Kadaga is off the rails: Using the UCC to stop Daily Monitor over a Healer Story!

The whole case of Rebecca Kadaga and possible agreement she made with the traditional healer Damiano Akuze, which the healer has claimed the Speaker of the Parliament has breached. As this stories are happening. Since we know Kadaga has addressed this already through the Parliamentary Clerk on the 1^st February 2019, as the Daily Monitor on January 31st 2019, entittled “Traditional healer sues Kadaga, seeks shs 200m for job charm”.

We know this is a a story that the Speaker of Parliament don’t want out. As the Daily Monitor and East African has already deleted on their online outlet. As I checked after the original story on their online newspaper. It wasn’t there anymore as the publication tries to take a soft move towards the authorities.

The good thing, is even as that happen. There are other outlets who has used Daily Monitor as sources in the aftermath. As the Pulslive.ug published a similar article on the 31^st January 2019. Where Salim Segawa reported: “Akuze claims in his suit that Speaker Kadaga had promised to build him a house, buy him a construction truck, a plot of land and four cows — all totalling to about UGX200m. The ritualist alleges that he was only paid UGX1m for the ‘job well done’. Akuze said he will provide evidence during the trial to prove Kadaga breached the contract” (Salim Segawa – ‘Ritualist claiming to give Speaker Kadaga spiritual powers to become successful sues her over breach of contract’ 31.01.2019).

We know, that this has hurt Kadaga, as of today, the Uganda Communications Commission (UCC) sent a public letter to notify the Daily Monitor, that the UCC immediately suspend the Monitor Publication and does so within 5 days. As the UCC wants information and knowledge of things to secure that the Monitor Publication could lose their license, because of this article.

Therefore, this shows how the National Resistance Movement (NRM) and the ones in the upper echelon can use their means to silence the media. Instead of trying to tell another story or even continue the case in the courts as it was reported from. Then this wouldn’t have aspired to this level.

Even if the allegations made by Mr. Akuze are right or wrong. The Speaker, the UCC and the Parliament could have acted differently to the matter. If they care about the freedom of speech and the liberty to publish content. However, they want the sunshine stories, but not when it rains.

Speaker Kadaga, if she has enforced this or used her means of power to do this. Then she is assaulting one of the biggest media houses and online news outlets of the Republic. She does it because she doesn’t know how to manoeuvrer after the alleged story leaked.

Because of these acts, however, it makes it more believable that she did. Since she is so volatile and attacks with the spears of government. First dismissing it through the Clerk of Parliament, than a week later by using the UCC. That enforces the media licenses and can make media houses stop publishing.

If there was no smoke, there wouldn’t be any fire. But by the looks of it. There is more to the story, than Kadaga wants the public to know. This has hurt her pride and her privilege. She cannot use a helicopter away from this. Peace.

Opinion: Mzee cannot handle real coverage of himself!

Well, again the lectures has to start, as the man whose says he is about free press and democracy, he has to call in a meeting to lecture them how to cover him. Not to attend a meeting of sorts, where the standing of the nation, no no, that is another bargain for another day. President Yoweri Kaguta Museveni, will tell stories of bravery from 1986 and beyond. He will express discontent, where his own words are taken out of proportion, because his erratic mind and his stances is changing with the wind. It would have been better to just drop a report and show the reality, however, the President wants positive spin ala Softpower or Chimpreports and so on. He doesn’t want media who questions and finds faults. Because the President is never wrong, everyone else is!

“President Yoweri Museveni has summoned all media owners and managers in Uganda for a meeting at State House Entebbe. The meeting was confirmed by the presidency in a brief message to journalists. “HE the President is due to meet media owners and managers today at Entebbe State House,” reads a message from Museveni’s press handlers. Accordingly, the agenda of the meeting is not yet clear, but inside sources hint on the fact that Museveni wants to dissuade the media from fanning conflicts between him and religious leaders as well as request for better coverage regarding the rampant cases of kidnap in the country” (Moses Namayo – ‘Museveni summons media owners’ 11.05.2018, Nilepost.co.ug).

Museveni has had a hard time with the media, he has closed radios, bullied newspapers and editors. That is why some of the most prominent reporters and notable writers are still in exile, not in Uganda anymore. Because they cannot stay there in fright of the penalties their writings will have. Everyone is supposed to praise every word coming out of the President mouth. Even when he is one week saying the priest and clergy are good folks, next week bashing them for connecting with politics and thirdly wondering why the clergy is silent doing nothing during the celebration of the martyrs?

That is just how the days goes by, and he expect everyone to tune into his message and his deluded beliefs. As he is the master and chief, the mastermind and the inventor of liberation, even as he keeps the whole republic as hostages to his rule. That is the magician who thinks he tricks everyone, but only tricks himself. President Museveni isn’t that bright or that smart, even the street smart, non-educated and the villager can see through it. That is why his own party officials was rebuked recently in Rukungiri.

So, don’t expect the fountain of honour to be regarding the media. It is all about himself and his agenda. That he needs to massage the message. There aren’t anything new, just that they need guidance to follow his memo and not think for themselves. That is the patriotic stance of the republic, to be on guard and follow the leader. If you don’t then your rights can be revoked. Peace.

Opinion: The EU is too late to the Party, when they are now asking for Electoral Reforms in Uganda!

It feels deliberate, that Eduardo Kukan dropped a statement on the 8^th March 2018 as the General Election in Uganda was in February 2016. That is two years after, this is the Follow-Up Mission to the Electoral Observation Mission, that is long finished and didn’t deliver anything of significance. The whole thing ended up being a charade and mockery of the principals the EU is supposed to stand for. The rigging, the spending and buying votes, the inside deals and pre-ticked ballots should all say that the re-election to a fifth official term and unofficially 7^th shouldn’t be legitimized by any entity. This is the same fellas that left Kololo, because the President’s stance on the ICC. Like they didn’t know?

So, we are in March 2018 and its two years and a month since the entered the port and all of the containers are left, all produce is eaten, all parts of the products is sold, stolen or gone. Therefore, there is very little to regard about the process. Very little the EU can do, because they are beholden to the man they validated. They validated the Supreme Court ruling, they validated the Mbabazi petition, they accepted the stolen votes from Besigye and the obvious lies of the Kiggundu Electoral Commission in favor of Museveni.

The EU should have pushed for the reforms in 1995-1996 if they we’re serious. While the President still looked like he cared a little bit and was a donor-friendly guy, now he despise anyone questioning him and his authority. He is always right, and the rest of you is wrong or can be bought. That is President Museveni now. They could have had a short in 2000-2001, even 2005-2006. Even as the term-limits was deposed at the time. When the true reality was that Museveni had no place of really retiring and spend time with his cows. The EU could have pushed for reforms in 2010-2011, even as the Walk to Work demonstrations (W2W) and the Activists 4 Change (A4C) who both challenged the Presidency. Clearly, the EU could have done more as an outside entity, if they cared about the Electoral Reforms.

So now, that the last election went through, the syncopates, the technocrats and cronies of Museveni is elected, appointed as advisors and whatnot. The EU is asking and begging for changes, since suddenly now is the time. Like Museveni would care about the plight of the Follow-Up Mission in 2018, when he just gotten his carrot in December 2017, the Life Presidency. Did the EU miss that charade? Did they sleep in Brussels and eating Belgian waffles? That is how it seems to me.

That the President that has centralized most of the power around him and his State House would now care about the EU, is to say bluntly naive. That the EU comes with recommendations now will not be listened too. Unless, they are dropping bunch of external funds and juicing the rabbit a little bit. Because Museveni is eating, his cronies is too and there is nothing you can tell him.

So when the EU stated this on the 8^th of March 2018, its not hard to understand, why it is like this: “ The EU EFM has been heartened to find that the recommendations of the EU EOM have been disseminated across several institutions of State and that many interlocutors were familiar with the content of the recommendations. While there has been virtually no progress on implementation of the recommendations to date, awareness of proposals, and the grounds thereof, is a crucial first step in the achievement of the recommendations. Similarly, there is widespread awareness of the directives of the Supreme Court” (Eduardo Kukan – ‘EU Election Follow-up Mission to Uganda urges Authorities to take positive steps to improve electoral process’ 08.03.2018).

Like did you think the man, that has been running since a coup in 1986 would give in and change to a more democratic structure, the one who house-arrest his biggest threat without any jurisdiction or right by laws? Do you think the man who has all the state coffers, has all the bidders at his feet, will finally give way to your advice? Do you think the man who has used the guns to silence opposition and does it will kind of acronyms too.

I hate to say it to you Kukan, but your late to the party. The party-goers have left, they have their whiskey, their Waragin, their vodka and their Nile Brew, but are not interested in your anecdotes. They would have mattered some time ago, when the fire was burning, when Usher and Radio & Weasel was banging on the stereo. But now, the party has died down, the only left is the straws and the memories of the late night charade.

Kukan, you should have acted swiftly, you should have cared about the implications, but your entity and others validated Museveni. Just like you have done in the past. You let him of the hook and this here, will be a stain, but not something that covers the obvious. The theft of February 2016. That you accepted and did for selfish reasons beyond me.

You could have, you should have, but you never did. Peace.

Opinion: President Museveni has given up on the UPE, should the public do the same?

“President Yoweri Museveni has implored parents who are financially sound to give their children a better education to guarantee a better future even it means taking them to Private schools” (NTV Uganda, 04.03.2018).

The pledges of yesterday is losing value for President Yoweri Kaguta Museveni, the process and the service delivery doesn’t matter, if it ever did. The Universal Primary Education was one of the brilliant moves he did and also got much more donor funding in the beginning of his Presidency. He introduced UPE in January 1997, as the time went the Government of Uganda invested more into the schools. As the Overseas Development Institute in February 2006, which stated: “The UPE programme has required a significant increase in public expenditure devoted to primary education. Total education expenditure increased from 2.1% GDP in 1995 to 4.8% of GDP in 2000, while the share of the education sector in the national budget increased from 13.7% in 1990 to 24.7% in 1998” (ODI – Policy Brief 10, Feb 2006). So the DFID sponsored brief are really explaining how the National Resistance Movement and President Museveni really used funds into the schools to make it happen. However, down the line the investments hasn’t continued and the progress of the policy has lost value. Since they have not continued or hold into that standard.

“The President clarified that parents should feed their children and those who can’t afford should take their children to Universal Education Schools which he insisted should not charge fees, while the capable ones can pay in private schools or ‘big government schools’. “Universal Education Schools should not charge fees and parents must provide a meal for their children, called ‘entanda’. Government has provided UPE and USE for poor parents and here it is free. Those who can afford can take their children to other government schools and private schools where they pay but no child should be withdrawn from school” he emphasized” (Opio, 2018).

When you hear the man who is the leader, whose been the President since 1986, been there 32 years. Saying if you want to give your kid a good education, send them to private schools. The ones who are poor can send their kids to government schools. Therefore, if you have money, you will care more about the future for your kids. Because we as a state has given up the Universal Primary Schools.

This financial year the state is using 10,87 % of the national budget in 2018/19, that is down 11,37% in 2017/18. Both years are really proving how little it is concerning how it was when the UPE was booming around the millennium. In those years the state used about 20% or more on Education. Meaning the means to build and upgrade schools where there, also for more staff and more equipment was there. This has been forgotten and deemed unnecessary by the state.

Already in 2006, the UBOS Statistical abstract stated this: “However, the education facilities including classrooms, teachers’ houses and libraries have not matched the upsurge in the number of pupils. In 2004, provision of classroom space remained an enormous challenge. Table 2.2.2 shows that, only about half of the pupils had adequate sitting space” (UBOS, 2006). So the problems we are seeing today, is systemic from the mushrooming of schools and districts who built-up schools after the announcement of the UPE in 1997. I am not saying it is easy to keep the upkeep after the surge of schools, but if the state wanted them as a priority. They would have allocated funds to it over time.

Clearly, that part has gotten wasted and the state hasn’t figured out that buildings needs upkeep, schools needs equipment and teachers needs salaries. I know all of that seems basic, but the deep understanding of that seems lost somewhere.

Since if you are seeing the numbers, the Education Ministry got 24,7% in 1998 and now in 2018 it get’s 10,87 % of the National Budget. The schools has surged then and the budget is smaller, that meaning the more schools and teachers are getting significantly less funds for their operations. This is clearly the will of the state, as they are prioritizing other parts of government and not the schools. So the pledge before the 1996 Election is now being abandoned, the Ten Point Program point is being dismissed and the State showing disregard for its own system, as the rich can have their own. The poor can have lesser quality and the ones who care about their future can got to the private ones. Because of this I want to go back to 1996, because it says a lot, about why its like this today.

So, we are not going back to 1986 today, but 1996, when this happen:

“Given his earlier opposition to the idea, President Museveni’s decision in March 1996 to make universal primary education part of his manifesto for the upcoming presidential election campaign represented a sharp break with existing policy. In a radio speech delivered on 27 March, Museveni promised that, if re-elected, he would implement a plan giving four children per family access to free primary education (the plan would also apply to orphans) (Radio Uganda 27.3.1996). This education promise was, however, just one part of an overall election manifesto that included pledges concerning liberalisation of the economy, road building, defence, and renewed East African cooperation. In fact, improvement in education was listed as only the fifth of seven bullet points on the back of Museveni’s

published manifesto (Museveni 1996). Though free primary education was only one small part of President Museveni’s initial election manifesto, during the course of the campaign it soon became clear that the promise to abolish school fees was striking a chord with the electorate. Ugandan officials from the period recall that several of Museveni’s close advisors repeatedly sent messages to the Ministry of Finance after campaign meetings in order to emphasise how the UPE promise had been well received” (Stasavage, 2006).

We could see it was his own initiative, as the President knew what would strike a chord, making sure the kids was educated and had a better future. The same resonates today, but the state has forgotten that. They are not caring, they build a giant program, a big school system of Primary Schools, but not allocated or planned the upkeep of them. That is why the state of the schools are going down and the level of poor public schools is rampant. The districts and sub-counties are not getting enough to keep the schools in functions or even the buildings up. That is why we can find pictures of schools falling apart and looking like they we’re forgotten the day after they finished building it.

From a report from the Ministry of Education and Sports in 1999 said this: “Uganda spent only US$8 per pupil in the early 1980s, and in financial year 1997/98 US$32.50 was spent per pupil” (…) “ UPE is one of the surest means that will lead Uganda to the attainment of the Jomtien Conference (1990) pledge of providing basic education to our primary school going population. As we provide that ìminimum package of knowledge, skills, values, and attitudes required by every person to enable him or her live as an independent, productive and effective citizen in a societyî the individual is empowered to meet her or his daily needs and aspirations, those of the community and the nation, which are focused on modernisation. Uganda is confident that by the target year 2003, Universal Primary Education will have been achieved for all its children” (Ministry of Education and Sports, P: 19, 21, 1999).

So in 1999, the State was hopeful, today in 2018, UPE is not for all children. Not if you listens to the words and the statement from Museveni. It’s Private Schools for the wealthy and the UPE for the POOR. Therefore, Museveni is claiming to classes and two system, which is really demeaning to the ones going to the UPE schools. This is his fault that the schools are bad. He introduced the system, he made it and built it. However, he forgot to the upkeep. He forgot the pledges of the past, even the goals of his own ministry in 1999. It is nearly 20 years since or 19 years ago. Therefore, if Museveni has forgotten it is natural, I don’t remember what I wrote a year ago. However, he promised this and used his Presidency to promote this. The UPE is one of the few grand achievements of Museveni. Even I can say that. But now its rotting and that is because the State has stopped funding it. It is their own decisions not upgrading or even maintenance of the buildings. It is weird that the NRM went into this, build this giant school program and had no plans for maintenance of the Schools or the Salaries of the teachers.

It is easy to start something, but when it continues, you needs to allocate, secure and also funds for day-to-day business. That is forgotten and today, Museveni has given it up. If not he doesn’t care about the UPE he introduced officially in 1997 and pledged during the 1996 Campaign. I say that because, well they have gone from using over 20% of the yearly budget in the 1998 to around 2000, but now the state has allocated as little as 10%. So it the Primary Schools are neglected, because the State has decided to neglect them. It is because the state has built a lot of them, but not funds to maintenance of them. Museveni knows this, but doesn’t say it. That is why the schools are for the poor, because the President even keeps the Government Primary Schools poor themselves.

I just have to ask the President, you used years and your time in the beginning of your time as President to build up the Universal Primary Education, have you officially given it up? Should the Ugandan population give it up too?

If you I can put the whole situation into one simple explanation: Museveni wanted to give the public a giant castle, he pledged to give the public that giant castle. He actually built the giant caste and made sure the public could use the castle. However, with time he didn’t have the funds or the money to maintain the castle. The walls and barricades are failing, the walls are weaker, the structure needs fixing. The servants, the people who are inside the castle are not getting paid and even educated to keep the walls steady. So, the stones and the building are looking more like a ghost-town than a castle. Museveni could have had a castle, instead he has a rundown ghost-town.

There are too many UPE schools that are rundown without proper buildings, which has been neglected. The same has the teachers and the pupils, who them all are living through it. Their future is depending on it and they are forgotten. Now the President tells, the ones who can afford it should go to the Private Schools instead. The poor has enough with the UPE schools. That just shows how he has given up the 1990s project.

Isn’t this a sign that you as a leader should have retired, since you have actually given up one of your achievements?

Dr. Kizza Besigye’s advice for termination of the NRM!

If you ever want the clear advice to bring down the dictatorship of President Yoweri Kaguta Museveni, who now acts and lives like he owns the Republic Uganda. Than if you want to get rid of that and want to use the advice of Forum for Democratic Change founder and former Presidential Candidate Dr. Kizza Besigye. Than his words and inspirational words should be for you. He explains the whole story and the whole theft of the state and how it was built around the President. How Museveni has taken all the institutions and the state is embedded with him. But that we already knows, therefore I have taken the part that people should listen to and use. The true defiance and defy the Museveni state, so that there are possible a peaceful transition from his rule. Where the state doesn’t belong to Museveni or the Movement, but to the people. The Citizens has a government who cares about delivery and not if Museveni get an expensive enough airplane or helicopter. Take a look!

“Regardless of what the regime does, the people of Uganda are definitely closing in to take back their power and embark on a TRANSITION to a new dispensation.

The NRM/Museveni Junta has no legitimacy to amend the Uganda Constitution as it’s planning to do. This will be an activity of the TRANSTION PROCESS.

Immediate task: Termination of the NRM/Museveni Junta:

The following needs to be done to terminate the Junta’s control of our country:

1) Intensify the “awakening campaign”, for most Ugandans to become active in the processes of achieving a transition. Everyone has a role to play in achieving this.

2) Forming activist networks to make it possible to act together and to be coordinated.

3)Everyone seeking a democratic transition should take deliberate actions, individually or in concert with others to disempower and break down the Junta. Each one’s actions, however small, contribute significantly towards the desired change.

4) Public servants, including those in the security and military are called upon to join the struggle for democratic transition.

5) In coordination with other political and civil society formations, we’ll soon start various activities that will disempower and bring the, now fragile, Junta to an end.

The transition:

A transition process will start when the Junta ceases the control of the state- either, through popular actions or a dialogue process.

The key activities of the transition period are:

1) Government of National Unity.

2) A comprehensive review of the Constitution.

3) Rebuilding State institutions to ensure transparency in recruitment and a national character, a high standard of performance and public accountability; non-partisan character; high standard of discipline and professionalism etc.

4) Truth telling, justice and reconciliation.

5) Free and Fair elections” (Dr. Kizza Besigye, 11.07.2017).

The acts of defiance and trying to coordinate the powers to be. Make the state dissolution over the citizens who doesn’t act upon the oppressive measures dropped by the central government. That they does what they can locally to make changes to the state. This done in demonstrations and stop using the state based operations that makes the NRM regime so rich and can rig themselves into power. That they follow a leadership similar to Besigye and other who trying to dismantle the Presidency. For the simplest reason of getting democracy and getting rid of the dictatorship of Museveni. These words of Besigye should be seen as the guidelines for the patriots and the ones who wants the Republic run by elected men, and not selected men by the NRM. This is how it is now.

The NRM acts like they own the nation and the state, the State is controlled from the State House and the orders are from there. There aren’t anything done without the State House involved, that isn’t a healthy state. That is a Banana Republic and an undemocratic state where one-voice control it all. There is time for change, it has been a long time for change. This cannot only be done by the freedom fighter Besigye, but has to happen by the will and acts of the people. The people have to say, enough is enough. The impunity, the theft and the ignorance of needs of the people is enough. Time to stand-up and be together in the struggle for just ice, liberty and accountability. For a regime who wants to deliver government services and also give taxation with representation. Something that isn’t done now by this government and the President. Peace.

Opinion: EU Envoy Schmidt are an speaking like an NRM apologist similar to Ofwono Opondo over Besigye’s 2016 Election defiance!

I feel sorry for European Union Envoy Kristian Schmidt who are now sounding like a National Resistance Movement (NRM) apologist, instead of an independent spirit and understanding of the short-falls of the NRM Regime. He seems to been misunderstanding what happen during the General Election 2016. Surely, he wants the Forum for Democratic Change (FDC) and Dr. Kizza Besigye, to say it just water under bridge and let it go. Since the Supreme Court followed the orders of the 31 Years and counting President Yoweri Kaguta Museveni. First introduce some of the beautiful words of Ofwono Opondo, before the Kristian Schmidt’s foolish interview with Daily Monitor, before enlightening fellow European of his ignorance or forgetting the blatant impunity towards Besigye and FDC in and around the General Election 2016. Since he has forgotten while drinking Nile Brew in the Embassy and going on Safaries with his dignitaries. Surely, Schmidt must feel good about himself!

““In this election, Besigye gained 1.5 million votes compared to two million votes he got in 2011 while Museveni’s gain was a paltry 500,000. To the NRM strategists, this is the most shocking, indeed worrying trend, and having located the cause as being our messaging, strategy, campaign style, internal laxity, occasioned fraud and widespread bickering. We shall not blame anybody else except ourselves. Actually, to be frank, we were almost swept away by our collective failure to robustly respond to the Opposition demagoguery on issues of youth unemployment, despair among the urban population, poor and yet expensive public service delivery and bad public relations, especially to distribution of soft campaign cash that often got stolen along the way among other issues. This, to the Besigye camp, should give hope that with better strategic organisation, not only falsehoods, they can in the future topple NRM through the ballot instead of being bad losers” (…) ““The claims of rigging, especially at the last minute through alleged intimidation of candidates’ agents, ballot stuffing, falsification or alteration of results on tally and declaration sheets and at announcements are perturbing and incredibly unbelievable. These could pass as truth if the peddlers could at least adduce some verifiable evidence from eyewitnesses and documents in their possession that differ from those of the EC, which ought to be available from the multiple sources, including the media that observed these elections” (Opondo, 2016).

So when a NRM spokesperson and Uganda Media Centre director had to come in defense of his master. In the aftermath and with the current illegitimate government. Who has no problems in misusing the government funds and had no problem rigging the election in their favor. As the FDC had massive scores of leaders behind bars, had people with Declarations Forms from Polling Stations at Gun-Point, had their Headquarter barricaded and sealed off, Besigye was under house-arrest and the story goes on. Not an adventure, but a true theft a nation. Still Schmidt says this to the FDC and former Presidential Candidate:

“He added: “That is of course an issue that is dividing but I think it would have been good to come together and discuss. It has not happened and election reforms seem to be not going forward.” (…) “The law of Uganda is what it is: the conditions of petitions are what they are, and for a petition to be successful you have to do a lot of homework. Under your Constitution I believe you have little time, 10 days. I know one of the recommendations of the Supreme Court is to extend that time which I believe makes sense.” (…) “ He said “I think if Dr Besigye was convinced before elections that he would not be happy with the outcomes and the process, he should have been the one to petition. He should have prepared for that but he decided before that he was not going to and under the rule of law.” (Musisi, 2017).

EU Envoy to Uganda Kristian Schmidt, I know you visited him while on undetermined house-arrest. Since the Police Force had been stationed in Kasangati, Wakiso for so long days before the election and until May 2016. When he was able to escape and have his own swearing-in ceremony, before air-lifted to Moroto, where the state charged him with Treason charges. Which he still carries today, he is an arch-criminal and seen as an enemy of the state. Than after all of this, you talk about rule of law, justice and courts. Like Dr. Kizza Besigye haven’t had his time in court, haven’t been detained on more occasions than ordinary thief, even more than average murderers in the Republic.

So, the FDC was unable to counter with a petition, Amama Mbabazi was the only one able to fill in a form or petition. Because FDC has done so after General Election 2011. So it is like the EU Envoy for Uganda Schmidt is not in concern anymore of all the breaches that happen to Besigye. Like the whole House-Arrest period, the whole part of the general assault on the rule of law considering the elections and polls. The self sufficient pre-ticket ballots and Badru Kiggundu’s own special math-class. The statistics and the vicious attempt of forging the whole election in favor of President Museveni.

It like he wants the one on Treason Charges since May 2016, since the coup d’etat in February 20^th 2016, when the Electoral Commission announced the result. That as the whole NRM and state organization was behind the whole ordeal. Even the European Election Observation Mission and the Commonwealth Election Observation Mission was explaining the massive flaws of the General Election. Still, the EU Envoy want Besigye just to let it go.

Let’s take his first reasoning, since it is shows his true passion, the Danish dignitary: “Now if this was in any other democracy, like in some European countries, it would be unacceptable that the Opposition party does not then recognise the winner of the elections” (Musisi, 2017). If this was an election in Europe, all of these ploys of the NRM wouldn’t have happen. Not normally, that the army is used to intimidate, that local leaders are paid-off with new cars, that ballot are pre-ticket ballots and all powers to be to silence the FDC. Together with the obvious rigging and mismatch of acts in favor of Museveni. If this would not have happen in a European elections and EU Envoy to Uganda knows this. That why it is remarkable that he says about Besigye.

Besigye knows better and the Ugandan people knows so. They are not fools, even if Schmidt is sounding like Ofwono Opondo and has taken lectures from Andrew Mwenda. He surely has hanged in the same bars in Kampala as these two. To sound so blatant ignorant and so forgetful. Peace.

A look into how little the Wakiso Vote mattered to President Museveni in General Election 2016!

You would think on a day like this as the final rallies in Kyadondo East, which is part of Wakiso District, that the National Resistance Movement and the Police Force would bring peace. But they didn’t, they created chaos and moved independent candidates, as well as detaining them for interfering in their campaign rallies. This is the proof of vicious ruling regime and how the basic freedoms are limited for others, than the NRM elite and the President Yoweri Kaguta Museveni, rallying for his candidate in the district. But it seems strange that he cares, since with all due respect. He didn’t care about their votes in the General Election of 2016, as these areas have been a stronghold for opposition party Forum for Democratic Change and because Dr. Kizza Besigye reside in Kasangati, which is a vital part of Kyadondo East.

“In Kampala and its adjacent districts, the Group observed voting delayed by as much as two to four hours and subsequently observed polling locations where voting was delayed by as much as six to nine hours. Anecdotally, in Kampala, there were several polling stations located within minutes of the premises of the Electoral Commission that did not receive voting materials on time” (…) “The voting hours were subsequently extended in Kampala. However, it appeared that this information was not extensively communicated, as voters and polling officials appeared confused and uncertain of the process. The EC announced that polling would continue in a number of constituencies in Wakiso and Kampala districts the following day. Turnout, however, was low on the second day – which was a working day – and it is possible that many potential voters decided not to attempt to vote, after having waited for many hours the previous day”(Commonwealth, P: 13-14, 2016).

“Furthermore, eight teams across the country reported that polling stations could not open before 10 AM. A number of polling stations, notably in Kampala and Wakiso, had not opened within six hours. Significant delays and a lack of effective communication by the EC fuelled frustration and tensions among voters, with EU EOM observers and media reporting about large crowds protesting against being deprived of their right to cast the ballot. In at least four cases, the police used teargas to disperse voters at polling stations. Only shortly before the official closing of the polling stations at 4 PM did the EC chairman announce the three-hour extension of voting in Kampala and Wakiso district. This was poorly communicated to the polling staff in affected areas, and EU EOM observers reported polling stations being closed at first and only after some hesitation did the polling staff improvise and try to re-open voting sites” (EU, P: 29-30, 2016).

“The EC failed to communicate and declare final results of presidential and parliamentary elections in a comprehensive, timely and transparent manner. The announcements of the presidential election’s preliminary results started while voting was still ongoing in parts of Kampala and Wakiso. The final results were declared within the legally binding 48-hour deadline, but they did not contain data from seven per cent of all polling stations, and therefore excluded some 675,000 votes cast. The EC delayed the publication of the final results broken down by polling station till 25 February and uploaded them on its website in a manner that did not allow for easy access or use. The EC also did not publish the scanned copies of the DRFs online although they were readily available in electronic format, thus further reducing voters’ access to information of public interest and in contravention of the principles outlined in the ICCPR” (EU, P: 3-4, 2016).

“The 2016 Elections witnessed a number of violations of the right to vote, most notably due to late delivery of materials in Kampala and Wakiso districts, described by the Supreme Court as evidence of incompetence and gross inefficiency by the electoral management body. A number of potential voters we’re disenfranchised during the voting exercise, in particular persons who turned 18 between May 2015 and February 2016, detainees, including some pre-trial dententions and Ugandans in the diaspora” (FHRI, P: 25, 2016)

So both, the Commonwealth report, FHRI report and the European Union Observer Group saw the same vast indifference for the votes and voter turnout in Wakiso, the same was seen in capital, but that isn’t where the By-Election is happening now. This proves the lack of care and common sense as President Museveni drives Tuk-Tuk and talk of importance of electing people who serves him. He might say he wants to be challenged in Parliament, but everyone knows that is a lie. Therefore, he detained Bobi Wine earlier in the day and moved him to Gyaza town, so his presence could be in Kasangati and at Szasa Grounds. Not like he could be more ruthless, but surely he would rig these election like he did in 2016. Nothing new there, if the turnout would be meager and lack-lusting that would hurt the old-man. Since he cannot show 90-100% turnout, when there would be no lines of people showing up. Harder to rig just a bunch of paper compared to buck-load, which can be pre-ticket into ballot boxes and look legit. That is how they do, especially under President Museveni. The man who made himself a revolutionary by claiming UPC rigging in 1980s. Such a class-act the President, becoming worse than the ones he toppled! Peace.
