Opinion: Parasites and lies, a walk against himself…

Today, was the official walk against Corruption in Kampala, as the President, the Anti-Corruption Unit at the State House and all other governing parties involved muster up a decent crowd of paid participants, staff and whatnot, security guards and whoever they could find. To walk a distance in the midst of Kampala.

At one point, the guards and security told pieces of the march to slow down, because it couldn’t walk faster than the President. Even as he went to Kololo, he still went at a rate, that was to slow too many. This walk will not change anything. It is a PR Stunt, which will not gain anything fruitful. It is more public wastage in order of looking sincere, which it is not and will never, be.

With this in mind, the President is truthfully telling the world that his rich. His vastly rich, Ritchie Rich, rich actually. However, the President doesn’t tell how he got there. It was not like he had wealth and assets going into the role of the Presidency. Not like he had estates, businesses and ranches going in. No, he was an impoverished former Minister, who had gotten grants by mercy of Nyerere and who was hired by Obote II. That is who he was until 1986. Therefore, his wealth has come with power and with incentives given to him over time, also boosting his accounts and also his cronies.

Secondly, if it is a moral problem, then its engraved into this administration. If corrupt people are insects and parasites, there is surely a lot of them in his cabinet, in his offices and around his closest associates. Himself is a parasite then. Because, he haven’t gained wealth on innovation, marketing or basic business models, but by being in-office and getting bargain by kickbacks and inside deals.

Last, but not last. We can say you Mr. President has been successful, gaining more and more power, more and more money and depleting the state, little by little. To a point, where nothing isn’t up for grabs, where secret deals inside the State House decides, if they are staying or going. The Presidential Handshakes and whatnot is the ones crediting to you. That is why walking today is obnoxious and outrageous. Only naïve and dumbfounded people believes this PR Stunt.

The man cannot fight himself. He will not tarnish his own creation and destroy what he keeps him there. Therefore, this is charade, packed as a rally and a march against something. But in the end, it will only further show the rot, the plight and the suffering the actions made by this cause. Peace.

Follow the Code: A secret walk against corruption

On 4th December, 2019, H.E the President of the Republic of Uganda will lead the walk code named Anti- corruption walk. The walk is aimed at intensifying the fight against corruption. The walk will start from Constitutional Square to Kololo and a number of people are expected to participate in this walk” (Uganda Police Force – ‘TRAFFIC MANAGEMENT PLAN FOR ANTI-CORRUPTION WALK ON 4/12/2019’ 03.12.2019).

Merriam Webster states that a code name means: “a designation having a coded and usually secret meaning” (“Code name.” The Merriam-Webster.com Dictionary, Merriam-Webster Inc., https://www.merriam-webster.com/dictionary/code%20name). With this in mind, I never believed that His Excellency or the President is serious about this.

This is the President whose have had issues with demonstrations, protests and rebellion. Therefore, his not the man whose walking against anything. He was a rebel at one point, but that was for his own cause. That is why his stayed in power since 1986 and never left.

With that in mind, the man whose known for having someone close to his office or cabinet connected in some corruption every single year. It is seemingly happening, there are like those proverbs in the papers saying: “Missing Funds”, “Unaccounted Donor Grants”, “Fake Corporations/Products”, “Ghost Employees” and so-on. Even knowledge of kickbacks, secret agreements between the President and Foreign Investors. That is just happens on the regular.

That’s why the President has created dozens of agencies supposed to have the ability to monitor the state organizations, businesses and tenders. This being the Inspector General of Government (IGG), Office of the Auditor General (OAG), Public Procurement and Disposal of Public Assets Authority(PPDA), Anti-Corruption Unit – State House or even the Financial Intelligence Agency (FIA). All of these are supposed to combat the ill called corruption. Still, these are not able to do so, neither are the Judiciary nor the Law Enforcement they are working in tandem with.

That is why the walk is even more ridiculous, as if it’s not the man whose the V.I.P or the Fountain of Honour, whose often involved or accepts the corruption. That being some road-scandal, illegal tender nor the Presidential Handshake. Neither some procurement for some government agency played around with to ensure someone got greased.

So, this walk against corruption. The man whose behind the grand-corruption and his party is usually connected directly in these operations. That is why tomorrows walk is walking against itself. This is like the man who makes everyone sick, suddenly will drop the cure. The man who drops bombs over a nation, suddenly calls and walks for peace. It doesn’t work. That isn’t real!

Unless, the old man with the hat starts to shadow boxing himself, knock himself out and suddenly understand that his the problem. Not that it will happen. This is a PR stunt and nothing else. The NRM MPs, the ones who wants to show loyalty will show up. But everyone knows the state who does this on the regular. Will not stop doing it. That is why Total had secret talks in the State House with the President just this week.

We cannot expect anyone than the small-fry gets charged and taken into custody. The ones who are the big-fish will not touched, unless they have fallen out with Jajja. Peace.

Opinion: A never ending story called the Northern Bypass…

This is becoming a never ending story. Where the state, all the various ministries, state owned organizations and whoever gotten the tender has been able to finish the project of 21 kilometres or 23 kilometres. Since on that one this project even differs.

What we do know is that this have been in the courts over battle over payment for land. It has been postponed and stopped, because the company doing the work has been shoddy. There been plenty of controversy and not all good news. That is why these kilometres has taken so long to build and still isn’t finished.

It is really amazing how this continues and it seems that this will be prolonged even longer. Because, we know what season its getting into. Election season and then all sorts of budgets and campaigns whacks out everything else. Even if this one is now scheduled to be done by 2021. But we know how flexible the end-dates are. So don’t be confused if it is still unfinished in 2023 or 2025. Because this project that was launched in 2004 seems to be alive and kicking a little bit longer.

New Vision 2008:

THE public is still awaiting the opening of the 21km Kampala Northern Bypass. The project was launched on May 20, 2004 and was to last 30 months, ending on November 19, 2006. It was later extended by 10 months to September 2007. This was later to change to March this year, which deadline was also not met. This delay is causing public concern. Apart from reports of extortion by the guards who allow motorists to use the road illegally, accidents are beginning to happen” (Chris Kiwawulo – ‘Will the Northern Bypass ever be completed?’ 25.04.2008).

CSBAG Paper 2018:

For example,the works on Kampala Northern Bypass registered a cumulative progress by end of June 2017 of 46.7% against the programmed 97.95%. The elapsed time was 98.81% based on the Original Program of Works. The major issues affecting progress is delayed site access, Design issues and Relocation of services” (…) “ Kampala Northern Bypass highlighted as a project to be concluded in FY 2018/19. This is not feasible as none of the six roundabouts which have sizable infrastructural and structural undertakings has been commenced on” (CSBAG – ‘CSO POSITION PAPER ON THE WORKS AND TRANSPORTSECTOR BUDGET FY2018/19’ 12.04.2018).

Article October 2019:

The upgrade of the Kampala Northern by pass into a four-lane high way started back in 2014 with the completion date set for November 2018. However, the date has been pushed to 2021 due to a couple of challenges hindering the project which include; changes on the original design and compensation of the affected people. Mr. Allan Ssempebwa, UNRA’s media manager last month said that the works stood at 60% and mentioned that the interchanges at Sentema and Namungoona will be handed over to the government by the end of this year” (Patrick Mulyungi – ‘Uganda to launch three new footbridges on Kampala Northern Bypass’ 02.10.2019).

So, we are seeing the stages of building is either not done or postponed. This is all done by various of reasons. The Kampala Northern Bypass are really a long prolonged project that seemingly seems never to end. Even the government own paper wondered about that 11 years ago and we have to wait another two years. But knowing how this ones goes. Don’t expect the state to follow its timeline.

What I wondering about, how proud is the European Union for supporting the project and the longevity of this. There should be questions from the ones who has funded it and why it takes so long. Since, they are accepting it and surely gotten the explanations. Because, we who follows haven’t really.

There are lame duck excuses with the land and the state paying the ones living there. Where the state has to pay for the hurt of building a road on private land. If they planned this and commenced this in 2004. By the time of 2019, the state should have been able to settle this and know the route of the road. However, they are showing lack of due diligence and putting the work in.

Because, the Northern Bypass should have been done by now. That isn’t rocket-science. This is made like this since people are eating of this project. Not like it should take this long to finish a 21/23 kilometres long tarmacked road around Kampala. But apparently it does. Peace.

Another look into the Oil-Road Cost: “Package 2” Hoima-Butiaba-Wanseko Road!

In the newest report of Oil Roads, which is expected to borrow funds for. The China Exim Bank is supposed to be provider of 85 % of the cost of the operation and building of the roads in these projects. I will only look into one of them, as I have previously looked at this significant one.

This is the Hoima-Butiaba-Wasenko Road. A project that was supposed to start in 2015 and was clocking in funds from the state budgets in 2017. Back in 2015, the road was estimated to cost $126m USD. Today, with the recent report, the same road is costing $179,538m USD. That is jump of nearly $50m in a five years time. In addition, of these bloated funds, 85 % of it will be loaned from China and the rest 15% covered by the Government of Uganda (GoU).

In 2017, this project was designated the China Communications Construction Company (CCCC), which signed a deal in January 2016. However, by the time of the report 2019, it is another Chinese Company who has the contract. This is Chongqing International Construction Corporation (CRC) Ltd. With the recent contract, the loans are clearly getting direct back to the Chinese, as their corporations are the ones with the contracts to build. A clever way of borrowing and then getting returns.

With this mind, we can see the changes, see over the years how the price has changed. If Members of Parliament was afraid of the price per kilometre in the past. They should be now. As the changes of price on the same project has changed significantly. There is no doubt, that the Chinese government are getting added loans on each of the packages in this deal. As this is just one of the roads in question.

This is 111km is now costing 659,921,964,460.17UGX in Ugandan terms or 659bn shillings and that equals to about 5,9bn shillings. Therefore, the prices has sky-rocketed and the price per kilometre is abnormal and extremely costly. The overpriced asphalt and the consultation is in absurd levels. The previosly estimated price for this road was about 444bn shillings. Therefore, we can see rising price between the years in both currencies. About 200bn shillings growth in 5 years. 

To many cooks and too few ingredients. They are boiling soup on nails on this one. Wonder how this will end. As I felt in 2017, that the pricing of this particular road was a bit too much, but now they have just escalated it.

We can wonder whose eating, but someone is. We just don’t know who, because there been designated funds to build this one in the past and it has still not commenced. Surely, this road will be built, but at what point. However, with the added loans, the pressure should be on. Also, to secure the oil so it makes financial sense too. That the added value is there. It got to be. Because this project is over the top. This is the real OTT service, paid for by the Chinese and the tab is all taken by the Ugandans. Peace.

Opinion: Do you want to drive Tax-Free on the Toll-Road? Dip through as part of the Presidential Convoy!

“The House has passed a clause in the Road Bill, 2018 that provides for paying of road tolls. The clause provides exemption to presidential convoy, emergency vehicles like ambulances, fire engines and military, police and other security vehicles on emergency duty” (Parliament of Uganda, 14.05.2019).

Well, if you find it expensive or outrages the new toll-roads built by the government. Where the public have to pay down debts as toll to pass. Then, you have one way to get rid of that problem; this is all thanks to the gentleman and nobles at the Parliament. Yesterday, they put a clause, an exemption for the Presidential Convoy. So that the convoy doesn’t need to pay to pass on these roads.

This is opening new possibilities. So, if your driving on the Entebbe Expressway. If you have the time. Just wait until the President and his people is riding pass. So, that you can join the convoy, because who knows whose part of it or not. Especially, if you have a tinted SUV or a White/Black Toyota Land Cruiser Prado. You are set for life on this place. You might never have to pay again. Because your naturally part of the Presidential Convoy. Its all magic baby.

That is the gift of the Republic, where his majesty, His Excellency, the Fountain of Honour is blessing his peasants and servants, as they should oblige and follow suit. This meaning, every time they pass by the Convoy. They should dip through traffic and pass into it. Because, no one really knows whose a part of it or not. Except for the snipers, the luggage-cars and whatnot the President needs at all time. Also, a few of his advisors, as he has over a 100 of them to pick off at any moment of time.

That is why, the new way of driving cheaper is to tax into the convoy and drive through the tolls, as that is the way of exemption. Be a leech and a smart pawn. A person who is ruthless and has the ability to blend into the long line of cars, which is all supported by several of police cars, mambas, Special Force Command and an unlucky cousin. So, in that mix, a fellow random gentleman should pass by too. In such a manner, that he also escapes the added tax on the toll roads. That is just fair game. Peace.

Source of the River Nile Bridge: Apparently, a Bumpy Road!

There are sometimes some stories, that are sounding more like fiction, than actual reality. In this manner, I have the same feeling. What is happening to the Source of the River Nile Bridge shouldn’t be happening. Since President Yoweri Kaguta Museveni commissioned the opening of the bridge on the 17th October 2018. Already in late January, about 28th January 2019, just mere months into use of the Bridge. There was crack in the asphalt and with the surface of the bridge. It was starting to look bad. Therefore, the Uganda National Road Authority (UNRA) and the engineers went in to change the surface and the tarmac. However, that has not helped, as the problem has resurfaced.

As of 2nd April and such. There is new bumps(which been reported the last 48 hours by the Observer), already of the second time asphalt and tarmac on the surface of the bridge. Certainly, the costs of the bridge, the amounts of companies involved in this bridge. They should know what to do as contractors. Still, these companies together with UNRA is failing to do their mission. To make a surface viable for the weather condition and usage of the motorists. That is why it gets bumps and cracks this quick.

Government of Uganda in the Financial year 2010/2011 acquired a loan accounting to US Dollar 102 Million (about Ug. shs. 232 Billion) to fund the construction of the Source of the Nile Bridge Project. Uganda National Road’s Authority (UNRA) on behalf of Government of Uganda contracted Joint Venture of Zerilaka Corporation and Hyundai Engineering and Construction Co. Ltd, a Japanese company to undertake the construction of the Bridge. The Construction of the Bridge started on 14th April 20l4 and by May 2018, the works on the main bridge structure were completed” (P: 5, 2019).

The Committee was informed that the main bridge structure would last 120 years, water proofing materials for 20 years and the Bridge Deck Asphalt for 1O- 15 years. The Committee was further informed that the main bridge structure is structurally sound with no single defect. However to ensure the longevity of bridge deck a 4mm synthetic waterproof membrane was used in between the concrete bridge deck to surface and 70mm thick asphalt wearing course but due to lack of proper bond, the asphalt surface course was unable to withstand the shearing force applied to it by the passage of traffic”(P: 7, 2019).

Information received by the Committee revealed that a total of approximately 1.3 million Us Dollars was incurred by the contractor doing the repairs to remedy the defects. Members may wish to note that the said bridge deck asphalt was meant to last for a lifespan of 10-15 years therefore replacement” (P: 9, 2019).

The Committee is constrained to believe that there was laxity on the side of UNRA to closely supervise and monitor the work of the contractor on the new Bridge. Three months after the commissioning of the bridge, defects were detected due to traffic on the bridge” (P: 12, 2019).

The Parliament Committee surely doesn’t give way on this matter, as it shouldn’t. Because UNRA and its contractors should have tested, gotten knowledge and known what type of asphalt or tarmac is needed to be steady on the bridge. As the humidity and the planned amount of pressure because of traffic. Should have been studied and configured to the bridge and its final layer. However, that hasn’t happen. Even if the project has been loaned millions upon millions of United State Dollars.

What is really striking, the deck asphalt was supposed to last between 10-15 years, but only lasted mere months. The second layer lasted from the end of January 2019 until now in the March 2019/early April 2019. The second layer was as bad for the bridge as the second one. Certainly, the UNRA and the contractors should be horrified of their shoddy work on the public’s dime. This is impressive in all the wrong ways. This isn’t a typo, this is a blend of asphalt and the lack of due diligence.

$1.3m USD has been spent on the second layer alone. This is a hefty payment over a lack of proper work by all parties involved. Certainly, the UNRA, the Ministry of Works and Transport and anyone else involved in this matter. Should be questioned and a further investigation. Since, the government authority, the ministries involved and all of the stakeholders should answer, why there wasn’t done proper preparation for a project cost of $102m USD loan, which the state will pay back in full.

We can certainly state that all parties didn’t do their job or even find out what was needed. Nevertheless, this shows an ignorance and lack of professionalism, which is again reflects on the surface of newly built bridge. Peace.

AG Byaruhanga tries to make a bribe into a donation: Per President Order!

Today, Attorney General William Byaruhanga delivered his Interim Report on the indictment and the criminal charges of Patrick Ho in connection with Minister of Foreign Affairs Sam Kuteesa and President Yoweri Kaguta Museveni. This has been known now and if these was just mere charges, than the Chinese National wouldn’t get charged and sentenced in a United States Court.

This is because the Chinese National offered a bribe of 500,000 USD each for a possible Oil Deal for a Chinese Company in Uganda. Therefore, the Chinese National made it possible for the high-ranking officials in the Ugandan government to solicit half-a-million United States Dollars for it. That is why we are here today. This was signed off as a Campaign contribution, but by that time, the President had already been re-elected in 2016. We know this, but has to say all this before I quote the Interim Report. What is special about the case too, is that the government will claim the Foundation owned by Kuteesa, but has anyone seen it outside of a paper and a registered entity outside of Uganda Registration Services Bureau (URSB), which it was in 2015. That is why today is special, because a ghost entity got good money for a possible business transaction… that would favorable for the repentance, which happens to the Minister and President.

What is also important to state, which is already white-washed in the interim report, is the delivery of the bribe. That went through customs, which was mailed between the Chinese National and the Minister. Who both combined their efforts to send the money and deliver it in cash, in secrecy, as it was intended to a favorable transaction. Not something that was supposed to end up in Court Documents in the United States and incriminate one, while implicating the high-ranking officials in Uganda.

With that in mind.

The Foundation received a sum of US$ 499,993 on 9’h May 2016 from a Hong Kong-based NGO known as China Energy Fund Committee. The money was a donation to the Food Security and Energy Sustainability Foundation which Hon. Kutes a and his wife started as a vehicle for enabling Hon. Kutesa to continue to champion some of the causes he had spearheaded during his tenure as the President of the General Assembly of the United Nations with respect to the 17 Sustainable Development Goals”.

While that quote is special and says a lot, it does trying to clear the implicated Minister in the Corruption Scandal that has rocked the man. That the Auditor General did this on direct order from the President. This was to ensure the President and his ally Kuteesa got off the hook. That is why the Foundation and the “donation” we’re the Chinese National had reasons to give there. Like we are naive.

The Foundation is just based on paper. There are no proof of their work or whatever their supposed to do. Certainly, they are servicing some special and unique unicorns, sorry, ghosts. Because, this money came by plane from the United States to Entebbe International Airport, as it entered the Customs as warned to the parties involved.

So, I have a hard time believing the AG in this matter, as he is trying to figure out a way to clear he Minister of his implication, per order as a loyal subject of the President. Who also got money in the transaction done by the Chinese National. They all know this.

Time for the AG get his act together, unless he is a blind soldier for the President. Peace.
