Cameroon: Biya’s New Years Message is a Stern Warning to the Anglophone Region

For those who persist in going down the wrong road and continue to use violence, we will have no other choice than to combat them in order to protect all our fellow citizens. Our Defence and Security Forces will, once again, perform their duty with restraint, but without weakness. I wish to reassure them of my full support and high esteem” (Paul Biya, 31.12.2019).

You can imagine, the ghost villages, the gigantic amounts of Internally Displaced Persons and people who has lost loved ones. Listening on their radios, hearing the broadcast of their President of the Republic. From the man who has for 37 years been their President and their ruler. Most them known of nobody else, hell, most of them was not even born before that time.

President Paul Biya of Cameroon has some nerve, the man who struggles to walk. The man who stumbles to talk. The jet-setter, the Switzerland bound, Ghost President and globetrotter. That person are sending a warning to the Anglophone regions, the North-West and South-West Regions.

Today, I wish to thank all those who kindly participated in the dialogue, and congratulate its organizers, in particular the Prime Minister, Head of Government” (Paul Biya, 31.12.2019).

He praises the self-imposed Grand National Dialogue, which was a charade and farce. Where he made no astute changes, neither changed the narrative on the ground. As his armies and his soldiers are still beating people to pulp, still sending the young citizens to their graves, while the President and his wife is living life of ancient kings.

Neither the social media nor news outlets can change the outcome of an election, talk less of illegal protests, violence and personal or hate-filled attacks. Remember, I once said “Let’s talk, let’s not fight”. Such is the behaviour of the citizens of a democratic country” (Paul Biya, 31.12.2019).

Certainly, a man of that fashion. Whose used to get away with this behaviour will talk this way. Will says something about the ones going into the wrong path. Like the leadership of Ambazonia, whose behind bars. Or even put Maurice Kamto in his place too and blame Social Media too. That is minor infliction of things, but shows his sentiment.

Not that I blame the old man, well, when he can order the destruction and the steady killings, while having his ministers lying to the international about the state of affairs. Than, you know the man can do anything. He knows this, Paul knows this and abide by it. Biya knows that International Community, the African Union, ECOWAS and everyone else. Will not touch him. His Teflon and nobody, nobody will dare. If they do, it is his own citizens and by decrees, by orders, they will linger in jail on trumped-up charges.

So, Biya with his New Years Message of 2019, sends a stern message for 2020. Not likely he guns will be silent, not likely that the torment nor the vicious attacks on his own citizens will end. No, he will continue, as the only right road is his. That is what he thinks and obliged to think that, but that doesn’t necessary mean its true.

Biya is self-inflicting harm to his own Republic. Blaming others and burning his own regions for his own fanfare. Who knows why, while he wants the glory for stopping the fire. He knows this, but that is what he does. It isn’t wise, neither is smart, but its just malicious. It is evil actions with intent.

At one point, he will loose control of the hornets nest his poking at, sooner or later he might get stung by one. Than, he might get what happen all these years, as his own might caused all this pain. A warning shot now, only shows his heart or lack of it. Peace.

Authorities go cuckoo for Chaka Chaka

It is the last day of 2019. Instead of falling asleep to the diversionary speech or New Years Message of the President. The Republic is under fire for its action towards the big South African Artist Chaka Chaka, whose was supposed to headline the ‘Enkuuka’ Concert at Mengo in honour of Kabaka Mutebi II of Baganda Kingdom. However, that was not to happen. As the Authorities wants to spread a message, that the ones showing Bobi Wine love. Will be meet with hostile actions when they arrive in Uganda.

Clearly, the Uganda Police Force and the Immigration Enforcement trying to deflect the reason for it. As we all can easily glean through the substance of the matter. This is not happening to the artists willingly showing up and taking snaps with the President. However, it happens with someone who has mentioned Bobi Wine in favourable fashion. That is why she got into trouble. Everything else is yet another propaganda assault from the authorities.

Take a look:

This is to inform the public that a security task team in close coordination with immigration officials has this afternoon escorted Ms Mhinga Yvonne, popularly known as Chaka Chaka to Entebbe International Airport, where she boarded her next immediate flight to South Africa, via Kigali” (…) “She was advised together with her promoters to apply for a working visa and avoid the pretence of being an ordinary visitor. The ordinary visa cannot enable her to perform in any income-generating activity within the country” – CP Fred Enanga (31.12.2019).

Revelers gather in Mengo to usher in 2020. Yvonne Chaka Chaka was meant to be headlining the annual ‘Enkuuka’ concert but unfortunately she was deported earlier due to lack of a working permit, police said” (NBS Television, 31.12.2019).

After all of this, the singer claims everything is well with her in taped video leaked online without saying her location. What we do know is that this has taken away the headliner of a New Years Concert. Most likely because of the fear of her showing Bobi Wine more love. Since that is embarrassing for the authorities. However, with the blocking of her to even be on the stage. They have embarrassed themselves, because the President is naked.

The advisors, the handlers of the President is all going cuckoo over this. They are eating their own insane idea. It is the worst sort of idea for a meal, worse then whatever make-believe meat plate some vegans are eating. This is so disgusting, that they cannot really justify it, but they have to eat it still. If they think it is brilliant. Than, if they have had some wisdom, they would revoke this order and fix it. Even damage the hurt.

Instead, they want to tell the whole continent of Africa. The whole world, how afraid Museveni is of the influence of Bobi Wine. That they are willing to be so stupid…. So stupid, that most toddlers would sound like Einstein in these matters.

If the Ugandan authorities wanted to look Pan-African and non-sectarianism, than they wouldn’t have done this. Alas, they want only praise of their master and everyone else supposed to do so. That’s why Chacka Chaka got deported and ordered so.

This how you “go cuckoo over cocoa puffs” or the new Ugandan edition: Go cuckoo over Chaka Chaka. Peace.

Opinion: No New Message from Museveni

Well, another 31st December and another New Years Message from President Yoweri Kaguta Museveni. Nothing inspiring or diligently said in it. There are nothing new under the sun and the sun always shines on the TV. Well, we couldn’t expect an old dog to do new tricks. The President has done this so much and stated these things so often. That he is on repeat of his old self. It is like we have heard it all before, except for a few punchlines.

Let’s dig into that, shall we: “Therefore, those rotten potatoes in the Police will not waste our time. Anybody who does not do his duty will be arrested, charged, sentenced and dismissed from the Police and promptly replaced by those that are ready to work” (Museveni, 31.12.2019). As he says that, there are very few cases where the Police or Armed Officials which are having pending cases. Not even the big-shot like former IGP Gen. Kale Kayihura is facing any justice soon. So, hard to believe that he says this. Like anyone believes the old man with the hat?

Than he said things like this: “Since the 1960s, the NRM has been a mass-oriented Party” (Museveni, 31.12.2019). National Resistance Movement/Army was formed in 1981, but what I reckon. However, Uganda Patriotic Movement (UPM), the party of Museveni for the 1980 election was also formed that year. Therefore, hard to see, how the NRM was dating back to 1960s, but hey, maybe that is just me over here.

On that note, didn’t you study in Dar Es Salaam until 1971, how come you were able to initiate the NRM from Tanzania? Or are there any other prolific memory you have, which you have never told the world at large?

Let me continue: Our efforts are beginning to succeed” (Museveni, 31.12.2919). I hate to comment, but it took your time. You have had the 33 years since you took power… Now you claim your able to succeed. You sure took your time. People have waited and still your only beginning now. A bit late to party may I say? If you call this succeeding, than the levels of borrowing funds to keep the upkeep of government. Surely, that is not a good job, you cannot even fund the costs of operations. When you lack that much revenue.

Final quote: “The NRM has opened a war on corruption. We shall defeat corruption. There is no corrupt individual that we cannot bring down. All we want is evidence. We never want to be unfair to anybody. Stay tunes on this” (Museveni, 31.12.2019). You have started to walk, but nothing serious. Even though you have created another anti-corruption body this year. Still, the big-fish like the Mukono-Katosi road scandal got off the hook the year. So, we’re not trusting you. People are awake and eating, because you let them.

Let me end here. It is enough sadness and bleak nostalgia for 2019. We’re soon ticking into 2020. Peace.

Opinion: The ones on the bus always dismiss Besigye

Besigye was relevant then because he came from the NRM with some people and indeed it happened. On the percentage of opposition then, Besigye came with an addition, but is he still able to add more support, NO, he does not have the capacity”Charles Rwomushana

The National Resistance Movement (NRM) and its shadow backers will always dismiss Dr. Kizza Besigye and the Forum for Democratic Change (FDC). If this is the “independent” MP Mohammed Nsereko or political analyst Charles Rwomushana. Even the ilk of Andrew Mwenda, Bebe Cool and all the others will all throw shade at Besigye, like its their meal ticket.

Now, that the 2021 elections are up on the horizon. The People Power Movement is growing and the anxious, passengers on the bus are awaiting their destination. The NRM are trying not only to deflect harm at Robert Kyagulanyi aka Bobi Wine, but also the relentless and never ending story of fight against dictatorship Besigye.

It is like people are complaining that Besigye is not stopping. But, has his battles been won? Has his struggle finished? No, Museveni is still there and bus is still knocking everyone else on the way. One of them is Besigye. That is why the enriched and the ones closely associated with the bus is bitching about Besigye. Like they cannot see, that their should focus on Museveni and how he plays the game of chess. They are his pawns and they accept that fate.

It wouldn’t be shocking if former Presidential Press Secretary Tamale Mirundi was still getting pay-checks from the State House, as his day-in and day-out in NBS Television talking non-stop ill of the opposition. As his wearing yellow. We see you, we have seen you and its obvious.

That Charles is aiming Besigye isn’t shocking, his done this for years. The same with Nsereko who wants to be relevant too and in that regard. Doing the bidding of the bus, while acting like a renegade, which his really not. If he was, he wouldn’t be in the good graces and be able to rotate like he does.

Therefore, this is the first of plenty of shots ahead of 2021. The aim is to weaken the opposition. Is to put sour taste between Bobi Wine and Besigye. To make the enemies, so that they are fighting each other, instead of finding avenues for a peaceful transition of power. Not, that Museveni will let them or give way. Nowhere is there any visible signs.

So, the ones driving the bus is telling the direction and guiding the ones there. They are passengers, whose grateful to participate and be there. Since it is like that, they have to show tokens of loyalty and say these things about Besigye. Because that cleans the hands of the driver and his ills get forgotten. As everyone is discussing why Besigye is still around and his motivations. While everyone is forgetting, the same machinery, the same state of affairs and control over everything is still there.

Not Besigye have won yet, not like the FDC has fulfilled its mission nor its reason for being founded. The issues are still there. It has just moved for over 2 decades and still have to ignite a flame. Not that its easier now, as there are new faces, there are new platforms, but the aim should still be same.

That is why people are blaming and aiming at Besigye. His the easy target. Not like these people are afraid of Nobert Mao or Mugisha Muntu. Both of them are to pragmatic to even spark any fire. That is why they either aim at Besigye or at Bobi Wine. Because, they can awake the people and get them woke. Peace.

Somalia: Spare the civilians, Red Cross and Red Crescent tell warring parties (31.12.2019)

Mogadishu (ICRC) – The International Committee of the Red Cross (ICRC) and the Somali Red Crescent Society (SRCS) call on all armed actors to show restraint and take constant care to spare civilians in accordance with international humanitarian law. Almost 90 people were killed in the weekend bombing in Mogadishu, and more than 140 were injured, among them children and university students.

“We are absolutely horrified by this attack. Civilians are again paying the price of this conflict, and it’s unacceptable. We remind all sides involved in the conflict to be mindful of civilians. They must be protected. They must be spared,” said Mohamed Ibrahim, who oversees ICRC operations in Somalia’s capital.

The ICRC delivered medical supplies and body bags to Medina Hospital and supported SRCS First Action teams to help respond to the massive number of casualties.

“We have done 52 surgeries since Saturday and are hoping most of the patients pull through. Four of the patients have been referred to Turkey for further treatment,” said Dr. Mohamed Yusuf Hassan, director of Medina Hospital, which the ICRC supports year-round.

The attack is one of the deadliest in recent years and evoked the horror of the twin blasts in the heart of Mogadishu that killed nearly 580 people in October 2017.

“I saw women and children dead, body parts strewn all over the street. We transported almost 70 dead bodies,” said Noor Abdikarim Ali, team leader of the SRCS First Aid Action team.

The ICRC works in Somalia to ensure humanitarian protection and assistance for victims of armed conflict and other situations of violence. This includes promoting respect for international humanitarian law.

Cameroon: Nji rather lie, than tell the truth about the extent of anglophone crisis!

Slim Charles: “Don’t matter who did what to who at this point. Fact is, we went to war and now there ain’t no goin’ back. I mean, shit, it’s what war is, you know? Once you in it, you in it. If it’s a lie, then we fight on that lie. But we gotta fight” (The Wire, Season 3 Episode 12 – “Misson Accomplished”, 09.12.2004).

He is not the first, nor the last, who wants to save the face of his government and show blind loyalty to his Head of State. Still, Minister of Territorial Administration, Paul Atanga Nji is willing lie to save face. The Minister is willingly and without any effort claiming that the efforts made in Anglophone regions are not as bad as it seems. Not as dire and crisis as the reports have been told.

However, the Minister doesn’t come with facts, just mere numbers, which is contrary to all United Nations reports on the matter and also Multi-National NGOs. By all means, the I will drop it here and then come with reports. Showing, that it must have been made up from him. As there are things not adding up. Unless, he wants to show old numbers and not the freshest. In that regard make the picture more rosary, than what it really is.

According to the Minister, Cameroon currently has around 152,000 internally displaced persons in the North West and South West regions, and about 6,000 to 9,000 internally displaced persons in other regions of the country. To these needy people fleeing various abuses, the government allocated an envelope of 12.7 billion FCFA. “Faced with this dangerous traffic from certain partners or those working on behalf of separatist groups, the government now demands more transparency and more responsibility in their operations in the North-West and South-West regions,” he emphasized while being in charge of the Territorial Administration” (DevDiscource – ‘Cameroon has no humanitarian crisis, says Paul Atanga Nji’ 30.12.2019).

While he states this inferior number, which by all means is a lot of people. Towns upon towns with IDPs, whose has to flee their home. The ghost towns, the people fleeing armed forces and the army violating the regions right to exist. Therefore, it is insulting, that he tries to mask over the situation, instead of giving the real deal.

Like the Internal Displacement Monitoring Centre (IDMC) reported a total of 668,000 IDPs by 31st December 2018 and new displacements during that year (2018) was alone 459,000. These numbers are much more significantly higher, than what the Minister said and shows the discrepancy here.

Also, OCHA (UN Office for the Coordination of Humanitarian Affairs) own North-West Flash Update from 20th December 2019 states this: “Between 9 and 15 December 2019, an estimated 5,475 people (782 households) were forced to flee their villages following a series of military operations and community clashes throughout the North West region. Military operations in the Momo, Mezam, Boyo, Ngo Ketunjia, Donga Mantung and Bui Divisions have led to the displacement of 2,775 people, while community clashes in the Boyo division has led 2,700 people to flee their homes. There are consistent reports of military burning houses and other civilian infrastructure in supposed retaliation for communities harbouring NSAGs” (OCHA, 20.12.2019).

However, those numbers are only the limited time frame of 9th to 15th December. Not even the hole year. Yes it is closer to the numbers of the Minister, but still not grasping the whole situation. As this is only one week of the whole year and not counting the time from when army and others violently entered the Anglophone region.

USAID states this December: “Since 2016, worsening insecurity in Cameroon’s Northwest and Southwest regions had internally displaced nearly 680,000 people, as of November” (Cameroon: Food Assistance Fact Sheet – Updated December 17, 2019).

So, again the numbers of the Minister doesn’t add up and is closer to the numbers of IDMC, which is one year older. Therefore, the various numbers just shows what intent and whose losing the bargain. Surely, the citizens and the ones harmed are in the dire need of help. The whole region doesn’t need the state warfare, neither the fake special status. Neither, does it need the fraudulent dialogue, which is only a smoke-screen, while the state violates people rights, land and livelihood on a daily basis.

Than, we have the World Food Programme with their Emergency Dashboard of November 2019, which states that the Anglophone regions have 536,107 IDPs. Another big number, which the Minister clearly doesn’t verify. It is hard to know exact the numbers, as each of those numbers would represent a person, an individual who deserves a peaceful life and opportunities to live, without fear, without war and without conflict in general.

However, the reality is that Minister doesn’t care. His just trying to mask over a crisis, a self-inflicted crisis, by the army and by the government. Instead of fixing it and listening, they are trying to burn the two regions, the North-West and South-West to the ground and hoping no one cares.

Supposed Honourable Nji is lying. Lying out of his teeth. A disgraceful act, an despicable one, as he tries to deflect the damage his government does on a daily basis. That is the reality in the scheme of things. It is just a reminder, of what extent people do to live on a lie. Going to war on a lie and sticking to it. Peace.

A Perfect 10: More MPs in a limbo after recent Constitutional Court Judgement

As we are in a new state of mind, as the By-Election held since February 2016 is in a limbo, after the Constitutional Court judgement called out the recent 6 Direct Members of Parliament Elections in 2018 as unlawful and to get them nullified. There are more MPs in a limbo, not the ones where the seat of the constituency went vacate because of deceased or nullification of the polls during the General Election. If these were added, the amounts of MPs in question would be much bigger.

However, the ones in trouble now is most likely the Woman MP representatives for the new districts. As these are By-Elections created for ghosts and not official constituencies yet. This means the elections held in 2016 after the General Election and the ones held in 2017. Will be put in jeopardy by the Constitutional Court judgement of 27th December 2019. Which is clearly put several of MPs into trouble.

That the state should be in shock, that the Electoral Commission haven’t had the proper team, nor the Speaker of Parliament haven’t done her part either. All stakeholders and government have played up big-scale by-elections, while throwing away money and campaigning for nothing really. As these election can be nullified now, with reason and with justification. Therefore, by my count. Not only the six ones from 2018, but the ones done in 2016-17 should also count.

From here on, its the proclamation and the statement from the Electoral Commission before the elections, before the ones winning in these By-Elections. To show the ones involved and the ones chair or seat in Parliament hangs by a small thread.

The Press Release:

The Electoral Commission has approved the programme for Parliamentary and Local Government Councils election in the newly created districts of Kagadi, Kakumiro, Omoro, Rubanda and Kibaale” (Electoral Commission – ‘Electoral Programme for Parliamentary and Local Government Councils in Newly Created Districts, 2016’ 30.06.2016).

* Poll date on the 29th August 2016

** Wasn’t a direct poll, but the MP switched Constituency and was allowed by Electoral Commission.

The Press Release:

The Electoral Commission has approved the programme for the elections of District Woman Representative to Parliament, District Chairperson and Local Government Councilors (where applicable)for the five (5) newly-created districts that became effective on 1st July, 2017.The new districts are Bunyangabu, Kyotera, Namisindwa, Pakwach and Rukiga” (Electoral Commission – ‘Parliamentary and Local Government Councils Elections and By-elections, 2017’ 02.08.2017).

District:

MP:

Bunyangabu*

Peace Regis Mutuuzo (NRM)

* Poll date on the 21th September 2017.

We can clearly see the issues, as the government has spent fortunes on these elections. The Electoral Commission and the government should have stopped it. The legal team of the Electoral Commission wasn’t prepared for this. Surely, this is really a bad situation. As the constituencies are non-existent, but they have representation, both in Parliament and locally. There was local elections for representation in Local Government. Therefore, the costs of Woman MPs isn’t the only thing.

Not only has the state combined with its organization tricked the public, but they have held charade elections, which is deemed unlawful. While getting people to stand for elections, which wasn’t legit from the get-go. They are elected into ghost seats and shouldn’t do so before 2021. That is what the judgement said. Therefore, the 10 MPs here combined with the 6 MPs mentioned in the Constitutional Court this year.

We can also think of the issues coming out of this. As the state and Parliament have to recall all of these. They have to be dismissed and loose their salaries. They have invested into this and their livelihood goes away, until the 2021 elections. That is if they plan to stand for another term. Though, we shouldn’t feel to bad for them, they are earning much than average citizen. So, its not like they should worry for a few months. Expect also that the President will donate funds to them to keep them loyal to him, while they await a new polls.

The losers are the public, the ones actually using time and effort to actually believe in these elections. Because, this is years of by-elections, but they can by all questioned now. That is because of the reckless behaviour and not following the codes. This is why people should feel cheated and tricked. The curving of districts and sub-counties is now biting back.

You can fool people, once, maybe even twice, but not three times. Now, its up and the verdict is in. Peace.

Zimbabwe: International community must step up support to millions of desperately hungry Zimbabweans (30.12.2019)

HARARE – Millions of Zimbabweans pushed into hunger by prolonged drought and economic crisis face an increasingly desperate situation unless adequate funding for a major relief operation materialises quickly, the United Nations World Food Programme (WFP) has warned.

With nearly eight million people – half the population – now food insecure, WFP plans to double the number of people it assists – up to 4.1 million – but needs over US$200 million for its emergency response in the first half of 2020 alone.

“As things stand, we will run out of food by end of February, coinciding with the peak of the hunger season – when needs are at their highest,” said Niels Balzer, WFP’s Deputy Country Director in Zimbabwe. “Firm pledges are urgently needed as it can take up to three months for funding commitments to become food on people’s tables,” Balzer added.

Years of drought have slashed food production in Zimbabwe, once an African breadbasket. This year’s maize harvest was down 50 percent on 2018, with overall cereal output less than half the national requirement. By August of 2019, WFP was forced to launch an emergency lean season assistance programme to meet rising needs, months earlier than anticipated.

Since then, food shortages have become ever more pronounced. This month, maize, was only available in half of the markets WFP monitors countrywide.

Worryingly, runaway inflation – a symptom of the wide-ranging economic crisis Zimbabwe is experiencing – has propelled the prices of basic commodities beyond the reach of all but the most privileged. Amid dire shortage of foreign exchange and of local currency, Zimbabwe has seen drastic price increases – bread now costs 20 times what it cost six months ago, while the price of maize has nearly tripled over the same period.

The deepening hardship is forcing families to eat less, skip meals, take children out of school, sell off livestock and fall into a vicious cycle of debt. There is little respite expected for the most vulnerable, including subsistence farmers who grow most of Zimbabwe’s food and depend on a single, increasingly erratic rainy season.

This season’s rains are again late and inadequate, with planted seeds having failed to germinate in many areas. Forecasts of continuing hot and dry weather in the weeks ahead signal another poor harvest in April, putting lives and livelihoods at risk.

WFP’s operational scale-up is challenging in many respects. Owing to the acute shortages of local currency and rapid inflation, it entails a large-scale switch from cash-based assistance to food distributions. WFP is uniquely positioned to make this switch in times of crisis but can only do so with sustained donor support.

Because drought and flooding have tightened the availability of food across much of Southern Africa, much of the nearly 200,000 metric tons of food required to deliver assistance to the 4.1 million people targeted by WFP must be sourced beyond the continent, shipped to neighbouring South Africa or Mozambique and moved by road into land-locked Zimbabwe.

“While WFP now has the staff, partners, trucking and logistics capacity in place for a major surge in Zimbabwe, it is essential that we receive the funding to be able to fully deliver,” Balzer said. “The lives of so many depend on this.”
