The new cabinet isn’t that sharp [Museveni’s most intriguing Minister’s for 2021-26] Part II

This is the second edition of the articles on he 80 people the President has appointed to various of Ministries lately. President Yoweri Tibuhurwa Kaguta Museveni continues his extended government and additional offices. This term 2021 to 2026 is no difference. I will look into further of the appointees and what I can find that is significant.

What is very important to say. Is that many who has been retained or gotten appointed are there out of share loyalty to the President. They voted for the Age Limit and fought for it as well. It is a gratitude and proof of loyalty. Nevertheless, that’s not the whole thing, but an important… one nevertheless.

For some reasons beyond me. The inept and sorry excuse of an MP. Chris Baryomunsi is appointed as Minister for Information, Communication Technology and National Guidance. That means several of people have a new boss. The man who will control and have the UCC under his Ministry. The man who said people deserved to wait and die when the Cancer Machine didn’t work at Mulago. A person who didn’t understand why the standard and lack of investment into the education sector, as he visited a school. This man will now run the ICT and have this role. He will be a token soldier and run wild here. Not the fella who will make it better, but silence critics and be vile on TV. Just watch out!

The forever young Gen. Kahinda Otafiire. A man who is always selected and has a natural vibe of a Ministry. The previous Justice and Constitutional Affairs Minister. Has now the prestigious Ministry of Internal Affairs. He will truly assault on the ones who is in the way of this Presidency. He is the sort of man who will try to corrupt an election to win and ensure his opponent linger in jail. So, this man isn’t that great, but entitlement is a bitch and the General will continue to pursuit it to the end of his days.

Raphael Magyezi, the one who is the definition of a autocrats best friend. The man who is willing to trade away his soul. Just for some pocket-change and benign trust that it will pay-off in the end. For now his at the mercy of the President. Who has retained him after “private” billing the Age Limit. Still, this man has nothing now. If it isn’t for the goodwill of the President. He knew he isn’t loved and therefore, he isn’t even an MP anymore either. An appointee with no future, except for the blessing of the State House.

Judith Nabakoba MP have perfected the unadulterated press releases in her last term in Parliament. Nobody gave out more information and more statements than her. She was steady with them and parroting the narratives of the state. This is why she was retained and will have another role. She is now appointed as the Minster of Lands, Housing and Urban Development. Where she might be more silent and be more knocking-on the doors of the State House for a safe journey.

One Independent NRM “leaning” MP Agnes Nandutu is the former ‘Point Blank’ reporter and journalist turned politician. Who lost in the NRM Primaries but was able to become MP in the General Election. She is now appointed as Minister of State, Office of the Prime Minister in-charge of Karamjoa.

Evelyn Anite returns to the Cabinet after double loses in the elections. She lost in the Primary and in the General Election. Still, the President is appointing her as the Minister of State for MoFPED in-charge of Planning. She has been a minister in the last term into business. The President is putting her as a deputy under Matia Kasaija. That will be good for her in one way. As she is proven as a soft-weight last term. Even if she is bold, brash and out of line. Going full steam ahead and the President have to clear out her mess like he had to with Uganda Telecom and other saga’s pertaining to Anite. She is living on the mercy of Yoweri and should count her blessings. Also, let us not forget that she is the “gateway to Koboko” and has the army behind her. Please. Remember that. 

Henry Okello-Oryem is another one of them who just has to be retained. His a State Minister of Foreign Affairs, in-charge of International Affairs. This is a role he has kept for years. Even as his boss Kuteesa is gone. His retained miraculously. We can wonder why, because it is not like he has worked magic or done anything significant in the previous of years. His there because Museveni trust him and nothing more than that.

Sarah Nyirabashitsi Mateke MP, the daughter of Dr. Philemon Mateke ran for MP in 2021 and won. She has been in Parliament in 2011-2016, but lost in the last term, but returned as this one. Ironically, she ran as an independent in the 2016, but lost to the the NRM candidate in Kisoro. She is one out of 6 Ministers appointed from the Kigezi Sub-Region.

Another forever Minister is Sam Okello Engola has been in good graces since he was appointed as a member of the Constitutional Assembly in 1995. Been in Parliament since 2001 and held various of posts since then. He is just one of those spirits on the wall that keeps getting retained and delivers exactly what the State House wants. This is why his such a fellow who get appointed and keeps getting high ranking official work by the President.

A giant shocker is Owek Joyce Nabbosa Ssebugwawo, Forum for Democratic Change (FDC) politician. Who has been the National Chairperson of FDC and a former minister in Buganda Kingdom. She was part of a team who worked directly with Patrick Oboi Amuriat in the negotiations and talks with Muntu after the former Party President lost the previous election. She’s such a integrated part of FDC. It is astonishing that she accepted the appointment and now becomes a State Minister of ICT and National Guidance. Working directly for Uganda Media Centre and other entities spewing out propaganda for the state. That’s such a epic downfall from grace. A betrayal of the cause and a former confidant of Besigye going rouge for Museveni.

Here was another 10 more appointments and my comments. My research and looking into the cabinet for 2021 – 2026. This is very interesting and shows what sort of people Museveni appoints. It is a clear sign, but also a shocker. That Owek and Mateke get’s picked is weird. The others are more accepted, but needs a gist of their past and show how long they have been in the game.

The President drops a few appointees that you couldn’t expect, but also some staple. There is some who just have to get a Ministerial Post and be a High Ranking Official. That is just their livelihood and expectation. Peace.

Opinion: Bobi Wine shouldn’t go too Yellow

NUP Presidential Candidate Robert Kyagulanyi Ssentamu Bobi Wine has asked the people of Koboko to vote for NRM’s Dr. Charles Ayume as Koboko Municipality MP, saying that he has been following him for some long time and he is a good person” (91.8. Boona FM, 08.12.2020).

Just mere days after he anointed Rebecca Kadaga, the National Resistance Movement (NRM) loyalist and two term Speaker of the Parliament in Kamuli district. He has now in Koboko vouched for Dr. Charles Ayume.

Yes, he does this deliberately and yes it’s sending the wrong message. Yes, his peers and allies say he vouches for independents and FDC candidates too. Because, the National Unity Platform (NUP) isn’t able to field candidates for MP everywhere.

However, this political gambit is only limiting the space between him and the President. The change his supposed to happen. Yes, some can say this is a sign of unity and working together. Nevertheless, has the NRM worked that together? They have only worked to weaken the opposition and their parties!

That’s why the Democratic Party (DP) and Uganda People’s Congress (UPC) have made arrangements and had their MPs taken by the NRM. These have been in cabinet positions as members of the other parties. Still, after a term they have gone yellow. So, it is all beneficial for the NRM.

Now that Bobi Wine is speaking well of NRM. He is initially vouching for the incumbent by doing this. He can speak well and endorse whoever he pleases. The message he sends by doing it isn’t all about unity, but more a mixed message.

As he speak of delivering the removal of the dictator, but accepting his comrades and vouching for them. The ones who are abiding the dictator and being vocal supporters. These folks are working for the party and for the President. Therefore, cheering them on isn’t a good look.

Even if the NUP or the allies aren’t able to field candidates in the districts his holding rallies and campaigning in. Since, the opposition and NUP has a disadvantage from the get-go. They have less time, less resources and structures to compete. They cannot canvass or organize without meeting the Police or the army. Therefore, the opposition are bound to fail and lose by mere participating.

Now, we know this and the NRM has rigged the game this way. That still doesn’t justify and gives reasons for him to support NRM candidates. Because, if his removing the bead. He should also seek to remove the system that keeps it alive. The MPs and the candidates beneath the President is enablers and the ones keeping it at bay. They are interested in seeing NRM succeed and not seeing Bobi Wine winning. Feel me?

The ideals of Dr. Ayume might be fine. We all enjoyed to see Hon. Anite loose in the primaries. However, that isn’t enough to give him credit. His still apart of the unholy alliance of people sucking up and abiding the principals of the dictatorship. Have a hard time seeing this making a difference.

The only thing this does is to spark confusion and also wondering how deep his will of change is. Which it shouldn’t be… it is unnecessary and only causes “propaganda” victories for the NRM. As they are seeing the rising star is endorsing their candidates. That is not the look he intends or are interested in.

Mr. Bobi Wine aka Robert Kyagulanyi … please for the love of God not support men like these. Then your tricked by the hustle of Tinkasmire and others who only uses the NUP and People Power as meal-tickets. These folks are only getting the bashing glory, but singing songs with Jajja/Bosco/Mzee at the first given moment. They are even awaiting their next envelope and suit. That is what they does…

Be smart and think ahead. These cheap stunts will not cover in the long run. Its a Segway, but not a solution. It is giving gifts to the dictator and he doesn’t deserve a damn thing. Peace.

The UTL Saga: The state salvages the debt to resurrect the Walking Dead

This Mango has gone through a lot. A former state company sold to Libyan investors and after the Libyan credit started to fail. The Ugandan Telecom Company (UTL) or Mango started to suffer too. The Telecom have been so hard hit that three years ago the state had to take it over.

There been so many twists and turns, where the company have been rumoured and speculations. Even the Minister and owners was speculated to moved to a shell company in Mauritius. Therefore, today’s sudden windfall and paying off debts. Is only bailing out a sinking ship and hoping it still doesn’t sink.

The UGX 45.6 Billions to the TDB (Eastern & Southern Trade & Development Bank). With this payment of this debt. The state is initially taking over UTL. This as they plans to make the UTL attractive to investors again. Mango haven’t been viable for years…

The Libyan Post ditched in March 2017 and since then it has struggled. The Libyans said the Government of Uganda needed to figure out a transformation plan for the UTL. It has clearly taken three years to figure this out. That nobody wanted to takeover the loans of a company, which haven’t invested in Telecommunications in years. Where the changes of mobile data, 3G and 4G networks for smartphones. The UTL haven’t had the funds or the ability to change with the times.

UTL is struggling because the state haven’t been able to save it before now. The regime needed over three years to figure this out. This with the steady leadership of Evelyn Anite, Frank Tumwebaze and Gen. Kahinda Otafiire interfering all at different times. While they have all done their part … it still took the Committee until now to secure payment for the debts. This should have been resolved earlier, if they intended to make it viable business.

In 2017, Anite even wanted all Ugandans for Patriotic reasons should have one UTL line. Maybe, she thinks everyone has a Airtel, MTN and could have UTL sim-cards in their phones. As the usual person should have at least double or dual sim-cards.

This all been a long lasting saga, which shouldn’t take this long. It is a fledging company. A former state corporation privatized and sold for scraps to Libya investors. Who earned on it in the good times, but ditched it when it got hot. Because, it been years since the UTL been viable and been a commodity.

This Mango is rotten. The Mango tree isn’t yielding any fruits anymore. This is a Walking Dead Enterprise. A Telecom who has no traction and is only throwing good money for bad investments. The money could have been burned in a street or thrown down a storm-drain, and it would still have more sense then investing it here.

UTL is being saved, but was it worth saving? Does it have any assets or financial liabilities worth mentioning? The competitors are miles ahead and the UTL needs huge investments to be in the same arena. Do they think another investor will spend money like a drunk uncle in a market, which is already filled with big companies. Who has small margins and higher taxes.

Therefore, the ones doing it … has to be regime “friendly” and willing to throw away good money for a bad investment. Peace.

NRM Primaries proves the deficiencies within the party… [and ministers are losing]

It is not shocking that Ministers are losing their seats in the National Resistance Movement Primaries. That has happen before, where NRA Historicals have lost favours after prolonged time in office and nothing to show for it. In 2020 that is no difference.

We are also seeing people who has moved from being Anti-Museveni and harsh opponents turned ministers failing to win. Beatrice Anywar and Beti Kamya being two of them. They have both lost their spots after moving to the Movement. They have to run as Independents. As they don’t have any favours where they fled from either.

That Elioda Tumwesigye lost for instance in Sheema, where he has run several of elections and one. Even a By-Election mid-term in this term. Therefore, it is a shocking enterprise to see him bow out in an inside party election.

In Bushenyi, Mary Karooro Okurut also lost out. In Nyabushozi, there is reports that Fred Mwesigye is loosing too. Evelyn Anite lost in Koboko as well.

There are reports of deaths in three districts. Where family members of the President is for instance fighting over a position like in Mawongola North, where the daughter of Kuteesa is battling the son of Museveni Sado. Clearly it turned violent and the elections was suspended. Similar things happen in Tororo and in Sheema as well.

In Rakai, five boda-boda’s have been burned. One candidates supporter beaten into a comma.

From the NRM Youth League, the leader Gadaffi Nassur for Katikamu North has won and Lillian Arber won in Kitgum.

Even with the voting in line, as in the 1980s elections. The NRM Electoral Commission cannot be proud of the hectic mess. They are not able to keep all the ducks in a row and has to manoeuvre things by the State House to solve the chaos committed. The stakes are so high and therefore, the fall is so massive.

There are reports of 33 or 43 MPs going in unopposed. Alas, there are sole-candidates in the party. That is why these districts and counties are not creating issues.

In 2015 someone called the NRM Primaries a circus. The same could maybe be said this year as well. There are always internal conflict, death, destruction and problems created by the polls. Nothing was different this time.

The NRM are creating havoc over seats in Parliament and the other positions as well. Peace.

Opinion: I’m sorry Lumumba, I don’t believe you…

Yesterday, National Resistance Movement (NRM) Secretary General Justine Lumumba held a press conference ahead of delegation conference of the party and the road-map for the elections. This being in general campaigning and such.

On key point stood out to me and it was this one:

6. On the 7th August 2020, CEC sat to consider and approve the regulations that will be used during the Extraordinary Meeting of the 3rd National Conference, including the related NEC and CEC Meetings. Some have been mentioned above. Others include:

a). CEC directed that the Ministry of Health SOPs should seriously be observed to throughout the conduct of all political and electoral activities of the NRM. This shall be done in order to ensure that we protect the population from the risk of infection of the COVID-19 virus.

b). CEC directed that there should video recording of the entire Meetings of NEC and the National Conference, to ensure maximum transparency.

c). CEC has strongly emphasized that any form of bribery, utterance of any sectarian statements and use of inappropriate language, are unacceptable. Such practices are contrary to the values and principles of the NRM (please see Code of Conduct in the Fourth Schedule of the NRM Constitution), and the laws of Uganda. Any breach any shall have dire consequences. I therefore wish to call upon all NRM members to be law abiding, and to also strictly adhere to the MOH SOPs. The law enforcement officers are hereby called upon to ensure members comply with the law” (National Resistance Movement – ‘Media briefing by the Secretary General’ (9th august 2020).

As we see here, the highest organ of the ruling party have directed the party. A party which has flaunted, forgotten or not cared about the presidential directives and guidelines in concern to the spread of COVID-19. That is why the Electoral Commission and Ministry of Health have landed on strict guidelines, which made certain types of gathering illegal, this being processions, rallies and bigger meetings in general.

I doubt that Captain Mike Mukula, Prof. Ephraim Kamuntu, Evelyn Anite, Haruna Kasolo, Frank Tumwebaze or Dr. Jane Ruth Aceng will face the law. I really do, these people combined with the Flag-Bearers to be will be able to get away with rallies and processions. That has happen all across the Republic.

We know this, even sons-of-bush-warriors who is running for Parliament can have rallies. These are all okay in Up-Country. They are either doing supposed launches of government programs or internal party elections. However, these sort of activities would be blocked in a heart-beat with tear-gas, arrests and anti-riot police on the beckon-call of the RDCs. We know this treatment is only for the opposition, the NRM are above that and will not be touched.

That is why Mukula, Kamuntu, Anite, Kasolo, Tumwebaze and Aceng could all during the COVID-19 have rallies and similar types of activities. They can say, its something else, but all is bathed in yellow.

We could laugh about it and just say its a misfortunate affair. However, I don’t believe … the Police Force’s, ISO, CMI or the LDUs will crackdown on the NRM. That is not happening. It haven’t happen in the past neither in the near future. Not as long as the King stays the King.

These are untouchable. The SG of NRM said the right thing, but I don’t believe it. Until I see the bracelets and the charges done in Court. Which we will not see, because that will not be a good look ahead of the elections. Peace.

Mr. 1986 won’t play fair for 2021 [and the Movement continues to hold rallies]

For the ones thinking social distancing, lockdown measures and COVID-19 isn’t a nice sideshow for a “Scientific” election. Sorry brother, you were wrong. The National Resistance Movement (NRM) and its allies can campaign in the villages, towns, give away gear and even occupy churches for rallies.

That is now proven over the last two weeks. Several of ministers has been busy “campaigning” using government programs. Suddenly speaker Kadaga is in her district giving away masks. Minister of Justice Kamuntu holding rally in a church and in a yard. A State Minister for Health Aceng holding a rally in a sub-county in district, where she the flag-bearer in the election. Also, Minister of Gender, Labour and Social Development Tumwebaze held a rally for SAGE too. Minister Kasolo have been holding rallies in the name “Emyooga” too. All of this is happening and we are supposed to believe this all part public official work.

However, the opposition can nearly participate on radio shows. Without the police officers coming barging in. Opposition parties cannot hold press conferences at their offices without being raided. Opposition parties cannot met activists at own party offices up-country without getting their MPs arrested. This is all things that happen in the same window of the Ministers holding rallies.

Meanwhile, we are supposed to cheer and joy for the Movements opportunity to campaign. They are using all tricks of the trade. While the policing of the opposition continues. The opposition cannot do anything without meeting police officers. This is a renewed Public Order Management Act (POMA) just under Presidential Guidelines of Lockdown during COVID-19. Which is supposed to be supported by scientists.

However, the same people who are running the guidelines are breeching it and not begging for mercy. The same folk who are closing venues, churches and public rallies are holding the exact same thing. This is really showing how blind-sided the Movement is.

They are thinking people are so stupid, that they are not understanding or grasping the issues at hand.

This is electioneering before the Elections Road Map and scientific measures that was put in. Therefore, the concern for spreading COVID-19 cannot be that big. When the Ministers are all up in people’s faces and holding rallies. While, they are closing everything else for everyone else. Unless, they are immortal and super-humans, the sort who cannot spread the virus nor be asymptomatic. These MPs and Ministers are so special, that they are above the law and above the fear of the coronavirus.

Everyone else has to be frightened and are in danger. They are not like these people and they are unique, they are special and true VIPs. These folks would usually have the ability to travel abroad for healing. The rest have to go to a hospital with lacking equipment, staff and enough ICU beds. That is just the mere reality.

If the state was worried about the COVID-19. Its high ranking officials wouldn’t campaign on a regular. If the state was holding free and fair elections. The opposition would be able to do internal party works and also prepare for 2021 in a fair manner. However, that is not true. The opposition cannot hold rallies or do their thing. Nevertheless, the Movement can do whatever it want.

That shows the injustice and impunity of the state. They are just misusing their power and reign. It is so obvious, that’s its foolish at best. Peace.

Opinion: The NRM is busy campaigning under “government” program launches

Today, State Minister Evelyn Anite held a sensitization program in Koboko Municipality. Seemingly, just like State Minister Haruna Kasolo holding Emyooga launching all around the Republic too. Minister Frank Tumwebaze launching SAGE system across the Republic. There is also the likes of State Minister Professor Ephraim Kamuntu holding a rally in Sheema district. Also, the State Minister Dr. Jane Ruth Aceng in Aromo sub-county in Lira District.

You can see the scheme, the State Ministers has all recently held rallies, meetings and been in public. While holding public gatherings, when the campaigning is supposed to be digital and “scientific”. However, that hasn’t mattered for the Emyooga, SAGE or whatever else these people been doing.

They are using the banner of government programs to campaign. These Ministers are using their roles as government officials to hold rallies. While telling the public that they are doing something else.

We are seeing Ministers doing the public gatherings, while citizens are arrested in Kampala for watching Premier League matches. 32 citizens in a small space was moved from a pub showing the matches to a crowded prison without any social distancing. This is happening, while the Ministers are allowed to hold gatherings in public without thinking about this. They have tents and closed venues, but for political reasons.

If people wants to watch Premier League or be gathering in public. They should invite a Minister from the Cabinet. Sensitize or learn about something useful. If not invite them to shed some knowledge about a government scheme and then put on a match on the big-screen. To ensure the legality of the event.

Because, the Minister can hold rallies, campaign rallies and use their ministries, their platform to practically campaign. Just like the President used the Operation Wealth Creation tour to campaign last year. This is copy of that, but using other means to do so. They are doing this in their own districts, across the Republic. All wearing yellow, spreading positive messages about the Movement and doing it ahead of elections. Instead of being scientific and following guidelines of the same government they represent.

That is just insulting common sense. The Movement, the Ministers can act a fool, but it doesn’t make it true. They can act like this is government business, but it seems like rallies. That’s why its deceiving. Especially, when these people are entitled to do so. While opposition and people cannot gather like this without getting arrested. That’s why its insulting to act this way. When others are silenced from doing the same. Peace.

The Murchison Falls Drama of 2019: A unique National Park possibly destroyed over some hydropower!

In the Uganda Investment Authority (UIA) in 2019, the UIA released a report, the 3rd Edition of “Bankable Projects – Viable Investment Opportunity” among those are tourism investments, which is one point of attracting more tourists to Murchison Falls. Where they are proposing building High-End Cottages, Luxurious Hotels, House-Boats, Cruise Launches, Walking Safaris for instance. So, the state and its authorities has the ideas for what’s of value at Murchison Falls. However, today they back-tracked their earlier verdict of August 2019 and plan to do it anyway. Which is disgraceful and possibly starting a process, which will cause harm to one of the national treasures. That is world renown, but still that doesn’t seem to matter.

As the Electric Regulatory Authority clarification of June 2019 said:

ERA is mandated under Section 29 of the Electricity Act, 1999 (‘the Act’), to receive and process applications for licenses. In line with this mandate, on 25th April 2019, ERA received an Application for a permit to conduct feasibility studies from Bonang Power and Energy (Pty) Limited” (…) “A permit issued under sub-section (1) of Section 31 of the Act allows the intended applicant to carry out studies and any other activity that may be necessary to enable the intended applicant to prepare an application for a license to construct a Power Plant” (ERA – ‘CLARIFICATION ON THE NOTICE OF INTENDED APPLICATION BY BONANG POWER

AND ENERGY (PTY) LIMITED TO ESTABLISH A 360 MW HYDROPOWER PLANT NEAR

MURCHISON FALLS’ 11.06.2019).

So, ERA have given the Bonang Power and Energy a permit to do assessment and ability to do a conduct feasibility studies of the Murchison Falls for possible building a power plant there. This is the first step of plenty to ensure the falls in the National Park are built. It starts with a permit and later another permit and memorandum of understanding between the Republic and the company.

Also, the letter of Association of Uganda Tour Operators Ltd called ‘PLANNED CONSTRUCTION OF HYDROPOWER DAM OVER THE MURCHISON FALLS’, where it says: “Murchison Waterfalls from the top all the way to the delta at its confluence with Lake Albert including Uhuru Falls, is a Ramsar site, designated to be of international importance under the Ramsar Conventionon Wetlands; an intergovernmental environmental treaty established in 1971 by UNESCO, which Uganda is also signatory to. His Excellency Yoweri Kaguta Museveni the President of the Republic of Uganda has numerous times mentioned that we have more electricity than we are consuming and surplus is increasing. This cannot be the time to trade-off a natural wonder of the world for an electricity dam” (Association of Uganda Tour, 10.06.2019).

As this continues… the Minister said this in August 2019. Peter Lokeris MP, Minister of State for Mineral Development statement on the 21st August 2019: “On 25th April 2019, the Electricity Regulatory Authority received a Notice of intended Application for a Permit from Bonang Power and Energy (Pty) Limited to undertake feasibility studies and other related activities in respect of the proposed 360 MW Uhuru Hydropower project to guide the decision on development” (…) “These facts were brought to the attention of Cabinet for discussion and further guidance. Colleagues, I wish to report to parliament that Cabinet decided that Uhuru site and Murchison Sites should for now not be developed for hydropower generation. The site will be retained as it is and conserved for tourism activities” (Lokeris, 21.08.2019).

UWA says irs unthinkable:

The Construction of a dam at Murchison falls was termed as “unthinkable” by Uganda Wildlife Authority and vowed to fight the project. Similarly, part of Bugoma forest home to over 500 chimpanzees is to be destroyed for sugar cane plantation. Situated in the hearty of Murchison falls national park, Murchison falls is one of the natural wonders after Which Uganda was called the “Pearl of Africa”. The falls is undeniably one of the top tourist attractions in the country, a must visit by most travelers on Uganda safari” (Uganda Gorilla Tour – ‘UWA To Fight The Construction Of A Power Dam At Murchison Falls By ERA’ 18.06.2019).

So today, this is the news still: “We should investigate through the implications of the power dam. We have backtracked on an earlier decision where Cabinet had resolved that the feasibility study should not be conducted,” Kiwanda said. Government says that as Uganda’s economy is getting industrialised, more electricity needs to be added to the national grid to power the industries. We know that the state has back-tracked today. That Ernest Moloi is surely on the right way and the path of succeeding in building a power plant in the middle of Murchinson National Park. That should be avoided. That is if the UIA and UWA get their way, then the public have saved one area.

The State told in August it would ditch the permit study the falls for a possible dam. That’s the first official step and also touching it. To see if there is viable possibility to build a dam, which the fall can create a hydropower plant there.

This is one of the places the state should avoid. Just like the Sipi Falls and others, which are landmarks and unique. Where they can continue to take care of the environment and still earn foreign currency on the tourists visiting. The last few years statistics too, shows that the Murchison Falls Park is the most popular to visit after Queen Elizabeth National Park.

Its really tragic that the state opens up for this in November, when they said no in August. The outcry will be the same and the proof that short-term gains is more important for sustainable growth for this government. Everything can be destroyed and measured into hard currency, without any consideration for the aftermath.

Murchison Falls should be saved. Point blank. Period.

The UTL Saga: The Walking Dead run by Ghosts!

Ever since the Libyan ownership of Uganda Telecom Limited went away, the company has been in the hands of the government. The company have lacked funds and investments, therefore, lacking the structure to even compete with Airtel and MTN Uganda.

Still, with this the in mind, earlier in the year of 2019. The UTL was searching for new private ownership, but without any luck. This company has been overtaken by the state in early 2017 and has never recovered.

So, too top it off, yesterday, State Minister for Investment Evelyn Anite claims the state has lost control of the company and that ghosts ran the UTL from Mauritius. Non-Existing Ghosts from the Island Paradise, whom run the company and been in charge. This as the company have been for two years under the control of the state, but apparently only on paper and not in real life.

The UTL is already a shipwreck; the boat is sinking and doing so, steadily for years. Ever since 2016 and the fall of Libyan investments has silently killed the company. Even if the state wants to save MANGO. It surely isn’t doing it properly and someone is scheming behind the scenes. Because, the company is still operating and able to keep services to the public. Even if they are weaker and older functions, than what Airtel and MTN provides now.

That the state is in such a disarray, that the company it has tried to get investors into investing in. Has executives, which is non-existing, that the Auditor General is not allowed to investigate and the Courts has to decide if a probe is possible. That the Speaker Kadaga have asked for a Parliament study of it. Shows what sort of altitude of nonsense that is operating.

Therefore, we are now in 21 June 2018, a company been run by the state since about 1st March 2017 and was in limbo already in late 2016. Nevertheless, the state should have gotten things fixed and have had the time to adjust the company for re-sell, if it was working on that. Alas, that seems not like it, as it is just another buy-bust and quick fix scheme. That is why the Ministry of Finance, the Auditor General or others cannot asses the financial aspects or documents from the UTL. Because, the UTL want to hide their blessers and who they are blessing.

We could laugh and smile about it, but this is a wastage of state funds, of state resources and of due diligence by the state. A state, whose main bank also shown signs of lacking protocol, so this is in a long line of lax security and lacking incentive to do proper work. The state could have salvaged something in late 2016 or early 2017. When the Libyans pulled out and the state took over. However, the state wasn’t prepared nor having the funds to make a swift delivery of the company to new ownership. Therefore, they have hold on to a company, which they clearly cannot control or have access too. Still, they are forking up needed funds when it asks. Since it is now a State Owned Enterprise.

UTL saga is sign of disgraceful, distasteful and disregard for the state, by state actors and state operators, whose taking the state and the public for fools. Instead of solving a problem, getting proper investors or even trying to make a company viable again. It is pumping blood to a dying corpse. Hoping no one is catching an eye and seeing the walking dead. Peace.

What if the Public Order Management Act (POMA) was aimed at the National Resistance Movement?

I wonder, this is an experiment, what if the Public Order Management Act was measured in way, where it didn’t hurt the opposition or any dissidents of the government, the President and the National Resistance Movement, but instead went directly and worked against them. I know, its impossible at this point of time, but that is why this an example. An example that has been running in my mind all day.

Let’s say President Yoweri Kaguta Museveni was stopping in a roundabout in the middle of Kampala or even at Owino Market without any prior notification to the authorities. Where he would cease the ordinary life and people would congregate around his Toyato Land Cruiser, but also around the convoy of Special Force Command (SFC) and so-on. Still, because he didn’t apply to be there and hold this meeting.

The authorities would than be sanctioned to send the Police Force, the Residential District Commander together with the Regional Police Commander and the Kampala Metropolitan Police had to intervene. They could even send the Flying Squad there to stop the crowds to gather around the President. Arrest the “ring-leaders”, the people who he was planning to meet. Seal of the venues and tear-gas the crowds. Even put the President in the back of the black-van and drive him back to Okello House. Where he would be in House-Arrest until he followed the Police Order and didn’t incite violence. As he did on that day without notification to have a meeting with random people on the streets of Kampala.

In the same fashion as the National Resistance Movement was planning to hold a Conference and Leadership Training at Kyankwanzi. The Party would have to inform about the planned scheduled program, about the media meetings and the addresses, where the press is supposed to participate at the venue. Where the Police Force would swiftly deny entry because they don’t have manpower to keep the NRM safe or the public. As the NRM would still go ahead on their own property, the Police Force would have to seal of the venue, arrest Secretary General Justine Kasule Lumumba, Prime Minister Ruhakana Rugunda and Dr. Tanga Odoi. As they are parts of this, others that might be picked for rowdy behaviour and inciting violence would be Frank Tumbewaze, Ofwono Opondo, Kahinda Otafiire and Maj. Gen. Matayo Kyaligonza. All of them would be behind bars, awaiting trials for unknown alleged circumstances and the state awaiting to produce the evidence of it.

As those circumstances and contexts seems fine and dandy. There are others, that would seem fitting too. Since the NRM likes to ferry crowds in and around election times. Let say the NRM went around with their gadgets, their little soaps, foods and thousand shillings notes to the villages,as the NRM Village Projects always appear on the Campaign Trail of the Party.

As your playing that in your mind, as the NRM are travelling in the deep villages of Moroto or Adjumani. As the NRM Buses are ferrying crowds to the venues of the nearby stadiums. Where the President, his musicians and the SFC is in and about. The Police Force are coming with their mambas, arresting the coordinators of the Campaign. The driver of the President is taken to unknown location. His Land Cruiser is towed while he is still in it. The shocked NRM Party are following and trying to block the Police from doing this. While Secretary General Lumumba is trying to alarm the press. The NBS and NTV journalists following the Campaign Convoy is arrested and heading by another police van to Arua. The President is landing at the Moroto Magistrate Court, where his charged quickly before his airlifted to Luzira Maximum Security Prison. While the rest of the Campaign Team is either trying to get detained activists out of prison in Moroto Military Prison or awaiting trial themselves. Since, they have all broken the peace and public order by ferrying the crowds to the venue. A venue they hadn’t the clearance of the Police or the Police didn’t care about the notification and stopped it anyhow.

This was just three random scenarios. Very real scenarios, which the Opposition meets every day and all the time. Especially, when trying to gather or do political work. They cannot manage to do it, without the police intervening or being in the way of their work. The Opposition, if they try, they end up house-arrested, detained or charged with a crime. Even if the only thing they tried to do, was to actually do party work.

So, when the likes of Frank Tumwebaze saying the Police have made the Opposition heroes. Well, the Police have made them felons and outlaws, by just doing their duty and to be the checks and balances in the system. In a system that monitor, control and charge them, any time they can. This is the system that is built around the Public Order Management Act, as the Opposition has to beg to gather and do political work. Which is not a given, because the Police can use any reason or any excuse not too. That is just the way it is, but the NRM can do whatever, since the President and NRM has the Police and the Army. That is why the President can make a meeting without any form of notification and doesn’t need to follow the POMA. Even if he should, because he shouldn’t be above the law, but actually abide to it.
