Well, by what pictures uploaded by the handlers of President Yoweri Kaguta Museveni. It seemed more like a military parade, than a celebration to the Work-Force. Even the speech could have been used at any sort of function and with the bottlenecks, which the President has steadily addressed for as long as the Marvel Universe has looked for infinity stones. It is a continued path until Thanos was able to pick it up.
We know parts of his speech was a military fanfare as he said this: “The victory against the wrong elements would not have been possible without the support of the local people throughout northern region. I, therefore, wish to take this opportunity to thank all civilians in northern Uganda who supported the UPDF’s fight against Kony and his wrong elements. Defeating Kony was not an end in itself but a means of giving the people the opportunity to pursue a livelihood in an atmosphere of peace and stability. I am, therefore, very pleased that the people of Acholi and Lango and northern Uganda generally have taken advantage of the return of peace and are actively engaged in productive economic activities like farming and trade” (Yoweri Kaguta Museveni, 01.05.2019.
This is more pretext for a victory speech after a war, than a labour day celebration. To continue his shenanigans. As he persisted with this: “However, not all people understand the dividends of peace and stability in a country. For example, in 2004, our proposal to defer expenditure in other sectors so that we can raise enough resources was opposed by politicians. I remained steadfast and because we mobilised resources and deployed them well, we were able to defeat Kony and consequently give our people here a chance to rebuild themselves” (Yoweri Kaguta Museveni, 01.05.2019).
This is the sort of tale that is fitting for a military parade and not a labour day. When your supposed to tell what the goals of betterment of the workforce. When your supposed to speak of the hardships and the struggles of the people working. Instead, his whole speech was about the supposed greatness of National Resistance Movement (NRM) and supposed achievements.
Just as this smear job: “You can see that while people are busy politicking, I am busy creating employment for the young people. I am told that the new factories established in different industrial parks in the country have created about 47,000 jobs for Ugandans. A good road network and sufficient energy supply also reduce the cost of doing business and lead to more local and foreign investments and job creation” (Yoweri Kaguta Museveni, 01.05.2019).
When you speak about simple policies and micro-management instead of actually solving it. That is why its all more small directives, than directly coming with things that solves it. This is even as the President could have ensured things was better for the workers. However, that hasn’t been done, because this haven’t been a priority. That is why he speaks more of military victories and infrastructure development, than actually what he did for the workforce. Which is a very rich attitude on the International Labour Day.
We know in the past, that the President have had a mismatched labour day speeches in the past. This is part of that series and this will not be the last. Peace.
Well, there wasn’t much news or much breaking news in the midst of this Independence Day Speech. However, when it comes to Bosco or Yoweri Kaguta Museveni, he is the king of recycling. I will not even go into that. I don’t have the time or the bother to address it. We want to live and breathe too. Museveni is himself to a T, but that is not securing the state, but solidifying his position. He is really showing his revenge and his wish for all control in this speech. This wasn’t a speech of statesman or a father of a nation. Not that he is either of those, he is the guy that made a coup d’etat and wasted what he inherited by the ones he overcome.
So, with that in mind, Yoseri from Ankoli, what’s up?
A Snippet of the Independence Day Speech:
“On the side of stability, I want to assure Ugandans of their security. The country is generally secure and peaceful, save for the persistent threats and incidents as well as violent criminality. Uganda had a lot of challenges even after the NRM took power. Eventually, by 2007, the UPDF totally defeated Kony, ADF, the other rebel groups and disarmed the Karimojong. Some of the terrorists of ADF as well as other criminal elements, seeing that they could not survive in the rural areas, infiltrated into the towns where we had not fully focused in terms of developing intelligence capacity. As a consequence, we had 7 Sheiks assassinated as well as Major Kiggundu, Joan Kagezi, AIGP Kaweesi Susan Magara, Abiliga and Kirumira of recent” (Museveni, 09.10.2018).
That he said he has defeated Kony and LRA is not true, they are just not in his territory. The LRA are still existing to a degree and causing havoc in the Central African Republic. Neither is the destruction of the ADF, which he always blames for crimes and terrorism in the Republic. They are even blamed for the death of Kirumira and who knows for Abiriga, when that comes up. ADF are still in the Democratic Republic of Congo. Therefore, these security measures are not fulfilled, secondly all these assassination and killings are not proving that the Republic is safer, but otherwise. Certainly, no one can say that Operation Thunder in the DRC in 2008 was a success, only if you rewriting history and forget losing a military helicopter over nothing.
An extract of what was said at the CCTV Launch:
“These killers must be afraid that Uganda is rising, which is why they are murdering our people to scare us. However, we shall defeat them. People who trust God like me are never shaken by lice. When you want to wage war, you should come and declare. The Killers have touched the Leopard’s tail and the will see. But as they sailed He fell asleep. And a windstorm came down on the lake, and they were filling with water. They came to Him and awoke Him, saying, “Master, Master, we are perishing!”…But He said to them, “Where is your faith?” The killers in town do not have the capacity to fight, but to hide like mosquitoes. This forced us to install cameras, to be our nose, ears and eyes. I was even able to see those who eat sugar canes and litter the streets.” (Museveni, 09.10.2018).
Certainly, he pounds on security and today he unveiled the CCTV Cameras and the Surveillance Centre of the state, which was new on Independence Day. It is a nice effort after promising for dozens of elections and plenty of rallies over the years. That he finally could show it off. However, this is not the ones that solves all crimes. If so, in the city of most CCTV Cameras there wouldn’t be crimes committed or even unsolvable crimes, alas, there is and the Kampala Metropolitan Police should co-operate with London Metropolitan Police to learn from their years of experience and how to use the CCTV. Because they are the city with the most cameras.
Clearly, this has all hurt his pride, as he knows these killings are leaving a deadly stench on his hands. As the old sins are buried, but not forgotten, however, easier to get away with. Now, the fresh wounds are in the open and these mechanisms can make him look a bit good, however, that train is a bit late. The flight has already taken-off and his time is over. It is just like he doesn’t accept that, as the President thinks he can still micro-mange things. Nevertheless, he cannot, because he even back-talk what people are doing.
He even talked down people eating sugarcane and if your complaining about littering and garbage in the streets, why haven’t you made a substantial budget, put in the efforts to give money and polices to clean Kampala and secure that the waste is already gone? You haven’t even invested in bins or garbage trucks. So, let this people eat their sugarcane, not like you cared before you watched for a hot minute today on the screens.
Bosco, should get serious, but that opportunity has left us a long time ago. He is just winging it and hoping it doesn’t fail him. Spending on cronies and wasting government funds like there is no tomorrow. Peace.

Dear honourable, His Excellency, the fountain of honour and anything else, high and mighty, President Yoweri Kaguta Museveni!
I am writing this simple and short letter to you, as the Republic is celebrating that it went from being a protectorate of the British to become an own independent state. These 56 years has been rocky, and you have been the longest lasting leader and the only one being supreme for this long. You have had all control since 1986. That is 32 years of the 56 years. Which is a long time in power.
Today is a hard day to celebrate, as the problems of the independence are still there, the same issues. Maybe people have cell phones and internet, maybe some have businesses and there are more influence from abroad, but development as whole isn’t that bright. The weakest currency in the area, growing debts and lack of a positive future. As the black gold and the secrecy of deals, is the stuff that only you know off.
If they stand up to you, they get imprisoned, get detained and arrested, they get tortured and charged for crimes against the state, your security forces quell demonstrations and riots, your security forces kills civilians and you accept that. It is hard to see freedom in that, as well, as all agreements and transactions has to be accepted by the State House, meaning you.
Nothing is done without you, the orders from high above, the orders of destruction, the orders of loans and the orders of arrests. These are all done on favours for your and the company you keep.
The citizens aren’t free today, they are limited and the limitations you have given them. It is your boundaries and your micro managing that controls them. Mr. President, they are not liberated. They are liberated from the Crown of England, the Commonwealth of the United Kingdom, but they are not free from toils, sweat and tears. They are not free from tyranny and oppression. Instead of being an white man who is sanctioned from London to monitor the Protectorate, there is a guy in the State House doing the same. That is why Besigye was detained like a colonial criminal in Moroto, to get him away from the Baganda. That is the reality.
Instead of developing a better future for the generations to come, you will be remembered as the man who did the same as the ones before him. Just for his own personal greed of power and wealth, while keeping the public poor. Instead of remembering the achievements and programs like the Ten Point Program, you will be remembered for the tyranny and the oppression, the acts of contempt for rule of law and justice. The rigging and the lack of succession.
They will never really be free as long as everything is by decree from you becomes law, the other institutions and government organizations are your mere foot soldiers. That is maybe what you wished for, when you said your were the only man with a vision, now everyone is following your visions blindly.

I don’t know about you, but me and Bosco’s God must be two different animals, different deities or even another spiritual power. Because the God he talks off, cannot be the same God I am worshiping and praying too. That the President has to power to know and explain of other people’s lies, but not his own. As the President should be blessed, because he took a chance and joined Nyerere’s war against Idi Amin. That is the story he is telling. The Pre-Bush-War of the 1980s, was a God-Given opportunity for him now. That is really something else. Not that we mere mortals are able to understand gods ways, but the way of war, the way of killings and civil war that went on for years. Doesn’t seem so holy, unless your in the same evil spirit as Joseph Kony and his Lord Resistance Army. Alas, he is praising God for giving him the power of taking parts of FRONASA and later making NRA to defeat Obote and UPC/DP with the guns.
“Museveni said it was because of this diligence, that God looked at him and thought he would be deserving of bigger responsibilities.” “Because I fulfilled that little trust of Mwalimu, taking a big risk, God said; ‘I think this man should get more trust.’” The President added, “When we talk of oversight don’t think of these MPs. Think of God because he is looking at you, whatever you do, whatever lies you tell.” (Wasawa, 2018).
That is why I have a big issue with this statement, because who is he to say, that God would give more trust in him, because he took a risk? Where in what scripture is this mentioned? In what sort of warfare passage and lack of love was this mentioned? Was it the Shiva who said this to him?
That he mismatches God with his ego, says how much he believes in himself. When he uses spirituality and faith to base his place. That is like saying it is Gods will for him to still reign, even if that is surpassing all his promises to step-down and his promises not to change the Constitution. This is from a man who lies constantly and not keeps his promises. A man who micro-managing and not trust an another living human being. That person is saying God said he should get into a position of bigger things.
And the method he has done that, has been by guerrilla warfare, been by manipulation and deceptions, been by corrupting and consolidating all powers within himself. That is what he has done. Therefore, instead of trusting in people, he know is saying his powers is in-directly God given. Even if he took it by the gun and living by the gun. That is the mere fact and he should accept that.
Bosco shouldn’t involve God in it, he knew what he did and what purpose for his actions. That isn’t Godly, but because of human attributes of greed and ego. Because he was the only man with a vision, the only man who could and since then. No one else have had the ability, because he has stifled them, arrested them, tortured them or sent them into exile. This is the man, that says God saw bigger things in him.
Bosco isn’t King David, neither is he King Solomon, no, he is just Yoseri or Yoweri who took it all and trying to make himself holy. It doesn’t work. We can all see and we all knew what went down. The bodies are buried and gone, but we have to remember them. Because they are the reason for why this man is in power. Peace.

“A former abductee of the Lord’s Resistance Army rebels has accused a Non Governmental Organisation in Northern Uganda of using her to solicit funds from donors without offering her any support. Stella Lanam, was abducted by the rebels in 1998 in Lamwo district. She told NTV that the NGO exploited her as she struggled to resettle in the community. The NGO has not responded to the accusations” (NTV Uganda, 2016)
What I was able to find out:
If you wonder which Organization that used her story for their benefit, it was the Invisible Children, the American NGO who is famous for the Kony 2012 campaign. She was trained under their MEND program that lasted from 2007-2014. She herself told her story to the Campaign in 2009. So the truth is in the pudding and is viable for the people to find out about.
What was told about her through the Invisible Children Mend Video:
” it is impossible for most 12 –year-olds to imagine being taken from school one day along with 150 other students and dragged into the bush by the LRA. That is Stella’s story. She and her classmates were abducted from their primary school by the rebel group and were trained to be a child soldiers and deployed into the bush with guns and machetes. They were sent to overthrow the Ugandan government. While fighting, she was given to a rebel soldier and was soon impregnated. Of the 150 students kidnapped alongside Stella, more than half were killed. Despite all that she has been through, Stella keeps smiling and singing. But Stella also continues to fight for the rights of formerly abducted women, as she dreams of becoming a local councilperson. A born leader, she is making the future brighter – not only for herself, but for all child mothers in northern Uganda. And for the first time, the brightness of her future outshines the dark memories she has passed through” (MEND.co/VIMEO, 09.09.2016).
“These kinds of problematic representations ultimately led to a backlash against the organization. This became particularly clear during and after the Kony 2012 campaign and had a fundamental effect on the fundraising efforts of the organization. Traditionally, most of IC’s funds were collected as a result of its tours: countrywide presentations in high schools and colleges about the conflict and the organization’s work during which merchandise such as T-shirts and DVDs were sold and a large number of donations were collected” (…)”A second important issue is the market-based functioning of Invisible Children, whose operations have become increasingly in line with Dan Pallotta’s thinking. Russell and Keesey often cite Pallotta’s work as a major influence on how they conceptualize the future of charity and Pallotta sits on their advisory board. He was also a featured speaker at IC events in 2009, 2012 and 2013. Pallotta’s basic argument is that charities should be run according to private sector principles. Concretely, he argues for the “multiplying effect of smart investments.” This involves paying large overheads in order to attract the most talented people who in turn are expected to produce the best results, but also in the belief that higher spending in these “smart investments” will pay off: the more you spend, the more you raise and therefore the more you grow” (…)”Kony 2012 was not the first time Invisible Children had been confronted with accusations of grossly misrepresenting the conflict or its role in ending it. It did initiate, however, an overwhelming tidal wave of exposure to which the organization was ill-prepared to respond” (…)”Unlike a for-profit corporation, however, Invisible Children’s closure will have lasting effects on the many communities and students to whom it committed and whose lived experiences it aims to represent. Charitable organizations have a profoundly different set of relationships with their beneficiaries” (Ticea & Sebastian, 2015).
That is the reason why she the abducted woman never got what she was promised by the NGO, it was dissolved and a NGO who is famous for using the conflict for their own gain, instead of trying to really help the people in the Northern Uganda the LRA abductees. The plot it seems for the Invisble Children was to gain as much funds and donor money, through smart marketing instead of actually doing great work on the ground. Peace.

The actions of these Kasese Attacks seems suspicious to me. As it saddens me to know that so many people have lost their lives and that so many people have left their houses. The reports of the reactions from the attacks is that banana-fields have been cleared and houses been burnt down in Kasenyi Trading Centre in Buhobera Sub-County, therefore people have fled the area. With the continuation of the Police and the Army stay heavy deployed in the area.
Certainly the IGP Kayihura commented and claimed that “kirumamutima” youth was behind the attacks in the area. Another claim was that people wanting a Yiira Republic were behind the attacks and therefore the Police and Army went so fierce and aggressive to the citizens.
While a day before the clashes President Museveni happen to speak to fellow locals where President Museveni: “assured the delegation that if a Yiira Republic were ever to be created, it would never ever involve a single inch of Uganda” (Uganda Media Centre, 10.03.2016).
Yesterday the Rwenzori Fraternity said this was the reason: “The violence that erupted was purely post election violence that came out of a poorly managed electoral process” (…)”The so called Yiira state is a concoction that has no basis and founding among the Population in the region and we are equally perturbed by this malicious propaganda that has no basis but intended to taint and alienate us the people of the Rwenzori region from the Uganda that we have always belonged to and we treasure” (Rwenzori Fraternity, 14.03.2016) .
The first reports on the 11th March from 91.2 Crooze FM:
“Kakurungu says another attack this afternoon targeted Poilce patrol van in Bwesumbu sub county. He says investigations are ongoing, to establish the intention of the group.
Uganda People Defense Forces were backing Police to secure the area, after the declaration of results from LCIII elections. Announcing some of the successful candidates, Kasese District Returning Officer, Lawrence Mbonigaba announced NRM’s John Musana Katura as Hima town council’s L.C III chairperson elect after winning his closet rival Tom Maate Wabukombi of FDC” (91.2 Crooze FM, 11.03.2016)
What happen on the Kasenyi on the 11th March?
““4 people shot dead following fresh clashes today afternoon between UPDF, police and residents of Kisenyi Town Council in Buhohera Sub-County, Kasese district. The dead are civilians. 2 UPDF soldiers were seriously injured while the area commissioner of police in charge of operations Opolot Jacob was shot and injured“ (NBS TV Uganda, 2016).
Who was shot on Friday the 11th March?
“Friday, security again shot dead four people in Kasenyi trading centre in Buhuhira sub-county after they allegedly attempted to disarm police officers. All the four killed were members of Rwenzururu kingdom royal guards, a non-combat force that guards the kingdom sites in Kasese” (The Observer, 11.03.2016).
What is weird for me is that President Museveni – Mr. Anti-Sectarianism and Anti-Tribalism comes days before and speaks about tribe to locals. Than days after local elections for councilors the Inspector of General Police says the reason for the violence is tribal. While the local CSO Rwenzori Fraternity and the Rwenzururu Kingdom spokesperson is clear that it is not tribal and want answers to why it is guards of the Kingdom who get pointed out and terminated.
While the Police and President Museveni even speaks about a Yira Republic, and the locals does not talk about it. It would be like President Museveni and IGP Kayihura would go to Lira and claim locals there after a brawl after vote rigging was local militias wanting to create at Nile Republic. Just like Joseph Kony of LRA wished to do in 1998, but people tend to forget that kind of thing, right?
So the claim from the IGP Kayihura is very strange and so is President Museveni come in hours before, when all reports looks like tension after the LCIII Councilors elections in Kasenyi Trading Centre and Hima Town. They came in heavy with the Army and Police, while the result seemed planned as it was the NRM who won in an area. Where the FDC has had an stronghold and the only area where all the MPs came from that party, even if had to violent after the tally on the 19th February.
So that this is continuation and surely the NRM and the Government would accept to lose face in the local elections as well. They had to be there and revenge the matter. That what it seems like as the UPDF and UPF knew exactly who they were going against and who they shot. As the men they shot were guards of the Rwenzururu King or Obusinga Bwa Rwenzururu. That is suspect actions from the Governmental security organization who blames youth who evens wants to create a new Republic called Yira. The thing about this it is just mentioned by Government Officials in 2014, 2015 and now 2016. Not from the local youths in Rwenzori or by the Rwenzururu Kingdom officials or anybody else, most likely from Government Officials, and not real intelligence on the claims. Just like the claims have been countered quickly by the CSO and the Kingdom yesterday, after the IGP Kayihura explanation of the violence in Kasenyi Trading Centre in Buhobera Sub-County.
This here is not the whole explanation and there is more to the story, but as long as there is targeting certain individuals who belong to a certain level of authority, even a cultural institution as the Rwenzururu Kingdom. That is entity for the people of Rwenzori and the Rwenzori sub-region. That even President Museveni has blessed and was there on the coronation of the king or Obusinga. So that the government security forces targeted a separate group of people and not killing on random or just stopping demonstrations; as demonstrations would mean all kind of people would be hurt and died by the shots fired from the army and police. That was not case it seems after the Kasese attacks. There were two more people killed that day, as the Kingdom verified four people, while the total killed by the authorities was six. So there was two more and we don’t know their affiliation, but seems like the government had reason for four of them. Especially considering the mediation the day before and with the reactions the announcement of victory in local government elections, as the recent reactions to similar outcome in Bundibugyo, the army and police was more in action and ready to retaliate and address the public with force, as seen on the sad clips where they go in and not to settle or calming the public. Instead going in with intention to intimidate and take people down as they come with machine-guns, AK-47s and in it creating violence, not the story the IGP Kayihura has, that doesn’t fit the other stories. That is worth thinking about. This is not the answer and the whole story, but there is more behind the attack than the IGP want to tell, and there is more than the Kingdom is also saying, while the obvious that the announcement of the elections results that triggered it. Peace.
This is my 2.0. It’s a 2015 Edition. I wrote a piece that I use a long time on and the books I had read to fit into prove how the Government of Uganda and the NRM-Regime had failed their marquee program. Their famous Ten-Point Program. I wrote a piece that I posted in 2014 with what we can call little older and scattered information. This here right now will be based on what has happen in 2015 and the situation right now economical and development that has happen in the recent year. The other one had far-far and old date material and reports. This here is fresh (for now) in two years’ time this here will also be old, but since this election season, I had to make regenerating this. Point by Point look that the situation and shortly discuss them. I know for the die-hard NRM and Musevenist. This is just pure hog-wash even if you can see the painting on the wall; you will still deflect the issues that are there. NRM-Regime has had the opportunity to make these changes and give Uganda and its citizens what it ought to have. What the opposition and civil society asks for and question the leadership; and regime about. Instead there are other reactions to this. But instead of me just writing small-talk let you read the findings.
Point 1: Restoration of Democracy:
The sole candidacy of YKM in the NRM proves that there are not democratic institutions YET; and the NRM Primaries have made Uganda famous for Pre-Ticket Ballot-Papers and stuffed ballot-boxes. Also with the sole candidates of Evelyn Anite and Sam Kutesa didn’t have competitors in their respectable voting districts these NRM primaries. So if you want to restore Democracy and you still lives by the possibilities of having election which is rigged and have single candidates, then it’s not really an election, but a sad exercise of necessity and not to get the once who supposed to represent the members of the NRM-Party. When the ruling party can’t act democratic and have free and fair elections, how can they make that happen in 2016? They still haven’t achieved this point. Proving this point that they haven’t achieved it is with the constantly detaining of opposition leaders and keeping them in house arrest, or even preventative arrests. Also using the POMA law to disorganize the Opposition parties and their campaigning while the UPF is steady on to destroy their work in the districts and fields. Throwing activists in jail without trial and letting them pay heavy bonds. This is not a look or proves that the system is still based on the NRM-Regime and their elite, even inner-party members has been jailed for supporting Amama Mbabazi instead of supporting Yoweri Museveni.
This point is not yet valid.
Point 2: Restoration of Security of all Persons in Uganda and their property
Reports today because a man supports wrong part of the NRM:
“Davis Akampurira lost his premolar tooth last night when he was beaten intensely after being kidnapped by “state operatives”. The reason given was that the buffoons had gathered intelligence of him being funded by Amama Mbabazi to fight the state and son of Minister Bright Rwamirama….Mwinempaka. We who sent Davis has told him to come independent” (Reported by Meta Moses, 02.11.2015).
The Fautima Zaina incident shows that the security of the people is not withhold in the country when the police manhandle her like they did. Also the Way the police carries themselves with tear-gas and shootings during the Western rallies of the FDC in October. And this has been thread that has kept going the entire calendar of 2015 and sure will happen until the election in February of 2016. So the security personnel and police is not securing peace for the people, but making fuzz and generating violence because the Opposition parties try to do their program in the country.
We have the all of sudden Police detaining Norman Thumuhimbise of the Jobless Brotherhood when he was taken by the police in the night in Kampala by the Flying Squad, without any court order or official paperwork just suddenly taken in August and after a few days he returned after family requests for his release.
Another example is also Vincent Kaggwa was taken by the Police in July this year and was released a few days later from an undisclosed location. He is one of the supporters of the Amama Mbabazi ticket at the time he was wearing a T-shirt with his name and face. Apparently the NRM Youth Leader had done enough to be detained and taken away with no court order for no reason at the time and released a few days later.
When it comes to the property it has been issues with that this year. The government has not withheld the level of trust between land and persons. One of this is the Palm Oil Plantation on the Island of Kalangala Land used for that purpose and to for the local farmers. The others main issues is the Amuru land grab in Apaa Village where the land is taken for hunting grounds and sold without the local agreement from central government. Also the Sugar Factory built by Kakira Sugar Works which is owned by the Madhvani Group who got allocation of 40, 000 hectares of land in the Western part of Amuru District.
This proves that in 2015 the security of all Ugandans is not yet there, especially if you’re not a part of the NRM-Regime or the NRM elite. Then you are free for all for the UPF and other organizations to take advantage of. Even NRM’s own can be taken and become felons because of their allegiance to somebody else than Museveni.
The land grabs proves that the property isn’t withhold to the people of the area, the bigness of the Kalangala and Amuru is massive, also with the government sale of land without consultation or consideration of the public and citizens, but seems that the only thing matters is the cash coming from corporations and investors from afar.
Another point that is also not valid.
Point 3: Consolidation of national unity and elimination of all sectarianism
Some historical background from the 1960:
“Britain’s goal in Uganda has been to establish a fully democratic parliamentary system which would fit the country for internal self-government in a short time. British Colonial Secretary Ian Macleod opened a new Legislative Council on Sept. 18, but the “parliament” was boycotted by Mutesa II, 34-year-old, Cambridge-educated Kabaka (king) of Buganda. Buganda has its own Lukiko (legislative council), which voted on Sept. 24 in favor of secession from Uganda. However, the Kabaka’s court has not yet approved the vote. Because the Kabaka’s government is by far the strongest political force in Uganda, it is in position to block development of a strong central government” (…)”A statement by Buganda authorities last Feb. 12 asserted that they had “always advocated a federal form of government for Uganda.” They distrusted the trend toward a “unitary form of government” which might endanger Buganda’s “traditional institutions.” The Kabaka, who is a god-king to 1.7 million of Uganda’s 5.8 million people, has been fighting a delaying action against changes which threaten to undermine his ancient feudal powers, Milton Obote, leader of the Uganda People’s Congress, most powerful of Uganda nationalist movements, has labeled the Kabaka’s court “reactionary.” (…)”Britain’s insistence that Uganda have a strong unitary government has given the Ankolo, Bunyoro and Toro tribes, as well as the Kabaka, an issue on which they are united—tribalism. Strong tribal allegiance and the resulting preference for federalism are not confined to Buganda. Tribal chiefs fear that the nationalist parties, such as Obote’s, will undermine their chiefdoms. But the smaller tribes are suspicious of the Kabaka and refuse to accept his leadership in any form” (Blumenfeld, 1960).
“The office of the Supreme Mufti has disassociated itself from what it has described as unprincipled call for unity by the leaders at Old Kampala. This is after the leadership of the Uganda Muslim Supreme Council organized a national unity prayer session slated for Friday at the Old Kampala mosque. However, the spokesperson of the Kibuli sect Sheikh Hassan Kirya has told journalists at a news conference held at Kibuli mosque that the spiritual status and integrity of the people behind this move is suspect especially with regard to their conduct towards fellow Muslims. Sheikh Kirya is instead asking that the council addresses the root cause of disunity” (Ageno, 2015).
Museveni said this to the Muslim community this year:
“Currently, Uganda’s life expectancy is 58 but the Sheikh has died at 83. Even at that age, he was still very strong, especially mentally. His death is a big blow to the Muslim community and his efforts to unite the Muslim community in Uganda” (…)”We have arrested many people who have been killing Muslim sheikhs and those who are still on the run shall be arrested” (…)”What divided us (Muslims) was lack of transparency in the custodianship of our property. But all we need is unity among Muslims” (Kafeero & Bwire, 2015).
Museveni said this year:
“Am glad that NRM is able to maintain peace supported by you people. The population of Uganda has gone up. I urge you to support and maintain this peace” (Statehouse, 2015).
““We used these venues to enlighten the people. Uganda had had the challenge of not knowing what to do within the political leadership,” adding that those ideological meetings took place in Bulambe and Kangave in Luwero district and at Bukatira in Nakaseke district.
Mr. Museveni who was accompanied by his wife, Mrs. Janet Museveni, noted that during the 1950s and 1960s, people were misled along sectarian considerations based mainly on religion and tribes. He was, however, pleased to remind the gathering that the country has now managed to foster stronger national unity because of the viable Government of the country. He used the occasion to introduce the Chairmen of the various organs that were in leadership during the struggle in the Luweero area. He also paid special tribute to Rev. Fr. Ssesanga who took the President’s mother from the area to Nairobi and ensured her security during the liberation war. Mr. Museveni paid tribute to his wife, Mrs. Janet Museveni, for looking after their children when he was actively engaged in the struggle. In the same vein, he thanked Mrs. Gertrude Njuba and Mrs. Olive Zizinga who took care of his meals at the critical time during the struggle” (Mediacentre, 2015).
And his NRM Party:
“Promotion of national unity and guarding against the resurgence of all forms of sectarianism. Implementing programs geared towards the socio-economic transformation of society, such as providing a healthy environment for industrialization and job creating through public and private investments. This is in line with the strategy of building an independent, integrated and self-sustaining national economy. However, the strategy is largely private sector led” (NRM, 2015).
The NRM has done more for the National Unity and has made an effort for the kingdoms to reconcile, even if there been issues like recent years like between the Baganda Kingdom and the Ankoli. Or the Bunyoro with their land and Tororo after the fall of Gadaffi which supposable gave less power to kingdom after this, then you have the fiefdom of Busoga which haven’t gotten much credit from the National Unity work. So the NRM has done something good here I got to confess, though I am sure that the Northerners feels left out after the institutions are stronger in Bunyoro, Baganda and Tororo, and not in Acholiland, Karamoja and so on. There are things to work on to continue to make a clear national Unity.
This one is a close achievement though the killings of Muslim clerics and the miss of certain areas of the country; half not passed and half verified point.
Point 4: Defense and Consolidation on National Independence
“The contractual fundamentals enshrined in the Ten-point Programme and promise of a fundamental change that was already exhibited in the discipline of the triumphant rag-tag NRA guerrilla fighters instilled an unprecedented sense of relief and confidence. Ugandans envisioned the end to state-orchestrated wanton murders; the end of the culture of political violence, torture, arbitrary arrests, the repressive modus operandi, and above all, the opportunity to freely elect and peacefully change their leadership. It was considered a dawn of a new era. The exceptions were the people of Northern Uganda region, where the defeated armies regrouped and waged an extended war led by Alice Lakwena and Joseph Kony. Internationally, Museveni’s conversion to neo-liberalism earned him Western acclaim of a ‘unique visionary, charismatic leader’ and primus inter pares of the ‘new breed’ of African leaders (Oloka-Onyango 2004; Kjaer 2004)” (Asiimwe, 2014).
“The eventual opening of political space was a protracted process whose landmark was the November 2004 Constitutional Court ruling against some sections of the Political Parties and Organisations Act (PPOA). The Court pinpointed the unconstitutional infringement of some PPOA sections on fundamental civil and political rights, for instance, freedom of association and assembly. With the opening, new political parties emerged. The Forum for Democratic Change (FDC), a merger of the Parliamentary anti-third term group (PAFO) and Dr Kiiza Besigye’s Reform Agenda that contested the 2001 presidential elections, was the most prominent of the new parties. Traditional parties like DP and UPC considered FDC as a credible and trusted party, and forged a common working relationship with it under the G6 framework. Establishment of grassroots networks and infrastructure was not smooth for parties like the FDC. The NRM had an elaborate village to District level Local Council system that combined administrative functions with championing grassroots Movement interests. This was overseen by political appointees like Chief Administration Officials (CAO), security operatives and Movement cadres. Additionally, the police served the establishment, and para-military units like the Kalangala Action Plan were reminiscent of the old-time UPC’s National Security Agency (NASA). This elaborate apparatus aimed at weakening competing political parties through a combination of indirect and direct strategies like co-option, harassment, sabotage, repression or even elimination. Claims of sabotage were made, for instance, in Gulu, Hoima, Masindi and Kisoro (The New Vision 9 August 2005; The New Vision 27 June 2005; The New Vision 18 July 2005)” (Asiimwe, 2014).
The lands are peaceful but the oppression is making it less of peace as seen how they goes against the Opposition leaders and their parties. So there are issues that does destruct the picture of what the NRM-Regime really has done, because their hinges to power now destroy what they have built while trying to underscore their competitors in the political landscape.
This point is half made and half not.
Point 5: Laying a basis for building: an independent, integrated, self-sustaining national economy.
From FY2006/2007 it was Domestic Debt and Outstanding(DoD) was US$1.47 billion. And in FY 2013/2014 had risen to US$4.3 billion (MTDS, P: 13, 2015).
Government expenditure is on an average to be 20.9% of the GDP for the FY 2014/2015. In the 2015/2016 it is 21.7% of the GDP. The main expenditure for the budget is the infrastructure projects like the upgrading of Entebbe International Airport, Hydro Power projects and Albertine Regional Airport. The total cost for the projects is US$7.0 Billion. There is set to be 5% target for the inflation rate and the exchange rate is set for 12.1% in FY 2015/2016 and average for 2.4% the rest of the years for the medium term (MTDS P: 17-18).
That the total debt-to-GDP from the current level of 28.6% by the end of June 2014, if the end of the time it might end up with 50% level by 2020. This is because of substantial projected increases the fiscal deficit. With the worst strategy the interest rate can go from 1.4% in June 2014 to become 4% in 2020 (MTDS, P: 24, 2015).
Point 5 is not valid. The scary numbers are the reason why!

They have started and even officially started to loan money for the restoration together with the major national programmes like National Development Program II and Vision 2040.
So this point is not valid!
Point 7: Elimination of all forms of corruption in public life
Here are a few cases from the recent year that proves that elimination is far from the surface and eliminated with corruption in the public life. There is so many cases but here is a few!
Mukono-Katosi Road Scandal:
“A significant amount of evidence supports the view that the incidence of grand corruption in Uganda has increased over recent years. Recent cases involving the embezzlement of public funds suggest the effectiveness of state institutions in monitoring government programs is limited. Recent examples of cases of grand corruption include the fraudulent procurement of a contractor for the Mukono-Katosi road and subsequent advancement of UGX 24 billion to nonexistent contractor to kick-start the road construction in 2014; of UGX 205 billion through the national identity card system scam in 2011; and of UGX 58 billion lost in the OPM in 2012, among others” (Inspectorate of Government P: 33, 2014).
“The Anti-Corruption Court yesterday convicted six MTN staff after they were found guilty of illegally gaining access to the mobile money system and wired cash amounting to more than Shs3 billion to various money agent lines that they shared thereafter” (PCTech Magazine, 2015).
“In November 2014, five officials of the Uganda Wildlife Authority were suspended after almost 1.5 tons of ivory worth more than $1 million vanished from a government store room. In response, the minister for tourism suspended the Uganda Wildlife Authority’s executive director, Andrew Seguya. But he returned to office just a few months later” (Athumani, 2015).
“A Uganda National Roads Authority (UNRA) official was last Friday quizzed over billions of shillings on his personal account, yet his official salary was only Shs5m a month” (Kasozi, 2015).
Recent in Kampala:
“The last time men posing as immigration officials showed up at Wei Kun’s shoe store in the Ugandan capital of Kampala, the Chinese trader forked out $1,000 in bribes to prevent his business from being shuttered” (…)”Perspective traders must provide evidence of $100,000 in planned investment, language skills and obtain the necessary trade licenses _ or pay off the right people” (Canadian Press, 2015)
This point is far of chart that I have to say it super-un-valid!
Point 8: Settling the peasants that have been rendered landless by erroneous “development” projects or outright theft of their land through corruption.
Check again the Point number 2 since the answer is there on the land grabs and the issues it has, especially with the situation in Amuru and Adjumani districts with the allocation of land for Sugar Works Factory and hunting grounds in Apaa Village. Also with the land grab for the development project or building the Palm Oil plantations on Kalangala Island. The issue in Northern Uganda ends also up with those staying in the camps that Internally Displaced Persons are not getting a piece of land to settle down and get a livelihood after the long trial with droughts and wars in the area.
This one is too damn easy, not valid before the IDPs get a piece of land and not business men getting giant plots for their business and pleasure. As the Government of Uganda has to fix the issues of giving their citizens their land and plots; and also finding the place for development, but there is also the issue of listening to the Local Councils, Chief’s and MPs to find a significant way of doing it, instead of shuffling over them.
Point 9: Encouraging co-operation with other African countries and defending the human and democratic rights of our long-suffering African brothers
In the recent year the UPDF the Ugandan army has been in the South Sudan, Central African Republic and Somalia. In the Central African Republic they are still hunting for the LRA on mandate from the UN and the same with the Army troops in Somalia in the African Union Mission in Somalia (AMISOM).
The one in South Sudan:
“John Ken-Lukyamuzi, who is the leader of the opposition Conservative Party in the national parliament, further said the deployment of the Ugandan People’s Defence Forces (UPDF) in South Sudan was a violation of international law” (…)”The lawmaker further said there was no evidence indicating the official invitation of UPDF by South Sudan president Salva Kiir, saying president Museveni failed to provide the invitation letter to parliament when inquired to produce it. However, Uganda government on many occasions alleged that its troops were invited by president Salva Kiir (Sudan Tribue, 2015).
“Uganda plans to send more than 240 of its health workers to the Caribbean despite criticism and the threat of an aid cut” (…)”Officials have said the scheme is merely part of Uganda’s bilateral cooperation with Trinidad and Tobago, from which Uganda has also benefited – with aid such as oil and gas industry training and financial support for its police” (Al Jazeera, 2015).
“HUMAN rights activists from various civil society organisations have refuted the recently signed labour agreement between Uganda and Saudi Arabia to employ graduates as domestic workers, arguing that it is modern day slavery” (…)”“The government does not seem to be bothered about where these people are going to work, but rather to let go of them,” Ndifuna said” (Muhindo, 2015).
The military does certainly something positive abroad if they follow the international mandates from African Union and United Nations, but the ones they went in to without a mandate that was in South Sudan. In the midst of the year with the turmoil and demonstrations towards the third term in Burundi became part of the mediation team between CNDD-FDD and the opposition. The opposition felt that the NRM-Regime and their men had a loyalty to their friends in the government and not discuss in the matter towards a gentle agreement between the parts.
So parts of this point they actually do well, with the armies for the mandates, but the none mandates and how they have agreements to send people to other countries to earn quick money and not secure themselves. So it doesn’t seem they do it for generating Human Rights or Democratic values, more to gain money for the government.
Half Point is cleared and half point is not.
Point 10: Following an economic strategy of a mixed economy – I.E. Use of state and private sector as well as cooperatives in the development process
“Given the scale of investments required under NDPII, there is need to have close cooperation between the public and private sectors in form of public-private sector partnerships (PPP)” (…) “Government has already embarked on promoting and encouraging PPP in various forms for the smooth implementation of NDPII. Legislation towards formulating laws for PPPs is also in advanced stages. The forms that PPPs usually take include joint ventures between the Government and private sector entity/ies where both may contribute financial resources, Build, Operate and Transfer (BOT), Build, Own, Operate and Transfer (BOOT), Build, Own and Operate (BOO) and Concessions” (P: 153).
““The Uganda National Roads Authority (UNRA) is the implementing agency for the planned KAMPALA JINJA TOLL EXPRESSWAY. It will link the capital with the important industrial area of Jinja. Past plans have been for four to six lanes for the 77-kilometre road. Cost estimates have also varied from USD 700 million to USD 1 billion. There are reports that the ministry of transport will be floating a USD 1 billion Public-Private-Partnership (PPP) tender and that the International Finance Corporation (IFC) will be the lead financial adviser. Construction could commence in 2015 with commissioning in 2020. COMESA has declared it to be a priority Project that is an important component of the Mombasa-Kampala – Kigali northern corridor” (APA, 2014).
“Uganda Registration services Bureau (URSB) has today entered into an MoU with National Social Security Fund (NSSF) to enable information/data sharing on companies registered with URSB and bio-data for NSSF members” (…)”The Partnership with NSSF isn’t the first for URSB, because earlier partnerships have already bore fruits. Together with KCCA and URA, URSB is running a TREP project, which has seen the organization register many business names in Kampala, and has now devised plans to roll out to the countryside beyond Kampala” (…)”Other Partnerships with UIA and Posta Uganda have seen URSB centers housed within the two institutions, a move that has eventually reduced congestion at the URSB head office and also saved peoples’ time and costs on transport to reach the URSB head office for registration services” (Minbane, 2015).
They have achieved this one, but at a price of exhilarating the prices for public building by having the Public-Private Partnerships which leads to higher levels, MoUs and contracts from constructions companies and the Government of Uganda.
This here is a valid point.

Totally 2, 5 Points out of 10 in 29 years is not impressed! There is always easy to write visions, talk about wish to develop the organizations and country. NRM-Regime has had the time to build and rebuild the country. The NRM-Regime have had opportunities to deal with this program and achieve it, instead they have lost focus and turned into a crony elite who self-serves instead of serving the citizens. That is supposed to vital to any government to give services and reforms to build society to a better place. NRM-Regime has gone away from their core-principals. Therefore you can easily see that they haven’t tried hard to fulfil their Ten-Point Program. Peace!

Case: The Prosecutor v. Dominic Ongwen
Today, 28 October 2015, the Presidency of the International Criminal Court (ICC) decided that the confirmation of charges hearing in the case concerning Dominic Ongwen, scheduled for 21 January 2016, shall be held at the seat of the Court at The Hague (Netherlands).
On 10 September 2015, the ICC Pre-Trial Chamber II had recommended to the ICC Presidency that that holding the confirmation of charges hearing in Uganda would be desirable and in the interests of justice. Following consultations with the Ugandan authorities, the ICC Presidency received an updated assessment from the Court’s Registry on the feasibility of holding the confirmation of charges hearing in Uganda.
The ICC Presidency noted the excellent co‑operation of Uganda in assisting the Registry with the preparation of its preliminary and final assessments. The Presidency noted also that there would be a number of benefits to holding the hearing in Uganda as in principle this would contribute to a better perception of the Court and bring the proceedings closer to the communities affected by the alleged crimes. However, the Presidency noted particularly the possibility, expressed by Uganda itself, that political tensions may increase during an upcoming electoral period, especially during January 2016, which may have an adverse impact on the Court. The Presidency also noted operational limitations, in particular concerns that holding proceedings in Uganda would significantly impact the Court’s resources during its move to its permanent premises scheduled for December 2015. For these reasons, the ICC Presidency found that the potential benefits of holding the confirmation hearing in Uganda in January 2016 are outweighed by the significant risks
The confirmation of charges hearing in respect of Dominic Ongwen is scheduled to commence on 21 January 2016 and is expected to last three to no more than five working days. The confirmation of charges hearing is not a trial. It is a Pre-Trial hearing held to determine whether there is sufficient evidence to commit the case for trial before a Trial Chamber.
Background: Dominic Ongwen was the alleged Brigade Commander of the Sinia Brigade of the Lord’s Resistance Army (LRA). On 8 July 2005, ICC Judges issued an arrest warrant against Mr Ongwen for 3 counts of crimes against humanity (murder; enslavement; inhumane acts of inflicting serious bodily injury and suffering) and 4 counts of war crimes (murder; cruel treatment of civilians; intentionally directing an attack against a civilian population; pillaging) allegedly committed on or about 20 May 2004 at the Lukodi IDP Camp in the Gulu District. On 16 January 2015, Dominic Ongwen was surrendered to the ICC’s custody and transferred to the ICC Detention Centre on 21 January 2015. His initial appearance before the Court took place on 26 January 2015.
