The NRM Regime have during the FY2015/2016 fallen behind on paying out UGX 2.7 trillion!

Today I am dropping numbers that are devastating, as the numbers of debt that the National Resistance Movement (NRM) isn’t paying, show’s sufficient motives for malpractice when it comes to budgeting and the structure of payments. There are certainly not enough transparency and clear audit of the state reserves, as the State is misusing seriously amount of funds. The NRM Regime and their President should be ashamed by their record.

Emmanuel Katongole is the Head Information Technology in the Ministry of Finance, Planning and Economic Development (MoFPED) in Uganda on the 12^th April 2017, he dropped a document on their web-page that show’s the domestic arrears of the Republic of Uganda in the last Financial Year.

If you wonder what Domestic Arrears means: “The amount by which a government has fallen behind in its payment of interest and principal on debt to lenders within its own country” (Encyclo.co.uk). So Katongole will literately show how bad the National Resistance Movement is on paying their bills and expenditure. All the sums of this report is in Ugandan Shillings (UGX).

Like under the Office of the President and the Internal Security Organisation (ISO) who itself leaves arrears in the margin of 3.8bn shillings and 8bn shillings in other payable arrears. That one part of the budget and current audit of the Office of the President as the total of verified arrears at June 2016 was 37bn shillings alone. So the Office of the President owes a lot of funds that it hasn’t paid, not only for the ISO!

The State House by the verified arrears at June 2016 was 1bn shillings. What is more unsettling is that the Pensions and Gratitude for Veterans are the sum of 183bn shillings, Survivors 315bn shillings, EXGRATIA 10bn and UNLA 26bn shillings. The Ministry of Defense by June 2016 verified arrears was 718bn shillings! So the MoD are a lax payer of their expenses and expenditure.

Ministry of Justice and Constitutional Affairs owes verified arrears by June 2016 the amount of 684bn. Shillings Court Awards unpaid by the Ministry is 203bn shillings. The Electoral Commission has growing verified arrears by June 2016 because of Unsettled penal insterest for URA in the total sum of 3.2bn shillings. Uganda National Roads Authority (UNRA) has by June 2016 billed up verified arrears by 283bn shillings.

This is just some of the government that has not paid their dues and their expenses, their salaries or pensions, even their lacking covering of funds to pay debt, either internal or external. So the National Resistance Movement are clearly running an economy and fiscal policy that isn’t healthy for the republic.

Just to drop the total sum that the Government of Uganda has failed to pay or failed payments on their debt are by June 2016 the total of 2.7 Trillions of Uganda Shillings! Which is an insane number and amount of misspent monies by the state. The strategy by the Republic to fail so miserably cannot be sustainable, as the invoices and the target to pay their debt should be the most important. Still, the NRM doesn’t seem to think so. They are surely missing steps to having a sound economy when the verified arrears are hitting 2.7 trillions by June 2016. So the Financial Year of 2015/2016, the Ugandan government failed to serve out over 2 trillion of their needed expenses!

What is troubling that the year before, the total state had not paid on their debt and failing expenses in the Financial Year of 2014/2015 as by June 2015 we’re totally 1.389 or close to 1.4 Trillion shillings. So the miss-match between FY2014/2015 and FY 2015/2016 are 1.3 Trillion shillings. So the clear picture is that the Election Year for the NRM is very, very expensive.

Just think about that… eat the bill and pound on the amount of lost monies in the system. Peace.

 

Opinion: Hon. Kyambadde revealed what was important at the State House!

“I resigned from State House Uganda, because there were so many powerful people and power centers, and for example the sons and sons-in-law of first family would bring in some foreign businessmen and despite being my duty to clear them, i could not say anything.” – Amalie Kyambadde (On Face Off on NBS TV Uganda, 12.03.2017).

Hon. Kyambadde who is now her second term as Member of Parliament for Mawokota North County in Mpigi District after she left or resigned her position Private Presidential Secretary at the State House, she had the PPS position from 2001 to 2010. Therefore, you see that she went to be elected as MP, instead of working in the State House.

This is very interesting as she knows the perks and working ethics of State House, as she spent nearly a decade in the State House and worked closely with the President. So the knowledge of how it works, she knows perfectly well. As the speculated issues inside the State House came out to the public in 2015:

“The wars in State House, an insider told us, “were always there but they came out in the open when Amelia (Kyambadde, the Trade minister), left State House.” (…) “The source said Ms Kyambadde exerted considerable authority over the presidential palace, hardly allowing internal wrangles to burst open into the public domain” (Mukiibi Sserungjogi & Okuda, 2015).

So there have been revealed things before, but today what she said on NBS have been sort of common knowledge, as the pictures of Hamis Kiggundu, Ruparelia Sundir and others who certainly has conducted their business transactions from the State House with deals between them. The development and acceptance of big-business happens directly inside the state. As well as the decrees and licence to do business, so the words of Hon. Kyambadde extend this idea and verifies what has been commonly known, but not yet said by former internal workers at this capacity.

That she also shows the turn-over of family business inside the State House, their own ideas bringing their connections to the State House, shows the allegiance of state is within the family and not with the procedures of the state. That can be said by the negotiations that even happened a few years ago:

“Byabagambi, who attended the meeting at State House, as did officials from CHEC and the Ugandan attorney general, has accused the MPs of receiving bribes from CCECC to frustrate the project; two of the MPs held a press conference on Monday to deny the accusations and to accuse the government of overpaying CHEC” (Rogers, 2014). So the Chinese investors and entrepreneurs had direct meetings at the State House, so the Attorney General and the MP who oversaw the Standard Gauge Railway project at the time. So the ties all connect to the State House.

In 2011 the State House had made another deal as report back in 2013:

“The Auditor General’s report for the year ending June 2012 notes that there was unfair treatment of bidders ahead of the Presidential swearing in Ceremony in May 2011 where one bidder was dropped for no particular reason” (…) “This was despite the fact that other bidders such as Country Safaris were considered to have the same problem as Africa One Tours and Travel because they could not meet the specifications of the required manufacturers” (…) “In their response, State House officials stated that they had been given a short period within which to prepare for the swearing-in ceremony yet they did not have a set date and there was no money for the function” (Athumani, 2013). So back in 2011, it wasn’t the ministries task to hire and secure the cars for the President, but State House officials. This shows the controlling aspects of the State House, not only the business being decided inside the State House.

This is just some proof of some of the business activity that happens at the State House, surely more than meet the eye and that has been reported about. Certainly, the Museveni family and kin has done more business there than we can ever know. However, there will only be indications until more is revealed or if the leaks from the State House, as it haven’t been controlled as much as it was under Hon. Kyambadde. Peace.

CSBAG Statement: The Budget We Want 2017/18 (20.01.2017)

Ofwono Opondo the executive director of Uganda Media Centre; claims that the FDC and the media tells lies and propaganda against the NRM; I am claiming Opondo has lost the plot

I do not feel like dropping the Uganda Media Centre Press Release freely to world without criticizing for it missing facts and show the fiction of the ruling party, which means the NRM who surely does whatever it can to look beautiful; while the truth is something else. That they the NRM claim that everybody else putting up the ANTI towards the polls; as they have done with vicious attacks if they don’t get rule again. So again the non-sense is so far-fetched that this was too easy to not demolish for me, I will not take every piece of the Press Release, because hey! It is not worth that time to write it. Opondo can’t use that long time writing before publishing it, my evidence is: “Civil Society Organisations (SCOs)” (Opondo, 2016). Let’s go!

Meddling from Embassies in Politics:

“Government does not therefore expect particularly members of the diplomatic missions here to unduly meddle in our internal politics and elections as some of them are already doing. Government takes strong exception to meddling and would like to caution those doing so to desist forthwith, and in case there are matters of concern they should be addressed through the appropriate diplomatic channels. Uganda seeks mutual respect to its sovereignty in accordance with international laws, norms and practices” (Opondo, 2016).

This here is an answer to the polls that was showing favorable and giant lead to Dr. Kizza Besigye and the FDC over President Museveni and the NRM. This is intended to deflect the actual factual one they had and released in the end of January 2016. Here is the basics of it:

“Communications Department of the American Embassy in Kampala has conducted an intelligence poll and it suggested that: Museveni is at 30%, Besigye at 53.6% and Mbabazi 15 %”. There are other candidates, but there is not much left for the 5 other candidates. Just saying…

This is the one thing that Opondo and the Government of Uganda, alas NRM don’t want to see, as this destroys the picturesque polls that they posted in New Vision with 71%. As they have done in both 2016 and 2011, about the same time (before the election) with the same number and lead for the NRM. So the diplomatic missions should just focus on giving government aid and government funds that the NRM-Regime can embezzle. He is not saying that, but that is what he means.

Governmental issues with the FDC:

“The repeated incidents of violent friction particularly by the supporters of Dr Kizza Besigye targeting the police including physical assault on law enforcement personnel must be condemned and discouraged. The police deserve respect by all in order for them to work effectively and efficiently in protecting the general public. While the public has generally shunned recruitment into political quasi militias, some opposition groups continue to mobilize under the pseudo noum of Power Ten (P10) mainly in Kampala, Wakiso and parts of Mukono districts” (Opondo, 2016).

This here is straight forward attack on a Presidential Candidate and his campaign. As they use the necessity of security forces and police as a token of self-defense, as they goes aggressive against the campaign rallies of the FDC. There been seen so much Anti-Riot Police following the campaign trail of the FDC, as there been DPC in cell-phone conversation at campaign rallies as frequent as Liam Neeson in Taken. The way the Police is harassing the opposition and keeps blocking and stop also media houses as the opposition steps into them; proves the problem is not FDC, but the NRM-Regime who is not fully-fledge democratic, yet! They claim about the P10 who is made up to show accountability and stay behind after the vote is cast and generate local participation from the grassroots-level, as did the Resistance Councils back in the day! But Opondo has forgotten that piece of history hasn’t he? Secondly the P10 is nothing compared to military formation of Crime Preventers as they have trainings with sticks, while the P10 is a little organization who works for securing votes and participation towards the FDC. As a democratic party does during pre-election times, but why is this wrong Hon. Opondo?  Is it because it not your beloved party NRM and for Mzee? As everything is supposed to circle around?

Army and Police men not allowed to Campaign:

“Government is following and investigating reports that appear to link Gen. David Sejusa aka Tinyefuza to some of these groups, and if found to be true appropriate actions will certainly be taken to curtail and neutralise his activities. As the law is currently, no serving police, prisons or army personnel whatever the rank can be a member of a political party, an election campaign task force, support candidates, be a campaign agent, or speak publicly on partisan political issues. The only role serving officers have is law enforcement when called upon, and to cast their votes in secret as the law provides for all registered voters” (Opondo, 2016).

The arrest is done as the general has questioned the regimes premise and coming rigging as there are things to question in that manner. As Gen. Sejusa is not allowed to be political involvement the Gen. Kale Kayihura of the Police was even on the Second Delegates Conference of the NRM to assert Mzee for another term as sole candidate in the NRM. But that is not an issue for Opondo, because Kayihura support the right party. Lieutenant General Henry Tukumunde aka “The Money Man” is directly involved in the NRM campaign team and that is also a no-issue. You have Brigadier Elly Kayanja who campaigns directly for NRM, but that is a no-go. So why is okay for all this men to be part of NRM, while Gen. Sejusa questions the NRM-Regime, he gets Makindye Military Barracks yesterday! So Opondo, please explain the inaccuracy in your flawed logic of why Gen. Sejusa can’t campaign, while all this other persons can walk freely and do what they want?

This here is the last quote I care about quoting and address, the supposed evil intent of FDC and other fractions of society to make a rebellion towards the government if the result of the election does not goes their way, sounds like some the fantasy Narnia-land and soon making Uganda until Mordor instead of the Shia it is before the election. As the detaining of more and more political active persons either opposition candidates or affiliated to an opposition candidate like the driver of Dr. Kizza Beisgye, Norbert Mao and so on. But let me go to the last quote worth commenting to.

Propaganda against Mzee:

“There is an on-going drive to intensify negative propaganda against President Yoweri Museveni, senior government and security officers. Part of this plan is already evident in sections of the media deliberately distorting or quoting out of context public statements issued by government officials with the view to cast government in negative light and cause public disaffection” (Opondo, 2016).

I must be one of the men who has intensified propaganda against Mzee and his loyal cronies. Well, IGP Kayihura and NRM SG Lumumba promised arms to Crime Preventers go against opposition if they won the election, Lumumba actually said she would get the regime to shoot and kill civilians, and last but not least NRM Chairman of Masaka Katumba promising violence if they lose power. This is paraphrasing the manner, since I written about it before, and don’t need to address that again. That Opondo talks about context and calls the questioning of it “cause public disaffection”. The disaffection is caused by the utter violence the NRM men are spreading to the public as even their master in Mityana! Where he promised that he would take his life and his supporters would do the same if the Electoral Commission let Dr. Kizza Besigye become the President. This tells of the violence and fear that the NRM is spreading. They are the ones causing this, it is not the media who asks and getting this people to talk in this manner and address the world in this spirit. It is themselves and later the media who gives the reason and music to it, as a way of making sense of the message the NRM and Mzee is sending in the final stages.

The level of fear and spreading fear as the ending of the press release is sending is massive and outrages. This is just in token of the NRM-O for the moment. They can’t breathe on other things than spreading fear to keep power. Not that they have actually achieved anything in their 30 year reign in the Country! The riches of the spoils has gone to cronies and not it’s people. It is far from the Shia or the Rivendell, instead it is closer to the Mordor as the NRM-Regime is saying it will become right around elections and post-elections when all ordinary government facilities will be under siege; as the on-authorized militias will go against the result, as the NRM does not do anything wrong or say nothing wrong, that is the place of the opposition to do. But that is just my assessment as the brilliant Ofwono Opondo states today in the Uganda Media Centre Press Release. That I have discussed! Though Opondo’s flawed mind is to be a loyal mouthpiece of Museveni. As this is was released in the Media House payed by government funding under the Office of the President. So this can only see as biased lovely propaganda, as the ones he claimed the opposition was printing and describing as they take words out of context. But the NRM just print the picture who make them look perfect, that is why they have banned NTV from their campaign as they did not follow the guidelines of the regime anymore. That is something to think about. Peace.

Mzee might think Besigye and Muntu is “unserious” about Veterans Pay; We think you are foolish Mzee; Who don’t compensate those who fought for you or the country you have been running!

“Besigye and Muntu don’t talk in a serious manner. They just talk in a manner which is not serious, which is not responsible. I am also a veteran, I have not been paid. I am actually a bigger veteran than all those fellows combined” – Yoweri Kaguta Museveni at a presidential rally in Busoga late December as a response to FDC leaders in Yumbe the same week.

We have all heard rubbish before from Mzee. Yoweri Kaguta Museveni has been speaking with power before. This is nothing new. This is actually normalcy. If he didn’t address the matter like Abim Hospital visit, he wouldn’t be his normal self. He can’t help himself.

We know that all three is veterans. They all served under the army or battalions of either rebels or governmental forces. Even if we go back to the now governmental forces; that are now the former rebel forces, that is going back to 1980s.

We know that Yoweri Kaguta Museveni have been in army since 1970s, even Dr. Kizza Besigye have become a colonel, Mughisa Muntu who became a General in the same army. Yoweri himself became only a lieutenant. And he claims to be more than them. That is kind of ridiculous. That is not what the matter is about!

The matter remains on one single fact. Veterans are supposed to be supported after fighting for the causes of their nation, armies and their expected time spent serving their nation. It is a way of securing moral authority and validity of the nation by paying back to the citizens who pick up arms.

A national leader and head of state will know the value of their armies. Even the great dictator Robert Mugabe or Bob of Zimbabawe do. Recently the only paid civil servants are the army personnel, not teachers, bureaucrats or other state officials. That is because they have army training and can point guns. They can make a coup d’état or overthrow a regime. That is why certain individual leaders decide to be gentlemen with their armies and keep them happy first, to secure their power.

That is not always the way. Yoweri Kaguta Museveni is different recent reports tells a story of his army in the AMISOM mission in Somalia have not been paid for 9 months. Their wife can have a baby in the time they are out in the field and still not wage for their duty. That should lead to mutiny in the field. Though that news would not come out, unless there we’re reports from eye-witness through social media, because the press sending news from Somalia is payed and secured by the agents of the states who have armies as a part of the AMISOM. The matter why I say this? Is simple! When the leader of the day doesn’t really sufficiently pays the armies who fight for him now? Why would he pay the ones who are done serving him?

Mzee can say that he is more of fighter then the two FDC leaders, still doesn’t make it right. Secondly he can say that he isn’t paid for his duties as them. That doesn’t make his argument right. As the head-of-state for 29 years, he had time to fix the issues and secure funding and funds to foot-the-bills and make a difference on the matter if it really did matter to him. Instead he has secured business for him and his family. Made sure his farm has gotten more cows and gotten bigger private planes and car-park. Not securing funding for veterans or payment for salaries of the armies of today. That is beautiful like a masterpiece of thieving, not being a statesman. Something Mzee should be by now. He have had the time to leave the legacy. Instead he have been thieving and taking money through special programs. NSSF and other have been embezzled for ages. That is how he has afforded to this business.

That is why Mzee haven’t been too busy building out hospitals or medical systems. Since he can now afford to travel abroad with him and his family to be healthy. That is the life of the president. Who can himself travel to Saudi Arabia, United Kingdom or anywhere else to secure health care, why build your own countries health care when you can pay abroad for the care with the tax-payers money.

Mzee have surely kissed his own ass and served himself well. That the statehouse in Entebbe is the state of the art, house in Nakasero hill is a fortress and his farm have more equipment then a American Southern farm of the same size. He surely doesn’t need veterans pay. As so many of the other men who fought the same wars as him or the ones who fought for him after in DRC or recently in South Sudan for that matter. Well, they are just common folk, you only need their vote and that they vote for you know and then. Well, they don’t need a secure lively hood, they are just common folk, and they can fix that on small plots with the hoes they are not getting from you! Because you can’t allocate funds for that either!

Mzee you can say that Besigye and Muntu are not speaking in serious matter. If they we’re speaking in a serious manner, they would do like me, and make you naked. You’re the king in the new clothes. And that is none! Be proud of you none pay of veterans salary; While you have embezzled more funds than letters in the bible. To be honest it is kind of impressive and sad at the time! So with your magnificent lifestyle you can’t compete with the common man who fought for you and deserve creditials and compensation for served time. They are the ones that need so, not you, you Mzee have already taken enough and eaten enough. And you should stop taking your armies for granted. You never know when the time is up and when their hunger strike at you. Peace.

Fourth Day of Presidential Rallies in Uganda + Electoral Commission Rigging leaks

In which nation is it natural that the President who campaigns rides around in Personal Armored Carrier in Abletong. While Dr. Kizza Besigye had a special day on the road helping other traffic and vehicles to cross broken bridge in the Kanungu district. Later he held rallies in the area. Professor has turned into social media. Maureen Kyala continued to campaign in Jinja. Ben Binaro has even had a campaign and the first campaign day for Abed Bwainiko in Kairo and Budaka! Congrats, welcome to the race and Go-Forward was in Luweero today! And here are the details, also so side-notes. Not as sad as yesterday, though the ones caring for the economic future for Uganda should mourn. But let’s take a look!

TDA said this today:

“Today, Dr. Besigye and the FDC team winding up a rally in Kanungu while Hon. Mbabazi and the Go Forward team have effectively engaged Luwero. Each one of them committing to bring about change and create conditions for equal opportunity and shared prosperity”.

Quote of the Day:

“Amama Mbabazi is working with Electoral Commission to rig elections and he has people everywhere intimidating my supporters. I will not accept the results if EC declare Mbabazi or Kizza Besigye. We need an independent EC “ – Yoweri Kaguta Museveni teold NRM CEC Members.

FDC Rallies today:

Dr. Kizza-Besigye Wrn and the FDC Team are stuck in Kanungu because of the broken bridge. After 30 years, NRM is proud to preside our a broken infrastructure system. We can’t wait to sort out this mess. Kigwa Leero

Finally,‪the FDC has resumed the journey on the Kabare-Kanungu road after the cars were pushed across a broken bridge . Dr Besigye will be addressing a number of meetings in the district before the final rally in the afternoon. We shall overcome,some day (40 minutes later).

At Kihihi Town rally Dr. Kizza Besigye said this:

“”When this corrupt government is out of power next year in May, the tarmac road that started from Ntungamo and ended in Rukungiri will be extended up to here Kanungu and up to the boarder We have an elaborate policy alternative on building infrastructure like roads that facilitate free movement of persons,goods and services”.

Towards the Kanungu Town the crowds went in procession and meeting the FDC team in the town following the rallying team for party towards the venue where the rally supposed to happen. It will be where Dr. Kizza Besigye is about to have the final rally for the day. He had police escort into town when they finally arrived after struggling on the washed away roads.

Message from Dr. Kizza Besigye after Kanugu rallies:

“To the men, women, young people and brave children that defied the rains in Kanungu we say thank you as Forum for Democratic Change – FDC, we believe that our nation is in need of that same spirit that we felt and saw in Kanungu where rains couldn’t stop us as a people from the change that we all deserve. The poor road network in the region speaks for itself, but together with a hand we can change the bad state of social services in Kanungu because we belong to a nation with a lot of resources. ‪#‎AreYouReady? ‪#‎IamReady ‪#‎WesigeBesigye”.

NRM rallies today:

In Abletong he drove with Personal Armored Carriers in the area to get to the venue in Abletong to have his rally! He needed the Army vehicles to get around and he has been in charge since 1986.

He had also a rally in Lira. The venue of the rally was the Golf Course in town.

TIC candidates:

Joseph Mabirizi still claims that the Police have refuted his kidnap story; he has told NBS TV that he has no reason to lie and will not be shaken.

Maureen Faith Kyala held rallies in Kamuli today and later today in Jinja.

The Prof’s campaign:

Professor Baryamureeba has official suspended his campaign, but after a day he has taken it to social media. “Has refuted claims that he has quit the race. Barya says he had only paused his campaigns, citing security concerns but vows to continue with his ambitions for the presidency. He has appealed to the Electoral Commission to ensure that candidates, especially those who don’t enjoy the benefits that come with incumbency, are supported” (NBS TV Uganda).

Today’s quote from the Prof:

Prof Baryamureeba said; “People are obsessed with public rallies. I know some people have become rally fans. They only contribute to 15 per cent of the voters yet less than 50 per cent of them actually vote. My concentration now is on the more than 70 per cent of the voters in villages and in gardens digging”.

Another General:

“Benon Biraaro, is set to hold his first rally in Budaka. Delayed harmonisation, on his part, of his campaign programme set him four days behind” (NBS TV Uganda).

Another candidate:

Abed Bwanika has held his campaign rallies in Kairo with a message of change. Also in the Budaka as well if you wondered where he was trying to hunt for votes.

Go-Forward Rally:

They had a rally that was stopped by the Police in the Wobulenzi and the crowds were cut off by the UPF. They even beat some of the crowds who were wearing Amama Mbabazi T-shirts. Surely the Police have learned a lot by the NRM-Regime in the area.

Amama Mbabazi said this:

“Poverty Stinks! We need to fight it. We will give you an idea how we intend to do that”.

He had a rally in Matuga as well.

A move to Go-Forward from Dr. Kizza Besigye:

DP’s Brenda Nabukenya trounced NRM’s Rebecca Nalwanga.

But in this election, I saw FDC’s Kiiza Besigye working so tirelessly to see Nabukenya wins. He fronted the idea of having a one joint Opposition candidate and defended it so Fiercely that’s why his party did not bring any one to contest against her. I was really impressed by the kind of Support he extended to Brenda Nabukenya. Today, Hon Brenda is not for Besigye, She is decampaigning him, She is going Forwad. She Believes Rt. Hon. Amama Mbabazi is better than the man who made her (My sources say so).

Uganda – President Yoweri Kaguta Museveni: Campaign of Fear for 2016 Presidential Election

When you have been in charge for a long time and no strategies to secure your position, it might be natural start campaigning as a politician with the results and the achievements that been made. A good politician would address the public with the progress and build on what has already been built. But this long term politician and president Yoweri Kaguta Museveni doesn’t do that in the run-up to the presidential election in 2016. Instead, He uses a whole other tool to bring the masses and secure his position in the country. His words are fearmongering and sectarianism, and that only he can keep order of the army. Which can’t be true and doesn’t look wise of a supposed statesman of his caliber, instead he speaks to his fellow countrymen like they need his guns and rigging to be sure of security. These quotes will show from July to August this year of how he speaks of his own regime and the necessary firepower for his reign.

President Museveni said in the 16^th of May through the statehouse channel that “I have been involved in the politics of Uganda for 51 years and I have experienced the cost of the politics of lies. So please I advise you to avoid them and stop misleading the population. I have heard some people use bad words like National Resistance Movement is bad for West Nile. Such a statement is poisonous and dangerous for national unity and development” (…) “When we overthrew Idi Amin ourselves, the Uganda People’s Congress with the support from Tanzania, we pleaded with the UPC leaders not to punish the people of West Nile because of the mistakes of Amin as an individual. The UPC leaders did not listen to us and instead imported criminality in West Nile because it was Amin’s home area leading to many deaths and forcing almost all West Nile people into exile in Sudan and DRC” (…) “I drove to Kaya myself near Oraba in Sudan when we had come into leadership and met two families. I asked them if they were Ugandans and they said yes and I asked them what they were doing in Sudan and the message went on. The others followed and today West Nile which was abandoned is one of the most populated areas of Uganda. So politicians please stop meddling in lies, just like the Bible puts it; say the truth it will set you free” (Uganda Statehouse, 2015).

According to him on the 21th July 2015: “We have built a strong army but it’s not a dictatorship and needs a well founded and clear headed leadership to be sure that the country’s future is safe. Even if you have a strong army without clear political leadership you can’t guarantee national peace and transformation therefore value your vote because it counts” (…) “We took a leadership decision to strengthen the army against the wishes of many other players because we had realized that insecurity was bred out of the weaknesses in the army and by 2003 we had defeated Kony and you can see the development taking place in Northern Uganda. We have totally defeated Allied democratic forces and arrested their leader Jamil Mukulu who should tell us why they have been killing Ugandans and they can never attack Uganda because they will pay a heavy price” (Waswa, 2015).

On 24^th of June he said: “There is peace in Uganda. No one has the capacity to destabilize Uganda” (Uganda Media Centre, 2015).

The President said on 31th July 2015: “We have built a strong army but it’s not a dictatorship and needs a well founded and clear headed leadership to be sure that the country’s future is safe. Even if you have a strong army without clear political leadership you can’t guarantee national peace and transformation therefore value your vote because it counts” (Lutaaya, 2015).

On the 5^th of August he said: “he historical agreed that as a way forward, I come and pick these nomination forms and I offer myself for the position of party chairman and NRM presidential candidates for the period 2015-2021” (Omara, 2015).

The President even said on 6^th August: “No one should poison your minds with wrong ideology based on tribe” (…) “If evidence is adduced, your victory will be annulled.” (…) “Leaders should be chosen based ability on to uplift the standard of living of the people not on ethnicity” (…) “We defeated ADF and ensured peace. Leadership premised on tribes will destabilize the area” (Ayiswa, 2015).

On his own web page, he quoted on 6^th of August: “Let leaders tell you what they want to do for you and their usefulness and leave your tribes because all tribes and people were created by God and none of us created any person. Not even the children that I have and all of you. We are not our own creation. We are all gifts from God; so don’t divide God’s people” (…) “I am not campaigning but when time comes, I will come here and tell you that NRM defeated rebels and brought peace to this region and I will ask you to vote NRM on those grounds not on tribal or religious basis because sectarian politics is evil. Uganda is peaceful, united and developing and nobody should divide Ugandans and spoil all the gains the country has realized” (Museveni, 2015).

He even sent messages to the people; the President had to send his message to the people literally. Even sent SMS to all the people owning phones in the country, and it wasn’t just to NRM members, but all the telecoms users of their service like the once using Airtel (Kaaya, 2015).

How the Police keeps the posters of the President on the walls everywhere: 

Fred Enaga said: “The president is the fountain of honour and he enjoys absolute immunity for whatever actions and enjoys structural advantages. You cannot just pull down his pictures under whatever circumstances” (…) “But even then, he has not come out to make such pronouncement (that he will run in the 2016 presidential elections),” (Tumwine, 2015).

How his army men fears him or misunderstood love:

Army Chief Brig Elly Kayanja says: “I am fully aware of the regulation that stops us (soldiers) from engaging in partisan politics but personally, I cannot hide my love and loyality to NRM and to President Museveni”. Vincent Bamulangaki Ssempijja says this: “We fear Museveni so much because he was our bush war leader, so we cannot just easily talk to him” (…) “When he (Museveni) comes to a cabinet meeting, we discuss issues of government and, after that, none of us get the chance to talk to him. Its very few amongst us who can call him, and likewise, he also calls a few of us” (TheInsider.ug, 2015).

All of this sectarianism treats isn’t strong enough to put a kettle on and see if the water is boiling. Because that`s what he is said that if you vote for something else then his, then your diffusing and voting actual ethnic reasons then NRM. Which we all know by now is a bit foolish, even though a party has their strongholds in the country. That is normal anywhere in the world. Certain parties have a stronger vibe in one area than the next because of the leadership of the party in that area and the public will recognize that they have. So that isn’t sectarianism, more given credit to the locals that are credit due.

The security issue that he continues to ponder on that, isn’t un-suspected. In other part of the country it’s all that he has to show for while being in power. So that he also uses the strong-man and big-man has to control the UPDF and the army to keep things secure isn’t something that should come as lightning on a clear sky, instead should be as visible as rainwater in the streets after a rain-shower. It is true that the current president is the reason why the UPDF and UPF are so strong and also as massive as it is. But he can’t believe his own words that he is the ONLY leader who got the power to command this brigades, right? If so, then he has lost his plot. That he is the sole reason for the peace in the Northern Uganda and also that the ADF has lost it strength over time, also their main leader which is now having court-time for his actions. I am sure that their more than one person who should get credit, also the support from SPLA and FARDC to push LRA into C.A.R. where the UPDF is still continuing the hunt. That the generals in the UPDF admire and fear their commander in chief isn’t unexpected though they are kind of over the line when even the president himself has said earlier that UPDF generals should not join into politics and they obviously do!

And that he drops gig songs isn’t new. I will not discuss the second song from the President (since I, myself is not a big fan). That is utter nonsense. But what is worthy of the campaign is the SMS sent to all the ones with SIM-cards for certain companies and not only for NRM members. That means that the President has bought the airtime and lists of numbers that the company has and maybe even violated its nation privacy laws. No matter what laws you have it’s a shady way of spreading your own vision to world. Isn’t it enough that they print your own views day in and day out in the New Vision?          

A Timeline for how the Police and other institutions have gone after the opposition in the recent months before the 2016 elections: 

The Amama Mbabazi planned to start his campaign and have demonstrations on the 15^th of June as a “Presidential Aspiration” in the NRM party in Kampala. The day before the Press Secretary of Uganda Police Fred Enanga that if Amama Mbabazi did so it would be: “Therefore, whoever is involved in organizing the demonstrations, or intends to participate in them will be in violation of the law, and will face criminal sanctions in accordance with the law”. IGP Kale Kayihura sent a letter preceding that the Amama Mbabazi campaigning that he needed to be careful about holding public meetings as a presidential aspiration on the 23^rd of June. On the 24^th of June a letter from the Mbabazi lawyers addressing the IGP Kale Kayihura wasn’t correct according to the law. Because a person in the NRM party should be allowed to ‘run’ for the “Presidential Aspiration” and hold public meetings to gain more popularity for his elections.

Even on the 8^th of July the Uganda Communication Commission and their Executive Director Godfrey Mutabazi who wrote to all Medias in Uganda that they have to be careful with the messages and what kind of voices they spread to the press either if it is radio, tv, newspapers and other formats. On the 9^th of July Dr. Kizza Besigye was arrested by the UPF when going from Kasangati in Wakiso Disctrict when he was supposed to start his political campaign for his presidential front runner for the FDC. He was admitted on a “preventative arrest” from the Police. Even the Insepctor General of Police Mr. Okot-Ochola on 13^th of July wrote a warning letter the FDC on their public meetings and explaining to them how the “Public Order Management Bill” works.

“Team Amama Mbabazi for President 2016-2021” had one NRM Youth Leader named Vincent Kaggwa that lost his ranks and was missing from 18^th of July until 20^th of June because he wore a T-Shirt with Amama Mbabazi.

After rallies in Jinja and Iganga on the 21^st of July, Dr. Kizza Besigye was supposed to have an interview on Radio Baba/87.7 Basogo Baino FM. Only minutes into it the transmitter for the radio station was turned off by the government. On the 8^th of August Dr. Kizza Besigye was not allowed to travel from his home and into a meeting at the American embassy in Kampala.

Even in Lira when FDC and Dr. Kizza Besigye had a rally in town. The police was all over town held the town under Siege the whole of 10^th of August. In Padre the day after the FDC wasn’t able to hold a decent rally in the 11^th of August the local police took the microphone from one of the FDC leaders holding it and Dr. Kizza Besigye wasn’t able to hold at the venue, instead the police went mad and trough tear-gas and beat the people attending. On the 14^th of August the Lord Mayor of Kampala DP Erias Lukwago was blocked to attending as a speaker on a seminar on the Makerere University.

Afterthoughts:

I have no plan of going into too deep waters with this time line. Since this is a picturesque and historical how the progression of the police and other institutions are going after the opposition parties and those who are going against him as the flag-bearer and presidential candidate in the NRM party. It’s obvious that it’s nearly daily for months now that the regime has tracked and gone against those who isn’t following the president and NRM regime, even if the comply to the rules and laws of the Public Order Mangement Bill/Act, still they will be incriminated or threaten and violate common sense with sending troops with tear-gas and beating people up for showing up to FDC rallies. Then also to top it all off they have without being judged in court taken people to custody for wearing a Team Amama Mbabazi shirt in Kampala. This should be seen as something foolish and not as actions of rule of law. The fear the president is spreading with his words and actions is astonishing.    

With being in this day and age we should expect of something else of our presidents and prime ministers. This is a leader he has been educated back in the day, though seem to forget the lessons he had learned there. In his thesis written about Frantz Fanon he wrote: “The process of creating the subjective conditions is as hard as the organising of revolution itself. However, it can be accelerated by various devices. The most important thing is to win confidence of the masses. It is necessary for all the local cadres or ‘terrainers’ as they sometimes called, indeed for all the activists that seek to enlist support of the masses, to lead a pure, exemplary and, most preferably, ascetic life. The person seduce peasents’ wives or daughters, will never win the confidence of the masses. Though personal example, political propaganda – in the simplest language about the simple and, to begin with, parochial problems – and through demonstrating the power of the people vis-à-vis the enemy, the cadres are able to create the subjective conditions, a fully and politically conscious people, that are indispensable for the revolution” (Museveni, 1971).

When he could write this and stand behind this words while being a student and seeing how he comes with force and fear now. His mind can’t be the same as it was. We should expect something else from somebody that makes the population either eat the fear or he actually never won “the confidence of the masses”. The president has surely forgotten these words while he stated in his speeches and outlets during start of his campaign for Uganda Presidential Election in 2016. That the Police Spokesman is saying that people don’t have the right to take down posters from the walls. He should already know that it’s not right how he speaks and acts. Generals are even afraid of him. Even quoted some members of the MPs who feels the same when he is around! So he is not the example he supposed to be anymore. So if the people are politically conscious they should by his own-old-selves be able to brush his fears off, right?          

And also the speeches and daily acts against opposition should be addressed by bigger multilateral institutions and nations so that this “so called” and “multiparty democracy” isn’t really an actual state of affairs the country and republic of Uganda should be proud of. The way that the NRM regime is hurting its radios and newspapers, how it goes against the FDC leaders and certain DP leaders. Even though who’s has become independent and not dependent on the “Mzee” or the President of Museveni. It’s the same natural and calm level of fear that the president Museveni are both speaking in his speeches and acting out with the UPF and the UPDF. If this is his way to regain his popular stance somebody or even a presidential advisor! The Presidential Advisor should ask him behind closed doors “have you lost the plot?”
