Local Government Permanent Secretary Patrick Mutabwire 111 car’s we’re: ‘Gone in 60 seconds’!
The Auditor General John Muwanga was questioning the former Local Government and their use of allocated funds today the results of the check of use of monies is showing the lack of fiscal responsibility. The Local Government where allocated funds for cars for the Local Councillors and Chairpersons in the districts. As much as 111 persons where supposed to get cars to Councillors; what I wonder is it the same about the cars that we’re bought right before elections for the Regional Police Commanders (RPC) and District Police Commanders (DPC) that Hon. Frank Tumbewaze where showing off or Prime Minister Dr. Rukahana Ruganda did too.
But here are the main questions of the day and non-of-us is surprised at the actions of Local Government workers or civil servants diverting funds without following procedure. Take a look!
Misuse of Government funds:
“The former acting Permanent Secretary in the Ministry of Local Government, Patrick Mutabwire is on the spot over mis-allocation of 12 billion shillings. Mutabwire appeared before Parliament’s Public Accounts Committee on Wednesday September 28th 2016, to respond to queries raised in the Auditor General’s report of 2014/2015 financial year. One of the queries was on the diversion of the Ugx 12 billion, which was meant to procure 111 vehicles for all district chairpersons and six other vehicles for the ministry. However, it was noted that only Ugx 1.48 billion was spent on the vehicles procured from M/S Toyota Limited while the balance of Shs 5.5 million was diverted and utilized on recurrent expenditure without authority from the Permanent Secretary Treasury. “These funds were subsequently transferred to staff personal accounts, with Shs 4.3 billion paid for African Day of Decentralization celebrations,” the Auditor General said” (Parliamentarywatch.co.ug – ‘Former Local Government Minister On Spot Over Sh 12 Billion Misallocation’ (28.09.2016)

What the OAG reports says:
“Diversion of funds meant to procure 111 District Chairperson’s vehicles:
During the year, the Ministry planned to procure one hundred eleven (111) and six (6) vehicles for the District chairpersons and the Ministry respectively. This involved a total contracted amount of USD 4,590,568 for all the vehicles inclusive of taxes. Funds totaling to UGX.7,013,611,179 (inclusive of taxes) were released to cater for part payment of the district vehicles and full payment of the Ministry vehicles. However, it was noted that only UGX.1,487,636,396 was spent on the vehicles procured from M/s Toyota Ltd and the balance of funds (UGX.5,525,974,783) was diverted and utilized on recurrent expenditure without authority from the PS/ST. These funds were subsequently transferred to staff personal accounts – UGX.4,361,949,108, payments for African Day of Decentralization (ADDLD) celebrations – UGX.118,277,664, cash withdrawals – UGX.120,000,000, fuel UGX.28,000,000, hotel bills – UGX.110,844,899, refund of borrowing to DLSP project and DTRF – UGX.315,674,140, rent – UGX.196,859,360 and others. I reviewed the advances to personal accounts and my observations were summarized in Paragraph 8.2. Use of Development funds to cater for recurrent expenditure is contrary to financial regulations” (OAG -ANNUAL REPORT OF THE AUDITOR GENERAL FOR THE YEAR ENDED 30TH JUNE 2015, P:191-192).
So the question is from the report that is already out and wonders how much money that we’re diverted to private accounts without authorizations. These where allocated and where tenders out, but they couldn’t followed the procedure of that either. Since the M/S Toyota Limited agreement can only been for parts of the allocated funds; if not they couldn’t have diverted the allocated monies away from it. There are no other explanations to it.
Because of this, unless the Police act a fool tomorrow, I have to look through the report from the Auditor General of Uganda when I have time, to see if I can see other judo tricks done by civil servants and ministries that has allocated monies wrong or spent monies on themselves as there been a normal for many ministries to not follow procedure in Uganda. But hey, they learn that from up-high. Peace.
FDC’s Ingrid Turinawe Statement after being released from the Unlawful Arrest of the Police and the Experience She had while being detained at Nakasongola Police Station (10.05.2016)
Very annoyed but not frustrated, very weak but not down, very hungry but not ready to eat, i resolved with courage and determination to die of hunger but not Poison. I was certain it was the only defiance Tool that would help me communicate my where a bouts with my People. For two days and two nights! I did not taste even a spoon of water in Nakasongola police cells. At the same time, I loudly demanded to eat and I wld only eat food From home.
Yesterday at around 11am An exchange, started, very hot and loud! It was between the ‘arresters’ and the ‘keepers’, issue was About the ‘kept’- ” come, take your woman away, or call her family to bring her food, or else we release her to go now. We cannot keep a suspect who is not eating, not in our custody! She will not die Here”
I overheard this Exchange which went on repeatedly . At midnight, the arresters arrived.. I did not even imagine a whole trained Police officer at the rank of DPC would open a female cell to hand her over to some goons at such time. I protested and opted to remain with my hunger as mosquitoes feed on me than enter that van. This time it dint work! I was forcefully thrown into van- yes, very worried and not aware of what they wld do to me, i was Driven at a neck breaking speed. Deep in night from Nakasongola to kireka. At 3 am i was entered into the suspects entry Book (back dated), they signed me in and asked me to sign out (at the same time). They gave me BOND, drove me up to my gate at 4am.
NOW, – you camped outside my home and arrested me as soon as left, where or when did i incite violence?
– In which area of jurisdiction did i commit the offence in order to get me detained in nakasongola .
– why detain me in nakasongola but charge me in Kireka?
-As a suspect, dont I have rights to have my People know where Im detained? My lawyer? My family?

SPCs protest in Iganga (Footage-Clip)
Here you see what happens when you doesn’t pay your security outfit properly and how they react to the unjust behaviour of the Government of Uganda, and the NRM-Regime who has used their services, but not properly compensated them. The irony of steady progress and safety comes to mind, right? Peace.
Ofwono Opondo the executive director of Uganda Media Centre; claims that the FDC and the media tells lies and propaganda against the NRM; I am claiming Opondo has lost the plot
I do not feel like dropping the Uganda Media Centre Press Release freely to world without criticizing for it missing facts and show the fiction of the ruling party, which means the NRM who surely does whatever it can to look beautiful; while the truth is something else. That they the NRM claim that everybody else putting up the ANTI towards the polls; as they have done with vicious attacks if they don’t get rule again. So again the non-sense is so far-fetched that this was too easy to not demolish for me, I will not take every piece of the Press Release, because hey! It is not worth that time to write it. Opondo can’t use that long time writing before publishing it, my evidence is: “Civil Society Organisations (SCOs)” (Opondo, 2016). Let’s go!
Meddling from Embassies in Politics:
“Government does not therefore expect particularly members of the diplomatic missions here to unduly meddle in our internal politics and elections as some of them are already doing. Government takes strong exception to meddling and would like to caution those doing so to desist forthwith, and in case there are matters of concern they should be addressed through the appropriate diplomatic channels. Uganda seeks mutual respect to its sovereignty in accordance with international laws, norms and practices” (Opondo, 2016).
This here is an answer to the polls that was showing favorable and giant lead to Dr. Kizza Besigye and the FDC over President Museveni and the NRM. This is intended to deflect the actual factual one they had and released in the end of January 2016. Here is the basics of it:
“Communications Department of the American Embassy in Kampala has conducted an intelligence poll and it suggested that: Museveni is at 30%, Besigye at 53.6% and Mbabazi 15 %”. There are other candidates, but there is not much left for the 5 other candidates. Just saying…
This is the one thing that Opondo and the Government of Uganda, alas NRM don’t want to see, as this destroys the picturesque polls that they posted in New Vision with 71%. As they have done in both 2016 and 2011, about the same time (before the election) with the same number and lead for the NRM. So the diplomatic missions should just focus on giving government aid and government funds that the NRM-Regime can embezzle. He is not saying that, but that is what he means.
Governmental issues with the FDC:
“The repeated incidents of violent friction particularly by the supporters of Dr Kizza Besigye targeting the police including physical assault on law enforcement personnel must be condemned and discouraged. The police deserve respect by all in order for them to work effectively and efficiently in protecting the general public. While the public has generally shunned recruitment into political quasi militias, some opposition groups continue to mobilize under the pseudo noum of Power Ten (P10) mainly in Kampala, Wakiso and parts of Mukono districts” (Opondo, 2016).
This here is straight forward attack on a Presidential Candidate and his campaign. As they use the necessity of security forces and police as a token of self-defense, as they goes aggressive against the campaign rallies of the FDC. There been seen so much Anti-Riot Police following the campaign trail of the FDC, as there been DPC in cell-phone conversation at campaign rallies as frequent as Liam Neeson in Taken. The way the Police is harassing the opposition and keeps blocking and stop also media houses as the opposition steps into them; proves the problem is not FDC, but the NRM-Regime who is not fully-fledge democratic, yet! They claim about the P10 who is made up to show accountability and stay behind after the vote is cast and generate local participation from the grassroots-level, as did the Resistance Councils back in the day! But Opondo has forgotten that piece of history hasn’t he? Secondly the P10 is nothing compared to military formation of Crime Preventers as they have trainings with sticks, while the P10 is a little organization who works for securing votes and participation towards the FDC. As a democratic party does during pre-election times, but why is this wrong Hon. Opondo? Is it because it not your beloved party NRM and for Mzee? As everything is supposed to circle around?
Army and Police men not allowed to Campaign:
“Government is following and investigating reports that appear to link Gen. David Sejusa aka Tinyefuza to some of these groups, and if found to be true appropriate actions will certainly be taken to curtail and neutralise his activities. As the law is currently, no serving police, prisons or army personnel whatever the rank can be a member of a political party, an election campaign task force, support candidates, be a campaign agent, or speak publicly on partisan political issues. The only role serving officers have is law enforcement when called upon, and to cast their votes in secret as the law provides for all registered voters” (Opondo, 2016).
The arrest is done as the general has questioned the regimes premise and coming rigging as there are things to question in that manner. As Gen. Sejusa is not allowed to be political involvement the Gen. Kale Kayihura of the Police was even on the Second Delegates Conference of the NRM to assert Mzee for another term as sole candidate in the NRM. But that is not an issue for Opondo, because Kayihura support the right party. Lieutenant General Henry Tukumunde aka “The Money Man” is directly involved in the NRM campaign team and that is also a no-issue. You have Brigadier Elly Kayanja who campaigns directly for NRM, but that is a no-go. So why is okay for all this men to be part of NRM, while Gen. Sejusa questions the NRM-Regime, he gets Makindye Military Barracks yesterday! So Opondo, please explain the inaccuracy in your flawed logic of why Gen. Sejusa can’t campaign, while all this other persons can walk freely and do what they want?
This here is the last quote I care about quoting and address, the supposed evil intent of FDC and other fractions of society to make a rebellion towards the government if the result of the election does not goes their way, sounds like some the fantasy Narnia-land and soon making Uganda until Mordor instead of the Shia it is before the election. As the detaining of more and more political active persons either opposition candidates or affiliated to an opposition candidate like the driver of Dr. Kizza Beisgye, Norbert Mao and so on. But let me go to the last quote worth commenting to.
Propaganda against Mzee:
“There is an on-going drive to intensify negative propaganda against President Yoweri Museveni, senior government and security officers. Part of this plan is already evident in sections of the media deliberately distorting or quoting out of context public statements issued by government officials with the view to cast government in negative light and cause public disaffection” (Opondo, 2016).
I must be one of the men who has intensified propaganda against Mzee and his loyal cronies. Well, IGP Kayihura and NRM SG Lumumba promised arms to Crime Preventers go against opposition if they won the election, Lumumba actually said she would get the regime to shoot and kill civilians, and last but not least NRM Chairman of Masaka Katumba promising violence if they lose power. This is paraphrasing the manner, since I written about it before, and don’t need to address that again. That Opondo talks about context and calls the questioning of it “cause public disaffection”. The disaffection is caused by the utter violence the NRM men are spreading to the public as even their master in Mityana! Where he promised that he would take his life and his supporters would do the same if the Electoral Commission let Dr. Kizza Besigye become the President. This tells of the violence and fear that the NRM is spreading. They are the ones causing this, it is not the media who asks and getting this people to talk in this manner and address the world in this spirit. It is themselves and later the media who gives the reason and music to it, as a way of making sense of the message the NRM and Mzee is sending in the final stages.
The level of fear and spreading fear as the ending of the press release is sending is massive and outrages. This is just in token of the NRM-O for the moment. They can’t breathe on other things than spreading fear to keep power. Not that they have actually achieved anything in their 30 year reign in the Country! The riches of the spoils has gone to cronies and not it’s people. It is far from the Shia or the Rivendell, instead it is closer to the Mordor as the NRM-Regime is saying it will become right around elections and post-elections when all ordinary government facilities will be under siege; as the on-authorized militias will go against the result, as the NRM does not do anything wrong or say nothing wrong, that is the place of the opposition to do. But that is just my assessment as the brilliant Ofwono Opondo states today in the Uganda Media Centre Press Release. That I have discussed! Though Opondo’s flawed mind is to be a loyal mouthpiece of Museveni. As this is was released in the Media House payed by government funding under the Office of the President. So this can only see as biased lovely propaganda, as the ones he claimed the opposition was printing and describing as they take words out of context. But the NRM just print the picture who make them look perfect, that is why they have banned NTV from their campaign as they did not follow the guidelines of the regime anymore. That is something to think about. Peace.

The People’s President had rallies today in Kiruhura and Ibanda; while also inspecting a depleted government school in Kiruhura
It is time again to show a campaign trail day of the FDC Campaign Convoy and Dr. Kizza Besigye, they are holding it up while the driver Fred Kato is detained and in jail. The campaign does not stop because of this. Though it is just the opposition who has to cope with that, it’s not like Mike Sebalu or Ofwono Opondo would be jailed for some nonsense, right?
Pretext to the campaign area:
“On the 6th January 2016 FDC offices in Kiruhura district were broken into by the military, the deadly illegal operation was led by an Army officer known as Major Rutakara (mrs) of Kyakabunga village, Nyakasharara sub-county, FDC materials such as Besigye Posters, T shirts, and P10 cards were confiscated” (Minbane, 06.01.2016).
Paying Boda-Boda drivers to shun the FDC rallies in Kiruhura and Ibanda:
Patrick Bitature was supposed to support men to walk around in the district to give the boda-boda drivers UGX 30k to not drive around people to the rallies in the district today. Just as they have offered before in other districts, they also used the same tactic when Go-Forward was in the area campaigning. The same strategy was used in Ibanda district where the men went around promise them a slaughtered cow if they didn’t drive people to the FDC rallies in the district. This was the promises done before the Dokita rallies in Ibanda.
Other news on opposition issues in Kiruhura district on 28th January:
A Church leader with the name of Justine Namara was thrown out of church after the congregation got to know that the leader was a supporter of Amama Mbabazi. In Kanoni town the Catholic Church Leader who was given a motorcycle by John Nasasira has been harassed by the people and the motorcycle have been withdrawn.
Kiruhuru district rallies didn’t start here, but he had an effective campaign rally in the town of Rushere. Where the locals even gave away NRM membership cards to the People’s President!
Dr. Kizza Besigye between rallies in Kiruhura and Ibanda districts he visited a Primary School in Kiruhura, who was supported by funds of USAID, and now run on the Government funds, and the pictures of the school proves the local neglect from the Local Government Council and allocation to this school.
The wave of change has not spared Kazo sub-county here in Kiruhura district.
They telling Kizza Besigye at ” Kyahweire” that he shouldn’t worry.
Police in Kiruhura commanded by DPC Byaruhanga has tempted to break Dr. Kizza Besigye from using a road leading him to some campaign venues claiming there is a market place; where they claim Kizza Besigye was likely to disrupt business. At Bugaruhe police was found barricaded the road using police pick up which forced Dr. Kizza Besigye to ask the why they are denying him the way. After minutes of exchange between police and FDC supporters, police later backed back and left Besigye’s convoy to proceed to the next venue. Surprisingly the place where police claimed to be the market there were no people. Meanwhile the tirn up at Besigy’s rally in Kiruhura district is overwhelming.
Then we see the people greeting Dr. Kizza Besigye while driving into Ibanda Town before the main rally in town! Massive show-up and turn-up for the team!
As the massive rallies in the district where coming to the end. The Calvary had to show up and show their force as they couldn’t do anything else. In Igorora where he was about to hold his last rally before heading back to Mbarara for the evening; the Police intervened and baptized the crowd in tear-gas and scattered the public who had turned up for the rally.

And many of you through the joy and strength to sacrifice your time and resources to have us continue with this struggle we started in 2001. The People’s President successful campaign in Kiboga district; He got a injured man in the middle of the campaign trail into the local Hospital; Even when the Calvary was barricading the hospital
This is the story of how Dr. Kizza Besigye saved yet another traffic accident victim on his campaign trail in Kiboga. Showing yet again through character. As a leader should do and also showing humbleness towards the police in a incident where they could have made the event turned sour. He didn’t visit the hospital to show the world the state of the hospital, but to help the citizen in need. See what the reports said!
Dr. Kizza Besigye has rushed a man involved in a nasty accident to Kiboga hospital. The accident happened in Kiboga town when two bodas collided. Dr. Besigye surrendered his car to rush the injured to the nearest hospital.
The hospital was found manned by police as always but Kizza Besigye had no time to negotiate with them.
He entered the hospital and witnessed how the injured was given the first aid. Police was seen perplexed but the DPC later gathered some courage and greeted Dr. Besigye with a firm handshake.
Health workers,Patients and care takers immediatly gathered and surrounded Dr. Besigye and demanded that he greets them as police helplessly looked on.
After delivering the injured man:
Dr. Kizza Besigye addresses hia supporters right at the entrance of Kiboga hospital shortly after dropping a man who had got an accident in Kiboga town. Police men were just looking on in astonishment.
Rest of the Campaign trail:
Lwamata, Kiboga district. The People’s President making a conversation with voters about equal opportunities and shared prosperity.
He contined the campaigns. As follows: Kizza Besigye arrives in Kiboga town play ground. Kiboga has also made its statement. Residents here reported to him the problems in the district which include among others land grabing and illegal evictions from land. From here Team Kizza Besigye is to resume campaigns in Kyankwazi district.
People’s President held peaceful campaign rallies today and also had a visit at Lwanda IDP Camp; there was positive campaigning in Kween & Kapchorwa district!
Today FDC Presidential Candidate Dr. Kizza Besigye visited to districts. Wbere be travelled the villages and major towns. Also visited a IDP camp without the Police creating election-violence. Wonder if the Electoral Commission accepted it today or lost their step for a second. So today we’re a second day in row without anything of violence happening to the FDC and Besigye which is a great thing. Let’s enjoy that!
Before he had the main rally he visited Lwanda Internally Displaced Persons (IDP) Camp in Kwanyly sub-county in the Kween district. He was led to tour the camp where he witnessed an inhuman condition people are leaving in. The worst of all is when Dr. Kizza Besigye was told that they have nowhere to bury the dead. They bury at night after sneaking dead bodies to the nearest land. There are over 256 families living in IDP camp who are displaced from Kapktwata forrest 16 years ago.
In Kapchorwa at the Boma Grounds, where Forum for Democratic Change (FDC) Presidential Candidate Dr. Kizza Besigye held a rally today said this:
“Let’s regain confidence as the masters of our land, this campaign is part of the struggle to liberate ourselves from those who have enslaved us and made us refuges in our country”.
Kizza Besigye message after the rallies today:
“Thank you Kween and Kapchorwa! #WesigeBesigye”.
This here proves yet again. How the people are going to see and greet Dr. Kizza Besigye. As example: they we’re delivering all kinds of gifts and showing appreciation of his visit to the districts of Kween and Kapchorwa. The stories of Lwanda are sad; the other sad issue is the extent of their stay and living conditions, but the left-behind by the government. The other thing about it that is good is that the Police didn’t go ham today. That is good to hear and also a little happiness. That there wasn’t another Bukwo district and incident that hurt people with tear-gas and shooting live bullets against the FDC convoy. So there are sometimes certain districts where the Regional District Commander or District Police Commander who went crazy for following orders from IGP Gen. Kale Kayihura. Today there we’re another day where the Blue painted the district they we’re visiting. FDC and Dr. Kizza Besigye had yet another day of positive campaign for the cause and mission of defiance against the NRM-Regime. Peace.
The Calvary sieged the Bukwo District; because the fear of the FDC Campaign convoy
The Calvary continued to stifle for the FDC convoy in Bukwo district. There we’re violence around the Teriet IDP camp earlier today, but the RPC of Sipi Gerald Twishime has been busy today! Where many of the FDC convoy got hurt in the battalion with the Police and two police officers also got injured by the tear-gas, live bullet and road blocks around the camp.
The campaign trail where scheduled to continue in the district. He also making ready to campaign in Seibei region, but they has been silent after the campaign rally around the Teriet IDP Camp.
When you see the photos of other places that we’re expected to have a visit of Dr. Kizza Besigye and the FDC Campaign Convoy it seems like the Police is ready for warfare and not campaigning. Is that the legacy of Museveni and the NRM-Regime? Not proper democratic values, instead they show violence and unjustified actions that is later claimed to be right by central police spokesman CP Fred Enanaga. We knew that we’re coming, they can’t help themselves. The police are a tool of the regime and the RPC or DPC is just a mouthpiece and the G.I. WOW of IGP Kale Kayihura who follows blindly his master and issues the laws when he can justify unjust behavior of his men, but that is not something we don’t have to worry about right?
Because we know Gen. Kayihura does just what his ordered to do. Just as the Electoral Commission uses the regulations as it fits Mzee, and makes it harder for the opposition, just as they have done today. The lawmen have gone more army fitted then UPDF and with machineguns bigger than Rambo. Stallone must grin where he is sitting and looking at the photos of his lookalikes in Seibei sub-county and Bukwo district! Instead NRM and NRM-Regime need a reality check for their election-violence that they sponsor, and this is what they will be remembered for. Be proud!
The NRM Chairman for Bukwo after seeing the violence in the area has deflected to FDC today after seeing how the Police treated the locals and the eruptions that it created.
Later in the day after the IDP Camp this happen:
In Napada Trading Centre when the FDC convoy came there the Police started yet again shot live bullets against crowds and cheering public to see the People’s President.

Today the People’s President visits Nakaseke district and met a hostile Police Force
While the Forum for Democratic Change (FDC) Campaign convoy went to Nakaseke district for continuation of the campaign rallies towards the General Election in 18th February 2016. Dr. Kizza Besigye have been scheduled for travelling the district and campaigning. That is expected by now, since he has tirelessly since November like any Presidential Candidate has done.
What that happen today we’re not really news. The Police we’re following the campaign trail of FDC convoy in the district. The thing that is bothering and sad is to see the operational factor of having police ferrying the so called crime-preventers from village to village, and town to town to get people to shun the campaign rallies of the FDC. They did what they could to intimidate the public from showing up at the rallies there.
Also a deflector from Go-Forward Hon. Amama Mbabazi had the support earlier last year from Nakaseke Democratic Party MP Candidate William Kasibante. He stood on stage and publicly now deflected to support Dr. Kizza Besigye.
While the Police we’re driving with Crime Preventers to stop the public from going. This shows the orders from up-high since the districts police is interfering in yet another opposition rally. The DPC Justus Asiimwe can’t be happy with his men’s work since it was not working well. Since the people and public did show up to the rallies even with the mobilization of Police and Crime Preventers did not stop the crowds or local citizens to show up. That means the security forces did not secure the public, instead making the issues being interfering directly into politics and party affiliation as the matter of not doing the same when NRM and Mzee came to the district. This shows loyalty towards him and partiality in a way that should not be happening at this time of Electoral Commission and their Election Road Map of 2016.
