Opinion: Ogwang, what behaviour do you mean?

The government is investigating Ugandans, whom it says have been misusing internet and social media platforms before reconnecting all of them back. Appearing before the Information and Technology Committee of Parliament chaired by Dokolo South Legislator Paul Amoru, the State Minister for ICT Peter Ogwang said the full reinstatement of the internet will be dependent on how Ugandans online behave” (NBS Television, 21.01.2021).

The Media Blackout and Social Media Blackout was direct orders from the state directed through government authorities to block all internet gateways. The state has also blocked all social media apps and sites online. The ones accessing these are using VPNs or Virtual Personal Networks to circumvent the blockade of state.

The Foreign Minister Kutesa said they had blocked Facebook and Twitter for “equalities” sake, as the foreign companies had blocked pages and persons affiliated with the government. Today, the Staet Minister for ICT Ogwang says its depends on “behaviour”. What sort behaviour do the honourable minister mean?

Hon. Ogwang by what law and what statutes are you basing this on?

That is something I wondering about. Since, you are not only indirectly blocking all voices on social media and on the internet. However, you are also putting in conditions, which cannot be verified. These conditions is based on certain parameters, which the public cannot get the gist off. Because, what does it mean?

The Minister should really come out with a proper statement and reasoning behind this. As this was a measure not based on actions made by the citizens, but by the powers of the state. Because, the state wanted to keep things in the black. They wanted the truth to be hidden and not expose the obvious election rigging this month. It wasn’t about language, posts or anything in particular.

I was expecting the state minister would say he was afraid of “tribalism” or “inciting violence”. However, he talked about behaviour like the citizens are kids. This is a paternalistic of the minister, but nothing new from this regime.

This is deliberate by the state to silence and ensure several of voices doesn’t come online. If they were sincere. They would have used other arguments and reasons to do so. However, this is just bonkers and ridiculous. The minister knows it and the citizens should know it too.

We know why they did it and this is just excuses to continue it, instead of reinstating it. Which they should have done yesterday or even the day before that. Peace.

China: Banning yet another cartoon character!

The Chinese authorities are cracking down on more cartoons, because of their messaging. The regime is afraid of their messages. Just like in 2017, when on Chinese Social Media the public was mocking the President with the nickname and pictures of Winnie the Pooh. Xi Jinping doesn’t like jokes and not on his expense. Therefore, during July 2017, Winnie the Pooh was a no-go.

Now the second coming here and this time its the Peppa Pig. But for other reasons. It is not because someone said the pig looks like the wife of the President or anyone in the cabinet. However, the authorities, doesn’t enjoy the message. So we can expect a lot of censorship, to extent we haven’t seen before. Because of Peppa Pig has a wrong message. Most of Disney Channel, Cartoon Network or Looney Tunes can be forgotten in the magic kingdom of China.

Manya Koetse reports: “According to a list of Douyin’s guidelines that have been surfacing online, Peppa is just one amongst various topics and themes banned from the platform. Other types of banned content include those relating to smoking, drinking, cross-dressing, cults or religion, and anything insulting the Chinese government. So clearly, the message of Peppa Pig is insulting Chinese Government, just like nicknaming Xi Jinping as Winnie the Pooh. Because both of these characters are such firebrand of revolutionary voices. Their striking artifacts of Western-Civilization, that can inspire cults and make dissidents go off the rails. This just show how far the censorship is in China at this point. They are already blocking dozens of pages, news-outlets and social-media pages. Therefore, there are other pages that the Chinese uses, as they are trying to connect as well. However, these are also strictly monitored. If it wasn’t so, than these cartoons wouldn’t be subject of scrutiny.

The Communist party is really afraid of the free voices. Since they cannot manage these cartoons, because of how people are using them. But they are not thinking. That the same people will find other ways and other types of communications. Will find new symbols and the rally for censoring more will go into the ridiculous.

What is next Jessica Rabbit? Donald Duck? Mickey Mouse? Whose up?

Who knows right? But this is just a sign, just another proof of how controlling the media, the social media and the powers of censorship is in the Republic of China. They are not stopping and has no planning to do so. Because they have all the powers of doing so. Peace.

The sorry state of the nation of WaBenzi!

You are now entering into an alternative universe, where we have a nation called WaBenzi. Where the elites was eating of the state reserves, where the elite was there because of their connections with the political elite. A political elite made by patronage and nepotism. This political elite was made out a liberation battle done decades ago, either from a foreign force or from some dictator, whose legacy was murder of ethnic groups or even expelling others. The leader on top would be seen as a hero back in the day, but with lingering time, the party (the Movement) and the President would tarnish his own reputation for lingering on.

While that is happening, the written word is losing meaning in WaBenzi. Because the political are afraid of challenging the President and his party. They might have some newspapers, but their circulation isn’t on the basis for anyone outside many urban townships of the nation. Neither is the social media sites. The intelligence that has been leaked, has made the elite to shut-down, arrest and revoke the licenses of these media houses. Therefore, the media is careful and awaiting approval from the elite before publishing. They are careful with how they address the President and his movement. Because they don’t want to question his rule. At least not too much, because they don’t want to suffer. They got families to feed. Even if there is an inflation, even if the economy is in shambles. Even if the rising debt and lack of foreign exchange is hurting the economy.

The patronage is destroying the state, the lack of institutions that is meaningful is shown from anything from SIM-CARDs, or even as foolish as monitoring porn. The boards are busy bodies, while the state is eating the funds for the top-class. The state owned enterprises are giving away tenders to developers without any oversight of the contractors or their delivery. If this get public scrutiny, the President will offer them a new chance after a short suspension. Because someone he knows are eating of this plate.

In WaBenzi, the elite can get away with murders, they can get away with thefts and even land grabbing. As long as the State House is informed, it doesn’t matter if the house is a colonial masterpiece or a grand-farm. Everything can be taken, even evict whole villages for foreign investors, for factories which is promised on the land. The state can take away land for roads and for rail projects, even if the building is only on planning stage and not even the tenders of building it is open to the public. Therefore, if a garden estate for one of the elites is built there instead, it doesn’t matter. The elite of the Movement can do whatever they want.

The people of WaBenzi is so used, they are used that the President can what he wants and say whatever he wants. He can contradict himself, he does that weekly and yearly. If you followed the President. You know he talks against corruption, but let his ministers who is caught in international fraud walk around like nothing happen. The WaBenzi is so used to lied to, that their ignorance and lack of care is natural. They are tired and praying for the ending of the President. Because the President doesn’t plan to leave.

The WaBenzi are used to that the government talk about fair share of resources and development projects, even if the elite in West is getting more, than the Central, Eastern or Northern Regions. The Western has the best schools, the most Cabinet Members and the best infrastructure. The networks of hospitals and other needed government structures are there, but not in the others in that extent. The schools are decapitated, the police stations are unworthy shacks and the government offices for higher officers are looking like mansions for high-end business-men. The mayors and councilors are well-fed, the police-officers are beating on the public to get fed, the school-teachers are having side-jobs or even farming on the side. The civil servants are asking for kick-backs and fill their plate to do their civic duty, because the salary hasn’t risen in decades. If paid on time, it still would barely be enough for the rent of their home.

The hospital are lacking basics, politician of opposition parties are trying now and then to help out. They use their salaries to buy sheets, beds and even medicine. As the national medicine importer and delivery system is understaffed, lack preparation and even the tools to have enough medicine for all institutions. The lack of funding and governance is hurting the hospitals. As they cannot afford to pay their bills, as black-outs and lack of oxygen are common place.

The Electric company is run by private contractors and also private investments from abroad. The development of the energy companies and the plants are all based on either multi-national funding or possible foreign investments. These are done in random, while the different part of the sector is underfunded and also because of the issues from within, is overpriced, hard to get good rates on the electricity and also often blackouts. This hurts the industries, the public, who has to have generators and cannot trust the government run company to deliver enough and stable enough electricity.

The WaBenzi is hurt by the Western, little Elite whose eating of everyone’s plate. They are grabbing it all, while all part of society is hurting. They are not even caring about the Parliament, where the laws are rubber-stamped and secured in favor of the will of the President. The legislation is to favor his agenda and not the good-will of the people. The Elite is more busy securing tenders and their own future, than securing the better institution and society for the public.

The WaBenzi has strict laws on political gatherings, the laws are to secure that no-one will ever have the power or possibly can topple the President. No one should be able to create a protest or demonstrations that could take him down. He has the army and the police on his side. They are keeping people at bay, even invade the Parliament to get his will served. The Courts are listening to him and the orders are happening to his service. Opposition leaders can easily find themselves behind bars, the ones who voices against the Movement will easily get into trouble. That is the state of WaBenzi. Where the thieves and murders walk free and the opposition is the real criminals. Therefore, the trust in the Police and Security Organizations are not there. Because they are misusing their powers to arrest innocent people, activists and youths who are standing up against the President. He cannot manage that.

The government is usually fixing issues that doesn’t matter that much and making sure to make a stamp. Has some sort of campaigns, and making taxes on ordinary stuff, but not making sure the taxation is used properly. That is because the existence of the regime is because they feed the elite. The WaBenzi elite needs the President and the President needs the elite. The chronic patronage and nepotism combined with grand corruption is like daily. The Executives, the funds misused and the mismatch behind the use on programs and what is left to the public is staggering. The President claps his hands and gladly take his percentage of it too.

This is just a story about WaBenzi, how a country became a hostage of an elite that lives on the goodwill of the President. They are there and don’t want change, because they eat. Even if the people starve, even if they cheat on levels of poverty, even if the elite cheats on the amount of people living there and how many projects they have for development. The aid is still coming, the United Nations will still show up and pay for the supper of the poorest of the poor.

While this continues, the liberator who promised to never rig elections. The President has appointed and made sure the Commission who controls the elections are in his favor. The Election Laws are always amended and changed just before. So that the so-called opposition has another disadvantage. Not only that the state is busy giving away gifts to the public during rallies, even busing them to the stages if they have too. Paying off the popular musicians to perform and also pay-off journalists to write favorable coverage. The President is also busy paying the clan-leaders, the religious leadership and even some appointed leadership in the districts. They are getting cars and houses, as a token of their good work and making sure the President is elected again.

The President is also busy using the army and police to harass the opposition in the run-up to the election. Even make them illegal to make a point. The ministers and the Security Organization will defend it as constitutional and say the opposition are making war, not only campaigning. The President will use vile language and say people are fools if they trust anyone else. The Police will bar people, will be more into politics during campaigns, than actually doing police work. The Police will defend their monitoring and the micro-managing of the people. This is all to install fear and secure the President, that people will not really challenge the Presidency.

So after months of campaigning, the elections usually ends with days of tensions. While the Commissions are cooking the numbers, the ballots and the paper-trail, the police is busy chasing the opposition and the civil society. Offices are raided, the media are under attack, the internet is blocked and the observers are watching idly by, while silently saying the process has to move-on and electoral laws can be changed later. It is still progress for society. That WaBenzi had an election, even if it was rigged and the President took total control. He left nothing to coincidence. The public of WaBenzi was props to buy legitimacy for the Presidency, the Commission was another tool and the international observers was there. Just to secure the display of elections was shown. That people could que and wait in line before being registered to vote. Even if there was pre-ticked ballots. Even if the police officers was working and making sure the district got the right result. As the Police arrested people entering or even being party officials registered to be looking over the tally and getting copies from the return officers at the Polling Stations. That doesn’t matter. Because the result has to be in favor of the incumbent President in WaBenzi.

That is just WaBenzi, we are all happy that this what WaBenzi has to offer. This is what the WaBenzi gives of governance, of institutions and of lacking taxation without representation. We are all looking idly by, why the WaBenzi is taken for granted. The President knows this and lives on, happy and ready.

If you demonstrate or try to strike, he will catch and make a treacherous human being, because no one has the power to question the power of the army and the liberation. Even if the liberator only liberated himself and his cronies. The rest has to be hostages in the President’s will and President’s vision. That is the decision of the President, who can get away with anything and no-one cares. Therefore, the nation of WaBenzi is misused and the people are too. Every single day. Peace

FDC opens up for an audit of Presidential Election of 2016: However, I doubt Mzee will ever do it!

The Forum for Democratic Change (FDC) dropped today a report on the first 100 days of Patrick Oboi Amuriat as the Party President. This is a transparent and open move, to show what is happening behind the scenes, also show what they are doing at Najjanankubi Headquarters. It isn’t just mere hearsay, but recorded for the future to back-into the promises made and the building of party organization. This show resiliance, but also strength in the midst of oppression.

The paragraph that catched my eye was this one:

Review of the initiatives on 2016 Election Audit process

A number of development partners and donor agencies have been met to highlight what went wrong in the Presidential elections of 2016. The failure of government to implement recommended electoral reforms and the rushed and forceful amendment of the constitution were addressed to the country’s

partners. The Party is persuaded about the reluctance by Mr. Museveni to agree to an Audit of the 2016 Presidential elections outcome. Whereas we are open to dialogue, we wish to maintain our demand that this will only be based on the Audit of 2016 Presidential Election being on top of the Agenda” (FDC, P: 10, 2018).

After a hurdle of an election, a rigged affair with a math question, a questionable equation that doesn’t fit the numbers. That is what the Electoral Commission dropped in favor of the National Resistance Movement and the President for Life Yoweri Kaguta Museveni. Therefore, the lines here from the FDC. Says a lot about the stalemate, that the lacking care and the forced changes of the Constitution with the Amendment, that gave him life presidency. That has been more vital for the regime, than making sure there is provisions for free- and fair election.

The FDC knows that the NRM will not audit or have serious look into the General Election and the Presidential Election of 2016, because the NRM knows what the result will be. Therefore, the agenda of the FDC will not change the matter. The ghost of the past will come out and scare Museveni in his sleep. He has stolen and rigged a victory. That the donor agencies and development partners have gotten information is fine, but they are still supporting and working directly with the NRM. They have not stopped being partners with Museveni, even if they know that he has stolen it. The NRM rigged it and took the Republic for a ride.

The wish for dialogue with Musevni, will only end-up in fashion of Nairobi-talks of the past. Museveni will never accept to lose, he might play, but he will end on top. If not there isn’t anything in it for him. The President is only in it if he gets to eat and be the king. If the President isn’t king, than he will not accept anything. He knows that it was rigged and it was rigged on his orders. Therefore, an audit cannot happen, because then the obvious rigging will be exposed.

So, POA and FDC can wish for dialogue on this, but they are losing the premise. I think they know that, but it shows character that it is mentioned nevertheless. Peace.

Opinion: The EU is too late to the Party, when they are now asking for Electoral Reforms in Uganda!

It feels deliberate, that Eduardo Kukan dropped a statement on the 8th March 2018 as the General Election in Uganda was in February 2016. That is two years after, this is the Follow-Up Mission to the Electoral Observation Mission, that is long finished and didn’t deliver anything of significance. The whole thing ended up being a charade and mockery of the principals the EU is supposed to stand for. The rigging, the spending and buying votes, the inside deals and pre-ticked ballots should all say that the re-election to a fifth official term and unofficially 7th shouldn’t be legitimized by any entity. This is the same fellas that left Kololo, because the President’s stance on the ICC. Like they didn’t know?

So, we are in March 2018 and its two years and a month since the entered the port and all of the containers are left, all produce is eaten, all parts of the products is sold, stolen or gone. Therefore, there is very little to regard about the process. Very little the EU can do, because they are beholden to the man they validated. They validated the Supreme Court ruling, they validated the Mbabazi petition, they accepted the stolen votes from Besigye and the obvious lies of the Kiggundu Electoral Commission in favor of Museveni.

The EU should have pushed for the reforms in 1995-1996 if they we’re serious. While the President still looked like he cared a little bit and was a donor-friendly guy, now he despise anyone questioning him and his authority. He is always right, and the rest of you is wrong or can be bought. That is President Museveni now. They could have had a short in 2000-2001, even 2005-2006. Even as the term-limits was deposed at the time. When the true reality was that Museveni had no place of really retiring and spend time with his cows. The EU could have pushed for reforms in 2010-2011, even as the Walk to Work demonstrations (W2W) and the Activists 4 Change (A4C) who both challenged the Presidency. Clearly, the EU could have done more as an outside entity, if they cared about the Electoral Reforms.

So now, that the last election went through, the syncopates, the technocrats and cronies of Museveni is elected, appointed as advisors and whatnot. The EU is asking and begging for changes, since suddenly now is the time. Like Museveni would care about the plight of the Follow-Up Mission in 2018, when he just gotten his carrot in December 2017, the Life Presidency. Did the EU miss that charade? Did they sleep in Brussels and eating Belgian waffles? That is how it seems to me.

That the President that has centralized most of the power around him and his State House would now care about the EU, is to say bluntly naive. That the EU comes with recommendations now will not be listened too. Unless, they are dropping bunch of external funds and juicing the rabbit a little bit. Because Museveni is eating, his cronies is too and there is nothing you can tell him.

So when the EU stated this on the 8th of March 2018, its not hard to understand, why it is like this: “ The EU EFM has been heartened to find that the recommendations of the EU EOM have been disseminated across several institutions of State and that many interlocutors were familiar with the content of the recommendations. While there has been virtually no progress on implementation of the recommendations to date, awareness of proposals, and the grounds thereof, is a crucial first step in the achievement of the recommendations. Similarly, there is widespread awareness of the directives of the Supreme Court” (Eduardo Kukan – ‘EU Election Follow-up Mission to Uganda urges Authorities to take positive steps to improve electoral process’ 08.03.2018).

Like did you think the man, that has been running since a coup in 1986 would give in and change to a more democratic structure, the one who house-arrest his biggest threat without any jurisdiction or right by laws? Do you think the man who has all the state coffers, has all the bidders at his feet, will finally give way to your advice? Do you think the man who has used the guns to silence opposition and does it will kind of acronyms too.

I hate to say it to you Kukan, but your late to the party. The party-goers have left, they have their whiskey, their Waragin, their vodka and their Nile Brew, but are not interested in your anecdotes. They would have mattered some time ago, when the fire was burning, when Usher and Radio & Weasel was banging on the stereo. But now, the party has died down, the only left is the straws and the memories of the late night charade.

Kukan, you should have acted swiftly, you should have cared about the implications, but your entity and others validated Museveni. Just like you have done in the past. You let him of the hook and this here, will be a stain, but not something that covers the obvious. The theft of February 2016. That you accepted and did for selfish reasons beyond me.

Royally Screwed by the Internet Blockade at the Beijing Airport!

This is released two weeks later, as WordPress themselves blocked my account and forced me to change my password. As I was crossing Asia to the Philippines. Clearly, I had a bad two days technologically speaking on the 22nd and 23rd December. This is now released on the 5th January 2018. As I am sitting in Manila, awaiting getting tickets. Underneath is what I wrote while waiting for my plane in Beijing!

Today, I was for the first time at the International Airport of Beijing. The 22nd December 2017. I am addicted to certain social media pages and services. I need them also to updated and be able interact with family and friends. Especially traveling alone across the continents and for over 48 hours. There is a need to update.

As I am traveling. I am struggling to push my words. To express my fond of the airport. Even just say to the world on Facebook, Twitter, WordPress or whatever really. Look into a dozens of Apps. Also, I don’t know how many news-sites that is blocked. However, that is a dozens. I am just in passing by the airport and feeling troubled by it. It must be harder for the people living in the mainland China to use it or they have to VPN to get hooked up on the Social Media sites. There are similar ones in Chinese Fashion. That I am sure is censored and controlled by the Chinese government.

I felt today, the censorship, the blockade and it hurt. The distrust that I couldn’t understand or get the information through these channels. That I couldn’t add or do anything on these pages. Even if it was just saying “I am safe, soon awaiting next flight”. That is to revolutionary for the Reds in Beijing.

I don’t know, but this sort of thing is still to control the media and the message. Not let dissidents or people get information that is unsound and not sanctioned by the Central Government. That is what this is, therefore, the citizens of China are not free in the sense of media or online. They might accept it, but they should know that hurts even the ones that is passing by.

I have stressed for a few hours, I should have considered it earlier. However, I didn’t. I know I will come with this message of censorship from another Asian Country. Since the Chinese won’t let me share or consider my free opinion on my blog. They have banned from entering. That would be illegal activity. Which in itself is a weird thing. To write and speak out is banned in that fashion. Xi Ping and Communist Party wants to still have the last word. They still wants the minds of the people under their control. If someone questions them. It is wrong. Clearly it is. They shouldn’t be afraid.

They shouldn’t be afraid. Instead of having a bunch of YES MEN. They would have people thinking and making new enterprises, not just copying and licensing. Which they are famous for doing. China deserves that with their great minds and intellect. With their progress and their industrial work. They deserve that, not just imported luxurious goods, but also free minds and free spirits. That can all together create an even better China.

It isn’t dangerous, you can accept to disagree. You can agree. It is up to you. I will not blame you. But I have today tasted the Internet Blockade, the censorship under the Chinese Regime. It is something else.

All I wanted to say to family and friends on Facebook was: “I am safe in Beijing. Awaiting next flight soon”. Something in that fashion. If that is a illegal attempt of inciting violence or causing a stir. Then I don’t know. I just wanted my wife and everyone else to know. That I am cool and collected. Waiting to go to next destination. Peace.

Opinion: Mzee don’t want to bother foreign investors with taxes, just give him a Presidential Handshakes!

Well, I am biased, as the President are visiting Dubai for 4th Global Business Forum on Africa on the 2nd November 2017. President Yoweri Kaguta Museveni is trying to cater to foreign investors. People who he usually cater to at the State House, so he can get favors and Presidential Handshakes. That is why he isn’t bothered with taxes, because the tax-holidays and possible offerings will be huge for the investors who comes in. That is what the National Resistance Movement (NRM) are doing, especially if it is for instance a nations offering the state loan, than the same state can come with state-companies to build infrastructure like Chinese companies coming in after offering loans to the same NRM government. Therefore, just look at what he was saying yesterday, which is weird, but fit a pattern.

Since you are business people, we must be talking about profits. When you talk of Uganda and Africa, you are talking about peace as an enabling environment; which we have. We have raw materials, and have a population of 40 million people that’s’ a market. And if we talk of integration we have a four tear market” (…) “In Africa, the demand is there and growing because we have been under-consuming while the rest of the world the demand is falling because they have been over consuming” (…) “There are plenty of raw materials, minerals, tourism and so on so when you invest there you have access to all these” (…) “I don’t have to bother investors with taxes, what I want is for them to invest, use our raw materials, create jobs, add value and promote exports” (State House Uganda, 2017).

Well, so the President trying to say to foreign investors, you don’t need to pay taxes for your output, just cater to me. The state you don’t have to bother about, just bother about catering to the State House and me. We will add value and promote exports, we will agreements and make sure you get the value on our resources and low-payed workers.

We know who is the biggest taxpayers in the republic, because of Uganda Revenue Authority own statement in the media on the 31st October 2017, which stated names like Mr. Alnasir Virani Gulam Hussein Habib, Dr. Sudhir Ruparelia, Mohammed Hussain, Nakayima Janat, Karia Minex, Karia Kunnal, Alykhan Hudani and Dayalijil Karan. Who are sounding like foreign investors and they are on the top 25 biggest taxpayers in Uganda. So the state has already connected families from abroad to invest there in various businesses. This shows there are already people who is not worried about taxes, but about the output of their companies.

Some of these investors has made big names, while others have worked more in silence. Still, this shows that the top earners even promoted by URA and Doris Akol. Proves how they are working, as there wasn’t that many own citizens on the list. That shows that the foreign investors must get a special advantage and special agreements at the state house for their dealings. Especially, considering how it has been done, just for tearing down markets in Kampala for own investors and financial agreements. This has been done and arranged from the State House without consultation with locals, neither KCCA or the renters of these markets. That is how the NRM and Museveni do deals in favor of him and if he get ill-gained funds, he will support the “development”. It is in similar fashion he exposes his intent in Dubai.

That the State doesn’t need taxes or need structures to facilitate for foreign investors, they just needs agreements with State House and then it is all fair-game. It is insane, but fits the Modus Operandi of the Musevenism and NRM regime. Give him a Presidential Handshake and you can operate as you want in the Republic. Peace.

Opinion: It’s ironic that President Museveni is talking about disciplining the government!

The three arms of government and their sub-branches must have discipline. For example I have been involved in disciplining the army. We should do the same for other sub-branches of government. If the Judiciary is also disciplined in fighting corruption, citizens will lead a good life. – Yoweri Kaguta Museveni on the 1st October 2017, State House Entebbe.

Its just one of these days that hearing the news and seeing the tweets of the President, makes me laugh and wonder if he listen to himself. He knows his system and has made his garden. The way the government steers and govern is because of his policies, his regulations and his support. It is not like there been other ruling for last 30 years in Uganda. The Republic has been under the control of Museveni and his National Resistance Movement (NRM).

The NRM has suffocated all other free-will and control. Therefore, Ministers, Members of Parliament and others seek guidance and funds directly at the State House in Entebbe. Even foreign investors meet there to make agreements. Everything is nearly sanctioned out there. The Discipline now is more on the narrow-minded government that is run from there. The institutions and the procedures are not so important. Since most things happening is with the words from “above”, meaning the President and his close advisers.

It is not rocket science to know where the benefactor or the reason for lacking structures. That is because government waits for their go sign by the State House, they are waiting for funding of the projects and institutions from the State House. The projects and the works of the State House and under the Prime Ministers Offices are the key organizations within this government. They might say all of the massive cabinet has part to play, but that is the facade.

Therefore, it is ironic for a man so controlling and so disorganized that it gives sometimes way to the unthinkable. Just like the Presidential Handshake, that was sanctioned by the State House, but taken form the wrong account. That was the problem for the President, not that the corrupt behavior was occurring on his watch. Its like he talks against himself. Because he has no problem speaking anti-corruption, but if corruption benefit his cronies – its fine and dandy!

I am not surprised by him at this point of time, its fit his narrative. He says what he expects and wants out of others, but the next day he finds a way to benefit or use the loyalty of his cronies. Not like he would have excepted the UCC not to listen and stop the suspended MPs to hit the airways and be broadcast on TV. He rather being himself on radio and in the spotlight, but will accept anyone else sharing the same space.

President Museveni is the proof of someone saying something noble, but doing opposite. He might say something insane, but act rational. Therefore, you never know where you have him. I will never believe him actually disciplining the government, if doing so. It means they are all blindfolded and following his guidelines. It does not mean building proper governance and protocol, neither is institutionalize the departments and ministries, it is all about his will and his stature.

When it comes to Museveni, discipline is about following him. Not building transparent and proper government institutions. Peace.

A look into how little the Wakiso Vote mattered to President Museveni in General Election 2016!

You would think on a day like this as the final rallies in Kyadondo East, which is part of Wakiso District, that the National Resistance Movement and the Police Force would bring peace. But they didn’t, they created chaos and moved independent candidates, as well as detaining them for interfering in their campaign rallies. This is the proof of vicious ruling regime and how the basic freedoms are limited for others, than the NRM elite and the President Yoweri Kaguta Museveni, rallying for his candidate in the district. But it seems strange that he cares, since with all due respect. He didn’t care about their votes in the General Election of 2016, as these areas have been a stronghold for opposition party Forum for Democratic Change and because Dr. Kizza Besigye reside in Kasangati, which is a vital part of Kyadondo East.

In Kampala and its adjacent districts, the Group observed voting delayed by as much as two to four hours and subsequently observed polling locations where voting was delayed by as much as six to nine hours. Anecdotally, in Kampala, there were several polling stations located within minutes of the premises of the Electoral Commission that did not receive voting materials on time” (…) “The voting hours were subsequently extended in Kampala. However, it appeared that this information was not extensively communicated, as voters and polling officials appeared confused and uncertain of the process. The EC announced that polling would continue in a number of constituencies in Wakiso and Kampala districts the following day. Turnout, however, was low on the second day – which was a working day – and it is possible that many potential voters decided not to attempt to vote, after having waited for many hours the previous day”(Commonwealth, P: 13-14, 2016).

Furthermore, eight teams across the country reported that polling stations could not open before 10 AM. A number of polling stations, notably in Kampala and Wakiso, had not opened within six hours. Significant delays and a lack of effective communication by the EC fuelled frustration and tensions among voters, with EU EOM observers and media reporting about large crowds protesting against being deprived of their right to cast the ballot. In at least four cases, the police used teargas to disperse voters at polling stations. Only shortly before the official closing of the polling stations at 4 PM did the EC chairman announce the three-hour extension of voting in Kampala and Wakiso district. This was poorly communicated to the polling staff in affected areas, and EU EOM observers reported polling stations being closed at first and only after some hesitation did the polling staff improvise and try to re-open voting sites” (EU, P: 29-30, 2016).

The EC failed to communicate and declare final results of presidential and parliamentary elections in a comprehensive, timely and transparent manner. The announcements of the presidential election’s preliminary results started while voting was still ongoing in parts of Kampala and Wakiso. The final results were declared within the legally binding 48-hour deadline, but they did not contain data from seven per cent of all polling stations, and therefore excluded some 675,000 votes cast. The EC delayed the publication of the final results broken down by polling station till 25 February and uploaded them on its website in a manner that did not allow for easy access or use. The EC also did not publish the scanned copies of the DRFs online although they were readily available in electronic format, thus further reducing voters’ access to information of public interest and in contravention of the principles outlined in the ICCPR” (EU, P: 3-4, 2016).

The 2016 Elections witnessed a number of violations of the right to vote, most notably due to late delivery of materials in Kampala and Wakiso districts, described by the Supreme Court as evidence of incompetence and gross inefficiency by the electoral management body. A number of potential voters we’re disenfranchised during the voting exercise, in particular persons who turned 18 between May 2015 and February 2016, detainees, including some pre-trial dententions and Ugandans in the diaspora” (FHRI, P: 25, 2016)

So both, the Commonwealth report, FHRI report and the European Union Observer Group saw the same vast indifference for the votes and voter turnout in Wakiso, the same was seen in capital, but that isn’t where the By-Election is happening now. This proves the lack of care and common sense as President Museveni drives Tuk-Tuk and talk of importance of electing people who serves him. He might say he wants to be challenged in Parliament, but everyone knows that is a lie. Therefore, he detained Bobi Wine earlier in the day and moved him to Gyaza town, so his presence could be in Kasangati and at Szasa Grounds. Not like he could be more ruthless, but surely he would rig these election like he did in 2016. Nothing new there, if the turnout would be meager and lack-lusting that would hurt the old-man. Since he cannot show 90-100% turnout, when there would be no lines of people showing up. Harder to rig just a bunch of paper compared to buck-load, which can be pre-ticket into ballot boxes and look legit. That is how they do, especially under President Museveni. The man who made himself a revolutionary by claiming UPC rigging in 1980s. Such a class-act the President, becoming worse than the ones he toppled! Peace.
