Ahead of 2021: The NRM repeats itself in true NRM fashion

We are soon in 2021 and the General Elections is upon us again. The new word “Scientific” is the new idea or subject of controversy. However, there are plenty of staples.

Just like President since 1986 picked up nomination forms and paid a few millions to his party. This is so steady and random. We knew this was happening since abolishing term limits in 2005. We all knew this was happening after he abolished age limit in 2017. It was written in stone. This was written in the stars and there was no way a meteor would hit Okello House in Entebbe and stop this from happening.

We are now seeing battles for the National Vice Chairman, which happens every time. This being in the North being the incumbent versus the deputy speaker. In Western someone whose either a relative of the President or the possible elevation of his Muhoozi. In the East being Mukula, Tanna or someone else whose loyal to the cause no matter what. Then in the Central its a free for all and former Lord Mayors or Presidential Advisors wanting this.

We are now also seeing the NRM Electoral Commission doing the ordinary warning to both members and candidates. That they need to run a free and fair election, where they will be victors, as this is the mass party. The party for the ones aiming at the stars, but hitting the moons. The pop-stars of the Republic.

We are also seeing old heads returning to campaign for the party. Even after they lost in the previous election in 2016. This being Kahinda Otafiire or Jim Muhwezi. These are the sort of NRA historicals who cannot step back and lead the youth from behind. They have to be in the front-line act like big-men. Be generals who has to be in the spotlight and be giants. Instead of giving and educating the next generation. No, they are just in it to eat in yet another term. However, these gentlemen who does that follows the sole candidate on top.

The race for 2021 is following a normal pattern. The NRM tries to show off amount of members. It is trying to make headlines with new deflections and MPs going from the Opposition. They want to have positive publicity, even if doesn’t make sense.

We can expect nice SUVs for RDCs and Chiefs, Pastors getting sudden funds and NRM Village Fund will resurface. The NRM will drop the shillings around like beers in and around alcoholics. That’s what the ruling regime will do. As soon as they can campaign now. They will drop facemasks, sanitizers and whatnot. Soap and smaller things to get the voters greased for the polls.

This is what we know. This has been played out for us so many times. The internal “drama” and knifing over smaller positions from the NRM Central Executive Committee to the rest of the Party. To even be flag-bearer in a newly minted district. That just happens every time. There will be former MPs who was disqualified in the Courts return to the polls claiming to have the academic credentials and needs to stand as a candidate in 2021. This will all appear in front of our eyes.

The NRM will repeat itself. It is doing it. Following standards, protocol and the whole thing. The structure is moving and they have the same story. Even the same actors acting up and wanting your attention. They want to suddenly sound democratic and sincere. When the rest of the time they are muffling the opposition and uses the police to policing them.

While they are free campaigning and using the state as a tool for their benefit. That is what they do and the continuation of the Movement continues. It is not cool, but a repetition of the same old thing. Peace.

Amuru Land Grab – Apaa Village Evictions: A long process of failure from the state!

That the Northern Uganda have been in deep end of the stick in many eyes is evident, by how lax the state has been to take care of their needs and their rights. That can now be proven by the forceful evictions from land in Apaa Village in Amuru District/Adjumani District. Where the previously have been attempts to make a giant farm for an investor called Bruce Martin and also become sugar cane plantations and factory for Kakira Sugar Factory owned by the Madhvani Group, this goes all the way back to 2006. Therefore, the plans to evict these people has been slow process from the state.

Now in 2018, the Uganda Wildlife Authority (UWA) have evicted dozens upon dozens of the local residents from their lands. As the purge on the village and the area continues, this has been in the making, but the ones losing their lands get nothing, but lose their homes and their livelihoods at the same time. The government authorities have torched the houses and left nothing behind, as they are continuing to evict people. Their lives are no meaningless, as they have to flee their land and are living on the United Nations Compound in Gulu, while awaiting their future, as the state, UWA and the Uganda People’s Defence Force have been evicting them over the last two months. Surely, the hurt is felt and real.

Who can wonder if the state is finalizing the agreement with Madhvani Group to deliver his second sugar factory and also sugar plantation in the area or they are making a game drive from Bruce Martin. However, this is still grabbing the land without any forewarning and also taking their livelihoods without any compensation for the hurt.

The District Land Board and Area Land Board cannot been informed or care to inform the people, as the army and UWA have been busy evicting people with force. They are just pawns on the chess-set, and the authorities in Kampala let it happen. The leadership from afar are accepting it and have gazetted the land and taken the land. Therefore, the people who has settled in Apaa have to flee or be evicted from the land, without any justice or law helping them out. No compensation and nothing left for them.

This sort of play has to stop; I am sure the State House is fully aware and let it happen, as they are getting their cut of the transaction of the land for whatever purposes it has. Its been planned for years, but doesn’t make it better, when they could have had solutions back-in-the-day as the government knew this would come. They were already in talks with both Kakira and with Martin. They knew perfectly well, what was up. There is even a third scenario where the land is sold to someone else named Linton Brimblecombe.

Clearly someone forgot the memo and left it stranded. They just evicting people in the favour of one lucky bastard who capture all lands, without paying the needed ones who was actually living their and done so for generations. This is a violation of the trust between the citizens and the government. Because someone accepted the trade of the land people where living on and had rights too.

The Apaa village and Apaa community deserves better, all of the Acholi deserves better. They are being misused and taken for granted by the government. They are just pawns on the chess-set. No value, the first one in the battle-line to take out so the ones of value can be put into play. That is how it looks from the outside.

This have been planned for decades and now it happens.

Greed 101: The 10th Parliament MPs are doubling their own salaries!

“They have plundered the world, stripping naked the land in their hunger… they are driven by greed, if their enemy be rich; by ambition, if poor… They ravage, they slaughter, they seize by false pretenses, and all of this they hail as the construction of empire. And when in their wake nothing remains but a desert, they call that peace.” – Tacitus

These Members of Parliament is are the definition of greed. They already have cars paid by the government, and then not some off-back neck-in-the-woods ones, but something with 4 Wheel Drive and usually a SUV. These same MPs got tax exempt in 2016, that gotten suits, foods and other benefits in their salaries, they are so caked up with funds for themselves, it isn’t funny. And comparing these fellow brothers and sisters to average salary rate in the Republic. Would be an insult to salary rate in the Republic.

They are now in 2018 trying to get their salary doubled from 11 million shillings to 24 shillings. When they are already paid hefty sums for the cars, the monthly gratuity, medical expenses covered through insurance, wardrobe grants, furnished offices, mileage facilitation, constituency facilitations, sitting fees, allowances for plenary sittings and airtime allowances as well. There is nothing that is already covered, expect for the side-dish allowance, so if they have a man or woman on the side, the state will cover that too!

Because this is an insult to the state, the whole republic. They are already the special class who has a salary, which is tax-exempt, that they fixed for themselves in 2016. They have added and added for every Parliament, added more perks and more covering of their expenses, while their own salary has sky-rocketed.

It is a reason why they are unaccountable and not trusted, its because they are eating, while so many and plenty are living hand to mouth. While the state is figuring out more loans and added debt, these people are topping off on the loads of cash borrowed or donated. They are taking the aid and donations, the squeezing of every buck from the Republic as God-given right. They continue to do so.

So these subject isn’t new, at every twist and turn, these MPs are trying to hash out more funds from the public. Because of any reason within here and the moon. Let’s just be clear, this isn’t fair salary, this is a theft of a nation and the MPs are the embodiment of it. If they weren’t thieving like this, they are still getting kickbacks, grabbing land and also getting paid to vote in favour of the Presidents bills. That is known as the handshakes and “suits” has been given in the past for favourable bills.

This is the National Resistance Movement paradigm, we eat and the rest of you starve, because we need everything and deserve everything. We liberated you so we could eat off your plate and everyone else too. Because we deserve that, while the rest of you fork-up the money, so we can represent you. That is what they are saying and continue saying, without showing any signs of accountability or responsibility to their constituents, because they don’t matter anyway.

As long as they are paid, and paid-in-full. Peace.

Opinion: Hon. Kipoi is in a land of trouble, but is the charges justified?

Today Tony Kipoi, the former Member of Parliament in the 9th Parliament in the constituency of Bubulo West. In 2014 he had issues that he had no excuse for not taking part of 15 sittings in the row. Therefore, the Parliament threw him out and had a By-Election to chase him out of his seat. Well, just a year into his term (2012) as MP he was arrested for his connection with rebels in the Democratic Republic of Congo, however, that didn’t stop him from serving a few more years, before he was kicked out. Therefore, in retrospect, the issue wasn’t really there, but somehow it became one.

Other than this, there are a Press Release from 24th December 2012, where the Police Force states this: “Yesterday, Sunday, 23 December 2012, the Police with its sister security agencies, arrested Hon. Kipoi Tony Nsubuga of Bubulo East constituency at 10:30 in Matimuku Guest House, Njala Village, Fort Portal, Kabarole district, while he was holding a meeting with some Ugandan security officers and Congolese rebel officers. The Ugandan Officers and Congolese rebels were also arrested. For, some time, now, the Police with its sister security agencies have been closely monitoring subversive activities of Hon. Kipoi Tony in and out of the country. In particular, he has been recruiting personnel from our security services as well as Congolese rebels belong to a Congolese rebel group called COGAI, based in areas around Bunia, Ituri, Democratic Republic of Congo. He had promised to support the rebel groups with fire arms.We also have information, that Hon. Kipoi Tonny has foreign sponsors who at this point it would not be wise to disclose” (Ugadna Police Force, 24.12.2012).

In April 2014, President Yoweri Kaguta Museveni expressed this about Kipoti:

You elected a mad man Kipoi and when he got there, he wanted to overthrow the NRM government with guns. We threw him in. But because of the courts which are confused, they released him on bond and he fled to Congo. You have been here for long without any representation” (State House, 14.04.2014). T

What is striking with this, if this fellow Member of Parliament was already monitored and already had an issue with the and had to be arrested one year after becoming MP. Why wouldn’t the Electoral Commission disqualify him and his candidacy in Bubulo West? Since he was already known for his foreign support of the COGAI in Ituri, Democratic Republic of Congo?

The strangest thing, is that there is no direct connection with COGAI or FPRI. Which the state tries to put forward, and when it comes to making such accusation the state has usually delivered easily against detractors. Therefore, I had to look into possible sources and finds very little proof behind the accusation and the actual connection. Other than police in 2012, but nothing else connecting Tony to any warlord in the DRC.

The pure evidence of a Ugandan connection to FPRI or COGAI is this one from the UN Security Council in 2012: “FRPI also sells gold directly to Ugandan armed forces officers posted along the Congolese border. A regular client, cited by Congolese armed forces, militia members and a Lendu community leader, is a former Ugandan armed forces officer, Alex Mugisha. In exchange for gold, he has delivered arms and munitions to FRPI at the Semliki border crossing” (UNSC, P: 25, 15.12.2012).

With this evidence, there are clear indication that the group of rebels connected to Kipoi has traded their conflict minerals or gold with Ugandan counterparts. Therefore, to have middlemen in Uganda seems natural at this point. That is why the Presidents family is involved in this business as well.

But going back in time, the Observer had an article in 2nd November 2014 written by Sadab Kiatta Kaaya which stated: “In November last year, he was arrested by the DRC authorities but was later accorded a guest-of-the-state status, accommodated and protected by the DRC government. “You know he is a crafty man. I think when he got arrested, he told them that he has a rebel group and given the problems we have with them [DRC], they felt he would be of value to their interests,” Ambassador Kinobe said, when asked about Kipoi’s whereabouts” (The Observer – ‘DR Congo refuses to hand over ex-MP Kipoi’ 02.11.2014).

So after the troubles with law, even as a lawmaker and MP. He still had issues, which followed him from 2012 and also with the refusal to show-up in the Parliament. Tony has been one whose been in the spotlight of the President and the NRM. He has been one of many who has been alleged connected with militias and charged with treason. Kipoi isn’t the first one. He won’t be the last. What I wonder is who is connected to Alex Mugisha and does the business with the Congolese Rebels from Ituri. That would answer a lot of open questions.

It is hard to believe the information directly from the state, especially considering how they are not transparent about their looting of Congolese gold to through the Ugandan businesses. These are kept low-key and used to earn vast fortunes on others misfortunes. While supporting militias and insurgency inside the DRC. That is not news, but a fact that has been stated through international investigations and through the system of the United Nations Experts.

I’m just also wondering why Museveni turned on Kipoi and as he made him MP before taking him down. Now he is supposed detained and jailed in Uganda after a being in exile in Botswana. Why is suddenly back in the spotlight and getting into issues. What did he really do, pee on the lawn outside of the State House? Did he offend the buttocks of the Janet Museveni? What did he really do?

Would be nice to get some proper representation of the possible crimes he did, if he did any, since the evidence and the investigations of UPF isn’t representative and the criminal investigations can be turned in favor of the will of the President.

Why I can also question the government, is because the National Equality and Democracy, a liberation party from the diaspora wrote this on the 3rd December 2016: “The red notice meant that the Bubulo county West parliamentary representative Hon Kipoi Tonny Nsubuga would be arrested if found in any of the Interpol member countries. Interpol found that the organisation was being used wrongfully by the regime to pursue its political opponents. The winning of this case is historically a wakeup call and is a sign of injustice that all Ugandans are going through. Innocent Ugandans have been victims of circumstances for years under Museveni Rule. Since 2012 kipoi’s legal team has been battling political cases with Uganda government for an equal society. He emphasized much on Mr [ Museveni ] to do whatever he could in order to assist in restoring democracy, and stop unnecessary constitutional meddling which has lead to political instability in the country. The regime after falling out with him over political differences, he was accused of trying to overthrow the government, Kipoi left to exile in neighbouring DRC. The government continued to pursue him and even sued him under CRB No 1034/2013and secured a red notice 2014/11357 in Lyon France” (NED, 03.12.2016).

So we have the right to question the state, as the facts will not come from this regime, they will play it in their favor, just like they have done with other dissidents. Kipoi is just one of many in line of fire. Museveni isn’t graceful when coming to opponents. Peace.

Opposition Chief Whip Ssemujju provoking Besigye supporters just like Mwenda!

There are just some days, the true colors of some people appear, the real reason and the double-edged sword comes into play. There are times when the grandeur of support dwindles away like a dot-com bubble. It is this time and this sort of attacks within own party shouldn’t exist. Apparently it do, the Forum for Democratic Change (FDC), has been a party where the different leaders has discussed matters and followed protocol. Also, ever since Reform Agenda of early 2000s the leadership has changed and other deserters from National Resistance Movement has come into the fold.

It has been the strongest opposition party because of how the internal party organization has been built, the trust between the aides of leaders and the members. This has been an element of a party structure that has been done with grass-root work and steady campaigning. The proof of being different and also wanting a possible peaceful change from the Museveni era. That has not happen, because of the oppression and the constant rigging. Also, the control of the army. Therefore, you can wonder why Besigye who was part of the foundation and creator of FDC are no under-fire from his own. That also sounding like Mwenda, who has become the giant commentator who really despises him. I wouldn’t expect this sort of words form someone in the FDC NEC, but everything is allowed in politics, I guess.

Ibrahim Nganda Ssemujju on the 16th August 2017:

That is how many FDCs, including sophisticated ones like Musumba, viewed anyone who dared contest against Besigye. This is because Besigye is the most charismatic and selfless leader that the FDC either has inherited or produced. He is nearly more popular than the party. Contesting against him is almost criminal, punishable by isolation and other social boycotts. Yet that is exactly what motivated Muntu. I remember interviewing him while still working with The Observer and he feared FDC was making the same mistake senior leaders in the NRM made – not contesting against Museveni. Today, we still have people in FDC who think Col Besigye’s word is law and opposing it is a crime. Unfortunately, some of them are senior leaders. When you win over state power with that sort of mentality, I am sure you will be another criminal gang. Because Besigye’s mobilization and presidential campaign catchword was ‘defiance’, even those who have never chased a caterpillar in their lives are dismissing the rest of the party members as being “compliant”. Therefore, to them, this campaign for the FDC presidency is between defiance and compliance. The truth of the matter is that this campaign is between blind loyalists and those opposed to the idea” (Ssemujju, 2017).

Andrew Mwenda on the 7th January 2017:

Dr. Kizza Besigye is totally convinced that he has a large number of extremely loyal supporters armed with fanatical zeal to die for him. Besigye supporters are equally convinced that they have a leader willing to die for their cause. Both sides are involved in a game of deceit and deception and here is how. Besigye die hards are either cowards or hypocrites or both. While they make the loudest noise on how they are ready to die for him, they have done nothing (except for insulting critics on social media) to prove they are worthy of their claims. Each time Besigye goes to town, Kale Kayihura sends only eight (8) police men who pick Besigye like chicken, bundle him over a pickup truck and take him to police as these “ready-die-for-our-man” fanatics watch helplessly. For many months after the elections in February 2016, Kayihura kept a small police contingent at Besigye’s home of not more than 20 police officers. This “large mass” of “ready-to-die-for-our-man” people couldn’t pass this small poorly equipped force to rescue their hero. What kind of loyalty is this? Besigye is deluded to believe in his fanatics” (Andrew Mwenda, 07.01.2017).

Why did I take a Facebook article from Mwenda and this week attack piece from Ssemujju, it is because they use same sort of form to attack Besigye. It is special and unique. I never thought Ssemujju would use the same of tricks of the trade to address greatest Museveni nemesis Besigye. This is just weird. Because, Ssemujju has often been a man of reason, a man of sound judgment, but this time, I beg to differ.

We can easily detect that anyone supporting Besigye has to be a die-hard supporter and dying for his cause. Because the support of Besigye has to be this hard, then seeing Ssemujju: “Today, we still have people in FDC who think Col Besigye’s word is law and opposing it is a crime. Unfortunately, some of them are senior leaders. When you win over state power with that sort of mentality, I am sure you will be another criminal gang. Because Besigye’s mobilization and presidential campaign catchword was ‘defiance’, even those who have never chased a caterpillar in their lives are dismissing the rest of the party members as being “compliant””. You can see that Ssemujju also calls Besigye radicals, as it is criminal not supporting him inside the FDC. That is the coded language used for, that the ones standing against Besigye is a “criminal gang”. This sort of addressing it, shows how he tries to make the decisions of Besigye into attack on the FDC Organization. That since Besigye has and wanted to be different than the NRM and the government itself. Since, if they gave way to the government, then there was no difference. If Besigye supporters really did boycott and stopped being part of state, the FDC would be legitimate opposition party. What is worrying is how he uses the same sort of words to address Besigye.

I would not expect that Ssemujju would write in a manner of Mwenda, but he did. It is right, Besigye is not perfect, but he has given way to other parts of the party, that has opened windows of more than just “hard-liners”. If it wasn’t so, the FDC NEC wouldn’t have the power and the ability to become a Shadow Government with Shadow Cabinet. Something Gen. Mugisha Muntu and Party President was voting for, while Besigye was in house-arrest and detained. If Ssemujju feared the prison and the oppression to the levels of Besigye, he might have turned a bit more radical himself. But safety of Parliament salaries and remuneration must surely put the ideology on the side.

It is a sad sight seeing Ssemujju turning this way, instead of actually being honest, being up-front for why he uses Besigye, who is not standing for the FDC Presidency and that Gen. Muntu is also an incumbent. Another “No-Change”. Since Gen. Muntu has been the Party President since 2012 after Besigye stepped down after being elected in 2005. So it is not like Besigye acts like he is bigger than FDC. That is lie, if it was so he would be like Museveni who is the Party President and the President of the Republic. Its a big difference there. So the rants against Besigye and his supporters should be futile. If not it is the Muntu fraction that fears the Besigye supporters will be behind his aide Byamugisha.

But it is with sadness, that a bright mind like Ssemujju are using rhetoric and tricks of Mwenda’s playbook. Sorry brother, you should know better and should also be wiser. You are FDC leader, not a NRM Stooge, right? You give respect to Besigye, but same time slams him. What are you trying to say, only the ones supporting Muntu and his side of the Party are the ones justified? Since Besigye garn different kind of support, but you will quickly embrace the man, when you need votes?

Is that your game as well, we have seen similar acts of late, when the chips are down the people leave the fold, but when the tide is rising the people come running back. Peace.

10th Parliament MPs is extra greedy as they are eating another Shs. 100m. each!

You know there is something special, you know there is something out of bound and something compelling, when the Members of Parliament (MPs) who has no quarrels with eating without taxation, without thinking of their salaries compered to the ones who they represent. The constituency of the MP must feel betrayed as their allowances and their benefits are enormous, to say it at least, they are gigantic! But take a look at the latest big payment for the MPs!

Parliament — MPs are smiling all the way to the bank after the government authorised the release of an extra Shs45b to Parliament, with each of the 449 lawmakers set to get an additional Shs100m, ostensibly to buy cars for constituency travels” (…) “In a June 13 letter titled: ‘Additional cash limit of Shs45.8b for the Parliamentary Commission’, Mr Keith Muhakanizi, the Secretary to the Treasury, authorised Ms Jane Kibirige, the Clerk to Parliament, to spend the cash as part of non-wage recurrent budget in the fourth quarter of the Financial Year 2016/2017. The clearance comes barely two weeks to the end of the Financial Year” (Arinaitwe & Manzil, 2017).

So the Members of Parliament are clearly getting another pay-day without passing to much legislation or any sort of consideration of the proposed budget or pledges they had for the financial year 2017/2018. President Yoweri Kaguta Museveni and the NRM Caucus have clearly made together with the Parliamentary Commission to make a new pay-day for the MPs, yet again!

The National Resistance Movement and their MPs clearly like to get extra brown-envelopes without any considerations of the state of the budget or the way the funds are raised. It is not shocking, it seems like an ordinary event at this point. Not like it is the first time, the MPs uses their Noble place in the august house to enrich themselves and add cost to the state. Therefore, the added debt and interest payments should be feared by the MPs. Instead, they are adding debt and creating more interest without concern of the citizens.

The citizens are going to pay extra for this, they are the ones that are ripped off at broad-daylight. They are eating directly of the state reserve and does it with impunity. Also worth noticing, President Museveni is not sanctioning against it, since he can do as pleases. Since he is eating directly and misuse s it whenever he wants. Peace.

Opinion: Gen. Muntu wished back to NRM by Lumumba, is this another sign of disarming the opposition?

Well,  since the General Election of 2016, there been all sorts of play from the National Resistance Movement (NRM). Where the Opposition parties has either gotten ministerial posistions, EALA slots or even been detained. In ways of solidifying the NRM regime and their President for life – President Yoweri Museveni. Therefore the news that the NRM Secretary General Justine Lumumba wishes the Forum for Democratic Change (FDC) President Gen. Mugisha Muntu, shows there some foul play in the cards. The deck is usually sealed and this cannot be the party line, as the talks of succession is a stalemate as long as Museveni breathes on planet earth. But take a brief look at the quotes from the Secretary General Lumumba.  

“Ms Justine Lumumba, who represented First Lady Janet Museveni at a belated Women’s Day celebrations for Ntungamo District at Rwenanura Primary School playground in Rweikiniro Sub-county, said: “Gen Muntu comes from this district, from Kitunga, I even know the village where he comes from, he is a sober man but he is walking with wrong company. Talk to him as his brothers that he comes back, if there are any grievances or anything that angered him, we can resolve it.” (…) “He is someone who can bring back the presidency here; he is such a good player in a bad team,” she added” (Rumanzi, 2017).

That Lumumba said the FDC was a bad team, was expected as she has that view of anyone who isn’t in the NRM Organization or the Movement. Therefore, that Gen. Muntu is around Lukwago and Besigye, means he is in a bad team. That Muntu is suddenly in the wrong company, means that he isn’t directly a part of the NRM. The right party and company is the NRM. That is if you get the deeper meaning of what NRM Secretary Lumumba was saying yesterday.

The good company is the 31 year old regime under President Museveni. It is not like the NRM has ever consider succession and using that as sweet gift to Gen. Muntu is most likely hogwash. As the Maj. Gen. Muhoozi Kainerubaga is most likely the next in line, if the President get his wish. Why else would he stop the Daily Monitor Press a few years back when the Gen. Sejusa tale leaked to the Press?

If the NRM would offer anything it would be a ministerial role, an ambassador and trading away the normative and legitimate leadership role of Gen. Muntu. Even if Gen. Muntu sometimes isn’t progressive, aggressively enough against the regime, who use all sorts of tricks to manipulate and control the Republic. Therefore this must been seen as a ploy to destabilize the FDC. As they hope the fraction and people loyal to Muntu would be swayed back to fold. Leave Besigye and the hardliners behind.

This would be typical way of offering a gift and then destroy the competition, as they know many of the FDC NEC and FDC leadership has no real need of either going back to the NRM or any wish to be back there. Since many of the FDC leaders has been former NRM, especially the ones who established the party and wanted a significant different party than the NRM.

So the Machiavellian approach by Secretary General Lumumba and the NRM, can be seen as a tactic to undermine the leader in the FDC; while offering and saying he would be fit to come after President Museveni. Like the NRM could offer anyone that, as the NRM couldn’t do that to their own like Amama Mbabazi or back-in-the-day Kizza Besigye. So why should Gen. Mugisha Muntu suddenly be good enough? Do the NRM think their citizens are generally stupid?

Opinion: EALA Parliamentary Election ended expectedly with massive win for former Movement MPs!

Who thought this would be race for the opposition to get golden tickets to the Star-ship and fly-away to moon? Who thought that the Movement would act like gentlemen and give what is proper to the opposition, than you haven’t followed class or known the Movement’s way of doing business. Surely it was all fixed at the State House, the result was pre-fixed and the time it took in Parliament was made to make the charade look like an open bazaar, when it was a closed session for the chosen few that the kingpin had decided.

The ones winning were these ones:

Mukasa Fred Mbidde (DP),

Akol Rose Okulu (NRM),

Mathias Kasamba (NRM),

Mary Mugyenyi (NRM),

Paul Musamali Mwasa (NRM),

Dennis Namara (NRM),

George Steven Odongo (NRM),

Christopher Opoka Okumu (UPC),

Suzan Nakawuki (Independent)” (New Vision, 28.02.2017).

The official results and votes don’t really matter, the winners out of the 49 candidates, two who was from Forum for Democratic Change (FDC) and none of them was elected. Surely, the FDC didn’t trade or give ways to the Movement. Therefore, the sudden resignation of Fred Mukasa Mbidde as Deputy President of Democratic Party (DP) before the EALA elections and he was even parts of the NRM EALA Primary Elections at the State House. Nevertheless, the man who was parts of the party that Museveni once a point in the time wanted to destroy dearly together with the Uganda People’s Congress, he has given one candidate from each party.

So who is this Christopher Opoka Okumu, the Nebbi representative who apparently was good enough for NRM MPs to vote for a another term for the UPC candidate, who wants James Akena to run for President in the next election, though that would alter the paradigm agreement done with Museveni. That is how the UPC-NRM agreement and why the UPC got even cabinet members this go around. Therefore, Museveni offers the UPC another slot in the EALA as thanks.

Dennis Namara is the former NRM Youth Chairman and Presidential Advisor for Youth, George Steven Odongo the former Resident District Commissioner (RDC) of Lira, Rosa Akol Okulu, the fomer Minister for Internal Affairs, Mary Mugyenyi, the former MP for Nyabushozi County and former State Minister for Animal Husbandry, Mathias Kasamba, the former Kakuuto MP, who lost in the NRM Primary in 2015.

Susan Nakawuki is a former UPC member of EALA, but this time around she went as an Independent candidate this time around. Last time she was representing UPC and as MP for Busiro MP, who even wasn’t believed to be an MP because of her dress-code in 2009, also been in trouble with the law in 2011. So after the issues, she still had capacity to get elected for EALA in 2012. So now she soon starts her second term in EALA as part of the Ugandan Delegation.

So the opposition that isn’t really opposition is the ones that one a slot to the EALA, because the ones been in EALA delegation there, are not rocking the boat or using the title to pressure anything vicious in the East Africa Community (EAC). Therefore, that Mbidde who was part of the celebration of the movement in Masindi and even parts of the Primary in the State House, the other UPC candidates are already spoiled by the wealth of EALA, that they do not want to cut their pay-check and lose their livelihood.

The others are old-timers and former leaders who certainly have traded favours with the president, as some of these lost out at the NRM Primaries in 2015. We the knowledge of the pay-checks coming with the service at the EALA, the price of getting the offer and lose out on being a MP for the NRM. Must seem decent for the loyalist that Museveni can count on to continue his trench-hold on all most of the seats anyway!

Like Nabilah Naggay Sempala wrote on a secret meeting in Parliament:

“The meeting scheduled at Parliamentary building for 10am according to sources at the Government Chief Whip’s office, is to strike a deal with the leaning independent Members of Parliament to vote for all the 6 NRM candidates. The NRM would also in turn vote an independent candidate who is yet to be agreed” (…) “In politics nothing is done until it is done. We need any potential ally at this time to comfortably secure victories today,” a source from NRM said. The independent members are 66 accounting for 16 percent of the total members and bigger than the combined opposition members” (…) “NRM has 6 candidates in the race including former ministers Rose Akol and Mary Mugenyi, former Government Chief Whip’s office Policy Analyst Paul Musamali, former RDC George Innocent Odongo and former NRM National Youth boss Denis Namara” (Nabilah Naggay Sempala, 27.02.2017).

So with this in mind that these members we’re mention in regards, plus the amount of fixed movement MPs there wasn’t hard to see how this would go. As well, the ones that one today are proven to be former losers in the Primary, therefore the meetings that was at the State House was making sure the loyal MPs of the past would get a secured livelihood after their days in Parliament. However, there are now also Youth League leader, RDC and Political Analysts that are now paid with a heavy salary in Arusha. You can just know that there have been a trade-off and Museveni offered it for creating no issues during the campaign of 2016. That has been visible as the NRM stalwarts was offered plenty. Expect other NRM former MPs to be hired as Envoys or even Ambassadors to the UAE or any other place with a Mission.
