Committed to preventing crimes against humanity, war crimes and genocide, and to avoiding impunity for the perpetrators of such crimes, the EU confirms its continuing support for the ICC and its work.

Full cooperation with the ICC is a prerequisite for the Court’s effective functioning.

In accordance with established approach of the EU and its Member States, the EU regrets that Uganda, a State Party of the Court, did not fulfil this week its legal obligation, in accordance with UN Security Council resolution 1593, to execute the arrest warrant against any ICC indictee present in the country.

The NRM Bus Company Limited resurface for the lavish event at Kololo today!

As the Swearing-In at Kololo today as I expected the National Resistance Movement Bus Company Limited would surface again. They have been a steady for Voter Tourism during the Campaign and where the Tourist has gotten a T-Shirt and usually a stiff fee plus the travel at least to the venue of the Campaign Rally. Sometimes the Company forgot to get them and they we’re stranded. This even happen on Kololo on the Nomination Day in November 2015, for those of you who remember how the crowds of Crime Preventers; these Crime Preventers we’re left in their own mercy in Kampala while coming from far away villages.

Today was not particularly news worthy, but need to mention that the NRM Bus Company rolled out their Yellow Buses and offered Voter Tourism for the last time in a while. The Tourist that could take part of the lavish party at Kololo would get Ush. 10k shillings and promise to bring a smile if they we’re snapped on camera so that Sarah Kagingo can be herself and proudly do the propaganda for the State House! Oh Gee, what a look it is with hired crowds for a Tenner. Must be blatant display of courage knowing this, especially for a President was with so much pomp and fanfare in past is now ghastly disliked. Peace.

Ugandan President Kizza Besigye, has in his second act as head of the country’s transitional government, declared “illegal” the planned swearing-in ceremony of former President Yoweri Museveni on 12th May, 2016. The President also requests all heads of state and diplomatic officials to stay away as it was “deeply offensive to Ugandans.”

President Besigye further asked all Ugandans to voice their support for Uganda’s democratic transition by “making noise” by whatever means possible: music, car horns, pots and pans, church bells and most of all, their “courageous voices.”

Supporters are asked to focus on Kampala, Entebbe Road and the Serena Hotel, where Museveni’s few remaining foreign apologists are staying, and on Kololo Airfield, while the illegal swearing-in extravaganza will be attempted tomorrow. “Wherever you are tomorrow, make some noise and send a signal for Uganda. Let’s show the world how Ugandans stand together!” President Besigye stated.

There are initial reports that the Police Force have attacked and dispersed the crowds with tear-gas and beaten them who meet around the car of Dr. Kizza Besigye as he drove around Central Kampala.

Inspector General of Police Kayihura said “cars carrying building materials and fuel tankers have been burned from from accessing the central business district until Friday”.

“More than 300 junior police officers and 217 military personnel will be deployed as part of the tactical security team for President Museveni’s swearing in ceremony due to take place this Thursday” (Primeradio Kampala, 09.05.2016).

There been deployed over 1,000 extra Police Officers in Kampala as orders of IGP Kayihura. This is reported in the Obsever.ug at the 11th May 2016. As seen also the Police are re-directing the roads as central roads around Kololo Independence Ground.

This is happening while Vincent Kaggwa of NRM Poor Youth Leader arrested from his home today. Also Michael Kabaziguruka his home is sealed off by the Military Police and is not sure how the MP-Elect will be allowed to leave his home tomorrow!

As we speak the FDC Activist in Rukungiri is still detained MP-Elect Dickson Nampumuza of Rukungiri have even gotten Court Order that was set to release him, but the local Police Force denies him that, while also the other activist in the town are still detained without court order or charge while waiting for their destiny.

Dr. Besigye after riding in Central Kampala today was arrested and is now detained at Naggalama (Nagalama) Police Station in Mukono. So the Police Force couldn’t let the man have a day in freedom. That is to much to ask, right?

There will be more and Police Force cannot help themselves to cause havoc and destroy the establish factum that the Swearing-In of the Declared President is a flawed Ceremony in the lights of maladministration, electoral fraud and cranked-out crack-down Police who attacks all people who can or should speak against the NRM. The NRM celebrates their Voter Tourism and their “Double Victory” at Kololo today!

Don Museveni and his loyal capos, his underbosses and his Crime Preventers filled the Kololo Independence Grounds, with the quality of voter tourism and the staged affairs. With a 140 cakes with the giant Yellow Bus; as a proof of the ushering in the NRM Bus Company and it’s Steady Progress. “The total cost is 30 million and the who gross cost at Kololo is 2.2 billions” (Breaking News Uganda, 09.04.2016). The 30 million is the value of the 140 cakes, the rest of the NRM celebration at Kololo independence grounds! “Today’s NRM election victory party at Kololo Ceremonial Grounds cost Shs 1.5 billion according to the party’s Secretary General Kasule Lumumba” (The Observer, 09.04.2016). No matter if it 2,2 Billion or the 1,5 billion on a victory celebration. That is just too much and waste of government funds while the State House and Defense Ministry needed grand amounts of shillings for the event.

The NRM is celebrating winning the election and the Supreme Court verdict, still the way they did it should be celebrated as they have controlled the whole election and celebrating that is just pissing on the democratic values and the truth accountability for justice for the ordinary Ugandans, and instead they are all now respecting Don Museveni.

Police Statement on Besigye (24.02.2016)

This Police statement is to make clarifications, and inform the general public about the circumstances surrounding the continuing regulation, and close monitoring of the movements and activities of Rtd Col. Dr. Kiiza Besigye, by the Police, since Monday, 15th February 2016 todate. 

This is because there is continued campaign of distorted information, speculations, biased, and unfounded, as well as unfair criticism of Police actions, as well as outright lies regarding the handling of Rtd Col Dr Kizza Besigye by the Uganda Police.

First of all, we wish to state, at the very beginning that the responsibility for the actions that Police has taken involving Rtd Col Dr Kizza Besigye during, and after the campaigns lies squarely on his shoulders and that of his unruly and indisciplined supporters.  Indeed, contrary to propaganda in the media, in all our actions, Police have acted lawfully, professionally, conducted ourselves with utmost restraint in the face of incredible provocation.

A case in point is the violent assault by two foreign journalists on the DPC, Kasangati, who, in spite of the attacks, kept cool, and a calm demeanor, and by his conduct actually disproved the unacceptable insults they were hurling at him.  We are reviewing the video footage of that incident, after which appropriate action will be taken.

Let us begin with the incidents of Monday, 15th February2016, in the City, when, in the morning, at Punjani roundabout, Rtd Col Dr. Kiiza Besigye, then a Presidential candidate with a rowdy group of supporters, attempted to force his way, into the City centre, in an illegal procession, moreover on a busy business day with very heavy traffic.  Since he had no scheduled programme in the City centre, traffic police redirected him and the crowd to use alternative routes to Makerere University where he had a scheduled campaign rally.  He refused the guidance of the officers, and, instead, together with the rowdy crowd, (who we, later, got to learn were the infamous Power 10 (P 10) group), illegally occupied the Punjani junction, and blocked the heavy traffic on Jinja-Kampala road.

The rowdy group pelted police officers, and members of the general public with stones forcing the Police to disperse them, and, after, engaging Rtd Col Dr Kizza Besigye, in vain, including offering to escort him to Makerere university, the Police escorted him to his home.  Later in the day, he returned to the City from Kasangati, gathering rowdy crowds along the way, especially the youth, who must have been the P10 group, occupied Wandegeya traffic lights junction, after failing to force their way into the City centre claiming that they were headed for Nasser road!!

The Police had cleared the passage to Makerere University under the mistaken belief that Rtd Col Dr Kizza Besigye was headed for a rally.  After the Police dispersed the rowdy crowd, allowing traffic to flow, and business life to continue, Rtd Col Dr Kizza Besigye was escorted back to his home in Kasangati by the Police.

Secondly, so as to prevent further confrontation with Rtd Col Dr Kizza Besigye, who was scheduled to campaign in Nakawa Division, the Police, on the night of 15th February 2016, met and agreed with the organizers on a detailed programme of his campaign in the Division.  However, even then, although, generally, the movements of Rtd Col Dr Kizza Besigye through Nakawa division, the next day, Tuesday, 16th February 2016,  was peaceful and smooth, in the evening hooligans who were part of his convoy attacked NRM supporters, who were returning to their homes from the NRM rally at Kololo, tore their party t-shirts, stole their properties, and stoned vehicles in Kinawata and in the Bugolobi area.  Police arrested over 50 thugs.

Thirdly, again, on Thursday, 18th February2016, Rtd Col Dr. Kiiza Besigye and a group of his supporters stormed and trespassed on security premises in Naguru, and under the supervision of Rtd Col Dr. Kiiza Besigye, a senior Police Officer was assaulted and tortured by mob action.  Rtd Col Dr. Kiiza Besigye demanded to enter and search the security premises together with the violent people he had gone with. He, falsely, alleged that it was a place where “rigging” was taking place.

Obviously, this was a pretext, as he clearly knew where and how voting, counting, and tallying had taken place or was taking place, transparently, in the open, and in the presence of agents of all candidates under the management and supervision of the Electoral Commission.   The false claims by Rtd Col Dr. Kiiza Besigye were clearly meant to discredit the electoral process, cause confusion, and incite and enrage the public into violence.  After that incident, Rtd Col Dr. Kiiza Besigye was escorted by the Police to his house in Kasangati.

Fourthly, on Friday, 19th February 2016, we received information that Rtd Col Dr. Kiiza Besigye and other leaders of FDC intended to declare and announce results of the Presidential elections.  Obviously, since this was in violation of the Constitution and the law, and would cause confusion, the Police quickly acted and prevented it from happening.  It should be noted that, under Section 57 of the Presidential Election Act, it is only the Electoral Commission that has the mandate to declare results.

Section 83 of the Presidential Election Act prohibits interference with any duty under the Act (including declaring results). Indeed, to confirm our information, we found Rtd Col Dr Kizza Besigye and other leaders at the FDC Headquarters at Najjanankumbi, with journalists, preparing a Press Conference.

Morever, through social media platforms and sms messages, the FDC had made their intentions known publicly. The Police officers I sent attempted to engage with the FDC leadership in vain.  They were defiant.  Their supporters attempted to block Entebbe highway prompting the Police to intervene and restore public order.  Rtd Col Dr. Kiiza Besigye and other FDC leaders were then arrested, briefly held, and later released.  Rtd Col Kizza Besigye was, then escorted back to his home in Kasangati.

Fifthly, on Saturday, 20th February, 2016, the Electoral Commission pursuant to its constitutional and lawful mandate, declared the results of the Presidential election, and the winner of the elections.  Rtd Col Dr. Kiiza Besigye’s agents absented themselves and therefore did not collect their copy of the results.  Subsequently, on 21st February, 2016 Rtd Col Dr. Kiiza Besigye released two statements and addressed the press at his Kasangati home.

The first statement was to the youths, inciting them and calling on them to “take over their country”. The second statement was an announcement calling all his supporters to accompany him to offices of the Electoral Commission along Jinja road, ostensibly to pick his copy of the results and to “claim their future back”.  This procession was to occur on Monday, 22th February 2016.  It is now, common knowledge that any procession, like any public meeting, must be carried out in accordance with the Constitution and the law, in particular the Public Order Management Act (POMA).

He had not bothered to notify the Police as required by the law.  Moreover, it should be noted that on that day, schools were beginning and parents would be taking children to school, meaning there would be more traffic in the City. The Police released a public statement calling on Rtd Col Dr. Kiiza Besigye to respect the law as well as the rights of parents and their school going children, as well as the business community, and not go ahead with his planned unlawful procession that had the potential for violence, given our earlier experiences with rowdy youth accompanying his convoy.

Nevertheless, on 22rd February 2016, Rtd Col Dr. Kiiza Besigye attempted to leave his home and lead that procession prompting the Police to hold him under preventive arrest.  Again, yesterday, Tuesday, 23rd February 2016, he attempted to go ahead with his plans, but Police stopped him.

Clearly, therefore, the Police actions regarding Rtd Col Dr Kizza Besigye are justifiable both in law and in fact.  We have a duty to protect the people and their property, and ensure there is law and order in this country.  Moreover, the Constitution is clear that individual rights and freedoms are not absolute.  Article 43 states that in enjoyment of freedoms and rights, no one should prejudice the rights and freedoms of others and public interest, (in this case, public order).

Accordingly, therefore, the regulation, and close monitoring of the movements and actions of Rtd Col Dr Kizza Besigye is within the constitutional and legal mandate of the Uganda Police, and is a consequence of his utterances and activities that amount to incitement to violence and defiance of the law.

But even then, and contrary to propaganda in the media, we wish to make the following clarifications:

  • Rtd Col Kizza Besigye is not under house arrest. He is allowed unlimited access to his lawyers, family and party officials, among others, and is not in any way hindered from preparing to legally challenge the results of the Presidential Elections if he so chooses to do so.
  • FDC offices have not been closed, and their activities relating to elections are ongoing. Police has not, as is claimed in the media, confiscated FDC declaration forms or done anything to interfere with the legitimate activities of FDC.

In conclusion, since Rtd Col Kizza Besigye has not retracted his statements of defiance and incitement to violence, Police shall continue to regulate and closely monitor his movements so that he does not pose danger to public peace and national security.  Moreover, we have information that his planned procession is not just a procession, but rather beginning of a planned and generalized campaign of violence in the City and select municipalities across the country.

Clearly, this is supported by the public utterances of Rtd Col Dr. Kiiza Besigye. As much as possible, we shall continue to constructively engage him and other FDC leaders urging them to cooperate with us to ensure that peace, law and order are maintained in our country, and advise them to seek legal redress rather than resorting to violence in addressing whatever grievances they may have.

NRM Bus Company Ltd – “Ferrying crowds for the benefit of Party NRM-O”; In Service since 3. November 2015!

The National Resistance Movement Bus Company Limited started its operation on the Presidential Nominations Rally on the 3rd November 2015. The buses was used from the districts and picking up ‘Crime Preventers’ to the Campaign venue. As the successful launch was not without defects as the Company stranded the people in Kampala instead of ferrying them home.

The NRM Bus Company has verified the actual value of their “car-park” as they have 168 buses. Which is being used to serve the company and make sure they deliver people to the campaign venues; the people themselves don’t want to show up without being payed and getting a free ride there. The people who usually doesn’t attend the rallies as the villages and small towns to get to the main venues to see Bebe Cool, Jose Chameleone and the Executive Director of the NRM Bus Company Honorable Yoweri K. Museveni. The one man who has used some of his funds to start the company!

In the November 2015 alone the Bus Company used UGX 140m on the expenses on the company side (Alliance for Campaign, 2015).

Operational Launch of the Company:

On the initial launch of the company for the nomination rally the Company used the NRM Secretariat UGX 45m to have enough funds to get people from Lyantonde and Mubende to Kololo Independence Grounds on the 3rd November 2015. From the Area the Company had promised to send 15 buses, but only 9 showed up; so the Company did not deliver that day to expectation in the area. Buses from Kololo were also using the service of the Company from Kabale to the campaign venue.  

To the Luweero rallies the Buses was pre-occupied to get the people from the villages to the venues on the 9th November 2015. They ferried Crime Preventers that was stranded after the Kololo break-down to the rallies in Luweero.

On the 25th November the rally in Kotido town, where people from the villages had been ferried to; but the Company had also engagements in other parts to secure attendance for the party that owns the Company, though the delivery was sub-par in Kotido as the people we’re stranded as the Company was not prepared to facilitate people home on that occasion.

The Operation on 12th December the Company had a successful business as they used 30 buses from Mbale to Bududa. The ones that took the opportunity that day in Mbale got UGX 5k and free yellow t-shirt.

The Company suffered a big set-back in Mbale at 12th December as the truck-drivers was not fairly compensated or the former pledges of the NRM Company was not being kept. Even when a Government Official in the Region District Commander (RDC) was going to negotiate with the Company men, they still refused.

On the 18th December the Company had a sufficient delivery as the Campaign in Tororo was filled to the brim with no locals and that people from all corners was payed to attend the rallies that day. The people came the day before and Company surely did get people to the event on the 19th of December.

On the 4th January in Kabale towards the main rally at the Kabale Stadium, from all around the villages in the district buses was travelling and giving money to attend the campaign rally. The amount of cost for this rally was expected to cost the company UGX 500m.

They had operations at the 6th January in 2016 to get people from Ntungamo to Rukungiri to make sure that the people arrived safely to the Rukungiri campaign venue. The worst part of the delivery was the village people who had joined and taken part of the services on the 6th January in Kihihi, was stranded at the Kihihi Police Station; so the Bus Company did not live up to expectations.

On the 10th January in Isingiro the Crime Preventers was the one who was attending the Campaing Rally, while the locals walked home, successful in the way the Company got Crime Preventers to the venue, but the locals did not use the service.

In January they had a central in Mbarara while making sure the affiliations and hired extended companies like 11th January the Global Buses to ship people to the Campaign venues. As the 13th January hired another buses to make sure they got people from the districts around the area to get people to Bushenyi.

On the 2nd February the Company fixed trucks and buses to get people to the Sembabule rally of the owning party, but did not facilitate to get people home, as they we’re stranded, the Company was off to other engagements and rallies; was also not ordered to get people back home after the rally.

On the 4th February the Company used it resources and got people as far as Kalangala to be a part of the rally at Masaka. They used rented and owned trucks from the long distance areas to make the full with people.

On the 8th February to be able to have enough people for the rallies that day, the Bus Company had operations in the Busoga Region, giving T-Shirts and UGX 20k and the ride to the campaign venues of the day. As the locals that day would not attend on the rallies there.

On the 10th of February the Company had troubles with the arrangement and buses where in the shop so the service delivery was substandard and therefore the amount of people at rallies in Entebbe as the mechanical problems destroyed the result of the company that day.

On the 11th February the Company had hired Global to be successful again getting people from Mbarara to Kampala to attend the venue graced by the company.

Today (12.02.2016)  in Kampala the NRM Bus Company have been busy with offering ferrying services from Central Parts of city to Kawempe main rally, as the operations drops UGX 5k as the Bus Service was in operations in Kampala.

Basic Part of the Operation of the NRM Bus Company Limited: 

As we see the operations since the beginning has not been perfect, but that is to blame for the mobilisers who has not address the central organizations as Mike Ssebalu as the NRM Campaign Task Manger or Gen. Tukumunde “the money man” who hasn’t fixed the money from the owning party. As the NRM Bus Company is not yet a fully functional enterprise or limited company as it will be after the 19th February. Then the NRM Bus Company Limited will both dissolve and sell the buses, so they can be customized for those who want the buses that have tested the worst roads of the country while driving from village to village. Our main spokesman in Ofwono Opondo who will delegate the issues that you have through the Uganda Media Centre, while Jim Muhwezi and his men in the Ministry of Information and National Guidance, as they take the questions you may have on the NRM.ug as that is in their working title. So the Press if they have issues should either address Hon. Opondo or Hon. Muhwezi. The Executive will just address the bus-matter if the participation is fully in his hand and not set standards by anybody else. If you have issues with procurement or allocations as the party sometimes as owner delivers the payments slow, be assured the Dr. Ruhakana Ruganda will come with the necessary facilitation to make sure the venue and people have the money that they deserve for being a part of the Bus Company, A customer and also a citizen at the same time. There been a slow Sunday. Seems like many of the camps has little to offer today, I am sure it will be more on tally tomorrow. Especially considering the KCCA ruling will happen tomorrow. The others is the continuation this next week of the other candidates. Will be NRM based today, but Go-Forward was dealing with getting venues and their new radio. FDC was silent and celebrating soccer result to the Cranes. Abed Bwainka, nothing? TIC Candidates, not much! And so I can go on. To little meat on the barbeque and little food. But try to enjoy this meager supper.

The Dream Live Team with Maurice Ochol and Suhail Mugabi was heading to Zombo for the rally.  After Zombo rally he has later had a rally in Nebbi.

Unknown kidnappers of Charles Kafeero Mutaasa:

Unknown kidnappers have kidnaped Charles Kafeero Mutaasa who is the Chairperson of the Red Top National Youth Activist in Uganda. He was kidnapped by unknown people, possibly suspected security agents at around Kidnapped Monday at around 11.12pm, at Church road, Kamwokya. However today there has been a new development, he was dumped at Northern bypass strapped up in ropes and saved by boda boda cyclists. At the moment he is at case clinic Buganda Road, under intensive care because he was beaten to pulp. We welcome any information that could help us raise a case against his kidnappers.

We however don’t make a mountain of weird allegations about it. The masaka posters’ story was not the only one. There was the famous ping-pong the lawyers of mbabazi tried to create with the DPP over their own created and headline seeking story that their man was to be arrested for offenses they listed on the eve of his nomination. Fortunately mbabazi was not arrested as they had desperately wanted and the DPP rebuked them to stop playing political gimmicks with his independent office” (…)”The various candidates in this campaign must address how they intend to manage and mitigate certain adverse effects that arise from wrong monetary and fiscal policies ; like inflation. Good Monetary and budgetary policy settings are always aimed at low and stable inflation and sound public finances that are conducive to long-term growth. Sometimes these policies will also help to contain shocks, but there can be trade-offs. Monetary policy that has ensured a firm anchoring of inflation expectations will allow a stronger response to shocks and helps guard against deflationary spirals in the wake of large negative shocks” (Tumwebaze, 2015).

Official: UPC has strike a deal with NRM

There is now official and not a rumor anymore. That means that UPC and Jimmy Akena is parting way with their heritage and selling their soul to the NRM and to  their now Presidential Candidate Yoweri Kaguta Museveni. Somewhere is Milton Obote turning in his grave.

Today it’s the fifth presidential rallies in Uganda. The first working week is over and the rallies will continue. Yoweri Kaguta Museveni is not riding in military vehicles, instead sending the NTV packing for their so-called biased views on the rallies. Then he does love the New Vision today who had a 5-page special on the NRM. There more deflections from the party. I will not spill all the beans. So keep on reading!

NRM and Media:

Museveni expels NTV from his media team after what he called unbalanced reporting on him. As per now, NTV journalists are being escorted back to Kampala by soldiers of the Special Forces Command. Daily monitor was also warned of a possible closure should their reporting continue to ‘favour’ the opposition ‘against’ Mr. Museveni.

Dr. Livingstone Sewanyana needed to have dialogue with the media houses of New Vision and Bukedde about the current concerns the coverage of the campaigns. Dr.Sewanyana is a member of CCEDU, so he surely wanted to discuss the 5-page piece directly on the NRM rallies yesterday and not much about the other parties in that paper today.

For this dummy of a ‘plane’, the ‘manufacturers’ were reportedly contracted for Shs 400m to have this ‘crowd-puller’ at all President Museveni’s campaign rallies. Having not seen even a coin so far, a group of about 15 youths today stormed Kololo Independence grounds to take back their ‘plane’ but were ordered to back off by the mean-looking military police guards. So mean, the guards were, they threatened to beat up and break the journalists’ cameras who had been tipped off about the demo – warning; “for us, we are not your ordinary policemen”

Yoweri Kaguta Museveni had a rally at Omuge School in Bala Sub-County. Where he said: “Government to set up and maintain boreholes”.

NRM campaign in Kole South there was even UPC Officials was endorsing the President. At Benson Ogwal Obua the UPC spokesman has told the NRM Caucus and at the Rally that the UPC votes in the Lango Sub-County should vote NRM. Jimmy Akena of the UPC said this about TDA today: “Our instance on lowering our flag at TDA offices was because we hadn’t agreed to join the alliance. Party hadn’t agreed” (…)”I can’t make a decision on behalf of the UPC. Such decision are made by the party. Currently, we’re listening to both sides” (…)”We are listening to all voices. Our purpose in this election is to restructure the party and target 2021” (NBS TV).

NRM members in Mbarara deflect to FDC:

“About 200 angry supporters of the ruling National Resistance Movement in Mbarara district this morning denounced the party and proclaimed support for the Forum for Democratic Change” (…)”The supporters led by Bitekyerezo’s chief campaigner Polly Katwiire gathered at Mbarara independence grounds before the Deputy RDC Jimmy Kateera and started destroying their party cards” (…)”They accused Chairman Jomo Mugabe of altering the election results and going ahead to publicly brag about it” (Nahamya, 2015).

NRM members and even FDC members from the Masaka deflect to Go-Forward:

“More NRM party members, including councillors from Masaka sub-region, have defected to the Go-Forward camp, declaring their support for Mr Amama Mbabazi’s presidential bid” (…)”Among the defectors were Dr Shanon Kakungulu, who represented Masaka Municipality in the 6th Parliament on NRM ticket, Ms Salama Nakandi, Bukomansimbi District speaker, and Mr Andrew Mutebi, the youth councilor” (…)”Others are Mr Daniel Ssejoba, a councillor for Lwabenge Sub-county in Kalungu District, Mr Raymond Sserunkuuma, an aspirant for the Masaka Municipality MP seat and Mr George William Bbuye. The political wave also snatched Hajj Musa Mutebi, the FDC chairperson for Lukaya Town council” (Ssekweeyama, 2015).

Professor Baryamureeba’s campaign:

“2016 presidential candidate Venansius Baryamureeba says campaigns will slow down the economy because Ugandans are staying away from work to attend rallies. Professor Barya cites this as reason behind his decision to suspend rallies and resort to door-to-door engagement, online — especially Facebook and Twitter — and broadcast methods of campaigning” (NBS TV).

First Nomination Day of the Presidential Aspirants in Uganda

Today and tomorrow are the days where the stadiums will be filled for the nomination rallies in Uganda for before the General Election in 2016. This will be for Yoweri Kaguta Museveni (NRM), Amama Mbabai (Go-Forward) and Dr. Kizza Besigye (FDC). Even the businesses in central parts of Kampala are shut-down while people are going to Mbabazi’s Nakivubo stadium. It’s also been hectic and jams around Ntinda today. The Police have had check-points on the roads into the Nakivubo Stadium today! A strong police presence in Kampala is strong today!

Its election time so the NRM-Regime does something to the citizens they have actually given free fuel and free money before the Nomination Rally at Kololo Independence Ground today! Surely election season, things can sometimes become free!

Amama Mbabazi: “We are fully aware of the election obstacles in Uganda and we are going to overcome them”.

Yoweri Kagua Museveni extract from the recent speech to the NRM CEC 01.11.2015:

“I need to caution our members about branding each other ─ saying this, is “pro-Mbabazi” “pro-FDC”, etc. Ugandans know how to speak for themselves. The crowds coming to Kololo and the NRM stadium has been shipped in with buses from Jinja Road from all over the country and also closed local schools in town to support the President.

Candidate Museveni duly nominated at 10.21 am, where he was with the Electoral Commission Chairman Eng. Dr. Badru M. Kiggundu hands him nomination certificate.

Prof Byra - UPF

Professor Venasius Baryamureeba has also been certificated the nomination for the Presidential Aspirant, and he got nominated at 12:00 Am at Makerere University Business School (MUBS). The Professor has himself thanked the Uganda Police Force for handling the crowd well today. Prof Barya said this today: “Today is when we begin a serious journey of beginning back our country Uganda to the right track”.

Earlier reported that Charles Lwanga has arrived and been at the Electoral Commission has been accepted for his nomination as a Presidential Aspirant.  But later reports tell that he failed to fulfill requirements and also have the bank slip with the 20 million fee for the candidacy. So he will surely not run this 2016-2021.

Information from the Electoral Commission:

There been totally 48 picked nomination forms, the total 12 returned forms, 10 satisfied requirements for nomination has gotten the nomination certificate.

Nasser Ntege Ssebaggala 031115

One of candidates who have now returned his Presidential candidacy is Nasser Ntege Ssebaggala the former Mayor of Kampala.

President Museveni said at the Nomination Rally today: “I request your vote to finish what I have started plus new development programs for the country”.

Amama Mbabazi says this: “I am happy I came after President Museveni this is how things are going to be”.

Iganga LCV Vice Forman Gabula Ezra defects from the NRM to the Go-Forward.  Acting DP Publicity Secretary Paul Kakande has deflected from the party to Go-Forward today and Lango elders vouch for the Amama Mbabazi as well. The Lango elders gave him a walking stick as a “sign of respect”, they gave him that the Nomination rally at the Nakivubo Stadium and even some Lango supporters gave him a spear.

The NRM Youth leaders Omodo-Omodo and Adam Ruzindana are at the Amama Mbabazi Nomination Rally today. There is reported to be some leaders from the Conservative Party also represented at the venue today! Uganda Federal Alliance’s Betti Kamya was also present at the Stadium. People’s Progressive Party has said it has supported the candidacy for Dr. Kizza Besigye three times and that has been in vain. So they now endorse Go-Forward now! Asuman Basaliirwa of the Justice Forum (JEEMA) said: “JEEMA will back Amama Mbabazi for and are positive for 2016 and is time for Amama” (…)”The country has only one problem…Mister Museveni”.  Former Tooro Kingdom Prime Minister Hon. Stephan Kaliba has endorsed Go-Forward! Medard Lubega Segona the Buganda Information Minster claims today: “gives credit to Amama Mbabazi for pilling pressure on Museveni to return Buganda property”.  Jimmy Akena claims to be the UPC President at the JPAM rally.

While somewhere else is Olara A. Otunnu claims to be the President of the UPC.  So while this is happening, who is really running the UPC? We have known for a while about the split and Otunnu and Akena wings of the Party… but the introduction of both leaders as leader of the Ugandan People’s Congress is a bit tricky on a day like this! Olara A. Otunnu said this: “All those who want the change should come together and unite to be one. Unite with Amama Mbabazi”. Mira Matembe said that this the motto of the country has changed from “For God and Country” to “For my stomach and my family” she continues: “Even Mbabazi realized that things had changed for the worst, that’s when he gave it (Regime) up!” (…)”NRM simply uses and discards its woman and youth”.

Dr. Abdi Bwanika will launch his candidacy for Precedency tomorrow and launch his campaign at the Nsambya Sharing Hall.

Dr. Ian Clarke who has run as Mayor for Makindye, he is now officially running for MP.

Important Notice for 5th of November:

Eng. Dr. Badru M. Kiggundu the Electoral Commission Chairman has told the media that he will have meeting with the Presidential Aspirants and Candidates so they can harmonize their campaigns on the 5th November.

Buses from Western Part of Uganda 031115

There was rumored about the buses from the other parts of the country for getting NRM-Supporters to Kololo Independence ground and the Nomination Rally of Yoweri Kaguta Museveni today. The issue and reports now is that the same people does not have a de-tour or return buses from the NRM. So certain NRM supporters from Up-Country are stuck at and around the Kampala Central Police Station and Bombo Road. For the simple reason there is no official transport back to Lira, Gulu and Arua. This was from where they was shipped from to get to the venue and start of the Campaign for 2016 for Mzee.

This is interesting start to the official start of this presidential election in February 2016. Tomorrow is the others candidates start as official candidates.  As the big one tomorrow is Dr. Kizza Besigye.  And the other candidates that might have a clarity to run; even if we have a mighty big chance of the NRM-Regime to rig the coming elections in favor of Yoweri Kaguta Museveni and the NRM, then we shouldn’t be surprised. The thing we can see if there will calm and clarity and if the UPF will keep their heads cool! That is something to look forward to… see if they can achieve that.
