Opinion: The Leopards Anus was apparently wrongfully offended by some Buttocks!

Apparently the Leopards Anus is mad or crazy, or his ordered to be offended by the civil servant, the lecturer at Makerere Dr. Stella Nyanzi, as the First Lady Janet Museveni has ordered her husband who speed dialed Inspector General of Police Kale Kayihura, so the case could move forward and the charges could be put. Therefore, the Police is a useful tool for the State House and the Presidential couple, who cannot manage to live with vocal voices anymore. They so fragile and pale leaders who are charging citizens for writing “buttocks”.
But in not to long ago, the President himself on the Mbale State Lodge in December 2015 said this: “If you go and put your finger in the anus of a leopard. You are in trouble, you are in trouble. Ho! Ho! I cant believe how people could do so. NRM?, you attack NRM people in Uganda here?! If it is in South Sudan or Kenya, yes we may have some problems. But in Uganda here?! Where do go? Where do you go?! So there will be no problem here. Those people made a big mistake, those individuals and those children are going to regret. And whoever sent them will also regret if we come with evidence we shall go for him or her – the one who said ‘you go and beat them’”.
So when he call himself the Leopards Anus, why charge an academic person for buttocks!
Dr. Stella Nyanzi Particular of the Offence was this: “Stella Nyanzi on the 28th January 2017 at the Kampala District or thereabout used a computer to post on her facebook page “Stella Nyanzi” wherein she made a suggestion or proposal referring His Excellency Yoweri Kaguta Museveni amongst others “a Pair of Buttocks” which Suggestion/Proposal is obscene or Indecent” (Uganda Police Force – CID Headquarters – E/79/2017 – 23.03.2017).
The yellow movement are like minions of Museveni now, following orders blindly and using the Police to silent the dissidents to levels that are obscene. That the NRM and Museveni cannot handle to be questioned by a Makerere lecturer is insane, but also the state of affairs. The fragile little minister and his first family who cannot handle buttocks.
They have with age become weak at heart and soft as statues on pedestals, as they cannot be moved or touched, because if you do so. They might break and go into a million pieces. That the President and his First Lady is so fragile, that a word means ass and meaning the behind makes someone a criminal. Proves how little value their government and their rule is. That the NRM and their President cannot manage to be described as a buttocks, but calls himself as a big-man the “Leopards Anus”. Proves the double standard and the double legality, as buttocks is seen as obscene, but the Anus is OKAY.
The little man in charge of Uganda and his wife doesn’t have courage or strength anymore. They should be farmers and under the banana-trees, not run a republic when a buttocks comment is to much to handle. These leaders just control and micro-manage, nor actually run it. That President Museveni has to charge Dr. Nyanzi over that, show’s how tiny his mind is and how marginal understanding of criticism are.

Well, David Barry has a point, because the reason why Dr. Nyanzi is in a situation is like this because the President is used to ass kissers who praise all his activities. Therefore, that he was pushing forward with the charge on “buttocks” proves that he has lost touch with reality. That President Museveni and his family are now ruining the republic. Not that this is news, but the effects of his measures now doesn’t makes sense. That his government structure or policies are now so draconian.
That the man who called himself Leopard Anus should have more serious charges against a citizen if he was offended. Surely, the other opposition like Beti Kamya even said he had no heart. I don’t know what is more offensive, been called heartless or an ass. An ass is subjective that your doing dirt, but if you have no heart, than your not caring or careless in your acts as a person. Nevertheless, Kamya is a State Minister and Dr. Nyanzi is behind bars until mid of April. Since justice is optional in Uganda.
The Leopards Anus has spoken, the fragile little President at the Okello State House, cannot even manage without getting hurt by some bum fun and some backhanded slaps. That he feels that he is taken from behind and cornered. Such from a freedom fighter and a revolutionary Marxist. So I hate too, wait I love to be use the words of Ricky Gervais, even if your offended, doesn’t mean your right Mr. President. It just mean your wrong for the unjust reasons. That the injustice you are selling to the tribes and the Republic is now manifested with the charge on Dr. Nyanzi. Peace.

She must be the Holiness, the First Lady, Janet Museveni: since anyone questioning her powers gets into trouble!

It has to be true, it has to be true, that the most holy and the most significant female walking in the Republic is Janet Kaguta Museveni, the First Lady and the Minister for Education and Sports. The one who cannot fund maxi-pads for woman or take care of the Primary School buildings. That is the most holy person and the one that cannot be touched!
Why cannot not be touched or questioned? Well, Dr. Stella Nyanzi has spent time in questioning by the Central Investigation Division at Kireka and been detained for both fixing woman some pads and questioning the reasons for lack of government support for the same. Especially since this was one of the grand promises of the National Resistance Movement, in the recent campaign. How time is a wasting, when you are in power, Ay?
That the First Lady has little or no problem using force is evident since Dr. Stella Nyanzi is awaiting three counts of her crimes, as the lecturer at Makerere University has offended he high and mighty. So she hires the Police Force and Commanders like lap-dogs who catches the people questioning her powers. IGP Kale Kayihura must be on speed-dial and every-time a brother or sister questions her existence they will end behind bars.
So, when NTVs Miss Gertrude Tumusiime Uwitware, was abducted yesterday by unknown men on Nile Avenue in Kampala after she had made a critical piece on the First Lady. We know that she is behind it, because Janet Museveni doesn’t have the capacity or understanding, that if your are minister and a public figure. You can be ridiculed and your acts will be either praised or criticized. But the illiterate minister cannot comprehend that fact, apparently!
That the First Lady does have the character, the swagger or the ability to handle critical voices is clear and evident. As the recent acts of the Police and Security Officials within her power has taken both NTV journalist and a lecturer, who has all been critical about her ways. Therefore, she is not in a mental state to be a leader, neither a government officials. Since she cannot sustain that people questions her or even tries to reason with her. If she was a serious minister who could be taken public court, she would have possibly been worse treated, as the achievements under the NRM and her rule is dwindling. Therefore, they have to detain the ones questioning her. Janet Museveni knows that the failing schools and also failing promises.
The worst part of it all, she thinks she is entitled to use the Police Force and call IGP Kale Kayihura, demand the arrests as these people hurt her feelings. That she asks her husband to act upon the vile words against her Royal Court. That Janet Museveni might feel so, might be true, who knows except herself. What we do know is that she doesn’t have the character to be Minister, neither a leader who get questioned for her acts. Since she detain and harass the media who does so. She shouldn’t be minister, but she is because she married Yoweri Kaguta Museveni back in day. No merit or qualification considered whatsoever.
She married the school debater of Ntare School on the outside of Mbarara district. So she know is entitled to take away the freedoms of all citizens with the whip of her mind. Janet Museveni is so holy and untouchable, that no-one should take her name in vein. The lord called her and husband to control and install their presence for eternity for all citizens of Uganda. She will follow the dissidents and the ones not believing her will, will pay the price of their liberty and peace, as she can command their downfall. That is what the holiness Museveni commands! The continuous harassment of the Opposition in Uganda; detained up-to 150 and more to come as the Swearing-In is around the corner!
There are certain levels of misogyny and agony of the civilians and Opposition leaders that have their houses surrounded and the Police Force closely detaining them.
The levels of impunity and the access of them with that the Media is silenced and stopping to write on it as they fear the National Resistance Movement. The Media and Journalist fears the government so much that they even right after Hon. Jim Muhwezi said it was banned stopped saying the word “Defiance” on live TV; it was so hilarious and sad at the same time.
Today there is still nothing clarified with the whereabouts of Ingrid Turinawe, during the night Wafula Oguttu went from being monitored to become house-arrested. Ibrahim Ssemujju Nganda is detained, Lord Mayor Lukwago is house-arrested, Dr. Kizza Besigye is house-arrested, Francis Mwijukye is either house-arrested or detained as his state is not cleared. There are estimated that the FDC Party have a 150 members and leaders in total together with the ones mentioned in jail, house-arrest and detained.
The word Defiance is banned and the campaign of the opposition is by an unlawful decree or court order illegal. Which have made Forum for Democratic Change them illegal and all activity from them the same. By the ways the Police Force are acting and detaining them. Harassing them and taking them in. Without real charges or illegal activity as the Ruling Party NRM have troubles with Prayers and wearing Blue shirts in the country of Yellow and Steady Regress.
The Ruling Party NRM and President Museveni is gearing up for the Swearing-In to his 7th Term, though officially 5th Term, but it is Seventh Term because I does not cut away the first decade of his rule as he was unelected to that part. He grabbed the first ten-years in power and have done it again. Therefore he has to made FDC illegal!
The Ruling Party is saying they are starting a NEW ERA with the Swearing-In on the 12th May, if that means to be draconian empire run by a President Museveni who eats alone. Who makes other thinkers and other men and woman criminal by a law that gets used when it fits the Executive! President Museveni is so controlling and so overbearing that he goes into investigations of killings of a Boda-Boda driver, all of sudden shows up at Hospital and complain at the underpaid staff that they are lazy, while his institutions are not delivering as promised equipment or medicines as the monies for this is embezzled by his loyal cronies!
The New Era is and will start with not the words of democratic values as it was ushered in, back in the day, even if there were uncertainties at the time as Museveni had no wish to open up the space for multi-party democracy. And it is now proven that he really never wanted it. It was just done to silence the foreign donors so he could be a continued fueled by donor funding to keep the budget balanced. Now he seems not to care.
The New Era starts with relics of the past oppression of opposition. They are detained and arrested. Some are even charged with terrorism by local courts. The other are detained for long and detained in jail. The proud regenerate government that was supposed to deliver something new and make the country stable and safe, not only for the political elite, but also for the people! That is what is happening now and therefore the NRM elite is trying to defend the inaccurate interim order that makes this all happen and mask the illegality of these arrest. As I cannot believe any nation, not even North Korea has laws where the “Prayers for the Nation” is banned and directly illegal.
The Police are surrounding the homes and detaining the FDC leaders in their homes and the silence of the media comes as result of the assault of the freedoms of speech and political liberty of people to choose their political aspiration. Seemingly is that the oppression and the levels of Police brutality as the ruling regime wish to have a silenced country in the coming days as the President is making himself ready for the Swearing-In at Kololo Independence Grounds.
So what more can the Police do then fill the prisons with the FDC members and leaders. House-Arrest their leaders and take them away with no charge or criminal activity behind them. The Police under Museveni is making the FDC the enemy and with a vile force, they might have detained at most 50 FDC leaders in 2011, but now they are up to 150! They want to rewrite history as the rule is illegitimate and not just. The truth is so and therefore President Museveni is Swearing-In with the gun and with the civilians and political advisories detained and house-arrested or taken away to unknown location.
Also the continued siege of the FDC Headquarters at Najjankumbi where the Police are entering and are arresting the FDC staff and bannishing the journalist from the property. As viable proof of the extent the NRM Regime is hassling with the guns to silence the FDC at this point. They are not allowed with party works or with orginizing their party as they are now totally in the mercy of the Police Force who got ‘Carte Blanche’ to take them all without charges or questions. They have even beaten the journalist who are there at the FDC Headquarters to learn them the lesson of not following instructions from the ruling regime.
In numbers the talley of who has been taken today alone:
“4 FDC leaders have been kidnapped.
1 senior attorney is languishing in hard-core criminal investigation police torture facility.
50 plus FDC Rukungiri supporters including leadership members.
37 other FDC activist brutaly arrested for attending prayers” (Moses Atocon Atyekwo, 09.05.2016).
His Power is not fueled by the People, the popular ballot, but instead by the force of the Police and the Army. As long as he is paying them and making them and the leadership of the army and police happy, then he might sustain, but the people should think about if the FDC and the FDC leadership can be taken without impunity, who is next? Are you or your neighbor as the Police will round you up in your home and detain you at the Police Post or the nearest Prison. Certainly the levels of arrests and detaining is gone too far as the unlawfulness of the NRM is in full bloom! Peace.

Dr. Kizza Besigye Statement: “Today, was the first day of demonstrations in demand of an Independent Audit of the 2016 presidential elections” (05.05.2016)
Today, was the first day of demonstrations in demand of an Independent Audit of the 2016 presidential elections. On this day, matches were planned from FDC offices to assembly areas.
As expected, heavy military and police deployments were made in all towns; several leaders homes were barricaded; and many roadblocks were erected. This is all anticipated and good for the defiance campaign! The dictator’s forces are worn out, even before citizens take any action!
What was rather surprising, but quite in keeping with the panic and desperation of the NRM Junta now, was the statement made by Gen Jim Muhwezi, Minister of Information.
Inspector General Of Police (IGP) Kayihura, Attorney General Freddie Ruhindi and his deputy, Director of Uganda Communications Commission, and, ominously, the heads of major media houses, notably Nbs, NTV, and Vision group, accompanied Gen Muhwezi.
In his statement, Gen Muhwezi said: “All live broadcast of defiance activities should stop. Any media house that continues to cover them risks having their license revoked”. He went on to intimidate the media generally about any coverage of what he termed “defiance activities”.
Deputy AG Mwesigwa Rukutana told the press that Uganda, as a sovereign nation, doesn’t have to abide by international covenants regarding press freedom and other Human Rights!
The disgraceful actions of the NRM Junta, to further curtail press freedom in Uganda, should be strongly resisted. The Uganda media practitioners shouldn’t take this lying down. International media freedom defenders should also take appropriate action.
Another action in keeping with the panic mode was the flying of fighter jets over the Kampala city and surrounding areas! Military spokesman says they were on “routine test flights”.
From Mukono and parts of Kampala and Wakiso, there are reports of a presence of soldiers that speak languages unknown in Uganda. This raises worry that foreigners may be involved in the massive deployments.This would not be surprising considering that in the 2016 election, members of the armed forces are known to have voted overwhelmingly for change. That may have put the loyalty of most UPDF and UPF soldiers to the NRM regime is in question.
In spite of the heavy media and physical intimidation, Ugandans came defiantly came out and demonstrated in many parts of the country. Main action areas included Lira, in Northern Uganda; Mbale, Busia, and Kamuli in Eastern Uganda; Rukungiri, Bushenyi & Mbarara in Western Uganda; Wakiso and Kampala in Central Uganda.Many people were arrested and are being held in various police stations. Some of the people arrested were actually not involved in the demo. Our leaders are trying to gain access to all those arrested.
I congratulate the courageous citizens that have defiantly demonstrated today. Many people were waiting for me to get arrested! As I’ve pointed out before, this is not about FDC or me.
This demonstration is about citizens having their votes count; regaining control over their country; regaining control over state institutions; and regaining control over national resources.
Citizens want a country that works for them: ensures their dignity by having decent jobs; ensures good health care, quality education, modern infrastructure; a corruption-free environment etc.
That’s why the demonstration, including the prayers, will continue until the people’s will is respected. We shall overcome!

Hon. Nasasira’s new curse-word: “and with the approval of Parliament”, as he wants to rewrite the Ugandan Communication Act of 2013 with the new amendment!
I will here go through the piece of the Communication Act of 2013 sub-section 93 Regulation, where the Ministry of Information and Communication Technology (MoICT), the man who is the sponsor behind the new amendment of the act in 2016, happens to be the Minister of ICT Hon. Eng John Nasasira, he is now repealing a sentence from the law; he is not rewriting the law in a big part or changing the whole law. He is just crossing over a sentence, but that sentence gives the Minister less power, as if he uses the Communications Act of 2013, he have together with the UCC go to Parliament to get it approved for using the act; That is the major fact! And Hon. Nasasira want to do as he please without questions, open accountable actions or with the consent of other people than himself, he want this to be like the Public Order Management Act or the Public Finance Management Act; where the Police or Ministry can go into the Bank of Uganda without having approval of the Parliament to use those laws, this is the same Hon. Nasasira wishes to do. Take a look!
The Communication Act of 2013:
“93. Regulations.
(1) The Minister may, after consultation with the Commission
and with the approval of Parliament, by statutory instrument, make
regulations for better carrying into effect the provisions of this Act
(2) Without prejudice to subsection (1) the Minister may make
regulations relating to—
(a)fees payable upon the grant or renewal of a licence”.
The new Uganda Communication Act Amendment of 2016 says this:
“1. Amendment of Act No. 1 of 2013.
The Ugandan Communication Act 2013 is amended in section 93 (1)
By the repealing of the words “and with the approval of Parliament”.
(I am just saying) If they do repeal it, since it is not yet voted in the amendment of the law.
Then it would be written like this:
“The Minister may, after consultation with the Commission, by statutory instrument, make regulations for better carrying into effect the provisions of this Act”.
Afterthought:
That makes the simple matter that the Uganda Communication Committee can act without the approval of the Parliament and under regulation of the minister. That gives the minister the opportunity to act on his or her own without asking or questioned by the Parliament, that means that the powers of the minster is getting stronger, as the Minister of Information and Communication Technology, does not need the contact as the repeal of the law will give way to the Ministry of ICT.
The man behind the amendment is Hon. Eng John Nasasira he is the Minister of Information and Communication Technology (MoICT), so the man who support the amendment wants to give himself a bigger mandate without having to talk his arguments for using the Communication Act of 2013 can use with consent of the UCC, but does not need to get approval or tell anybody in Parliament! So the representative of the people and elected people does not have to power to question the MoICT and UCC for their actions, as the Ministry can on their own use the Act as they please, not according to the Parliament as a lawful provider and the custodian of the laws, as it is supposed to be.
So if you catch my drift the amendment will give more power the minister who oversees the law and the UCC, can use the act as they please, if they amend this amendment. The repeal of words gives the opportunity for the minister to use the extended law without questioning or accountability from the Parliament. So the Parliament should not accept this as this is a way of grabbing more power in a ministry and gives the minister more power. This is an example of draconian law where the minister eats the cake, control the cake and dispense the cake, without being questioned about how he share and show the cake. Hope you follow? Peace.
