Baryomunsi has lost the plot on NBS Frontline: Defending, the Presidential Donations in Rukungiri!

In the Republic of the Presidential Handshake, there been talk about the Presidential Donations in Rukungiri recently, where trucks, tractors, boda-boda’s and monies to SACCO’s are coming days ahead of a By-Election there. That President Yoweri Kaguta Museveni and his party National Resistance Movement (NRM) was giving funds directly to certain people in the district. That is why this became a topic on NBS Frontline.

I am glad I am not a NRM Apologist, because they have to defend murder, assassination of institutions and the well-established nepotism within this regime. Therefore, I am glad I wasn’t Chris Baryomunsi on the TV today. The Cabinet Member said this:

“All the donations made can’t total to UGX5bn. It’s not correct to say the president was in Rukungiri to bribe voters. He has a passion to fight poverty. It was a genuine donation” – Chris Baryomunsi on NBS Frontline (19.04.2018).

Because the NRM have no trouble with this and defending what he did, because of the coming election of a Woman MP for Rukungiri District. Like it is just happening days ahead of the By-Election, that the President can use from his coffers at the State House and dole out gifts. This is Ad-Hoc Cash from the giant box of Presidential Pledges, that he can give where ever he likes. Instead of actually building institution, more just patching up the hurt, instead of building something genuine.

“The president is a very generous person and it’s not fair to say that the donation in Rukungiri was an unfair. He donates to all parts of the country. He has not broken any law by donating” – Chris Baryomunsi on NBS Frontline (19.04.2018).

Well, it is still questionable, even the Parliamentary Elections Act 2001 states: “26. Use of Government resources:

(1) Except as authorised under this Act or otherwise authorised by law, no candidate shall use Government or public resources for the purpose of campaigning for election.

(2) Where a candidate is a Minister or holds any other political office, he or she shall, during the campaign period, restrict the use of the official facilities ordinarily attached to his or her office to the execution of his or her official duties” (Parliamentary Elections Act, 2001).

So if the WMP candidate for the NRM are getting credit and the use of the bribes, the Presidential Donations or Pledges, than the public resources has been used in campaigning for elections. That is questionable, even if it wasn’t the NRM Flagbearer for Rukungiri, but the WMP candidate would benefit for the kindness and use of public resources.

So Baryomunsi should question the Electoral Laws if Presidential Pledges, Presidential Donations or gifts are acceptable before the polls. That is what the Minister is saying and the apologist of the NRM is saying. That Museveni is getting of the hook, instead of being questioned. Even the not-so-new Chairman of the Electoral Commission Justice Simon Byabakama said it was an evil partner of the elections with bribes. It is proven again that the NRM is following their M.O.

If Byabakama really believed it destroyed the Democracy, he wouldn’t have accepted the pledges, the donations and the gifts from the President in the month before the election in Rukungiri. However, he did, not condemn or done anything. Because he knows he is a crony of the President, whose lucky to have a day-job.

Because 5 billion shillings as gifts and sudden donations from the President is questionable. To say something else, is to be blind. That is what the NRM wants people to be, because the President has no plans with it. Other than trying to bribe and give things. So the District will look favorable to him and that the people cannot vote for someone else, who gave vans, tractors, boda-boda’s and so on. Peace.

Opinion: Bribes are NRM’s M.O. during elections, however EC Chairman Byabakama says its a “evil partner”.

Today I am writing about certain comments made by the guy that took over the Election Commission after Dr. Badru Kiggundu, he is legend for his ways and his math. So Dr. Kiggundu will not be forgotten, that is why I have struggled to take this fellow serious. Because Kiggundu destroyed the EC and made it look like a foolish organization filled with cronies who has a love-affair with Yoweri Kaguta Museveni. That is true and therefore, all By-Elections since the General Elections 2016 have been in favor of National Resistance Movement (NRM), except Kyadondo East, which Bobi Wine topped with his huge star-power and speeches. So that Justice Simon Byabakama hasn’t been on my radar. This because the NRM has controlled and in-certain themselves in the by-election, where the opposition parties and independents has no control. Byabakama couldn’t do anything wrong and the NRM can just do whatever. That is how it has been for various reasons, but the NRM are really not trying to have a multi-party state, that is just a piece of flesh on the bone for donor-aid, but not for reality.

So before I rant, here is the statements on the EC Boss I will discuss today:

“According to Byabakama, bribery has become an evil partner with elections in Uganda. “But we are made to understand that bribery has become an evil partner with elections in this country, this undermines the quality of democracy,” he said” (…) “The law says an election result can be cancelled on grounds of bribery, despite the amount involved” (…) “Can you imagine an exercise that has cost the stakeholders, including security about sh1b being cancelled because of sh1,000 or a sachet of waragi or bar of soap? Do we really have to go to the school of economics to understand that this is not tenable in economic terms?” Byamukama wondered” (Nambogga, 2018)

Well, Byabakama have been under a rock or not followed what the party that appointed him and anointed him to become Electoral Commission Chairperson. That the Chairperson didn’t know how the ruling regime and the ruling party has acted during elections. It isn’t only misuse the army and the police as a political tool during elections. All of the state coffers and reserves are used.

Therefore, that the Chairperson Byabakama are now saying bribes are bad. He should start discussing this with the Entebbe State House. Who has sanctions the give-aways to Pastors, Residential District Commanders and others who was getting Prado’s and SUV’s within days of the Election. That is the big buys of loyalty and bribes.

The others are the voter tourism, a definition that came about because between 2015 and 2016, the NRM party and their organizers hired buses, paid t-shirts and food for villagers to bigger local rallies. They even gave smaller sums of cash to the people to listen to Museveni and the group of musicians that was also paid massively for their campaigning for the President. It is sort of hard to forget the massive amounts of shillings spent on the Campaigning of the President. Only for November 2015, the NRM Party spent massively 125bn shillings. That is something one report said and could calculate. The other months up-to February 2016. Can question the whole spending of the NRM. Every single rally before the February 2016 was biggest breaches of bribery of voters. It’s like the Chairman was blind to this or was himself in Finland while it was happening.

The evil partner of bribery is built in the system of corrupt behavior from the State House. They misuse all parts of government and all parts of society. If there isn’t loyalty, it can be shut-down. That is how Museveni works.

So my question to Byabakama: Will you ask His Excellency, if the Party has any plans of stopping to bribe the public every time there is an election?

Kayihura warns the Opposition that the Demonstrations will not be like in 2011; and they will stand down until the country is “safe” in the “new” government!

As we could predicate like clockwork is that the Police Force would enforce the banning and interim orders of the Constitutional Court from Deputy Justice Stephen Kavuma yesterday. So since the clock is ticking… the IGP Kayihura had to speak his peace, and his Peace is not peace for anybody else then the NRM regime and the NRM cronies. As proven with his rhetoric today. Take a look yourself!

Kale Kayihura says this today:

“We were able to have peaceful elections contrary to what had been anticipated by many people. It was a big achievement and something you cannot take lightly because had we not done it, it would now be a different story” (…)”We can’t allow something similar to what happened in 2011 during the swearing in ceremony. Our main mission (of securing elections) was done but we can’t stand down until the country is safe and secure with the new government” (…)”There were predictions of violence before, during and after elections but thanks to the security forces that ensured this did not happen. The future of our country is very bright as people live in peace and happiness” (Kazibwe, 2016).

This is might what he is afraid of:

“Cheers of excitement turned to eerie silence as the police fired tear gas to disperse the crowds. Protesters scattered and made their way to a soccer field, where they held a mock swearing-in of Mr. Besigye” (…)”But in recent weeks, the protests’ narrative and political momentum have built as the government has mounted a brutal and at times fatal response, making many Ugandans rethink the extent of the nation’s democracy” (…)”On Tuesday, the police used water cannons to disperse a group of six people, some of them political leaders, who were huddled against a building. Another opposition leader was whisked away in a police van” (…)”Lots of this anger is being vented at Museveni as he is sworn in, both because of widespread belief of fraud in the election and because of the way the government has handled Besigye,” said Elliott Green, a specialist on Uganda at the London School of Economics. “The next question is where things might go from here.” (Kron, 2011).

But last time it was the Police who came with brutality and used all force, dispersed and detained the opposition. Therefore Dr. Kizza Besigye had to go to hospital in Kenya before arriving back in Uganda. The Post-Election violence was massive in the last go-around.

This just had to happen the day after the Deputy Justice Stephen Kavuma who made the Interim Order of banning the Defiance Campaign. So that he comes with warnings is just a sensational as the sunrise every morning. It just have to occur; the issue is with the favour and extent he goes in. As he claims that the FDC and their campaign is to destroy the peace and the happiness of the country. That says that in his mind only NRM can bring peace, and if other disobey then they creating havoc and chaos. Initially saying so, but the words of non-violence during, under and after the elections of 2016 is a lie. He must have forgotten the pre-election violence of Rukungiri, Jinja and other. During the Campaign trail of Bukwo district, Ntungamo and the state of the violence before the Makerere Rally in February; then after that there been steady violence in the country. Something that IGP Kayihura knows as the army has been deployed in Kasese and Rwenzori. The Bundibugyo and Kapchorwa killings combined with the Kasese and Rwenzururu Kingdom killings proves the levels of blood that have been taken after the election. So a real it is not.

Combined with the connection of the Police Force enforcing preventative arrests, detaining, stopping demonstrations, applying detaining for unlawful behaviour even when they just trying to do party work. The other is the monitoring and spying on the opposition even when they have to comply for their actions to the Police as the POMA act says. And the Parties have obliges with that, even when he ruling party together with the Police have used all force to oppress them.

So I have trouble with the simplistic view of the acts of his Police Force towards fellow country-men and how he target fellow citizens who happens to be Opposition as enemies and with Anti-Riot Police Force. So the Peace he speaks is a forced peace. A Peace that is forced by fear and by tear-gas and detaining the opposition, not creating a space for dialogue or real peace in the country; because the Police Force does not hesitate to act upon the men and woman who might counter to the NRM, as they did to the people who closed their shops as a demonstration to the rigged election.

So his precaution of the 2011 Walk To Work is the statement as he has moved certain men who was involved like Andrew Felix Kaweesi and I am sure others are moved to the Kampala Metropolitan. Because they want to be sure that they can dissolve any demonstration as they want the perfect day for the 7^th Term of President Museveni and his NRM that the Police Force is loyal too!

So we can be assured that the Police Force is ready to follow the words of the interim orders of the judge of 29^th April 2016. Because he will use any excuse to extend the Police State of NRM and their thieving of power. Since the legitimate leader is not in the NRM, if it was so then they would not need to threaten the public. The Legitimacy is certainly bubbled down and cracked, therefore the silence and non-celebration except for the people of Uganda Media Centre who is paid men of the Ruling Party. So long behold the Swearing-In at Kololo Independence Ground on the 12^th May. The reality is that the Police Force will use force on the 5^th May, but if the Opposition able to mobilize as they did during campaign and Nomination day of the November 2015. Something I hope, and pray for, because if so the Police Force will be a small minority who should not hurt that big of a crowd and certainly that amount of people would monitor and share footage of the havoc so the media of the world would condemn the violent actions of the Police as they harass the Opposition with a steady pace. Prove the hostile forces and the issues that Trump has with demonstrators and people who has other views than him. Also see how the Police enforce it and creates more violence, as seen by what happens to the camera-man. Sad thing to see from the United States. Uganda opposition accuses government of fear tactics ahead of elections (Youtube-Clip)

“Campaigns have finished in Uganda ahead of the Presidential election on Thursday.The main opposition leader, Kizza Besigye, says the vote will be neither free, nor fair.Besigye is mounting his fourth challenge against President Yoweri Museveni, who’s been in power for thirty years.Al Jazeera’s Malcolm Webb reports over increasing fears that the government is using intimidation tactics” (Al-Jazeera, 2016).

Kenyan government involvement in the funding of President Museveni’s 2016 Campaign

This here was addressed and questioned earlier during December 2015 the Kenyan support of President Museveni. As we are close to the poll; I did some quick check up about it. And especially in Kenya as it is even a bit controversial there; even if the rumors of funding from President Museveni to the Jubilee Coalition in 2013; something that has not been denied or confirmed; as President Museveni or President Kenyatta will disclose the funds of the campaign.

As much as President Museveni prefers keeping information close or only throw shade on enemies. He keeps it tight until he needs to show it, as he plays things close. He needs loyal cadres everywhere and knowing that the Jubilee Coalition could be a great ally in the EAC, as the trade between Kenya and Uganda is important for both of the countries. The connections between has been pivotal. Here today I will go through the recent reports on the support from Government of Kenya towards the Campaign for re-elections of President Museveni. Another way of showing it is not a level playing-field for President Museveni as the opposition candidates do not have the international support that President Museveni does have! Take a look!

Group from Kenyan Government delegation help in Museveni campaign:

“Reports indicate that the team of more than five leaders will be pitching camp in Uganda just a week before the country holds its General Election. The delegation is said to be led by Endebess Member of Parliament Robert Pukose accompanied by Elgeyo-Marakwet Senator Kipchumba Murkomen, Uasin Gishu Governor Jackson Mandago and Deputy President William Ruto’s personal assistant Farouk Kibet. The Jubilee delegation is set to be hosted at a State Lodge in Kapchorwa where they will spend the night before participating in several rallies in the ongoing heated campaign” (Muchiri, 2016).

What they are doing and amount of funds:

“At a weekend fundraiser event in Sebei, Kenyan politicians Mr Pukose and Mr Tunai handed over 100 bags of cement, 170 iron sheets and Sh48 million for school projects in Tumbaboi (Kapchorwa), Ngenge (Kween) and Kapkoros (Bukwo). Reports also emerged that Kuka’s Inn in Kapchorwa was full of activity, as ruling party members prepared to receive the visitors. When the Kenyan politicians arrive, they are expected be hosted to a breakfast at State Lodge Kapchorwa and spend a night there after several rallies. On Saturday they will attend a get-together with the Sabiny community big shots” (Chekwech, 2016).

ODM accuse the Jubilee Government of Involvement in Museveni Campaign:

“ODM has accused Jubilee of using public resources to drum up support for Ugandan President Yoweri Museveni ahead of the country’s general election on February 18” (…)”The Ugandan elections have sparked a lot of interest among Kenyan politicians, with both Deputy President William Ruto and opposition leader Raila Odinga being actively involved in campaigns” (…)In a statement made by the ODM:“We remain deeply concerned about the involvement of the Kenyan government in the ongoing Ugandan presidential election campaigns in support of incumbent President Yoweri Museveni,” (…)”Kenya’s involvement in Uganda elections also sets a dangerous precedent that will see incumbents openly rally behind each other,” (…)”ODM said in the statement signed by director of elections Junet Mohamed” (Mbaka, 2016).

William Ruto rewarded for helping President Museveni:

“Reports emerging indicate that William Ruto grabbed a prime parcel of land in Kayunga Uganda, the same place where he went to campaign for Museveni” (…)”Charles Tabora, a local denizen narrated to our pressman that area residents have already suspected Museveni’s hand in the heist because his government is mum on the same” (…)”We shall not go to sleep until we redeem our land that has been grabbed by this Kenyan land baron. Museveni and his ‘land addict’ can go to hell for all we care. We will teach that Kenyan man that Ugandans are like the rock that is right in the bottom of the deep ocean and does not fear rain” Explained Mr. Joseph” (Politica, 2016).

Allegation of using Eurobonds funds to support Museveni campaign:

“Henry Rotich said Raila’s sentiments were only meant to create unnecessary anxiety” (…)”“We have provided all the information on our website for all to see and make their conclusion on who is telling the truth. What I know is that people cannot be fooled all the time,” said Rotich” (…)””We have invited him to table the dossier he has with PAC (Public Accounts Committee) but he refused and instead goes to the media to claim he has information. Odinga should table the evidence with the Auditor General and stop disturbing the CS,” the legislator said” (…)”“If Odinga does not have faith in Parliament he should visit agencies that will carry expeditious and independent probe about the alleged saga,” Mr Chepkonga” (Kibor, 2016).

This here proves that it is manpower and monies that extended the power of the campaign while the other candidates are struggling and howling over; the NRM get even support of Money from Eurobonds from Kenya as William Ruto want to pay him back for the support of campaign they had in 2013. The approach is to give back for the support earlier even with a full-fledged team who gives pledges and gifts in districts go give credit to NRM and President Museveni. There is an issue here as the involvement will question the Government of Kenya’s address if the rigged election turns sour and make the people demonstrate and react to the thievery of their public rights to elect their leaders. Something that will make H.E. President Kenyatta like a moron instead of Powerbroker as this might give him an edge and fulfill the promise to pay back for the election of 2013. His deputy seems to enjoy the spotlight of Ugandan crowd as he was on the campaign rally in late 2015. This here is just an insult to all the Ugandans who might stand for a opposition candidate, as their neighbor involves themselves with the ruling-party and their militarization of the politics in Uganda. NRM Bus Company Ltd – “Ferrying crowds for the benefit of Party NRM-O”; In Service since 3. November 2015!

The National Resistance Movement Bus Company Limited started its operation on the Presidential Nominations Rally on the 3rd November 2015. The buses was used from the districts and picking up ‘Crime Preventers’ to the Campaign venue. As the successful launch was not without defects as the Company stranded the people in Kampala instead of ferrying them home.

The NRM Bus Company has verified the actual value of their “car-park” as they have 168 buses. Which is being used to serve the company and make sure they deliver people to the campaign venues; the people themselves don’t want to show up without being payed and getting a free ride there. The people who usually doesn’t attend the rallies as the villages and small towns to get to the main venues to see Bebe Cool, Jose Chameleone and the Executive Director of the NRM Bus Company Honorable Yoweri K. Museveni. The one man who has used some of his funds to start the company!  

In the November 2015 alone the Bus Company used UGX 140m on the expenses on the company side (Alliance for Campaign, 2015).

Operational Launch of the Company:

On the initial launch of the company for the nomination rally the Company used the NRM Secretariat UGX 45m to have enough funds to get people from Lyantonde and Mubende to Kololo Independence Grounds on the 3rd November 2015. From the Area the Company had promised to send 15 buses, but only 9 showed up; so the Company did not deliver that day to expectation in the area. Buses from Kololo were also using the service of the Company from Kabale to the campaign venue.  

To the Luweero rallies the Buses was pre-occupied to get the people from the villages to the venues on the 9^th November 2015. They ferried Crime Preventers that was stranded after the Kololo break-down to the rallies in Luweero.

On the 25^th November the rally in Kotido town, where people from the villages had been ferried to; but the Company had also engagements in other parts to secure attendance for the party that owns the Company, though the delivery was sub-par in Kotido as the people we’re stranded as the Company was not prepared to facilitate people home on that occasion.

The Operation on 12^th December the Company had a successful business as they used 30 buses from Mbale to Bududa. The ones that took the opportunity that day in Mbale got UGX 5k and free yellow t-shirt.

The Company suffered a big set-back in Mbale at 12^th December as the truck-drivers was not fairly compensated or the former pledges of the NRM Company was not being kept. Even when a Government Official in the Region District Commander (RDC) was going to negotiate with the Company men, they still refused.

On the 18^th December the Company had a sufficient delivery as the Campaign in Tororo was filled to the brim with no locals and that people from all corners was payed to attend the rallies that day. The people came the day before and Company surely did get people to the event on the 19^th of December.

On the 4^th January in Kabale towards the main rally at the Kabale Stadium, from all around the villages in the district buses was travelling and giving money to attend the campaign rally. The amount of cost for this rally was expected to cost the company UGX 500m.

They had operations at the 6^th January in 2016 to get people from Ntungamo to Rukungiri to make sure that the people arrived safely to the Rukungiri campaign venue. The worst part of the delivery was the village people who had joined and taken part of the services on the 6^th January in Kihihi, was stranded at the Kihihi Police Station; so the Bus Company did not live up to expectations.

On the 10^th January in Isingiro the Crime Preventers was the one who was attending the Campaing Rally, while the locals walked home, successful in the way the Company got Crime Preventers to the venue, but the locals did not use the service.

In January they had a central in Mbarara while making sure the affiliations and hired extended companies like 11^th January the Global Buses to ship people to the Campaign venues. As the 13^th January hired another buses to make sure they got people from the districts around the area to get people to Bushenyi.    

On the 2^nd February the Company fixed trucks and buses to get people to the Sembabule rally of the owning party, but did not facilitate to get people home, as they we’re stranded, the Company was off to other engagements and rallies; was also not ordered to get people back home after the rally.

On the 4^th February the Company used it resources and got people as far as Kalangala to be a part of the rally at Masaka. They used rented and owned trucks from the long distance areas to make the full with people.

On the 8^th February to be able to have enough people for the rallies that day, the Bus Company had operations in the Busoga Region, giving T-Shirts and UGX 20k and the ride to the campaign venues of the day. As the locals that day would not attend on the rallies there.

On the 10^th of February the Company had troubles with the arrangement and buses where in the shop so the service delivery was substandard and therefore the amount of people at rallies in Entebbe as the mechanical problems destroyed the result of the company that day.

On the 11^th February the Company had hired Global to be successful again getting people from Mbarara to Kampala to attend the venue graced by the company.

Today (12.02.2016)  in Kampala the NRM Bus Company have been busy with offering ferrying services from Central Parts of city to Kawempe main rally, as the operations drops UGX 5k as the Bus Service was in operations in Kampala.

Basic Part of the Operation of the NRM Bus Company Limited: 

As we see the operations since the beginning has not been perfect, but that is to blame for the mobilisers who has not address the central organizations as Mike Ssebalu as the NRM Campaign Task Manger or Gen. Tukumunde “the money man” who hasn’t fixed the money from the owning party. As the NRM Bus Company is not yet a fully functional enterprise or limited company as it will be after the 19^th February. Then the NRM Bus Company Limited will both dissolve and sell the buses, so they can be customized for those who want the buses that have tested the worst roads of the country while driving from village to village. Mzee had today a weak campaign rally at MUBS (Nakawa, Kampala) today; As the crowd left when the musicians done playing! (Footage of it!)

A Politician that people is tired of, as we saw in Isigniro where the public and locals went in the middle of Mzee speech. The Youth of Makerere University Business School (MUBS) or Nakawa and locals, went away from the campaign rally today when they had seen and listen to Jose Chameleone and Bebe Cool; then they we’re ready to take a Sambusa or rollex in town instead of listening to the same old pledges of the President. This should be a worrying side for NRM as the YOUTH doesn’t eat his words and pledges, instead they comes for free music and entertainment, not HIM! Or his National Resistance Movement…

How did the NRM get people there today:

“People of Nakawa division a suburb of Kampala City today got a share of the taxes they pay when the Ugandan dictator Yoweri Kaguta Museveni went to campaign in their constituency.  Not only empty yellow buses were moving around carrying people to Makerere University Business School but also taxis were moving all over the division. This time it was clearly seen when these vehicles were making stop overs in various places carrying people to MUBS the center of campaign for Mu7 today.  Each time a person enters the vehicle, he or she is given 10,000/=(Ten thousand Uganda shilling cash)”. 

(A rumor) I don’t know is true but:

The NRM owns 148 Buses and has 15 Trucks to ferry people under their “NRM Bus Company” or “NRM Transport Limited”. As their main business since Nomination Day in November 2015 has been Voter Tourism. What does the people say? Peace.
