The former Assistant Commissioner of Police Sam Omala forgets a vital part. It is tragic to say it, but it is still true. That he was just a cog in the machinery and someone who could be easily transferred or be replaced. There was nothing significant or special about him. He was just another pawn or a soldier, which could be exchanged with someone else. That is what the regime has done and his sacrifices haven’t born him any fruits.

No fruits for his labour or his work. Not like his boss IGP Kale Kayihura has gotten a splendid life after his career. Yes, he gotten off the hook and been able to live well. He got soldiers and people around him to defend his life. However, anyone else is easily disposable. Unless, they were part of the tribe or the NRA founding fathers, which can get plum-job to this day, because they are still breathing.

Omala has forgotten his place and role. He played his part and served what the President ordered. He did what the President and the NRM wanted him to do. They wanted him to stand in the rain or in the sun to suffer. That’s what he did and he served as the officer he was. Just following the chain-in-command and doing his duty.

No other police officer or soldier will get accolades, unless they would suddenly sniff out Kony in Central African Republic or be able to kill the clone of Idi Amin in 2021. However, neither will happen and nobody will get the praises from His Excellency. His the only man with a vision and nobody matters, unless, they are serving his interests.

Omala was useful, but he got old and wasn’t energetic to sleep in a chamber of government. This former officer doesn’t have the character or cruel mind to politicking his way into prominence. That’s why his getting nothing. He did his thing for the system and regime, but the same machine doesn’t care about the nuts or bolts within it. The mechanic only starts to bitch or repair when these parts doesn’t work.

The Uganda Police Force would have quickly either transferred him to an boring outpost in Acholi or be galvanized on the Mount Elgon. Instead, the man became an Assistant Commissioner and had some sort of title to make him matter. However, there will come other like him and they will not be cared about it.

If he slept for 7 days there… good for him. However, there been other officers who spent days and weeks on the gates outside of Besigye’s house. Surely, the guys who stood in the weather and pissing on the road-side feels like they matter too. In 2016, the opposition politician had a wrecking record of house arrest from the polls and it continued after he came back from Luzira and Moroto prisons. Therefore, Omala isn’t that special and could be changed for some other useful officer to serve injustice to the citizens in the service of the H.E and the Fountain of Honour.

Omala needs to chill. His neither a NRA hero or part of the inner-circles of the NRM. His not that special… that might hurt his pride. So, a family member should give him a cookie and a soda. Peace.

Obusinga Bwa Rwenzururu: Press Statement about the Burning of hte Omusinga’s Royal Residence in Kasese Town 28th January 2021 (28.01.2021)

Soon 4 Years since the Kasese Massacre: Some of King Mumbere’s Guards and Officials to be released… [still no real investigation into the matter]

KASESE – The Government is to start releasing subjects and some of the officials of the Obusinga Bwa Rwenzururu who were arrested and jailed following the November 2016 security raid on the cultural institution. During the raid, security forces also picked the Rwenzururu king, Omusinga Charles Wesley Mumbere. Sixteen security operatives and over 100 other subjects died in the incident” (John B. Thawite – ‘Govt to set Rwenzururu suspects free’ 21.11.2020, New Vision).

Since the 26th November 2016 and the Kasese clashes the Obusinga bwa Rwenzururu Charles Wesley Mumbere have been in exile and charged with two counts of murder, which if he had been indicted and on trial for it. The King of the Rwenzururu could get prison for life. However, the King and his men who has been arrested in 2016. Have never gotten justice, neither all the people who died those pivotal days in Kasese and at the Buhikira Royal Place who was burned down as well.

The charge was put on the King on the 28th November 2016. The case against have never been resolved and he has been put in exile ever since. Only allowed one visit to participate in a burial of his mother. Before having to return back to Kampala.

What is also striking about this, there was never any investigation into the murders and the mass-killings, as the Special Force Command and Flying Squad was participating in attacking the Royal Palace in October 2016. Like the state came with official numbers from 2016 was 62 deceased, but these other nunbers 70 identified dead, another 52 unidentified dead and 14 police officers dead. That is near double of what the says, which was 136 killed during the skirmishes.

The claimed they we’re going after the “Kirumiramutima” or “the Strong Hearted” a militia gathering in the area and soldiering up. Working together with the Kingdom. Alas, the reason for the sudden attack on the Palace and killing civilians. This taking lives of the Palace Guards and others in Kasese. However, what is sadly striking… is that this militia have never surfaced before or after the skirmishes of the state. It is seemingly on the state violence and their operation that created the deaths these days 4 years ago.

Still, there have been no investigation or look into the amount of killings. Only a dark and grim day of burring unidentified in a ceremony by clerical persons. Doing it while the army was monitoring the events. Therefore, we know the lives taken was quickly buried and hoped that no one question it.

While the King is charged with murder and has also charged with treason. There has never been any evidence of this. Neither has the militia the state claimed appeared and was dangerous haven’t been seen since the skirmishes four years ago. If that isn’t sign. Nothing really is.

That is why the state has to release these “suspects” because they are pulling things out of thin air. If there was anything. The state would have had a case and found them guilty of conspiring and doing criminal activity. Alas, that is not the case. The same should happen to the Obusinga as well. Since, they have no claim to hold him. Other than loosing their pride.

The ones that need to challenged and questioned for their actions in November 2016. Is the leadership of the SFC and the Flying Squad. This being Presidential Advisor on Security and former leader of the SFC Maj. Gen. Muhoozi Kainerubaga and army commander Gen. Elwelu who both was in-charge that day. However, these two gentlemen has since then promoted and not suffered any consequences over their actions. While the victims of it has faced the law with no proof. This is why they are getting released. The Kings Guard that was arrested shouldn’t only be released, but get punitive damages and get vindicated. Since, this was injustice and making them guilty before being innocent.

What happened in Kasese and the aftermath is the sort of act, which no Government with sense should do to their citizens. Alas, it did happen and went down, a tragedy and massacre. A state sponsored enterprise with no efforts or no investigation into how it did happen. As well as any indication or proof of the supposed intelligence to spark the attack on the Palace in the first place.

Therefore, the injustice and impunity of the state is so viable. The wounds are still fresh. This didn’t happen a decade ago. It just happened months after the previous election. It is therefore vital that this doesn’t go away, but is a reminder of what the state does to its own. How little life matters and little consequences there is taking lives. If it had consequences and had effects on the ones taking the lives in Kasese. They wouldn’t walk free and without any cases against them. These folks in the Flying Squad and Special Force Command wouldn’t be allowed to carry guns. They would be charged with murder and manslaughter themselves. However, that is not the case and it doesn’t seem to happen with this regime. They rather hope people forget and only hopes the families of the lost ones moves on in silence. Peace.

Opinion: Mzee’s rebuttal to the US sanction on Kayihura falls flat!

It was just a matter of time before Mzee or President Yoweri Kaguta Museveni was about defend former Inspector General of Police Edward Kale Kayihura, the loyalist and bush-war hero. Who was demoted, put through a trial and since then been in the shadows lingering without any concern.

Now that the United States had put sanctions on Kale and his closest families. This has ruffled with some feathers and hit the pride of the old man. Not that its surprising. Its expecting by this point. He don’t want to answer for his crimes and his own actions. That is why he will deflects his comrades ones too. Because, he has to save himself. To think otherwise is just being naive at this point.

I will not comment on the whole thing, because that is just a mere waist of my time and most likely yours. So, I am instead taking a few extracts of and will break those down in ordinary fashion. So, here we go.

Before I comment on the action of the USA Govt in the matter of Kale, I should, first of all, say that, that excitement among some elements of the Opposition shows the poor quality of their spectacles when it comes to issues of Africa and Uganda. Why do they think that going to the USA or, indeed, any non-African country is so important that if you are not allowed there, it will amount to a painful punishment? I know of no Country that is more beautiful than Uganda on Earth Planet. It is actually a sacrifice for me to visit any non-African country on account of bad weather, strange foods etc” (Museveni, 22.09.2019).

For someone whose steady jet-lagging elsewhere, its hypocritical of him saying this. When is daughters are barred from giving birth in Uganda and has to this abroad. Therefore, when his ministers are taking health-care tourists and so-on. He should really make sure the beautiful is better equipped. However, his terms on the opposition is directing attacks on them. Instead of looking at own grievances. Which he tends to do. Because, that is way of defending himself.

I would say for someone whose has had the need for the support, the co-operation and the aid of the United States. It is very rich to call the opposition poor quality in this manner, when he spoilt the opportunities to use this for making the Republic better. That is why they are happy, that the US sanctions Kale, because the Ugandan are shielding him and not really enforcing rule of law. That because, if they do, then it will hit the President that ordered Kale to do certain human rights violations and crimes against humanity. But not the President will pursuit those, why? That will implicated his own ass and he don’t want anyone touch the leopards anus. Remember?

However, for Kale or other Ugandans who are suspected to have made mistakes, they will always be handled in Uganda. That is why we shall never hand any Ugandan to, for instance, the Court in The Hague- the ICC. Kale is already facing whatever mistakes he is suspected to have committed in our Courts. What value addition is, then, there from external actors?” (Museveni, 22.09.2019).

Without to much repetition, how much else than being demoted and taken on charges is Kale at this point? His not really serving time or answering for his crimes in office. That is because his part of the Bush-War elite and the ones that the President cannot touch. The invisible NRA elite who can do whatever they want. By all means, we know the President fears the ICC for his crimes in Uganda, Rwanda, DRC and elsewhere. He don’t want to answer for those, as he wants to be shielded and expect to get away with it. That by using Pan-Africanism and other Isms to look smart.

I’m tired of bullshit and you should be too. So take a sip of coffee, milk-tea or whatever tasty beverage you got close. Since this madness got to stop, but I don’t know when. Peace.

Opinion: Off Course Kayihura wants to be vindicated

Let me be short on the former Inspector General of Police Edward Kale Kayihura. His done enough of illicit business, oppressive behaviour and acts as an henchman or a Capo for the Don or the President to ever be vindicated. His statement today was against the United States for sanctioning him yesterday.

He literally told them: “Go Hang”. Than a whole another nonsense, which is not worthy to repeat. Unless, your National Resistance Movement (NRM) friendly media. Because, this is one of the previous loyal subjects, who followed orders from above and had a listening ear to the needs of the Head of State. So, its not like the man is innocent.

Kale can think it was bloody brilliant to answer and give a retort. That he should have gotten special treatment and been exonerated. However, all his actions over the years speaks for itself. If they ever get properly investigated or get looked into. Surely, he would answer with time and with sentences. Because, Kale has made plenty people suffer, more people hurt and taken away innocent people’s lives to serve his master. Therefore, all the sanctions are justified.

His rant is just an smear campaign back. Just like all his endless statements over the years of justification of arbitrary arrests, illegal detentions, abductions and injustice done to civilians under the banner of policing. Surely, if you have followed the man a little minute. You have seen this. That why it’s no sense to drop it here. As a token of his marvellous enterprise as the IGP.

IGP Kale Kayihura is right to seek judgement, but that doesn’t mean his actions as an IGP was justified. He wants to be vindicated and have a clean slate, but kinda hard to get that with all the dirt on your fingers. Those stains doesn’t easily get washed off. Peace.

Opinion: The U.S. sanctions the Capo, but not the Don!

Well, it is about that time, the actions made by the United States Department of State and loyal minion of Trump, Michael Pompeo is supposed to send a message, but does it? Nah. Not so much, since his target is who he is and seemingly a fitted one. It isn’t like the former Inspector General of Police Edward Kale Kayihura of the Uganda Police Force was working in a vacuum.

Before, I tell short stories about Kayihura and his inter-connections, just look at the orders from the US:

U.S. Department of State statement: “The Department is publicly designating Kale Kayihura, the former Inspector General of the Uganda Police Force and its commanding officer from 2005-2018, under Section 7031(c) of the FY 2019 Department of State, Foreign Operations, and Related Programs Appropriations Act, due to his involvement in gross violations of human rights. Specifically, the Department has credible information that Kayihura was involved in torture and/or cruel, inhuman, or degrading treatment or punishment, through command responsibility of the Flying Squad, a specialized unit of the Uganda Police Force that reported directly to Kayihura” (…) “These actions against Kale Kayihura underscore our concern with human rights violations and abuses in Uganda, as well as our support for accountability for those who engage in such violations and abuses. We call on the Ugandan government to respect human rights and fundamental freedoms, including the freedoms of expression and peaceful assembly” (Michael Pompeo – ‘Public Designation, Due to Gross Violations of Human Rights, of Kale Kayihura of Uganda’ 13..09.2019).

IGP Kale Kayihura is not a man’s record I will defend. We all who has followed politics in the Republic a hot minute. Knows what he did and have done. No denying fact how he controlled, patrolled and enforced a brutal regime upon the public. How the opposition suffered, tear-gassed, arbitrary arrests and rampant injustice from this man.

There is no opposition, no activists or anyone connected with that, whose haven’t seen the forces or the oppressive behaviour of the Police Force and its connected groups snatching people’s freedom, liberty and justice. In the snap of an finger, he could arrest, detain and await proper procedure, as he could use preventative arrests, public order management act and every other tool in the penal code. To strike at civilians and do the bidding of the head of state.

It is not like IGP Kayihura as an island. Not like his was alone on the corrupt bids. Not like he didn’t house arrests Besigye without orders. Not like he tried to sway elections, tried to rig polls and do what needed to be done. Without the mercy and the steady support of the State House. That is to naive and think he was Don. No, he was a Capo or a Caporegime. He was one in-charge of made-men in the National Resistance Movement (NRM). That is why the President let him handle stuff, because of the levels of trust.

In 2015 report:

Kale Kayihura was responsible for jointly forwarding the information gathered using FinFisher under the Fungua Macho operation to President Museveni. A former military assistant of Museveni during the ‘Bush War’, Kayihura is widely seen as unfailingly loyal to his boss. Kayihura gained notoriety during the 2011 presidential election and the Walk to Work protests because of his brutality in crushing the protest movement. Kayihura presides over the Joint Intelligence Committee. The JIC assembles the ISO, ESO, CMI and Police. Kayihura is heavily involved in defence procurement, and has been implicated in corruption scandals. He reportedly failed to account for UGX 15 billion (US$ 4 million) while commander of the Special Revenue Protection Services between 2001 and 2006” (Privacy International Report – ‘For God and For My President: State Surveillance in Uganda P: 28, 2015)

In 2016: “Mr Museveni said: “People are attacking Kale (Kayihura), Kale has done a good job; he stopped fujo; because people wanted to bring fujo to disrupt business. If you have fujo, you will not have wealth.” (Leilah Nalubega – ‘Kayihura has done a good job, says Museveni’ 23.08.2016, Daily Monitor).

In 2017: President Yoweri Museveni has hailed the Inspector General of Government Gen. Kale Kayihura for being a true cadre of the ruling National Resistance movement party. Presiding over the thanksgiving ceremony of the Police chief in Kisoro, the president described gen. Kayihura as a hard working officer who has sacrificed to protect its citizens” (NBS Television, 16.10.2017).

So, its not like the former IGP worked alone. He worked in tandem with the high above, the almighty and on the blessing of him. Still, its only him whose sanctioned and it is peculiar that its happening now a year after the sacking. Since, it didn’t happen while his in office and actually has the power to create the hurt. But after being released and a civilian, his sanctioned by the US Administration. If the US really cared, they should have acted when they gathered the intelligence, because Uganda is a military partner and an ally in East Africa. Therefore, it is weird that it happens now.

That its a symbolic act, as Kayihura will not care about this. It is not like the US is freezing his accounts or even trying to arrest him for human rights violations in office. They are banning him from entering the United States. Not like his going to vacate for Florida or California anytime soon.

I have never seen anything good in the acts of Kayihura, who was a political pawn, a man of scruples and who had trouble putting other peoples in harms way to show loyalty to his boss. That is why his a former Capo or Caporegime. Who went from being someone who enforced his groups on accord with the Don. Now, his not useful, that is why the US can also sanction him this late.

So in my view, the US went for the Capo, but forgot the Don. Peace.

A retort to Museveni’s recent letter: Will there be a difference between injustice and justice?

I will not use too much time looking into the recent letter written by Yoweri Kaguta Museveni. I will instead show some significant pieces of it. That settles the puzzle of who he is as an President and Head of State. Because, it shows his force and his way of governing, by mere words. That his the overlord and without question has the right to take lives. Especially, since killers are pigs, but if it wasn’t for killing himself. He wouldn’t have won his own rebellion in the 1980s. But we’re supposed to forget that, in which, makes that statement contradictory.

Before I go on a long rant… Just look at this!

As I told you before, these criminals are pigs. Anybody who kills people outside war is a pig. Moreover, many are stupid. They forget that all crime leaves clues and, eventually, the criminals will be captured. Up to the killing of Kaweesi, Kiggundu and Abiriga, the security infrastructure had lagged behind. You remember after those killings, I presented to Parliament a 10 points anti-crime plan on the 20th of June 2018. Although we have only partially implemented it, many of the killers in recent times have been arrested. The Masaka gang of Kiddawalime was wiped out (killed or arrested), Serugo Paul and his Syndicate in Masaka, Kanyesigye Juilius alias Mwesigye Amon in Rwizi and Kampala and the Usafi mosque criminal syndicate were neutralized” (Museveni, 10.09.2019).

I am sure that Obote, Tito Okello or anyone else he got rid of would call him a criminal or a pig over his actions. As the rebellion he used was over his own grievances. His saying certain sanctioned killings is cool, as long as they are done in the midsts of war. Even though certain criminal activity and crimes against humanity can warrant arrests, charges and sentencing at the Internal Criminal Court (ICC). Surely, the President who fears that institution, will not mention that, as he acted without question, in a brutal way in the Democratic Republic of Congo and could at one point answer for that in Hague.

Well, the other striking distinction … is how is openly saying he failed implementing the 10 point plan of June 2018. That must surely be as failing to implement as the 1986 Ten Point Programme, which he still haven’t finish. Maybe, we need to give the President another 32 years to finish of his second 10 point plan. He always needs time, while partly making things work.

Before I continue, the President had this to say as well:

You may commit a crime, carelessly taking away the lives of others; however, you will also lose your own life. We need to make this clear to the Courts. It must be an eye for eye. Nothing less will be acceptable to the freedom fighters that I represent and the entirety of the electorate of Uganda that I represent” (Museveni, 10.09.2019).

The President will ensure that state is allowed and can shoot-to-kill before the Courts have found a verdict and said a set individual is guilty of the charges. This sort of policy is made for police states who will not answer to laws, but to enforcement itself. Killing of killers is within reason, but with the enforcement of laws and by evidence produced in the courts.

If it is directly an eye for an eye, than a stray-shot might kill another innocent civilians and anarchy will persist. Where there is no legal bound, but to carry weapons. As everyone will can do it. Instead of making changes and securing the public, these sort of acts will if it is enforced, make life very cheap. Who knows if the ones killed by law-enforced is the killer or his neighbour? Because, when your dead, your either a hero or a terrorist. In the eye of the President, the dead man would initially be a criminal pig. Even if the person shot and killed by security officials was innocent, they can frame it like yet another criminal taken-out.

This is enough for me, because, there is so much in the text that he wrote, but for me this is the standout. Which needs to be addressed, if he believes in justice. He should consider measures that secures a verdict based on evidence, affidavits and proof. Not hearsay and random picking people out and giving them a fatal punishment. Than the innocent could loose their lives, just like the lives taken by the killer. While the ones whose supposed to get sanctioned runs free, because you claim that the innocent did the evils bidding. Did he ever consider that?

Don’t think so, because he seemed focus on retaliation, more than countering injustice with justice. Which means, there is hard to strike a difference between whose the criminal and whose the law-enforcement. That should worry anyone. Peace.

King Mumbere in Exile gets 14 days to visit his Kingdom just to bury his mother

Ever since November 2016, the Kasese killings, the fire of the Buhikira Royal Palace and the killings of several of the Rwenzururu Kingdoms Royal Guards by the Special Force Command and the Flying Squad. Ever since then, the Obusinga bwa Rwenzururu Charles Wesley Mumbere and 190 Royals Guards have awaited trial and sentencing.

Still, to this day, as the charges of terrorism and since January 2017 after a bail hearing, been living in exile in Kampala with restricted movement and conditions awaiting trial. Now for the last few days after his mother passing in Kasese. He had to go to trial to be allowed to enter his own Kingdom and be back in Kasese district, where the Kingdom of Rwenzururu reside. However, it’s been granted today. Nevertheless, we have seen how court orders have given way, but the Police have re-arrested a person on the fly a minute after.

This Court Order will not stop the Court Ship, nor the legal trouble of the King. Even as the state has promoted the leaders and commanders within the army, who attacked this kingdom and killed his kin. That is the sort of the leadership that is in Kampala these days, maybe some have forgotten that, but Gen. Elewu have gotten a raise and more responsibility after the acts done that in Kasese.

The Exiled King would only get a brief 14 days to visit his Kingdom, act ceremonial and bury his mother. The rest is going back to Kampala and living as a man charged with terrorism, but no pending trial nor proof of discovery on the matter. Therefore, his case is prolonged and his future is uncertain. As he lives in Buganda Kingdom, waiting to be allowed to rebuild and run his ceremonial kingdom in Kasese. This is the sort of nation the NRM has created.

The Exiled King will stay exiled for now. Not like if he returns and will get to stay. The President, the Special Force Command nor the leadership in Kampala is interested in that. They want to keep him away. That is what it seems, since they have not pinned him to the cross and they don’t want him to pay for their sins.

If they did, they would have done it already and figured out a way to cleans the hands of blood from their own. Peace.

[Useful Tool] Kiatta went from being a Godfather to a Felon!

[On IGP Kayihura] “How? I am not a policeman. I am his friend and I can’t stand anyone who dares to get in his way” – Abdullah Kitatta

Abdallah Kitatta, the Boda Boda 2010 Association leader and former ally of ex-IGP Kale Kayihura was today charged with unlawful possessions of firearms and sentenced to 8 years and 8 months time in prison. This happen at the General Court Martial today. Over the last two days the proceedings has happen and sealed his fate, as he was arrested by CMI during last year.

Therefore, the end of the former powerful patron of the state, even the former NRM Chariman of Rugaba Division. Certainly he had power, not only over the Boda Boda 2010, but also the connections within the Uganda Police Force. He was someone to be associated with and he could get vouched for.

Kitatta was someone who you would fear and his people could get a whim of something and deal with it. They would silence someone the authorities wanted to silence. That is why his not arrested for the possible crimes committed, but having arms. Which shows that the authorities and Police Force didn’t charge him with possible crimes, but with possessions. This is really giving a lenient sentence for the former godfather and patron.

Surely, the UPF, the former IGP and the President knows this, all of them has at one point used the services of Kitatta and therefore cannot charge him for that. Since, that was done in favour of them and he cannot tell those stories now.

In by November 2015 the Boda Boda 2010 had a reputation for extortion and thieving on accord by the Police, as the dreaded offices in Makindye was known about. As the Association would take care of their own and ensure the bypassers would loose their cash and even their boda. That is the sort of racket it was. That was reported about back-then. Who knows, what its been behind, which haven’t been in the open.

In this regard, I have a feeling that the charges could have been more severe, as the actions of the Boda Boda 2010 are much worse. Still, the authorities didn’t care about that, maybe because that would cause a headache for Kayihura or Museveni who both at one point blessed this operation.

Kitatta now has to fall on his sword, the man whose fallen from grace and is now a felon. Not a godfather, not a big-man, but just a man whose facing time behind bars. 8 years to be exact. Peace.
