First Nomination Day of the Presidential Aspirants in Uganda

Today and tomorrow are the days where the stadiums will be filled for the nomination rallies in Uganda for before the General Election in 2016. This will be for Yoweri Kaguta Museveni (NRM), Amama Mbabai (Go-Forward) and Dr. Kizza Besigye (FDC). Even the businesses in central parts of Kampala are shut-down while people are going to Mbabazi’s Nakivubo stadium. It’s also been hectic and jams around Ntinda today. The Police have had check-points on the roads into the Nakivubo Stadium today! A strong police presence in Kampala is strong today!

Its election time so the NRM-Regime does something to the citizens they have actually given free fuel and free money before the Nomination Rally at Kololo Independence Ground today! Surely election season, things can sometimes become free!

Amama Mbabazi: “We are fully aware of the election obstacles in Uganda and we are going to overcome them”.

Yoweri Kagua Museveni extract from the recent speech to the NRM CEC 01.11.2015:

“I need to caution our members about branding each other ─ saying this, is “pro-Mbabazi” “pro-FDC”, etc. Ugandans know how to speak for themselves. Those who want to join Mr. Mbabazi can speak for themselves. Nobody else should speak for them. If they are acting as infiltrators, we shall discover them and deal with the infiltration”.

Mathias Mpuunga: “Enough is enough. 30 years is too long. We are here to assure you that we are ready for change” (…) “Opposition political parties, all regions of this country are going forward. We are going fooorward”.

The crowds coming to Kololo and the NRM stadium has been shipped in with buses from Jinja Road from all over the country and also closed local schools in town to support the President.

Candidate Museveni duly nominated at 10.21 am, where he was with the Electoral Commission Chairman Eng. Dr. Badru M. Kiggundu hands him nomination certificate.

Prof Byra - UPF

Professor Venasius Baryamureeba has also been certificated the nomination for the Presidential Aspirant, and he got nominated at 12:00 Am at Makerere University Business School (MUBS). The Professor has himself thanked the Uganda Police Force for handling the crowd well today. Prof Barya said this today: “Today is when we begin a serious journey of beginning back our country Uganda to the right track”.

Earlier reported that Charles Lwanga has arrived and been at the Electoral Commission has been accepted for his nomination as a Presidential Aspirant.  But later reports tell that he failed to fulfill requirements and also have the bank slip with the 20 million fee for the candidacy. So he will surely not run this 2016-2021.

Information from the Electoral Commission:

There been totally 48 picked nomination forms, the total 12 returned forms, 10 satisfied requirements for nomination has gotten the nomination certificate.

Nasser Ntege Ssebaggala 031115

One of candidates who have now returned his Presidential candidacy is Nasser Ntege Ssebaggala the former Mayor of Kampala.

President Museveni said at the Nomination Rally today: “I request your vote to finish what I have started plus new development programs for the country”.

Amama Mbabazi says this: “I am happy I came after President Museveni this is how things are going to be”.

Iganga LCV Vice Forman Gabula Ezra defects from the NRM to the Go-Forward.  Acting DP Publicity Secretary Paul Kakande has deflected from the party to Go-Forward today and Lango elders vouch for the Amama Mbabazi as well. The Lango elders gave him a walking stick as a “sign of respect”, they gave him that the Nomination rally at the Nakivubo Stadium and even some Lango supporters gave him a spear.

The NRM Youth leaders Omodo-Omodo and Adam Ruzindana are at the Amama Mbabazi Nomination Rally today. There is reported to be some leaders from the Conservative Party also represented at the venue today! Uganda Federal Alliance’s Betti Kamya was also present at the Stadium. People’s Progressive Party has said it has supported the candidacy for Dr. Kizza Besigye three times and that has been in vain. So they now endorse Go-Forward now! Asuman Basaliirwa of the Justice Forum (JEEMA) said: “JEEMA will back Amama Mbabazi for and are positive for 2016 and is time for Amama” (…)”The country has only one problem…Mister Museveni”.  Former Tooro Kingdom Prime Minister Hon. Stephan Kaliba has endorsed Go-Forward! Medard Lubega Segona the Buganda Information Minster claims today: “gives credit to Amama Mbabazi for pilling pressure on Museveni to return Buganda property”.  Jimmy Akena claims to be the UPC President at the JPAM rally.

While somewhere else is Olara A. Otunnu claims to be the President of the UPC.  So while this is happening, who is really running the UPC? We have known for a while about the split and Otunnu and Akena wings of the Party… but the introduction of both leaders as leader of the Ugandan People’s Congress is a bit tricky on a day like this! Olara A. Otunnu said this: “All those who want the change should come together and unite to be one. Unite with Amama Mbabazi”. Mira Matembe said that this the motto of the country has changed from “For God and Country” to “For my stomach and my family” she continues: “Even Mbabazi realized that things had changed for the worst, that’s when he gave it (Regime) up!” (…)”NRM simply uses and discards its woman and youth”.

Dr. Abdi Bwanika will launch his candidacy for Precedency tomorrow and launch his campaign at the Nsambya Sharing Hall.

Dr. Ian Clarke who has run as Mayor for Makindye, he is now officially running for MP.

Important Notice for 5th of November:

Eng. Dr. Badru M. Kiggundu the Electoral Commission Chairman has told the media that he will have meeting with the Presidential Aspirants and Candidates so they can harmonize their campaigns on the 5th November.

Buses from Western Part of Uganda 031115

There was rumored about the buses from the other parts of the country for getting NRM-Supporters to Kololo Independence ground and the Nomination Rally of Yoweri Kaguta Museveni today. The issue and reports now is that the same people does not have a de-tour or return buses from the NRM. So certain NRM supporters from Up-Country are stuck at and around the Kampala Central Police Station and Bombo Road. For the simple reason there is no official transport back to Lira, Gulu and Arua. This was from where they was shipped from to get to the venue and start of the Campaign for 2016 for Mzee.

“Hon. Amama Mbabazi was successfully nominated a presidential candidate today morning. He is currently addressing a mammoth rally at Nakivubo War Memorial Stadium. Go Forward is part of the forces of change under The Democratic Alliance (TDA)”.

This is interesting start to the official start of this presidential election in February 2016. Tomorrow is the others candidates start as official candidates.  As the big one tomorrow is Dr. Kizza Besigye.  And the other candidates that might have a clarity to run; even if we have a mighty big chance of the NRM-Regime to rig the coming elections in favor of Yoweri Kaguta Museveni and the NRM, then we shouldn’t be surprised. The thing we can see if there will calm and clarity and if the UPF will keep their heads cool! That is something to look forward to… see if they can achieve that.

NRM Primaries continues and is impressed by how they do it!

If you want some intersting news and reality check just check how the ruling party of 29 years has issues in their own internal elections. The rigging is so functional that the district without pre-ticket ballots should be showered with gifts from the leaders of opposition. Why? Because in the areas without election rigging the leaders of NRM might have some real character and not just buying the votes or pre-ticking the ballots which is easy. The funniest kind of voting is happening in Hoima and Bunyoro today where the chief of the area has decided despite not having ballot-papers and election material they started to vote with WhatsApp. Read the reports from the elections today! They are magnificent.

Ofwono Opondo said this today: “Because of this, elections for special leagues of NRM have been pushed to 30th October. They will report on 29th” (…)”Kiruhura elections have been halted after death of one of the contestants in un clear circumstances”.

Ofwono Opondo said also this: “The National Resistance Movement has so far spent 5.5 billion shillings on the ongoing primary elections countrywide” (Nakatudde & Labeja, 2015).

Ofwono Opondo says: “party agreed to extend voting time from 4 pm to 5 pm, because of delayed delivery of voting materials” (Nakatudde, 2015).

Mr Muhindo said this today: “I must say this before you without fear or favour because we have seen President Museveni lose at polling stations where policemen vote from. You must know that NRM is the sitting government which you have to support for your brighter future”.

Opondo there was pictures of the crashing car in Kiruhura yesterday, is that unclear circumstances?  ‪Mr. Muhindo support NRM for a brighter future? You guys can’t even hold a clean internal election! Look at the evidence for yesterday and today. 5.5 billion Shillings that is a lot of monies for such much postponement and rigging surely some of that has gone to the ones that tries to buy the votes in the district. Not only to the producers of the ballots in Kenya where NRM has bought the Ballot-papers and printing jobs from. Did you know that?

Rogers Mulindwa the head of media and public relations as apologies for the irregularities and he believes the NRM has infiltrated by moles (And he is not kidding!).

There has even been seen that Police officer in full uniform going into the election and voting. Surely the Ugandan police is not partial at all in this coming General election!

Wakiso:

The primaries for Busiro North have been called off after reports of a certain candidate not being on the ballot. Annet Bakunzi was not even on the ballot. To further the foolishness in the area MP Tinkasiimire actually scared voters while carrying a gun to get them to vote. Mr. Al Hajj Moses Kigongo went to Lwengo to calm protesters between the fractions. After this the elections has been called off!

Ajuri District:

There been reports of already stuffed ballot boxes before starting the actual voting and they have been sitting in the NRM Registrar’s Office.

Arua:

In the sub-county of Ayivu the ballot papers missed a lot of candidates. These we’re MP and Flag bearer for the area Ben Dravile, also Simon Avutia, Alex Adia and Moses Etukibo.

Adjumani:

MP Jessica Akabiku has had a team that was mobilizing in the area to a certain extent that they was caught buying voters and paying voters for their votes; as much as the police has a mobilization team in custody.

Bukedea - Kasoka Polling Station P1

Bukedea District:

Lt. Gen. Charles Angina has arrest 7 persons alleged for election violence in the area. They are at the police station and in custody.

In the Kasoka Polling station there was delivered ballot papers for another district which is Bulambuli.

Rubabo County:

There been found ballot-papers supposable found in Bushenyi in Igara East. Yet, another place where they got the wrong ballot-papers!

Rubaga:

The people of the area are staring to questioning the election with the delays of material to their party secretariat so they can distribute the voting material in the county. Two hours later the famous Katongole Singh has cast his vote! And the election has started there.

Rubanda West:

It’s called off and postponed for the moment. That is because Henry Banyenzaki was taken with 16,000 pre-ticket ballot-papers. So there you have the reason why it was postponed.

Kitgum:

In Chua East there was a wrong person on the District Woman MP. The one set up on the Ballot was Lucy Rose Achan on the District Woman MP instead of being set on the ballot for the directly MP for the District. That has led to postponement of the local election.

Lyantonde:

In Lyantonde district, a retired soldier identified as Sergeant Abel Kafuruka has been knocked dead by a convoy of four cars belonging to the incumbent woman MP Grace Namara Lutemba Kirumira which were reportedly carrying pre-ticked ballot papers. This came after the late tried to block these cars as he was waited for his candidate Pauline Kemirembe Kyaka to arrive. This incident happened at 1:00am at Seeta village in Kinuuka sub-county. The DPC of Lyantonde Rogers Kapere confirmed the incident and said the car which knocked the late is a premio registration number UAW 442L and the driver is on the run. Meanwhile two cases of assault have also been opened against the Kabula Mp James Kakooza for beating a Councillor of Kooki C in Lyantonde town council and a journalist attached to Vision Group Sadati Waligo who were following him as he tried to give bribes of 5000 notes to voters in Kaliiro sub-county. James Kakooza famously remembered for leading the debate for lifting term limits and his wanting academic papers which made the parliamentary vetting committee to throw him out of the Primary health care ministry where he was re-appointed lost the race for NRM district chairman and is now struggling to retain his parliamentary seat for the fourth time – (Source: Godfrey Ssali – Radio one).

Kibaale:

Ballot papers that were supposed to go Kibaale went to Luweero District.

Moroto:

The Ballot-Papers that was supposed to be sent to Moroto was forgotten in Kampala.

Soroti:

In Soroti the NRM-EC forgot to deliver Ballot-papers too, the same as happen to the people in Moroto. In Budaka District they got ballot-papers that we’re supposed to go Soroti.

Iganga NRM Cards 27.10.15

Iganga:
Because of malpractices in the election members of the NRM has started to burn their membership cards in Iganga.

Isingiro North:

The Special Forces Command taken into custody two full boxes of pre-ticket ballot-papers for Kangwagye. MP Bright Rwamirama Kanyontore has also runs in the election for MP in Insingiro North have actually gone to the local market where he was trying to buy votes from the local police and UPDF guards in town.

Hoima:

They have found pre-ticked ballots in the town. Henry Muganwa Kajura the MP of Hoima has ordered the polling to start even without ballot-papers. There been rumors that they have accepted votes through WhatsApp.

Kabarole:

The voting material comes from Fort Portal Central Police Station to the districts in the area. And the journalist are not allowed to follow the elections.

Mbabara:

In the Rwampara Constituency had delivered voting materials as ballot-papers and ballot-boxes. The ballot-papers was pre-ticked for the one MP candidate and no other candidate to vote for, that was for MP Vicent Mujuni Kyamadiidi. The Ballot papers for local mayors in the municipality were not to get in the election.

Masaka:

Election in Masaka has halted. Kintu Musoke has found his car full of stones and kiboko.

Masindi:

Kahinda Otafiire the elected for Ruhinda County in Mitooma District has been seen on the Ballot-papers in the greater Masindi area.

Nakaseke:

The Nakaseke NRM Register Paul Tandeka has told that on the ballot in Nakaseke South had the Nakaseke North MP.

Lwengo:

The Police chief arrested the pre-ticket ballot-papers that was ticket for the candidature of Sarah Muwonge Nkonge for Woman MP. Sarah Nkonge and Isaac Sejjoba the MP of the Bukoto Midwest was caught with 7000 pre-ticket ballot papers!

George Mutabaazi and MP for Buyaga County Barnabas Tinkasmiire was put into jail over night for the vote rigging in the district. Michael Mbirimu is also into custody after tempering with the ballot boxes in the area.

Luweero:

Here there found ballot-papers belong to Kabale; yet another place where the NRM-EC has delivered the ballot-papers to the wrong location.

Nebbi:

In the sub-county Erussi the chairman Mr. Odubi has been found with pre-ticket ballot papers. There been found 3,000 pre-ticket ballot papers was ticket for the candidate of Allan Kajjik, which is the husband of the Minister Anite Evelyn. The local favored candidate Padyere will then be denied his possibility to run for the sub-country area because of the rigging. In the area there been people stopped from voting, but still they are registered to vote.

Rukungiri:

Actually a place where there is peaceful elections today. The place of the violence of FDC rally is a silent and peaceful paradise in the midst of the madness.

Kumi:

There been reports of violence and ambulances. Bloody clashes around the election! Apollo Mubiru was reporting!

Sembabule:

After yesterday’s violence and shootings there is rising a tension in the town today. Local NRM candidates of Nkarubo and Sekikubo have been publicly fighting.

Voting today has been postponed. The ballot papers miss certain candidates for MPs and one of the mayoral aspirants is even missing on the same ballot-paper.

Found bunches of fake party cards and the DPC of the area shows pictures of it. They were found in running Mayor Jacob Kafureeka’s house. Matayo has been caught with over a 1000 fake NRM cards. On the MP ballot papers was pre-ticked for candidate Yonah Musinguzi.

Busia:

There been pre-ticket ballot papers in the districts for the candidate for Nekesa Barbra Oundo who is the state minister for Karamoja that she is contested for the seat in the sub-country Bugwe North. Also to top it off on the ballot papers delivered they didn’t have Gideon Onyango. Barbra Oundo Nekesa is contesting for re-election as the Woman MP for the Busia District. Because of these irregularities the election is now cancelled and will be postponed.

Kiyandongo:

In the district the police have put the NRM Flag bearer into detention. Mr. Bitera has been charged for vote rigging, in meaning pre-ticketing ballot papers. As he still is in custody the elections continues and the other candidates are Limtho and Tampo Amin. An Tampo Amin is the grandson of Idi Amin.

NRM Electoral Commission:

There been reported of heavy meetings in the main office of the election after how the Primaries are going in the country in Kampala.

The amount of postponement should also lead to Dr. Tango Odoi to get a new job or might even go back to lectures in Makerere University. Instead of this rigging nonsense; Where it’s so much chaos and making the NRM is officially short for National Resistance Movement. Instead the NRM should be now short for National Rigging Movement. Dr. Tanga Odoi, do you agree? Peace.

Uganda – President Yoweri Kaguta Museveni: Campaign of Fear for 2016 Presidential Election

When you have been in charge for a long time and no strategies to secure your position, it might be natural start campaigning as a politician with the results and the achievements that been made. A good politician would address the public with the progress and build on what has already been built. But this long term politician and president Yoweri Kaguta Museveni doesn’t do that in the run-up to the presidential election in 2016. Instead, He uses a whole other tool to bring the masses and secure his position in the country. His words are fearmongering and sectarianism, and that only he can keep order of the army. Which can’t be true and doesn’t look wise of a supposed statesman of his caliber, instead he speaks to his fellow countrymen like they need his guns and rigging to be sure of security. These quotes will show from July to August this year of how he speaks of his own regime and the necessary firepower for his reign.

President Museveni said in the 16th of May through the statehouse channel that “I have been involved in the politics of Uganda for 51 years and I have experienced the cost of the politics of lies. So please I advise you to avoid them and stop misleading the population. I have heard some people use bad words like National Resistance Movement is bad for West Nile. Such a statement is poisonous and dangerous for national unity and development” (…) “When we overthrew Idi Amin ourselves, the Uganda People’s Congress with the support from Tanzania, we pleaded with the UPC leaders not to punish the people of West Nile because of the mistakes of Amin as an individual. The UPC leaders did not listen to us and instead imported criminality in West Nile because it was Amin’s home area leading to many deaths and forcing almost all West Nile people into exile in Sudan and DRC” (…) “I drove to Kaya myself near Oraba in Sudan when we had come into leadership and met two families. I asked them if they were Ugandans and they said yes and I asked them what they were doing in Sudan and the message went on. The others followed and today West Nile which was abandoned is one of the most populated areas of Uganda. So politicians please stop meddling in lies, just like the Bible puts it; say the truth it will set you free” (Uganda Statehouse, 2015).

According to him on the 21th July 2015: “We have built a strong army but it’s not a dictatorship and needs a well founded and clear headed leadership to be sure that the country’s future is safe. Even if you have a strong army without clear political leadership you can’t guarantee national peace and transformation therefore value your vote because it counts” (…) “We took a leadership decision to strengthen the army against the wishes of many other players because we had realized that insecurity was bred out of the weaknesses in the army and by 2003 we had defeated Kony and you can see the development taking place in Northern Uganda. We have totally defeated Allied democratic forces and arrested their leader Jamil Mukulu who should tell us why they have been killing Ugandans and they can never attack Uganda because they will pay a heavy price” (Waswa, 2015).

On 24th of June he said: “There is peace in Uganda. No one has the capacity to destabilize Uganda” (Uganda Media Centre, 2015).

The President said on 31th July 2015: “We have built a strong army but it’s not a dictatorship and needs a well founded and clear headed leadership to be sure that the country’s future is safe. Even if you have a strong army without clear political leadership you can’t guarantee national peace and transformation therefore value your vote because it counts” (Lutaaya, 2015).

On the 5th of August he said: “he historical agreed that as a way forward, I come and pick these nomination forms and I offer myself for the position of party chairman and NRM presidential candidates for the period 2015-2021” (Omara, 2015).

The President even said on 6th August: “No one should poison your minds with wrong ideology based on tribe” (…) “If evidence is adduced, your victory will be annulled.” (…) “Leaders should be chosen based ability on to uplift the standard of living of the people not on ethnicity” (…) “We defeated ADF and ensured peace. Leadership premised on tribes will destabilize the area” (Ayiswa, 2015).

On his own web page, he quoted on 6th of August: “Let leaders tell you what they want to do for you and their usefulness and leave your tribes because all tribes and people were created by God and none of us created any person. Not even the children that I have and all of you. We are not our own creation. We are all gifts from God; so don’t divide God’s people” (…) “I am not campaigning but when time comes, I will come here and tell you that NRM defeated rebels and brought peace to this region and I will ask you to vote NRM on those grounds not on tribal or religious basis because sectarian politics is evil. Uganda is peaceful, united and developing and nobody should divide Ugandans and spoil all the gains the country has realized” (Museveni, 2015).

He even sent messages to the people; the President had to send his message to the people literally. Even sent SMS to all the people owning phones in the country, and it wasn’t just to NRM members, but all the telecoms users of their service like the once using Airtel (Kaaya, 2015).

How the Police keeps the posters of the President on the walls everywhere: 

Fred Enaga said: “The president is the fountain of honour and he enjoys absolute immunity for whatever actions and enjoys structural advantages. You cannot just pull down his pictures under whatever circumstances” (…) “But even then, he has not come out to make such pronouncement (that he will run in the 2016 presidential elections),” (Tumwine, 2015).

How his army men fears him or misunderstood love:

Army Chief Brig Elly Kayanja says: “I am fully aware of the regulation that stops us (soldiers) from engaging in partisan politics but personally, I cannot hide my love and loyality to NRM and to President Museveni”. Vincent Bamulangaki Ssempijja says this: “We fear Museveni so much because he was our bush war leader, so we cannot just easily talk to him” (…) “When he (Museveni) comes to a cabinet meeting, we discuss issues of government and, after that, none of us get the chance to talk to him. Its very few amongst us who can call him, and likewise, he also calls a few of us” (TheInsider.ug, 2015).

All of this sectarianism treats isn’t strong enough to put a kettle on and see if the water is boiling. Because that`s what he is said that if you vote for something else then his, then your diffusing and voting actual ethnic reasons then NRM. Which we all know by now is a bit foolish, even though a party has their strongholds in the country. That is normal anywhere in the world. Certain parties have a stronger vibe in one area than the next because of the leadership of the party in that area and the public will recognize that they have. So that isn’t sectarianism, more given credit to the locals that are credit due.

The security issue that he continues to ponder on that, isn’t un-suspected. In other part of the country it’s all that he has to show for while being in power. So that he also uses the strong-man and big-man has to control the UPDF and the army to keep things secure isn’t something that should come as lightning on a clear sky, instead should be as visible as rainwater in the streets after a rain-shower. It is true that the current president is the reason why the UPDF and UPF are so strong and also as massive as it is. But he can’t believe his own words that he is the ONLY leader who got the power to command this brigades, right? If so, then he has lost his plot. That he is the sole reason for the peace in the Northern Uganda and also that the ADF has lost it strength over time, also their main leader which is now having court-time for his actions. I am sure that their more than one person who should get credit, also the support from SPLA and FARDC to push LRA into C.A.R. where the UPDF is still continuing the hunt. That the generals in the UPDF admire and fear their commander in chief isn’t unexpected though they are kind of over the line when even the president himself has said earlier that UPDF generals should not join into politics and they obviously do!

And that he drops gig songs isn’t new. I will not discuss the second song from the President (since I, myself is not a big fan). That is utter nonsense. But what is worthy of the campaign is the SMS sent to all the ones with SIM-cards for certain companies and not only for NRM members. That means that the President has bought the airtime and lists of numbers that the company has and maybe even violated its nation privacy laws. No matter what laws you have it’s a shady way of spreading your own vision to world. Isn’t it enough that they print your own views day in and day out in the New Vision?

A Timeline for how the Police and other institutions have gone after the opposition in the recent months before the 2016 elections: 

The Amama Mbabazi planned to start his campaign and have demonstrations on the 15th of June as a “Presidential Aspiration” in the NRM party in Kampala. The day before the Press Secretary of Uganda Police Fred Enanga that if Amama Mbabazi did so it would be: “Therefore, whoever is involved in organizing the demonstrations, or intends to participate in them will be in violation of the law, and will face criminal sanctions in accordance with the law”. IGP Kale Kayihura sent a letter preceding that the Amama Mbabazi campaigning that he needed to be careful about holding public meetings as a presidential aspiration on the 23rd of June. On the 24th of June a letter from the Mbabazi lawyers addressing the IGP Kale Kayihura wasn’t correct according to the law. Because a person in the NRM party should be allowed to ‘run’ for the “Presidential Aspiration” and hold public meetings to gain more popularity for his elections.

Even on the 8th of July the Uganda Communication Commission and their Executive Director Godfrey Mutabazi who wrote to all Medias in Uganda that they have to be careful with the messages and what kind of voices they spread to the press either if it is radio, tv, newspapers and other formats. On the 9th of July Dr. Kizza Besigye was arrested by the UPF when going from Kasangati in Wakiso Disctrict when he was supposed to start his political campaign for his presidential front runner for the FDC. He was admitted on a “preventative arrest” from the Police. Even the Insepctor General of Police Mr. Okot-Ochola on 13th of July wrote a warning letter the FDC on their public meetings and explaining to them how the “Public Order Management Bill” works.

“Team Amama Mbabazi for President 2016-2021” had one NRM Youth Leader named Vincent Kaggwa that lost his ranks and was missing from 18th of July until 20th of June because he wore a T-Shirt with Amama Mbabazi.

After rallies in Jinja and Iganga on the 21st of July, Dr. Kizza Besigye was supposed to have an interview on Radio Baba/87.7 Basogo Baino FM. Only minutes into it the transmitter for the radio station was turned off by the government. On the 8th of August Dr. Kizza Besigye was not allowed to travel from his home and into a meeting at the American embassy in Kampala.

Even in Lira when FDC and Dr. Kizza Besigye had a rally in town. The police was all over town held the town under Siege the whole of 10th of August. In Padre the day after the FDC wasn’t able to hold a decent rally in the 11th of August the local police took the microphone from one of the FDC leaders holding it and Dr. Kizza Besigye wasn’t able to hold at the venue, instead the police went mad and trough tear-gas and beat the people attending. On the 14th of August the Lord Mayor of Kampala DP Erias Lukwago was blocked to attending as a speaker on a seminar on the Makerere University.

Afterthoughts:

I have no plan of going into too deep waters with this time line. Since this is a picturesque and historical how the progression of the police and other institutions are going after the opposition parties and those who are going against him as the flag-bearer and presidential candidate in the NRM party. It’s obvious that it’s nearly daily for months now that the regime has tracked and gone against those who isn’t following the president and NRM regime, even if the comply to the rules and laws of the Public Order Mangement Bill/Act, still they will be incriminated or threaten and violate common sense with sending troops with tear-gas and beating people up for showing up to FDC rallies. Then also to top it all off they have without being judged in court taken people to custody for wearing a Team Amama Mbabazi shirt in Kampala. This should be seen as something foolish and not as actions of rule of law. The fear the president is spreading with his words and actions is astonishing.    

With being in this day and age we should expect of something else of our presidents and prime ministers. This is a leader he has been educated back in the day, though seem to forget the lessons he had learned there. In his thesis written about Frantz Fanon he wrote: “The process of creating the subjective conditions is as hard as the organising of revolution itself. However, it can be accelerated by various devices. The most important thing is to win confidence of the masses. It is necessary for all the local cadres or ‘terrainers’ as they sometimes called, indeed for all the activists that seek to enlist support of the masses, to lead a pure, exemplary and, most preferably, ascetic life. The person seduce peasents’ wives or daughters, will never win the confidence of the masses. Though personal example, political propaganda – in the simplest language about the simple and, to begin with, parochial problems – and through demonstrating the power of the people vis-à-vis the enemy, the cadres are able to create the subjective conditions, a fully and politically conscious people, that are indispensable for the revolution” (Museveni, 1971).

When he could write this and stand behind this words while being a student and seeing how he comes with force and fear now. His mind can’t be the same as it was. We should expect something else from somebody that makes the population either eat the fear or he actually never won “the confidence of the masses”. The president has surely forgotten these words while he stated in his speeches and outlets during start of his campaign for Uganda Presidential Election in 2016. That the Police Spokesman is saying that people don’t have the right to take down posters from the walls. He should already know that it’s not right how he speaks and acts. Generals are even afraid of him. Even quoted some members of the MPs who feels the same when he is around! So he is not the example he supposed to be anymore. So if the people are politically conscious they should by his own-old-selves be able to brush his fears off, right?          

And also the speeches and daily acts against opposition should be addressed by bigger multilateral institutions and nations so that this “so called” and “multiparty democracy” isn’t really an actual state of affairs the country and republic of Uganda should be proud of. The way that the NRM regime is hurting its radios and newspapers, how it goes against the FDC leaders and certain DP leaders. Even though who’s has become independent and not dependent on the “Mzee” or the President of Museveni. It’s the same natural and calm level of fear that the president Museveni are both speaking in his speeches and acting out with the UPF and the UPDF. If this is his way to regain his popular stance somebody or even a presidential advisor! The Presidential Advisor should ask him behind closed doors “have you lost the plot?”

Press Freedom in the East African nations with ratings of the environment in 2014 (+ reports that the Ugandan regime turned off the transmitter of the Radio Baba in Jinja yesterday)

Yesterday on the 21.07.2015 the NRM regime cut off the radio transmitter for the “Baba Radio” or as it’s really named 87.7 Basogo Baino FM in Jinja after Dr. Kizza Besigye had a great rally earlier in the day in Iganga and Jinja. Therefore it made me go through the report on ‘Press Freedom in 2014 – Harsh Laws and Violence Drive Global Decline’ that is coming from the NGO Freedom house. Today on 22.07.2015 Mr. Innocent Anyole is sacked from his job after trying to interview Dr. Kizza Besigye this sacking happen by Radio Director Hon. Moses Grace Balyeku, the NRM Chairman of Jinja and MP for Jinja West Constituency. He sure followed party line and broke the wing of the man who introduced FDC man Dr. Kizza Besigye. Well, let me introduce the Press Freedom in East Africa according to the global rankings of the Freedom House and their report on how it was in 2014.

This report has three important levels of how the media is and which place in society it has:

  1. Free
  2. Partly Free
  3. Not Free

The difference between them comes to how great power the countries government controls the media or let them be. How the laws and treatment of journalist and media institutions is and how the events surrounding them have been in the recent year.

I will focus on the East African Countries and those in the “area” around how the quote and place this countries in the report. Because I write about the South Sudan, Ethiopia, Democratic Republic of Congo (DRC), Burundi, Rwanda, Tanzania, Kenya, Somalia and Uganda. These are the countries that will be taken. Not the whole world but the basic places that I usually cover in my blog somehow. So it shouldn’t be surprise to anyone.

Before addressing the numbers and rankings of the nations, let me take the quotes on some of the nations from the report as well:

“Ethiopian authorities stepped up arrests of independent journalists, including the Zone 9 bloggers, leading more than 30 to flee the country during the year, according to CPJ” (…) “In Kenya contained several vaguely worded clauses curtailing press freedom, including the threat of three years in prison for journalists who fail to obtain police permission before reporting on terrorism investigations or operations, or for coverage “likely to cause public alarm, incitement to violence, or disturb public peace” (…) “Somalia’s score improved from 82 to 79 due to the increased ability of private actors to open media outlets and the greater distribution of media, especially radio, throughout the south-central part of the country” (…) “South Sudan’s score declined from 62 to 68 due to the government’s near-complete disregard for constitutional and legal protections for freedom of the press in 2014, as well as the lack of such protections in rebel-held areas; a marked increase in restrictions imposed on journalists by the security forces; and heightened censorship, self-censorship, and retaliatory attacks on journalists”.

From here I will address the rankings of the East African nations coming when it comes to press freedom and the numbers that they have gotten from the expert committees that gone through reports and the International Freedom of Expression Exchange (IFEX). The stories this numbers are telling and the situation that the media has on the ground is staggering. Therefore it’s a story that has to be told. Now will explain the criteria of the global ranking that is made of scoring process, the value of the levels and what they mean for each country and last the main groups of questions that the researchers and analyst in cooperation with IFEX. That has crunched the numbers with the questions and reports from sources from the whole world.

Criteria:

Article 19 of the Universal Declaration of Human Rights states:

Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive, and impart information and ideas through any media regardless of frontiers”

Scoring Process:

“The research and scoring process involves more than 90 analysts—including outside consultants and members of the core research team headquartered in New York—who prepare the draft ratings and country reports” (…) “the other members of the International Freedom of Expression Exchange (IFEX) network for providing detailed and timely analyses of press freedom violations in a variety of countries worldwide, on which we rely to make our judgments”.

Scale Point for the levels:

“A country’s final score (from 0 to 100) represents the total of the scores allotted for each question. A total score of 0 to 30 results in a press freedom status of Free; 31 to 60 a status of Partly Free; and 61 to 100 a status of Not Free”.

Questions that makes the score:

The scores are put into three categories: Legal Environment (0-30points), Political Environment (0-40points) and Economical Environment (0-30points).

What this means:

This tells something about the environment that the press in the East African nations goes through. Of the eight nations three is ‘Partly Free’: Kenya, Tanzania and Uganda. This means that certain levels of freedom is on the media, but has certain levels of strings on the press. It’s worse in the rest of the nations because they are on the level of ‘Not Free’: Burundi, DRC, Rwanda, Somalia and South Sudan. And they did make Somalialand as a separate territory as a ‘Party Free’ whiles the country as a whole is set as ‘Not Free’. Therefore in that setting certain areas of Somalia federation has more freedom then the rest.

What that is shocking for me is how low scores countries of Uganda has compared to Ethiopia. Ethiopia has been strict on media and journalist. Especially to those who are abiding opposition in the country. Uganda has many outlets, still the big ones has over time been disorganized by the regime like the Daily Monitor. That has not happen with similar media in Kenya. Though the laws for media there is isn’t similar reports on shut downs of radio station and papers when the regime disagrees. Rwanda I am sure that the government is strict on the media, because the news from there is usually in the mood of the regime. Burundi if it wasn’t for protests and deflectors, there would be less news and information on the regime of Pierre Nkuruziza. DRC and Kabila haven’t put this into motions after all the issues that have been in the last decades. The regime has control and want to be sure of the information that is put out. Therefore when you hear something negative it’s from the UN bodies or MONUSCO but not the press of the DRC or journalists. Tanzania has its freedom but also strangles on the media. The party has been running the country since independence so the feelings is that their intertwined and feel like they are together, instead of actually being critical of the politicians and society. But it should be worried that the different countries and how big the difference between the top and bottom of the scale in the East African. From Tanzania who got 54 points and the worst was Ethiopia got 83 points – the close competition was Rwanda, Somalia and Democratic Republic of Congo got all 79 points on the scale. 60 Points scale is the max for the ‘Partly Fee’ media nations. So that the environment is on a far level from partly and even longer way to being free. The thing that is worrying is that it’s less than 5 points from ‘Partly Free’ to ‘Not Free’ with Uganda, Kenya and Tanzania. It’s just small tweaks and harassment of the media and in 2016 report will degrade this nations and how the media has a place in these countries. Though it doesn’t look to good, but hopefully I and others can be surprised. Until then let hope that the media get into a place where they can actually monitor their areas and speak their minds without fear or legal repercussions. Peace.

That is something we all should ask ourself and the NRM government. But, I don’t think they will answer in a proper way which the truth isn’t massaged into a perfect message that fit their view and make everything into a golden goose. Where they will tell that in just a few years it have a economy that is of a middelclass county and be without corruption. Trust me, you will hear that in the near future. An so many times that your ears hurt!
