Uganda: MP Ruhunda – Name the Powerful Officials implicated in Snatching Compensations Money (Audio)

Ugandan finances are struggling and the evidence of the recent acts are showing it…

“We are struggling, the situation is not as easy, but we are not desperate and the situation is under control. For us [government] we are ready to listen and to learn” (…) “The economy is not receding, the disposable income for drinking may not be there but we are not in recession” (…) “To avoid having arrears, we have to budget appropriately and the money budgeted for has to be absorbed” said Finance Minister Matia Kasajja earlier today (Oketch, 2016).

Nakumatt Holdings is apparently struggling as evident today of their Corporate Statement, that they have to even state it to the Nation, even after the takeover of Shoprite Supermarket Limited; they are still not financial stable. This news is coming days after the Crane Bank got into Administration by the Bank of Uganda (BoU). That after the bank tried to subdue the public together with the BoU in September, telling that the Bank we’re not looking for new owners. This is happening while the troubling times for Cairo International Bank and United Bank of Africa (UBA) Uganda… this is known as the Prof. Emmanuel Tumusiime-Mutebile of BoU said they we’re under notice.

Just as this is known in March 2016 the Exim Bank Uganda, that is a subsidiary of the Exim Bank of Tanzania. That bank took over Imperial Bank of Uganda and also Imperial Bank of Kenya. This is banks licenced by the BoU.  So there have already been issues for the banks in Uganda, just more silent movement as the Investors of Exim Bank wanted it to die down.

Cancelled funding from Exim Bank:     

“The major funder of Karuma and Isimba dams has withheld money for the country’s two biggest hydro-power projects until the legal disputes in Ugandan courts about the two ventures are resolved. The Export-Import Bank of China has written to Uganda’s Ministry of Finance, asking the Secretary to the Treasury, Mr Keith Muhakanizi, to explain why the ministry submitted to them documents of due diligence on the two dams and confirming the tendering process had been properly concluded yet the power projects are now a subject of litigation in court” (…) “Mr Muhakanizi was in State House yesterday for a meeting with President Museveni, but after consulting him, Ministry of finance spokesperson Jim Mugunga said: “It is true that the Export Import Bank of China like any other responsible party, expressed concern about the court case by a concerned Ugandan citizen which listed the bank among defendants. The Government of Uganda, through the Attorney General, secured a court order dismissing the case against the Exim Bank. The bank, therefore, is no longer party to the suit and the PSST Mr Keith Muhakanizi this week communicated the same to the bank.” (…) “Mr YuMeng expressed concerns that the outcome of the case in question would affect the commercial contracts related to Karuma Hydropower Dam and Associated Transmission Lines Works and Sub Stations Project, the 183MW Isimba Hydropower Project and the Isimba-Bujagali Interconnection project under Preferential Buyer Credit facility” (Mugerwa, 2016).

This is new that the Exim Bank is answering with postponing the building of the dam. Something that is the Markie and big Infrastructure projects that the Movement needs to shine a light into the dim situation of the Government. Certainly this answer from them could not be anticipated by President Museveni and his friend in the State House.

This is not the first blow this year as Uganda National Roads Authority (UNRA) has been under fire all year ever since first response from World Bank on the 8^th January 2016:

“Following the cancellation on December 21, 2015 of the World Bank-supported Uganda Transport Sector Development Project, overseen by the Uganda National Roads Authority (UNRA), the World Bank has suspended the disbursement of funds for civil works in two other projects in Uganda. Those projects, overseen by the UNRA, are the North Eastern Road-Corridor Asset Management Project and the Albertine Region Sustainable Development Project which are suspended pending a review and strengthening of the capacity of UNRA to adhere to the required  environmental and social standards” (World Bank, 08.01.2016).

If you though it wasn’t demeaning enough the World Bank continued later in the year with this statement: “UGANDA, September 13, 2016 –The World Bank Group took a decision to withhold new lending to Uganda effective August 22, 2016 while reviewing the country’s portfolio in consultation with the Government of Uganda.  We continue to actively work with the Ugandan authorities to address the outstanding performance issues in the portfolio, including delays in project effectiveness, weaknesses in safeguards monitoring and enforcement, and low disbursement” (World Bank, 13.09.2016).

This is now evident that they used all the months from December 2015 to September 2016, that means the suspended funds for the projects been delayed for 10 months already, which is a close to year. Certainly that must hurt the UNRA and Government of Uganda really, really hard. The World Bank has because of this made the UNRA change how their work, as the Director and staff has sacked at a point. Now in October the agreement made between UNRA on behalf of GoU has been looked over and seen that some has been fraudulent and not made with due-diligence.

And your know there is issues in the finance market when even the states own National Social Security Fund (NSSF) have to explain where they invests their funds after social media spreads rumours of buying a mall in Nigeria and borrowing heavy funds from the Banking Sector of Uganda. This is happening as there 3 banks under fire and struggling already and if you forgotten they are Crane, Cairo International and United Bank of Africa. So the citizens and costumers of Uganda are already worried, they have been there before with the Greenland Bank and other who has lost confidence and gotten into receivership.

Yesterday even the IMF has answered the financial issues of the republic under the Movement:

“The mission notes the difficult environment for fiscal policy in FY15/16. While revenue collection increased as a share of GDP, it fell short of program expectations, reflecting lower than projected nominal GDP growth. At the same time, current spending was higher than anticipated. Taken together, the overall deficit target was missed by 0.4 percent of GDP, and the government partly relied on BoU advances for its financing needs. The execution of externally financed projects lagged behind target” (…) “the financial sector remains well capitalized, though non-performing loans have edged up. This has prompted a tightening of lending standards and a slowdown in credit to the private sector. The third largest domestic bank had become undercapitalized, and the BoU appropriately took over its management to protect deposits and safeguard financial sector stability. As a next step, the financial position of the bank needs to be established, and BoU will look for a strategic investor” (IMF, 2016).

If you see all of this and wonder how can this be, that one government has all of this just months after a General Election, than you know something isn’t as it supposed to be. The Government of Uganda are not running a steady ship when a bank is trailing, 3^rd biggest commercial in the nation by 19^th October into Administration, Cairo and UBA under the watch-list of the BoU; World Bank suspending loans for the Infrastructure Projects that is needed. While the BoU are fixing some financial stability it is not helped by the giving ways of the President Museveni and his dropping funds like a Walking ATM.

“Prof Joe Oloka Onyango said every crisis in this country is being solved by way of brown envelopes, a scenario he described as being sad and far below the rule of law in the country” (…) “In early 1980s, when this country was under the leadership of Godfrey Binaisa Lukongwa, State House was like a market place. Today, State House has been converted into an ATM,” he said amid cheers” (Wesaka & Adengo, 2016).

So for the once that do forget, the ATM Museveni is the cause of the issues that are now; this is his fiscal responsibility and Monetary Policies that made this happen. This is the reactions to the overdue and overspending of the Presidential Campaigns. These reactions should also lead to higher Inflations that it has done before after the elections. Therefore the Finance Minister Kasajja and Executive director Tumusiime-Mutebile have made some progress from previous elections in the Republic. Though the aftermath is now vivid for the citizens who are costumers at Cairo, UBA and Crane… there visible proof and the evidence are in the reaction of the Campaigning as the fraudulent and maladministration of the Banking Sector. This comes into mind as the State House had this message after February:

“As parliament’s budget committee tussled with an avalanche of supplementary budget requests late last week, which totalled Shs 1.04 trillion, some officials confessed that they emptied their initial budget allocations in order to sustain President Museveni’s campaign expenditure. State House comptroller, Lucy Nakyobe, whose office tabled a supplementary budget request of Shs 49.7 billion, told the parliamentary budget committee on April 1 that her coffers were depleted by the so many inland travels of President Museveni, who addressed four campaign rallies daily on average for the campaign period” (Namuloki & Oluka, 2016).

So the debt has to repay and taken from somewhere as the Central-Government, Banks and Multi-National Organizations are stepping off from the Ugandan Government, the Movement are running in circles taking care of their own while the citizens is now trailing and falling off. That is why businesses are giving in.

Just as people might have forgotten the paying of businesses connected to the family and General Salim Selah: “Prominent businesses in the country might soon run out of business if a decision that could see the use of Shs1.3 trillion taxpayers’ money to bailout companies in distress is not taken in their favour” (…) “Talking to Daily Monitor on condition of anonymity, a source privy to the talks revealed that “there is concern that bailing out companies without correcting the economic situation in the country will not resolve the problem.” (…) “The economy is not growing fast enough to generate activity for these companies to perform at full capacity. A bailout will not deal with the core problem. That is the argument being fronted by several government technocrats against the bailout,” the source said” (Muhumuza & Adengo, 2016).

So with this in mind, there are some sound imbalance about the bailouts months before one of the great banks put into Administration, NSSF has to answer for Social Media outbursts, two more Banks on a stroll, State House being broke months ago, UNRA projects suspended by the World Bank, IMF are seeing that infrastructure projects are lagging behind, Exim Bank suspended pay to the two dam projects and the strange bailout. There are too many evidence of lacking financial sound practises…  Even Nakumatt the Supermarket are having troubles. There just more pawns on the set ready to move, but how they fall only the kings knows; because the Kings stay King. Peace.

My letter to the Minister for Ethics and Integrity Hon. Rev. Simon Lokodo on his current affairs

Oslo, 17^th August 2016

Dear Honourable Simon Lokodo, the right reverend father and now Minister for Ethics and Integrity. I write because of your intent of making the country with cleanliness and righteous in religious, sexually and all of personal matters. I am sure the ones eating snot in Parliament will soon get fine or have to wash themselves in holy-water after preliminary hearings at the humble halls you are now one part of.

Your actions and your decrees have been in the public spotlight ever since Dr. Stella Nyanzi undressed herself as an action of getting her stuff and position back after a political firing of her; because of faith in the Forum for Democratic Change and their Presidential Candidate Dr. Kizza Besigye. The advisory to your current boss, whom you are underling to President Yoweri Kaguta Museveni; I think you already knew that, but some who read might not know that.

Simon, Simon, Simon; hear ye, hear ye! Eh! The ways of getting machinery to stop nudeness and sexual explicit content or might revealing behaviour on Television and Online sounds more like KGB, MI6 or CIA; even the FinFisher Software of the Special Investigation Unit in Kireka should be sufficient if somebody watch or subscribe to naughtiness somewhere on the dark-side of the internet. The spider-webs and the extent of content as it is legal anywhere else, not anywhere, but there aren’t State Organizations under Ethics Boards that follows all citizens to make sure of their behaviour. That the ‘Ministerium für Staatssicherheit’ or hte Ministry for State Security (MfS) of the Soviet Republic of East German followed all their citizens and had spies anywhere to make sure of no dissidents or actions against the communist state. Is that what you are seeking Reverend Lodoko?

Simon, Simon, Simon; hear ye, hear ye! You are going after the LGBTQ community in Uganda sending the police after them after a planned Pride Event at a Club in Kampala during the early of August 2016. Not that I am giant fan of their ways, the LGBTQ, I still am democratic in the sense they can do what they please as long as it doesn’t hurt anybody or they go do their thing everywhere. Just like I prefer not going downtown and seeing teenagers screwing each at the mall or like the knowledge of students screwing their sugar-daddies at the offices; supposed to write on the offices and do business instead laying pipe. That should be more worrying that students do that to get the funds for the student-fees, than the LGBTQ having a Pride event at a Club. But that is just me, check the Campus Bee page Mr. Minister and you might not need the expensive machine to see the madness. You should also talk with Honourable Janet Museveni to fix the funding of these Student-fees and such so the scholarship makes these female student doesn’t need to hook to read books. That should worry the Ministry of Ethics more than explicit content online or the Gay’s doing their thing.

Hear Ye! Hear Ye! Honourable Minister Reverend Simon Lokodo, you are not making this easy as you attack and undermine anybody who is not you. You might think that is wise, but in the end nobody can do anything in the Republic without begging for mercy by one of the Civil Servants in their area. Than everything can become questionable and will by the time the government look into it; have an ability to create malicious and destructive for the moral manner of society. So NTV Uganda, UBC and kind of radio station will be seen to broadcasting or distributing ethical and moral content that can be set under question. Therefore any kind of writing with certain content will also be disarmed and banned as the sensitization of society happens, but also moral tyranny where the certain elite and such paternalistically describes to their citizens as children with no moral backbone. Is that you Hon. Lokodo?

Are you the paternalistically on society and wants to shield from everything, than soon the citizens cannot do anything. The censorship of media houses and citizens will be staggering as the state has to have more than a monitoring machine as the spies and the whistle-blowers will be hurried to give intelligence to the Commissions who follow these acts of fellow citizens. Do you want a snitching society like the East Germany of 1960s? Is that your final goal Hon. Lodoko as the guilty in your mind are anybody with a working libido and anybody who shows or explicitly explain sexuality in text. Isn’t that true Mr. Simon?

Should you be nicknamed Honourable Reverend Simon “Uwe” Lokodo? Or am I wrong.

I don’t expect wisdom from Lord Mayor Erias Lukwago since Musisi and Tumwebaze impeached him and during the period you guys have run the place. Letter from NRM to IRCU – “Re: Presidential Debate” (16.01.2016)

Ugandan Presidential Candidates debate; serious attitude comes forward; two kings leaves the race while the servants stay put

We are at strange place when it comes the 15^th January and the general debate for presidential candidates in Uganda. People are throwing blame and I stand by calling Mzee a chicken-out from the debate. We all know why! He can’t spin it to his benefit and worried that he will look weak compared to the other men. His quotes will forever stay there and will be remembered, like Mzee has skipped before in 2011, 2006 and 1996. Well, let see what else been said on the issue during the day, this is starting to farce. Let me elaborate on that.

First the Presidential Candidate Hon. Amama Mbabazi said this: “There are 8 people in the race, if 2 have pulled out of the debate, then that doesn’t mean we can’t debate “.

Other that has verified that they will show-up for the debate is Prof. Venansius Bayramureeba and Abed Bwanika.

Also today Dr. Kizza Besigye commented: ““So this time when I challenged Mr. Museveni to a debate, I knew that he is averse to having a direct debate- which is unfortunate because in a situation like ours where there are deep contradictions, it is important to have a direct debate so that people are able to determine the candidates’ positions and policies.” (…)”The debate should be between two opposing sides its madness of me to take a day or two off my tight schedule to meet my colleagues for a debate”.

While we yesterday got the reports from two of his men and one of his men Ofwono Opondo clarified clearly to the people that President Museveni wouldn’t show up; because he has a busy schedule and would be missed because the trouble with the travel for 6 hours to be at the Serena Hotel and wants to rather be with the people!

So Mzee has decided to alter the debate and add a new figure to represent him. Today we have the new reports the change too southpaw; so he added of the mysterious Minister without Portfolio Richard Todwong. Hon. Todwong will be his mouthpiece when necessary it’s seems in a way to cash his paycheck. In that way we have the fourth candidate which happens to be a representative for the presidency and not himself.

While the James Ogola the spokesperson for The Elders’ Forum of Uganda (TEFU), the organizer of the public debate on live TV which is to be broadcasted through all channels in Uganda from NTV cameras, he said this yesterday: “If the candidate cannot come, we shall not accept representation. That chair will remain empty”.

The TEFU statement said this on the 7^th January: “During a meeting held with all the eight presidential candidates’ campaign managers and agents on January 6, at Protea Hotel Kampala, all the participants unanimously agreed that candidates have a lot to gain by personal appearance in the debates and much more to lose by non-appearance,” noted a statement that IRCU released on January 7^th 2016.

With this being said and written by the TEFU then the Minister without Portfolio Todwong will not be allowed to be in the chair instead of Mzee. So Dr. Kizza Besigye can’t send Nandala Mafabi or Mugisha Muntu in his stead, though I think they rather stay on the campaign trail as well. FDC have the honor to really shun the event because the President can’t take the time all of sudden.

That Hon. Amama Mbabazi want to be there is understandable he want to gain political capital by being the one left of the giant three to actually show up. He is one of the main candidates. We all know that the Professor Barya and Bwanika would be secondary or third wheels with Amama, Kizza and Yoweri, and they all know it. Ofwono Opondo went a bit far though on Friday on radio the Capital Gang when he said: “I don’t know who you are”. This Opondo utter out the mouth while Abed Bwanika where in the studio. Even I know who he is and that he have campaigned and been a presidential candidate at-least two times before and his party hasn’t the reach yet. Still are more popular than Professor Barya. Since some of his crowds are as big as lines for airtime in the morning Mondays after a busy weekend. Not enough yet!

I wish the People’s President also just showed up even if Mzee didn’t have the guts to. Even if I understand the motive of Besigye; that Mbabazi is trying to get political capital is smart, but he still doesn’t the machine as FDC has, that is why he has tried more than twice to settle the difference between them and get him to step-down for him. That hasn’t actually worked.

The President has already lost the battle of supremacy and it’s viable with the way this have gone, his spokesmen Opondo and the other guy the campaign manager can’t chant a tune to save this charade. Besigye get to look lost in the battle for defiance instead of being the true giant in the matter, he could be golden and righteous in a two-hour battle as well; Even if the commander in chief chickens out instead of proving that his mouth and brain moves.

So that Mbabazi and the other guys might have a ball. The debate will be powerful in its way, but without Besigye and Museveni it misses all of the top three presidential candidates. That is weak and foolish. We all know the TEFU behind it and this will make it look like they don’t have the touch to get them speaking live on TV that day. But it’s their choice and not the parties involved. TEFU is just a tool to Museveni as everything else, and Besigye don’t want to look foolish compared to his nemesis M7.

The other candidates will have the say The Independent Coalition Maureen Kyala Wamuumbe and Joseph Mabirizi will get bigger stage then normal. Just like the other rest of them. They will gladly show up to it instead of being campaigning they will capitalize on it. Besigye and Museveni thinks they earn on not showing up. Where is Gen. Benon Biraaro at this point? Or I am missing the channels where he is occupied all the space? Because nowhere spoken his mind on the matter!

The reason for why Mzee doesn’t show up doesn’t add up to his own fear for the platform and lose of creative control and editing power. Since he can shut-up and will utter some nonsense with the bush-war mentality that he thinks all Ugandans will eat up like matooki. Instead they listen and wonder why that argument where used for building roads between Masindi and Kampala. While the other candidate actually speaks proper policy or regulations on the question; the same is the actions of Mzee. Besigye would have answered properly though anti-NRM rhetoric. The same with Mbabazi who will add with the new fresh spin and also say that he wasn’t an executive power like his former chief. Well, we will not see the whole picture and live broadcast; the first time in history with all presidential candidates unless Mzee wishes to show balls and be a real presidential candidate for once. Presidential Candidates should be able to debate in public with other candidates instead of only singing their own tune on the campaign trail and rallies. Surely Mzee have checked the questions asked from media the press conference to secure him what message that comes out and have control of what is in the press, if the press doesn’t follow then he shuts them down. Like he have done with the Daily Monitor, KFM Radio and other media stations when they have gone too far with the wrong message.

Mzee can’t handle a person like me or the press who questions his authority and rule. So if he would be on a debate he would not have the ability to save his face. Besigye follows suit because he doesn’t see the other candidates as viable opposition and feels that if the incumbent president doesn’t show-up it’s the B-Team on Live-TV instead of the whole group of people. So Mbabazi is the golden kid in this because people will even blame Besigye for backing out and questions remain what it would have been with him in the mix. There is a loss that two of magnificent trio is out. You have the six candidates and one happen to be a major one that makes the tally weak. So Mzee proves yet again that he can’t or doesn’t have it in him to debate or argue for his longevity and perseverance, Besigye will not come with fighting spirit in it, we will have the usual suspect and meager attendance that doesn’t cover the spectrum from PRO-Yellow to the mellow and to the ordinary fellow. Peace.

The Dream of a Public TV-Debate between top three Presidential Candidates in Uganda

There is a dream of TV-Debate between the three main candidates in Uganda: the NRM with Museveni, the Go-Forward Amama Mbabazi and the FDC Dr. Kizza Besigye! So what will that be, it should be sent on NBS, NTV and WBS at the same time. So that nobody can watch dubbed South American TV-shows for those who don’t care about the politics or elections.

I can’t expect the now gone away Maureen Faith Kyala or Joseph Mabirizi being a part of this. The same with Gen. Benon Biraaro or Abed Bwanika and Professor Bayramureeba; I am sure some people wont to see this candidates to! But, we know that they don’t have the suction yet to be viable combined with the trio who are really fighting to become the President. Even if the Electoral Commission (Now the Independent Electoral Commission), surely will work towards another term for the Yoweri Kaguta Museveni and his NRM! Still, would be fun to have him on the spot together with his arch-nemesis Besigye and new enemy Amama Mbabazi!

Why I discuss it:

“President Yoweri Museveni, also NRM flag bearer, says “he is ready to take on any of his fellow 2016 presidential candidates in a public debate” (…)”While addressing a press conference early Monday in Gulu at the State Lodge, Museveni said: “If Besigye or any other candidate wants to debate with me, I am ready. I don’t move without my mouth or brain…” (…)”The president’s comments today come days after Forum for Democratic Change (FDC) presidential candidate Dr. Kizza Besigye challenged him to a debate ‘to discuss issues affecting Ugandans’” (…)”Besigye became the second candidate to dare the president to a live televised debate after Venansius Baryamureeba” (NBS TV, 23.11.2015).

Though the Professor Barya we’re first touched it and Dr. Besigye we’re second. And then the President answered them. It’s a reason why he didn’t answer the Professor, he doesn’t see he as threat. That he do by Dr. Besigye. So that he sent shots and questioned in the public with other candidates. That is something new, because the NRM-Regime can’t control it or really stare the conversation, they can’t rule it. They can’t script it all. Neither can the other candidates. If it will happen there will be banter and change, even if they set certain terms for the discussion and the general debate between them.

Then the candidates can recharge their words they will stay in memory. Certain facts will be tested. The numbers they drop to each other will be discussed like they also are on the manifestos and speeches. The difference with speeches in campaigns is that the candidate can write it himself and conduct it himself. He will say his own words on the debate, but the forum and space will be different. It’s a place where you need your tongue check and in order. If you don’t do it well you will be political daft or naked by your own words. You can be praised if you have said and conducted yourself accordingly. That is an reaction that you can’t script in anyway, but they have to mobilize and anticipate accordingly to the debate. That will show if the politicians actually has any substance or is just some hot air.

The things that can be good about a debate is if the candidate really get tested. Touched and emotional and loses his cool. Even if many debates can end up in stale boring sadness, because none of candidates actually say something meaningful about the subjects at hand. Since there haven’t been in ages or ever been a presidential candidates debate there would be a breath of fresh air to the citizens. Might even see Mzee out of his comfort-zone! That is something that would be good. I think even Amama Mbabazi could be fired up. Dr. Kizza Besigye has been attacked so much that him I am sure would keep his composure in the debate.

A made up debate between: 

Who is in the debate:

The Canidates are President Museveni, former PM Mbabazi and (rtd) Col. Dr. Besigye. 

And an un-named TV-Host.

On security:

Museveni: “I and the NRM has ensured, secured and made this country safe, nobody except NRM and my government can keep UPDF under control. Then me and the NRM”.

Mbabazi: “You say you have kept the country safe, but not paid the veterans or made people safe, is that why you have hired crime preventers?”

Besigye: “There isn’t just one man who can control the UPDF; the people, the Government, the Parliament can hold the army under control!”

This is a segment we will show more time later in the debate! (the crowd clapping).

On media freedom:

Museveni: “I am revolutionary differs from Obote and Amin, we have given the freedom of the media, look at the Vision, the Monitors, the radios, they can speak their mind, unless it creates problems, they should not speak to much then they create problems for the country”

Mbabazi: “I will address that the media get more funding from the my new government, get digital and fresh new visions, not the secured media of the NRM that have secured in the past”

Besigye: “The media should be total free and not kept under surveillance from the NRM-Junta. There is too much Musveni-Media where his own propaganda get spread instead of the truth!”

TV Host: 

“What are your thoughts on the balloting and election reforms? Are they ensuring the people of free and fair elections in Uganda?”

On Elections:

Museveni: “We have re-introduced free and fair elections, an independent Electoral Commission, that have delivered more than before 1986 when the government had fraudulent elections. If you see somebody who rigs the elections take it to the police and their will take care of it”.

Mbabazi: “After you have voted and not sure if the polls will matter and get the correct result. Ensure to stay at the polling station until they finish. So that the Election Officers can’t fix it! Don’t  leave!”

Besigye: “We need a new Electoral Commission, now it is a Museveni-Commission. The culture is to rig for the NRM-Junta. There isn’t a way that this entity will give the will of the people. Until we reform it and change it, we will see that the will of the Ugandans will happen”.

On the Police:

Museveni: “The police are ensuring and securing the people, my people all of Ugandans which the revolutionary force that I have made since the 1980s. Obote or Amin never had the safety and security as the police is doing now. The police only acts, acts upon those forces in Uganda who works against the government, like ADF and LRA”

Mbabazi: “the Police under me and Go-Forward will be police for the Ugandans. The Police will not stop public gatherings and meetings. They will be going against criminals and fight corruption, will make a new commission to fight corrupt much better”

Besigye: “The Police needs reforms. They are not for the Ugandans, if not the Ugandans means the NRM and Museveni. They are a unit and ensure the regime to crackdown on anybody, anybody who speaks against them or acts towards them. We need a police reform that ensure that the IGP, DPP and Courts are independent and not loyal to Museveni, but according to laws to ensure safety for Ugandans”.

TV Host:

Now it’s time for a commercial break please don’t switch the channel, it’s more juicy quotes to come!”.

On Foreign Affairs:

Museveni: “We fought against sectarianism; we the NRM are a Pan-African Movement. We Move-Forward. We fight to liberate and have liberated Uganda and Ugandans. In the same way we will fight these guerillas, guerillas [who] will destroy the NRM and Uganda. We will continue to fight the LRA, the Al-Shabab and other force together with other African armies to secure Uganda and the movement”

Mbabazi: “We will continue to fight together with African Union in AMISOM and continue to have forces in C.A.R. to fight LRA. We in Go-Forward will re-evaluate the police to civic protection, not to fight Ugandans as they do now. The Armed forces will get better housing and better salaries”

Besigye: “We have to change the UPDF from a mercenary force which it has been in South Sudan, been hired to fight in C.A.R. but I will still continue to have forces in Somalia as part of the struggle of our fellow comrades in Somalia. But the NRM-Junta and have kept the UPDF to have seats in Parliament, that is something I will change!”

On the Economy:

Museveni: “We the NRM will continue to build a secure economy as we have done since 1980s. The NRM has built stability and we will over the next term, create a industrial economy, there will be more towns turned into city status, more villages turned into industrial towns, we will stop land grabbing and secure the development. We will focus on agriculture and cash-crops like coffee and tea. I myself as a farmer, a farmer knows the importance of cows and I got rich of agriculture myself! That is wealth creation which Ugandans can do himself. Parts of wealth creation that ensure our YOUTHS! Our Ugandan people we also will strengthen the NAADS and SACCO’s to assure that districts and counties get funding for their and our agricultural projects, agricultural projects who will ensure the Ugandan people and grow our economy”.

Mbabazi: “We will establish more of our economy to support our famers. Farmers are the main workforce. We will move forward to support our farmers. We will support growth with the cooperatives and ensure that districts get silos, follow up budget by the Mputo Declaration. That they get silos in every district and cheap fertilizers! Get more education on cash-crops and learn about more effective methods to earn more on their farm. We Go-Forward! ”

(Some guy in crowd scream: “WE GO FORWARD!”)

Besigye: ““This will be in recognition of the pivotal role of the Agricultural Sector in economic growth and development given the fact that the sector employs 70 percent of Uganda’s labour force.  We boast that the backbone of our economy is agriculture yet the budget allocation is small, something that has curtailed the growth of the sector and poverty fight among the farmers. Once voted into power I will increase the budget allocation to agriculture to 15% Time to revive ourself from the NRM-theives”.

The host ends with asking: 

“Does anybody in the crowd here have any questions for the candidates? Please grab the microphone so the candidate can try to answer you question, and please adress the one or who your asking the question!”

Afterthought:

Like this I could have continued. Don’t you think it would be interesting! What do you think? It would be special with a TV-Debate between three Presidential Candidates. Who can address the public on TV and can’t make switches and changes to their statements and can’t retract quotes. Their banter will stay and they can’t stop the filming and their mouths from blabbering! That can be beautiful. Peace.

Interesting, eh? Good to hear from him again. Though he as arrogant as ever. This time he isn’t talking wealth, more about his education and political science! That he claims to master, if you mastered it, why are you here addressing your life in public? Doesn’t make sense? Shouldn’t you play shaddow games and get the public behind you in a proper way. But I was happy to not hear you massive claim of self-made trip this time. Actually talking with some calm and relaxed not acting up. One thing: I have to ask Hon. Mirundi after seeing this interview!  Who knows that person out there, that is the supposed computer genius that leaked the tape? I am sure just somebody left a recorder in the room and then sent it online. Get back and run your Minibuses, Mirundi!
