Opinion: Matiang’i must be an extraordinary CS!

By the new Presidential Order, the Executive Order of no. 6 of 2019 has now given more added tasks for Cabinet Secretary Fred Matiang’i, This is the second time this year, earlier in the year in about January 2019 he already got more to his portfolio, which meant he got in-charge of the National Development Implementation and also the Coordination of the Government Ministries.

Now on the 22nd August 2019, the same CS gotten even more to take care off in government. The faith put in the man is extraordinary. CS Matiangi in the newest presidential order is that his in-charge of the Co-ordinating Delivery of National Priorities and Flagship Programmes within the Presidents’ Delivery Unit and also National Cohesion & Values within the Directorate of National

Cohesion and Values.

This is not all, in addition, the CS and its ministry got also this:

II. REGISTRATION OF PERSONS & IMMIGRATION

II.I To foster the integration of the functions of Registration of Persons and the functions of Immigration, the State Department for Interior and the State Department for Immigration & Citizen Services are merged to establish the

STATE DEPARTMENT FOR INTERIOR & CITIZEN SERVICES.

II.II The State Department for Interior & Citizen Services shall be domiciled within the Ministry of Interior and Co-ordination of National Government” (Government of Kenya, 22.08.2019).

We all ready know that the CS is the special one, the one whose has the unique eye and handling of the business of President Kenyatta. Surely, to have him as an overseer, nearly a sort of Prime Minister and trusted CS. He has shown enough finesse for Kenyatta to have him to overlook the “Big Four” and also check upon the Building Bridges Initiative (BBI). Matiang’i must feel like an overlord.

That because Matiang’i get all this trust. He can impregnate daughters of church-leaders, initiate all out war on NASA during the Post-Elections in 2017 and show his loyalty ever since. Since, even if he failed as lecturer and also had big-scandals in office in the past. Still, his the sort of man that Kenyatta needs apparently.

Matiang’i must have some secret tricks or some methods to his trade. As the fate put into him is extraordinary. Even if there is not much to show for it. Unless, it is ordering extra public holidays and ordering people to leave the bars early for national census. Also, the loyalty towards the Huduma Namba and whatnot.

CS Matiang’i has done everything right in the eyes of Uhuru. If someone would be the golden-boy, the one to take up the mantle after Kenyatta. Seemingly, it must be him. Since, so much of the government work is put into his hands. Peace.

The crazy and mandatory exercise called the Huduma Bill of 2019!

Here we are, at this moment and time, where the Jubilee government, where the Kenyatta administration has no issues to launch a bill so draconian. That the state are forgetting their role for the citizens in their drive to pursuit the registration of all with Huduma Numba.

As the bill states: “AN ACT of Parliament to establish the National Integrated Identity Management System; to promote efficient delivery of public services; to consolidate and harmonise the law on registration of persons;to facilitate assigning of Huduma Namba and issuance of identity documents;to facilitate registration of births and deaths;and for connected purposes” (The Huduma Bill, 2019).

This sounds legit, but at the same time, the registration for these reasons should already be in other parts of the legislation. Not for a NIMS or Huduma Namba but for a commercial ideal, which is an agreement between Mastercard and the Government of Kenya.

As explained here: “Nairobi, Kenya – February 7, 2017 – Mastercard commits to supporting the roll-out of the Huduma Card in Kenya as the technology partner of choice for the local government organisation. The secure payment solution supports Kenya’s Vision 2030 that calls for reforms in public services to enhance accountability, transparency and efficient service delivery, with focus on developing a cashless economy. The Huduma Card is a prepaid card with chip and PIN technology that will connect all Kenyans to the formal financial sector by providing a secure, reliable and flexible payment option. The Huduma Card, powered by Mastercard, is currently being issued by Commercial Bank of Africa (CBA), Diamond Trust Bank (DTB), Equity Bank and Kenya Commercial Bank (KCB), with no bank charges being allocated to citizens when registering for the smart card” (Mastercard, 2017).

Clearly, this should be a voluntary exercise, as the commercial aspect of this shouldn’t make this mandatory. However, with this law, they are really showing no regard for the public. As they are not asking people to accept a commercial agreement with Mastercard, but doing it mandatory.

As stated in the law here:

8.(1) Every resident individual shall have a mandatory obligation to present theHudumaNambain order to—

(a)be issued with a passport;

(b)apply for a driving licence;

(c)register a mobile phone number;

(d)register as a voter;

(e)pay taxes;

(f)transaction the financial markets;

(g)open a bank account;

(h)register a company or a public benefit organisation;

(i)transfer or make any dealings in land;

(j)register for electricity connection;

(k)access universal health care services;

(l)benefit from the government housing scheme;

(m)register a marriage;

(n)enrol into a public educational facility;

(o)access social protection services;

(p)register or transfer a motor vehicle; or

(q)any other specified public service” (The Huduma Bill, 2019).

As you see from this, most of the state services are bound by having the Huduma Numba and the Mastercard connected to it. If you don’t have it, you are not getting access to government services. They have even more of them too, even passports:

(2)The requirements for applying or replacing a Passport are—

(a) Huduma Namba;and

(b)prescribed fee” (The Huduma Bill, 2019)

So, by this state, even passing by a road-block, the Police Officers needs to see your Huduma Numba to let you pass by. To prove that your not a felon, but an innocent citizen.

To top this off, the legislators plans to sanctions the ones who doesn’t want to comply to this: “48.A person who carries out or permits the carrying out of any transaction specified in section 8 without a Huduma Namba commits an offence” (The Huduma Bill, 2019).

It is actually an felony to not comply with previous part of law. They are not only stopping people from getting government services if they don’t have the Huduma Numba and Card made by the Mastercard, but also making it a felony not to register it properly.

The giant lie of this bill, is this sentence in the ending of it:

The Bill does not limit any fundamental right or freedoms” (The Huduma Bill, 2019).

Well, if you cannot access any of the government functions or get the needed services because of not having the Huduma Namba and Huduma Card, than your kind of limiting the fundamental rights or freedoms. The liberty of the person is taken away, as they got to do this. This is taking away people’s freedom, to put them into a government scheme, as they have signed off together with Mastercard. They could have done this with VISA and it would have been the same issue, even for Gods sake, American Express.

So, when CS Fred Matiang’i wrote that this bill doesn’t limit any fundamental righ or freedoms of its citizens. I believe he was high or drunk, because he couldn’t write that with a clear mind. Unless, his heartless and doesn’t understand the basic components of the bill. You don’t need to be a legal scholar to get the gist here. Peace.

DPP: Press Statement – Statement on Audio Clip Titled “Wetangula Exposed in Fake Gold Scam” (18.05.2019)

Not all Gold that Glimmers: The saga of Wetangula!

Well, there are certain big-men that should thread their waters careful. In the coming days, the FORD-Kenya President Moses Wetangula and a opposition figure with NASA/CORD have to answer for possible crimes committed during a travel last year in Dubai.

Moses is in seriously problems, as documents and phone-call leakage have revealed the participation in the gold-scam done to a Prince in the United Arab Emirates during 2018. Clearly, this story of a forged trade-off, where millions of shillings came into the hands of politician wasn’t supposed to back-fire, but it does.

Wetangula surely wasn’t prepared for this to create headlines, neither become something significant. But now its on the tongue and in living colour for the whole ordeal to be exposed. There was a minor leak in March 2019, but now in May 2019 it has blown up into his face.

The politician have done this sort of thing before with the conning of Japan for a fake land for an embassy in 2015. Therefore, the ability to pull of these stunts are known and Moses has gotten away with in the past. That is why he thinks its cool to con the Arab Prince and his people, as they are getting funds for themselves, selling fake gold. That is great payday.

You can just wonder what is up next? Whose else is implicated and to what degree, as there are talks of CS Fred Matiangi and other close allies of DP Ruto. So, the whole pack of thieves are ready steady, UNGA eating instead of spaghetti.

Alas, the puns and the pushes are getting directed to Wetangula, not the other ones, which should also be implicated, because when you expose Moses, the others should cross the river Nile too. Maybe not lost for 30 years before entering Canaan, but surely there is no dry season for Moses.

In coming days and weeks, the revelations, more dossiers and more information should be leaked. To prove the Con and the scam. Especially, if the Senator are getting off the hook. Since, what has been leaked is possibly showing that his a crook. His not a felon until the bracelets are on, but in the meantime. He has to know, that the taped phone-call and dossier shows his intention and involvement in the Gold Scam.

Surely, the man should answer for his crime, but not anticipate it, as his one the men in high-ranking positions and close to gates of power. Therefore, they could let him off the hook. Peace.

I wonder if President Kenyatta feel he is entitled and that it is beneath him to have a debate with Odinga?

You can wonder and get amazed, he did the same trick President Museveni did in the General Election 2016, and he did not show up at the live TV debate between the Presidential Candidates. Just like in Uganda, his arch nemesis showed up and that was the NASA candidate Raila Odinga. Not that all the other candidates showed up either, but it was only one-half of the main candidates. That the incumbent President Uhuru Kenyatta of the Jubilee could not show is amazing. Especially, since there were reports that he ditched the planned rallies on the same day.

At this point, it does not matter what Odinga said yesterday at the Debate, he at least showed up on Primetime TV spot and showed himself for the republic and the incumbent could not care less about the arranged debate. What is so dangerous about it Kenyatta? Is it terrible to ask questions about your achievement in office?

It seems so, since you could not spare the time or the effort to show up to the debate. Only one that was on live TV and on most of the channels. I would have loved to discuss the difference in style and in chose of words to the different questions between Odinga and Kenyatta. However, I cannot do that, since it was one party there and the other left behind.

So at this point, it is mere enough for the support and the courage of Odinga, just to be there and take the questions from journalists and the audience, something the President was to big to do or something like that.

His State House Spokesperson Manoah Esipisu wrote this today: “Today, His Excellency President Uhuru Kenyatta will commence an intense 12-day tour of Kenya, to meet fellow citizens from all walks of life, in all regions of the country. His last campaign events will be in the capital Nairobi on August 6 – 48 hours before the August 8 elections. This will be the second round of an all counties campaign where the President will take his message to Kenyans. Only this Sunday he completed a 14-counties blitz covered in seven days in which he put his call for unity and peace at the heart of his campaign agenda. These meet-the-people visits will see the President traverse 30 counties, making stops at more than 200 campaign stops. His Excellency the Deputy President, the Honourable William Ruto, will be visiting dozens of counties as well, making another 200 campaign stops. The President is going directly to the people to demonstrate what the August election is about – himself as someone who is fighting to deliver benefits, success and prosperity to the people versus an opposition challenger who is only after power for himself” (President.co.ke – ‘Spokesperson’s statement’ 25.07.2017).

It is okay, that the President campaigns and travels to every corner of Kenya, that he visit every single county and even every major town of the Republic. Nevertheless, why do he not have the time for a scheduled TV-Debate? Is that too much to ask and anticipate of the President? That the people all through the nation can watch and discuss the differences between him and Odinga?

Let me end on a side-note, but still a viable one. Does President Kenyatta, feel entitled to be the President and therefore a debate about his position and character is beneath him? That is how it can seem like, to not only me, but also many others.

Therefore, we are at this junction and so near the end of the campaigns and race for 8th August polls, there have been significant difference between the NASA and Jubilee from the get-go. In addition, with the time, it is more evident, than ever before. This race will be tight and prognoses seems to be for NASA in many aspects, but hard to grasp yet. There are enough days to see the wind of change. Nevertheless, this is something that is hard to anticipate.

What we can ask ourselves after yesterday’s acts of the President Kenyatta, does he feel entitled to rule and be Executive, or is it just mere arrogance towards Odinga. Peace.

Kenya: NASA Condems Plans for Military Involvement in Election (23.07.2017)

Jubilee government are afraid for the Post-Election since they prepare for massive demonstrations!

There is something rare about election and preparations to them. The decisions made in the days, months before really sends signals to what is important, and what is needed for the safety of the Republic. Now, it’s revealed, that it was not just whistling out of his mouth, the Inspector General of Police (IGP) Joseph Boinnet, did yesterday. He and his organization, the security operations of the Police has purchased and prepared itself for massive demonstrations. As if they are prepared for an uprising, since the results might differ to the actual voting. Which in some regions should be in favor of NASA instead of Jubilee. However, alas, that is why the IGP have been busy with the Minister of Interior to get new merchandise and make ready for mayhem. The Police who are there to serve and protect, do not trust the citizen they are working for! Therefore, they have ordered dozens of new Armored Vehicles from South Korea, tons of tear-gas and other equipment to make sure the citizens stay behind closed doors and behave. Just look!

At least a dozen new South Korean made riot control vehicles arrived in Nairobi at the weekend, increasing to more than 30, the number of water canons for police use to quell chaos. The fleet of new armoured vehicles with advanced features is in addition to a new consignment of anti-riot gear including teargas canisters, batons, anti-riot wear and guns that have come through the port of Mombasa. Security sources explained the new anti-riot gear has been distributed to various parts of the country in the past month alone as authorities prepare to secure elections and deal with violence should it break out” (Ombati, 2017).

“The vehicle, according to the manufacturer’s website, has capacity to mix the chemical from the cabin while water gun shooting. It has a nozzle of shooting distance of minimum of 25 metres and maximum 70 metres with an elevation of 90 degrees and rotation of 320 degrees. Each of the new trucks has two water cannons on top of the cabin. It also has a fully automated and centralised control system, a cabin protector and can carry seven crew at a time” (Ombati, 2017).

“Tonnes of tear gas canisters are also among resources that have been mobilised and sent to various places ahead of the polls” (Ombati, 2017).

It seems like the Jubilee government are afraid, they are nervous of the aftermath of the election. They seem to be on edge and wondering how it will go, since they have to threaten, spread fear and buy all of this expensive equipment to silence possible demonstrators. They do not trust the public and their will, when they are super prepared for violence, even when there is no reason to be alarmed. It is supposed to be peaceful elections, right?

It is right that the opposition has hold dozens of demonstrations against the Electoral Body of the Republic and the amendments concerning legislation towards the election. Not that the Jubilee did give much way, only the needed steps to stop the leadership from making their supports continue to rally. Still, the attempt of distrust and disengage the public. Seems very obvious, since instead of being in dialogue with the local leadership at the possible hot-spots. They are coming with tear-gas and anti-riot gear. Not talking, but planning to suppress the distrust from the public towards the Central Government. That is what the planned effort looks like. Not like Jubilee took time to talk and engage, but rather bought expensive riot-gear from South Korea. Like that going to solve the possible problem, if it there and known about.

The only thing it will do, it will quell the demonstrations and possible aftermath of the election, but the wounds are still there. This is not patching up the hurt. Instead, it is spreading fire, with more fire and hope it stop it. It could work, but what cost? When the left behind is burned land and no seedlings of hope for the future.

Shouldn’t the government have worked for a better solution and also had more faith in their citizens than expecting violence and demonstration, that is if the government and electoral bodies we’re prepared for a free and fair election, and not a rigged one. Time will tell, time will only tell. Nevertheless, these signs of possible oppression from the National Police Service does not give me green light. More of the red light and concern of the outcome. Since the Police and the authorities already prepare to use massive force against civilians. Peace.
