MPS for Presidential Affairs FY 2017/18 proving massive spending on Mzee!
The Ministerial Policy Statement on the Presidential Affairs for the Financial Year of 2017/2018. These are clear of the priorities in the Republic. The Republic are putting as much funds into the State House, which is Ushs. 245 bn and under the Office of Prime Minister in the Development Expenditure Ushs. 245 bn. So there are certain aspects of government priority that isn’t healthy, as both the Office of the President and the State House get Ush. 300 bn in total. But take look at the beautiful priorities of the National Resistance Movement!
Office of the President:
“In the FY 2017/18, the total proposed allocation to Office of the President is Ushs 54.268 bn, reflecting a 2.8% increment against the FY 2016/17 approved budget” (GoU, P: 3,2017).
“The Committee noted that four (4) districts of Kagadi, Kakumiro, Omoro and Rubanda came in place in FY 2016/2017. In the FY 2017/2018, Namisindwa, Pakwach, Butebo, Rukiga, Kyotera and Bunyangabo will come into operation. The Committee however noted that additional cost implication of Ushs. 2.63 bn to facilitate 10 RDCs is not within the MTEF ceiling of Office of the President in FY 2017/18. The Committee further observed that facilitation for RDCs to conduct effective monitoring of Government programs is underfunded to the tune of Ushs. 3.0 bn” (GoU, P: 4, 2017)
Internal Security Organization:
“The Committee expressed concern without substantial facilitation to Internal Security Organisation, terrorists can successfully accomplish their interests of terrorism and insurgency activities and other forms of organized crimes including politically motivated ones without detection. This has in most cases resulted substantial spending in managing such acts” (GoU, P: 9, 2017).
State House:
“In the FY 2017/18, the total proposed allocation to Vote 002 is Ushs 245.567 bn, reflecting a 4.6% reduction against the FY 2016/17 approved budget” (GoU, P: 12, 2017).
External Security Organization:
“In the FY 2017/18, the total proposed allocation to Vote 159 is Ushs 31.343 bn, reflecting an increment of 16.4°10 against the FY 2016/17 approved budget largely on account of a 10 % budget cut on consumptive items” (GoU, P: 18, 2017).
Office of the Prime Minister:
“The Committee noted that the policy on refugees in Uganda is lacking. The Committee was informed that Office of the Prime Minister is in the process of conducting consultations with stakeholders to validate the Draft Refugee Policy. The Committee observes that in absence of the refugee policy, citizens are not aware of the right places and right engagement for refuges. The Committee undertook on-spot assessment of communities hosting refugees in Adjumani, Yumbe and Kiryandongo Districts and noted that in some instances, refugees have too much freedom and are more privileged at the expense of nationals” (GoU, P: 29, 2017).
“10.3.5 Lack of sustainable interventions for Disaster Preparedness
The Committee notes that Office of the Prime Minister has not made any efforts in putting in place sustainable interventions for Disaster Preparedness. In its oversight role, the Committee undertook a field visit to Nakasongola District, which is among the drought prone areas in the Country. The Committee was informed that during peak drought season, about 30 heads of cattle died per day and that the drought season occurs year in year out. The most painful thing to note is that Nakasongola District is surrounded by Lake Kyoga” (GoU, P: 29, 2017).
“11.1 VOTE 001 – OFFICE OF THE PRESIDENT
Budget Item UShs. (Bn)
(i) Recurrent Expenditure 118,929,091,000
(ii) Development Expenditure 5,216,904,000” (GoU, P: 32, 2017).
“11.3 VOTE 003 – OFFICE OF THE PRIME MINISTER
Budget Item (i) Recurrent Expenditure Ushs. 64,786,412,000 bn.
(ii) Development Expenditure Ushs. 245,404,928,000 bn” (GoU, P: 32, 2017)
There are proof of enough lacking resources, lacking policies, even coming from the Office of the Prime Minister, that is the Ministry under Prime Minister Dr. Ruhakana Rugunda, the trusted appointee that was sought to fill the shoes of Amama Mbabazi. Therefore, the government are clearly not planning or having funds to keep the refugees in Uganda. There assistance is coming from donors, the Multi-National Organization and Non-Governmental Organization who apply needed help to the fleeing refugees in Northern Uganda.
We can also see the similar use of Development expenditure under the Office of the Prime Minister and the State House, which is Ushs. 245 bn. This is proving the misuse of funds on the State House, as the development expenditure should be more important than expensive water and all other projects under the State House. As well, as keeping the upkeep of the President. Even as under the Office of the President are alone getting Ushs. 118 bn. Therefore, the whole Presidential Affairs are really not a cheap ride for the Financial Year of 2017/2018.
The are really lot of spending on the President and Prime Minister’s portfolios, but still missing key policies to implement the spending. That is maybe why the State House needed supplementary budget before even getting the vote of the Ministerial Statement. If that isn’t bad planning or even misuse of State Reserves, than who knows! Peace.

Government of Uganda (GoU)- ‘SUMMARY REPORT OF THE COMMITTEE ON PRESIDENTIAL AFFAIRS ON THE MINISTERIAL POLICY STATEMENTS FOR FY 2017/18’ (May 2017)
State House Supplementary Budget for FY 2017/2018 is practically a watered-down cocktail!
The original budget for the State House in Uganda in the budget year of 2017/2018 was the stunning Shs. 245.567 billion shillings. That should have been more than sufficient, even should cover for more than utilities and all the Presidential Advisors hired by the President Yoweri Kaguta Museveni. Still, this week, they needed to add the bill and use more monies in the State House. The 245 billion shillings was not enough for one-year, they need more!
So in Parliament yesterday:
“Parliament’s budget committee has raised concern over the Shs 23.1 billion supplementary budget request from State House – less than two months to the end of 2016/2017” (Radiocity 97FM, 18.05.2017). That means that the State House plans to use Shs. 268,667 billion shillings. This now is for other than usual staff and for the bloated arrogance of a state organization like the Entebbe State House. Certainly, Presidential Spokesperson Don Wanyama and Director of Uganda Media Centre Ofwono Opondo will defend this. Since they are eating their envelopes from these budget posts.
However, the use of the supplementary budget should get under question, as the levels of futile spending should be under the loop and not just accepted. Just as the NBS Television reported: “State House asks for supplementary budget of UGX23bn; UGX365m for water bills i.e. at least UGX1m is spent on water bills day” (NBS Television, 17.05.2017).
That a county and a republic where most struggle to feed themselves, the President and his court has the audacity to spend Shs. 1 million a day! The ordinary Ugandans cannot nearly afford sugar that has hit the skyrocketed prices of Shs. 7,500 shillings; t. As their misuse of funds goes into the insane.
That the 30 years of ruling and the National Resistance Movement (NRM), proves that the old man with the hat, is too used to sponge of the state reserves and use it as his own pocket. The clear evident is in the budget and supplementary budget for the State House. Which entails all sort of ministerial works, which is ironic, in the sense that bloated cabinet should have ministries and agencies to fix the other outlaying issues and government work. Instead, it all is spend to through the roof of Entebbe State and the Okello House.
It surely must be genuine and special water in the faucets of the State House. Since the prices and the budget proves the massive spending on it. It must be the clearest and most luxurious water installation in the whole republic. Surely, the water is not bleak; it is like party coming into the taps. It must be so clean, that the WASH agents in other parts of Uganda, so they could wish they had it for the ones in need.
President Museveni, hope you enjoy your expensive water and do not buy any brew. Since the shs. 1 million water per day must really be the best! The smartest would be to tap, bottled and sold nationwide as Okello House water; therefore, you could spread the news about the fantastic State House water. This is why it cost so much. That is just one part of the puzzle, which is the meagre Shs. 365 million, the rest is Shs. 268 billion shillings. This is spend on all the other parts of the State House! That shows the disregard for state institutions, as one of the key beneficiary budget posts, are the State House, where the services comes directly from. Peace.

MPS 2017/2018 Uganda Statehouse expenditure and some salaries!
I am sure, that I am not the first to add my best of list of the Ministerial Policy Statement of Financial Year 2017/2018, but still the Presidency pledges are showing how insane it is. The numbers themselves says a lot about the state of affairs. This is just some of the pledges, not the whole picture. But it states a lot, and there are one surprise that enters into Political Affairs, as his payday are still coming this Financial Year.
The budget for the State House in the FY 2017/2018 are 245.567 billion shillings. Office of the President is FY 2017/2018 are 54.268 billions shillings. This shows how much the President plans to use on himself and his loyal cronies. And talking about them. However, I wish to clarify that the funding to effect the appointment of the 18 new Presidential Advisors was not UShs. 5.931bn, but, UShs. 18.32bn. The Office followed up the matter with MoFPED, but no positive response was received” (P: 179).
We are going interesting times ahead, wonder what else is coming, but the one thing I did not put, but was interesting, was the amount of cars, buses and other vehicles bought by the State House. Seems more like they will turn into used-cars salesmen in a few years time. As the car-park of the State House is growing old, while the potholes of the Republic is growing. Therefore, the pickups surely need maintenance to survive the roads. But, hey that is the Uganda in the vision of the old man with the hat. Peace.

MINISTERIAL POLICY STATEMENT – THE PRESIDENCY for FY 2017/2018 – Presented to Parliament for Debate on the Budget Estimates for the Financial Year 2017/2018
NRM Primaries continues and is impressed by how they do it!
If you want some intersting news and reality check just check how the ruling party of 29 years has issues in their own internal elections. The rigging is so functional that the district without pre-ticket ballots should be showered with gifts from the leaders of opposition. Why? Because in the areas without election rigging the leaders of NRM might have some real character and not just buying the votes or pre-ticking the ballots which is easy. The funniest kind of voting is happening in Hoima and Bunyoro today where the chief of the area has decided despite not having ballot-papers and election material they started to vote with WhatsApp. Read the reports from the elections today! They are magnificent.
Ofwono Opondo said this today: “Because of this, elections for special leagues of NRM have been pushed to 30th October. They will report on 29th” (…)”Kiruhura elections have been halted after death of one of the contestants in un clear circumstances”.
Ofwono Opondo said also this: “The National Resistance Movement has so far spent 5.5 billion shillings on the ongoing primary elections countrywide” (Nakatudde & Labeja, 2015).
Ofwono Opondo says: “party agreed to extend voting time from 4 pm to 5 pm, because of delayed delivery of voting materials” (Nakatudde, 2015).
Mr Muhindo said this today: “I must say this before you without fear or favour because we have seen President Museveni lose at polling stations where policemen vote from. You must know that NRM is the sitting government which you have to support for your brighter future”.
Opondo there was pictures of the crashing car in Kiruhura yesterday, is that unclear circumstances? Mr. Muhindo support NRM for a brighter future? You guys can’t even hold a clean internal election! Look at the evidence for yesterday and today. 5.5 billion Shillings that is a lot of monies for such much postponement and rigging surely some of that has gone to the ones that tries to buy the votes in the district. Not only to the producers of the ballots in Kenya where NRM has bought the Ballot-papers and printing jobs from. Did you know that?
Rogers Mulindwa the head of media and public relations as apologies for the irregularities and he believes the NRM has infiltrated by moles (And he is not kidding!).
There has even been seen that Police officer in full uniform going into the election and voting. Surely the Ugandan police is not partial at all in this coming General election!
Wakiso:
The primaries for Busiro North have been called off after reports of a certain candidate not being on the ballot. Annet Bakunzi was not even on the ballot. To further the foolishness in the area MP Tinkasiimire actually scared voters while carrying a gun to get them to vote. Mr. Al Hajj Moses Kigongo went to Lwengo to calm protesters between the fractions. After this the elections has been called off!
Ajuri District:
There been reports of already stuffed ballot boxes before starting the actual voting and they have been sitting in the NRM Registrar’s Office.
Arua:
In the sub-county of Ayivu the ballot papers missed a lot of candidates. These we’re MP and Flag bearer for the area Ben Dravile, also Simon Avutia, Alex Adia and Moses Etukibo.

Rubanda West:
It’s called off and postponed for the moment. That is because Henry Banyenzaki was taken with 16,000 pre-ticket ballot-papers. So there you have the reason why it was postponed.
Kitgum:
In Chua East there was a wrong person on the District Woman MP. The one set up on the Ballot was Lucy Rose Achan on the District Woman MP instead of being set on the ballot for the directly MP for the District. That has led to postponement of the local election.
Lyantonde:
“In Lyantonde district, a retired soldier identified as Sergeant Abel Kafuruka has been knocked dead by a convoy of four cars belonging to the incumbent woman MP Grace Namara Lutemba Kirumira which were reportedly carrying pre-ticked ballot papers. This came after the late tried to block these cars as he was waited for his candidate Pauline Kemirembe Kyaka to arrive. This incident happened at 1:00am at Seeta village in Kinuuka sub-county. The DPC of Lyantonde Rogers Kapere confirmed the incident and said the car which knocked the late is a premio registration number UAW 442L and the driver is on the run. Meanwhile two cases of assault have also been opened against the Kabula Mp James Kakooza for beating a Councillor of Kooki C in Lyantonde town council and a journalist attached to Vision Group Sadati Waligo who were following him as he tried to give bribes of 5000 notes to voters in Kaliiro sub-county. James Kakooza famously remembered for leading the debate for lifting term limits and his wanting academic papers which made the parliamentary vetting committee to throw him out of the Primary health care ministry where he was re-appointed lost the race for NRM district chairman and is now struggling to retain his parliamentary seat for the fourth time – (Source: Godfrey Ssali – Radio one).

The Special Forces Command taken into custody two full boxes of pre-ticket ballot-papers for Kangwagye. The Ballot papers for local mayors in the municipality were not to get in the election.

Lwengo:
The Police chief arrested the pre-ticket ballot-papers that was ticket for the candidature of Sarah Muwonge Nkonge for Woman MP. Sarah Nkonge and Isaac Sejjoba the MP of the Bukoto Midwest was caught with 7000 pre-ticket ballot papers!
George Mutabaazi and MP for Buyaga County Barnabas Tinkasmiire was put into jail over night for the vote rigging in the district. Michael Mbirimu is also into custody after tempering with the ballot boxes in the area.
Luweero:
Here there found ballot-papers belong to Kabale; yet another place where the NRM-EC has delivered the ballot-papers to the wrong location.

In the sub-county Erussi the chairman Mr. Odubi has been found with pre-ticket ballot papers. There been found 3,000 pre-ticket ballot papers was ticket for the candidate of Allan Kajjik, which is the husband of the Minister Anite Evelyn. Also to top it off on the ballot papers delivered they didn’t have Gideon Onyango. Barbra Oundo Nekesa is contesting for re-election as the Woman MP for the Busia District. Because of these irregularities the election is now cancelled and will be postponed.
Kiyandongo:
In the district the police have put the NRM Flag bearer into detention. Mr. Bitera has been charged for vote rigging, in meaning pre-ticketing ballot papers. As he still is in custody the elections continues and the other candidates are Limtho and Tampo Amin. An Tampo Amin is the grandson of Idi Amin.

Samson: 1vote
WOMAN MP
Kalisa Hav 154 Votes En Kiboijana 10votes
Yeah, this looks good before the General Election this coming 2016. Nope, the ruling party can’t even run a decent internal election without violence, rigging or the police involved. The amount of postponement should also lead to Dr. Tango Odoi to get a new job or might even go back to lectures in Makerere University. Instead of this rigging nonsense; Where it’s so much chaos and making the NRM is officially short for National Resistance Movement. Instead the NRM should be now short for National Rigging Movement. Dr. Tanga Odoi, do you agree? Peace.

Uganda – Civil Servants have delayed salaries for May and June 2015
Those who have followed this blog know that I have done this now for a few years. I continuously address this matter of delayed payments of salaries from the government to their own employees. The Ugandan Government has like a sickness when it comes to paying out monies to its staff. They have to sneeze it out. The strange thing for me is that we haven’t had a tornado of warnings and admission of words from Keith Muhakanizi the Secretary of Treasury. He is unusually silent. Well, the undersecretary of the Public Ministery Geoffrey Ettedu said his peace on the matter and as always Filbert Baguma Bates spoke his wisdom as well. Another silent man was the Minister of Public Ministery Henry Muganwa Kajura. But now let the stories tell them for them self.
At the Gulu University teachers and lectures stopped teaching for missing payment of salaries dating back to August last year. This was in March 2015. Last year in March they did the same kind of strike that time for compensation for extra work (Makumbi & Okot, 2015).
Filbert Baguma Bates says: “that teachers in KCCA, Iganga District among others have never received their salaries of May-2015” (…) “that they have given the respective accounting officers to pay the teachers’ salaries before Wednesday next week failure they will loose their patience” (RadioONEFM90, 2015). In another article Mr Filbert Baguma says: “More than 1,000 civil servants in Nakasongola District, majority being teachers, didn’t get their March pay. As I talk now, the salary for May is not yet paid for 2,000 teachers within KCCA” (…) ”When the problem is for government, they don’t give you genuine reasons. But I think this arises from underbudgeting. Non-salary payment is common in most local governments. You find a number of people missing salary and without reason” (Sibwe, 2015).
Geoffrey Ettedu the undersecretary of the Public Ministery says: “For starters, there should be a cleansing process in documentations from ministries, departments and agencies (MDAs) plus local governments for all civil servants” (…) “Regional accounting officers should be able to update the list of servants quarterly; that way we [will] end the ghost workers epidemic”. If you thought that wasn’t enough Filbert Baguma Bates continues: “Every government employee is supposed to receive salary on the 28th of every month, but [the Kampala Capital City Authority – KCCA is suffering] budget shortfalls that always affect them at the end of almost every financial year” (…) “that the issue had been recurring for the previous three years with primary teachers affected the most” (Alitwijuka & Sekandi, 2015).
I will not discuss the matter more. I have used enough time on this. But have this letter in the end that everybody should read. Peace.
