[Insert Malicious Charge] Put on Besigye: Because why not?

Again, and again, there are charges and possible legal trouble towards the opposition leader and founder of Forum for Democratic Change (FDC), Dr. Kizza Besigye. Yesterday, was yet another day for him to be put on the spot. Not that anyone of the charges that he has gotten in the past has been verified and the regime haven’t followed up on them.

He has more than once been charged of treason, he has been taken into custody without warrant and been detained more times than it is possible to count. Especially in and around General Elections, he is pending jail, while campaigning. Therefore, this is really just he way the National Resistance Movement (NRM) are acting towards him. So yesterday is nothing new, but still needs to be addressed.

Now, they are pinning random murders on him. Besigye get the blame for even more stuff. Even if he was gardening in Wakiso or on a Campaign Trail, they would blame him. The NRM and the Police Force are monitoring him. It is insane and that is why this is suddenly news.

Four suspects arrested by Security gurus from Busia have linked the FDC Party and some of its top leaders including the Party Chief Mobiliser Ingrid Turinawe and four time Presidential Candidate Col. Dr. Kizza Besigye to various crimes in the country” (91.2 Crooze FM, 10.07.2018).

This is just as reading charge sheets and making up crimes. To fill the time of the FDC leadership behind bars, instead of continuing to build the party. Not like the Police are actually solving crimes, but manufacturing charges on him and the FDC. Besigye is used as a pawn by the authorities.

It is really insulting, that he again is under fire. That is because the NRM and the Police Force needs to divert attention. They need him to be martyr, but this time is not to serious. Since he still walks freely, while they are continuing blaming him for everything.

Besigye is being used and abused. He has been played and tortured, been detained and kidnapped before. Therefore, nothing they are doing is new, they have sprayed him and destroyed his SUV just for the hell of it.

That is why I don’t believe this charges or anyone else. It is a political farce and mockery of intelligence. If any of the charges had sticked, if any of the previous arrests or time of detaining behind any bars in- and around Uganda. Than, it would be believable, however, this is just yet another mad cow put into the public.

The mad-cow decease from Rwakitura farm that is killing wisdom and common sense at a rapid rate. That is why the Police Force as political force as it was under previous leadership. The new IGP is doing as a favor to the President. While making no sense charging Besigye again for nothing.

That is why the previous charges pinned on Besigye haven’t gone anywhere. They are just used to stifle is support and his political activism. However, the trick has gone out and fuse has run out. This has grown old, just like the President.

Time revamp and change, because this is just a mockery of rule of law. It is not funny, but just tragic. Besigye is being used and this has happen more times than worth counting. Peace.

Dr. Kizza Besigye: the President, Uganda never had!

Today is the 62nd Birthday of the founder of Forum for Democratic Change and the predecessor Reform Agenda. Before he became the biggest voice against the National Resistance Movement (NRM), he had joined the Bush War in 1982 and became Minister of Interior at the age of 29 years old in 1986. He has since his fallout with the regime, been a strong and hardworking voice in the midst of trouble since 1999. Because he hasn’t feared the regime, but been a voice of reason in the midst of trouble. Never giving in or giving way, but tried within reasonable doubt to make changes. 

When he wrote the piece ‘ An Insider’s View of How the NRM Lost the Broad Base’ in 1999, which he wrote this: “All in all, when I reflect on the Movement philosophy and governance, I can conclude that the Movement has been manipulated by those seeking to gain or retain political power, in the same way that political parties in Uganda were manipulated. Evidently, the results of this manipulation are also the same, to wit: Factionalism, loss of faith in the system, corruption, insecurity and abuse of human rights, economic distortions and eventually decline. So, whether it’s political parties or Movement, the real problem is dishonest, opportunistic and undemocratic leadership operating in a weak institutional framework and a weak civil society which cannot control them. I have shown that over the years the “Movement System” has been defined in the law in a certain way, but the leaders have chosen to act in a difficult way. This is dishonest and opportunistic leadership. I have also shown how changes have been made to the Movement agenda, and other important decisions have been made outside the Movement structures” (Besigye, 1999).

Why do I post this part today, because it seems important to remember, that he has been on the barricades for decades, that he has stood in the good fight for the rights and rule of law. He has been charged with treason steadily since 2001. It isn’t without a reason, that Besigye is the biggest enemy of Museveni. The reason why he has a record-breaking amount of time spent behind bars, house arrested and abducted by the government. The Police Force knows his home and his gate to Kasangati, Wakiso, better than they know the Police Force Headquarters at Naguru in Kampala. Because, that is partly true. This is not how it supposed to be as a politician, not supposed to be jailbird, but a man of policy and possible programs leading to better tomorrow.

You know that Besigye is powerful politician, who you should respect for his vision and his stamina. When the dictatorship makes the Public Order Manage Act, which is nicknamed the Anti-Besigye-Act. That one was made to give the Police possibility to monitor all political activity and have reasons for arbitrary arrests of the man. This was made to make sure the FDC and other opposition parties didn’t act with disobedience or unlawful assembly. That is something that have been made because of the activities of the FDC and Besigye. NRM wouldn’t have enacted this sort of law, if they didn’t fear Besigye at one point. If they didn’t fear his rallies of demonstrations, the Walk to Work and others. That they had to stop him and house arrest him, as he rallied behind the Defiance Campaign of 2015 and 2016. Even if it didn’t change it all, he still have to show up in Court for what he did. That means, the regime fears his activity and his message.

That is why he should be celebrated. Besigye deserves to be celebrated, a President that Uganda never had. He is not alone in this fashion, for me Paul Ssemogerere and Olara Otunnu could also been people who deserves to be in that bracket of people, who never got reign. Musveni destroyed their chances, but today I am praising Besigye. For his resilience, his fighting spirit and his voice in darkness. Many would have bow down and give-up after being detained, cars destroyed, house raided, house-arrested and charged with treason. Others would have given-up and left for exile forever. He went into exile, but came back. He has run as a challenger in 2001, 2006, 2011 and 2016. His fight is not over, his campaigns are still on.

Besigye deserves credit for the message of hope and change, the message of values and governance of the government. That has been eaten by the Movement and the Presidency of Museveni.

I will finish with Besigye’s own words written in October 2017: “We live in a country that is controlled by guns since independence no leader has ever handed over power to another peacefully. So we are hostages of those who have guns. Mr. Museveni came to power 32 years old using guns, he has kept power largely using those guns. Now he is in the process of changing our 1995 Constitution, to remove the last check which is the age limit, having removed term limits in 2005. If the age limit is removed then he becomes a life president and this process continues” (Dr. Kizza Besigye, 03.10.2017).

Opinion: EU Envoy Schmidt are speaking like an NRM apologist similar to Ofwono Opondo over Besigye’s 2016 Election defiance!

I feel sorry for European Union Envoy Kristian Schmidt who are now sounding like a National Resistance Movement (NRM) apologist, instead of an independent spirit and understanding of the short-falls of the NRM Regime. He seems to been misunderstanding what happen during the General Election 2016. Surely, he wants the Forum for Democratic Change (FDC) and Dr. Kizza Besigye, to say it just water under bridge and let it go. Since the Supreme Court followed the orders of the 31 Years and counting President Yoweri Kaguta Museveni. First introduce some of the beautiful words of Ofwono Opondo, before the Kristian Schmidt’s foolish interview with Daily Monitor, before enlightening fellow European of his ignorance or forgetting the blatant impunity towards Besigye and FDC in and around the General Election 2016. Since he has forgotten while drinking Nile Brew in the Embassy and going on Safaries with his dignitaries. Surely, Schmidt must feel good about himself!

““In this election, Besigye gained 1.5 million votes compared to two million votes he got in 2011 while Museveni’s gain was a paltry 500,000. To the NRM strategists, this is the most shocking, indeed worrying trend, and having located the cause as being our messaging, strategy, campaign style, internal laxity, occasioned fraud and widespread bickering. We shall not blame anybody else except ourselves. Actually, to be frank, we were almost swept away by our collective failure to robustly respond to the Opposition demagoguery on issues of youth unemployment, despair among the urban population, poor and yet expensive public service delivery and bad public relations, especially to distribution of soft campaign cash that often got stolen along the way among other issues. This, to the Besigye camp, should give hope that with better strategic organisation, not only falsehoods, they can in the future topple NRM through the ballot instead of being bad losers” (…) ““The claims of rigging, especially at the last minute through alleged intimidation of candidates’ agents, ballot stuffing, falsification or alteration of results on tally and declaration sheets and at announcements are perturbing and incredibly unbelievable. These could pass as truth if the peddlers could at least adduce some verifiable evidence from eyewitnesses and documents in their possession that differ from those of the EC, which ought to be available from the multiple sources, including the media that observed these elections” (Opondo, 2016).

So when a NRM spokesperson and Uganda Media Centre director had to come in defense of his master. In the aftermath and with the current illegitimate government. Who has no problems in misusing the government funds and had no problem rigging the election in their favor. As the FDC had massive scores of leaders behind bars, had people with Declarations Forms from Polling Stations at Gun-Point, had their Headquarter barricaded and sealed off, Besigye was under house-arrest and the story goes on. Not an adventure, but a true theft a nation. Still Schmidt says this to the FDC and former Presidential Candidate:

He added: “That is of course an issue that is dividing but I think it would have been good to come together and discuss. It has not happened and election reforms seem to be not going forward.” (…) The law of Uganda is what it is: the conditions of petitions are what they are, and for a petition to be successful you have to do a lot of homework. Under your Constitution I believe you have little time, 10 days. I know one of the recommendations of the Supreme Court is to extend that time which I believe makes sense.” (…) “ He said “I think if Dr Besigye was convinced before elections that he would not be happy with the outcomes and the process, he should have been the one to petition. He should have prepared for that but he decided before that he was not going to and under the rule of law.” (Musisi, 2017).

EU Envoy to Uganda Kristian Schmidt, I know you visited him while on undetermined house-arrest. Since the Police Force had been stationed in Kasangati, Wakiso for so long days before the election and until May 2016. When he was able to escape and have his own swearing-in ceremony, before air-lifted to Moroto, where the state charged him with Treason charges. Which he still carries today, he is an arch-criminal and seen as an enemy of the state. Than after all of this, you talk about rule of law, justice and courts. Like Dr. Kizza Besigye haven’t had his time in court, haven’t been detained on more occasions than ordinary thief, even more than average murderers in the Republic.

So, the FDC was unable to counter with a petition, Amama Mbabazi was the only one able to fill in a form or petition. Because FDC has done so after General Election 2011. So it is like the EU Envoy for Uganda Schmidt is not in concern anymore of all the breaches that happen to Besigye. Like the whole House-Arrest period, the whole part of the general assault on the rule of law considering the elections and polls. The self sufficient pre-ticket ballots and Badru Kiggundu’s own special math-class. The statistics and the vicious attempt of forging the whole election in favor of President Museveni.

It like he wants the one on Treason Charges since May 2016, since the coup d’etat in February 20th 2016, when the Electoral Commission announced the result. That as the whole NRM and state organization was behind the whole ordeal. Even the European Election Observation Mission and the Commonwealth Election Observation Mission was explaining the massive flaws of the General Election. Still, the EU Envoy want Besigye just to let it go.

Let’s take his first reasoning, since it is shows his true passion, the Danish dignitary: “Now if this was in any other democracy, like in some European countries, it would be unacceptable that the Opposition party does not then recognise the winner of the elections” (Musisi, 2017). If this was an election in Europe, all of these ploys of the NRM wouldn’t have happen. Not normally, that the army is used to intimidate, that local leaders are paid-off with new cars, that ballot are pre-ticket ballots and all powers to be to silence the FDC. Together with the obvious rigging and mismatch of acts in favor of Museveni. If this would not have happen in a European elections and EU Envoy to Uganda knows this. That why it is remarkable that he says about Besigye.

Besigye knows better and the Ugandan people knows so. They are not fools, even if Schmidt is sounding like Ofwono Opondo and has taken lectures from Andrew Mwenda. He surely has hanged in the same bars in Kampala as these two. To sound so blatant ignorant and so forgetful. Peace.

#SOTNUG17: A look into the Policing the NRM Way!

He was at it again for the 31st time or 30th since he didn’t do this in first year after the coup d’etat. President Yoweri Kaguta Museveni. That being the old-man-with-the-hat having his first State of the Union in 1987. Times are changing but he is still not caring about facts or using his tricks to make himself look like a genius and savior. Even if there are far from it and makes sure the others are to blame. That is what President Museveni do. Therefore, I am just looking at parts of his speech, since there are many details and many things you could put a finger on and discuss. As it could be as simple as explaining the roads funds and research the pledged roads, which he said today was all paid by Government of Uganda (GoU), while if you look over the previous funding of the roads you would see the money might be foreign. Instead, I will look the security issues, the torture and the Policing. Because it is so important and the man trust IGP Kale Kayihura so much, who has made the Police a long-arm of the ruling regime. With that in mind, I had to focus on this and not on all the other subjects that the President spoke about. Take a look!

The Police do not have to wait for the crime to be committed. Through good intelligence, most crimes can be prevented. Most of the suspects arrested after the murder of Kawesi and others, even if they were not involved in the killing of Kawesi, they had committed other capital offences, many of which carry death sentences or life imprisonment. Why, then, were they still in circulation? That means somebody was not doing his or her work” (Museveni, 2017).

Mr. President, why wasn’t these men caught for the other cases, than the murder case of the AIGP Andrew Kaweesi. This case has been public and there been an awesome amount of possible suspects. These has been hundreds and even the kids of suspects has been detained. Therefore, that all of these might have other crimes on their hands, that might be true, but still they all could be innocent. So the President has decided their fate without trial, which is a rare, but common practice by the President.

The other day, I was in Kalerwe and the youth there were complaining of the Police arresting them for being “idle and disorderly”. This must stop completely. Some of the youth are idle because they do not have jobs. Why arrest them for that? The revolutionary should be like “fish in water”. A revolutionary should never be “fish in no water”” (Museveni, 2017).

As seen how the Police are working there are reports and studies on the subject, as the Police are the long-hand of the regime under the President. This can be quoted by: “One sub-county official explained that the activities of crime preventers are handled at the village level and news of them doesn’t reach his office, while another said they are too informal to discuss in a semi-structured interview with me. What happens in the village is not of concern, so long as it is not organized violent crime or resistance to the government. Although security groups are framed as local responses to local problems, the government retains the right to intervene and police their activities, frequently making arrests in relation to groups’ night patrols, the degree of force they employ and the appropriateness of their involvement in interpersonal conflicts” (Tapscott, 2017). So the are local policing that are framing the locals. These seems like the ones the President are talking about. Just similar stories even made the Police themselves in April 2017: “Tools like pangas, hammers and pick axes were provided to carry out their missions. The suspects also said that, the many youths were collected from parts of Kawempe Kalerwe Namugoona among others areas specifically to break into houses and once you were in the gang there was no way out. The IGP said criminals have used crime to be a business venture, and after the tension caused by these goons the police has taken action, and over 100 arrested and 50 appeared before court. Since then areas of Masaka are secure” (Uganda Police Force, 2017). So there apparently gangs, that are idle and unemployed as well. Certainly, there could be incidents where the police detain and arrest youths as a way of extorting them, since the payment for being a Police Officer in Uganda isn’t that splendid. This has been reported a lot of times and stories been told on the social media from all parts of Uganda.

The issue of alleged torture by the Police, was addressed by myself in the usual NRM/NRA way. We always combine educational methods (sensitization) and administrative methods (punishments, demotions, etc,). When these reports came up, I carried out analysis of torture and how it, actually, impedes successful investigations. That is a very powerful message because it addresses the whys and the why-nots of an issue. It addresses the “Policeman of the mind” rather than just the “Policeman of the body”. I saw some NGOs and allied persons pouring scorn on my methods and recommending only fascist methods of arrests and imprisonment without education. Could these “experts in-everything” tell us why the UPDF is able to operate in Somalia, Central African Republic, Congo, South Sudan, etc. without complaining? Is it because of high pay or fear of imprisonment? Do these “know-it-alls” remember that our Army is a volunteer Army? Do they know that one can make much more money in the private sector than in the army? it, actually, impedes successful investigations. That is a very powerful message because it addresses the whys and the why-nots of an issue. It addresses the “Policeman of the mind” rather than just the “Policeman of the body”. I saw some NGOs and allied persons pouring scorn on my methods and recommending only fascist methods of arrests and imprisonment without education. Okunyonyora (to explain, to sensitize) has been the life and blood of Fronasa, of the NRA, of the UPDF. To end this point, be informed that Uganda is free of war and it will remain so and the spike in lawlessness is being defeated even before we fill all the gaps and will be totally defeated when the gaps are filled” (Musveni, 2017).

The NRM Way are clearly not a healthy one, even if this is reported through the wits of NGO’s who know’s to much and cannot be trusted. This is what the President himself said. Because the UPDF are such wiseguys, since they are there voluntarily, But here is some quick reports of the torture, that has been also rampant part of the security organizations at places like Nalufenya. So this has been a discussed theme, but show’s the part of how the State in Uganda uses the Police Force and also other organizations in oppressive behavior.

Like these two reports: 

In similar fashion, presently, there is the recruitment of persons, undergoing rigorous training for purported legal purposes. Under the auspices of the Uganda Police, ‘crime preventers’ are being recruited and trained, ofcially, to fght crime.14 However, a critical assessment of this group reveals that it is a band of civilian vigilantes recruited by the government aimed at intimidating or reducing support for the political opposition through illegal means, including torture” (Chapter Four, P: 13, 2016).

Various reports indicate the following as some of the patterns of torture in Uganda.

i) Being held incommunicado – where a person is arrested, detained and no access is allowed and no opportunity to communicate with other people.

ii) Extra-judicial executions – where suspects are executed without going through the due process of law and in most cases where they lack sufficient evidence on a case.

iii) Threats and intimidation through text messages and phone calls.

iv) Enforced disappearance – where a person is arrested in context of terrorism and treason suspects then disappears with trace and explanation.

v) Cases of rape by government and rebel forces during the conflict in Northern Uganda” (ACTV, P: 21, 2015).

This is just the sensitization and the NRM way of torture, that is well-known, so when the President speaks so found of his army. I have a hard time believing him or trusting his words. Seems more like promising words and praising of UPDF. Since it solves everything, the Operation Wealth Creation are even parts of the UPDF. That should make you think and also consider the places of the army. Since the army and police force aren’t only there for security reasons, but also for political reasons. That is why the President has to praise the army.

Deliberately without thinking, Mwenda ‘spilled the beans’ of the NRM Police State!

It takes to two to tango, and it takes many hands to destroy a community, but it does not take many to usher in policies. Therefore, in the mix of Ugandan politics and with time the Police has added significance, as the IGP Kale Kayihura has many times told how to hold consultant meetings and even been teaching journalist how to do their jobs. This is in the effort to stifle the opposition and their mission to prove their viable candidates over the only man with a vision. Mr. President, His Excellency President Yoweri Kaguta Museveni, he who Kayihura is so loyal too. So certainly, the Independent and Mwenda without thinking in his praise of the political police sessions and the use of the Police Force to either create an unlawful arrest, harass them and even obstruct political dissidents in their rallies. Let’s take the words of Mwenda himself for a minute.

“Hence, Kayihura’s most critical role has been to transform the police into an arm of the NRM. He secured for Museveni the loyalty of a major security institution that had been independent of NRM politics, hence reducing the role of the army in quelling protests. Kayihura did for Museveni what Central Bank governor, Emmanuel Tumusiime-Mutebile did for IMF. Mutebile converted Museveni into a free market ideologue, thereby turning a Marxist revolutionary into an agent of imperialism” (…) “This masterstroke significantly shrunk the role of ISO and CMI in the soft game of consolidating Museveni’s power. Kayihura’s success here has come at the price of reduced emphasis on criminal investigations, hence negatively impacting the rate of its professional development in the force. However, overall Kayihura’s strategy has bolstered the position of the Uganda police politically, making it a powerful centre of power” (Mwenda, 2017).

The thing that strikes me and should strike anyone who cares about justice or free and fair policing. Is that he is saying it is a good thing, that the Police Force is embedded with the ruling regime. The development under IGP Kayihura is so that the Police get better control because they work directly for the NRM. Not that Police works for the Ugandans or after its supposed constitutions and laws, but for the mercy of the NRM. That is unique and shows how oppressive the mind of Mwenda has become. If not he has become subdued by the NRM and is now the grand apologist.

This sentence should boggle anyone with a sound mind: “Kayihura’s success here has come at the price of reduced emphasis on criminal investigations”, well Mr. Mwenda is not the Police Force supposed to catch criminals and do criminal investigations. Certainly, if it was an arm of a Political Party it would have other functions, but the UPF or Police Force are supposed to solve criminal activity and monitor that. They should not need to look and see, if Olara Otunnu are buying cassava, Norbert Mao feeding his chickens or be part of the convoy of Jennifer Musisi. That is just me though. Peace
