness in a letter dated January 2017 that Taremwa’s sister and Salim Saleh had divorced three years ago, seemingly in an attempt to distance themselves from the General. However, Salim Saleh told Global Witness that “Barnabas Taremwa is still my brother in law and it is false and an insult to me for you to state that I divorced his sister.” (…) “Richard Henry Kaijuka is the Chairman of AGR.160 According to an article in Africa Energy in June 2011, Mr Kaijuka is “a childhood friend of President Yoweri Museveni, who fell out with the regime after he opposed a controversial constitutional amendment in 2005 that removed presidential term limits.” (Global Witness, P: 73, 2017).

Infinity Minerals:

“Ragga Dee, whose real name is Daniel Kyeyune Kazibwe, is a popstar turned businessman, famous as much for being the first musician in Uganda to own a Hummer as he is for his music. Ragga Dee does not appear on any of the company documents relating to Ellie’s companies, however while discussing his business interests in an interview with Uganda’s Observer newspaper in 2015 Ragga Dee said, “I also mine for gold under my other company, Infinity Minerals” (…) “Global Witness has identified two sales of Infinity’s rights to other investors after Ellie left Uganda. In the first instance a company called Afrisam Cement Uganda Limited paid US$75,000 for prospecting access to licence number EL1083 which was held by Infinity” (…) “The whole episode raises serious questions about the way that licences are awarded, the licence transfer process, and the accuracy of the mining cadastre. If the information on the cadastre is inaccurate or wilfully misrepresented this has serious impacts for the governance of the sector. While AfriSam appears to have received its licence through the proper channels at the DGSM questions remain about the way that Sunbird acquired its licence. In a letter dated January 2017, Salim Saleh told Global Witness that the Big Picture Corporation, a company which is part owned by his wife, is “one of the companies which duly applied for, and inherited, the expired Licences previously held by Infinity Minerals Limited, under TN 2370.” According to the Cadastre, however, this application, which was made after the licence had expired, was rejected” (Global Witness, P: 48 – 51, 2017).

Special Export:

“The latest OAG report noted that during the financial year 2015/16, the DGSM assessed royalty and awarded export permits for only 93kgs of gold worth just over US$3 million. However, reports from the Customs and Excise Department of Uganda Revenue Authority indicated that 5,316 kgs of gold had been exported with a total value of US$195 million. Accordingly, Government should have collected between US$2 million and US$9.7 million in royalties depending on the applicable rates of 1% and 5% for the imported or locally mined gold respectively” (Global Witness, P: 74, 2017).

If you didn’t think there was anything fishy in the trades, in the Mineral Ministry and the Mineral Resources Exports in Uganda. This here reports proves the amounts of gold exported combined with the gold extracted. That these numbers doesn’t add-up. This together with the NRM leadership and the closest partners in and around the President. Therefore, it is even his own family involved in the mineral industry. Mzee have finally wiped out the opposition as he promised after the announced victory!

Let be clear, right after announced victory from the Electoral Commission and Eng. Dr. Badru Kiggundu, President Museveni said that he would wipe out the opposition and he has done it with passion and certainly soon done it as his duty. In a way to make sure that the Multi-Party system in the Nation is a flop.

The opportunities and the silver coined framed opposition figures in the Forum for Democratic Change are joining forces in the Shadow Cabinet to gain some estimated figures from the coffers of Parliament and play the parliamentary pawns that Mzee needs this term.

While the Uganda People’s Congress are busy trading their soul with NRM, as they are getting two slots in the 81 size cabinet of 2016-2021. The rest of UPC under Olara Otunnu are distancing and in general might even create another branch, and party that becomes a new profile, since they don’t want to be part of the NRM and Obote’s son selling of inheritance to Mzee.

Uganda Federal Alliance have also sold their fortunes for a Cabinet position and is therefore silenced by the Mzee, as she the leader of the party want to serve him and also be a part of his established court.

The hardliners of FDC are either lingering in jail, detained, house-arrested or kidnapped by security forces as the rest of the party are playing hide-and-seek close to Yusuf Lule Road in Kampala. So the party of FDC is even into the half who wants to continue the defiance of Dr. Kizza Besigye, and the ones that are settling for the silver-coins with the lingering blood on it.

The Grand question is: where is the Conservative Party of Ken Lukayamuzi? They are not to be seen, JEEMA are they still out there? Justice Forum and their men who even have been besieged by the Police during the days of officiating Mzee; the smaller parties are totally silent or at a non-approach. Democratic Party and Norbert Mao have addressed concern and the initial connection with the shoot-out in Gulu, while that was not true and government made conspiracy, and with the newly dispatched Amama Mbabazi, the party should be stronger, though their lingering nothingness, proves that the ability that Mzee have had since leaving for his swearing in,

The Police Force monitoring and detaining, silencing and attacking the opposition, together with trading with weaker minded opposition have made the stalemate livable, as the mentor and ticking problem of Besigye, is going from court to court, and addressing charges after charges and even treason, as IGP Kayihura are paying criminals to be witnesses and uses all means, and even most brain-dead police officers to lie in court; like he did in Kasangati Court of late; when the justice had to listen to the testimony of the Police Officer who was a former colonel, but never been to the army. So the truth is that, as long as he doesn’t have a voice, the men are walking around unsure of how behave towards the oppressive and militarized government of National Resistance Movement.

All of the Opposition parties are toothless right now, the Human Rights Organizations of Kampala are raided and nothing happens. People and activist are kidnapped, soldiers are being shot and killed in made up conspiracies, while colonels and sergeants are detained as well. The paranoia of the state combined with the militarized politics and police force are taken freedoms and taken all parts of the state. The Opposition is on life support… Who is out there to save it, as the big man Dr. Kizza Besigye is away and nobody else have the legitimacy or the charisma to fight the powers with peaceful means while Mzee uses every tactic in the book to destroy and conquer them. Something he has been successful with ever since election and the reaping results are happening now, as he 10^th Parliament are soon in function and the government are soon departing into brown envelopes, as business is back to normal after a hectic year. Opinion: Past and Present – Rwandan and Ugandan sponsoring proxy Guerrillas and Militias in the DRC, and is sad about the world ignorance of these activities.

What is my worry, well; it’s these warlords, generals in Politics, not ordinary men trying to become legislators, the former civilians, but these men who went with guns into battle and guerrilla; finally taking over and controlling nations, controlling territories with militias and youth wings that disperse and assassinate people. This happens with own Warlords, Proxy-Militias, Guerrillas and serious amount of looting from the Democratic Republic of Congo. I will look quickly into it and explain how I see it, with the looting and little responsibility, since this a question that should be asked, again and again, until there are taken down the men who support the militias, the guerrillas and warlords in the DRC.

That is where I am going as there are so many Warlords that have entered from the DRC during the last two decades; certain ones have earned lots on it and gotten away, like Gen. Paul Kagame, the former Intelligence Officer for Gen. Museveni. These are now Presidents of Rwanda and Uganda, as Kagame have been in central government of Rwanda since 1994, and Museveni have been in charge since 1986. The both took Power with the gun, and are still using it at any point of possibility.

Rwanda has had the CNDP (National Congress for the Defence of the People) that was established by Laurent Nkunda, they we’re a militia from 2006 to 2009, became a political party, while Nkunda have been in exile and in peace in Kigali. The others have been FDLR that have both fighting the FARDC (Armed Forces of the Democratic Republic of Congo) and other militias. This fighting have been in mineral rich areas, both gold, cobalt and earth minerals that are used in cellphones, aircrafts and other important industrial production in the west and technology we are all used too, and expect naturally to be there.

There is also Allied Defense Force (ADF-NALU) that is militias that came from Rwenzori region in Uganda, and have been moved over to the DRC. With that in mind they have constantly taken areas and territory with both minerals and burning villages, while not the focus of international media, as the other Ugandan Rebels of LRA have gotten, as they went from Northern Uganda, into DRC forest, then the armies of UPDF (Uganda People’s Defense Force) and FARDC pushed them into the uncertain areas of Central African Republic (C.A.R.) with their ‘Operation Thunder’.

With all of these militias, the biggest one of late M23 (Mouvement du 23-March) who controlled areas for 20 months before the peace-agreement, but the M23 leadership had deliverance of weapons from Uganda, as there was reported training in Kisoro, Uganda and Gisenyi of Rwanda. As the main routes for minerals from Democratic Republic of Congo towards the Rwanda; and there are over Rwenzori and Kabale from Congo as well. So with the well-known knowledge of the looting of DRC, the levels of impunity and fragile borders have been used by Rwandan and Ugandan Government earned money on the inflicted militias.

There been so much money involved that at one point the 2002 U.N. Panel  of Experts  report on Congo further notes: “A reliable source associated with the Congo Desk have circulated that income to the Desk provided 80 per cent of all RPA expenditure of 1999. The official Rwandan budget for 1999 allocated $80 million to the military… The Congo Desk’s contribution to the Rwandan’s military expenses would therefore have been in order of $320 million. The activities funded by revenues generated by number of domains. These transaction are, however, hidden from scrutiny of international organization,” U.N. Security Council “Final Report of the Panel of Experts” 5/2002/1164 Para 71.

With that in mind, as this was in the middle of the war that happen and took control of the nation together with Uganda, which toppled the Mobutu-Regime. As they we’re reporting on point: “Now it is Kabila, whose steady rebel advance has turned into a juggernaut, who apparently can afford to be coy. His rebels are less than 150 miles from Kinshasa and on Friday added the northwestern city of Lisala–Mobutu’s birthplace–to their conquests” (…)”Truckers attempting to bring food to Kinshasa returned home empty Friday, saying they turned back at Mbankana, a village 50 miles east of the capital, because the road was blocked by fleeing government soldiers and the rebel advance” (…)”Before the meeting, Kabila had said he was prepared only to discuss Mobutu’s swift departure from power. Aides to Mobutu, however, said the president wanted to obtain a cease-fire, to be followed by negotiations for a democratic transition in Zaire. Asked whether Mobutu would announce his resignation, Mobutu’s chief of staff Felix Vunduwe, said, “No. Why should he?” Overshadowing the diplomatic maneuvers has been the rebels’ swift advance, which has exceeded the expectations of military observers. “There’s obviously a plan they’re working to, and they’re doing a very good job at it,” said one diplomat” (Daniszewski, 1997). As this was the beginning, and certainly the Rwandan helpers was paid for their help. Something that was shown by the UN Security Council in 2002; still there haven’t been done much about it, as the violence and killings have lingered and done to this day.

Now it is not Laurent-Désiré Kabila that only did his duty towards the men who put him in power and set in his son into power as well. With the history in mind there are really been looting of the Democratic Republic of Congo, as with the recent knowledge of court justice that says this: “Rubaga South MP Ken Lukyamuzi and other lawmakers, quoting an August 27 Daily Monitor story, demanded to know who was behind the plunder of DRC. “We would like to know the people who committed these atrocities in DRC and how we are going to pay DRC before our country is mortgaged,” Mr Lukyamuzi said. He added: “Our country is about to be mortgaged and none of us can afford to pay Shs82.8 trillion because we are one of the poorest nations.” (Mugerwa, 2015).  This was reported on what the Ugandans did in the DRC: “According to press accounts, the ICJ began hearing the DRC’s case against Uganda on April 11.  The Congolese delegation, headed by Justice Minister Honorius Kisimba Ngoy, reportedly called for the Ugandans to pay $10 billion in reparations for a host of crimes allegedly committed by Ugandan forces in the Congo from 1998-2003, including murder,  human rights abuses, destruction of public property and illegal exploitation of the Congo’s natural resources.  The Congolese also reportedly claimed that the Ugandans’ main objective had been to overthrow the Congolese government in Kinshasa, and cited public statements by Ugandan authorities to bolster their case.  Press accounts said the Ugandan side rejected these accusations and explained that Uganda had acted to protect its own territory from rebels based in the DRC” (WikiLeaks, 2005).

So with the big money in the looting, even if the official armies are out of Democratic Republic of Congo, wouldn’t Rwanda and Uganda, still earn big bucks on having proxy militias in the DRC as they would always earn good monies on the mineral resources… with the history and the “house-arrest” of Laurent Nkunda in Kigali, proved the connection between Rwandan Militias and the DRC, the same can be said with the M23 that have been pardoned and left in military camps in Kisoro and then went over with military training and weapons from Uganda unto the rebels who even forced the hand of Joseph Kabila.

The chronic issue is that in the midst of this the training have in the Kivu’s have happened in the midst of Internally Displaced Camps and Refugee camps, where both the arms and military training of the militias, that either Interahamwe or Génocidaire who the Rwandan have fought and used as reason for their presence instead of their looting of Congo. That can be proven with the soft actions toward Nkunda, as he has not really been punished, the same with the treatment in Kampala for the leadership of M23. While others have been delivered to the ICC, but not key figures in the supply chain from the Ugandan and Rwandan Government; as there haven’t been questions of the Gen. Salim Selah or others who have been in charge of certain ones have deserved scrutiny from the international world!

As much as the Ugandans army has been involved in the DRC, they have also been together with SPLA/SPLM under President Salva Kiir, as they both have together fought LRA and opposition of the South Sudanese, as President Museveni wants loyal leaders in the region, so that they can all bounce on each other. President Kiir had the support without consent or mission from the United Nations to control the rebels of SPLM-IO and others who didn’t like the sacking of VP Riek Machar. As he is now reinstated the fighting is not between them and the Ugandan army is supposed to be out, as there is not mineral rich in the sense of DRC. If the Ugandans wanted a stake in the oil money there, that would be through military support to suppress the ones who does not want to support Kiir as the head in charge.

Ugandan and Rwandan governments involvement in rebels, in militias, guerrillas in Congo, is not a question worth answering yes or no, it is yes, and that there is still militias that are foreign supported as the Kinyarwanda speaking forces have been collected stripes in the Kivu’s and even French speaking mercenaries have been deployed in Kampala during election period, there are certainly significant connection and monies at stake. The Ugandan and Rwandan want Kabila Reign to continue, as he lets rob and steal for a percentage of the spoils, instead of actually govern, that is why the citizens concerned with killings in Beni in May 2016, was really oppressed, while on the birthday anniversary for the President on the 4^th June, they we’re allowed to walk the streets; the impunity and arrogance while the militias, the proxy guerrillas to loot Congo. What saddens me, is the silence, the ignorance, the little care for the violence and killings, the wrong zip-code as it doesn’t matter, but the mineral resources can easily be taken and used in our modern society and smart-phones.

Why are the so little actions from the world society towards the Ugandan and Rwandan Government when they are sponsoring these militias and guerrillas in the Congo and the Kivu’s? That is what I wonder about… this is happening and there is no reactions or real movements, there are some blue-helmets, but they are a stand-by force with no will. The others let the Rwandan and Ugandan does as they please, as the FARDC doesn’t have the commando or the will to act towards them, as they have had a decade to get rid of these proxy miltias; and they are still there earning money on exporting minerals. Something is wrong with that picture, if you don’t see how the Kinshasa-Government are letting the Rwandan and Ugandan friends eat of the Kivu’s, as they would have taken more command, if they didn’t have agreement between Kabila, Kagame and Museveni. As the canisters of tear-gas lays in the street; remembering the day I first felt the fear of speaking against Mzee; I Still have hope for political change in Uganda!

In the midst of and in the end of the pre-election period 2016; the town of Kampala went into turmoil. The Military Police and ordinary Police went into a violent streak. That manifested itself at Jinja Road which turned into a war-zone like scenario; as in the aftermath the blood of the hurt and the diseased. Visible was the empty shells, the dust and dirt, even metal-boxes as murals of the tear-gas.

As the Police used force and hurt people to the extent that some blood touched the scorched earth and dust; the people in the area scattering in fear while the police continue to push them away as the resilience to the violence committed by the state. The sounds of bullets and metal hits the ground makes the tarmac shake. People we’re running; mixed sounds of shoes knocking grounds while the sounds of gas flowing into the air as the area goes from being casual to pink.

This is the signs and scenes of the 15th February in Kampala. The reactions and chaos as the Police went into the procession of Forum for Democratic Change to the planned rally at Wandegye and Makerere. So the continuation of violence from the state security outfits as the military, the police and the military police; as they have been tools in the machine hurting the public as they want to greet the opposition leaders in the sub-counties, towns and districts. There been steady violence against from the Police as the execution of the Public Order Management Act is more used then paper-towels at the Police Headquarters in Kampala. The sadness is all the hurt people and shot people during the pre-election period.

The reason why I got into Ugandan Politics was because I became a board-member or council member in a project supporting and building a library in the town Uvira in Southern Kivu province in the Democratic Republic of Congo. Later I became an exchange student to Uganda. Where I read the Daily Monitor and the New Vision Daily; that together with the books I had read about the adventures of UPDF in DRC, I was still ignorant about the politics there. But the moment after staying in Uganda for month changed it for me.

Mbale Gas-Station

What changed me:

I was on the way with a group going for a training conference in Mbale. On the way we stopped at a Total or any gas-station. While the Hiace we’re getting fuel. I was looking around the area as I lived in Kampala was curious about the environment. This was on the road and no big place. We had passed Mabira forest, but were not too far on the road to the bigger Eastern town. As I was looking it was this GIANT ad for NEW VISON. And saying something similar to this: “‘I am the only one with a vision” and “Publishing the Vision every day”. When I saw that and hadn’t thought well about it. I asked polity with a grin: “Are they serious, only one man with a vision?” The little moment of silence before he answered me: “You can say that, but I can’t; and please not speak about it”. That ate me and made me wonder; why we couldn’t speak about the wonders of the” man with a vision” in public by a gas-station. And why he wouldn’t’ say anything and asked me to not speak about it. On the broad daylight without anybody near us; hours later on the same day we would be stopped by Police and had to convoy to nearest police station; reason missing valid insurance card in the window. The same brother who wouldn’t want to speak about politics gave the Police men some money because of the hunger of the Police men. The first introduction to the bribery culture of East Africa! This day was an eye opener for me. How he could not speak his mind and question the one man with the vision that The New Vision printed his Vision every single day. I started to questioned the vision that they printed every single day.

The election violence in Uganda is massive and has been in all corners of Uganda. In Kabale, Soroti, Jinja, Maska, Ntungamo, Rukungiri, Bukwo and so on. More than twice in Kampala as when Hon. Erias Lukwago started his campaign the Police shot a Journalist when he was planning to campaign. Later was the election violence ushered in by the Police before FDC campaign convoy could come to Makerere Rally on 15th February. The was violence at Jinja Road and at Wandegeya as they demonstrated that Dr. Kizza Besigye wasn’t allowed to campaign there. There been so many times during the calendar-year as the consultation meetings and also campaign rallies has been shut down by the Police and Army. Even campaign venues has been closed for the opposition leaders, while days before been open for NRM and President Museveni as Makerere, Kyambogo and Lira where opposition leaders at one point was not allowed to take part.

There is so many malfunctions and hurt people by the way the government security outfits has hurt both emotionally and bodily hurt that they have inflicted during the recent time. As the canisters and the left clothes is still lying in the corners of the streets. As they did in days after the Rukungiri where the FDC cars was demolished and the police shredded a woman’s respect.

The bullets and the tear-gas towards the general public is not an security issue, but an democracy issue, freedom of speech issue, and issue of trust between the public and the security organs. As the Electoral Commission is not trusted as the high payed leadership prays on the loyalty towards the regime. The NRM electoral Commission is highly flawed and the reactions to the primaries has been burning offices and membership cards, that was even happening in Nakawa Division as the Police turned against the happy celebrating people looking forward to be parts of Besigye’s rally that day. The result of the tear-gas and dispersing of the public instead of proving any steady progress! So the certified message is the tarnishing the venues of opposition while the ruling party keeps up as business as usual.

As my brother told me that day, that I should be silent and not talk about; I feel it still is the same and the reports make it feel the same; as the opposition has not the same rights as the ruling party. The violence ensures the fear and insecurity of a volatile state instead of bringing the positive changes the government might already have brought. Without the Police State and the Militarization of the Politics it might even brought in other type of investments that could have raised the economic climate in the country. As the export of natural resources and natural products instead of finished products and industry; as the assembled industry happens in other parts of the world, it could been in Uganda if the Government tried to pull that in and facilitate it or even used stronger Co-Operations between farmers to bring educating to earn more and yield better quality agricultural output instead of ending struggling to get the maize and matooke to the market. That is not bringing the men with cash-money in (to invest).

Certainly the fear and semi-democratic environment isn’t making the bargain, the talk I had with my brother; I am sure people are still having today even in the midst of the polls that starts in hours-time. As the conversation stays put in my mind and still eats my heart out. The issue of not letting the truth out or speaking their mind out; as the people has to stay put and silent as the ruling regime does as it please. Only giving away money to the villagers in pre-elections period to buy the votes, but when the ballots are gone, the representatives are long gone and forgotten the promises like old-sweethearts who never got the ring. The same seem to be with the talk of choice of the people and the right to speak your mind.

My brother and the conversation is why I am focused on Uganda Politics, as I can’t help that he didn’t have the ability to even comment the “only one man with a vision” paradigm in the country. The canisters and the shattered metal should not be stories. The blood and the toil of the people should not be story of the elections. The story shouldn’t be sad as the violence and spoken fear from the ruling party as they have the only man who can control the army and run the government; as the opposition doesn’t have the manpower to do so; which is lie the ruling party lives on. The ruling party uses security outfits to hurt the public and blame the opposition parties for their activities to deflect the issues of the campaign. Christopher Aine the diseased security agent for Hon. Amama Mbabazi the now opposition leader is the epitome and manifestation of government violence against civilians together with the one that lost his life on the streets of Kampala on the 15th February. Two people who have lost their life for a struggle that is far from over. The Democratic values is rendered down by time and cronies that has spoiled the potential as the movement system turned into the big-man system built with the head-of-state deciding it all; while giving when needed and taken the rest for himself or to his loyal fellows. This here together with the semi-autonomous and militarized politics as there so many former military men in the parliament the public knows the value of the elected or hand-picked men from on top is on the scale they can follow the chain-of-command instead of delivering the pledges and governmental service they deserves.

As it ate my heart out when my brother said he couldn’t talk about it years ago. It hurts to see the same state of affairs and struggles still, and it continues. It is time to let it pass and move to the next level of democratic values; and also good governance with state institutions serving the public instead of making the government officials fat and rich. That is not why the state and government exists; they exist because they supposed to serve the public, not for the governmental officials to take the money supposed to go. The same with the Security Organization as the Police and the Army, they follow the orders up high instead of serving the people and generating peace. As we saw on 15th February Kampala the Military Police didn’t secure the public, but made the citizen in fear and hurting them instead. That is the hurting to hear again and again, as the day is different, the place is different, but the opposition party and supporters are the ones in the cross-fire getting hurt for supporting the leaders of opposition instead of the old-man with the hat.

I never want to hear in any state that you can’t comment towards a ruling party, when that happens I know something is wrong. And knowing it still is like that with the canisters in the streets, the burned yellow membership cards in the bins and the people getting healed after police violence. The families losing their loved ones during the calendar year should not only vote, but only mourn the loss of the valuable people who was a part of the struggle to gain true freedom and respect for the people; as they now are now in invisible chains as the government keeps them tight knit in fear and in a police state using the militarized politics that ate my heart that day and haven’t let go. As I also understand is that the people who has lost their family members because of political affiliation; I understand if they don’t want to do their civic duty, still we all should and shall not forget the people who died for the cause. As we should not forget the people who are jailed and detained for following a political belief that counter the ruling-party and the NRM-Regime. And it wont until change that gives progression and let the accountability; the true transparency and let the will of the people shine as the template of the representatives that deserve to work-hard to be there for the citizens. Something that not been important, what has been is to be loyal to cadre-line and to Mzee! Peace.

Finale Stages of the Pre-Election Period; my thoughts on the lost leades of opposition; NRM losing ground; while FDC has the momentum!

When we going into the final stages of the pre-election period. This here has been interesting and will continue to be as the final works of the parties, the electoral commission and the other actors into action in the final phase.

There are two or three missing pieces for me in this time, silent leaders who has been like blown in the wind; they have been cast into shadows and need a strong flash-light to reappear on the surface. If there was like American Milk-Carton they would be “missing”.

First up! I wonder what is up with is the UPC, Uganda People’s Congress, not their sold-out NRM henchman Jimmy Akena, then you are wrong, he doesn’t even have the ability to scrap enough funds to pay up the nomination fees for the parties MPs and LCV men and woman, which should make his father turn in his grave somewhere; together with the pact together with Museveni. But Akena is not the one missing from the political map, the one is Honorable Olara Otunnu, I am not sure if he really is on the campaign trail with Amama Mbabazi as he was loyal and confident in the The Democratic Alliance in September 2015, while Akena was taking down the UPC flag at the compound. There has since then been drama and escalation of political struggle between them, that till this day is not fully resolved because of the arrogance them both. Playing a game between them for the Presidency in the oldest party in the country! What I miss is the wise-man and accurate touch of the political landscape that Hon. Otunnu has been like a shadow. A missing component that could have made a difference for the opposition and showed more progress of the political parties, which he could have been. Please Mr. Hon. Otunnu come back!

Second man that I wonder where is Ken Lukyamuzi of the Conservative Party, the whole party sounds like it has dissolved. He is in the same league of Justice Party (JEEMA) leader Asuman Basalirwa is the third leader who is gone in the wind. They are leaf’s that hasn’t surfaced between the bottles of Fanta Berry and Matooki while listening to KFM Radio. They are maybe part of the TDA. Still they are not anywhere in the landscape, they could be eaten by wild lions for what the public interests knows.

Norbert Mao has been visible but not for the right reasons, unlawfully violated by the Police in Acholiland, while campaigning for another candidates in his Democratic Party in the Northern Uganda. Norbert Mao himself will not be voted in for the Gulu Municipality, because of the Electoral Commission want somebody else to represent the DP there, as it is a stronghold of the party. Mao has been loyal towards Mbabazi and the TDA since he arrived there from the wilderness in September in 2015.

Erias Lukwago has not been missing, he has been in the spotlight and together with FDC; here and there ever since the Nomination rally in November in 2015. Hon. Lukwago has been representing Gen. Sejusa at the recent court trail before he was sent to Luzira, he has had issues with the Police in Kampala as he started his campaign for Mayoral position again, as he won it in 2011.

The NRM has continue to ferry and Voter Tourism; NRM could have their own bus-company and ferry people after the election with Ofwono Opondo as the spokesman for the company as they can recharge the Uganda Media Centre and add a Costumer friendly app to tell when the buses are in the district; something they should already operate since November 2015. NRM bus company comes to rescue if need a hitch a bus from Mbarara to Lwengo or to Masindi!

As I am talking about: NRM has paid for their flag-bearers recently they paid UGX 20m each. They have 32178 of them. That is a massive amount of funds. Just to put in perspective the total fee is UGX 643,560bn that the party has splashed out. While the FDC payed the MPs nominations fees of UGX 800m, which tells the difference between the parties.

Mzee has ferried people for weeks on weeks, that has not been the only thing, his fellow loyal companion for ages Hon. Sam Kutesa has tried to pay people 20k each for not showing up for rallies in Sembabule district, as much as that did not work. NRM has also tried stifling Go-Forward rallies with destroying campaign material, paying security detail to shift to NRM, and also trying to pay boda-boda drivers from not doing their job; to get people from the villages to rallies. The same the NRM has done to the FDC in the pre-election period; they can’t help themselves to try to corrupt the whole population, so they can mirror themselves in them. The sad thing for the NRM is that people is not buying into the cheap tricks of the NRM! 

Mzee is losing touch with his people so he had to relaunch his 20 year old autobiography “Sowing the Mustard Seed”. With a second edition; as his YES MEN says is a good idea. The thing it makes it look like is more publicity stunt than coving his achievements, something the original edition did in 1997. In 2016 his legacy is tarnished by the history of corruption, wars, power-struggle inside the NRM and paid cronies instead of bringing development and prosperity to Uganda as he promised after the coup d’état in 1986. This event today was a shallow event. As much as the speech he held the day before at the ‘Tarehe Sita’, one of the memorable days of the victory of the Ugandan armies. There is something missing from Mzee these days, as the spark is gone!

Even Gen. Benon Biraaro of the Farmers Party of Uganda (FPU) has said in the recent day this about Mzee: “I hear Mr Museveni and his NRM have started pledging sanitary pads, hoes and condoms, [but] such pledges cannot transform Ugandans economically”. That tells how spot-on Biraaro is. Biraaro might not be a top-candidate who fights together with big trio. As Mbabazi, Besigye and Museveni, still his words and ideas has tractions and should be listened to, since he speaks with his beating heart and common sense, something that is rare. As a NRA historical he can really dismiss Mzee on the grades of the struggle and reason for why they original fought for in the 1980s. Biraaro deserve credit and has been visible!

NRM the big monster has used it force in words recently spreading fear to the public in a fashion that is outrages. While they are talking and excessive towards the public! This is also manifested with the UPDF getting a bigger space in the pre-election period. The Police have ordered and gotten heavy equipment to make sure of being able to shut-down demonstrations, the post-elections that are expected by Parliament and NRM-Regime, as they have assured by Badru M. Kiggundu has already the election results in his pocket as his pay-rise proves loyalty to the NRM.

There even reports of supposed ferrying of Rwandan nationals to be shipped in on the General Election polling day on the 18th February, as they will vote in Kisoro and other districts close to the border of Rwanda. The need for using funds from the NRM-Regime to get this people to vote for Mzee!

Mzee doesn’t have appeal as he ones had. That has been seen in the districts as Dr. Kizza Besigye and the FDC Campaign Convoy has made the villages and towns on fire, they have prepared the towns, while the NRM have done the same, but with monies from cronies and hiring people to fix the towns yellow; which is different from the FDC that has been on their own and own machine, as they cleans towns roads and make the venues ready for the People’s President! Something that differs from the NRM; NRM has bought loyalty and only a little part of rallies are die-hards. As the people show-up to see Jose Chameleone and Bebe Cool, even the magical Crime Preventers and ferried crowds.

Andrew Mwenda continues to praise Mzee until the bitter end, his own person from the KFM Radio as Radio Host would vomit while reading and listening the words coming out his mouth and articles, he is even published page on page in the New Vision. Tamale Mirundi will both praise Mzee and pull him down, while sounding as a confused hyena until the end of the pre-election period.

NRM is doing what they can to prepare for fear! More fear the better is the tool of the NRM. As Ofwono Opondo is sharing on the Uganda Media Centre; while Gen. Sejusa is imprisoned, Gen Tukumunde and Gen Katumba Wamala is continuing to work as partisan politicians for the NRM, as Gen. Sejusa is not allowed to the same for the FDC! The Same with Gen. Kayihura in the Police Force is working as NRM-Police. Something that should not occur; though it is the modus operandi of the NRM-Regime; their generals can work as they please.

The one thing bothers me, and should bother others who follow’s this pre-elections time. Amama Mbabazi and his Go-Forward Group I must question. Mbabazi is saying to be a NRM-Member still he is an independent Presidential Candidate under his own umbrella. And as a Joint Presidential Candidate for the opposition coalition TDA! If he is a Go-Forward/TDA candidate and being still a part of the ruling party NRM. It is understandable he has ties in the party that he has used his life in. Mbabazi sounds wrong… and make me doubt his will of Going Forward! As he still says he has a foot inside a National Resistance Movement. He can’t be either or!

There will be more interesting things to follow, as the UPDF will drive more through the streets of Kampala as a sign of the election coming near, and the Bush-War general of Museveni, can’t leave the guns to speak for himself, as that is the only tool he knows how to use properly, as he is not a great statesman as he should have been by now! Instead the cronies, militarism, fear, pre-rigging, police shooting and killing, and much more will happen in the coming days. Even with the Electoral Commission, with EOM missions from COMESA, EU, Commonwealth and the EAC. They will not this before after in their reports, as the Government of Uganda has told of the American Embassy as they came with a poll describing the percentage of Mzee lower than Besigye. Peace.
