President Museveni sanctions now all information on emergencies from the State House!

If you ever needed proof that the departments, ministries and institutions don’t have values in Uganda, than you need the newest revelation. President Yoweri Kaguta Museveni of the National Resistance Movement (NRM), who has run the nation for over three decades. This is proven with the Presidential Handshakes, the growing amounts of MP’s, Ministers and of newly created districts and sub-counties. That sort of government both state-wise and locally has grown out of proportions, this to make it possible to have enough cronies close by and hire them. The government has been built around President Museveni, still he has to control it even more. Take a look!

President Museveni has ordered ministries to stop declaring state of emergencies without his prior approval of their messages to the public. He accused government officials of using loose words which have ended up scaring away potential investors and tourists. President Museveni voiced his concerns in a letter he wrote to the Vice President and copied to all permanent secretaries of all ministries on January 20, this year” (Ahimbisibwe, 2017).

So the controlling behavior of President Museveni, now is to another level since he cannot even trust that the message spread by his ministers are sound enough. He is now controlling the releases of information and vouch for the ones spread from the NRM. The Government is so controlled by him, that it all has to pass by him. Because his rubber-stamp has now to be on the messages.

That the President needs clearance and cannot trust in his ministers, not the agencies or state institutions, proves the lack of transparency, as even the messages has to pass by him before the public gets to know. If it is first in emergencies, than it will on the Presidents desk and he will rewrite it, so that it fits his understanding of it. So if it needs to be addressed as enclave, a colonial relic or even if it is climate change, the President has to speak his peace.

That the Police Force, the Army or any of the ministers can address the matters first in public, to regain trust or even try to amend in the emergency that arrived. That the President shouldn’t have the capacity to control each and every single message the government spreads out. Surely, the President cannot have capacity to follow Hon. Frank Tumbewaze or Uganda Media Centre Chairman Ofwono Opondo’s remarks on the matters. As much as the President cannot have the time or the ability to understand the different events that occur in the Republic.

This here proves that President Museveni only trust himself and no-one else, all his vision has to be spread and people have to believe him. President Museveni wants to control it all and not give way, it is all him and his behavior. Not like Museveni wants to trust anyone. They are only around for Presidential Handshake’s and Brown Envelopes, that is because they follow his system. They know if they stay around and needs it, he will help them out and also create needed jobs for the closest associates.

President Museveni proves with this what we have known for long, that the institutions and the ministries is shell-organizations for the supposed operations of the state. Museveni has to be informed and engaged before actions happens. If it doesn’t happen that way, it is the wrong way and his feels betrayed by his own. Therefore, the ones that falls stopped informing and being independent of their master. Which is Museveni, who feels he is more important than the institutions. Museveni thinks he is the pillar of the State and the key to all the works of the State.

That is why the newest order of controlling information and the flow of information to the public, the enforcement of this proves the systematic control that he has from the Okello House. This proves how belittling the state is and how important the President thinks of himself. The way the State is now his playground and no-one else can play like he do. Peace.

As you see Mr. Museveni, the Executive, the man who have run Uganda since 1986 have yet again spoken his words on democratic behavior and activities as Uganda is his playground and non-other can act or play there. That is what he is saying. President Museveni is the only one who has a saying in Uganda. In a republic of Uganda that got estimated 39 Million citizens. In my view President Museveni is not acting as an Executive, but as a gangster. Let me explain that later.

We know that he is the only man of that 39 Million with a vision. He proves that again with saying that protest against him is futile and uncanny. Also as the news today that the 6 persons chaining themselves in the streets of Kampala. So for setting themselves in chains in the recent days seemed to be a criminal act and now sent to Luzira Prison as common criminals. Somewhere is President Museveni and so proud. Don Musveni in action!

He must be proud of the revelation of the audacity of the Police yesterday shooting live bullets at the future of Uganda at the established and well-thought of University of Makerere. Where the students we’re demonstrating because of sudden hiking of tuition fees. So the Anti-Riot Police and their mambas entered campus and created havoc. As we have seen in the recent months. No dialogue or trying to negotiate, you go in with weapons and kills to shut down opposition. Don Museveni prefers once in a mock execution to set the standard and get the oppostion in line with the message. If they continue then he will bring vendetta to them.

That is also the words of their leader, the Executive. Its playground and his rules, nobody else then President Museveni is right to play. He is the kingpin, the kingmaker, the Grand Puba, the chief and commander that are righteous to stage any kind of action in his playground.  

And then the fellow and opposition Dr. Kizza Besigye trying to act on his playground, and have the audacity to say that President Museveni is not the righteous kingpin is a violation of the ruling regime. Nobody can question the Executive on his playground. Museveni initially saying that the FDC are foolish! FDC should not act upon the NRM-Regime. If they still do then they knew that by his words, they would face the guns and ammunition and get taken away.

President Museveni is not only like a bush-war general, he is now acting like a gangster. First the government is acting with guns and gangs where open aggression against its people without court. It is decisions taken in mysterious and devious ways, the same ways as the NRM-Regime is only accountable to themselves and not the public. The Racketeering is solving the democratic insufficiency in the country by the guns and gangs installed by the NRM and the Kingpin, the Don Museveni on the top. That is by that Racket he controls and the Playground he doesn’t care about the victory was maybe even meant for somebody else, as his guns controls through his gang UPF and UPDF. They follow the Don and his rules.

Mzee is a gangster, not a statesmen and not a parliamentarian as the rules only applies when it not comes against him. The laws and regulates towards everybody else of the 39 million of the country, as his racket can break down any opposition and use weapons though all the gangs he has made. The intelligence and spokespersons is just to have a façade and look legit. While the tax-payers, bank of Uganda, budget deficit and other issues is because of the price of keeping up the racket and continue with the racketeering.

That is why the troubling concern with the people who have understood that the Ruling Party and the Don Museveni is not really a civil servant, but a gangster. That is what really Dr. Kizza Besigye understood in 1999 wrote this in a letter to the NRM when he left.

Besigye could easilly see what kind gangster he was:  

“The Movement caucus acted very much like an organ of a ruling party. All ministers (except Paul Ssemogerere who later resigned from government) were members. The hand-picked group, and the Movement caucus after it, both undermined the principles of the Movement and the law. The Constituent Assembly was negatively influenced by executive appointments. In the middle of the CA proceedings, a cabinet reshuffle saw Speciosa Kazibwe elevated to the vice presidency, Kintu Musoke to premier and several other delegates appointed to ministerial posts. Many others were appointed to be directors of parastatal companies. It is my opinion that after these actions, some CA delegates took positions believed to attract the favourable attention of the executive” (Dr. Kizza Besigye, Letter in 1999).

The Don Museveni had handpicked the members and the caucuses that fitted the ruling party and the executive, himself and the people he could trust. They would all be in favor of him as he gives those positions and therefore naturally get loyalty, as a Don needs loyal men in his gang to control his racket. If that means making programs that his handpicked elite and cronies can eat from if it is GAVI-Funds, Operation Wealth Creation (OWC), SACCO’s, Youth Livelihood Program (YLP) or the 10 Point Program. These programs get international organization and donor countries positive for dazzling monies to the regime. The Don skims that on the top buy airplane, cars, cows, businesses and land for himself. The Don also makes sure the rest of his family owns businesses and land so they can live in wealth; as they all should live comfortable because of his racket.

The Gangster who orders his gangs and set-up minor groups controlled by family-members and his closes associates that he can trust. Like the clearest example the UPDF Special Force Command or the Flying Squad that is under the Caporegime of Brigadier Muhoozi for instance. Or the newest of his gangs called the Uganda Police Force National Youth Crime Preventers Forum (NCPF) run by caporegime of Blaise Kamugisha the former head of the NRM chapter of Makerere. Another caporegime is Gen. Katumba Wamala who runs the UPDF for his Don. Not to forget the Capo for the Uganda Police Force IGP Kale Kayihura. All of these are just small pieces of the whole position in the racket of the Don Museveni!

That is why his racket answers with violence if it doesn’t work his way and why he has looted the DRC for own gains, why he has tried to get other bosses and Dons around him. So he can have loyal support from Rwanda, Burundi, Democratic Republic of Congo and also in Kenya, where he supports President Kenyatta, he didn’t “install” President Nkurunziza, but he helps him when he can. He does the same thing with the President Kiir of South Sudan, henceforth part of his racket was there for months without a mandate to secure that his fellow Don was in good hands, also during the last-period of the pre-election period Sudanese troops was to secure the safety for securing the continuation of the racket and the underbosses in the departments and the caporegimes all over the Ugandan nations.

Because the Kasese and Bundibugyo have dined the racket and taken in other political parties and shunned the NRM-Mob, the Don Museveni therefore his Capo’s got sent to clear away the people playing in his playground as the gangster he is, he had to answer with violence against the once taking away the his ground and area, which belongs the Don and nobody else. If they try then they deserve to be hit and violent takeover if necessary to prove that it belongs to the NRM.

That is why the Don has decided to do this:

“UPDF has today launched a two months operation dubbed Operation Usalama Rwenzori to hunt killers” (O6.04.2016).

Capos and Underbosses might not deliver to the Don, therefore when the orders are not followed or the creeds he has written to them. When they don’t do what he says or get to ambitious then the get rid of them. Not just sack you, but put you into oblivion until they get back and his ring; if they don’t then they are stifled or put on close monitoring by ones of his capos as gangs take them in now and.  If he sees threats and worries then he takes them out like he has done with enemies in his past.

There is people who works hard as they are members and working for the NRM. But they are not yet made or trusted. So it takes a confirmed from a consigliere or a capo to be put in well-made position. As the Capos/Generals decide the faith of the members who is just associates until they are inside the elite and in the NRC CEC and inner-circle of the NRM Mafia to be trusted with the information and creeds from the Don Museveni. As he has trust issues and likes that the youth struggle to get jobs as he prefers to eat alone. The NRM Members who is not yet made, have to cugine and deliver to prove to administration and CEC that they are worthy of a better position and get jobs in the racket. If a cugine sees the possibility the member does what he can to give tribute the closest caporegime or the nearest wiseguy to be made and be a gangster like the Don.

That is why the Capos and soldiers take down the journalist and media. The reason behind that is that he is a Don. Where he are calling them enemies of the state and of him, that is something he does as a Don. Call the State Organs to fix the issues and get them to be mouthpieces to control the messages that is spread in the newspapers and TV channels. The ones that speak out of term are speaking of violence against him. That violent is in his mind as nobody can play in his playground or be able to run anything in his area. The Don is the only can run it. Don Museveni the Don of Uganda and the Godfather of Uganda. Peace.

The Dream of a Public TV-Debate between top three Presidential Candidates in Uganda

There is a dream of TV-Debate between the three main candidates in Uganda: the NRM with Museveni, the Go-Forward Amama Mbabazi and the FDC Dr. Kizza Besigye! So what will that be, it should be sent on NBS, NTV and WBS at the same time. So that nobody can watch dubbed South American TV-shows for those who don’t care about the politics or elections.

I can’t expect the now gone away Maureen Faith Kyala or Joseph Mabirizi being a part of this. The same with Gen. Benon Biraaro or Abed Bwanika and Professor Bayramureeba; I am sure some people wont to see this candidates to! But, we know that they don’t have the suction yet to be viable combined with the trio who are really fighting to become the President. Even if the Electoral Commission (Now the Independent Electoral Commission), surely will work towards another term for the Yoweri Kaguta Museveni and his NRM! Still, would be fun to have him on the spot together with his arch-nemesis Besigye and new enemy Amama Mbabazi!

Why I discuss it:

“President Yoweri Museveni, also NRM flag bearer, says “he is ready to take on any of his fellow 2016 presidential candidates in a public debate” (…)”While addressing a press conference early Monday in Gulu at the State Lodge, Museveni said: “If Besigye or any other candidate wants to debate with me, I am ready. I don’t move without my mouth or brain…” (…)”The president’s comments today come days after Forum for Democratic Change (FDC) presidential candidate Dr. Kizza Besigye challenged him to a debate ‘to discuss issues affecting Ugandans’” (…)”Besigye became the second candidate to dare the president to a live televised debate after Venansius Baryamureeba” (NBS TV, 23.11.2015).

Though the Professor Barya we’re first touched it and Dr. Besigye we’re second. And then the President answered them. It’s a reason why he didn’t answer the Professor, he doesn’t see he as threat. That he do by Dr. Besigye. So that he sent shots and questioned in the public with other candidates. That is something new, because the NRM-Regime can’t control it or really stare the conversation, they can’t rule it. They can’t script it all. Neither can the other candidates. If it will happen there will be banter and change, even if they set certain terms for the discussion and the general debate between them.

Then the candidates can recharge their words they will stay in memory. Certain facts will be tested. The numbers they drop to each other will be discussed like they also are on the manifestos and speeches. The difference with speeches in campaigns is that the candidate can write it himself and conduct it himself. He will say his own words on the debate, but the forum and space will be different. It’s a place where you need your tongue check and in order. If you don’t do it well you will be political daft or naked by your own words. You can be praised if you have said and conducted yourself accordingly. That is an reaction that you can’t script in anyway, but they have to mobilize and anticipate accordingly to the debate. That will show if the politicians actually has any substance or is just some hot air.

The things that can be good about a debate is if the candidate really get tested. Touched and emotional and loses his cool. Even if many debates can end up in stale boring sadness, because none of candidates actually say something meaningful about the subjects at hand. Since there haven’t been in ages or ever been a presidential candidates debate there would be a breath of fresh air to the citizens. Might even see Mzee out of his comfort-zone! That is something that would be good. I think even Amama Mbabazi could be fired up. Dr. Kizza Besigye has been attacked so much that him I am sure would keep his composure in the debate.

On security:

Museveni: “I and the NRM has ensured, secured and made this country safe, nobody except NRM and my government can keep UPDF under control. Then me and the NRM”.

Mbabazi: “You say you have kept the country safe, but not paid the veterans or made people safe, is that why you have hired crime preventers?”

Besigye: “There isn’t just one man who can control the UPDF; the people, the Government, the Parliament can hold the army under control!”

This is a segment we will show more time later in the debate! (the crowd clapping).

Museveni: “I am revolutionary differs from Obote and Amin, we have given the freedom of the media, look at the Vision, the Monitors, the radios, they can speak their mind, unless it creates problems, they should not speak to much then they create problems for the country”

Mbabazi: “I will address that the media get more funding from the my new government, get digital and fresh new visions, not the secured media of the NRM that have secured in the past”

Besigye: “The media should be total free and not kept under surveillance from the NRM-Junta. There is too much Musveni-Media where his own propaganda get spread instead of the truth!”

“What are your thoughts on the balloting and election reforms? Are they ensuring the people of free and fair elections in Uganda?”

On Elections:

Museveni: “We have re-introduced free and fair elections, an independent Electoral Commission, that have delivered more than before 1986 when the government had fraudulent elections. If you see somebody who rigs the elections take it to the police and their will take care of it”.

Mbabazi: “After you have voted and not sure if the polls will matter and get the correct result. Ensure to stay at the polling station until they finish. So that the Election Officers can’t fix it! Don’t  leave!”

Besigye: “We need a new Electoral Commission, now it is a Museveni-Commission. The culture is to rig for the NRM-Junta. There isn’t a way that this entity will give the will of the people. Until we reform it and change it, we will see that the will of the Ugandans will happen”.

Museveni: “The police are ensuring and securing the people, my people all of Ugandans which the revolutionary force that I have made since the 1980s. Obote or Amin never had the safety and security as the police is doing now. The police only acts, acts upon those forces in Uganda who works against the government, like ADF and LRA”

Mbabazi: “the Police under me and Go-Forward will be police for the Ugandans. The Police will not stop public gatherings and meetings. They will be going against criminals and fight corruption, will make a new commission to fight corrupt much better”

Besigye: “The Police needs reforms. They are not for the Ugandans, if not the Ugandans means the NRM and Museveni. They are a unit and ensure the regime to crackdown on anybody, anybody who speaks against them or acts towards them. We need a police reform that ensure that the IGP, DPP and Courts are independent and not loyal to Museveni, but according to laws to ensure safety for Ugandans”.

Museveni: “We fought against sectarianism; we the NRM are a Pan-African Movement. We Move-Forward. We fight to liberate and have liberated Uganda and Ugandans. In the same way we will fight these guerillas, guerillas [who] will destroy the NRM and Uganda. We will continue to fight the LRA, the Al-Shabab and other force together with other African armies to secure Uganda and the movement”

Mbabazi: “We will continue to fight together with African Union in AMISOM and continue to have forces in C.A.R. to fight LRA. We in Go-Forward will re-evaluate the police to civic protection, not to fight Ugandans as they do now. The Armed forces will get better housing and better salaries”

Besigye: “We have to change the UPDF from a mercenary force which it has been in South Sudan, been hired to fight in C.A.R. but I will still continue to have forces in Somalia as part of the struggle of our fellow comrades in Somalia. But the NRM-Junta and have kept the UPDF to have seats in Parliament, that is something I will change!”

On the Economy:

Museveni: “We the NRM will continue to build a secure economy as we have done since 1980s. The NRM has built stability and we will over the next term, create a industrial economy, there will be more towns turned into city status, more villages turned into industrial towns, we will stop land grabbing and secure the development. We will focus on agriculture and cash-crops like coffee and tea. I myself as a farmer, a farmer knows the importance of cows and I got rich of agriculture myself! That is wealth creation which Ugandans can do himself. Parts of wealth creation that ensure our YOUTHS! Our Ugandan people we also will strengthen the NAADS and SACCO’s to assure that districts and counties get funding for their and our agricultural projects, agricultural projects who will ensure the Ugandan people and grow our economy”.

Mbabazi: “We will establish more of our economy to support our famers. Farmers are the main workforce. We will move forward to support our farmers. We will support growth with the cooperatives and ensure that districts get silos, follow up budget by the Mputo Declaration. That they get silos in every district and cheap fertilizers! Get more education on cash-crops and learn about more effective methods to earn more on their farm. We Go-Forward! ”

Besigye: ““This will be in recognition of the pivotal role of the Agricultural Sector in economic growth and development given the fact that the sector employs 70 percent of Uganda’s labour force.  We boast that the backbone of our economy is agriculture yet the budget allocation is small, something that has curtailed the growth of the sector and poverty fight among the farmers. Once voted into power I will increase the budget allocation to agriculture to 15% Time to revive ourself from the NRM-theives”.

Afterthought:

Like this I could have continued. Don’t you think it would be interesting! What do you think? It would be special with a TV-Debate between three Presidential Candidates. Who can address the public on TV and can’t make switches and changes to their statements and can’t retract quotes. Their banter will stay and they can’t stop the filming and their mouths from blabbering! That can be beautiful. Peace.

Whenever I come to Kasese, I enjoy and sleep like a young child. Thank you for giving me a second home.
Thank u for the support you have given me as a person and the party in general.
I also want to thank you for giving leadership to the struggle. Joining FDC is joining the struggle. And joining the struggle is a sacrifice in itself. Not for you as a person alone but also your family.
They are denied scholarships, tenders, NAADS because they are related to you.
Some families have broken up because of this struggle. In fact NRM uses it convince your family that they would get govt services if you were not in FDC.

I know of an old man in Rukungiri who has sons in police. These sons attacked him that they have failed to get promotions because he is an FDC leader.

You encourage me.

I want to tell you what NRM is.
If you are competing with your opponent in a football match, you must study your opponents and their tactics.

Fortunately I am one of those who built NRM. I know what it is.

NRM is not a political party as FDC. It started as an Armed Organisation. It had the political wing and the military wing.

Power in the country was captured by the NRA the military wing which handed it over power to Political Wing NRM.

NRM turned into the state.
NRA became the national army
NRC became the parliament of Uganda. At the time it had 38 members where I was of it’s members. The Chairman of NRC Museveni became the speaker of Parliament and at the same time the President.
Because he was busy, it was the Vice Chairman Haji Kigongo who would act as Speaker of parliament. Some times it would sit as parliament and at other times it would sit as NRM organ. From 1986-2006.
It’s other structures became state structures eg the RC (1-5) which became LC.

We had District Administrators of NRM SDA. When we took over power they became DIstrict Administrators. In 1995 the name changed to RDCs.
The NRM secretariat became a national organ.
The NRM school of political science became National Leadership Institute.

The NRM intelligence organs the External and Internal became ISO, ESO and Military Intelligence. They all became state organs.

There were organs the NRM didn’t have in the bush like the police. All these years they have made sure they turn them into NRM organs. Like unce Museveni said Kayihura is a great NRM cadre.

By nature M7 fears elections. When I came out in 2001, he panicked. NRM is a political system according to the constitution.
So whoever wants to contest, comes as an individual. When I came out, he said it can’t be. He called the NRM organ and declare him the NRM candidate. This exposed NRM as a party and not a system as they wanted the world to think.
We went to the Constitutional Court and the judges rules that NRM is not a system but a party hence opening up space for political parties in 2005

We started parties but the Movement state was not dismantled. Actually like the LCI has never been competed for.
The challenge we have is that we are competing against the NRM State.

For 20yrs there was no formal opposition against the NRM. That is why corruption became the centre stage. Hence public services like education, health, infrastructure etc callapsed. Because of this, NRM became unpopular.

Therefore when I came out and challenged this system and said you are dishonest. We promised to give Ugandans three things namely;
To give Uganda a new constitution
Put in place systems
Organise election.
There was betrayal of Ugandans.

We disagreed with Museveni in 1989 when I told him that we should do what we set out to do.
In 1990 he fired me from his govt and sent me back to the army.

In 1999, I wrote a document outlining what was not going well in the movement. He refused to discussion my paper up to today.

We are struggling against the NRM State. We have a disgruntled population that wants this state out. That support has been huge all over the country.

This support has failed to achieve our goal because the NRM State manipulates elections.
In 2011, Museveni picked 2 Trillion without the approval of Parliament. After the elections inflation went above 30%. Fuel prices went to near 10,000/= and sugar the same price.

They have been able to rig because the NRM controls all the state institution.
The Supreme Court Judges agreed that the elections were not free and fair except that these judges didn’t know how to use these facts.

So our support is not questioned. Gen. Sejusa confirmed this when he said that we actually won by 69% in 2006. This statement has never been challenged by NRM.

Since 2009, Our task has been structural reforms. Parliament said they didn’t have time. That It was too late.
We didn’t go to court in 2011 coz we realized that the problems we have are political and not legal.

In 2014, Ugandans met at African Hotel and came up with the Citizen Compact which was signed by Political Parties, CSO and individuals.
We all resolved that we should not go to the next election without reforms.

Museveni is actually the Speaker of Parliament because when there is a serious matter, he calls the NRM Caucus which he chairs and what he wants he what is actually that is approved by Parliament.

Last week, these reforms were rejected by Parliament unfortunately including some of our people. We don’t know if they don’t know what we want or they are working with the dictator!

Our people fear to deal with the tough situation and do the tough work. In 2001 I told my colleagues that Museveni was not going if we don’t chase him, they thought he was only seeking his last term. At the end of the day, he changed the constitution and he is still around.

When he was changing the term limits, if we had tough people, he wouldn’t have it. MPs ate 5M and changed the constitution.
This time around MPs were given 110M which even some of our MPs took. The Electoral Reforms were thrown out.

I came to this Election for TWO reason.
To galvanize our support. Actually many of our people were especially in the East and the North, had started looking at JPAM. I believe I can help galvanize this support.

I still think we should put up a fight for Electoral Reforms. Happily we have support from the International Community. You recently heard the EU asking govt to give genuine reform. The same was echoed by President Obama in Adisa baba.
Some of our leaders are fronting the NRM argument that there is no time for reforms.
The Time table is not influenced by the law but by the politics. In 1985 there was supposed to be an election but the politics changed.

My task is to boost our support, fight for reforms and prepare for election.
We are NOT for a BOYCOTT .

If you give me the flag, I will go and ask the Captain for Yellow to drop the whistle.
Our colleagues are saying they can go to the election as they are without reforms. If so, what forces the dictator to give you reform. It’s like taking your neck to the slaughter house.

This has been the Struggle I stand for.

This struggle is about the 84% unemployed youth.
This struggle is about the 19 dying mothers daily.
This struggle is about the kids dying before their birth day.
This struggle is about the poverty of our people.

This election is a matter of life and death.

The NRM is at it’s weakest. It has attacks from JPAM, Prof. Bukenya, Gen. Sejusa. By the time we meet them, they will be at their weakest hence easy to defeat.

My colleagues are talking about building structures.
I cut my first term as party president short in order to build structures except that in a dictatorship, you can’t have strong structures, he keep buying them.

Since 2006, FDC has been the Leaders of Opposition in Parliament. How would that be possible if we didn’t have structures?
Those structures we built with our own efforts. But this time around, the party got 1.1 billions.
But structures should not be the main issue for this particular election.

Our Team decided that when they pour mad on us, we get water and clean.

Moses took the Children of Israel from Egypt and crossed the Red Sea to where Joshua found them.
In our case, we are still in Egypt and the Pharaoh is still Alive. So Joshua should wait for Moses to cross the Children of Israel from Egypt.
