Opinion: Attorney General Kiryowa Kiwanuka must think we are stupid…

The Government of Uganda does not run any safe houses or ungazetted detention areas. It does not, and when we come back tomorrow, we shall share with you a report from Parliament where they went around all these places, which were alleged to be safe houses and they found they were none. If this happens, then that is a person acting on frolic of their own, and it is not a position of the government of Uganda” – Attorney General Kiryowa Kiwanuka (09.11.2022).

Some days you are amazed. Some days you are flabbergasted and outraged, but not surprised. The Attorney General Kiryowa Kiwanuka has a gift for lying. At a recent a recent meeting of the United Nations Committee Against Torture, the AG uttered these words and some more. Which is just the true definition of lying. He must know it and it should haunt him.

Because, by saying these lies. His just another merchant and a man who allows this to happen on his watch. The AG is content with the arbitrary arrests, kidnappings, torture and injustice served on civilians across the Republic. The AG can act like it never happen and isn’t existing, but we know better. We see the missing people, hear about the tortured people returned and the deposed bodies of activists or opposition leaders; which has occurred on the regular. Therefore, the lies is only showing that the AG is complicit and happy to be a part of regime.

We can assure the committee here that the government of Uganda does not condone the acts of torture. It frowns upon it and we do prosecute those that have been alleged to have been committing these offences” – Attorney General Kiryowa Kiwanuka (09.11.2022).

It is like the AG have forgotten about these reports alone. One from the former leader of ISO and the other the previous Minister of Security, late Gen. Tumwine. These told stories and we know it’s legit. The Safe-House are existing, the authorities are torturing and kidnapping civilians and this is happening on a semi-regular basis. That’s why these places or areas exists

This is why I just show these, I could have taken pieces from recent court cases of the recent years. Where the victims and innocent civilians has been violated by the state. They have been tortured and kept incommunicado. That’s why we know its happening and the AG cannot just act like it isn’t the modus operandi of the government.

At that point, Kaka, then Director General of the Internal Security Organization, who owned islands, Lwamayiba, Ssemuganja and land on Funve and Bunyama Island found it wise to use Lwamayiba as a detention center. Several temporary structures were erected at Lwamayiba, soldiers taken as the place turned into a detention center. “While there, you cannot leave since there are no boats that are used for transport. Soldiers there determine whether you are under rehabilitation or punishment,” one of the victims of the harassment says. The area according to a one Musa, the LC1 Chairperson of Lwamayiba landing site, on Kaka’s detention center was not enough prompting the forwarding of some suspects and officers to Panorama cottages, a facility situated on Kalangala’s main Island, owned by Col Kaka” (Entebbe Post – ‘Col Kaka’s Panorama Cottages turns into a Safe House’ 13.08.2020).

General Tumwine informed the committee that Uganda had safe houses and noted that safe houses were secure places used for intelligence work. He further said that all intelligence and security agencies world over operate safe houses and that the running of safe houses was not peculiar to Uganda but a worldwide intelligence practice” (Parliament Watch – ‘The State of Safe Houses in Uganda’ 05.11.2021).

We also know that the safe-houses haven’t been investigated. Some MPs was blocked from entering and investigating the premises. The then Minister of Security Gen. Tumwine didn’t allow the MPs to enter. We also know the current Minister of Security Maj. Gen. Muhwezi is claiming there is no safe-houses. However, we know that his lying too. Because, would Gen. Tumwine address it like this a year before?

Just like the state lied about the closure of Nalufenya. You can expect further places in operation and in use. Not only the ones on Lake Victoria, but other places too. There are safe-houses who is in operation and are used for the benefit of the state. That is the gist of things.

We know now that the AG is willing to drop the big lie. He is willing to tarnish his name and reputation to serve the impunity and injustice of the state. His not a man of honour or integrity. The AG is just a merchant of injustice. Peace.

A brief look into the Committee on Human Rights Report on Human Rights Violations in the Country from January 2020 to date

Today I will look into the Parliamentary report named: “REPORT OF THE COMMITTEE ON HUMAN RIGHTS ON THE STATE OF HUMAN RIGHTS AND HUMAN RIGHTS VIOLATIONS IN THE COUNTRY, PARLIAMENT OF UGANDA, FROM JANUARY 2020 TO-DATE” which is dated in July 2022 and received by the Clerk of the Parliament during August 2022. This report is important, as we know the usage of the authorities against dissidents, activists and others during the campaigns and after it too. So, that should be reflected in the report.

I will take out the quotes and statements, which is showing the true character of the oppression and how the state operates. It would be shocking if there wasn’t some sinister actions reported or information about. The news about these acts and the common knowledge of it should be mirrored here.

The report is bluntly very long and could be taken into plenty of pieces. As there are enough pain and suffering to speak about. I am only taking a little part of the greater picture. Just to show what sort of things the state does to the citizens during the election period. Because, focusing on to big parts it will be becoming erratic. There are so many stakeholders who supplemented the Report as well.

So there could be taken out so much material. However, here is just a small fragment and it still prints a bleak picture. I believe this is only the top of the ice-berg and we don’t know what is underneath the surface. The state would never release the whole picture, but only the cliff-notes. That is obvious here….

A brief overview of human rights violations:

It starts with: “the highest number of complaints reported to UHRC was torture or cruel, inhuman or degrading treatment or punishment (443), followed by deprivation of personal liberty/detention beyond 48 hours (378)” (…) “The Commission reported to the Committee that some of the law enforcement or security agencies wear civilian clothes, sometimes with their faces covered

in masks, while those in uniforms lack name tags. The identification of perpetrators is further compounded when there are joint operations by the Uganda Police Force, UPDF, CMI and ISO” (…) “The Committee notes that there was arbitrary deprivation of the right to liberty because of wrongful procedure of airest by Police and security agencies. Most suspects were held incommunicado and were not informed of the cases against them” (…) “The Committee noted that UHRC reported 90 cases of alleged deprivation of the right to life. However, the report did not contain any additional information on how each case was handled and the status of said the cases” (Report, July 2022).

Abductions during campaign season:

The Committee was informed that between the months of January 2020 and March 2021, the Uganda Human Rights Commission received 65 complaints of alleged disappearances of persons in the districts of Kyotera, Mukono, Kampala, Wakiso, Mpigi, Pallisa, Bundibugyo and Mityana” (…) “Some of the released persons allege to have been freed from the Special Investigations Unit in Kireka, Wakiso district while others contend they were produced in court and remanded to Kitalya Prison” (Report, July 2022).

HURIPEC reported that from the start of the official presidential and parliamentary election campaigns in November 2O2O, not less than 500 Ugandans were abducted, kidnapped, held in custody without trial or in military facilities and “safe houses”, or killed extra-judicially. HURIPEC

alleged that on November 18 and 191h 2020 alone, it was estimated that over 100 Ugardans were executed on the streets of Kampala in a bid to contain protests that were triggered by the arrest of NUP Party flag bearer Robert Kyagulanyi Ssentamu” (…) “They further claimed that while a few of the citizens arrested in this onslaught were arraigned before courts of law, an unknown number were found dumped in jungles and other remote places; often in poor health, bearing torture marks. Some women reported to have been sexually violated- These acts have gone hand in hand with a growing practice of trying Ugandan citizens in military tribunals. HURIPEC expres concern that this is against the letter and spirit of Uganda s constitution” (Report, July 2022)

Rt Hon. Speaker, UJA reported to the Committee that several journalists were injured by security during the course of their work; covering the 2021 elections. A survey conducted by UJA, for the period November 2nd 2020 and May 12th 2021, they recorded violations of rights for over 50 journalists in form of physical attacks, confiscation of work tools, vandalism, tear gas and

pepper sprays, unwarranted arrests, detention and intimidation by the security forces and private citizens” (Report, July 2022).

Violations of the LDUs:

Local Defence Unit (LDUS) personnel were reported to have used excessive force, including beatings and extortion of money from Boda boda riders, food vendors and taxi drivers in Kampala, Wakiso, Entebbe and Jinja purportedly to enforce Presidential Guidelines for the prevention of COVID-19 in 2020 and 2021” (Report, July 2022).

This is grim, but sadly not shattering. We have heard and read similar before… it is sinister that a state can act like this and only show a little of it. They are drip-dropping about it, but never revealing the whole picture. That’s why we know… that there is so much more to it all and so many more cases, which has never been told. This is the real trick of it all.

No one should have gone through this, but there are plenty of more that never gets into print. Peace.

Opinion: Museveni has nothing to give the striking teachers…

We have provided a position as government and pledged to competitively remunerate workers guided by a science-led strategy. This does not mean we have forgotten others, but we are choosing to prioritise the few and others can come later. We must finish one problem at a time. The Arts teachers insist that we should use the available resources to improve salaries across the board, whilst this is possible, it does not solve the salary issue. It is okumemerera (sprinkling), where everyone will get a little and then next year everyone strikes. We have a strategy and no one should disrupt us. We are aware of the issues and we are committed to handling them. Therefore, my advice to the teachers is that they should go back and teach. “Therefore, my advice to the teachers is that they should go back and teach.”-President Museveni” (Yoweri Kaguta Museveni, 04.07.2022).

For a man sitting in wealth and riches like the Head of State, the President of the ages and been the Commander-In-Chief since 1986. He surely don’t understand the plights of other people or with age his not concerned with it. His only talking and guiding people, but never listening or digesting the information brought to his table. No, that is for the bureaucracy and technocrats to figure out.

The mind of the old man is settled and he will never let go of any sort of conviction he already got. Even if it bonkers and wrong. Heck, this will not amount to anything and is despicable. It just proves the hypocrisy. Because, where his residing and ruling from there is endless of supplementary budgets, confidential expenditure and whatnot, which is money that is at his disposal at any given time. The President haven’t any need to worry or be afraid to get broke. He can just hire a truck to the Reserves of Bank of Uganda and get whatever he deems fit. If it is the foreign exchange or whatnot. It is just his bank to toy around with…

When you have that in mind. It shows how the old man thinks and can direct people to work. He believes that everyone is just his servants. That the teachers, lectures and everyone else employed by the state should follow his every whim. He clearly doesn’t value the industrial action or the Unions actions to fight for justified salaries or terms, which is what an Union is supposed to do.

The President just wants to silence them and make the membership of Unions pointless. As everyone is just to believe in his plans. While his living one millions of shillings per day. His advisors are paid like no tomorrow. The MPs have gotten a huge pay-cut and the cronies are living in bountiful existence. Meanwhile, the civil servants and the public service of the state is lingering in uncertainty. As their salaries are stagnate, but the prices of basic goods or food are going up.

Surely, the President isn’t only eating cassava. He can take a plane, helicopter and eat whatever he wants. The same with the rest of his court. They can fly away for treatment and import all sorts of luxurious items. If not… they can get the state to bail them out or pay for the expenditure on a future budget. Because, that is what he does…

However, the teachers and the lectures who isn’t part of the new payment scheme. They aren’t of that tribe. Hell, they are bound for failing and incapacitation or sorts. While the gentlemen and the anointed ones are heaven bound. They are already at the pearly gates and awaiting sermons of Jesus. While the others hope to get a peace of meat to barbecue in hell. However, the devil got nothing to spare, except more pain and suffering.

Museveni in some terms has nothing to offer or give. That’s because he don’t care and his not living in the plight or the same league. His been far above it and haven’t felt it for decades. He is the ancient monarch and emperor who see everyone as his subject. They are just bound by his words and they should just listen. If they don’t… then they deserve to die or starve. Because, they should know better. That’s how this is looking and it’s of no good.

The President has forgotten his role and speaks of a strategy that shouldn’t be altered. However, who said that was a righteous one or a justified one? Why should the State House and the MPs get a rise? Why should the science teachers get it and not the rest? Who is he to judge that?

He should know better, but he cannot stop fooling himself, as the tyrant he is. Directing and guiding his subjects. He wants them poor and begging for his audience. That’s who he is and how he operates.

A man who cannot see or do anything wrong. However, we all can see it, but his delusion is whole character and he cannot run away from it now. Peace.

Opinion: Makerere University VC is as rogue as it gets…

If you thought someone would open the doors or show any sort of liberty. Don’t ever, ever expect that from the Vice-Chancellor of Makerere University Barnabas Nawangwe. The Guild President elections shouldn’t have direct interference from the leadership of MUK. However, in the instance of this year’s election. The VC is involving himself and ensuring a fixed result before the polls.

He has called the National Unity Platform (NUP) aspirants for “indiscipline” and has suspended them. You just know why, because the VC is bleeding yellow, and his mind is corrected by the movement. He is partisan and isn’t even concealing it.

The National Resistance Movement (NRM) just proves the point that they cannot win in a fair fight or election. When the VC and operatives of the state must act with vicious interference and tarnishing an institution. Just so a brother or a sister can get the title. Secondly, it just shows how far the Makerere has fallen from the renegade and the bastion of free speech. As you just supposed to nod along and be a servant of the state.

Because the VC is just a client of the state and a puppet. He cannot even think straight on his own and has to be directed. The VC don’t have the character or the mind capacity to think of the consequences of this. It is a short-sighted attempt of appeasing the regime and their connected officials. However, that will not serve him well in the long run.

We are just seeing what sort of shady character he is. A puppet and a voice of the Movement. Not a man of the people or respecting the institution itself. The VC is just digging his own grave. Because sooner or later the partisanship will lose value. It is not like he can prove the “indiscipline” and it’s only a temporary measure.

The VC should know all of this, but even if he is nearly the head of the educational institution. Don’t expect him to be so bright or understand the long-term consequences of this. Yes, he gets a NRM loyalist elected to the guild. Not on the merits or within the qualifications of the title. No, his there because he wears the right insignia and praises the same overlord.

When that gravy-train has stopped. We can rest assure that the likes of the VC will feel threatened. Since he don’t have the masters or the culprits to support his partisan mission. He isn’t here to make the campus or the university more peaceful. No, his there to serve the purpose of the regime.

This VC isn’t a free thinker or an academic who can hold his own. No, his a just a court jester wanting for the next circus to arrive in town. That’s the sort of fella he is and it’s tragic. The VC is singlehandedly tarnishing the name of Makerere, and it deserves better. However, we cannot expect much when the likes of the VC is reigning supreme. Peace.

Uganda National Teachers’ Union (UNATU): Announcement from Uganda National Teachers’ Union (27.06.2022)

Uganda: FEWS NET projected food security levels as stressed in the Greater Northern Region and a crisis in Karamoja

Staple food prices have continued to increase in recent months and are higher than prices recorded last year and five-year average levels across most of Uganda. Prices of staple sorghum and maize are now significantly above average in several key reference markets across the country. In Karamoja, terms of trade for sorghum against firewood, charcoal, and goats are below average and worse than last year, significantly restricting food access for poor households. After the first season bimodal harvest in June/July, food prices are expected to decline but are now expected to remain above average given expectations for below-average production, increased net exports, and impacts of the war in Ukraine on global supply chains and prices” (FEWS NET, 06.05.2022).

The Cassava Republic is getting hit hard by not only the rising commodity prices, but the weather. The agricultural production will be slowed down and that will hurt the farmers of the regions in the Northern Uganda and in the Karamoja sub-region. That is very evident and FEWS NET together with the World Food Programme is clearly having an oversight here. This here should worry the state, as it has targeted and had a military operation in Karamoja. Which is not mentioned here, but the burning region of Karamoja isn’t having a better times ahead of it. To the contrary things are only getting worse.

The Cassava Republic is also hit with an impactful war, which is not only hitting the exports of wheat, but in general. That’s why prices of commodities will go up and has gone up over the last year. Things are not getting better there either. Just read the quote below, which is a continuation of the first quote from FEWS NET on the matter.

In general, prices of food and non-food commodities have increased notably since late 2021. The main driving factors include rising transportation costs due to increasing fuel prices, seasonally declining market stocks, and reduced production prospects from the upcoming first season harvest following below average rainfall. More recently, impacts of the Russia-Ukraine crisis have driven further fuel price increases and increased the rate of general inflation of food and non-food commodities, further reducing household purchasing power. In March, retail prices of maize grain and sorghum increased farther above five-year average levels. Retail prices of beans and cassava generally remained below average in March, though prices of beans increased by 9-20 percent across monitored markets from February to March” (FEWS NET, 06.05.2022).

Here is the worrying statement:

However, rising food prices will likely result in some higher selling prices for famers, increasing access to income for those with near average production. For pastoralist households, pasture and water availability is expected to improve in May given the forecast of above-average rainfall. Overall, most households in bimodal areas are expected to access sufficient food and income to meet their essential food and non-food needs, with Minimal (IPC Phase 1) outcomes expected to persist at the area level throughout the projection period. However, given revised expectations for a third consecutive below-average production season as well as rising prices of food and non-food commodities including fuel, Stressed (IPC Phase 2) outcomes are now expected to persist throughout much of northern Uganda for the majority of the projection period. In Karamoja, availability of food and income is expected to remain seasonally limited as the lean season progresses. Given delays in the agricultural season, the lean season is now expected to last through July, longer than usual by about three weeks. During this time, insecurity is likely to continue constraining limiting income-earning, including from livestock production and sales. When schools reopen for the new term in early May, households will likely experience some improved food consumption due to WFP’s food and nutrition programming for school children, including school meals, take-home rations, and supplementary food for households with malnourished children. However, food prices are expected to continue increasing through around June until the harvest from bimodal areas begins to boost market supplies, with an increasing number of poor households likely to face consumption gaps and Crisis (IPC Phase 3) outcomes during this time. Though some seasonal price declines are expected following this, prices are expected to remain above average. For many poor Karamoja households, below-average purchasing power will continue constraining access to food from market purchases. Around August/September, the start of harvesting in Karamoja is expected to support improved access to food from own consumption and income from crop sales and reduce the number of households facing consumption gaps, though Crisis (IPC Phase 3) outcomes are expected to persist at the area level even during the post-harvest period. Overall, widespread Crisis (IPC Phase 3) outcomes are now expected to persist through at least September, with worst-affected households facing Emergency (IPC Phase 4) outcomes” (FEWS NET, 06.04.2022).

We are seeing changes and the next coming months will be impactful to say the least. As the farmers and everyone else will struggle. There will be lack of food and a distress in some parts of the Republic, but it can become really dire in Karamoja. The Karamoja where the army has attacked, burned villages and gone after the citizens. That’s where things are getting worse and where they will have a terrible food insecurity to the levels of crisis. They can possibly get into Emergency, which should worry anyone. This just really speaks of how the state is failing its citizens and things are not getting any better.

The state should act upon this and think of safeguards. Nevertheless, don’t think they will. They rather send more soldiers and have more birthday bashes for Muhoozi. Than being concerned with the lack of food or ability to plough their fields. No, the state is more busy scheming and enterprising for their own. That’s why this sort of news needs to be spread. Because, the citizens of Karamoja and the Greater North will be hurt by this. That is the message from FEWS NET and it should be heard. Peace.

Opinion: Ssemujju Nganda have forgot who owns the county

Hon. Ssemujju Nganda has asked the Prime Minister to find a compound for the First Family so that they can stop packing military trucks in the middle of the road. “We have roads in Kololo but these days when coming to Parliament, there are trucks that seal the roads when the president is having meetings, even the KCCA roads near Nakasero State House. Maybe we should procure a compound for the president because if it’s not……him, it’s the wife or son. I use the banks in Kololo and sometimes I go without money for a whole week.”~Ssemujju” (Parliament Watch, 05.05.2022).

We know this and heard about this for ages. The road-blocks and the “Green Truck Alerts” says it all. That has been heard around the globe. It should be worldwide now. Those pictures of army trucks and road-blocks are now so common that it would be shocking if it didn’t happen.

That the First Family is used to special treatment is also ordinary. The are the epitome of VIP and “High Above”. We know that the President is driving in a huge convoy. The same does his cabinet and all the high ranking officials.

When there is National Resistance Movement (NRM) have a Caucus or moved the Parliament to Kololo the roads have been blocked. Every national event, last 1st May Parade and the Birthday Bash Marathon. The roads was blocked as well. Soon, the state shouldn’t only make a compound for the “High Above” convoy. No, it should build a separate road-network for the “high above” and his huge “entourage” because they are causing traffic problems.

The roads of Kampala wasn’t built for this and neither was the roads around Kololo. There should be done studies and ensure the needs are met. Since, it has become a place of importance. Not only for swearing-in the President every 5 years, but for all sorts of speeches and big ceremonies. That’s why there is a need for a better road congestion and planning. This has certainly never happened by the Ministry of Transport and Works (MoTW), neither the Minister of Kampala or the Kampala Capital City Authority (KCCA). We can rest assure that the state has never ordered Uganda National Roads Authority (UNRA) or City Hall to study it either. Because, the plights of the city dwellers or citizens in the capital doesn’t matter that much. Its more important to have a televised speech, than making the city liveable as that happens.

With this in mind… the President is in his might expected to stop all business and roads in-and-around Kololo or from Central Business District or Nakasero Hill. No, the NRM doesn’t care and they are not concerned of the costs of the road-blocks. Neither are day concerned about the Presidential Convoys or any other High Ranking Official. They are driving like they have no rules, they have police, ambulances, army vehicles, police and everyone else following them. It is like a motorized village hitting the road and only missing a chef or pastry chef ensure the VIP get more than cassava when arriving at the end of destination.

Forum for Democratic Change (FDC) MP Nganda Ssemujju knows the First Family acts like owners and so does their court. The others are just to obey and follow orders. So, he did really challenge them here. He knows that nothing will happen. Just like with every preposition and whatnot to make things work. Because, the state isn’t interested in that, unless there is coins and profits for the first family. That’s just the sad reality of how things are working these days.

The convoys and road-blocks will continue to be an issue. The roads and the traffic jams will be a re-occurrent feature of the nearby area. That is just the price of the flamboyant acts of the President and his inner-circle. Peace.
