Kenya: Thirdway Alliance – State of the Nation: Is the Starvation Experienced in 12 Counties Really Caused by Drought and Famine, Or is in Fact Caused by Failed Leadership and Theft of Public Money? (21.03.2019)

Turkana Drought: Ruto knows how to insult an Nation!

There is a lot of fake news about what is happening. We have been told that 11 people have died but that is not true. No one has died as a result of the drought and we are working round the clock to ensure that no one dies of hunger” – Deputy President William Ruto

The Deputy President William Ruto better just shut-up, listen to some advice and do something sincere, if it is first time in his life since he left the role as a wandering preacher. It is time for the hustler, the grand standing man of big PR Stunts to act swiftly and actually coordinate the government combined with the whole Nairobi machinery and all authorities. To ensure that the 1 million whose in jeopardy over a warned drought in Turkana gets help.

This is if the DP cares or even has a heart, unless he wants to continue to live lavish and enriching himself on others tragedy, because that is what he does. He sits in air-conditioned home, with a nice green garden, big pool and expensive cars. While fellow citizens go without food for days, because the DP cannot do his, neither any of the other Cabinet Secretaries.

This is really insulting to the people of Turkana. A people who deserves the state to act upon this. Even some people have suggested that its happen every ten years in the region. This means, the state has known about this, as this has happen every ten year. Not only the possible FEWS NET warning in December, which stated this and the state didn’t upon that. Not the Local Government, neither the National Government. They both didn’t act or see it fit to act differently, as the drought, the shortfall of rain was on the horizon. Still, they didn’t think of the consequences, because they are living good, secured and has a pantry with food, anyway.

There been reports of dead in various of villages and counties, however, the state does whatever it can to downplay this. Which is a disgrace, not only to the deceased, but to the public, which knows better. It is insulting to the ones who are struggling and lacking the basics, because the state didn’t plan to grain storage, education in caring for the environment or lean months. Alas, the state haven’t prepared or secured, the food insecurity, which it should have. Instead, they have busy scheduling corruption scandals.

The Jubilee, the DP and the cabinet combined with the local government in the drought hit region. Got to act, wisely and with measures to secure the lives at stake in Turkana. That is, if they really care or more preoccupied with keeping power by any means, while citizens are starving… it is happening on their watch. Still, they are trying to deflect that, its one million citizens who struggles to eat. They got nothing and awaiting handouts, because the state haven’t been concerned about their food insecurity.

DP Ruto, shut-up, listen and take some advice. DP Ruto, please open your ears, get some valuable advice and do something. Not try to PR Stunt this away. That is demeaning and insulting to the public of not only Turkana, but anyone who cares about humanity. Every single person dying because of this, is a foolish death. Because, you and your people could have ensured and facilitated the public and region. So, that it would be prepared for the upcoming dry-season, the shortfall of rain and the IPC 3 level. However, you where busy doing everything else. Peace.

Turkana Drought: State Officials knew about the drought, but didn’t act!

Today is a day of warning, where the government, the local government and its authorities haven’t been prepared or cared for it. In its ignorance, the citizens of Turkana and its draught is happening, because their representatives and the state haven’t prepared for the shortfall of food nor water in the region. Even if there was waning signs months ago.

This is not just made up that Governor Josphat Nanok of Turkana County, CEO of NDMA James Odur, CS of Ministry of Devolution and ASALs Eugene Wamwalwa and so on. Can put the blame on everything else, but not on the intial inaction of their own government post. Even if that is true, because the FEWS warned about this in August/December 2018, because of lack of rain. Still, the government kept pumping like there was no tomorrow. Did nothing about it or didn’t handle it all. Since, who would make a fuzz anyway, right?

FEWS Network Warning Des. 2018:

“Performance of the October to December short rains was highly mixed across Kenya, leading to below-average crop performance and inadequate replenishment of rangeland resources in rainfall-deficit areas. In many pastoral and southeastern marginal agricultural areas, rainfall was below 85 percent of normal, while rainfall in the rest of the country was above average. Stressed (IPC Phase 2) outcomes are likely to persist in most pastoral and marginal agricultural areas through May, and an increase in the number of poor households in Crisis (IPC Phase 3) is expected in localized areas of Turkana, Wajir, and Garissa by February” (FEWS Net, 31.12.2018).

Kenyan Government response:

“The National Government has provided total of Kshs. 1,351,196,000 for response during the period of February, March and April 2019 as follows: Food and safety net Kshs. 601,196,000. Support to household irrigation water storage program (excavation of small water pans) Kshs. 600,000,000. Support to water trucking, maintenance and rehabilitation of boreholes Kshs. 150,000,000. Water trucking by NDMA in Mandera, Wajir, Turkana, Garissa, Marsabit and Tana River and maintenance of water points in selected areas. Hunger Safety Net Programme cash transfers by NDMA in Turkana, Wajir, Mandera and Marsabit” (…) “Nevertheless, the below-average short rains have slightly increased the food insecure population from 655,800 in August 2018 to current number of 1,111,500, with the top 12 counties having a total of 865,300 food insecure people” (Government of Kenya – ‘BRIEF ON CURRENT DROUGHT AND FOOD SECURITY SITUATION IN ASAL COUNTIES, MARCH 2019’ 15.03.2019).

What is sad is the amount of people starving in a midst of draught, in region, where the state could have acted more swiftly and with more manpower. Because, they knew perfectly well that this was happening. This is in a region where Tullow Oil Company plans to drill oil with over 300 oil wells. Meaning, there is money and resources, which should lead to progress and development. So, that the region and county isn’t as impoverish as it is. However, there seems to be little or none of the seeds of the oil to go to needed projects or facilities to help out the locals.

Instead, the international oil companies, which reached an agreement last year in 2018. Have had the ability to drill for oil and the leaders have been pocketing money. While the state and the local county officials haven’t secure the public. That is what is the initial bargain in all of this. The public officials have been busy eating and now the public aren’t even getting bread-crumbs of the spoils. That’s what is even more sad about this situation. Knowing the region had hopes for the oil adventure and now seeing a drought, which brings even more despair.

Lochikar Basin haven’t brought anything to the local community, other than foreign investors pumping out their valuable resources, while the deal between Tullow and Government remains secret. As well, as the scarcity of water and other needed components of life, continue to run rampant in a region, which should have gotten some of the spoils of the wealth that is created there. Instead, the government cartels and public officials, who does not want to associate with the demise of the people in the drought, eat that up.

This could have been avoided, the state could have acted and the Turkana with their Oil should have had the resources to cope with it and be able to buy the needed imports of food and water. Alas, someone else is eating that, as long as the oil trucks are driving to Mombasa and the public see less or little of trade of it all.

While the sun is burning, little or no rain, while they await for a handout, when the government could have footed the bill, by the earnings of the oil alone. Peace.

Malawi: Government to distribute over 430,000 bags of maize to food-insecure households (22.09.2018)

The Government of Malawi, through the Department of Disaster Management Affairs (DoDMA), will from the month of September 2018, undertake a once-off maize distribution exercise targeting acute food-insecure households in 26 districts of the country, pending the final Malawi Vulnerability Assessment Committee (MVAC) report and development of the 2018/2019 Food Insecurity Response Plan.

Speaking in Blantyre when he presided over the launch of the once-off distribution, Minister of Agriculture, Irrigation and Water Development Joseph Mwanamvekha said a total of 432,729 bags of maize [21,636.5 tonnes] will be distributed to 432,729 food-insecure households in 26 districts of the country.

“Each food-insecure household will receive a 50kg bag of maize and this will be followed by the MVAC response,” said Mwanamvekha.

The once-off distribution comes after the country experienced prolonged dry spells and a severe outbreak of Fall Army Worms, which rendered many households food-insecure.

The relief maize will be distributed to households in Blantyre, Neno, Chiradzulu, Mulanje, Thyolo, Phalombe, Mwanza, Machinga, Mangochi, Balaka, Zomba, Chikwawa, Nsanje, Karonga, Mzimba, Rumphi, Chitipa, Dowa, Mchinji, Kasungu, Ntchisi, Dedza, Ntcheu, Lilongwe, Nkhotakota and Salima.

Malawi: Banned entry of Malema and Chishimba, because the DPP fears the TA Conference!

That the Transformation Alliance are planning to become a Political Party seems to stressful for the Republic of Malawi. This can be said, since the Ministry of Home Affairs and Internal Security, Hon. Grace Obama Chiumia ordered that two foreign speakers to a TA Conference we’re banned from the Republic. This is the Zambian politician Saviour Chishimba and the South African politician Julius Malema. TA must really upset the Democratic Progressive Party (DPP) and the President Peter Mutharika, who is struggling in with the Cash-Gate and the Maize-Scandal, that has run the Republic.

The Malawian ruling party and President Mutharika must fear the possible TA becoming a single political party instead of a political pressure group. Since the pressure group has enough power to get two foreign high-level politicians to its conference. They would question the corruption and the problematic institutions lacking procedures to secure food storage. Just take a look!

BLANTYRE – Transformation Alliance (TA), a political pressure group, has announced that it has invited South African and Economic Freedom Fighters leader Julius Malema, and controversial Zambian politician Saviour Chishimba, to its first national conference end of August ahead of the 2019 elections” (…) “Chishimba is a darling to Malawians for being a whistle blower of the controversial maize deal between state grain trader, Agricultural Development and Marketing Corporation (Admarc), Zambia Cooperative Federation (ZCF), a government agency, and private company Kaloswe Commuter and Courier Ltd” (Kamanga, 2017).

Civil Society Organizations (CSOs) have threatened to take action to force the ruling Democratic Progressive Party (DPP) pay back the money it received from councils and parastatals during the blue night fundraising dinner held at Kamuzu Palace. According to reports, DPP solicited money from Blantyre City Council (BCC), Mzuzu City Council (MCC) and Lilongwe Water Board (LWB) totalling K13.5 million. Gift Trapence: The reports sparked anger among CSOs who demanded that DPP must pay back the money it got from the institutions” (…) “As Civil Society Organizations we are not going to allow having that impunity and we are warning the ruling party it will return that money come rain come sunshine,” said Trapence. He further urged President Peter Mutharika not to allow party members to be “insulting” the citizenry when they demand answers on issues of national interest” (Bisani, 2017).

Chakwera will join Julius Malema a well -known politician in South Africa, a firebrand agitator who is revered and disliked in equal measure as another speaker will be Zambia’s leader of United Party (UP), Saviour Chishimba and that he has already confirmed his attendance. TA spokesman, Leonard Chimbanga could not confirm or deny about Chakwera attending the conference late alone making a keynote address, but confirmed that the leader of opposition has been invited to attend the conference. “He has been invited since we share similar views on matters of national interests,” he said. Meanwhile, some officials within the alliance have told Nyasa Times that the pressure group is working on turning into a political party ahead of 2019 elections apart from working underground to forge an alliance with other political groupings including Malawi Congress Party (MCP) and Peoples Party (PP)” (Malawi Voice Reporter, 2017).

Clearly, the Malawian government are afraid of the TA. They fear what the opposition pressure group TA can gain from this conference. That is why they have banned the Zambian politician UP Chishimba and South African EFF Malema is barred from entering the country. This proves the problems Malawi government has with it’s opposition. Peace.

IGAD: Nairobi Declaration on Durable Solutions for Somali Refugees and Reintegration of Returnees in Somalia (25.03.2017)

Amid dwindling donor support, one million displaced Somali refugees grow hopeless, UN agency warns (11.01.2017)

Dadaab Refugee Camp

The Somali refugee crisis is one of the longest-running in the world, with people who have been displaced for more than 20 years.

NEW YORK, United States of America, January 11, 2017 – More than one million Somali refugees who have been displaced from their homes for decades are becoming despondent as they continue to be unable to return home and donor support is growing fatigued, according to the United Nations refugee agency.

“There is a growing sense of helplessness in the camps because people are feeling forgotten,” said Mohamed Abdi Affey, the Special Envoy to the Somali refugee situation for the UN Office of the High Commissioner for Refugees (UNHCR).

The Somali refugee crisis is one of the longest-running in the world, with people who have been displaced for more than 20 years. Some one million live in camps throughout the Horn of Africa, while an additional 1.1 million are displaced within Somalia.

“There has been some real progress in Somalia over the past few months, including the successful organization of elections inside the country,” acknowledged the Special Envoy. “What’s needed now is to build up infrastructures across the country so refugees do not suffer when they go back.”

UNHCR is backing a regional summit, led by the Intergovernmental Authority on Development (IGAD) in Eastern Africa, which will take place in March to determine lasting solutions for Somali refugees. A proposed regional response would provide continued protection to 262,000 Somali refugees in a camp in Kenya that has been hosting people for more than 20 years. When a decision was made last year to close the camp, UNHCR lobbied the government with a new plan of action and successfully delayed its closure.

“Nobody wants to be a refugee forever. A regional solution is the most viable solution for the Somali situation,” said Mr. Affey.

Mr. Affey, who previously served as the Deputy Foreign Affairs Minister in Kenya, spoke in Geneva yesterday following a visit to Somalia and to refugee camps in Djibouti, Kenya, Ethiopia, and Uganda, where 905,060 Somalis live – some since the 1990s. He also visited Yemen last month, where refugees face increasingly desperate conditions in a country torn apart by war.

Because of emergencies elsewhere – particularly in Syria and South Sudan – donors have been unable to continue their support.

“Meanwhile, hunger is growing; meanwhile, frustration is growing; meanwhile, desperation is setting in and people are becoming angry,” reported the Special Envoy.

In addition to dwindling food rations, Mr. Affey said that the ongoing drought in East Africa has led to further complications, including limited access to education and skills training, especially for young people.

“Refugees should be skilled enough, trained to prepare them for an eventual return so that they can participate in the reconstruction of their country. So that they don’t go back after 30 years without skills – within the camps we must create these conditions and possibilities.”

UNHCR began supporting the voluntary return of Somali refugees from Kenya in 2014. Since then, a total of 39,316 have returned. However, Mr. Affey noted that security and socio-economic conditions in many parts of Somalia are not yet where they need to be in order to support large-scale returns. He appealed to the international community to strengthen efforts to build stability in a country that has suffered under more than two decades of armed conflict.

‘Dangerous funding gap’ may lead to more cuts in food rations for refugees in Kenya – UN (08.12.2016)

Dadaab Refugee Camp

Beginning this month, the UN agency was forced to reduce food ration by half for the refugees’ monthly entitlement, which will only last until the end of February if no further funding received.

NAIROBI, Kenya, December 8, 2016 -Forced to make a new round of cuts in food rations for refugees in Kenya, the World Food Programme (WFP) has appealed urgently for nearly $14 million to feed the 434,000 refugees living in Kenya’s Dadaab and Kakuma camps and in the new Kalobeyei settlement.

“We are appealing to donors to quickly come to the aid of the refugees, who rely on WFP food assistance for survival,” Annalisa Conte, WFP’s Representative and Country Director for Kenya, said in a news release.

WFP currently provides food relief to refugees in Kenya’s Dadaab and Kakuma camps, as well as the newly established Kalobeyei settlement. This assistance comes as cash transfers and food distributions. For those most vulnerable, the agency also offers specialized fortified foods to prevent malnutrition.

“WFP immediately requires $13.7 million to cover the food and cash needs for the refugees between December and April,” stressed Ms. Conte.

Beginning this month, the UN agency was forced to reduce food ration by half for the refugees’ monthly entitlement, which will only last until the end of February if no further funding received.

While cash transfers have not yet been cut, they are due to be exhausted by the end of January. If the agency is forced to discontinue the cash transfers, however, it will specifically affect 7,500 refugees in the recently launched Kalobeyei settlement, as the only form of food assistance they receive is cash.

“A generous and critically important $22 million shipment of food from the United States is en route to Dadaab and Kakuma and should be available for distribution by May,” Ms. Conte said, while warning: “But we have a dangerous gap in funding until then.”

She further reiterated that without an urgent response from other donors, WFP will completely run out of food for more than 400,000 people in Dadaab and Kakuma at the end of February.

Our brave New World Order… Is too leave the ICC

niccolo-machiavelli-quotes-5

“Why is UN not paying much attention to member states that are clearly sliding into turmoil and crisis and instead is majorly involved in the after effects of Humanitarian assistance. It doesn’t make sense. We can’t wait until it’s too.”Francis Mwijukye [35th Inter Parliamentary Union- Geneva: High level United Nations Management committee Meeting on Development assistance, Humanitarian assistance, peace keeping operations and Mormative treaty related knowledge, 26.10.2016]

We are living in a brave new world where the world order is switching… its twists and turns, the morning dew disappears and the sun kisses the earth yet again. The last few days the world has changed. Because Nations and States have made decisions that matters; they are not only talking, but now they are acting on it.

The International Criminal Court (ICC) of The Hague is under fire. After Burundi, South Africa and Gambia are thinking of pulling out of the International Court that access the genocides and crimes against humanity.

With the escalated conflicts, the stories of lives doing whatever they can flee nations, this is happening from the internal conflict inside Burundi, Burundians refugees are now in Tanzania, Rwanda and in the Democratic Republic of Congo. This because the President Pierre Nkurunziza decided to stay in power for a third term; when the Constitution of Burundi said the Executive only could have two!

displaced-families-wait-for-health-care-assistance-at-the-un-protected-site-in-wau-photo_iom_mohamm

The same with the internal fighting between SPLM/A VS. SPLM/A-IO in South Sudan; where there is battle of power between President Salva Kiir and former FVP Dr. Riek Machar. Because of the conflict in South Sudan the civilian refugees have fled to Democratic Republic of Congo, Uganda and Ethiopia. Now MONUSCO got SPLM/A-IO and Dr. Machar from the DRC to Khartoum earlier this year.

In Kenya this is happening: while the Somali Refugees are now being sent home from Kenya under the command of the government there. This happening while opposition in all of the countries mentioned has optionally torturing, arresting, detaining and even harassing them if needed be. The Kenyan Government using the fear of Al-Shabaab to send the refugees away and also hustle more donor-funding from the United States. That happens because the Jubilee apparently didn’t’ earn enough coins on NYS, Eurobonds or whatever scheme they had in play at the time.

In this New World order that is arranged while the Government are using their Security Organizations to silence opposition. While the Nation with the African Union (AU) Headquarters and are the leader of the Intergovernmental Authority on Development (IGAD), the Ethiopian Government even uses helicopters, artillery and soldiers to kill civilians in the regions of Amhara and Oromo people. This is a Nation who has soldiers in Peacekeeping mission all around the Continent, but using all kind of force to oppress their own.

UN Burundi

So in this place and time with more totalitarian regimes, with more leaders not leaving offices and with less political freedom; the International Justice is winding down. The rule of law internationally right now is losing its power, while the United Nation’s negations and diplomatic missions like the Inter-Burundian Dialogue under former Tanzanian President Benjamin Mpaka hasn’t gone anywhere. While the dialogue between UN’s own Edem Kodjo hasn’t created anything resembling a General Election run by the CENI in the DRC. That is because President Joseph Kabila has no plan of leaving office without using force on his own. This is happening while the bloodshed continues in the Kivu’s, while the MONUSCO and FARDC watching it in silence. ADF-NALU and the Mayi-Mayi continues as well together with the Ex-FARDC Gen. Muhindo  Akili Mundos has also blood on his hands. This is happening while the Rwandan State still can export high-grade minerals that they cannot even produce or has mines to extract on their soil. This has been happening since the first war in the late 1990s.

So the New World Order is more of the same… the same kind of violence, the other change is the new brave leaders who defy the International Order. They don’t want to follow it when they feel it is unfair. United Nations (UN) might be next or the World Trade Organization (WTO) or the World Health Organization (WHO). As they might respect the International Monetary Fund (IMF) or the World Bank (World Bank) because they need their financial stability or the financial stimulus that backs the budgets and aspects the government needs to pay their elites, businesses and whatever it takes to keep the regimes a-float.

This is the grand issues… the human rights violations, killings and detentions… so the Presidents and their Administrations are now afraid of the ICC. They are worried that their actions be served by the Court and they have to answer for their crimes. Doesn’t matter if this court exists or not; the UN should put up Tribunals after the Internal Conflicts like they done in the past. Than it is not direct prosecutions or charges that the ICC has put on Executives or any in the inner-circle of ruling regimes as they know their using illegal forces to silence their people and citizens. Though the feelings from African Nations that they are feeling threaten by the ICC and their actions as they are not going-in on Europeans or Americans in general, while African Generals and Politicians are hand-picked.

fatou-bensouda-quote

I’m just waiting for the honourable nations of Morocco, Mauritania, Egypt, Sudan, Somalia, Republic of Congo, Mozambique, Angola, Zimbabwe, Lesotho, Swaziland, Togo, Guinea, and Equatorial Guinea, and so on… There are more that will make decisions to leave, as even Cote d’Ivoire might revoke their place.

There are fears on the horizon, the ICC is losing its standing, the international community better listen as the men who are greedy on power and resources take it in these days by any means and hope to get away with it, while their people suffer. The only differences at our time are that information is not forgotten or not told. It’s there for those who listen; time to consider and rethink the World Order and where we want to be. Peace.
