Opinion: Did AIGP Kasingye have a Freudian slip?

The police is in charge of elections. All other agencies are just assisting. I don’t like the sight of non-uniformed men and women shooting on the streets, but these are still officers if something is spontaneous” – AIGP Asan Kasingye on NBS Television (24.11.2020)

We should not be surprised. The Uganda Police Force has at the Central Investigation Division (CID) has the Electoral and Political Offences Department. They are clearly involved in monitoring the Political players of the Republic. That has been known for years and was perfected under the previous IGP Kale Kayihura.

The UPF isn’t slowing down this campaign season. No, they are turning up the volume and striking even harder ahead of the polls. So, when AIGP Kasingye says on TV that they are in-charge. It is either a moment of flexing or a Freudian slip. Meaning he either tries to boost the role the UPF has or he told the truth.

However, the Police is interfering in political activity to an extent that they monitor and ensure all gatherings. In such a manner, that they deem what is righteous or not. They allow or crack-down whatever they deem fit. They can charge someone with the Penal Codes without any legal proof and do it on the spot. As the investigation happens after the fact and the cases last forever.

AIGP Kasingye knows all this. What is weird is that the Electoral Commission should be in-charge of the election and set the guidelines. It shouldn’t the police, which is there to ensure safety for the citizens and safeguard them. The Police is not a party or a stakeholder in the elections. They are supposed to be non-partisan and not directly involved. Even though in the case here. They are indirectly setting a standard of blocking candidates, arresting activists and creating hardships for opposition candidates. That they do to such a degree that its obnoxious.

As well, as the usage of vile force on civilians, not only tear-gas, but live-bullets, which has taken over 50 people’s lives and over a 100 injured during the “Free Bobi Wine riots”. Therefore, the Police should answer to the extra-judicial killings. As they are only looking for civilians to arrest and not handle anyone of their own. Who became not only the officer, but also the judge and hangman on the spot on the streets of Kampala recently.

That Kasingye says this. It reflects what they are thinking and how they operate. This has been their modus operandi for years. Even if the Public Order Management Act (POMA) was wing-clipped in court. The UPF still uses this and these techniques to stop gatherings and assembly of political operatives. They are involved and doing this to shut down the operations of dissidents and opposition of the regime. It is so clear as day and it’s not a joke. It is so deliberate and conning. That their badge and their supposed service is mockery.

This isn’t policing… it is oppression and impunity. The law isn’t a guideline or the ones biding the Police. It is their orders and the command from “high above”. They are allowed to act like mob serving judgement to the ones who isn’t made. That is how it seems these days. There is no honour among these men in uniform. They have license to kill and can serve these orders with no condemnation or retribution. While the rioters and civilians on the streets got no one defending them. Since, the ones supposed to defend are the ones who actually carry arms and aims at them.

So, the ones who thought it would get better without Kayihura. Well, the next man is more of the same and less subtle about it too. IGP Okoth-Ochola doesn’t care and isn’t concerned. He operates and makes the Police Force work likes this. Because that serves the purpose from “on high”.

Now, we just have to wait and see when the Police Officers will count the ballots and announce the results in 2021. Since they are in-charge and the EC Commissioner can just cool his head and drink a brew. Because, the police will serve the verdict anyway. Peace.

The Bad Man from Kamwokya is shocking the Movement

It is about that time. Everything is pinning this way. Just like things was pinning in the right directions with Dr. Paul Ssemogerere in 1996 and Dr. Kizza Besigye in 2011 or in 2016. These two seemed to be on rise and have the power to finesse the political game of the Republic. To ensure the system got cracked enough so that the President and his National Resistance Movement (NRM) would lose the elections. However, the extensive rigging and control of all authorities ensured that the President Yoweri Kaguta Museveni never let go. The same will happen in 2021.

However, there is a difference. A new generation is entering the battle of peaceful transition. It isn’t the NRA Historicals who are on the battlefield or going for the polls. No, its the sons and daughters of the ghettos, the youths and the marginalized in society. Finally has the spirit and have leaders to look up too. Not only the Presidential Candidate of the National Unity Platform (NUP) Robert Kyagulanyi Ssentamu aka Bobi Wine, but others who are fielded for his party too. It is the party of elites or status-quo. It is for change.

Besigye has been close and have amplified the masses. The man is an inspiration and shown how to galvanize his position. In such a manner that Bobi Wine is following that. Bobi Wine is using the knowledge and the some of the tricks of Besigye. That is just a mere fact. It is not an insult to Besigye, but honouring him. As Bobi Wine follows the same struggle and acts to defeat the regime.

The NRM have worked tirelessly to undermine the NUP and Bobi Wine. Not only arresting him and stifling him every step of the way. They have said his just a musician, the Generals saying he could never lead the army and so fourth. The Courts have piled cases on him. The army and police is monitoring his every move and making it hard for him to actually campaign. The NUP candidates and activists are arrested at night. They are taken away and without warrants ahead of rallies and just to intimidate the party.

Therefore, the NRM knows all of this. They are systemically working to distress and discontinue the campaign of Bobi Wine. The state and the authorities are working so closely that they only show their true heart. It is to silence and stop Bobi Wine.

The old man with the hat wants the Bad Man from Kamwokya to move-on. The President wants the NUP to give up and give way. They are blocking roads and arresting people associated with the party. The NRM thinks this method will hold water, but it only implicates the impunity and the lack of democratic credentials with the regime. If it was truly democratic, the NUP and others shouldn’t have trouble to party work and mobilize the masses during campaigns. Alas, that is the case… and what they do with such manner that anyone shouldn’t be shocked.

Bobi Wine is challenging the President and his cronies in manner they are not used too. He speaks and acts in ways, which isn’t a typical of a politician. That is why his a man of the people. A man voicing their concerns and what the regime isn’t offering. The tiredness and prolonged stalemate, which is only hurting the state of affairs.

Bobi Wine won’t get there easily. He knows that and he has already paid a huge price challenging the Presidency. There will more pain and suffering. As the state doesn’t intend to make it happen or give anyone else the mantle. There is no plan of peaceful transition of power. This is election is just an rubber-stamp exercise for the President to continue his reign.

The President knows and the Bad Man from Kamwokya knows this. The whole population knows this as well. It is a repetition of the same old story. However, Bobi Wine is still stirring up more energy and will. That might be a turning point. Because, the ballots will be rigged, the system is rigged and nothing on the horizon says otherwise. However, we don’t know how the public will react to be taken for granted again. If it will be more riots, demonstrations and other means of defiance against the state. Nevertheless, that is just mere speculation into the future.

What we do know today is that Bobi Wine has shocked the system. The man continues and as long he continues his mission. He will cause trouble and havoc. Because, the state will not answer with peaceful means, but with force. The only way they know how. Peace.

Opinion: NRM lacks 336 billion shillings for Village Radios

The government plan for long-distance learning through the provision of the 9 million radios sets is on course, the money is available and those radios will be provided” Yoweri Kaguta Museveni (20.09.2020).

In the upcoming Budget Supplementary No. 3 of the Financial Year of 2020/2021. In the 19th edition of the COVID-19 Speeches this year on the 20th September 2020. In the supplementary budget however, they are stating the troubles with both the procurement and the timeline of offering the village radios to the general public.

First of Orion Transformers & Electrics, the producer doesn’t even make radios of yet. They are making electrical transformers. The company needs a lot of training to shift their production. It will take up to 6 months before starting the production at OTE. The planning from Ministry of Education is already have an impossible timeline. As the state is supposed to be able to give 2 million radios in January 2021 and February 2021. So, that the radio learning program can start in March 2021. However, that is impossible, as we are in November 2020 and with the timeline of 6 months means OTE could earliest start production in May 2021. Which means the whole project is futile.

The other things is that this would cost 336.8 billion shillings to make the radios locally. The Ministry have also found no funds to make it possible to procure the radios. This means, the whole thing is impossible. Just like everyone of us said in September after the promise was made by the President.

A big big promise, but no execution or idea on how to actually do it. The only way the Government of Uganda could have made it happen. Was if they we’re able to get some of the United Nations Organizations hooked on the idea and they are covering the funds for the procurement. After that their logistics and such are able to transfer the radios across the Republic. That would be imported goods or radios. Not Build Uganda Buy Ugandan (BUBU). Still, it would benefit the general public and the needs for long distance learning. Which was the idea in the first place.

Just that the Supplementary Budget had the post in the paper shows how much work they put into this foolish enterprise. As everyone knew it wouldn’t stick. The government wouldn’t have the funds or capabilities to handle this. They are still lacking funds to keep old promises and funds to cover those as well.

The GoU with the NRM at the helm isn’t ready for this sort of affair. It is just to much work and needs a team who knows logistics, electronics and has the capability to use funds wisely. Not just handpick one company and hope they can solve the whole issue.

It is easily to see that this was bound to fail. The whole promise was empty hubris with no sort of idea how to implement it. The President wanted to talk big-game, but have no cards on his hands to win. Therefore, he hope the bluff would work. However, we all should see how his failing and how his government is pathetic.

Instead of promising within its means and acting fiscal responsible. The Presidential idea of greatness isn’t working. That is why this was bound to fail… Village radios won’t happen on the government dime. They will not invest and neither act upon it. These folk cannot manage it or have the funds to pay the engineers and technicians to fix it. Peace.

Mzee plans to spend 2,6 billion shillings for Col. Kaka’s Angola gig

The former International Security Organization (ISO) Director General Kaka Bagyenda who got appointed mid-October to a non-existent embassy in Angola as the Ambassador there. Now, in mid-November the release of the Third Supplementary Budget of state.

The state puts forward many other reasons tor the establishment of the embassy. As the usage of the recent meetings with Angola in concern to the dialogue with Rwanda there. Also, the joint co-operation in combatants in the region. So, the state makes reasonable assessments for the establishment, but that happens after the appointment.

This is all an Ad-Hoc management by the President to have one of his cronies on the payroll of the state. In a way to get him away from the scrutiny and investigations into the legal jeopardy of Col. Kaka and how he ran the ISO. Where he could get procedures and Parliament oversight into the operation of ISO. However, if the man is in Angola, the those troubles are sort of gone for the minute. And when he returns he can be used for similar services again.

Col. Kaka is just following orders of the “high above” and does what his told to do. Therefore, the appointment here isn’t forever, but until his reputation is forgotten about. So, that the government can rehire him somewhere within the various security outfits of state.

Museveni needs men like Kaka to work for him. He switches them from time to time, but they often return after being in the wilderness a little bit. After they are wondering the earth. They return to office and continues where they left off.

Don’t expect Kaka to be forgotten and not get a juicy security job in the long-term. As long as Museveni reigns supreme. He needs personalities and characters like Kaka.

That is why Museveni creates a job for Kaka in the meanwhile. As he knows and we should know. This is only a temporary junction before the stage in his works for this government. Not like he will be gone long and will not be needed at a later stage.

It costs 2,6 billions to make it happen, but that isn’t important for Museveni. That is a bill the state takes and usage of public funds. It is just a way of creating a job and office to have him in the rotation until the windows opens up again.

Col. Kaka might go to Angola for now and the establishment of an embassy there is on the way. However, he will not be gone forever. They wouldn’t use this much energy and money, if there wasn’t a long-term plan for him.

Kaka is a favoured crony and loyal cadre. That is why his getting an embassy created for him. Seriously, I wonder when he will returns and what sort of plans the President has for him. Since, he goes this far to keep him around and have him on his payroll. Peace.

Opinion: This is what Museveni didn’t learn from the assassination of Rev. Luwum

During the last week there was protests and riots in the Republic after the authorities arrested Robert Kyagulanyi aka Bobi Wine in Luuka District on Thursday 19th November 2020. These demonstrations has cost over 50 people’s lives and more than 100 people injured.

The President and his party National Resistance Movement (NRM) haven’t acted righteous towards the dead, neither have shown any sorrow for all the deceased these days. Bobi Wine did after his release from Nalufenya Police Station. Show some concern and later hold a presser where he mourned the victims of the protests. That is more than what the government and the authorities did. Which has come with a lot of conspiracy and hoax to cover-up their actions towards the citizens.

This remind us about what former President Idi Amin Dada did to Reverend Janani Luwum assassination and how the state played that out. The state is repeating the sins of these acts. An government ironically claiming to be different then the ones running the governments in the past. However, it copies the lack of remorse and the active conspiracies without evidence to haunt for “criminals”.

President Museveni is repeating sins of the past. It is not a sign of strength … but of weakness. A sign that the Fundamental Change, which never appeared. As the state could again easily take lives, but don’t account or even care about the loss. Only finding others to pinned for their deaths. Instead of taking some responsibility for using soldiers, armed men in plained cloths and law enforcement shooting at civilians during the riots. Which in the end … caused the loss of a lot of lives and injured a lot more.

The Archbishop, an Acholi, was officially said to have died in a car accident Feb. 16, but churchmen and others have charged that he was murdered. The church sources said that the campaign against churchmen and Lango and Acholi tribes began on Jan. 25, the sixth anniversary of Field Marshal Amin’s coup against President. Obote. Tribesmen were arrested, the sources said, and Christian churchmen interrogated” (Michael T. In 2020:

““Some of these groups are being used by outsiders, homosexuals, and others who don’t like the stability and independence of Uganda, but they will discover what they are looking for,” Museveni said. Museveni said those who started riots will ‘regret” because they are entering a terrain that is reserved for the NRM government” (Crispus Mugisha – ‘Museveni attacks homosexuals, foreign groups, says they are sponsoring opposition protests’ 20.11.2020, Nile Post)

In a statement signed by the deputy spokesperson of the UPDF Lt. Col Deo Akiiki, the UPDF last week noted, “Following the lawlessness that broke out following the arrest by police of NUP (National Unity Platform) leader and credible intelligence about groups and individuals planning to plunge the country into chaos, UPDF will carry out extensive pre-emptive and decisive operations to deal with planned and premeditated designs of criminal elements.”” (Conan Businge – ‘Police steps up operations over riots, looting’ 23.11.2020, New Vision).

This is tragic that we are repeating ourselves. That history is repeated. Especially by someone like President Museveni who has history lessons on live performances all the time. The President uses so much of the speech to remind what he brought since 1986. The peace, the change and such.

However, what value has that peace, if you can die without any accountability and anyone taking responsibility? What value has life in the Republic if you can die, just for protesting for the leader you believe in?

The President should answer that, as he can so easily say he will crash and destroy others. Incite violence himself and use law enforcement for his own gains. However, these authorities are supposed to shield the citizens from people who actually kill and steal. They are not the ones who are supposed to be violating these law and committing these crimes in broad-daylight.

The UPDF and UPF are using conspiracies. The same does the President without proof. The UPF coming with shoddy investigations and cannot hold water. The UPF will not look at the Police Officers killing civilians and neither will the army.

The rioters was supposed to plunge the Republic into chaos in 2020. Just like the Reverend was supposed to do a coup d’etat against Amin. None of that would happen, but the authorities in both times wants to make true.

The NRM is not acting any different than Amin. That says a lot. This shows again how the whole Bush-War was wasted and a false liberation. Peace.

MDC Alliance Statment on State-Sponsored Violence in Uganda (23.11.2020)

One Republic for Museveni and another for his opponents…

It is evident for every single day. That the Republic isn’t the same for the opposition in comparison to the National Resistance Movement (NRM). It is two separate entities, as the rules are not the same for one party versus the others. That is really proven by the actions made by the state in recent days.

A few times now, a Presidential Candidate, I don’t take seriously, but the state does. Lt. Gen. Henry Tumukunde has been blocked from campaigning several of places. The local authorities have blocked him.

Also, a lot of tear-gas and blocking of rallies towards Patrick Oboi Amuriat. The Forum for Democratic Change (FDC) Presidential Candidate is also seeing the blunt force of the authorities. They are coming with weapons, tear-gas and using all tools to stop the campaign of the FDC front-runner.

They you have Robert Kyagulanyi aka Bobi Wine, the National Unity Platform (NUP). The Presidential Candidate who are always under fire. Bobi Wine cannot do anything without being followed by both Police and army. The police has already arrested him and he spent two days in jail for trying to campaign. His Presidential Advance Team was arrested yesterday. Several of the Aspirants for MP has been behind bars in the recent days too. Therefore, know that the NUP and Bobi Wine is challenged at every single move.

So, today’s tear-gas and blocking Bobi Wine from accessing a town isn’t new. However, it shows how the state operates. Because, the state and the ones aligned with the President can breach the COVID-19 regulations, they hold processions and have giant rallies in their campaigns. As long as your Yellow. The sickness and COVID-19 doesn’t affect the politics. Nevertheless, it is easily spreading when the Opposition candidates shows up. Then its a danger and read-all-about-it.

Not like the President and his candidates isn’t breaching it. They will claim they have smaller rallies for the photo-ops of the H.E. Nevertheless we are seeing the pictures of Bebe Cool and others waving on the roadside with several of people. Far reaching the levels of appreciated crowds for the opposition.

That is why there is one Republic for the NRM and the President. Where certain rules and regulations doesn’t matter. It hasn’t any consequences…

Still, the same laws and regulations are applied totally differently for Bobi Wine and the rest of the Opposition. These are living in a different Republic…

It cannot be the same place or with the same rules. As it isn’t applied in the same manner. It got to be the same place. If it was, why do they at all crazy and violent when the opposition shows up? But is all at ease on the crowds with the NRM?

This is why it cannot be the same place, the same Republic and with the same government. It cannot be and it shouldn’t be. One is Uganda and the Wakanda. The NRM cannot defend this and it is impunity. It is injustice and unfair. However, that is what the NRM does and we know it is the same place. Even if it shouldn’t be. These two actions under the same regime shouldn’t be possible, but it is. Since, the army and police is only honouring the President and not the general public. Peace.

Opinion: Mr. Museveni you have achieved to keep the Republic poor

You may say it is politics but politics without God is failure and God commands us to accept the truth. If you see people who can’t accept facts you feel sorry for them”Yoweri Kaguta Museveni on Saturday 21st November 2020

I know this is a story, which you will never tell or any of your apologists. You easily take credit for small treats and achievements. Like they are so magnificent. However, deep inside your heart and mind. You know you have failed. Because, all the issues that was there when you came to office. Is there now, but the difference is that you let it happen.

You can speak game of numbers, but we all know the fact. If it wasn’t for donor money or loans. The Government of Uganda would struggle to run. Since, the tax-base is bare minimum and the average citizen isn’t benefiting from your reign. They are still living in poverty, in a gig-economy and living hand-to-mouth. That is something you cannot deny, but you will deflect that.

The state is living in infamy. You are seeking another term. Your 8 term and has little to show from it. Other than an excessive patronage, a cult following and tribal appointments within the armed forces. Your government is corrupt, the deals with investors and back-channels is done in secrecy and God knows how much your earning on every transaction. Therefore, the truth is dire and a truth you will never reveal.

The county is running in a cycle of debt. As you are issuing new loans to cover the old ones. Which will be a bill for the future generations to pay. Who knows of the oil money will even be able to spend, as the state as has cough up dough to pay creditors with interests. If not sell assets and lose enterprises and infrastructure that is generating income to cover the collateral damage.

You want to speak well about a few roads and bridges. That is because the education, the economy and everything is tired. It is in fatigue, the state cannot even pay salaries for most of its civil servants in November and December. Still, you are speaking of achievements. Mr. President, you cannot even stomach the basics. How dare you expect the opposition to glorify you?

The government who was supposed to deliver radios, food and other supplies during the lockdowns, but bearly did that. Only a few small runs of supplies and then it couldn’t stomach it. That just shows how much the governments or are capable of delivering to the ones in need. The only way the public could have gotten it during lockdown would be if a UN Organization or NGOs went together with donors to spread the needed food and goods. Alas, that didn’t happen, because the state doesn’t have the capability or ability to this. Not even after 35 years governing, having Disaster Preparedness and Management under the office of the Prime Minister.

Mr. President you can speak of stability, but a stability for who? For you it has been stable. You have gotten planes, choppers, military outfits and eaten of the government plate. However, the public isn’t feeling that. A small elite is eating with you and cheering you on. Nevertheless, the majority of the general public is hurting. While you want to credit for their steady hurt and your schemes aren’t working.

We know you and your party is the reason behind it. A party and president that is living on the poverty of others. Using it to get donors, but not building institutions strong enough to shelter and make it possible to come out of it. Because, if they did and became like that. They wouldn’t need your leadership and wouldn’t be forced to subscribe to your message. Alas, that is default setting you have put in place. As long as this game continues. As long as you can be the Lord of Poverty. There will be no real substantial change. Only a few nice glossy stories. However, the reality will remain the same.

If you would have achieved something. Then you wouldn’t need to borrow money to build roads after 30 years in office. No, you would have created a bigger market and opportunities for the general public. Which had created the tax-base to actually pay for these roads. Alas, that you haven’t created or made possible.

It seems like you never intended too. As you are more concern with your pocket, than with the pockets of others. Peace.

Opinion: Museveni “owns” the airwaves

The ones who believes the campaigns or the rallies or anything associated with the 2021 General Elections will be free and fair? Who are we kidding here. The National Association of Broadcasters sent a letter to the Uganda Communication Commission on the 20th November 2020 because of the announcement of a National Address every Sunday by President Yoweri Kaguta Museveni. Therefore, announcing that he would have the whole broadcast and all channels with his speeches.

The letter from NAB is fine by itself. However, it will not amount to anything. The ideals behind is fine. Nevertheless, the system is for Museveni and Museveni alone. To think otherwise in 2020 is naive. The UCC and Radio Stations have been cut mid-broadcast because an opposition candidate is speaking. Radios have blocked and not been allowed to air opposition candidates. Secondly, the UCC have sent out Memo’s warning people for having Robert Kyagulanyi aka Bobi Wine on air. Therefore, this enterprise futile.

NAB means well and the ideal is good. Still, we know it won’t amount to anything. The UCC and the other authorities will digress and configure, mellow the reason and find a short-cut to make sound reasonable. When we all know that this is only to batter his message. No matter if it is profound, sincere or real at all.

Museveni and the National Resistance Movement aren’t even trying to play fair. They are not even faking fairness in campaigns. They are upper blocking, rigging and ensuring the opposition doesn’t have the abilities or the option to campaign like they do. The President can smile and grin. He can be all hospitable. While his law enforcement and soldiers are killing people in the streets. Therefore, the man that doesn’t bat an eye over the deaths.

Do you think he will care about fairness in the media and in publications?

This man will use all tools. No matter what. The man will use force, take the opportunity and have long speeches. He had the COVID-19 speeches. Several of them. Actually, he had around 20 of them. It was a running series. The old man miss it so much. That he has to reinvent it.

The lectures of old. The fear and intimidation, every single Sunday. The old man will be on the screens, on the radios and online. Speaking his ruthless and reckless behaviour. Expecting to be honoured like a Statesman, but acting like mobster. He easily get hostile and grabs the guns. So, don’t expect positive messaging.

The man need to show that he has the guns, the authorities and the total power. Yes, he does “own” the airwaves. However, he doesn’t own people’s mind. This is why we don’t have to listen. Don’t even have to turn it on. Just let it all go. He has said everything before… it is recycling and repetition. The boring lecturer that makes you fall asleep in class. That is the sort of affair and the spectacle his serving. Only his minions will sprinkle some additional spices and call it feast. Even when know its not worthy the price.

The old man would be better just being on the campaign trail and being amongst his own. Instead, of spewing garbage every Sunday. However, the broadcasters has no choice. Because, if they defy the man. He will revoke their license and their doors will be bolted shut. That is the game he plays and he doesn’t care. Peace.
