Furious Six: 6 Unlawful By-Elections in 2018!

From Bugiri By-Election in 2018

Surely, today the Constitutional Court has annulled the six by-elections held in 2018 in the new constituencies in the Republic. This is mere year in the electoral road map and campaigns. Next Christmas and New Years will all be campaigning. Therefore, a funny timing for a verdict on the petition to annulling them now.

That the case got this and got nullified. Means, that the ones who already represent in the county this municipalities or districts are carved out of. Will serve the remaining the time in the Parliament. This is as were ticking into 2020. These elections where held during the 2018 and isn’t that long ago. That means initially, the MPs in the 10^th Parliament for that time. Was representing ghost entities, which isn’t new in the Republic, but shows the shoddy work of the Electoral Commission and the Parliament itself.

There is no greatness to this, just are mere finalization of too much carving up entities in the Republic and these six MPs will carry the cross. Even when its not their blame, but the state itself. Which has initially held these By-Elections and has given them an office. Therefore, they it is rich that they suffer, even if these people most likely will get some kickbacks, until the next window of opportunity arises.

Well, let me take a few phrases and snippets of the judgement to show the questionable acts of government, who in the end is the blame for this madness. Because, this is just significant, since the state should be able to know when something is running and something is not. Like which constituencies are actually existing, and which is non-existent.

“It must foremostly be stated that the creation of new constituencies does not lead to any vacancy in representation in Parliament of the newly created constituency when the creation is made after the holding of general elections. This is because, before a constituency is split into two or more constituencies, a member of Parliament is elected for the whole region which is subsequently split into two or more constituencies” (Constitutional Court Case. 20, 2018; 27.12.2019).

“The Electoral Commission cannot be generally directed and the petition only discloses a challenge to elections conducted in the municipalities of Apac, Sheema, Ibanda, Nebbi, Bugiri and Kotido. This is because the resolution of Parliament is lawful. As far as the municipalities of Apac, Sheema, Ibanda, Nebbi, Bugiri and Kotido are concerned, section 20 of the Electoral Commission Act is specific that elections can only be conducted in the next elections if no vacancy had been declared by the Speaker. The conduct of elections in such areas would be unlawful before vacancies are declared or fall vacant by virtue of the dissolution next before the election of new members of Parliament in general elections after the expiry of the term of Parliament” (Constitutional Court Case. 20, 2018; 27.12.2019).

It is really rich know now after all the campaigns and how much power was put into play in these elections. That they are now deemed unlawful and nullified. This means the ones representing these municipalities are only pure fiction. Which was playing out in-front of our eyes and all stakeholders put all energy into them. The President, the Police Force and the Army was all involved in them. While, the losers here are the general public and the constituencies itself.

That means for the ones wanting to carve new districts and such, it will only have an affect in the next general election. That meaning in 2021, these municipalities would be first up for elections. The same for the ones coming after 2021, if there are any other municipalities or districts created before 2026. Than, these has to wait too before they get any representation in Parliament.

That’s why its so rich in hindsight. Because the government and the Electoral Commission should have ensured this didn’t happen. However, they were so into their own hype, that they throw everything into it and hoped for magic. But, as we know now it wasn’t real.

What did we learn from all of this? Well, that the ones rigging the game, cannot even do that properly. Peace.

IG Kakooza uncovers corrupt behaviour at all corners of Uganda in the May 2016 Report!

Because of General Election 2016, this one here got lost for me, but not for too long as the Report from Inspectorate of Government that came in 27^th May 2016 has some clear issues within Government.

What it indicates is how many civil servants that use their position to gain extra funds and salaries, but also with the knowledge of troubles gaining enough income or salary on time therefore the acts of cheating, grafting and impersonation seem like a way out of poverty and actually just eat for a brief moment. That doesn’t justify thieving, but proves the systemic defaults on its own.

The Government and this IG has business to handle as there are cases in may districts and areas of the Republic only in the last 6 months. This here is just some fragments of the report from the IG. Still, shows the extent of Corruption in the current 30 years of the National Resistance Movement. How President Museveni can be proud of the system he has lead and built over the years. Take a look!

Breaching of the Leadership Code:

“In one (1) investigation it was recommended that a refund of Shs.3,480,000/= by a leader be made for using a company vehicle while he received transport allowance. A policy guideline on transport and fleet management was also recommended for the institution investigated” (IG, P: 17, 2016).

Lacking funds for the IG:

“Although Government has shown commitment to avail more resources to the institution as evidenced by the IG budget growth from Shs.13 million in 1986, Shs.3.1 billion in 1998 to Shs.35.4 billion in 2013 including donor support, the funding provision under the IG ceiling is still insufficient compared to the operational cost of investigations, prosecutions, verification of declarations and public awareness programmes” (IG, P: 33, 2016).

Government Institutions who hasn’t acted on IG recommendations:

“Alleged abuse of office and fraudulent tendering during the FY 2008/09 by MMC: The Senior Finance Officer/MMC was directed to refund. UGX 3,600,000/= being half of the money misappropriated to IG Assets Recovery A/C in BoU and thereafter present evidence for deposit to the IG failure of which she would be prosecuted in Courts of Law” (IG, P: 38, 2016).

“Alleged abuse of office by the Ag. PPO, Sembabule District: Mr. Turyarugayo Monday was directed, within three months, to refund Shs.4,890,804/= to IG A/C in BoU, which he irregularly earned in salaries for no work done” (IG, P: 38, 2016).

“Alleged abuse of office and mismanagement of a contract to extend council block by Lyantonde district officials: Submit Mr. Christopher Okumu to the DSC for appropriate disciplinary action for advancing Shs.150,000,000/= to M/S Bakaruma Contractors Ltd” (IG, P: 39, 2016).

“Alleged embezzlement of Shs.3,092,691/= meant for villages and 5% for Parishes in the FY 2010/2011 by the former Sub-Accountant Rubaya S/C In Mbarara: The Accountant should pay Shs.3,092,691/= within sixty days to the IG Assets Recovery Account with Bank of Uganda failure to do so will lead to tougher action being taken against him” (IG, P: 40, 2016).

“Alleged abuse of office and mismanagement of funds worth Shs.14,000,000/= by Kazo Town Council: The CAO Kiruhura should submit the Physical Planner Kazo to the DSC for disciplinary action for false accounting of Shs.2,000,000/= and failure to account for Shs.4,096,000/=. The Physical Planner ordered to pay Shs.6,096,000/= to IG Assets Recovery Account within 60 days. The Senior Physical Planner, Ministry of Lands directed to refund Shs.2,250,000/= received for facilitation for the work he did not do” (IG, P: 40, 2016).

“Alleged judicial misconduct and bribery by the Chief Magistrate Ibanda Court: The Chief Registrar Courts of Judicature should submit the Chief Magistrate to the disciplinary committee of the Judiciary for disciplinary proceedings and he should refund Shs.13,154,000/= to the Judiciary” (IG, P: 42, 2016).

“Alleged abuse of office and misappropriation of CDD funds by Busiisi Division Officials: Town Clerk to recover Shs.1,800,000/= being funds for Agahikaine Kibingo group that was put to personal use” (IG, P: 42, 2016).

“Alleged mismanagement and abuse of office by the Headteacher of Rukondwa Primary School in Masindi: Letter issued to Head teacher directing him to refund Shs.470,000/= through Assets Recovery Account being money he misappropriated as Headteacher of Rukondwa Primary School between 2004 and 2006” (IG, P: 43, 2016).

“Alleged forgery and impersonation of a teacher at Nyanja P/S in Rakai District: The teacher was directed to refund a total of Shs.19,579,287/= within 90 days with effect from 13/05/2015 which he illegally earned in salaries masquerading as a teacher who had left the teaching service in 2005/2006” (IG, P:43, 2016).

“Alleged embezzlement of Shs.85,000,000/= from Malaba Town Council: The CAO, Tororo was directed to submit the name of the former acting Town Clerk, Malaba Town Council and currently Assistant Chief Administrative Officer, Tororo to the DSC for appropriate disciplinary action for spending revenue earned from property tax, contrary to section 37 (2) and (3) of the Local Government Rating Act, 2005” (IG, P: 44, 2016)

People arrested by the IG:

“Hon. Abraham James Byandala, Minister without Portfolio: Abuse of office, Influence peddling, Disobedience of lawful orders” (…)”Asiku Ben, Accounts Assistant, Yumbe District Local Council: Embezzlement, abuse of office, forgery” (…) “Kiddu Ssali Bonny, former Chairman LC III, Lukaya Town Council & Luyimbazi James, former Town Clerk, Lukaya Town Council: Abuse of Office” (IG, P: 58 & 59).

People Concluded Prosecution cases:

“Wanyaka Samuel, Director Parliamentary Budget Office: Convicted on all the counts and sentenced to ten years in prison. He was further ordered to refund Ug. Shs.822,965,000/= which he stole” (IG, P: 61).

This here is just key aspects of the Report, not the whole one, but show’s how certain levels of corruption are and how it is taken. The smaller ones and the ones that are not important can be questioned and asked for refund. The others are being equitted or using long trial time to hopefully be forgotten.

There in the smaller district centrals and provincial towns where the cases are in North, West and East, but very little in the Central parts of Uganda; which is seem a little bit weird as the Central Government institutions are in Kampala and the teachers and supervisors that are taken to the Inspector General of Government are further in the districts. Not that I can believe the Ministries and Central Government is clean, as this report even at one point claim:

“Kalungi Robert, Principal Inspectorate Officer, Inspectorate of Government: Soliciting and receiving gratification; Convicted and sentenced to two years imprisonment on each count” (IG, P: 62, 2016). When even the Government body working to uncover corruption and graft are soaked in it as one of their own are taken doing the deed. Then the Central Government has to have an issue, not only Principals at Primary Schools in Mbarara, but also at Ministry of Sports and Culture.

The pride of the nation is not at stake, this is the ordinary, the normal and expected. The word of warning come and goes from time to time. Still, the validity of these claims is strong and shows the level of corruption. This is surely the same in 2016, as it was the last 6 months in 2015. Even more during the campaign of the NRM and General Election usually flamboyant spending from the Government; this is towards the folks and extent the boundaries of corrupt behavior to get the citizens to drop ballots in good faith.

So we can look forward to the next report if it is censored by the Central Government, that wouldn’t be surprising. So we can see if the IG get the ability to drop more stories or if the creative NRM will hide the corrupt behavior.

The ones coming here is not a good look as the small and minor, even bigger institutions has corrupted and abused their office for their own gain. This is a giant problem and comes from the top that doesn’t serve the civil servants and also often doesn’t allocate the needed salaries on time. That makes the civil servants creative to get the needed funds. The Government of Uganda got work to do, but as long as the NRM and their Mzee leads the realm I am sure there will be more of the same, because that fits him just fine. Peace.

Ugandan people shun the Local-Government Elections today; While Dr. Kizza Besigye is arrested while trying to go out and vote!

Today is the Local Government Elections in most places in the country except for the once that gets suspended because of wrong names on the ballots or the persons who are supposed be on the ballots. This time around the ballot-papers we’re delivered on time, everywhere actually and the polling agents was ready. There was also informed to be a public holiday so that there should be possible to show up, but this here is a silent demonstrations and a free-for-all after the sham of an election the 18^th February.

Just as the main elections of the Executive and representatives in the Parliament, this here will be marred with malpractice and even rigged. Therefore the people have shunned the event and polls. As they don’t trust the Electoral Commission; I have lots and lots of issues from around the country, this here is not just an reaction to all those people who never got their say on the 18^th February, but also all them who never got counted that day. Here are some reports.

From Kampala in the morning:

“Although polling materials were dispatched early enough by 6am, the poor turn up of voters has caused delays in starting of the voting exercise. At some polling stations in Nakawa and in Namirembe at Mengo primary polling station, Makarere and Kabale among others voting started after 7:40am with one or two voters occasionally showing up.  The stipulated time to open the polls is 7am and closing time is 4pm. The Electoral Commission has done its part to deliver the materials on time and ensure their electoral agents are already stationed for duty” (Radiocity 97FM, 24.02.2016).

As the Electoral Commission stated on social media:

“Kyankwanzi District that elections for the District Chairperson have been suspended today” (EC, 24.02.2016).

The Observer wrote this:

“Voting material mixup: Wrong ballot papers sent to 6 sub counties in Bundibugyo in  Busaru, Nyahuka, Bubugwanga, Ntoroto, Kasitu & Ntandi” (Observer, 24.02.2016).

Comboni Hospital Polling Station, Bushenyi

In Bushenyi:

The NRM continues to rig elections in the area as the NRM get the FDC Monitors of the elections is arrested, while the NRM starts to bribe the voters to vote for them. And stacks of money are taken to the sub-counties in the area as well. The NRM mobilisers are in the markets and buying the voters. This report from one of polling stations in the district: “Empty Polling Stations in Bushenyi, here at Comboni Hospital; people have refused to go to vote. Atleast 100 people have voted out of over 350 people who voted at this polling station last week”.

In Lungujja:

“Signed blank declaration forms have been discovered in Lungujja by Rubaga MP Elect Moses Kasibante. Chaos has ensues” (93.3. KFM, 24.02.2016).

In Kabale, Moroto and Katakwi:

“In Kabale, voter turn up is low, partly because the district chairperson is unopposed, our correspondent reports” (NBS TV, 24.02.2016). “9:53 LIVE: Our report David Ochieng in Tororo says voter turn out is still low. Voters are complaining about the Biometric Voter Verification” (NBS TV, 24.02.2016). Our reporter Mike Onyang says in Moroto, more locals have been seen at drinking joints than at many polling stations. Onyang says many voters he has spoken to in Moroto say they are fatigued and are still mourning the loss of ‘their’ candidates (NBS TV, 24.02.2016). Very low turn up in LC5 and LC5 councilor’s in Katakwi as the case in the rest of Uganda.

In Jinja:

“Voting for the district chairpersons and councillors is underway, but here in Jinja the voter turnout is significantly low as compared to the just concluded presidential and Members of Parliament election. All this, despite today being a public holiday” (89 Smart FM, 24.02.2016).

In Nebbi:

“Local government elections in most parts of the country have been characterized by low voter turn up compared to Presidential and parliamentary elections. For instance in Nebbi district at boma one polling station by 11:00am only 57 out of 500 voters had voted while boma two out of 142 only 37 had cast their vote” (Radio Paidha Ltd, 24.02.2016).

In Iganga:

There police and military are at the Polling Stations and the roads in the district.

In Kumi:

“Electoral Commission has postponed the polls for the Kumi District LC V chairperson, following the death of Charles Otaok, the Go Forward Candidate. Otaok died in a motor accident along the Mbale-Soroti highway, a fortnight ago. The Kumi District Returning Officer, Monicah Ngobi, said this morning that they received communication from the Electoral Commission headquarters in Kampala, to postpone the elections of the LC V chairperson until further notice” (RadioCity 97FM, 24.02.2016).

There been low voter turn-up in Entebbe, Gulu, Makindye, Lyantonde, Lwengo, Masaka, Sembabule, Mukono, and Kampala. In certain areas there are more Polling Officals then voters. Look forward to see how they will fix the results from this locals elections Seem that the country there is low-turn up as people seem to have lost faith in Eng. Dr. Badru M. Kiggundu and his Electoral Commission. Who decide for them and therefore they boycott this election to prove as a demonstrations against the regime! As with the other election on the 18^th February there been people captured with pre-ticket ballots. There been silence and not much action since the announcement of the Presidential and Members of Parliament elections has been rigged and taken the public for granted. Therefore the result is low turn-up and showing the Electoral Commission.   

Reports from Presidential Elections in Karamjoa and explains the 95% for President Museveni:

“In Karamoja the Electoral Commission District Registar has been beaten by the Special Forces command on the 17^th February before making off with all the ballot boxes. He is currently paralyzed”.

Just as the low-voter turn-up the Local-Government does not need Dr. Kizza Besigy’s ballots it seems:

“Col dr Kizza Besigye has been blocked from leaving his Kasangati home. He planned to travel this morning to Rukungiri for local government elections. From the start of the week, Dr Besigye has been kept by police, inside his Kasangati home during the night, and in police cells during the day. Last night at around 10:30pm as he was being returned from police detention back to his home, Dr Besigye said he was tired of this routine, and that he would rather remain in police custody, than being enslaved inside his own house. Besigye on the other hand says he needs to prepare to legally challenge the presidential election results in courts of law, and has now less than 6 days to put together all the necessary evidence” (RadioCity 97FM, 24.02.2016). In the New Vision: “Kizza Besigye of FDC was earlier today denied chance to leave his home to go to Rukungiri to cast his vote in the local council polls by the area DPC, James Kawalya” (New Vision, 24.02.2016).

As the voters shun the election, Dr. Kizza Besigye still not allowed moving freely and under arrest on yet another day! The Electoral Commission will struggle to get more voters than the polling stations as the numbers should be small and the percentage of total voters should be very low. Close to 20% or even less many places, if it is more than it is pre-ticked for NRM candidates as that is the Modus Operandi of the NRM-Regime.

I want to say I understand the people and their demonstrations is vital and viable as the world is following Uganda and the people know about the non-sense re-election of President Museveni. As the opposition continues to be under pressure and harassment as seen by Dr. Kizza Besigye; Seen yesterday in Mbarara and Ibanda; now also in Bushenyi where they arrested FDC mobilisers today. Since it is for the ruling party the access and reason for it is not necessary as the fear and intimidation is what the NRM lives on, and not on vote-ability or accountability for their actions. The People’s President had rallies today in Kiruhura and Ibanda; while also inspecting a depleted government school in Kiruhura

It is time again to show a campaign trail day of the FDC Campaign Convoy and Dr. Kizza Besigye, they are holding it up while the driver Fred Kato is detained and in jail. The campaign does not stop because of this. Though it is just the opposition who has to cope with that, it’s not like Mike Sebalu or Ofwono Opondo would be jailed for some nonsense, right?

Pretext to the campaign area:
“On the 6th January 2016 FDC offices in Kiruhura district were broken into by the military, the deadly illegal operation was led by an Army officer known as Major Rutakara (mrs) of Kyakabunga village, Nyakasharara sub-county, FDC materials such as Besigye Posters, T shirts, and P10 cards were confiscated” (Minbane, 06.01.2016).

Paying Boda-Boda drivers to shun the FDC rallies in Kiruhura and Ibanda:
Patrick Bitature was supposed to support men to walk around in the district to give the boda-boda drivers UGX 30k to not drive around people to the rallies in the district today. Just as they have offered before in other districts, they also used the same tactic when Go-Forward was in the area campaigning. The same strategy was used in Ibanda district where the men went around promise them a slaughtered cow if they didn’t drive people to the FDC rallies in the district. This was the promises done before the Dokita rallies in Ibanda.

Other news on opposition issues in Kiruhura district on 28th January:
A Church leader with the name of Justine Namara was thrown out of church after the congregation got to know that the leader was a supporter of Amama Mbabazi. In Kanoni town the Catholic Church Leader who was given a motorcycle by John Nasasira has been harassed by the people and the motorcycle have been withdrawn.

Kiruhuru district rallies didn’t start here, but he had an effective campaign rally in the town of Rushere. Where the locals even gave away NRM membership cards to the People’s President!

Dr. Kizza Besigye between rallies in Kiruhura and Ibanda districts he visited a Primary School in Kiruhura, who was supported by funds of USAID, and now run on the Government funds, and the pictures of the school proves the local neglect from the Local Government Council and allocation to this school.

The wave of change has not spared Kazo sub-county here in Kiruhura district.
They telling Kizza Besigye at ” Kyahweire” that he shouldn’t worry.

Police in Kiruhura commanded by DPC Byaruhanga has tempted to break Dr. Kizza Besigye from using a road leading him to some campaign venues claiming there is a market place; where they claim Kizza Besigye was likely to disrupt business. At Bugaruhe police was found barricaded the road using police pick up which forced Dr. Kizza Besigye to ask the why they are denying him the way. After minutes of exchange between police and FDC supporters, police later backed back and left Besigye’s convoy to proceed to the next venue. Surprisingly the place where police claimed to be the market there were no people. Meanwhile the tirn up at Besigy’s rally in Kiruhura district is overwhelming.

Then we see the people greeting Dr. Kizza Besigye while driving into Ibanda Town before the main rally in town! Massive show-up and turn-up for the team!

As the massive rallies in the district where coming to the end. The Calvary had to show up and show their force as they couldn’t do anything else. In Igorora where he was about to hold his last rally before heading back to Mbarara for the evening; the Police intervened and baptized the crowd in tear-gas and scattered the public who had turned up for the rally.

“Kiruhura and Ibanda now better to say thank you! You made it clear to the world some of you through TV interviews like Kiruhura. And many of you through the joy and strength to sacrifice your time and resources to have us continue with this struggle we started in 2001. We thank you for the keeping the faith alive and the support. May God bless each one of you.
Kabale here we come…”

Mzee’s ways of ferrying people to his rallies in the recent days

You might wonder why people still shows up to the Mzee after 29 years. Let me tell you it is not because of his stamina or looks. It is not because of his statesmanship or pledges, even if his governmental policies, none of that that matter; all that is pointless! When it comes to get people to his campaign rallies there are other ways.

On the 11^th January he hired the Global buses from Mbarara so there we’re no buses going from Mbarara to Kampala. The where even more hiring nearly every bus in the town was hired to ferry people to the Boma Grounds for the campaign in town. Therefore all lorries and buses where driving shuttle-traffic to get the full stadium that the President wanted that day.

As the campaign rallies going in Mbarara the UPDF or the army held the public so they wouldn’t leave the venue while the campaign rally was going on. Sure the Isingiro clips are hurting his mind and character.

There was the reports coming in that on the 12^th January 2016 as well, the buses was hired to ride around in the districts to the venues of Mzee, so the buses was hired from Mbarara and if you thought you we’re travelling to Kampala, you were wrong. Even if maybe there one or two who made it, the most of it went to the districts as the Bus Pack where very silent and empty. As they we’re hired by Mzee.  UPDF was even driving around the campaign venue with vuvuzela’s and whistle’s chanting in the town for Mzee. 

In 13^th January 2016 the NRM needed to do something to get full campaign venues for Mzee so they hired buses and shipped people to the venue in Bushenyi district. They paid the people 20,000 shillings and gave them free yellow t-shirts. As he was in Ibanda there been rumors all over Eastern District that Mbarara we’re there no buses today because they was hired to ship people for the mighty Mzee, who is surely using his war-chest to hire crowds instead of getting crowds to come to him. What a noble idea and what a way to be with the people, I am sure he is going to ship people on the 15^th so they can’t watch the Presidential Debate that is useless. Hope they get more than 20,000 shillings for their travel and listening to the rewind of pledges from Mzee. Also, hope you had no plans of travelling from Mbarara to Kampala all buses where in Ibanda under the paid direction of Mzee! Peace.

Seventh Day of Presidential Rallies in Uganda and a letter on illegal fishing and reports of a kidnapping ++

There been a slow Sunday. Seems like many of the camps has little to offer today, I am sure it will be more on tally tomorrow. Especially considering the KCCA ruling will happen tomorrow. The others is the continuation this next week of the other candidates. Will be NRM based today, but Go-Forward was dealing with getting venues and their new radio. FDC was silent and celebrating soccer result to the Cranes. Abed Bwainka, nothing? TIC Candidates, not much! And so I can go on. To little meat on the barbeque and little food. But try to enjoy this meager supper.

The Dream Live Team with Maurice Ochol and Suhail Mugabi was heading to Zombo for the rally.  After Zombo rally he has later had a rally in Nebbi.

Unknown kidnappers of Charles Kafeero Mutaasa:

Unknown kidnappers have kidnaped Charles Kafeero Mutaasa who is the Chairperson of the Red Top National Youth Activist in Uganda. He was kidnapped by unknown people, possibly suspected security agents at around Kidnapped Monday at around 11.12pm, at Church road, Kamwokya. However today there has been a new development, he was dumped at Northern bypass strapped up in ropes and saved by boda boda cyclists. At the moment he is at case clinic Buganda Road, under intensive care because he was beaten to pulp. We welcome any information that could help us raise a case against his kidnappers.

Hon. Frank Tumwebaze Statement today:

“My equally humble appeal goes also to our media partners, who by virtue of their impartial-umpire-role can help their audiences to probe with rigor the substance of the issues from each presidential candidate , ask what they stand for and how realistically their promises translate to the social economic well being of the citizenry” (…)”But what can also be true as I suspect, is that the same camp of the man desperately craving for sympathy could have hired those same goons to do it themselves so as to portray the Museveni camp in bad light. There is much reason to suspect and believe that. Every day in every campaign including this very one, President Museveni’s posters get defaced especially in kampala. We however don’t make a mountain of weird allegations about it. The masaka posters’ story was not the only one. There was the famous ping-pong the lawyers of mbabazi tried to create with the DPP over their own created and headline seeking story that their man was to be arrested for offenses they listed on the eve of his nomination. Fortunately mbabazi was not arrested as they had desperately wanted and the DPP rebuked them to stop playing political gimmicks with his independent office” (…)”The various candidates in this campaign must address how they intend to manage and mitigate certain adverse effects that arise from wrong monetary and fiscal policies ; like inflation. Official: UPC has strike a deal with NRM

There is now official and not a rumor anymore. That means that UPC and Jimmy Akena is parting way with their heritage and selling their soul to the NRM and to  their now Presidential Candidate Yoweri Kaguta Museveni. Somewhere is Milton Obote turning in his grave.

NRM Primaries continues and is impressed by how they do it!

If you want some intersting news and reality check just check how the ruling party of 29 years has issues in their own internal elections. The rigging is so functional that the district without pre-ticket ballots should be showered with gifts from the leaders of opposition. Why? Because in the areas without election rigging the leaders of NRM might have some real character and not just buying the votes or pre-ticking the ballots which is easy. The funniest kind of voting is happening in Hoima and Bunyoro today where the chief of the area has decided despite not having ballot-papers and election material they started to vote with WhatsApp. Read the reports from the elections today! They are magnificent.

Ofwono Opondo said this today: “Because of this, elections for special leagues of NRM have been pushed to 30th October. They will report on 29^th” (…)”Kiruhura elections have been halted after death of one of the contestants in un clear circumstances”.

Ofwono Opondo said also this: “The National Resistance Movement has so far spent 5.5 billion shillings on the ongoing primary elections countrywide” (Nakatudde & Labeja, 2015).

Ofwono Opondo says: “party agreed to extend voting time from 4 pm to 5 pm, because of delayed delivery of voting materials” (Nakatudde, 2015).

Mr Muhindo said this today: “I must say this before you without fear or favour because we have seen President Museveni lose at polling stations where policemen vote from. You must know that NRM is the sitting government which you have to support for your brighter future”.

Opondo there was pictures of the crashing car in Kiruhura yesterday, is that unclear circumstances?  ‪Mr. Muhindo support NRM for a brighter future? You guys can’t even hold a clean internal election! Look at the evidence for yesterday and today. 5.5 billion Shillings that is a lot of monies for such much postponement and rigging surely some of that has gone to the ones that tries to buy the votes in the district. Not only to the producers of the ballots in Kenya where NRM has bought the Ballot-papers and printing jobs from. Did you know that?

Rogers Mulindwa the head of media and public relations as apologies for the irregularities and he believes the NRM has infiltrated by moles (And he is not kidding!).

There has even been seen that Police officer in full uniform going into the election and voting. Surely the Ugandan police is not partial at all in this coming General election!

Wakiso:

The primaries for Busiro North have been called off after reports of a certain candidate not being on the ballot. Annet Bakunzi was not even on the ballot. To further the foolishness in the area MP Tinkasiimire actually scared voters while carrying a gun to get them to vote. Mr. Al Hajj Moses Kigongo went to Lwengo to calm protesters between the fractions. After this the elections has been called off!

Ajuri District:

There been reports of already stuffed ballot boxes before starting the actual voting and they have been sitting in the NRM Registrar’s Office.

Arua:

In the sub-county of Ayivu the ballot papers missed a lot of candidates. These we’re MP and Flag bearer for the area Ben Dravile, also Simon Avutia, Alex Adia and Moses Etukibo.

Adjumani:

MP Jessica Akabiku has had a team that was mobilizing in the area to a certain extent that they was caught buying voters and paying voters for their votes; as much as the police has a mobilization team in custody.

Bukedea District:

Lt. Gen. Charles Angina has arrest 7 persons alleged for election violence in the area. They are at the police station and in custody.

In the Kasoka Polling station there was delivered ballot papers for another district which is Bulambuli.

Rubabo County:

There been found ballot-papers supposable found in Bushenyi in Igara East. Yet, another place where they got the wrong ballot-papers!

Rubaga:

The people of the area are staring to questioning the election with the delays of material to their party secretariat so they can distribute the voting material in the county. Two hours later the famous Katongole Singh has cast his vote! And the election has started there.

Rubanda West:

It’s called off and postponed for the moment. That is because Henry Banyenzaki was taken with 16,000 pre-ticket ballot-papers. So there you have the reason why it was postponed.

Kitgum:

In Chua East there was a wrong person on the District Woman MP. The one set up on the Ballot was Lucy Rose Achan on the District Woman MP instead of being set on the ballot for the directly MP for the District. That has led to postponement of the local election.

Lyantonde:

“In Lyantonde district, a retired soldier identified as Sergeant Abel Kafuruka has been knocked dead by a convoy of four cars belonging to the incumbent woman MP Grace Namara Lutemba Kirumira which were reportedly carrying pre-ticked ballot papers. This came after the late tried to block these cars as he was waited for his candidate Pauline Kemirembe Kyaka to arrive. This incident happened at 1:00am at Seeta village in Kinuuka sub-county. The DPC of Lyantonde Rogers Kapere confirmed the incident and said the car which knocked the late is a premio registration number UAW 442L and the driver is on the run. Meanwhile two cases of assault have also been opened against the Kabula Mp James Kakooza for beating a Councillor of Kooki C in Lyantonde town council and a journalist attached to Vision Group Sadati Waligo who were following him as he tried to give bribes of 5000 notes to voters in Kaliiro sub-county. James Kakooza famously remembered for leading the debate for lifting term limits and his wanting academic papers which made the parliamentary vetting committee to throw him out of the Primary health care ministry where he was re-appointed lost the race for NRM district chairman and is now struggling to retain his parliamentary seat for the fourth time – (Source: Godfrey Ssali – Radio one).

Kibaale:

Ballot papers that were supposed to go Kibaale went to Luweero District.

Moroto:

The Ballot-Papers that was supposed to be sent to Moroto was forgotten in Kampala.

Soroti:

In Soroti the NRM-EC forgot to deliver Ballot-papers too, the same as happen to the people in Moroto. In Budaka District they got ballot-papers that we’re supposed to go Soroti.

Iganga:
Because of malpractices in the election members of the NRM has started to burn their membership cards in Iganga.

Isingiro North:

The Special Forces Command taken into custody two full boxes of pre-ticket ballot-papers for Kangwagye. MP Bright Rwamirama Kanyontore has also runs in the election for MP in Insingiro North have actually gone to the local market where he was trying to buy votes from the local police and UPDF guards in town.

Hoima:

They have found pre-ticked ballots in the town. Henry Muganwa Kajura the MP of Hoima has ordered the polling to start even without ballot-papers. There been rumors that they have accepted votes through WhatsApp.

Kabarole:

The voting material comes from Fort Portal Central Police Station to the districts in the area. And the journalist are not allowed to follow the elections.

Mbabara:

In the Rwampara Constituency had delivered voting materials as ballot-papers and ballot-boxes. The ballot-papers was pre-ticked for the one MP candidate and no other candidate to vote for, that was for MP Vicent Mujuni Kyamadiidi. The Ballot papers for local mayors in the municipality were not to get in the election.

Masaka:

Election in Masaka has halted. Kintu Musoke has found his car full of stones and kiboko.

Masindi:

Kahinda Otafiire the elected for Ruhinda County in Mitooma District has been seen on the Ballot-papers in the greater Masindi area.

Nakaseke:

The Nakaseke NRM Register Paul Tandeka has told that on the ballot in Nakaseke South had the Nakaseke North MP.

Lwengo:

The Police chief arrested the pre-ticket ballot-papers that was ticket for the candidature of Sarah Muwonge Nkonge for Woman MP. Sarah Nkonge and Isaac Sejjoba the MP of the Bukoto Midwest was caught with 7000 pre-ticket ballot papers!

George Mutabaazi and MP for Buyaga County Barnabas Tinkasmiire was put into jail over night for the vote rigging in the district. Michael Mbirimu is also into custody after tempering with the ballot boxes in the area.

Luweero:

Here there found ballot-papers belong to Kabale; yet another place where the NRM-EC has delivered the ballot-papers to the wrong location.

Nebbi:

In the sub-county Erussi the chairman Mr. Odubi has been found with pre-ticket ballot papers. There been found 3,000 pre-ticket ballot papers was ticket for the candidate of Allan Kajjik, which is the husband of the Minister Anite Evelyn. The local favored candidate Padyere will then be denied his possibility to run for the sub-country area because of the rigging. In the area there been people stopped from voting, but still they are registered to vote.

Rukungiri:

Actually a place where there is peaceful elections today. The place of the violence of FDC rally is a silent and peaceful paradise in the midst of the madness.

Kumi:

There been reports of violence and ambulances. Bloody clashes around the election! Apollo Mubiru was reporting!

Sembabule:

After yesterday’s violence and shootings there is rising a tension in the town today. Local NRM candidates of Nkarubo and Sekikubo have been publicly fighting.

Kabale:

There been reports that the Independent candidate of Riita Rhona has been on the ballot-papers.

Teso:

Been calm and well spent election in the primaries there. Good to hear that some areas has it peaceful.

Entebbe:

Voting today has been postponed. The ballot papers miss certain candidates for MPs and one of the mayoral aspirants is even missing on the same ballot-paper.

Ntungamo:

Found bunches of fake party cards and the DPC of the area shows pictures of it. They were found in running Mayor Jacob Kafureeka’s house. Matayo has been caught with over a 1000 fake NRM cards. On the MP ballot papers was pre-ticked for candidate Yonah Musinguzi.

Busia:

There been pre-ticket ballot papers in the districts for the candidate for Nekesa Barbra Oundo who is the state minister for Karamoja that she is contested for the seat in the sub-country Bugwe North. Also to top it off on the ballot papers delivered they didn’t have Gideon Onyango. Barbra Oundo Nekesa is contesting for re-election as the Woman MP for the Busia District. Because of these irregularities the election is now cancelled and will be postponed.

Kiyandongo:

In the district the police have put the NRM Flag bearer into detention. Mr. Bitera has been charged for vote rigging, in meaning pre-ticketing ballot papers. As he still is in custody the elections continues and the other candidates are Limtho and Tampo Amin. An Tampo Amin is the grandson of Idi Amin.

NRM Electoral Commission:

There been reported of heavy meetings in the main office of the election after how the Primaries are going in the country in Kampala.

The amount of postponement should also lead to Dr. Tango Odoi to get a new job or might even go back to lectures in Makerere University. Instead of this rigging nonsense; Where it’s so much chaos and making the NRM is officially short for National Resistance Movement. Instead the NRM should be now short for National Rigging Movement. Dr. Tanga Odoi, do you agree? Peace.
