Opinion: Must be boring to fight the same fight for over 3 decades and fail!

The NRM struggled to usher peace in the country. Peace ignited infrastructure development. The remaining task is wealth creation mobilisation at household level. If there is anyone who promotes steady progress, must see the last three months as free-fall and as a weakness. The Museveni Wealth Creation Tour, which needed billions upon billions extra paid for, as he opened municipal roads built on donor funds and other projects, which is minor. But big enough for photo-ops.

The President usually came with the same swagger and talking-points, its sort of the same statements, as the citizens will create wealth on small farming with the usage of the right cash-crops. This has been spread to all sorts of initiatives and state sponsored agricultural benefits. Not that they have worked and have failed, one after another. Just like it was meant to be, than the state launches another one battling rural poverty, another donor funded enterprise and gets seedlings, tractors and whatnot to Gulu/Lira. Two years later, the whole cooperation is dead and the President has to come a revive the dead.

This is happening again and again. He comes with small donations, some insignificant changes, promise challenging different. Blames leaders, the Residential District Commanders, the Opposition politicians and even some of the locals ones get caught in the blender too. Until it makes a badly tasting stew, that he serves with a little bit of ignorance of the actual needs. Because, if he had cared about that, the President would have served that a long time ago.

The state has enough schemes, Operation Wealth Creations, NAADs and SACCOs, but none of these is cutting the chase. They are just not up to it and it seems they are there to create a money laundering operation. Because, the state is never up to it and seems to be keen to deliver. They don’t have the needed expertise, the allocations in time or even ordering the right type of crop for the right soil/climate or historical production in that area. It seems something fails, neither the hook or by the crook.

Therefore, it must be boring to scream the same message, that he has spoken of for 3 decades, the message and the promise of greener pasture. The promise, that if you follow me and plant these green seeds, your will grow profits. You grandchildren will eat and they will be able to sell. But we have seen how the state functions.

As the state supported the Soroti Fruit Factory, however, the local farmers produced the right type of fruits, but the factory couldn’t handle the amount and the fruits got wasted. Therefore, the state cannot manage to deliver or even compensate the lost investments of the farmers. Still, he comes around like a King and promises golden roads to heaven. If you follows him.

The same message, that if you grow the right thing as he says, it will pay off. That is his way of fighting poverty. Not educating their kids, not enlighten them with knowledge or skills for the future. No, plant the right type of coffee or sorghum and vote the NRM. This is what the President has spoken of, again and again.

It must be so sad. So brilliantly waste of time. That he speaks of the same, promise the same deliverance from poverty. Pledges the same sort of stories and with the same punchline. And don’t see the foolishness of it. That he has failed, time and time again. The President has had 33 years to fix this. Still, he hasn’t achieved it. His fighting the same fight, as he started in the Bush.

Clearly, the President haven’t managed, haven’t been as visionary or carefully crafting the ministries, the districts, the sub-counties and the agricultural welfare, to be able to follow up, upon the message that he spread since the inception of the NRA. The man of the mustard seed, the man who could conclusively state all the ills of the leadership in Africa. Has clearly lost his touch, his supposed brilliance and uniqueness.

Since, he got to recycle, got to go in circle and never ever win. He has got to use the same methods, the same sort of fight and not winning. Surely, his failed and a giant failure. The peasants are still peasants, they are not middle-class, they cannot afford Benz’s and Lexus, they can barely afford millet and matooki. That is how it is. Utter total failure of policy, of implementation and revision of it.

That can be said, because his track-record says so. If it was working so well, why would he bring the same remedy and same message all-over again? Peace.

Miseducation of Yoweri: An insincere backslap by the President

“’I became a soldier not to acquire a profession, but because of the bad situation that existed in my country. I saw no reason why anyone should terrorize me with a gun, so I learned to use the gun and used it to immobilize the terrorist. Neither would I describe myself as a politician. I believe every Ugandan should be involved in politics in order not to be manipulated by clever people who call themselves politicians. I entered the sphere of political leadership in order to help eliminate manipulation from politics in my country” – President Yoweri Kaguta Museveni (from a biography published by Uganda Investment Authority during 1994).

Here we go again. Another day, another backfiring quote from the fountain of honour. From the commander-in-chief and His Excellency President Yoweri Kaguta Museveni. It is like his forgotten himself and his own political career. Even in the midst of the bushwar, as journalists and such was following his trail in Luweero. Even then he spoke of economically liberating the peasants. Something, that sticks to me. Because this is his legacy, that he was supposed to deliver together with the 10 point programme.

Still in his bright mind, he speaks like this:  

“A serious person does not mix politics with the livelihood of the people, all leaders irrespective of their political inclination should go back to the people and awaken them to kick poverty out of their homes” – President Museveni on the 1st August in Kasese District (Daily Monitor – ‘Do not politicise poverty, Museveni tells Opposition groups’ 02.08.2019).

As we see, without further delay, he himself have not awaken people, he has had 33 years and counting to do so. The President has spoken viciously about this since the early 1980s and still not configured the details. Therefore, he doesn’t want others to intervene, because he lack control and leadership to figure it out himself.

That is why its ironic, that he said this 21 years earlier:

“What needs to be done is to educate these people, have them understand how to develop their economies in their own humble way. The people need to be politically educated to understand abuse by their governments” President Museveni at the Addis Forum on the 8th March 1998.

So, he has kept his same message, the Freedom Fighter, that was supposed to lecture and educate the public out of poverty. The man who was supposed to change, a fundamental change if you may, the correct line, the one vision out of financial distress. Still, this man has not been able or tried to do so.

Since, were in 2019 and he blames others for not doing it well. He blames the other leaders, not himself. Who has been at the helm and had all the opportunities in the world to make a difference and actually change things. Still, he hasn’t, because that hasn’t been his main concern. That he has pushed to the donors, the NGOs and whoever who could cover his basics. Not that he needed to look into it. If he did, then it would be a scheme where he get rich and his patronage too.

Therefore, he should start to educate himself, finds way out of the maze and not put blame on others; as his own record of accomplishment isn’t that brilliant. Peace.

Opinion: [Shootdown] Museveni’s new magic bullet to beat poverty!

Museveni made the remarks yesterday Sunday while delivering his speech during the 30th Heroes Day commemorations held at Kasanje War Memorial Grounds in Wakiso district. He noted that the new program is set to be unveiled during the national budget reading session on June 13. Museveni explained that although there are many several other poverty alleviation programs running across the country, the new program will finally offer the magic bullet to get out of poverty” (URN – ‘Gov’t to introduce another poverty alleviation program’ 10.06.2019).

In the Republic there been many schemes to stop the rampant poverty in Uganda. However, for some reason none of them is working. There sometimes so many going on at the same time, you could think it was a public enterprise to get foreign funding to allocate funds for the projects.

In 1995 the state Entandikwa Scheme launched it and by 2002. The state then introduced the Rural Micro Finance Project was launched instead in 2004. This was not the final one of these, even if the Micro Finances are still viable, but not the main stay.

In next step was the National Development Plan again lasted between 2010/11 – 2014/15 and the Poverty-Environment Initiative. This has been extended by the National Development Plan II (NDP II), which has a lasting period from 2015/16- 2019/2020 and still succeeding to this day.

However, as you would be thinking this is enough? Well, the same state has launched National Agricultural Advisory Services (NAADS) was launched as a scheme in 2002. The Youth Livelihood Programme was launched in 2013. Operation Wealth Creation was launched in 2013. All of these things was created for the same reason, to end poverty. Surely there are plenty more programmes, schemes and tricks of the trade to end poverty. Still, the government have not able to fix the issue.

The National Resistance Movement (NRM) have launched all of these and apparently the President haven’t delivered on this promise. That is why the President again launches a new trick of the trade. This here is just the new way they are trying to sell the end of poverty.

The NRM have tried this their way since the beginning of its reign. President Museveni have clearly tried and not succeeded.

This new scheme is surely just a way for his closest associates to eat. They just need to be revitalized and amended to fit the donors paradigm and the whatever they can reconfigure the budgets.

Museveni is shooting in the dark, his shooting fish in the barrel, he finally has the answer to the magic bullet that shoot JFK in Houston. Because, there is more likely finding the solution of that, than actually solving the issues around poverty. The second reason is that as long as the public and citizens stays poor. They will need aid and foreign donors. Therefore, the President will use all methods and schemes to beat it, but never get results.

That is why this newest scheme will end up like all the other ones. This President has found a new way to get funds, just another trick of his trade. That is what he does, Gen. Salim Selah will surely be involved in this one too. Just like he has done in the past. That is how this is ending. Don’t be shocked or surprised.

The President and NRM had 33 years to be able to do this. They have created all of these methods, but they are never working. That is why I don’t believe this one will do the cut either. Because there is no general will by the authorities to actually get rid of it. They want initially to keep people poor, to be able to get “free” money from the donors and not have to do their job as a government. Peace.

Tired of President Museveni’s “1986”!

I know I am born in 1985, but I am tired of the year of 1986 and the year National Resistance Army (NRA). The now National Resistance Movement (NRM) and President Yoweri Kaguta Museveni. The liberation movement that has run the republic since 1986. This war lasted from 1981 to 1986, the NRA went out of the Milton Obote II government after the illegitimate election of 1980s. Which from then on has been used as the scapegoat and the ones to put to blame for ever since.

The 1986 is the magical year that Museveni entered into supremacy. The Supreme kingpin and mastermind of all it. Sowing the mustard seed and creating a newer safer Republic. The one time the peasants was supposed to have their say in government and make the republic a democracy. The Republic of Uganda was going from strong-men and big-men to run the Republic. Instead, it has been now three decades with manufactured democracy in-line with the vision of Museveni.

President Museveni have used all techniques to fix election results, paying villagers and making new government forms to fit his paradigm. Instead of releasing his promises he has built elite around him that is loyal to his brown envelopes or public fearing his security organizations. This is a special coming from the man promises all the possible governance and government structures needed, if he got into power. Instead, he has done the opposite.

It was supposed to get into a middle-Income Country instead of the Less Developed Country, which is the state is in now. The LDC that Uganda now is because of the state of government that President Museveni has created around him. That can be seen with amounts of debt, the massive overspending on the State House and the pledges around the President. Government of Uganda, GoU have been built around Museveni, instead of institutions and procedures. Therefore, the state are following the orders of the President and his Presidential Handshakes.

That is why, every-time in a speech at any sort of occasion the President will mention 1986 and how the state used to be. As of today 1 out of 5 in the Republic or 21% are between 15 to 24 year old. And by 2016 there we’re only 2% who are older than 65 years old. Which means that the President are part of a minority age bracket. President Museveni 30 years old rule are older than many of the youths in the Republic. They should also wonder what is so special about the years they never we’re living and about governments they never lived under. There are big proportions of the population who cannot remember or has been apart of the first years of the NRA or the civil-war during the 1980s.

They would be like me, they would feel the same fatigue of the NRA and Museveni rule, the extension of the liberation from Obote and Amin. The ones that Museveni mention whenever he needs someone or somebody to blame. Certainly mention 1986. The 1986 that are the most important year since independence, therefore, the NRM Day, the 26th January 1986, liberation day. Instead of the Independence Day 9th October 1962. That one is not so often mentioned by the President, since he didn’t get them out of the British Empire and not be a British Protectorate anymore.

Still, the 9th October 1962 doesn’t seem to be important for Museveni, the 26th January 1986 is the most vital one. The one that sets the standard, the day that changed everything and gave him total access. Therefore, the celebration of 1986 is so key and be levied at any occasion, and at any speech. President Museveni praises his overthrow of Amin, Obote, Okello and Biniasa.

They all just had to be overthrown, he had to make coup d’etat and make folklore out of it. So his name can ring out and be praised. Let it be clear, the President sings 1986… 1986… 1986… like a jingle never stopping. Peace.

Opinion: President Museveni said “I am tired” and want to indirectly reinstate the Movement System!

It is just one of these days when the President Yoweri Kaguta Museveni reveals that he wasn’t in favor of the Multi-Party Democracy, even if he claims to be elected and have credible elections abroad. It is always his vision and his perspective that matters, the others should just follow and listen to the high and mighty Musveni. No-one else has a vision like him and his party, which bow their knees, gets Presidential Handshakes and also kisses ring when they have too. That is something the Opposition MP’s doesn’t do, except for the “Good DPs” and the level-headed UPC MP’s. Still, he has something obvious to say today!

I am tired of wars. I want you to vote for pro-NRM members of parliament like our party flag-bearer, Mr Moses Walyomu.” (…) “I don’t want to go back to the bush to fight again. Don’t send me people who will disagree with me in parliament. I fought in 1986 and I am tired.” (…) “He said people who are not of his party fear to discuss with him matters that are pertinent to the development of the country. And for that to be avoided, he will need Members of Parliament who share his ideals and vision for the country” (…) “He threatened that should Kagoma voters vote for an opposition candidate, their wish for good roads and other crucial utilities such as power will be no more”(Kirunda, Nakato & Katabulawo, 2017)

He is clear, if you disagree, that means war, not negotiations or discussions to find a level middle-ground. Since it is only one-man with a vision in Uganda, and that is the President. The Wonderful Dictator who is on his 7th Term, not 5th, even if he is rigged in 5 times in row. There was still a decade that gets shaved off in the calculation. I will write that until my ending. Since he deserves to count all years from 1986 and not only from 1995. While we are on that. Under President Museveni, there wasn’t always Multi-Party Democracy.

Three years after the Coup d’etat:

As already noted, the 1989 elections were held under strict anti-party rules since the NRM government had suspended all political party activities. Indeed, the Resistance Councils and Committees Elections Regulations, 1989, forbade all use of party symbols, sectarian appeals, and threats of force, the offer of food or drinks and the display of candidates’ posters. The absence of open campaigning made it impossible to discuss policies” (Bwana, 2009).

So as President Museveni forbade other parties and their political parties after taking power. He created together with the NRM/A a Movement System to control the local party politics and have structures that he could have oversight of from the State House. This was not a Multi-Party System. A special system that are now overturned into the Local Government system, still it is inherited by the RC system, that the party unleashed in the end of 1980s and tried for a long while. Explained by this Scottish student in 1993!

Importance of Movement System:

Two statutes, the Resistance Councils and Committees Statutes 9 (1987) and the Resistance Committees’ Judicial Power Statute 1 (1988), codified and expanded the system of local Resistance Committees that had sustained the NRA in its war against the second Obote regime. The genesis of the Resistance Committee system can be traced to the Mayumba Kumi (or ‘Ten Houses’) experiment of the UNLF in the early 1980s, which in turn was linked with the Tanzanian Ujamaa philosophy (Oloka-Onyango, 1989; Baringo, n.d.).” (…) “The RC statutes divided each of Uganda’s 34 (now 38) districts into 5 administrative zones; village (or ward in towns and cities), parish, sub-county, county and districts” (…) “The extent to which the RC system offers the levels of popular participation claimed by the NRM/A also requires consideration. The RC Electoral system operated in 1987, 1989 and 1992 of direct elections only at RC1 level means that the population is excluded at every stage from choosing candidates for higher office. This limitation on direct popular participation in the RC system recurs at a higher level where the links between RC4/RC5 and the NRC and government ministries become rather uncertain. By 1992, there existed no power of recall for members of the NRC beyond elections day itself” (Smith, 1993).

With all this in mind, the tiredness of having opposition. It seems that the President is ready to control the Parliament, the Local Government and have only local cadres that are his. The ones that he knows he can bribe and have under his structure. That means he wants to back to late 1980s and early 1990s when the Movement System and Resistance Councils were the thing. Where the Ministry of Local Government could fire a Resistance Councilor or others, if they didn’t follow the direct orders of the President and his State House. This seems real now.

This seems like the thing, as he wants to take away development and public service if they doesn’t follow his orders in the By-Election in the Jinja District. That proves the lack of democratic values and wish to honor the ballot. But hey, he has for 30 years rigged himself in and made sure his cadres has gotten positions, why else would Gen. Kahinda Otafiire still be a Minister? Not because of his brilliant intellect, but for his loyal assets and following orders of the President.

That President Museveni wants to have men and woman who listens to him and doesn’t challenge him. Therefore, he is telling in Jinja District, that he didn’t go to war in 1986 to have people questioning his rule. His legacy now will not be that he re-released the Multi-Party System, neither that he Constitution delivered a fresh start, as his lingering time in power. Proves that he has gone backwards and become alike the men he overthrew. There isn’t anything different between Dr. Milton Obote distrust in Institutions and Political Affiliations, the only difference is the names and the times. The misuse of army and police to harass the opposition is not different either. The use of government resource in elections are also facilitated for the Movement to counter the opposition. Therefore, the wonderful dictator is alike predecessors, only difference is his ability to overstay!

President Museveni is tired, because he cannot understand that people still question him. That people still doesn’t believe in his vision. That is because he forgot to deliver, he didn’t care to deliver and wanted all along to control it all from the Okello House. There wasn’t with prompt and glory that the Multi-Party Democracy became law, it was two elections and amendment of the constitution that the President didn’t want to deliver. President Museveni wanted it all inside the Movement and the Resistance Councils, which he could assess and control. So now he had to allow other people create their own parties, where they have their own guidelines and programs, not his! They doesn’t have his vision. That is so tiring for him. Therefore, he now want to return back in time, to the Movement System and the Resistance Councils.

He wants total control and he says it, because he is tired of men and woman who doesn’t accept his vision. The vision of looting, dismantling and disorienting the citizens for the wealth of the Museveni family. The rest is history, as the value of currency, the added state debt, the lacking of transparency and patronage is extensive. Therefore, he doesn’t want it question of his state and his system. It is all what he created and made over the decades as the supreme executive. Certainly, the glory days and the days of hope is gone. Just like the days stalwart Besigye would help the old-man creating the Resistance Councils as well. Peace.

Sometimes I think President Museveni is a bit too smart for himself, that must be it, as he have since start of his reign added and amended more plans than useful laws. That is something the world should know by now. He entered his first term after rebellion with the 10-Point Program that was supposed to reinvent and remake the democratic, accountability and facilitate the development of Uganda. Something that has been stalled for wish to stay in power and also his own nepotism, corruption and cronyism in government and state functions in general; together with no-need to leave the militaristic maneuvers of government.

“The NRM under the leadership of President Y. K. Museveni came up with the ten point programe of action. In 1987, Basing on the ten point program, President Museveni launched a Minimum Economic Recovery Programme followed by a series of reforms aimed at restoring macro-economic stability to provide a favourable environment for economic growth and private sector development. The key reforms were, liberalization, privatization, currency reform, changes in tax and fiscal policy plus restraining expansion in government expenditure while maintaining focus on economic recovery and growth” (Uganda 25 Years of Nation Building and Progress, Jan 1986 – Jan 2011, Printed: May 2011).

That is why that when I read that President Museveni had the genius idea of a 20-Point Program, I was latterly laughing and crying in sadness of this so-called leader. Who supposed to lead and make change; after thirty years in power with a 81 Cabinet and created astonishing amounts of districts and sub-counties, that every town and nearly all villages have either one or two central LCV and other councilors to be bribed by the central-government. And in his genius attempt to spoilt the trade, he comes with another plan to cover over the atrocities and pledges that we’re recycled under campaigning in 2015 and 2016.

This comes from the leader who of late has already these wonderful plans to hold onto and supposed to finish in his lifetime, as he wants to promise the Ugandans the middle-Income position and also economic progress in the levels of South Korea and Singapore. Though, the corrupt and donor-friendly behavior is still necessary since the Petroleum money, is still not certain as it is still needed more development and investment before the profits from the black-oil drilled in the Lake Albert basin and Albertine region.

The first plan that was supposed to take over the failed 10-Point Program from the Economic and Development of the Republic, where the magical and all-covering; the Second plan the famous ‘Vision2040’, where all pieces of government and private sector we’re interconnected as the NRM-Regime had plans to reconfigure and also establish what they had did between 1986 and 2013. The plan that we’re released in 2013 said this: “a transformed Ugandan society from a peasant to a modern and prosperous country within 30 years”; I do not feel the need to say how much further they have come in the last three years.

The third plan that comes to mind was the National Development Plan II (NDPII) who we’re drafted and surely released during the 2015, and we’re written March 3, 2015. This was a plan for the infrastructure projects and the defining projects that we’re interconnected with railroads and also the major road projects of the UNRA, which is certain a magnifying economic prospect as the investments in infrastructure as the unfolding economic problems, that recently was reported from UNRA. So the President has issues with this alone, before releasing the 20-Points Program of 2016.

So with the hearing of a new plan from the grand National Resistance Movement and the Presidency of 30 years, if he had finished or wished to finish the first plan, the 10-Point Program. But, that wouldn’t make the political battlefield and the regression of progress so obvious; if anybody believes he will ever finish a program or even sufficiently have due-diligence behind a new program, you should dream on or reconsider you thought pattern.

With the newly released 20-Program Plan of 2016, is a rehash of old-ideas into a new format with the mix of the Vision2040, 10-Point Program and the National Development Plan II. That is a combined of these visions, as the 10-Point program is totally out of whack, the 2040 is in the midst of it and been in the works for three years without any real progress on the matter. The NDPII is a framework for basic transport and infrastructure that are parts of all the three other plans. So, this is far from finish and with the UNRA troubles, the World Bank suspension and the others issues with financing the grand infrastructure projects of late, while the Standard Gauge Railway and the Northern Corridor Integration Projects (NCIP), which is a collective planning of infrastructure between the East African nations we’re it need cooperative effort from the countries.

So with all of this in mind, when reading the progressive, the revolutionary, the rebels new plan like the monstrosity levels of belief that he can sell yet another amazing plan to the public and donors. The reassessment the donors should do is that this in the mass of affairs and tricks the NRM-Regime have come with for three decades and was supposed to be new-found governance; instead it has been more of the same, just in another name, another package and another head-honcho who been able to smile with Bill Clinton, Gadaffi and all the dignitaries that wanted spend money on his government and newly created institutions under his leadership. This has all happen, while the Western countries have accepted the atrocities and brutality against civilians for the peace and assurance of progression of democratic values that over time have been proven as fool’s gold.

The reality of this new Plan is to repackage the same of promises and the so-called progression of the government institutions and the civil service delivery as hospitals, schools and roads. Through the neo-liberal structural adjustment plan that we’re accepted to get more World Bank loans in the 1980s, while now because of less donor-funding adding more loans into the bloated government budgets together with bigger government spending on growing parliament, growing districts and sub-counties, while the added expenditure on the projects as the rising prices on roads with little due-diligence, higher interests on the fallen loans and the expenses on military equipment. This all with the steady level of inflation and proved little will to change the service delivery from the NRM-Regime, as the international community have let most of it go without any impunity or real care.

As even the European Union proudly did this recently after the fraudulent election they discredit in their own report, still they we’re so giddy to do this:

“Goverment of Uganda to hold political dialogue with European Union as mandated in Art 8 of Cotonou Agreement” (Emma Were Tinka, 28.06.2016). So the true ethics of the European Union and democratic values can be traded of with a decent agreement and when the NRM-Regime can even be validated by EU, this talk and consider, even sign the agreement, but they might not implement it; as the due-diligence have never been a thing for Museveni, so after all this year? Why should it all of a sudden matter?

This new plan is another one of his schemes and plot to get donor-aid and get funding for his nepotism, his cars and airplanes as the direct budget and the over-priced infrastructure projects have silenced his critics as that have been used on tear-gas, Russian fighter-jets and other needed procurement, not on fixing schools and buying school-books for the students. That is no-need and not proved added value. This 20-Program plan is just non-sense and the ones that buys into it, are long lost causes like Ofwono Opondo and Andrew Mwenda. Peace.

This is reported from Harlod Kajja from FDC that Dr. Kizza Besigye has been returned back to Naggalama Police Station. After hours been at unknown locations after been taken from his home and been away under forces we don’t know; Especially what has happen to Dr. Kizza Besigye while being detained by unknown men in a unknown place, as the FDC Staff or FDC Officials have had no idea today where he has been located.

“Dr. Kizza Besigye is being re arrested now just out side his gate. They just drove him back home after kidnapping and arresting him today (morning). He wants to go to clinic- visit his Doctor for treatment. He is not feeling well after full three months of campaign and the subsequent arrests. Police can’t allow him visit clinic“.

“Besigye narrates what happens when he is arrested:“I am arrested roughly even when I cooperate; they grab, shove and push me into the van. They drive the van like they are possessed by demons. The other day, they were driving 140km/hr on a murram road. Inside, we were jumping in the air.” (…)“Once in Naggalama, inmates cheer. Inside, I remove the shoes, belt and enter the cell. There is one toilet which is shared by all inmates.” (…)”Besigye says he is never tortured but says: “Once, they beat me.”(…)”It’s drama. Like what you see in films. Just why this has been edited, when it comes to Dr. Kizza Besigye facts: 

(This blog has been edited as information has come through the hours, as the was so much uncertainty, therefore the Naggalama Police Station is gone away as Kizza Besigye reports himself that he as at Kira Police Station today; there was the place he was detained. That is the reason alone to edit the matter and get the right information out about his situation; the other is the reports from FDC Officials as the uncertainty of his situation today; that proves the game that Uganda Police is doing under supervision of Gen. Kale Kayihura and President Museveni).

This here is worrying with all those missing ours and what kind of Security Outfit who has taken custody of him; as it most likely have been since he suddenly appears from nowhere and end at the place he has been detain in the recent days. Seems like a well planned operation from the Police Force under Gen. Kale Kayihura! This is their Modus Operandi, and I am right now waiting for CP Enaga who claims foreign powers offered “Gold” to FDC, while Polly Namaye saying “Securing the welfare of Besigye” or some other white-lie from her and the Police Force, who continues to tornment this Presidential Candidate and the man who is questioning the affairs and governance of the NRM-Regime; as he is going from Prison to house-arrest.

Today the FDC tried to follow the car and lost it after awhile. This here is scary, and should be a warning of the Police State and the levels of disregard for rule of law the are in Uganda. Dr. Kizza Besigye is not Uganda, but he is the epitome of what is wrong. When I say that is it not that Dr. Kizza Besigye is wrong. That is surely wrong. What is wrong is method of oppression, disregard for justice and lawful behavior from the Police before the polls and now after the polls to the man. Not only to Dr. Kizza Besigye but the whole party of FDC is under fire because they question the legitimacy  of the Presidential and Parliamentary Elections that Dr. Badru Kiggundu.

That is the mortal sin (Questioning the Legitimacy) in Uganda right now, because the almighty President Museveni has all power and allowed to anything. As he is the law and the justice, and the man who has the vision and understanding of everything. While people like the FDC and the rest of opposition should just scatter. They are rats to him and people who has misunderstood the movement and his leadership. That is why the Police can hunt them down while getting the FDC Officials at gun-point as they have to give over the FDC Agents Declarations Forms from the recent election; so that the NRM Regime can delete and destroy the evidence of the rigging and get them to alter the results to fit to the reality President Museveni lives in; which is the only one that can exesist in Uganda and by the Police State he is in charge of! There is certain that the Police and NRM-Regime is a totalitarian; who does what it can mask it as “Democratic” while using guns and tear-gas at opposition and Public Order Management Act (POMA), but use exceptions for NRM to do same kind of business or operations as the opposition. They don’t need to signal the Police for their actions or follow the POMA; as they are running the country; while the opposition is a nuance that President Museveni only has because he have to. To be able to walk to his donors, smile and laugh; tell about the great progress in the county and get more money he can embezzle while promising giant projects; as the National Development Plan II; for instance is a tool to get foreign donors to loan or gain funds from foreign governments, Multi-National organizations, Bretton-Woods Organizations to supposably direct the money for some sustainable development to the NRM-Regime. While when the project comes and goes, the money will disappear into the hot-air and some Minister will be fired; the same Minister will be brougt back in months time as the money that was embezzled went parts to the Executive and at the same time bought loyalty to President Museveni. Tell me if I am wrong, check the scandals and how many of them where brought back, and how many who has been close to President Museveni? The big question I have, why hasn’t this had major effect on the donor-countries… Who still has continued to give him funds without questioning the behavor or acting up towards him as he issues has come and go during his tenure as the Executive.

I am sure if President Museveni could and still keep getting donor funds; he would abolish Multi-Party Democracy and go back to the Movement System. So that every single person has to automatically be a part of his party and his vision; most important be ruled by him and he controlling them under his will. That is what President Museveni now wishing. He will not say this: because he doesn’t have the arrogance, but if he had the option, the barn-door would be open and the ferried Crime Preventers would be first in line to destroy the Multi-Party Democracy that he never believed in. As it needed to be two elections for the amendment (2000,2005) to get it.

So what we see now is just the notion and motions of President Museveni showing his true color and belief that he has the right to rule without question, because he believes he is the only one who has the right to run the Government of Uganda. That is why Dr. Kizza Besigye get the unjust acts towards him as he questions the powers of the Executive and the grand Chief, Commander-in-Chief and the President of the Republic of Uganda, Yoweri Kaguta Museveni! That is visible reality, not a beautiful picture, but a honest portrait of the signals and actions of his security outfits towards the FDC. I know it is not picturesque and classic view that we wish and hope for. That is because President Museveni will use everybody and anything to keep his posistion; as he has done now from President Nyerere, President Obote and all the other ones he has used to get power and than never leave it. As the most beautiful thing is to have power and be the “Big-Man”. Peace.

Road Block at Kasangati 22.02.2016

While trying to go to the Electoral Commission offices this morning, the Police had different ideas about the plans Dr. Kizza Besigye had, as when he went out of the gates of his home in Kasangati. The Police stopped his car and taken him away.

He is now in Mukono or in Mukono district at Naggalama Police Station detained. As with his house arrest and his ordinary detaining terms is without reason or warrants. This is the Modus Operandi of the IGP. Gen. Kale Kayihura by now, the man who follows orders blindly from his Commander-in-Chief President Museveni; as he uses Public Order Management Act, as it the proper tool to take down and shut-down the opposition in the country. That is what has happen today while Dr. Kizza Besigye was taken from the gates of Kasangati and detained at Naggalama Police Station where they must have named a Cell after him by now.

The Locals in Kasangati because of the steady levels of Police and roadblocks has nicknamed Kasangati “Benghazi” after the war-zone in Libya. It is surely a feeling the locals justified to have as they have more police there, as Besigye must be seen as the worst criminal in the land, by President Museveni; as he knows that he is epitome of what he is not; a man of the people and therefore he has to be contained; even if he hasn’t done anything else then living in the same country as the President.

The Police has also been besieged the Electoral Commission headquarters as the Police has such a fear of the presence of the people to search or appeal the result; as the result has already been set and the Police as a NRM outfit will secure their longevity by any means at this point. Also at FDC headquarter of the Najjanankumbi the Police has sieged the offices there as well today.

Later after the sieging of the Police they took it further as the FDC party is officially illegal, totally illegal, that is the indication for the moment as the Police Force raided the offices and rounded up the FDC staff. While even later the Party President Gen. Mugisha Muntu showed up at the gates of the offices and was not allowed by the Police to access the headquarters. As he got picked up and also detained. They went to pick the Declaration Forms, as the Electoral Commission and the Police Force has to clean-up the mess they have done as they have stolen the election; since their sins are visible in the indications of the copies of the Electoral Declaration Forms; that the Government of Uganda by all means don’t want released to the public as it is their venom.

Hon. Ofwono Opondo said on NBS TV today:
“To think your win is valid while win over others from the same election isn’t abuse of Ugandan intelligence”. Well, your insulting people while not really counting the ballots and rigging the elections; while telling the same people pointing it is insulting the Ugandan people; I don’t follow… as the Hon. Opondo the reason why people like me can’t see validity in this election as the too much that has occurred to counter the value of the ballots and the peoples will. Something you should know as the election has happen in a speed and way that should make people shut-up and hide your mind; because you’re a loyal cadre that is eating because of President Museveni, and if it wasn’t for him, you wouldn’t be anybody! Just as his boss Hon. Opondo said this as well: “We don’t care what the international community care thinks”. I am sure you and your boss care if the international community cuts more or suspends direct donor aid, IMF and World Bank suspends projects as the Taxes does not help the Ugandan National Development Program II, is so big that if the government supposed to fulfill the pledges of that one, the Ugandan Government need the international community, so continue not to care about the international community!

As side-note from Kabale District:
“This is it inform the world that on Saturday dawn 4.30AM the Army and Police stormed in Rukiiko hall Kabale District headquarters where tallying of votes was taking place. They forced a one Juma Shesa, the District returning officer to park all the computers as well as available declaration forms; he was taken to Kampala to the EC head quarters. Incidentally , due to the pre-ticked ballot papers in favour of the NRM presidential candidate as well as other NRM parliamentary candidates, numbers could not balance. Up till now the Woman MP results for Kabale District are not yet announced” (FDC, 22.02.2016).

So it’s truly one thing is happening from the authorities in Uganda, that the FDC and the Forum for Democratic Change is the biggest force of criminals as they are hounded detained without warrants, reason or justification other then they are an issue for the legitimacy of President Museveni official 5th Term, sorry the 7th, he can never in my view rewrite history and shave of his first decade in power. Well, this here will continue the oppression and totalitarian regime that is faking it until they hope to make it. On the way they are harassing and oppressing the parties and people who do not kiss the ring of President Museveni. Peace.

Press Release: AfDB approves US $76.7-million for Uganda’s agriculture programme (20.01.2016)

The African Development Bank (AfDB) has approved a US $76.7-million loan to finance phase two of the Uganda Farm Income Enhancement and Forestry Conservation Programme (FIEFOC-2).

The programme, which was commended by the AfDB Board on Wednesday, January 20 for its good design and high-impact development objectives, comprises agriculture infrastructure and agribusiness development activities as well as an integrated natural resources management scheme aimed to consolidate and expand key achievements of its predecessor (phase one), which was completed in December 2012.

Designed within the context of Uganda’s National Development Plan and long-term development strategy – the Vision 2040 – the Project focuses on improving farm incomes, rural livelihoods, food security and climate resilience. It will also support sustainable natural resources management and agricultural enterprise development.

In 2013, about 19.7% of the population, or 6.7 million people, were unable to meet their basic needs, according to a Uganda National Household Survey, which also disclosed that the incidence of poverty was highest among the food-crop growing category in the rural areas due to low income. Thus, the programme seeks to increase production and farmer incomes through improvements and expansion of irrigation schemes, development of agribusiness and adoption of sustainable land, forest, and water management practices and technologies to generate income from natural resources.

The programme will be implemented over a five-year period in five districts – Nebbi, Oyam, Butaleja, Kween, and Kasese – where irrigation schemes are located. The districts have an estimated 1.8 million population, 52% of them women. It will also benefit 300,000 households of which 20% are female-headed outside the irrigation command areas, by introducing or improving soil-conservation measures in the catchments feeding the irrigation schemes.

Furthermore, the project is expected to provide technical skills in conservation and other farming practices that promote environmental management and thereby increasing agricultural productivity in the project areas. It will also assist in the formulation and implementation of measures that reduce deforestation and promote agro-forestry which will lead to emission reduction and the protection of carbon reservoirs as part of the Reduction of Emissions from Deforestation and Degradation (REDD+) agenda. Carbon dioxide (CO2) to be sequestered in 20 years through tree-planting is estimated at 245,000. Training under the project will provide an opportunity for special attention to be given to intensification of climate-smart farming operations.

The project is anchored on the Bank’s Country Strategy for Uganda (2011-2016), which focuses on infrastructure development and increased agriculture productivity as well as human capacity improvement and skills development for poverty reduction. It is also in line with the Bank’s Ten-Year Strategy (2013-2022) and High 5s, which prioritize agriculture and food security as one of the key areas for the Bank’s future assistance.

The total cost of the project is estimated at US $91.43 million. In addition to the US $76.7-million AfDB loan, the Nordic Development Fund (NDF) will provide a US $5.6-million grant while the Government of Uganda will contribute US $9.13 million in counterpart funding.
