Philippines: PCOO Mocha Uson resignation letter to President Duterte (28.09.2018)

Philippines: PCOO issues memorandum telling employees to be mindful of what they post on social media (13.08.2018)

Malacañang: Do you lack talent? When the PCOO need Mocha Uson for the Federalism campaign?

I’m just doing my job, even though we encounter critics — but if I need to make certain changes, I’ll do it.” – Mocha Uson

If you would think the Rodrigo Duterte administration ever would sway away from controversy, they have to continue to find ways to do so. Now, they are working and have worked on a new constitution that introduce federalism. This piece will not be about that, but about someone they plan to tap into promotion of that cause. That is Duterte using a Presidential Communications Operations Office (PCOO) Assistant Secretary Margaux Mocha Uson to be a spokesperson for it, but how and what?

Does Uson even have the basic knowledge of what Federalism means compared to the democratic republic today and the constitutional democracy it is today, which simple definition is: “DEMOCRACY is a system of government by the whole population or all the eligible members of a state, typically through elected representatives. Constitutional democracy can be defined as a system of government in which there are clear limits of political authorities, and the electorate has the power to remove poor performing governments. Constitutional democracy is the type of democracy where powers of the majority are exercised within a frame work of the constitution designed to guarantee the majority right” (School Mattazz – ‘CONSTITUTIONAL DEMOCRACY: MEANING, TYPES AND CHARACTERISTICS’).

While what she will promote is this: “Legal Definition of federalism: distribution of power in a federation between the central authority and the constituent units (as states) involving especially the allocation of significant lawmaking powers to those constituent units” (Merriam-Webster – Federalism, 21,07.2018 link: https://www.merriam-webster.com/dictionary/federalism).

I have a feeling the Assistant Secretary would have a hard time explaining the difference, only speaking the points that the administration delivers her. Her past is no good either, so I don’t understand how she will be speaking on behalf of the administration in this complex case and with the changes of the possible constitution.

Using Uson to campaign for federalism:

Concom spokesman Ding Generoso told The STAR that Uson would be a big help in their campaign to promote federalism and for their proposed Constitution through her social media following. “I really wanted to tap her. If she can write and interview the Concom members about the proposed constitution and federalism, that would be a big help for our campaign,” Generoso said. “We will talk to her and see how she can help,” he added. Comparing his appearances on television interviews with that of Uson’s blog, Generoso said that he is getting fewer views than Uson, whose videos are reaching millions of netizens” (Robertzon Ramirez – ‘Concom to tap Mocha for pro-federalism campaign’ 29.07.2018, link:https://www.philstar.com/headlines/2018/07/29/1837706/concom-tap-mocha-pro-federalism-campaign#cey37RrlmvLZw56Q.99

Senate Defense of Appointment:

For one, I hope that she will be a purveyor of truth, rather than propaganda; of responsibly gathered and vetted facts and news, rather than so-called “alternative facts” and fake news. She is no longer just a private blogger or social media personality; she is now a civil servant. For another, it matters, not just what she says, but also how she delivers it. I implore her to be more circumspect about her choice of words and way of saying them. I do not mean that she ought to use sophisticated words. In fact, I do encourage her to speak plainly. Plain but cleanly. Be aware that our children are listening to us. Our future generations are taking their cue from us on how to express and carry themselves. I hope that Ms. Uson will prove herself a model of dignity – the dignity of a woman, a public servant – for our people, especially the youth of today” (On the appointment of Mocha Uson as Asec. of the PCOO, Dispatch from Crame No. 85, 16.05.2017, link: http://www.senate.gov.ph/press_release/2017/0516_delima4.asp).

PCOO allowed Uson to work in Casino, countering the law of public official:

PCOO Secretary Martin Andanar said in a statement that “Mocha asked permission to honor her entertainment contracts when she joined government.” However, while Uson is not prohibited from performing, Andanar added that she is advised to avoid such places. This comes after videos circulated on social media allegedly showing Uson performing with her girl group “Mocha Girls” at Bar 60 located at the ground floor of Resorts World Manila. Uson supposedly also has gigs at places like Punchline Comedy Bar and Cowboy Grill, aside from Resorts World Manila. Meanwhile, Resorts World Manila management said in a statement that it asks those who performs to comply with all government regulations. Memorandum Circular Number 6 states that “the mere entry or presence of government officials and employees in a gambling casino shall be considered as conduct prejudicial to the best interest of the service, unless the same was in the performance of official duties and functions.” (Reporter.ph – ‘PCOO probes the issue of Mocha Uson’s performance at a casino hotel’ 08.09.2017, link: http://reporter.ph/pcoo-probes-the-issue-of-mocha-usons-performance-at-a-casino-hotel/).

PCOO disown Uson’s blog:

PRESIDENTIAL Communications Operations Office Secretary Martin Andanar said Wednesday Assistant Secretary Mocha Uson’s blog was not an official page of the PCOO and was not representing government views. He cleared the PCOO from the controversies involving Uson’s weird and comical blogs. But he said Uson was not a source of fake news in the country as she was only expressing her views. He said the PCOO could not influence or control Uson since she was engaged in a personal activity. Should he order bloggers like Uson to stop airing their views, he would be accused of “suppressing freedom of expression.” He said when Uson became part of the PCOO, “I told her that all the news coming out from government media platforms are real news.” (Vito Barcelo – ‘PCOO disowns Mocha’s blogs’ 01.02.2018 link: http://thestandard.com.ph/news/top-stories/257655/pcoo-disowns-mocha-s-blogs.html).

Therefore, with all this mess of hers, the administration are still keeping her on board. That is just weird, because she is not that bright and misuse her public space. Not to inform, but keeping herself popular. That is evident, even as an appointed public official, she keeps peddling questionable articles, also even break codes of conduct like performing in a casino last year. That is why it is weird that she still has a place in the Presidential Communications Operations Office (PCOO) of the Duterte Administration.

That is just strange, for me awful idea to put her into the campaign, unless the Duterte Administration are going for squad goals and making sure they make scandalous headlines by her and her words? Is that what they need to be able to get the Constitutional Change or the Federalism enacted?

Do they need Mocha Uson, is she that unique and special that the President needs her skills and ability to create controversy to bring the game, set and go? Seriously? Is the change to federalism that lack-luster, that the Presidency see the need to bring her in? Is there nobody else that can campaign and bring the message out, not even demoted Alvarez?

Because we know she is not that wise, she has moved mountains and a volcano in the past. If she cannot even the basic geography of the Philippines, how can she explain and have the ability to grasp the difference between a constitutional democracy and federalism?

I have lack of faith, if she was like Maine Mendoza selling MAC products, I would get that, but she is trying to be spokesperson for a government, which plans to change of how the government works. That is not an easy task for anyone, but for someone like her. I lack faith, trust and ability to pull it off. Unless, she will push empty slogans and try to gain popularity because of her face. When it comes to a question like this, when it comes to the balances of power, the limits of the citizenship and what matters for all the branches of government, these questions are not a quick fix. However, a big question and need a lot of relief, this isn’t something changed in a day.

If the Duterte administration is serious and want people to believe in the change, maybe, just maybe, pull some better cards out of the stack. There got to be someone else with more craft and capacity to bring the message of federalism, than Uson. Peace.

NRA/M gone full circle: Demoting 27 rebel MPs!

“The power stays in the hands of the people. . . . I don’t see what opponents are so panicky about.”Yoweri Kaguta Museveni in 2005

There are sometimes some ironies, some reflective notes and historical facts, that is just to big to overshadow. That yesterday for instance many of the rebel Members of Parliament, who happen to National Resistance Movement. Was demoted for their non-vote against the life presidency, the age limit amendment to the 1995 Constitution. Clearly, that hurt the feelings and the honour of his excellency at the State House. Since months after, the NRM are now punishing the NRM Rebels MPs.

What is striking is that it took 27 guns to start the Bush-War of the NRA, the now NRM. There were 27 Rebel MPs in 2017 against the Age Limit bill, which give life President to Museveni. That should be a warning, and that is maybe why Museveni is striking so hard against them. Because he knows how many he needed to topple Obote and Okello back-in-the-day.

In 1984:

“Museveni says he took to the bush and began armed resistance in l980, after Obote’s followers allegedly rigged elections. He suggests that the proposed elections in 1985 will be a sham. My estimate is that there are about 6,000 well-armed and well-disciplined rebels, up from 27 at the NRA’s inception. Other exile sources say there are 7, 000 or 8,000 rebels. In most of its confrontations in this area, the NRA seems to come out on top in battles with the Army” (Pike, 1984).

So, a man of a rebellion, should understand others who rebel, even or especially against himself. However, he is so short sighted and thinking he is overpowerful, that even his allies within his own party. Who just differed on the life-presidency, are now people who deserve to be sanctioned and lose privileges. That is just weird, and what is weirder is the amount of MPs, which co-incidentally the same amount he claims he started his rebellion with.

These days:

The National Resistance Movement (NRM) has reshuffled its leadership of sectorial committees and dropped all MPs who last year opposed the passing of the controversial Constitutional Amendment Act that removed age limit from the Constitution. On the other hand, NRM lawmakers who supported the removal of age limit have been rewarded with appointments to committee leadership positions. Government Chief Whip Ruth Nankabirwa tabled the new names in Parliament for approval, a formality that was done without much trouble” (Arinaitwe, 2018).

Among the 27 NRM MPs that opposed last year’s Constitutional Amendment that scrapped presidential age limits and extended the tenure of Parliament and Local governments to seven years, were MPs who held leadership positions as committee chairpersons and vice chairpersons” (Kabuubi, 2018).

The message of the 1980s have clearly died down, the party of born out of rebellion are now supposed to be into submission and nothing else. The Saga Continues. Peace.

The NRM Celebration in Kiboga only affirm one thing: They are all loyal minions to Museveni and his agenda!

If you believed the Age Limit fight and votes of 2017 was for the betterment of the Republic. Sorry brother, your so wrong, the celebration in Kigoba today is made for the 317 Members of Parliament, who voted for the Raphael Magyezi Bill. They are celebrating the life president of Yoweri Kaguta Museveni. This happens the same week the ruling party sacked dozens of staff. They can afford a grand party and start a second referendum for the President. They are now planning to change the constitution again, this time to add the Presidential Terms from 5 years to 7 years.

Therefore, the party is in the constituency of the Deputy Cheif Whip Ruth Nankabirwa, who led the removal of the article 102(b). Now she will led the change of the article 105(1). The National Resistance Movement, should just be honest, that all of them just serve one purpose. Working for the master and the President by all means. Not for democracy or for principals. Because Museveni has broken all his promises and pledges. This party proves that the NRM are broke this week, but can afford to slaughter 25 cows and pay buses for the MPs there.

They are now wishing Museveni Non-Stop and preparing for a new referendum, that fits the paradigm of the President again. Instead of age of the President, it is now the length of his term. They cannot put this on the age or the decisions, they are now countering it because they gave themselves longer terms. The 317 Members of Parliament has now a term lasting 7 years, instead of 5 years. Which should be long enough to be able to make a difference. However, they need longer time to be corrupted and work under Museveni.

So this party, is “Align and Arrive” campaign are yet another way of extending Museveni, just like they did themselves. It follows protocol that they work for him and not for the Republic. You know there is local problems in Kiboga Sub County NRM Chairman Stephen Matovu has asked for the president to buy a motorcycle for him. While the LC 3 Chairman of Kiboga Hajji Sulaiman Ssekiwunga has asked for a new house and car, after that has been torched. Therefore, the NRM and the State House maybe has to cover for their poltical affiliations has cost in the region.

Hope the bribes, the congratulations and the praise of themselves, to make sure Museveni can be for life. President Museveni are bashing and letting them praise it, because this is all making it seem like the party celebrates itself and accomplishment. Instead, it makes them look like they are catering even more to him. Because the NRM wouldn’t be there and have this event if it wasn’t for Museveni. The whole thing is that they won a “victory” for Museveni and used all means to do so.

The Victory Bash, is really just showing how the minions are working all for Museveni and his agenda. Not for making the republic better or give it better governance. That comes second or third. What comes first is Museveni and his needs. To say otherwise, is the second reason for this bash. It is to make sure he get 4 more years, not the change they did in 2017 to the Constitution. So they plan to alter it again, so he can become president for even longer. There no other reason for the event.

So just as these NRM MPs was getting bribes for their votes, get praise for the changes, they are now expected to move further the agenda for Museveni. To extend it even more, they are aligned to show allegiance and ready to arrive another step further for the life presidency. Because that is the goal, that the president will take his last breath as President. They want the same results as with Mugabe, that he clocked out, when he was over 90 years old. Because that is the values of the NRM, which want to be like ZANU-PF.

So do yourself a favor, stop talking about democracy and building a better Uganda. Your only serving Museveni and his agenda. Which is himself and no-one else. They are just useful props for his purpose. They are needed votes and cronies, which he can pay when needed be. The Constitution has to be altered for his narrative and not for the betterment of the republic. Therefore, the ones celebrating today, is complicit in the theft, in the taking and the total control in favor of Museveni. They are all tools who are getting used by him. So he can rule with impunity and with disgrace. Peace.

Opinion: The UPM’s Aims and Objectives are grand, but did Museveni deliver them?

During the last few days, don’t remember when, but Moses Byamugisha on Social Media showed two pictures, which is a part of the Uganda Patriotic Movement (UPM) Membership Card from 1980. This is the first party of now President Yoweri Kaguta Museveni. It might seem as forgotten past, a past that we should just forgot, but I can’t, it is certain proof of important words and ideas, that still should be worked for. UPM and the agenda that Museveni worked for back-then. Is still worth doing today, even if President Museveni is just working for himself and his cronies. Not working for the betterment of society, that part of him is already gone.

I will first list of the ‘Aims and Objectives’ of the UPM Membership Card. Its 16 points, which seems like points, the Republic still needs and should work for.

16 Points:

1. Unity

2. Democracy

3. National Independence

4. Social Progress

5. Clean Leadership

6. Peace, Security and tranquility

7. Rehabilitation and reconstruction of the nation

8. National Common Language

9. Workers and Peasants participation in the decisions making process of the Party and State machinery

10. Building of a proper defence and security systems

11. Encourage and sustain collective leadership

12. Create condition that will make every citizens have a right to education and medical care

13. Follow and adhere to a policy of a viable mixed autonomy for Uganda

14. Follow a policy of non alignment on a basis of mutual benefits and subscribe to OAU and UN Charters

15. Subscribe to the Basic Human Rights as enshrined in the UN Charter

16. Give moral and material support to the orphans and widows and other victims of the Fascist rule and liberation war

All of this was subtle and good ideas, needed ones that hasn’t lost their power or need. The Republic needs first aim Unity, not only hire and develop the Western parts of Uganda. Just like the troubles of just hiring people from the northern of Uganda under Obote and Amin. Therefore, this is still needed, as the Ankoli and areas around has gotten more and become more important, than the rest of the republic. Bunyoro is getting vital because of coming oil industry. Not because Museveni cares about it deeply.

Second aim, Democracy still needs to be worked upon. By all means because of the Life Presidency, enacted by the National Resistance Movement (NRM). The Second Party of the President, all follows his whip and is non-democratic from the choices of Members of Parliament and their votes. If they don’t follow orders, like voting for life presidency, then they will not only be labeled rebels, but also punished through the party organization. The NRM isn’t democratic, neither is the state. There are lacking democratic decision making and the elections are rigged. Its not the will of the people, but the will of Museveni.

The third aim, don’t need comments, but fourth and fifth needs it. The ‘Social Progress’ and ‘Clean Leadership’. Needs to be address, it is better then back in the day, but having three decades to advance. The NRM should have come much longer, than it has. The Social progress has not evolved, its only for a minority group. Biggest part of society is stagnated and falling behind with unemployment and lack of development. Clean leadership is long gone with Presidential Handshake, pay-off of Members of Parliament, misusing opposition parties and trading position because of loyalty and not merit. Therefore, the NRM have failed with perfection here.

Aim six and seven are questionable at best. ‘Peace, Security and Tranquility’. Peace they do have, but the security and tranquility, not so much. The Security Organizations are more criminal than thieves, they are killers and hired goons themselves. Police are investigated by CMI and UPDF. There are lacking lines and trust to the Courts. The Northern Uganda is done with civil war, but the army has still created uncertainty in Kasese and Rwenzori as they are battling their own. Killings are happening and unsolved by the authorities. Even assassinations of big men within the Security Organization themselves.

The aim eight, ‘National Common Language’ have been effective and worked, as English and Luganda is well-known and most can understand either one or both. The NRM has worked smoothly with this. One of the few things, the NRM actually has achieved. The Uglish is fantastic.

Aim nine, peasants and workers are not really a part of making decisions and taking part of the party. The decisions are made in the State House. It is made by the President and not by Party. The Party is a front and its only there so the President can pay-off his loyal allies. Its seemingly so, when the NRM-O and NRM CEC are made for his best interest. Not to create a better republic.

The tenth aim which is ‘build a proper defence and security systems’. The Military is at its strongest and used as hired mercenaries in Equatorial Guinea and doing United Nations missions in both Somalia and Central African Republic. Its also the main reason for still the current president. He uses the military, because he doesn’t have the popularity. The Security Systems are fragmented and used against each other. Using military intelligence against the police. There is nothing that is certain and you are boggled at how and when something strike. When a crime will be solved and by who.

The eleventh aim to ‘encourage and sustain collective leadership’ is at best questionable at this day and age. The NRM have clearly forgotten this one. They have maybe never worked for this after 1986. That he has talked against sectarian and tribal leadership is well-known, but his achievement is questionable. Since he hasn’t promoted collective leadership, he has promoted his own leadership and the ones loyalty to him without ambition. It is reason why Vice-President Ssekandi are still there and Prime Minister Rugunda are there. They don’t want to get at the king, but if they get ambition to succeed him. Then they get demoted. Check history and you’ll see this.

The twelfth aim for ‘universal education and public health care’. There many more schools under the NRM. Though they are not well-kept or the up-keep is worth mentioning. The literacy rate has been rising in the three decades of rule, but the school system is far from perfect. Since teachers in the districts has side jobs because of lacking salaries, girls skip schools over lacking pads. That was even promised in the General Election of 2016. Still, the NRM haven’t delivered. They promised UPE, but never totally delivered on that promise.

Health care is a place where people are left to die. That is why MPs are getting treatment abroad, the daughters of the President giving birth in Europe. The Health Care is abysmal, lacking medicine, copy medics, X-Rays not working and awaiting between 2013 to 2018 before buying and putting up a new Cancer-Treatment machine. Only one for the millions of citizens of the Republic. There been a blood-drive, because of lacking blood for treatments in the hospitals. The air-machines has gone empty like in Jinja. The NMS hasn’t been able to buy in needed equipment. The Health Care is something the NRM really haven’t delivered anything to be proud of. They have build some buildings called hospitals, but they cannot treat people’s illness there.

The thirteen aim is about autonomy, but that is delivered from the State House. There has been growing amount of districts 118 if my calculation is right. So there has been changes, but it hasn’t given service delivery. Neither or anything visible changes. It is more district centre and more cronies paid-off making the civil service bloated, but not delivering services to the public. So the NRM has delivered dozens of new district and local government entities, but not that they matter. They only matters to the ones who get a paycheck and who is “running” them. But not for the public.

The fourteenth aim is about taking part of African Union and United Nations, the fifteenth aim was also about following their international standards and laws. In the beginning of the NRM rule, as long as he was a part of the new breed of leadership. It was seemingly important to respect international laws and enact those standards. With time this has withered, as he wants to rule on own accord and not let anyone question his reasoning. Therefore, he has become hostile to foreign interference, the ICC and all other who can question his acts and his use of military in foreign countries. Because of the fear of the repression from foreign entities, the former love-affair has become hatred and that has been shown over time.

The sixteenth aim has been done in some instances, that someone has gotten land and gotten measly awards. The State haven’t made functional programs, but more public givings and sudden awards as part of public display together with honors at liberation celebrations. Not really trying to give funds and such. NRM Historicals of all kinds, NRA soldiers and familes, haven’t been compensated, neither has the losers. They have gotten retaliation. So there are many families in disarray and lost of promises.

The whole republic has seen all the empty promises and the prospects of the Museveni era. He has had 32 years to create a state in his vision. The UPM isn’t that far from the 10 Point Program, that I have also dismantled, actually twice.

This here is another proof of how he promise big, but doesn’t deliver. Don’t be surprised, he is all talking big game, but never showing it on the touchline. He might be in the box, but never score. Peace.

ULS Statement on Constitutional Petition No. 3 of 2018 (15.01.2018)

Age Limit: No honor among thieves – “27 NRM ‘Rebel’ MP’s needs to apologize to Mzee”

Last year, the Raphael Magyezi Private Bill and Life Presidency for Yoweri Kaguta Museveni was through Parliament and the final nail in the coffin. Was when the Parliament voted for it after a hectic second reading and adding longer terms for current MPs and beyond. The reality is that some Members of Parliament, even in the National Resistance Movement. The almighty NRM voted against the Life Presidency act, which would be its proper name. Instead of the ugly duckling of ‘Constitutional Amendment Bill’.

Because 27 NRM MPs didn’t follow orders from the State House. They didn’t honor the almighty President and his will. The party and the NRM Parliamentary Caucus has to sanction these individuals, even if they followed the public of their constituencies and their electorate. Because their real electorate is the old man with the hat. Nothing else matters in the state of affairs. They should have known this, but apparently, they didn’t get the memo.

Here is some outtakes:

The Leadership of the NRM Parliamentary Caucus has advised the 27 NRM rebel legislators who voted against the Controversial constitutional amendment bill 2017 to apologize to the country or else face the disciplinary committee. The Vice Chairperson of the NRM Parliamentary Caucus Solomon Silwany says the decision made by the 27 NRM rebel legislators was uncalled for and failure to apologize they will face the disciplinary committee of the Caucus” (NBS TV, 09.01.2018).

However, the Vice Chairperson of the NRM Parliamentary Caucus, Solomon Silwany says the decision made by the 27 NRM rebel legislators was uncalled for and failure to apologise will face the disciplinary committee of caucus. Following the resumption of the work of the August house after the Christmas and end of year recess, Silwany said the increasing indiscipline amongst members of the caucus will not be tolerated. He urged those who voted against the Magyezi bill to apologise to the party leadership before facing the wrath of the party caucus. Silwanyi told the Nile Post that the party parliamentary caucus leadership is set to meet this week to the decide the fate of these ‘rebel’ legislators” (Mugabi, 2018).

Now the party founded on rebellion against the previous leadership. Is now casting stones against the ones rebelling against itself. It is neat and also foolish. But that is how it is, when you have to blindly follow a leader or a President who has no agenda, other than his own belly. The NRM is blindly following Museveni until their own graves and hoping they will buried with dozens of shillings. That is why they are contemplating sanctions and taking action against the ones voting against the Life Presidency bill.

That the NRM has sunk this low. That the barrier of code of conduct is the meager, says it all by how the State House wants the Parliament and the NRM MPs to function. They are tin-soldiers or marionettes for the President to order around like headless chickens. Awaiting signals for when to cluck or to duck. They are awaiting their time to speak and their time to be silent. It is all on orders from the high and mighty at the State House. The El-President, the Mzee and “the man without a vision” President Museveni.

That they shouldn’t apologize, I mean that sincerely, the ones who should apologize is the ones that voted for the life presidency. They have given way for Museveni to rule two 7 year terms from 2022. That is appalling and insulting to a Republic of educated men and women. Clearly, there should be possible to muster someone in his place. Museveni doesn’t think so, but why should he? He has had total control since January 1986. Museveni clearly doesn’t give a damn about perceptions anymore.

The NRM MPs didn’t rebel when voting against the Magyezi bill. They did what they are allowed to do and should be able to do. It is in their rights as MPs, as lawmakers to either vote “yay” or “nay”. To either stand behind a law or to reject it. Just like any other Parliamentarian. That isn’t to hard to understand, even if the NRM Caucus leadership want blind foot-soldiers drumming to the beat of the weakling President. Who cannot muster courage to perform his own duties and therefore, uses the party to silence his own ‘rebels’.

Its a failure of the Party and of the Caucus to understand the August House, if these men has to apologize for their righteous act against a life presidency bill. It is a disgrace and disappointing affair if they are sanctioned or put on retainer for acting against the will of the State House. It shows the impunity and lack of tolerance. If the NRM cannot accept within their own party, that everyone isn’t blindly submitting their lives into the hands of Museveni. That is anticipated, but shouldn’t be protocol. Then the MPs should sign with blood their loyalty to the Don and promise never to break the codes.

This is just a mockery of the Parliament, but the same parliament was attacked by Strangers to save this law. So the NRM Caucus shows that the President and his will are above the LAW. The President and in his favor can do what ever he wants, and everyone else has to obey. They didn’t obey and didn’t vote in favor of the President. Therefore, they have to punished. It is insane and foolish.

There is no honor among thieves, clearly that is the case at the 10th Parliament of Uganda. Peace.

Opinion: Mr. Life-President Museveni is apparently a little bit testy!

There is no shadow of a doubt that President Yoweri Kaguta Museveni is a testy and a sour old man, who expects to praised and loved. Therefore, when people doesn’t show him love, he forces himself on you and the public in ways than none other he could. So when he was worried that no one was interested in his New Years Address to the Public. He used the Uganda Communication Commission to use licenses agreement to force the broadcasters on TV and Radio to show his speech. Everything else had to stop and his voice and wonderful poetic words of wisdom had to shared countrywide.

It is just daunting that this man is living in bubble, in a bubble of yes men and dozens of useless cronies. While several family members and clan people without knowledge or clue are running key institutions and businesses. That this President doesn’t see his mismanagement or are blind by his own EGO is not easy to say. But clearly, he is short-sighted. As during the General Elections of 2016, when he was planning more rigging. The President paid dozens of Pastors and Clergy a visit, he gave dozens of them cars and envelopes so they could spread the Yellow Steady Progress.

Now that he has signed himself recently into life presidency, as the terms are supposed not to end in 2021, but in 2023. Since the Private Bill of Raphael Magyezi got signed, the infamous and deception bill ‘Constitutional Amendment Bill No. 2. of 2017’. Is now enacted after the Parliament after shady dealings and “consultations fees”. Has pushed through and forced Museveni on them. While they returned the Presidential Limits, like they matter. They will be taken away, if Museveni still breathes by the end of the next coming two terms. We know it and they know it.

That is why it is interesting and sad, that the President and his fellow cronies cannot manage some questions from a Bishop. If you are so high and mighty, life president, why worry about what a some clergy men are saying in Church? Why are you so worried and why does Ofwono Opondo care? He liked it when the paid and gave SUVs to Pentecostal Pastors during the elections. Then they could have a summit with the President and pledge allegiance to their earthy king and get fed too!

Now, that he has signed the doomsday bill, the one bill made for his legacy, the one where he proved for the second time; that the Constitution has to be altered when it doesn’t fit. Just as before the 2006 elections, the same happen now before he turned 75 officially. Who knows how old Museveni really is, he could be older than Moses for all we know. The documentation we do have is shady and weak enough for any public official. He even tried to forge a birthday and age in 2016, without anybody believing the trick.

That is maybe why he is so defensive, he struggles with the fact. The fact that he is living on lie, the lie is that he is not popular, he is not elected by the people and he is not loved by the people. The people he serves despise him and dislike him. The ones near him who is not family or clan-members are only there to eat and couldn’t care less about him. The former friends are now bitter enemies and easily become targets. Therefore, it is very few he can trust.

President Museveni is clearly loosing edge and knows it. His aides knows it and the defenses are becoming so benign. The reality is that Age Limit Bill of 2017. Is now the ones sealing his final chapter. The chapter that dissolved the whole idea of liberation. He is now the Mobutu in the flesh, he is now despot for life. Nothing change him from his predecessors. The only thing is the name and the promise he had in the late 1980s and early 1990s. That train has left, there is no slow train coming of promising reforms. Only more shady deals, trying times of paying back gained debt and troubled waters of insecurity created by his vicious political games. We can just imagine what the outcome can be.

What we do know, is that NRM and Museveni is testy, they cannot mange to be question. Not even by a Bishop. Not by Clergy, then they cannot manage to be questioned by anyone. They are now walking on thin ice and wondering when they will fall through and drown. That is what Museveni and NRM fears. They will not say it, but they knew they spiked their own water when the President signed the bill.

We just have to await and see how long for the spiked water to have an affect and self-destroy. Peace.

Opinion: The Coup d’etat of 1986 continues to this day!

The Coup d’etat of 1986 where Yoweri Kaguta Museveni was sworn-in on the 29th January 1986. Since then he has never left. He went to civil war against Uganda People’s Congress and the Second Term of President Dr. Milton Obote. For reasons, which he himself embodies over the years. The rigged election of 1980 are similar to ones today. National Resistance Movment (NRM) are doing the same with his rigged Electoral Commission. Delivering the results he needs and not the will of the people.

We should have seen this day of his Life Presidency a long time ago, as he ended these words on the steps of the Parliament on the 26th January 1986:

To conclude, I am appealing to those people who are trying to resist us to come and join us because they will be integrated. They should not waste their time trying to fight us because they cannot defeat us. If they could not defeat us when there were just 27 of us with 27 guns, how can they defeat this army which you saw here? They cannot defeat us, first of all, because we have a correct line in politics which attracts everyone. Secondly, we have a correct line of organisation. Thirdly, our tactics are correct. We have never made a mistake either in strategy or tactical calculation. I am, therefore, appealing to these people not to spill more blood, especially of the young men who are being misled by older people who should know better” (Yoweri Kaguta Museveni, 26.01.1986).

President Museveni said it back then and acts similar as the Constitutional Amendment Number 2, the Raphael Magyezi Private Bill that got voted in twice today. Will now be written into law. So President Museveni can stand again as President in the next election in 2023. He can stand for two more terms. That means he would have official 7 terms in office. Unofficially 9 terms, as nobody are counting the first decade of his rule.

We can question the moral judgment of the all the Members of Parliament who voted to lift the Age Limit. The Article 102(b) who was part of the Constitution to safeguard and to make sure the President wasn’t of advanced age and had the mental capacity to do the job and represent the people in all aspects. Clearly, it wasn’t about discrimination of the elderly. Then the same MPs has to change the laws for others Civil Servants and not let them retire so early. Since the President should be that special of a person.

It is incredible, that a Liberator, a so-called Revolutionary are going to this step to stay in power. That he goes to this length, pushes the buttons at this stage and amputate the Constitution in his favor. Pays the NRM MPs and also others in favor of it with 40 Million Shillings. That the President are doing this just for himself. Shows the disregard of all the citizens of the Republic. Only care for his own existence and his own power.

The power corrupt and has made him into a Smeagol, who is keeping his “precious” power ring all to himself. We are wondering when the President will walk to Mount Doom and get his legacy into the burning fires of the volcano. The ring that he has forged himself on the Parliament steps of 1986. Is something he cannot be able to leave. Therefore, every time he is on his last term, he has fixed the Constitution to fit him. The same happen today, the ring is not ending. It continues and its eating him. He is becoming more addicted to ring and cannot let go.

President Museveni isn’t a victim, he is using the ring to extend his powers and his rule. His reign is continuing and not letting it go of it. He never will, he will change the laws until he stops breathing and looting the Republic.

Museveni thinks he has the ‘Correct Line’ but he is wrong. Dangerously wrong. There is no return from self-inflicted life presidency. Yoweri Kaguta Museveni will go into history as the rebel who turned into the captor and hostage taker for decades upon end. The dictator and the despot who never ceased to give in and give up. Who had issues with killing in his own republic or using the national army as mercenaries in the bordering countries in the East African Community or the Horn of Africa.

That is the man, that was voted for and got all support from the Parliament today. On the 20th December 2017, it has been 11,648 days since he was first sworn-in as President, which is 31 Years 10 months and 10 days.

Clearly, he lives in the state of mind, that he cannot be defeated. What wounds he will collect and with destroying the legacy of his Constitution. The proof that it has no value was shown today for the whole world to see. It is now amended for the one who feels superior, who no one can beat and no one can take down. The one with the Correct Line.

However, that will not last forever, the NRM and Museveni has already lasted for this long. Nothing is written that it will last much more. But that depends on the react from Ugandans. From the people of the Republic. If they want to get rid of this man with his “precious” power.

The Smeagol, the Gollum and the addict of power. Museveni has his precious. How long that is his to keep. Is not up to him, but to the people of the Republic. So what say you, can he be defeated? Peace.
