Opinion: This Ebola spread is getting ugly…

The ministry of health has revealed that six school-going children in three schools in Rubaga division in Kampala have tested positive for Ebola” (NTV Uganda, 26.10.2022).

The Ministry of Health has cautioned parents and schools in Kampala to increase vigilance and adherence to the standard operating procedures following confirmed cases of Ebola among some students in Rubaga division of Kampala” (NBS Television, 26.10.2022).

President Museveni has imposed a 21-day lockdown on the central districts of Mubende and Kassanda to contain an Ebola outbreak that has already claimed 19 lives in Uganda. “Movements into and out of Mubende and Kassanda is prohibited,” President Museveni directed in his third quick-succession night televised address on Ebola” (David Vosh Ajuna – ‘Ebola: Museveni puts Mubende, Kassanda under 21-day lockdown’ 15.10.2022, 93.3 KFM Radio).

The lockdown of Mubende and Kassanda districts has clearly not stopped the transmission of the Ebola virus in the Republic. There is now more spread of it in Kampala. Things are getting worse and rapidly a problem, which seems to soon out of control.

This can also be said after not only the news from the Ministry of Health today with further cases in Kampala. However, also the boda-boda driver at Kololo. This shows that the virus is spreading and at a rate, which seems to be spiralling.

With the knowledge we have of Ebola, this is serious. Just read a part of the fact-sheet from the World Health Organization (WHO), which is specific on how Ebola virus is spreading…

Ebola virus disease (EVD), formerly known as Ebola haemorrhagic fever, is a severe, often fatal illness affecting humans and other primates. The virus is transmitted to people from wild animals (such as fruit bats, porcupines and non-human primates) and then spreads in the human population through direct contact with the blood, secretions, organs or other bodily fluids of infected people, and with surfaces and materials (e.g. bedding, clothing) contaminated with these fluids. The average EVD case fatality rate is around 50%. Case fatality rates have varied from 25% to 90% in past outbreaks” (WHO – ‘Fact Sheets: Ebola virus disease’ 23.02.2021).

Now that the Ebola is outside of the lockdown districts and within the Greater Kampala area. Soon we can see or here about cases in Mukono or Wakiso districts too. This is just the beginning of it, as I see it.

When we saw the last address of Museveni. With the newest information and such, more and extensive lockdowns are on the horizon. When the President could announce it for two districts. The news of transmissions in Kampala. We expect a lockdown and new stoppage of ordinary life. Especially, if we see the numbers rise and the amount of people reported with it. Because, this is spreading and evidently it’s not stopped.

When we see the numbers of other outbreaks of Ebola, the fatality rate is huge. So, this is worrying and should be a significant factor in acting swiftly. Peace.

Opinion: DP had to retaliate against Nambooze…

From 2017…

The Democratic Party and Chairman Norbert Mao have this week lost 10 MPs to the National Unity Platform (NUP). Which is the biggest raid on one single party in a long time. Mao should be shattered and devastated as his party has deteriorated in front of his eyes.

The DP could have aimed at anyone. However, they picked Mukono MP Betty Nambooze, which have taken shots at Mao before. So, its fitting that they retaliate now that she has left. It wasn’t shocking that she found a new home. She’s been on the move and it was bound to happen.

So, that the Party releases a long statement on her. Not on Mpuuga or anyone else. Shows that the party bears special grudges to her. I am wouldn’t be shocked if others got into the firing line too. However, the blend of old spats and blistering words have clearly ruffled some feathers. Mao and the Party had to answer one of them and they just had to pick Nambooze.

That’s why they said this about her:

Hon. Nambooze Betty has attempted one of the biggest hit-or-miss maneuvers in Parliament, crossing the aisle from the Democratic Party at a climactic moment in Mukono Municipality.

The shadow minister for Local Government in the minority government of Leader of Opposition in the 10th Parliament and also Spokesperson for the People’s Government made her switch to National Unity Platform (NUP) on Thursday 10th August 2020, returned to a TV show on the same night declining to formally cross to the new Party” (…) “Madam Teacher has long had a difficult relationship with many Democrats in her home district, based in part on her support to fail development programs in the area. But during her years in the Parliament , she has was an important opposition vote for the bill against “Tojikwatako” 102(b) which saw her back almost broken by the junta” (Democratic Party, 15.08.2020).

You can see how they are already in it to kill. There is no soft spots. They are taking quotes from the NBS Frontline too. Nevertheless, seeing the whole picture. While also in the same article using the new flag-bearer for Mukono as a centre-piece. Mr. Fred Kagimu is sounding like saint in the same article. Just fitting, when she has left the fold. That he is dismissing her and her journey.

What is really rich is how limited the scope of this is. How little it really says and how its not about why she really left. However, that would have hurt the pride of the Chairman and the historical party. Mao don’t want to look like a fool, even as he lost most of his team.

Nambooze and Mao has fought in public. They have gone after each other. Because, Nambooze been part of People’s Government and that have triggered Norbert. However, the same man never didn’t grieve when his people joined the cabinet of Museveni. So, this is a continuation of attitude towards her. They really like to paint Nambooze in a ill picture.

There is always costs in politics. You win some and you loose some. Sometimes you have to let things go. However, Mao and his team is bearing grudges. They are bitter at Nambooze. That is why they dropped this hit-piece. There is no other reason to do so.

Also, make her opponent from the party look like a rising star. The new King of the Hill. Because, that is what is needed. Now, that she left. They need to usher in a new star and make him look shiny. While burying the old. That is what this piece was all about. As they picked the first defector they took a shot at.

Who can wonder whose next. Maybe Mpuuga, as the DP will either field Mbidde or Bwanika to get his spot in Masaka? Peace.

Byandala aquitted for the Project 1034 Mukono-Katosi Scandal: Thieving is apparently legal!

The Project 1034 Mukono-Katosi Scandal that is going as far back as 2009-2010, but the official starting point of the project was in 2014, as the scheduled end of the project was in 2017. This was the works of the Ministry of Works Abraham Byandala. He got siphoned money to a non-existent company, which didn’t work on others than imaginary stuff for years. The bills that the state totally paid was up to 24 billion Ugandan Shillings. That this man was in-charge of and took over the years.

This scandal isn’t new, the documentation between Byandala, the companies and Uganda National Roads Authority (UNRA) is all there, but that wasn’t good enough for him to suffer. That is because of his connection and that he is married to the upper-echelon of society. If he was an ordinary con-man he would linger in jail, but since he wears a suit and is connected. He could walk like nothing after a prolonged case and now they are clearing him of the charges. That happens as it has gone years since he ate this money and the state is ready to move on.

That the National Resistance Movement (NRM) are above the laws is proven with judgment like these. As the former Minister made up a company, siphoned money into the accounts of the make belief and made paperwork for possible road-works, without anything being delivered. The state paid for nothing and was still billed. They paid for ghosts and an a mirage made by the Minister.

This is like a really bad scam of the people and whoever carried the footed bills for company, which was non-existent. That shows the nerve of the NRM, as they are charging whoever oppose them, but their own thieves they are allowing freedom.

That Byandala has stolen billions of shillings is known. This was done while he was in power and he did it with others. As they tried all tricks to hide it, but it leaked and hit the public. As the prices of the road between Mukono-Katosi becoming to huge. The state was continuing to paying for a projects that lasted forever. That is why this is are real injustice. The people didn’t get the roads and their funds was taken by a Minister appointed by the President.

That is why this is insulting. As Byandala is walking away without a scratch, without an inch of pain and could take the billions like nothing. Peace.

Cholera Alert in Kampala and Mpigi: Could have been avoided with a state controlled sewage system!

The people of the Kalerwe, Kampala and people from Mpigi District should worry about their sanitary positions and their water quality, as the Cholera outbreak is because of simple mistakes by the Ministry of Water and Environment, also by the Kampala Capital City Authority (KCCA) that hasn’t done their job. Because when 7 people are caught with the disease and put in a hospital. The whole local government combined with the Ministry should be finding the sources for the mixing of feces and water in the pipes to people of a certain area.

A person can get cholera by drinking water or eating food contaminated with the cholera bacterium. In an epidemic, the source of the contamination is usually the feces of an infected person that contaminates water and/or food. The disease can spread rapidly in areas with inadequate treatment of sewage and drinking water. The disease is not likely to spread directly from one person to another; therefore, casual contact with an infected person is not a risk for becoming ill” (Centers for Disease Control and Prevention – ‘Cholera’ 09.11.2016 link: https://www.cdc.gov/cholera/general/index.html).

Now one person might have been affect and transmitted this to his nearby kin or neighbors, however, this disease comes from practically bad sanitary areas and water quality. Where the lack of control over the water pipes and the sanitary efforts of the city in general. There are even speculations that the emptying of the sewage tanks costs 200,000 shillings at a time and people cannot afford it. So they let it all out in the midst of rain. Therefore, the mix and the conditions where Cholera could breakout and clearly it has succeeded.

This here is a lack of government control and reason of change of dynamics so that people can live in healthier conditions and not fear to get into bad cycles of more illness and capability of income. Due to sickness and shows the lack of good living conditions. If society and the state wanted, they would have a decent sewage system and securing that it didn’t mix in the streets. So that the sickness of cholera would be avoided, it isn’t that hectic. It do cost in urban areas to lay the pipes and set up a well-functioning sewage system, but when you do have that combined with a decent water-pipes, the waterborne sicknesses that can be fought and avoided. That should be a priority, especially for a republic striving to reach middle-income very soon.

The Republic has choices and should plan ahead to secure the citizens, so they can avoid getting ill, by waterborne diseases like Cholera. That should be a priority by any of the Ministries that are involved, if it is the Ministry of Health, Ministry of Kampala, Ministry of Water and Environment, Ministry of Finance, Economic Development and others should strive to succeed, that is if they care about the well-being and are serious in the part of society. If not they are their to pocket their salaries and live lavish, while others are catching diseases that can be combat by very simple means and also serious constructions of sewage systems. This would secure the health and well-being of the citizens. It wouldn’t be an issue at-large, if the state did offer this.

There are happening like this with that too, when pipes goes old or technical malfunctions, but its easier to become a major issue and spreading alerts, when the society doesn’t have the systems in place. It is more sufficient and healthy to actually install and build this. All of this isn’t revolutionary, even citizens around the world is paying levies on it to the state and counties to secure the water is clean and sewage system is functioning to satisfaction. Where the public can contact the directorate or county body to complain if it malfunctioning. That should be possible in the Republic too, unless the state and the leadership see this all as unreasonable. Please tell me, because then your blaming the public for your lack of oversight and control of basic functions in society. Peace.

New Powers assigned to Hon. Beti Kamya: Not only a Minister for Kampala, but soon also Wakiso, Mukono and Mpigi!

Museveni changes Beti Kamya’s portfoil ahead of extending Kampal boundaries, this means that Mukono,Wakiso and Mpigi are nolonger under Ministry of Local Government as they now form part of the Kampala Metropolitan area. Mukama otuwonya ddi Kitange?” (Betty Nambooze, 22.03.2018).

This can be said after a letter sent to the Chairman of Kampala District Land Board Yusuf Nsibambi, the Executive Director of Kampala Capital City Authority Dr. Jennifer Musisi and the Commandant of Kampala Metropolitan Police Office Frank Mwesigwa got a letter from Secretary Office of the President Samuel Emiku, the letter named: “Name of Ministry in-charge of Kampala”.

The new name the people get to know is the Ministry for Kampala Capital City and Metropolitan Area. That means the Ministry will get a bigger slice and more control. That meaning the Presidency has big faith in the acts of Beti Kamya, as her portefolio are now extending and also taking away from others. What you can also take from the Secretary, is that he didn’t notify neither districts mentioned by the Members of Parliament or the Lord Mayor of Kampala Erias Lukwago. There was other who should have been informed like the 5 district mayors and the Wardens, the councilors of the capital should feel punished too. Also, the extended branch of the Presidential Advisor Singh Katongole. But what has said or done recently, other than cashing-in a paycheck.

This here is really an extension and rare, since the paradigm under President Museveni is to make things smaller and hire more cronies. Not extending and giving more power to individuals. This is tampering with the modus operandi of late. Kamya must have given a lot of incentive and promise over the recent time to be offered a higher stake. If not, he want the Residential District Commanders and the others in the near-by districts to be under the command. As it is a fitting way for the State House to control it even more directly, because Kamya will work on direct orders and not flinch.

So, just like the way Kamya has stripped the elected leadership in Kampala, she is set to control Wakio, Mukono and Mpigi. This is really to secure the will of Museveni even further and more detailed, as she has followed his instruction on every market and every decree. She has praised him and he now repays her. While taking away powers and limits the scope of the Ministry of Local Government, who will loose these areas.

The letter from the Secretary of the President is really showing this and proving how he wants to tangle even more elected officials, with the appointed minister Kamya. It is really a way of controlling mayors and district officials. Peace.

Opinion: The EU is too late to the Party, when they are now asking for Electoral Reforms in Uganda!

It feels deliberate, that Eduardo Kukan dropped a statement on the 8th March 2018 as the General Election in Uganda was in February 2016. That is two years after, this is the Follow-Up Mission to the Electoral Observation Mission, that is long finished and didn’t deliver anything of significance. The whole thing ended up being a charade and mockery of the principals the EU is supposed to stand for. The rigging, the spending and buying votes, the inside deals and pre-ticked ballots should all say that the re-election to a fifth official term and unofficially 7th shouldn’t be legitimized by any entity. This is the same fellas that left Kololo, because the President’s stance on the ICC. Like they didn’t know?

So, we are in March 2018 and its two years and a month since the entered the port and all of the containers are left, all produce is eaten, all parts of the products is sold, stolen or gone. Therefore, there is very little to regard about the process. Very little the EU can do, because they are beholden to the man they validated. They validated the Supreme Court ruling, they validated the Mbabazi petition, they accepted the stolen votes from Besigye and the obvious lies of the Kiggundu Electoral Commission in favor of Museveni.

The EU should have pushed for the reforms in 1995-1996 if they we’re serious. While the President still looked like he cared a little bit and was a donor-friendly guy, now he despise anyone questioning him and his authority. He is always right, and the rest of you is wrong or can be bought. That is President Museveni now. They could have had a short in 2000-2001, even 2005-2006. Even as the term-limits was deposed at the time. When the true reality was that Museveni had no place of really retiring and spend time with his cows. The EU could have pushed for reforms in 2010-2011, even as the Walk to Work demonstrations (W2W) and the Activists 4 Change (A4C) who both challenged the Presidency. Clearly, the EU could have done more as an outside entity, if they cared about the Electoral Reforms.

So now, that the last election went through, the syncopates, the technocrats and cronies of Museveni is elected, appointed as advisors and whatnot. The EU is asking and begging for changes, since suddenly now is the time. Like Museveni would care about the plight of the Follow-Up Mission in 2018, when he just gotten his carrot in December 2017, the Life Presidency. Did the EU miss that charade? Did they sleep in Brussels and eating Belgian waffles? That is how it seems to me.

That the President that has centralized most of the power around him and his State House would now care about the EU, is to say bluntly naive. That the EU comes with recommendations now will not be listened too. Unless, they are dropping bunch of external funds and juicing the rabbit a little bit. Because Museveni is eating, his cronies is too and there is nothing you can tell him.

So when the EU stated this on the 8th of March 2018, its not hard to understand, why it is like this: “ The EU EFM has been heartened to find that the recommendations of the EU EOM have been disseminated across several institutions of State and that many interlocutors were familiar with the content of the recommendations. While there has been virtually no progress on implementation of the recommendations to date, awareness of proposals, and the grounds thereof, is a crucial first step in the achievement of the recommendations. Similarly, there is widespread awareness of the directives of the Supreme Court” (Eduardo Kukan – ‘EU Election Follow-up Mission to Uganda urges Authorities to take positive steps to improve electoral process’ 08.03.2018).

Like did you think the man, that has been running since a coup in 1986 would give in and change to a more democratic structure, the one who house-arrest his biggest threat without any jurisdiction or right by laws? Do you think the man who has all the state coffers, has all the bidders at his feet, will finally give way to your advice? Do you think the man who has used the guns to silence opposition and does it will kind of acronyms too.

I hate to say it to you Kukan, but your late to the party. The party-goers have left, they have their whiskey, their Waragin, their vodka and their Nile Brew, but are not interested in your anecdotes. They would have mattered some time ago, when the fire was burning, when Usher and Radio & Weasel was banging on the stereo. But now, the party has died down, the only left is the straws and the memories of the late night charade.

Kukan, you should have acted swiftly, you should have cared about the implications, but your entity and others validated Museveni. Just like you have done in the past. You let him of the hook and this here, will be a stain, but not something that covers the obvious. The theft of February 2016. That you accepted and did for selfish reasons beyond me.

Opinion: Mzee don’t want to bother foreign investors with taxes, just give him a Presidential Handshakes!

Well, I am biased, as the President are visiting Dubai for 4th Global Business Forum on Africa on the 2nd November 2017. President Yoweri Kaguta Museveni is trying to cater to foreign investors. People who he usually cater to at the State House, so he can get favors and Presidential Handshakes. That is why he isn’t bothered with taxes, because the tax-holidays and possible offerings will be huge for the investors who comes in. That is what the National Resistance Movement (NRM) are doing, especially if it is for instance a nations offering the state loan, than the same state can come with state-companies to build infrastructure like Chinese companies coming in after offering loans to the same NRM government. Therefore, just look at what he was saying yesterday, which is weird, but fit a pattern.

Since you are business people, we must be talking about profits. When you talk of Uganda and Africa, you are talking about peace as an enabling environment; which we have. We have raw materials, and have a population of 40 million people that’s’ a market. And if we talk of integration we have a four tear market” (…) “In Africa, the demand is there and growing because we have been under-consuming while the rest of the world the demand is falling because they have been over consuming” (…) “There are plenty of raw materials, minerals, tourism and so on so when you invest there you have access to all these” (…) “I don’t have to bother investors with taxes, what I want is for them to invest, use our raw materials, create jobs, add value and promote exports” (State House Uganda, 2017).

Well, so the President trying to say to foreign investors, you don’t need to pay taxes for your output, just cater to me. The state you don’t have to bother about, just bother about catering to the State House and me. We will add value and promote exports, we will agreements and make sure you get the value on our resources and low-payed workers.

We know who is the biggest taxpayers in the republic, because of Uganda Revenue Authority own statement in the media on the 31st October 2017, which stated names like Mr. Alnasir Virani Gulam Hussein Habib, Dr. Sudhir Ruparelia, Mohammed Hussain, Nakayima Janat, Karia Minex, Karia Kunnal, Alykhan Hudani and Dayalijil Karan. Who are sounding like foreign investors and they are on the top 25 biggest taxpayers in Uganda. So the state has already connected families from abroad to invest there in various businesses. This shows there are already people who is not worried about taxes, but about the output of their companies.

Some of these investors has made big names, while others have worked more in silence. Still, this shows that the top earners even promoted by URA and Doris Akol. Proves how they are working, as there wasn’t that many own citizens on the list. That shows that the foreign investors must get a special advantage and special agreements at the state house for their dealings. Especially, considering how it has been done, just for tearing down markets in Kampala for own investors and financial agreements. This has been done and arranged from the State House without consultation with locals, neither KCCA or the renters of these markets. That is how the NRM and Museveni do deals in favor of him and if he get ill-gained funds, he will support the “development”. It is in similar fashion he exposes his intent in Dubai.

That the State doesn’t need taxes or need structures to facilitate for foreign investors, they just needs agreements with State House and then it is all fair-game. It is insane, but fits the Modus Operandi of the Musevenism and NRM regime. Give him a Presidential Handshake and you can operate as you want in the Republic. Peace.

Opinion: It’s ironic that President Museveni is talking about disciplining the government!

The three arms of government and their sub-branches must have discipline. For example I have been involved in disciplining the army. We should do the same for other sub-branches of government. If the Judiciary is also disciplined in fighting corruption, citizens will lead a good life. – Yoweri Kaguta Museveni on the 1st October 2017, State House Entebbe.

Its just one of these days that hearing the news and seeing the tweets of the President, makes me laugh and wonder if he listen to himself. He knows his system and has made his garden. The way the government steers and govern is because of his policies, his regulations and his support. It is not like there been other ruling for last 30 years in Uganda. The Republic has been under the control of Museveni and his National Resistance Movement (NRM).

The NRM has suffocated all other free-will and control. Therefore, Ministers, Members of Parliament and others seek guidance and funds directly at the State House in Entebbe. Even foreign investors meet there to make agreements. Everything is nearly sanctioned out there. The Discipline now is more on the narrow-minded government that is run from there. The institutions and the procedures are not so important. Since most things happening is with the words from “above”, meaning the President and his close advisers.

It is not rocket science to know where the benefactor or the reason for lacking structures. That is because government waits for their go sign by the State House, they are waiting for funding of the projects and institutions from the State House. The projects and the works of the State House and under the Prime Ministers Offices are the key organizations within this government. They might say all of the massive cabinet has part to play, but that is the facade.

Therefore, it is ironic for a man so controlling and so disorganized that it gives sometimes way to the unthinkable. Just like the Presidential Handshake, that was sanctioned by the State House, but taken form the wrong account. That was the problem for the President, not that the corrupt behavior was occurring on his watch. Its like he talks against himself. Because he has no problem speaking anti-corruption, but if corruption benefit his cronies – its fine and dandy!

I am not surprised by him at this point of time, its fit his narrative. He says what he expects and wants out of others, but the next day he finds a way to benefit or use the loyalty of his cronies. Not like he would have excepted the UCC not to listen and stop the suspended MPs to hit the airways and be broadcast on TV. He rather being himself on radio and in the spotlight, but will accept anyone else sharing the same space.

President Museveni is the proof of someone saying something noble, but doing opposite. He might say something insane, but act rational. Therefore, you never know where you have him. I will never believe him actually disciplining the government, if doing so. It means they are all blindfolded and following his guidelines. It does not mean building proper governance and protocol, neither is institutionalize the departments and ministries, it is all about his will and his stature.

When it comes to Museveni, discipline is about following him. Not building transparent and proper government institutions. Peace.
