Opinion: 10th Parliament MPs proves that their Greed is more important than the Government programs and running expenses!

This is growing concern not because of the World Bank suspending loans and funds to the development projects or anything else. The ways the allocated funds and tax funds are used in the 10th Parliament shows their level of reckless spending and no concern of accountability.

This happens on the week the Daily Monitor shows reports of 80% of Primary Teachers that teach who can’t read while being government civil servants. These Teachers are the ones learning their inabilities to the future. So the misappropriate funds for the Educational Sector comes into fruition. The Universal Primary Education is surely improperly balanced together with the mismanagement of buildings and salaries; if they get salaries that usually never on time, teachers can wait for months upon months to get their pay. There are enough fallen and depleted schools.

While the Education Sector is in shambles the Members of Parliaments are allocating more money for their private cars. So they can drive around like King-pins in their constituency. They can ride around in the Toyotal Land Cruiser Prado and feel special while their citizens they represent have teachers who can’t read and supposed to teach Vincent grammar. That is just so special ignorance of their duty those 30 years of the Movement should have had enough time to make difference and not make the schooling system weaker.

This is happening in the week that the imported Anti-Retroviral Drugs (ARDs) where National Medical Store (NMS) are distributing medicines, but they are sold more expensively locally than internationally. The Ugandan population are doing the same as Americans who pays an extra fortune for their EpiPen Auto-Injector. Together with the other issues around in the Hospitals like Uganda Cancer Institute and their breakdown of hte Cobalt 60 Teletherapy Machine. That still isn’t fixed and was the only one in the great nation.

While the Health Care and Health Sector are not as functional as it should be. While this is happening the MPs have allocated funds and bought Tablets or Ipad’s for a fortune for themselves. Because these MPs need tablets to write notes and such even if am not sure Prime Minister Dr. Ruhakana Ruganda or Vice-President Edward Ssekandi can even use one of them. So they spending a on this while medicines are missing or empty at a time or another.

The MPs salaries, the MPs Allowance and the MPs wish to exempt their salaries from Tax. Together with appropriating lots of funds for travelling for days to the United States and Boston for a Seminar; together with the extended funds for burials, this is happening so they can have an extravagant lifestyle into the casket.

This is happening while the government institutions and programs are weak or nearly non-existence. They have surely ghosts like the ghost SACCO Mzee gave to a non-existing organization. While the MPs representing their people are living like royals in the National Assembly with fancy cars and houses while the unemployment levels are still strong and the educations of their kids are made by teachers who can’t even write. This shouldn’t be happening, but apparently it is.

The Governance is not really happening. Because the government are not steering towards any place, they are walking on clouds and not taking steps to change the deteriorating state of education and health care.

This is happening while the Government are adding more debt and is by end of the year having over UGX 26 Trillion. This is happening while the Roads Development that been borrowed to Uganda National Roads Authority from the World Bank has been suspended. So the worsen economic situation together with lack of funds for fiscal cash proves the weakness of the economy and the national policies.

This is happening also while the Ugandan Government has to tackle more refugees in Adjumani and other districts towards South Sudan as the neighbour continues with internal fighting. This together with the fluid borders into Democratic Republic of Congo. This has been done with armies and guerrillas in the past to get resources something that has led to another expensive debt to DRC for the Ugandan State.

So the mismanagement and maladministration of the Movement that have had the time to fix it has apparently been more sucked into their own rich-elite oblivion instead of serving their people. That is why the MPs are so into fixing themselves up nicely while the other are living in midst of utter poverty. So the debt is rising and inflation is rising. So the value of shilling isn’t worth much while the imports are more needed. NRM Regime is not having a fiscal policy as they are loose with spending without having secured funding. While making grand plans without having the output to secure borrowing…

I am sure there more things that could be discussed, but this is more than enough for today. As the proof is in the pudding; the budget and the inflated expenses of the Parliament shows how little accountability and transparency of their acts are. This is with the knowledge of months after the General Election 2016… the State House we’re broke right after for those that forgotten. Since the State House had used it resources in the Campaign that cost fortunes and after the election they had to get funds to pay the running expenses.

You think the government should be carrying itself better after been ruling for 30 years, but they are not. They are running like lackeys thieving the little pieces they can instead of building. Therefore the MPs are running the mill like the ability is only counted for when they are pocketed. That is why the greed of getting brown-envelopes is coming when the Mzee needs bills to pass. They get both monies and valuable produce to sell after being in the National Assembly. So with this in mind, the Speaker Rebecca Kadaga should silence herself and take care of her people instead of blaming the media… because they account to the people and the MPs should be more careful spending taxpayer’s monies, instead they use the budget for their own sake and not for the citizens who bleed for this. Now today on yet another day that Dr. Kizza Besigye is under house-arrest. The Police Force is holding him monitored and monitoring everybody who trying to get into the house and compound there. The same happened today even to the wife of Besigye!

But today proves the little humility and the little brashness of the Authorities; as Winnie Byanyima the wife of Kizza Besigye have been stopped and had to show all of her suitcases as she was supposed to enter her own home. The Security Forces or the Police denied her entrance at the gates and are closed to drive in there. By the Security Forces who has closed the gates.

So she is not getting the same treatment as Besigye from the arrogant and merciless forces of the NRM Regime. They don’t care about the person unless it is NRM elite, the rest can be flogged or hurt as long as NRM get to keep the Power and rule the country. Peace.

Dear His Excellency President Jacob Gedleyihlekisa Zuma!

I still hope you are okay in your grand home and travelling still like the President of the Republic of South Africa. I know that you’re still having lots of hot soup and getting more time to spend in court or fellow hired lawyers to represent you and your lordship.

I am writing to you again as the allegations of corruption is becoming the envy of reign. Not that you have written and made progress, policy even of magnitude for the South African people. You are in the headlines because of the acts of corrupt behaviour and intended conspiracy of using the Executive branch to gain monetary gains. That is not Statesman supposed to do. Parts of you know that right?

“President Zuma improperly benefited from the measures implemented in the name of security which include nonsecurity comforts such as the Visitors’ Centre, such as swimming pool, amphitheater, cattle kraal with culvert and chicken run”. (Public Protector Report 10.5.3, p 431)

I am also pouring my heart to you as the Nkandla scandal is just fresh in mind and the Constitutional Court case was not in favour and you have to pay-back to the tax-payers the money you used on the fire-pool and amphitheatre in Kwa-Zulu Natal homestead. So it’s not like you have had breathing space between the allegations and even verdicts entailing the trailing prospects to your name. Not that you are famed for Nobel approach to life or deceive in the matter of economic prosperity and education of your fellow citizens. Your last name Mr. President is synonymous with Corruption. In the next Merriam-Webster dictionary your photo will be right under the word “Corrupt”. And “Acts like a Zuma” and the word in google will be “Corrupt”.

This is not easy to write to you as I am the man who you hire to clean your pool in Nkandla. As I am not even a ANC Stalwart or ANC member, I am foreigner with squat to say really. I only have my word and my mind. So I still don’t expect you or any of your loyal men in the National Assembly to take my words into account. But I might show you the opinion and demeanour the rest of world has of you.

But today, I don’t write the letter because of the Nkandla, have already addressed to you and think you should consider the proposal I had when I wrote it back then. So I will not readdress it and repeat myself to much. As that is something more than often do, as you constantly gets you name caught up in court and get petitions against your actions. Even cases that been dismissed, gets back to life and hunts you.

As the Democratic Alliance Versus Acting National Director of Public Prosecution and others (19577/2009) ZAGPPHC 255 (29.04.2016) that was on the 29th April the current decision on the big spy tape case of 2009 is now here:

“Having regard to the conspectus of the evidence before us we find that Mr Mpshe found himself under pressure and he decided to discontinue the prosecution of Mr Zuma and consequently made an irrational decision. Considering the situation in  which  he  found himself, Mr Mpshe ignored the importance of the oath of office which demanded of him to act independently and without fear or favour” (…)”It is thus our view that the envisaged prosecution against Mr Zuma was not tainted by the allegations against Mr McCarthy. Mr Zuma should face the charges as outlined in the indictment” (…)”This Court, for the reasons stated above, finds that the decision of 1 April 2009 by Mr Mpshe to discontinue the prosecution of the case against Mr Zuma is irrational and should be reviewed and set aside” (North Gauteng High Court, Pretoria, 29.04.2016).

This must be a slap on the His Excellency the ghost of the corrupted past hits back at you. That another judge calls the former verdict a irrational one and deem it unfit; as the judge see the case upon fresh review and new process to get into the facts of the matter. That cannot be a great look, you have to pay-back the tax-payers for the fire-pool and now you have to again go through a public view of the old “Spy Tapes”. As you don’t have enough on your plate as your son have quit his job at Oakbay Investments, as the ties to the Gupta Family supposed to not be entangled in your political vision. That as much as the triple finance minister brawl of December 2015, had nothing to the with the use of money for a private plane or other procurement that the state did not have funds for.

So the controversy around never get muted Mr. President. This continues to pressure you position, just as much ever before. At this point you have again a review and over 700 counts of alleged conspiracy of corruption. That must be hurting as you are supposed to be an Executive and the grand leader of the country. The statute of the Presidency, the head honcho and the Commander-in-Chief isn’t supposed to be this much in the court room or have your name synonymous with corruption.

If you are not supposed be a thief or a gangster I would have understand Mr. President. But you have not planned for this. You thought this chapter was done and you could continue with being the leader and grand master with some flash. Instead the Democratic Alliance and the Higher Court have pulled more gasoline on the fire. The one burning sensation that does not cured with taking a shower.

Mr. President, Jacob Zuma you have now more counts on you than the worst criminals. You have now had more cases had more allegations then anybody I know who actually are a current President and also a majority party President. That is in an achievement and not a positive one. All the other issues and trade-agreements that have hunted you; they are following your shadow no matter where you walk.

So His Excellency Jacob G. Zuma, you are the man who still is the head of the ruling party ANC and also the President, means you are the Markie man in the National Assembly. You should be man of honour and man of valour of justice as you represent the chamber; that set the standard for laws and regulations. That makes your position valuable and also significant. Something you already know as you have had for few years now already. You should consider resigning or start seeking for succession as the dishonour you put into the courts, national assembly and your own party says it all Mr. President.    

This is just written to you as a consideration and a kind reminder. As I know you won’t directly read any of my letters, but I hope some of your advisors will. And parts of me wish that you would step down as you tarnish the reputation of the ANC. The ANC who was a benchmark and was a party to look up to for guidance and inspiration as he leaders had character and was men of integrity and solidarity towards fellow citizens. That is what is missing in the ANC and you Mr. President is symptom of what the party is missing. Peace.

Monetary gains over the citizens needs is the reasonable way for the Ugandan MPs

The level of arrogance that they have learned from the Executive, Chief Whip and Secretary General of the NRM comes to hunt the Parliament of Uganda. The Members of Parliament is set in their ways and used, sorry accustomed to monetary gains on the bills of the tax-payers already. The Income-Tax Amendment is just the new niche. They have already subsidized cars, housing, supported health-care and other add-ons that make their jobs easier and profitable.

As Reported in the Daily Monitor Today:

“Addressing a news conference in Parliament yesterday, Mr Peter Ogwang (Youth Eastern) and Mr Henry Musasizi (Rubanda East) warned civil servants like Mr Muhakanizi, who this week condemned their tax exemption deal, that they are also waiting for them in Parliament during the consideration of the Auditor General’s reports. “We cannot pass the budget until we are sure that our amendment to Income Tax Bill has been concluded,” Mr Musasizi said. “In case the President does not sign the Bill, it will still come back to the same people in Parliament. These are hard facts. We will still pass it without fear or favour.” The MPs also took shots at civil society groups which are raising public awareness over the controversy. “The public should be with us in the struggle to facilitate MPs. We need facilitation to go to our constituencies because a Member of Parliament without money cannot have confidence. But there is an option, if they want us to drop the amendment, the government should give us Shs30 billion in additional funding to cater for increased salaries and benefits for Members of Parliament,” Mr Musasizi said. Mr Musasizi, who moved the amendment to the Income Tax law, also revealed that what he did had the backing of the President.  “We agreed with the President in the [ruling party’s parliamentary retreat in] Kyankwanzi that we should not increase our salaries and benefits but tax on our allowances should be lifted to maintain the status-quo,” he said” (Mugerwa, 2016).

So certain ones are putting the budget on a stalemate in favour of getting more money and not paying tax as ordinary citizens as they are MPs and for some reason deserves more facilitation then the people of Kalerwe or Kaabong. The ignorance and arrogance is just learned by the Inner-Circle of the NRM. This is just the works of decades of decadence from the ruling elite and now the chicken comes to roost. The egg is ready to put in the basket and the MPs are ready to be paid their salaries without having income-tax.

The interesting is that the Kyankwanzi 2.0. that was recently and made implications to the doing of the Parliament, how it was practically empty as the NRM CEC and the Executive set the agenda for the next Parliament, the 10th One. The tone of now more benefits for the MPs in general, no salary increase for the MPs; the Income-Tax Amendment is an increase of salaries as they will get all the monetary gain and not pay for their facilitation for being an Member of Parliament instead of secretary at the district office in Mbarara.

That the MPs want to stifle the voting for the 2016/2017 budget for the steady “progress” of the country proves what values the representatives of population have. They are in parliament to eat, get fat and get bonuses that would be out of reach in other jobs. They want to make their life splendid on the tax-payers salaries and not become a “tax-payer” as long as they are representing the tax-payers. Which in turn is ironic; just recently they passed legislation that was made to fix the budget shortfalls of 2015/2016 as certain ministries was broke after the economic maladministration during the NRM campaign. That was done in hurry to secure salaries of the State House and other positions of the state. So they can offer something as long as the Executive also get his cut. But now they are forcing the Parliament and becoming hostile to create a functioning economic climate in the sense of their pockets. That is what they are initially saying. The proud men and woman who is supposed to be representing the tax-payers are saying that does not deserve to be taxed by the state. So who deserve it then?

The ones representing the tax-payer should pay tax. The ones that levy new taxes and regulations should themselves get taxed on what they earn. It is over the edge to see the moment of monetary greed from the Members of Parliament in Uganda. Their act of disgrace and attitude towards fellow citizens is overbearing. But they have just learned from their Executive who has teach them how he runs the Racket and racketeering, so that the NRM elite and the inner-circle also want their goods and glory as long as the cost is not theirs. The same way the Executive get funded for cars, jet-planes, housing and cattle-farms. Now the MPs want’s the same as their master. Peace.   

Mzee might think Besigye and Muntu is “unserious” about Veterans Pay; We think you are foolish Mzee; Who don’t compensate those who fought for you or the country you have been running!

“Besigye and Muntu don’t talk in a serious manner. They just talk in a manner which is not serious, which is not responsible. I am also a veteran, I have not been paid. I am actually a bigger veteran than all those fellows combined” – Yoweri Kaguta Museveni at a presidential rally in Busoga late December as a response to FDC leaders in Yumbe the same week.

We have all heard rubbish before from Mzee. Yoweri Kaguta Museveni has been speaking with power before. This is nothing new. This is actually normalcy. If he didn’t address the matter like Abim Hospital visit, he wouldn’t be his normal self. He can’t help himself.

We know that all three is veterans. They all served under the army or battalions of either rebels or governmental forces. Even if we go back to the now governmental forces; that are now the former rebel forces, that is going back to 1980s.

We know that Yoweri Kaguta Museveni have been in army since 1970s, even Dr. Kizza Besigye have become a colonel, Mughisa Muntu who became a General in the same army. Yoweri himself became only a lieutenant. And he claims to be more than them. That is kind of ridiculous. That is not what the matter is about!

The matter remains on one single fact. Veterans are supposed to be supported after fighting for the causes of their nation, armies and their expected time spent serving their nation. It is a way of securing moral authority and validity of the nation by paying back to the citizens who pick up arms.

A national leader and head of state will know the value of their armies. Even the great dictator Robert Mugabe or Bob of Zimbabawe do. Recently the only paid civil servants are the army personnel, not teachers, bureaucrats or other state officials. That is because they have army training and can point guns. They can make a coup d’état or overthrow a regime. That is why certain individual leaders decide to be gentlemen with their armies and keep them happy first, to secure their power.

That is not always the way. Yoweri Kaguta Museveni is different recent reports tells a story of his army in the AMISOM mission in Somalia have not been paid for 9 months. Their wife can have a baby in the time they are out in the field and still not wage for their duty. That should lead to mutiny in the field. Though that news would not come out, unless there we’re reports from eye-witness through social media, because the press sending news from Somalia is payed and secured by the agents of the states who have armies as a part of the AMISOM. The matter why I say this? Is simple! When the leader of the day doesn’t really sufficiently pays the armies who fight for him now? Why would he pay the ones who are done serving him?

Mzee can say that he is more of fighter then the two FDC leaders, still doesn’t make it right. Secondly he can say that he isn’t paid for his duties as them. That doesn’t make his argument right. As the head-of-state for 29 years, he had time to fix the issues and secure funding and funds to foot-the-bills and make a difference on the matter if it really did matter to him. Instead he has secured business for him and his family. Made sure his farm has gotten more cows and gotten bigger private planes and car-park. Not securing funding for veterans or payment for salaries of the armies of today. That is beautiful like a masterpiece of thieving, not being a statesman. Something Mzee should be by now. He have had the time to leave the legacy. Instead he have been thieving and taking money through special programs. NSSF and other have been embezzled for ages. That is how he has afforded to this business.

That is why Mzee haven’t been too busy building out hospitals or medical systems. Since he can now afford to travel abroad with him and his family to be healthy. That is the life of the president. Who can himself travel to Saudi Arabia, United Kingdom or anywhere else to secure health care, why build your own countries health care when you can pay abroad for the care with the tax-payers money.

Mzee have surely kissed his own ass and served himself well. That the statehouse in Entebbe is the state of the art, house in Nakasero hill is a fortress and his farm have more equipment then a American Southern farm of the same size. He surely doesn’t need veterans pay. As so many of the other men who fought the same wars as him or the ones who fought for him after in DRC or recently in South Sudan for that matter. Well, they are just common folk, you only need their vote and that they vote for you know and then. Well, they don’t need a secure lively hood, they are just common folk, and they can fix that on small plots with the hoes they are not getting from you! Because you can’t allocate funds for that either!

Mzee you can say that Besigye and Muntu are not speaking in serious matter. If they we’re speaking in a serious manner, they would do like me, and make you naked. You’re the king in the new clothes. And that is none! Be proud of you none pay of veterans salary; While you have embezzled more funds than letters in the bible. To be honest it is kind of impressive and sad at the time! So with your magnificent lifestyle you can’t compete with the common man who fought for you and deserve creditials and compensation for served time. They are the ones that need so, not you, you Mzee have already taken enough and eaten enough. And you should stop taking your armies for granted. You never know when the time is up and when their hunger strike at you. Peace.
