“Greetings. These pictures were taken at Kobebe dam, in Karamoja, as I waited for H.E Uhuru Kenyatta. I was at Latitude 2° North & 48 minutes (2°48 N). You can see how green it is!! The temperature, at that moment, was 22° celsius, very pleasant. The myth that Karamoja is dry is only perpetuated by those that do not know the opportunities available. Yes, Karamoja gets rain for fewer months than in the South of Uganda” (Yoweri Kaguta Museveni, 12.09.2019).
Well, its one of those days. The President shouldn’t demystify the area, but govern it properly. As there are already warning signs in concern of the food security in the region of Karamoja in August 2019. Therefore, the President should have warned about this and worked with the right authorities to secure the public. Instead, his busy with a photo-op and spreading his good news before yet another high ranking meeting with foreign dignitaries.
Let me show first, what IPC 3 means and also what the FAO warns about. Let’s take a look.
FEWS Net IPC 3 meaning:
“PHASE 3 Crisis. Households either:
– Have food consumption gaps that are reflected by high or above-usual acute malnutrition;
– Are marginally able to meet minimum food needs but only by depleting essential livelihood assets or through crisis-coping strategies” (FEWS NET – ‘Integrated Phase Classification’).
FAO Food Security Outlook:
“In Karamoja, a typically high sorghum prices and below-average firewood-to sorghum terms of trade continue to significantly limit household food access and maintain above-average acute malnutrition prevalence. Due to a poor start of the rainfall season and reduced area planted, delayed harvests will gradually begin in September and sorghum production is expected to range from 20 to 40 percent below average on the district level. Crisis (IPC Phase 3) outcomes are likely to persist through September and into October. As harvesting progresses, food security will gradually improve to Stressed (IPC Phase 2) through January” (FAO, 30.08.2019).
So, when the President speaks of the green land of Karamoja, his not concerned or thinking about the public. As they suffer malnutrition and lacking production of sorghum in the region. This should worry a President and he should think of the public there. Instead, his blowing praises on green fields and putting up tents to meet another head of state.
This shows that the President isn’t there to act upon the warned trouble ahead. The state should act upon the problematic food security. It should create and make arrangement to secure the public get enough food, the rising malnutrition shows signs of maladministration.
Certainly, the President doesn’t want to hear that, as his all about Steady Progress, but this problem in Karamoja is prevalent and repetitive. Its not like this haven’t happen in the region before, it has and is something the NRM and President could have acted upon. That is if he cares, alas, he don’t. His had 33 years to do something and ensure food security.
This is because of the reduced area planted with crops/cereals in the region and also the delayed harvest, also a poor rainfall in the season. All of these things should worry anyone, but the President is praising green grass. So we better let him be and praise his wisdom. Because, people is starving since they believe in myths. Peace.
“I would have retired long ago if I was sure that the crucial actors saw the danger that Africa has been in ever since 1453 when the Turks captured Constantinopole, blocked the silk road for the Europeans and forced them to come to Africa on their way to the East. One of the strategic bottlenecks is market and political fragmentation. The medicine for this is economic and political integration. The medicine for market fragmentation and political balkanization is economic integration like the EAC and also political integration (East African Federation or Confederation). Why don’t political actors, if they really care about Africa, talk about these issues in addition to talking about Museveni’s retirement?” – Yoweri Kaguta Museveni (Edris Kiggundu – ‘Museveni: Why I cannot retire now’ 28.08.2019).
This is getting old, this is such an old thing. I have written about this countless times for various of reasons. If it is term-limits, age-limit or even promises made, which the President have broken.
President Museveni has said many times before that he would retire. However, Yoweri has never had the intention or the idea to do so. If there isn’t a crisis he has to solve, something he has to eat or even a mare coincidence.
If there is the battle against the Lords Resistance Army (LRA), the battles of Allied Defence Force (ADF) in the Democratic Republic of Congo, his initial sponsored enterprise in AMISOM or whatever he needs as an excuse to stay in power.
The President will use whatever solution to keep himself in power. Now its the East African Community, that is his baby. Just like it in past was to save Northern Uganda. Before that was to kick Obote, Amin and whoever else. If not it was get rid Mobutu too. That is just what Museveni does.
His using the public as pawns, his using yet another narrative to stay in power. Because, there is always an excuse to be at the helm. No one else can solve it or fix it. Only Yoweri who has the capacity and the ability to resolve.
Which is all untrue, because his not the saviour or the man of salvation. His not the only man to rule the Republic, indefinitely.
If he was just saying, he wanted to be a self-styled President for life, a dictator to overrule the public as long as he breathes. That would have been truthful. But his just trying to shift the narrative and the story. So, that his needed and no one else, because his golden fingers is the only one can manage to address things.
That is what his initially saying and continues to say. In addition, finding new excuses. It is getting old. Revising old excuses and arguments, instead of showing real reasons for being there. Peace.
In yet another letter, President Yoweri Kaguta Museveni reveals himself, the character he is and the micro-managing efforts he does have. Instead, of significantly finding the wrongs of himself and his management. He begs to change other peoples ways and tell them directly, where they have to change. Like he forgets that he is the ones that has created this situation and also, the greed for power has costs and the attitude of the public is like this. Because of the amassed wealth of the few, while the rest is scraping by. That is the reality that this President has created, but doesn’t seem to figure out. As well, as the misuse of security organizations to interfere in political atmosphere, creates insecurity, made by orders from above. Meaning him and the rest of the cronies at the State House. That is known, but also overshadowed in his writings.
Yesterday, the President released a letter written on guidelines to Security Organizations within the Republic. Nothing much was new there, but there was concerning aspects. As of the narrative and the ideas coming from the old man. Who is clearly set in his way and writing on default, without much consideration for the other parties, that have been following orders, but now got new guidelines. Apparently.
“Indeed, Uganda has been stable for a long time. It will remain stable. Therefore, nobody should be allowed to threaten life, property or orderliness (obuteeka) in Uganda. If you are a critic, do so truthfully and peacefully” (Yoweri Kaguta Museveni, 28.10.2018).
“The involvement of the SFC, Military Police and CMI in handling law and order issues has been caused by the kawukumi (bean weevils) that had invaded the Police. Otherwise, they should not have been involved and they were never involved. I commend them because the main aims of the government were achieved: to protect the lives of Ugandans and their property. The image of the country was somewhat affected. That, however, will be repaired. What is crucial is the country to be stable and not just to appear stable. Nevertheless, for logical and legal reasons, the army and the other security forces can, if required, backup the Police in Law and Order Management” (Yoweri Kaguta Museveni 28.10.2018).
These statements and typical ways of the President. Shows the insight into how he considers the security questions and how he look forward to ease the ways to peace. It is like he cannot see how the CMI, Military Police and Presidential Guards coming in as Police Officers as a problem, because he is the one most likely ordering it and giving the word to the underlings to strike. That is why he doesn’t seem to care about the attitude and the lack of protocol, only that the image is destroyed. However, he asked for, when he ordered torture, when he ordered the CMI and SFC to take matters into their own hands that bargain. That was a given after the melee.
The stability factor, is only because he is stagnant on his post, but the insecurity is rising, when he gives so much power to militarized organizations, who are there to secure the border. Not catch petty thieves or signal to the world, that you don’t steal Micro-Loans Money that was distend to Mzee himself. These public violent arrests, these killings of protesters and of opposition activists, Yasin the driver of Bobi Wine. Are all signs of the oppression and the lack of tolerance within the Republic. Just like the selective arrest of the people in and around Bobi Wine. Who only guilty of association, not of crimes on any levels. Except being loyal to someone else, than the almighty Bosco.
We know, even with these guidelines, more innocent people will die after a riot; more people will end up in a hospital, because the Security Organization and militarized organization will brutally silence the people. By any means people and most likely on orders from Jajja. That is just the way it is.
He can speak of codes, justice and rule of law, but it is not believable, as long as people are ending up for no apparent reason at SIU Kireka and arrested for association to someone else than the President. You know the stakes and stacks of cards is against the rebelling public. They cannot win and the powerful SFC, CMI, ISO and rest of them will silence the voice of dissent, whenever and wherever they might arise. That is just the way it is. Peace.
Yoweri Kaguta Museveni – ‘GUIDELINES ON MANAGING RIOTERS, TERRORISTS, CRIMINALS AND LOOTERS AND METHODS OF ARRESTING AND HANDLING SUSPECTS’ 28.10.2018
When it comes to someone who has been in a favorable position since the 1980s and had total power since 1986. You would think that the had some humility and some common sense. Apparently, as we all know, that is not the case. When it comes to President Yoweri Kaguta Museveni. His ways is the blame game, either blame the dead, the civil servants or the ones who are low-level underneath him. Because it can never be his fault. That he never allocate the funds, that he never applied the funds where they was supposed to go or even create the policies that the state needed. That is because of his greed and need for micro-managing.
We all know that, but his two texts today shows this. It is such a mess and shows his corrupted mind and wanting to steer the conversation, without any insights into how it looks from afar. It looks more like he is just deflecting his own vision and what he himself is up to. Like we cannot that and we are stupid peasants who are not understanding his Grace.
“Nevertheless, I criticized the Police for not implementing my directives previously. Let all the Police stations have cost free (toll-free) phones that are known to the public. When that is done everywhere, people being attacked, in addition to the “nduuru” to summon neighbours, somebody should ring that local police number promptly. Having removed some of the kawukumi (the bean weevils) from the Police, it is becoming more efficient. The criminals will not escape. In the case of Rwego, a lot of time was lost by the wife just making alarm only, if what I was told is correct. There was a house girl in the home. If only she had rang the nearby police, the story would have been different” (Yoweri Kaguta Museveni, 27.10.2018).
“At Kapeeka recently, I commissioned the factories of ceramics, fruit processing etc. This has frightened the parasites and other pigs that do not appreciate value. These parasites, these pigs have been sending threatening letters and recorded messages to steal money from these investors or to even frighten them so that they run away. I am sending this message to the investors to be calm. We shall expose and defeat these pigs, the parasites. Who is it that does not want Uganda to industrialize and why ? They claim to be politically motivated. What sort of politics is it that does not welcome the industrialization of Uganda and yet you claim to be concerned about the welfare of the masses? You are bogus and a charlatan and we have dealt with many in the last 60 years of struggle” (Yoweri Kaguta Museveni, 27.10.2018).
When you read this snippets of the two texts from a President of 32 years. You wonder why he still has the throne and what sort of mindset does the guy have? He is supposed to be the Statesman. However, he is acting like radical tyrant and shows it in his words. The President isn’t reassuring or writing what people want to hear. Unless, it is the “Yes Men” who will jump, when he says: “Jump”.
There are something rear, when the President says he has cleared the Bean-weevils from the Police. While his law-officials and security operations are violently arresting people and people are disappearing. It is like he says he got ride of Boda Boda 2010 and IGP Kayihura, therefore, the difference of the Police supposed to be there. However, that seems not to be the case. The violence and insecurity as the lack of process and partisanship of the Police is shown and known. It is not like there is trust within the community and the public towards the Police. That is because the Police isn’t handling the VIP cases of assassinations of this year or last year even. There is no proof of care or investigations that matter. It is all just talk and it is more likely they will arrest another politician violently for a public statement, before they catching one of the assassins.
If there anyone sending threatening messages to investors in the Republic. They are stupid and it doesn’t do any good. However, questioning them and the tax-holidays, plus possible Presidential Handshakes. That is a healthy conversation and needed one. The way the President passes through it just weird, as he has to make people into insects.
Bean-weevil and parasites is what he called out people today. These are the men he disrespect. Is the way, you want the Executive or Commander-in-Chief sounding like? Is that a healthy vision of fellow human beings, you might disagree with someone and such, but calling them out in this manner. Is that suitable for a man in his position?
I wish he had the sense of saying. I have messed up, I haven’t delivered. I have created a system where ISO/CMI/UPF/Crime Preventers/UPDF/SFC and so on. That is all going out and deliberately doing business with orders from high above. Meaning most likely the President and the State House. When we know this, it is rich that he blames them for the lack of good work. The President could have made systems and policies that sufficiently secured the public. He has had three decades to do so… but haven’t apparently done so.
Again, step your game up and act upon your role. Not act like you didn’t do this and didn’t educate the police officers and such. Peace.
“People say I’m a dictator but I don’t know how I dictate. I must be one of the best dictators in the world” – Yoweri Kaguta Musveni (15.09.2018).
Today, speech or Press Conference on the 15th September 2018. That wasn’t following his intention or whatever reason he decided to hold this. Because President Museveni are really on the bounds and feels hurt by the pressure preceding because of the Post-Arua By-Election aftermath.
“Of course, we knew that these items were growing in number. However, we did not anticipate that evil minded people would want to kutokooza (Runyankore ─ for something bad like a fly falling into one’s food or drink) this success story, to turn something good into an instrument of killing Ugandans” (Museveni, 15.09.2018).
This speech and this sort of affair today is more forged spin from the President. As he is trying to look better than he really is and people has seen it all before, but more like he has to because he knows Bobi Wine aka Robert Kyagulanyi are pressuring him from Washington D.C. The quotes and pledges are not trustworthy.
Not like he couldn’t help himself lying to the public:
“The NRM is expert in using guns. There are few organisations in the world that can use guns as well as the UPDF but we never kill people extra-judicially” (Museveni, 15.09.2018).
As we know perfectly well, how the NRM, the Army (UPDF), the Special Force Command (SFC) and the Police Force (UPF) have been killing extra-judicially around the nation. In Arua there was the driver of Bobi Wine, in Mityana after and also in Rukungiri. That is just a few of the people the NRM and the soldiers has killed over the year, extra-judicially. What is new, is that the international media actually cares, as Abiriga, Kaweesi, Kirumira and the other big-shots have also been taken out without anyone charged for these assassinations. Together with the killings of woman in Entebbe and the Muslim Clerics. There are so many killings and so little results to show for, other than the intimidation and the usage of force against civilians have appeared without any consequences. That is the worry and the speech of Museveni today, haven’t changed that.
So after hearing stuff like that, that can so easily be debunked as a solid lie.
That is why I have hard time taking him seriously, as he thinks he can sugarcoat everything. As he can put a few numbers, a few name-calling and also speak ill of the opposition. Also, the continued pressure on the CCTV cameras that will solve everything, even more micro-management of the Security Operations in Uganda.
We can really see, that he is just trying to damage control, thinking this is wise. I don’t know whom of the Presidential Advisors or in-charge of his PR that thinks these recent speeches has spread his message. If has done it on his own, he has really shot himself in the foot. As the reality is that the trust in the authorities isn’t built in his speeches, but actual feeling of safety and also seeing less of the military intimidating presence in the streets. However, that is most likely not happening in the era of Museveni.
The man trying make people feel safe, was actually not long ago ordering sharp-shooters for the Members of Parliament, which they have recently said “no” too. Therefore, it is ironic that Museveni have been talking about amounts of cars, motorcycles and cellphones in his Republic, as well as the method of communication of the Police Officers. As the micro-management continues from the President.
“The pigs that have doomed their future by shedding the blood of innocent Ugandans, have only themselves to blame for their eternal damnation” (Museveni, 15.09.2018).
Surely, if Bosco thinks these Pressers are wise, it is not. The President has to act differently, but most likely he will not. The Perfect Dictator will not deliver anything, he rather lie to the public and try to peddle it in his favor. However, people shouldn’t let that happen, as we know the Security Organizations are not working for the people, but for him. That is why he will not find out the reality of Arua or the extra-judicial killings. Because that might hurt him directly and his cronies. Peace.
“The power stays in the hands of the people. . . . I don’t see what opponents are so panicky about.” – Yoweri Kaguta Museveni in 2005
There are sometimes some ironies, some reflective notes and historical facts, that is just to big to overshadow. That yesterday for instance many of the rebel Members of Parliament, who happen to National Resistance Movement. Was demoted for their non-vote against the life presidency, the age limit amendment to the 1995 Constitution. Clearly, that hurt the feelings and the honour of his excellency at the State House. Since months after, the NRM are now punishing the NRM Rebels MPs.
What is striking is that it took 27 guns to start the Bush-War of the NRA, the now NRM. There were 27 Rebel MPs in 2017 against the Age Limit bill, which give life President to Museveni. That should be a warning, and that is maybe why Museveni is striking so hard against them. Because he knows how many he needed to topple Obote and Okello back-in-the-day.
“Museveni says he took to the bush and began armed resistance in l980, after Obote’s followers allegedly rigged elections. He suggests that the proposed elections in 1985 will be a sham. My estimate is that there are about 6,000 well-armed and well-disciplined rebels, up from 27 at the NRA’s inception. Other exile sources say there are 7, 000 or 8,000 rebels. In most of its confrontations in this area, the NRA seems to come out on top in battles with the Army” (Pike, 1984).
So, a man of a rebellion, should understand others who rebel, even or especially against himself. However, he is so short sighted and thinking he is overpowerful, that even his allies within his own party. Who just differed on the life-presidency, are now people who deserve to be sanctioned and lose privileges. That is just weird, and what is weirder is the amount of MPs, which co-incidentally the same amount he claims he started his rebellion with.
“The National Resistance Movement (NRM) has reshuffled its leadership of sectorial committees and dropped all MPs who last year opposed the passing of the controversial Constitutional Amendment Act that removed age limit from the Constitution. On the other hand, NRM lawmakers who supported the removal of age limit have been rewarded with appointments to committee leadership positions. Government Chief Whip Ruth Nankabirwa tabled the new names in Parliament for approval, a formality that was done without much trouble” (Arinaitwe, 2018).
“Among the 27 NRM MPs that opposed last year’s Constitutional Amendment that scrapped presidential age limits and extended the tenure of Parliament and Local governments to seven years, were MPs who held leadership positions as committee chairpersons and vice chairpersons” (Kabuubi, 2018).
The message of the 1980s have clearly died down, the party of born out of rebellion are now supposed to be into submission and nothing else. The Saga Continues. Peace.

“People should not claim they are waiting for government programmes in order to develop themselves. A pig will not resist to be taken to the market for sale or slaughter just because the road is not tarmacked” – Yoweri Kaguta Museveni on the 22nd July 2018.
There are some ironies with today, especially the mixed messages from President Yoweri Kaguta Museveni. As he was saying that the public should not expect the government to deliver programs for their development, while he is supporting and his government through the Operation Wealth Creation (OWC) and the State Minister for Tourism Godfrey Kiwanda who was starting Kisboka SACCO in Mityana District. So, it is weird that he is donating money to a project for development, while saying people shouldn’t expect the state to contribute funds. Is he dumb? Just take a look!
“Our Commander in Chief H.E President Museveni officially launched and accepted to be the Patron of the poverty eradication drive called Kisoboka (It is possible) in Mityana North. The drive, that was initiated by State Minister for Tourism Hon. Godfrey Kiwanda aims to bring about positive mindset change towards poverty eradication, job creation and wealth creation mainly though agriculture; It is already very popular in North Mityana Constituency with over 250 households joining the bid to earn at least 21.5 million shillings per annum” (Operation Wealth Creation, 22.08.2018).
“I gladly accept the request that I be the patron of Kisoboka SACCO and I will make a Shs50 million contribution towards its activities” (Museveni, 22.08.2018).
It is really not much to say, but if this works, the SACCO might do something positive to the public and citizens of North Mityana Constituency, however the OWC is not known for good seedlings and neither well-organized model of development. Therefore, this might fall flat and be empty promises to the district and constituency. We can hope for something else, but it might change for a very selective few.
This might just be another PR Stunt and a way for Kiwanda just to pocket money from the taxpayers or even shield his funds he is earning as a State Minister and MP. What is more ironic, is that the President talks of not waiting for the state to deliver development, while his state is launching possible development projects through the OWC. It is should be obvious. If he was a sincere man, he would see that.
He talks of not getting promises of development, while delivering a development projects… It doesn’t make sense.
That is just me though… I cannot be alone, but when you just have empty suits and yes men around you. You turn into this creature, this bloated arrogant prick who doesn’t see poverty; while living in lavish luxury on the state. Peace.
