Opinion: Why is there so little sanction on Corrupt behaviour and why don’t the donors stop the funds?

We should question the ability of certain leaders to be able to squander away government funds, donor-funding while keeping their citizens in poverty and neglect the civil service, the state functions and keeping the state fragile; so that the Executive can brown envelope the Members of Parliament and that other civil servants to get paid, instead of government salaries depend on being paid under table for government delivery.

This is not one nation problem, this is not a one continent problem, and this is a worldwide problem. Not only government acts like this organizations, multi-lateral organizations and businesses. Corporations and other LLCs are also misusing their fortunes and ability to generate wealth for their stakeholders through intricate and complex banking structure that fixes the profits away from the countries we’re they earn high profits; while squandering away the profits so that the owners and stakeholders gain massive funds and leave the consumers, workers and the nations as they keep the funds away from the State of real business.

Tax Avoidance

Why can I address the neglect of government in the same regard as tax-avoidance in modern business, because the same ethics and norms are made and regulated by the Parliaments, Executive Power and by the interests of politicians; that needs funds and create business in their constituency as they earn currency on opening business there. So with that in mind, the way the business is set-up and regulated are by admission from the political framework and laws, not to talk about tax-regulations together with multi-lateral agreements that either opens or closes doors for tax-fugitives from the profitable country.

The Government are the Sovereign Power, the ones that represent and distribute the resources and funds to their citizens through departments, ministries, institutions and programs that are sufficient to make sure of education, security and development of the country. That happens as they can either use their taxes, aid and loans to fund the government work. Well, they could if they wanted to represent the people who paid the tax and elected them.

One key reason for the maladministration and mismanagement from the government are that they are responsible for sham elections and rigging themselves in power; worst case scenario the government and executive took the power with the gun; so the responsibility is more on the ammunition instead of the transparency and accountability towards the citizens. The citizens are supposed to have safe-guards from corrupt behaviour and alleged graft; as the Auditor General and Ombudsman are supposed see through the files and budgets, together with registered procurements, so that the actual facts are the same as the planned efforts from the State.

That is why the breaking figures and knowledge of squandered monies from the funds. Something that shouldn’t be that easy to do or get away with; as so many leaders and executives have saved giant bank-accounts in Swiss Banks and in Tax-Havens. So the humble men from villages all of sudden own 30 luxury cars, 4 mansions and have a wife who spends a ministries months salaries on exclusive clothing and shoes in Paris and London. While the taxpayer are struggling to eat and feed their families, which is an issue that shouldn’t be there when the Executive and wife can have a cortege of 25 cars driving from their State House to their Ranch without any consideration.

The worrying sign is that the International Monetary Fund, World Bank and other Multi-lateral organizations don’t sufficiently sanction this kind of activities or even punish the countries with this behaviour; except when the nations are on their back hunting wild goose. The United Nations and European Union, other Pacts doesn’t even sanction much either. The diplomatic tensions and the wish for resources sometimes stop the knowledge of the thievery, if not to save face of both parties as they doesn’t want the public of the nation importing to know about the maladministration.

What I am wondering with all the corruption scandals, with the rich executives and the haemorrhaging of monies from the state and businesses; It happens daily while the begging for funds from international community and also getting investors from the exterior to invest in business. These businessmen are set in function with civil servant and government officials that are corrupting the state; something that the world knows… and still keeps it going around.

Certainly the knowledge of this isn’t something in the shadow, some places all of this is in the spotlight and expected by the officials, as a second way of getting add-ons on their meagre salaries as the government doesn’t pay enough or on time for the Police Officers and Teachers to secure pay to pay for food and even rent. Therefore the system generate where the Government can’t even supplement funds for their own, while their leaders eat the most delicious stakes. This should be a warning, but the world moves on.

What worries me… is how this keep on happening with different names, different places and with different funds, while the sanctions and the stopping of funding from the communities doesn’t stop; while the massive overload of stolen monies are hidden and the ability to use this banked currency in developing the state and nation, instead lost in trail of lies and deceit where the accountability got dropped in the ocean.

We should question these transactions and not accept these facts of life, this is the ones that steal the development and progress, steal foreign taxpayer’s monies into personal bank-accounts and private business of elites instead of the public functions as they we’re supposed to go.

I am just writing in frustration… and tired of seeing and hearing about the scandal after scandal… While the ones dishing it out are silent, while the punishment is not happening and the characters who are behind the thieving is walking like kings and queens in main-streets of capitals all around the world. That is what is bugging me. It shouldn’t be like this and the behaviour should be tormented, questioned and also charged for their stolen cash. This cash we’re not automatically made for and created for the Executive’s and their Elites; which isn’t justified. So why does it seem that some people are allowed to steal a country, steal a national treasury and the foreign exchange funds are walking scotch-free while hanging around the mayors and government-officials; but when a pocket-thief or a man stealing a goat, gets detained and not hired again.

The rules for this is provable not equal, not for all men are equal under god, except if you like shrimp. Well, that is not the case in this matter, there are too set of standards, the Executives and their Elites; while the citizens and public are a disgrace and can be disregarded easily, but the rich can get-a-way-jail-free-card! The Special Forces Command was early around Serena Hotel to secure the premise before the debate happened as pictures of them walking around the premise from early morning. This here piece will be certain quotes and not every ones as the debate is like a long book. I have taken the ones I have though is worthy of compelling and thinking of. This here will be different then my first debate coverage as President Museveni, the ghost of Bushenyi was at the event; even if Shaka Ssali was mediator somebody who was under fire from NRM before the event as he has been forceful as a journalist under Voice of America African desk and channel.

It seemed like the famous show-up of the Yellow booklet of the President as every time he was hit with “facts” he lifted in the air as he had answers of the other candidates; like he is only one who knows and have the arguments. The worrying part was that the moderator’s was that Shaka Ssali was not asking question to the President, but to everybody else, check the footage again; if I am wrong! The other ones gave lot of more time to the candidates even if certain got less, but they gave more freedom then in the first one as Allan Kasajja was not a part of the team now.

I will start with a few fun quotes from Museveni, as I don’t fell taking the Mabirizi jokes, as they will you know get spread online by other people anyway; as he came late as he was eating Rollex at Kawempe and forgot time. Mbabazi was deflecting and diplomatic again, without saying much, but this time not sounding like NRM imposter which was refreshing as he promised a change with his manifesto this time. Prof. Baryamureeba was just talking education and wondered if he would show some more character as a man and a leader, which took too long time, so he didn’t make any progress from last time. Bwanika and Biraaro continue to sound like exiting outsiders. But they were not really rebuttal by Museveni, Mbabazi or Besigye. The trio was the Markie and especially Museveni. What angered me was his arrogance in the beginning; it was like he was mumbling when Kyayla had her opening statement. As he was not used that people questioned his leadership. He never got used to it or appreciated it as he had to use long time answer everybody; more than anybody else! I know I am not wrong in that assessment.

Museveni: “Problem with this debate is that we don’t have enough time to exhaust the many points raised”. Second one from Museveni: “If you want good accountability don’t make false accusations. There is no government that is accountable like the NRM”.

I will now take the best Opening statements as I see it. They speak for themselves!

Bwanika Opening Statement: “30 years ago I went to Kabale to get into high school. I saw a group of men pull a young lady to rape her. With the help of1 man we rescued her. That’s why I am in politics. I cannot continue to watch while our country goes down the drain. I believe I can help this country to move forward our economy”.

Dr. Kizza Besigye opening statement: “Serena Conference Center has profound influence on his being here tonight. 1981, I was incarcerated in this building. Actually, in the direction where candidate Museveni came from, In Feb1981 I was incarcerated in this building (Serena hotel). In1980 I supported Museveni; when he was running for Uganda Patriotic Movement We fought a war because of rigged elections. But we disagreed later. I’m here because off mismanagement of our politics. I am here to help in any way to set that foundations for our country. Museveni spoke about the problems of Africa is leaders who don’t want to leave”.

Museveni Opening Statement: “Other time I did not come because I was far away. I am here to talk about Uganda, not fiction. In 1900, Uganda was made up of different kingdoms. In 1962, it became an enclave economy. In 1962, Uganda was hinged on 3 Cs (cotton, copper and copper) & 3 Ts (tobacco, tourism and tea). NRM has revived economy. I’m glad I came here to talk to you directly. I’m not sure about mode of debate because it doesn’t give enough time. Talk about Uganda as it is, not as it should have been because it wasn’t”.

Now I will show the basic different views on certain cases and themes of the evening; as the Debate took a lot of the many topics that was hard and also very specific. The candidates had different view on the matters and how they think of solving or the natural answer to the topic. The most highlighted for me was ICC and DRC/Somalia. Or the Army in the politics and the army abroad as a tool for the government, the important issue of accountability in any issue; while certain candidates fixed on that; the other ones deflected that one.

On Insecurity:

Kyalya: “I would make sure there’s total peace among the kingdoms”.

Museveni: “On regional insecurity, insecurity is ideological, sectarianism, religion or tribe. It is a step forward that we no longer have wars in Uganda”.

Mbabazi: “Democracy can thrive in Uganda; Ugandans are free to vote whoever they like”.

Biraro: “Ugandans don’t need to go to Somalia to develop it, Somalia should develop itself”.

Besigye: “You can only go to a country to support it if they already have stability but if it doesn’t have it, then you can’t add value”.

Baryamureeba: “Involving ourselves in other countries’ matters, we will raise more enemies thus creating terrorism”.

Bwanika: “Uganda should have pulled out of ICC yesterday, it doesn’t show any fairness, we should build our own African systems”.

More on ICC:

Museveni;A founding signatory of the Rome Statute, on ICC: Yes we should be out of the ICC. ICC is not serious. It is partisan. There are so many people who should have been tried if they were serious. The way to go is to have our own African Criminal Court. Trying to work with ICC was a mistake” .

Here we see the different approach on the matter as the candidates see different reasons for the insecurity. The strangest thing was Bwanika and Museveni totally agreed on something and had an accord. It was a miracle that even Justice Ogola could not have for-seen!  

When it comes to the basics of insecurity their approach either seemed to be on the rights of Ugandans and their life would not be safe if they was not taken cared of; as if the borders and army is strong, but not food on the table what is the value. And certain like Kyalya was putting it in the hands of having peace in between the kingdoms as they have been pushed together by the British colonial power and now has to be sorted out to generate security in the country. This here was not the most heated piece of the evening that came when they started to discuss the exploitations and army invasion of Democratic Republic of Congo.

On the DRC and Somalia:

Biraaro: “The UPDF’s continued role in Somalia is not a threat to stability in Uganda.

The only weakness with UPDF in Somalia is that it has no end. We need to put a time limits to operations”.

Besigye: “It is not a bad idea to send UPDF to help other countries. The problem is how it is done. Not only did we go into Congo without consensus but our mission was also contentious.

Deploying of UPDF must only be to support a political process. Going to enforce a political solution is reckless”.

Museveni rebuttled: “I object to Besigye’s stand. We intervened in Congo to defend ourselves. Congo was harboring rebels who were killing our people. We couldn’t accept that. Rwenzori is now peaceful. We defeated ADF and Rwenzori is now peaceful. Nobody can play with the security of Uganda when I am president”.

Besigye: “Unconstitutional behaviour of our government in Congo led to unpaid reparations worth $10bn. Ugandans are as aggrieved as the people of Congo as per the actions of our government”.

Mbabazi: “as an authority on the DRC matter, the ICC decision wasn’t based on the presence on Ugandan troops in Congo. He went to defend the Ugandan stance in the Hauge”.

While this question and topic was heated and made reasonable depth to the occasion as President Museveni was really irritated with Besigye questions on the actions done in the DRC, and also the way UPDF has been a part of the AMISOM mission in Somalia. While Museveni more said was a self-defense, though getting rid of two DRC presidents in short amount of time, doesn’t seem like self-defense for His Excellency, you would not just get rid of Mobutu, but also Laurent Kabila after that, that was not to destroy ADF and LRA, that was more and an government enterprise. But dear President, please continue to lie to yourself and your cronies. Mbabazi knows this an was very silent on the matter, nearly defending Museveni in a rare banter and tone, as if he tried to prove his loyalty towards him. Not being an alternative to him in a way; and a dangerous stance to do so if you supposed to candidate in contrast to another one, right?

Later the President had to say this:

“When I listen to the talk here, it confirms that there is one person who can manage Uganda”.

This one here is just classic Museveni as he want to confirm for himself that he can only run Uganda, that he believes as he eats of everybody in the country and want to continue the party that he has had since 1986. I expected him to say 1986 a little more than did, though he had to be a history teacher and count back to Amin and Obote, as he can’t counter to other presidents, as there been none other in the last 30 years.

On the Economic Prosperity:

Bwanika: “”Uganda’s economy is only $27b. It cannot even attract McDonalds”.

Kyayla: “”Ugandans have not endeavored to even learn Swahili yet it is a and official East African language, how do we expect to get jobs in Kenya and Tanzania?”

Besigye: “”If you have a corrupt system you cannot attract genuine investors, Ugandans should be helped to invest in their country.”

Barymueeba: “”If you go to our supermarkets here you will find mango juice manufactured in Cairo,We need to look at global competitiveness indicators. Rwanda beats us. So we do not compete”

Museveni: “Tax collection has gone up because of the investment. Indians are very dynamic business people… The talk here confirms that it is only me who can manage Uganda. These candidates want ready-made things”.

The issue here is the way Museveni thinks that his tax-collection is the basis of the investment climate, as if the stability and added workforce that does not add to the statics. The system need an overhaul as the State is not prioritizing or sufficient has mechanisms in place to generate the added value or regenerate the economy as it stagnates. Even if the corn or maize production has tripled since 1986, that does still not tell enough consider all the unemployed youth and little industry that are existing. That Uganda export is true and the country has ability to do so much more if the infrastructure and roads network had been a priority. The EAC is weak since the states has not used it well, or wanted to use it well, since they all have agendas. Nobody want to be the weak one. I was surprised by Prof. Barya as he proclaim that Rwanda has a better state then Uganda, as if the coffee export there is on the same level as Uganda and as the economy is better? That is a fiction as the size of the Rwandan economy is smaller and more fixed towards the government then in Uganda, as in Uganda it is a single elite who controls the economy and the materials that are exported. Something that need accountability and look into as the Kenyan need to look into the Tea and Sugar Cartels!

On Oil:

Mabirizi: “We need to invest more money in agriculture and tourism,  Oil can spoil our environment. When you go to the international market oil is going down. So we should invest in agriculture”.

Bwanika: “Oil does not belong to anyone. It belongs to the people of Uganda” Abed Bwanika This notion that oil belongs to individuals should never be heard of. Oil belongs to Ugandans and not individuals”

Besigye:Oil is certainly a curse in the hands of an unaccountable and corrupt regime. Oil can create complications including environmental disaster when mismanaged. In our plans, we think oil should be given specific attention and should have an authority. part of oil revenue should be saved for future generations”

Museveni: “The oil was discovered by the NRM… under my leadership and direct command. Uganda is now an exporter of human resource in terms of petroleum experts. Oil money will be used for infrastructure, science and innovation. It will not be used to import perfumes. I don’t think there is anybody who can be more accountable on oil revenue… we have a law passed by a multiparty Parliament”.

Besigye Rebuttled: “Oil was known to be in Albertine, even before Independence. He says NRM caucus was ‘ferried to Kyankwazi, drilled and came back to Parliament & reversed resolutions on oil law”.

Museveni: “”The British looked for between 1920 and 1956 and wrote a report that there was no oil”.

This here topic got heated as did the DRC adventure. The issue was how the Oil and what the oil-money can do. As the accountability is not there, as the WikiLeaks have shown and also how the Government has courted Tullow and sold the operations to other companies after that; there certainly some stories that is not told in the saga of Oil in Uganda. That I am sure of since Museveni want to eat that money, since he has been waiting on the operations of the oil-industry. The lie from Museveni was about the British as he want accept it wasn’t found before him. Since he is the man knows everything in Uganda and can assess anything; especially if he can earn money on it while the people or citizens will not. That is why he had to address Besigye and say he was wrong, as Besigye could never be right on any topic as he is not the man with the hat or the Museveni. Because Museveni is the only one who understands Uganda, you see how stupid that is Museveni? I don’t think so, because you were lying to your citizens on live-TV yesterday and without any scruples, you who started the evening as the history teacher and ended with lies!

Let me take the lie for what it is:

In 1938, the Johannesburg-based African European Investment Company drilled the first exploration well, Butiaba Waki” (Oxfort Institute for Energy Studies, 2015).

I rest my case. 1925 and 1938 is ages before NRM even was birthed by President Museveni, even decades before he started Uganda Patriotic Movement. Get real or go home Museveni!

On the Age and longevity in Power towards the end for President Museveni:

“I think this is a wrong argument. It’s a diversion. People need to be given the right to choose”.

Well that is all you as you cannot see other people then yourself Mr. President. It is not a diversion. Your former self mister President said it was problem with African leaders that they overstayed in Power! Therefore you became what you claimed was an issue. Therefore it is not a diversion except you want to deflect it as you never seem to want to leave power as you see yourself the one fit. I am sure there are more people who can be fit as President as they can either be able or live into the position. As you weren’t born a President Museveni, you took the power with arms and rifles mister President! The People can choose you or not. But the way you play around with it is to keep the guns and rise fear to continue to stay in power. Which is not letting the people choose, but your choosing for them. And when you go to your farm, please take with you the Yellow Booklet or binder; enjoy the cows and calls to Daniel Arap Moi! Peace.

We know they are corrupt and the cases are so many. So there is hard to count the levels of corruption through the 30 years of power. Really is that the issue, NRM Secreteriat?  Peace.

Swagger has spread to Sembabule, despite the attempts of Museveni`s clanmate, the super stinking wealthy minister of foreign affairs Sam Kutesa to buy off people.  This man who literally owns half of Uganda’s wealth, primitively acquired by purchasing lucrative state corporations at knock off price attempted to bribe the whole residents of Sembabule with 20000 shs each to make them stays away from our campaigns. He also invited them to a feast in his farm, but as usual, you can’t suppress an idea whose time has come.

This here show the momentum of the FDC, their getting traction in every district, the public show up with joy and make the area really BLUE on their own. Not paid crowds and ferried crowds as the ruling party is doing. With their Campaign Tourism! Sembabule has show respect for Dr. Kizza Besigye and his campaign convoy, the Party is showing spirit. Defianceis truely working and the people in Uganda seem tired of the Yellow Bus. Peace.

The Dream of a Public TV-Debate between top three Presidential Candidates in Uganda

There is a dream of TV-Debate between the three main candidates in Uganda: the NRM with Museveni, the Go-Forward Amama Mbabazi and the FDC Dr. Kizza Besigye! So what will that be, it should be sent on NBS, NTV and WBS at the same time. So that nobody can watch dubbed South American TV-shows for those who don’t care about the politics or elections.

I can’t expect the now gone away Maureen Faith Kyala or Joseph Mabirizi being a part of this. The same with Gen. Benon Biraaro or Abed Bwanika and Professor Bayramureeba; I am sure some people wont to see this candidates to! But, we know that they don’t have the suction yet to be viable combined with the trio who are really fighting to become the President. Even if the Electoral Commission (Now the Independent Electoral Commission), surely will work towards another term for the Yoweri Kaguta Museveni and his NRM! Still, would be fun to have him on the spot together with his arch-nemesis Besigye and new enemy Amama Mbabazi!

Why I discuss it:

“President Yoweri Museveni, also NRM flag bearer, says “he is ready to take on any of his fellow 2016 presidential candidates in a public debate” (…)”While addressing a press conference early Monday in Gulu at the State Lodge, Museveni said: “If Besigye or any other candidate wants to debate with me, I am ready. I don’t move without my mouth or brain…” (…)”The president’s comments today come days after Forum for Democratic Change (FDC) presidential candidate Dr. Kizza Besigye challenged him to a debate ‘to discuss issues affecting Ugandans’” (…)”Besigye became the second candidate to dare the president to a live televised debate after Venansius Baryamureeba” (NBS TV, 23.11.2015).

Though the Professor Barya we’re first touched it and Dr. Besigye we’re second. And then the President answered them. It’s a reason why he didn’t answer the Professor, he doesn’t see he as threat. That he do by Dr. Besigye. So that he sent shots and questioned in the public with other candidates. That is something new, because the NRM-Regime can’t control it or really stare the conversation, they can’t rule it. They can’t script it all. Neither can the other candidates. If it will happen there will be banter and change, even if they set certain terms for the discussion and the general debate between them.

Then the candidates can recharge their words they will stay in memory. Certain facts will be tested. The numbers they drop to each other will be discussed like they also are on the manifestos and speeches. The difference with speeches in campaigns is that the candidate can write it himself and conduct it himself. He will say his own words on the debate, but the forum and space will be different. It’s a place where you need your tongue check and in order. If you don’t do it well you will be political daft or naked by your own words. You can be praised if you have said and conducted yourself accordingly. That is an reaction that you can’t script in anyway, but they have to mobilize and anticipate accordingly to the debate. That will show if the politicians actually has any substance or is just some hot air.

The things that can be good about a debate is if the candidate really get tested. Touched and emotional and loses his cool. Even if many debates can end up in stale boring sadness, because none of candidates actually say something meaningful about the subjects at hand. Since there haven’t been in ages or ever been a presidential candidates debate there would be a breath of fresh air to the citizens. Might even see Mzee out of his comfort-zone! That is something that would be good. I think even Amama Mbabazi could be fired up. Dr. Kizza Besigye has been attacked so much that him I am sure would keep his composure in the debate.

Museveni: “I and the NRM has ensured, secured and made this country safe, nobody except NRM and my government can keep UPDF under control. Then me and the NRM”.

Mbabazi: “You say you have kept the country safe, but not paid the veterans or made people safe, is that why you have hired crime preventers?”

Besigye: “There isn’t just one man who can control the UPDF; the people, the Government, the Parliament can hold the army under control!”

On media freedom:

Museveni: “I am revolutionary differs from Obote and Amin, we have given the freedom of the media, look at the Vision, the Monitors, the radios, they can speak their mind, unless it creates problems, they should not speak to much then they create problems for the country”

Mbabazi: “I will address that the media get more funding from the my new government, get digital and fresh new visions, not the secured media of the NRM that have secured in the past”

Besigye: “The media should be total free and not kept under surveillance from the NRM-Junta. There is too much Musveni-Media where his own propaganda get spread instead of the truth!”

“What are your thoughts on the balloting and election reforms? Are they ensuring the people of free and fair elections in Uganda?”

On Elections:

Museveni: “We have re-introduced free and fair elections, an independent Electoral Commission, that have delivered more than before 1986 when the government had fraudulent elections. If you see somebody who rigs the elections take it to the police and their will take care of it”.

Mbabazi: “After you have voted and not sure if the polls will matter and get the correct result. Ensure to stay at the polling station until they finish. So that the Election Officers can’t fix it! Don’t  leave!”

Besigye: “We need a new Electoral Commission, now it is a Museveni-Commission. The culture is to rig for the NRM-Junta. There isn’t a way that this entity will give the will of the people. Until we reform it and change it, we will see that the will of the Ugandans will happen”.

On the Police:

Museveni: “The police are ensuring and securing the people, my people all of Ugandans which the revolutionary force that I have made since the 1980s. Obote or Amin never had the safety and security as the police is doing now. The police only acts, acts upon those forces in Uganda who works against the government, like ADF and LRA”

Mbabazi: “the Police under me and Go-Forward will be police for the Ugandans. The Police will not stop public gatherings and meetings. They will be going against criminals and fight corruption, will make a new commission to fight corrupt much better”

Besigye: “The Police needs reforms. They are not for the Ugandans, if not the Ugandans means the NRM and Museveni. They are a unit and ensure the regime to crackdown on anybody, anybody who speaks against them or acts towards them. We need a police reform that ensure that the IGP, DPP and Courts are independent and not loyal to Museveni, but according to laws to ensure safety for Ugandans”.

On Foreign Affairs:

Museveni: “We fought against sectarianism; we the NRM are a Pan-African Movement. We Move-Forward. We fight to liberate and have liberated Uganda and Ugandans. In the same way we will fight these guerillas, guerillas [who] will destroy the NRM and Uganda. We will continue to fight the LRA, the Al-Shabab and other force together with other African armies to secure Uganda and the movement”

Mbabazi: “We will continue to fight together with African Union in AMISOM and continue to have forces in C.A.R. to fight LRA. We in Go-Forward will re-evaluate the police to civic protection, not to fight Ugandans as they do now. The Armed forces will get better housing and better salaries”

Besigye: “We have to change the UPDF from a mercenary force which it has been in South Sudan, been hired to fight in C.A.R. but I will still continue to have forces in Somalia as part of the struggle of our fellow comrades in Somalia. But the NRM-Junta and have kept the UPDF to have seats in Parliament, that is something I will change!”

Uganda Shillings

On the Economy:

Museveni: “We the NRM will continue to build a secure economy as we have done since 1980s. The NRM has built stability and we will over the next term, create a industrial economy, there will be more towns turned into city status, more villages turned into industrial towns, we will stop land grabbing and secure the development. We will focus on agriculture and cash-crops like coffee and tea. I myself as a farmer, a farmer knows the importance of cows and I got rich of agriculture myself! That is wealth creation which Ugandans can do himself. Parts of wealth creation that ensure our YOUTHS! Our Ugandan people we also will strengthen the NAADS and SACCO’s to assure that districts and counties get funding for their and our agricultural projects, agricultural projects who will ensure the Ugandan people and grow our economy”.

Mbabazi: “We will establish more of our economy to support our famers. Farmers are the main workforce. We will move forward to support our farmers. We will support growth with the cooperatives and ensure that districts get silos, follow up budget by the Mputo Declaration. That they get silos in every district and cheap fertilizers! Get more education on cash-crops and learn about more effective methods to earn more on their farm. We Go-Forward! ”

(Some guy in crowd scream: “WE GO FORWARD!”)

Besigye: ““This will be in recognition of the pivotal role of the Agricultural Sector in economic growth and development given the fact that the sector employs 70 percent of Uganda’s labour force.  We boast that the backbone of our economy is agriculture yet the budget allocation is small, something that has curtailed the growth of the sector and poverty fight among the farmers. Once voted into power I will increase the budget allocation to agriculture to 15% Time to revive ourself from the NRM-theives”.

Afterthought:

Like this I could have continued. Don’t you think it would be interesting! What do you think? It would be special with a TV-Debate between three Presidential Candidates. Who can address the public on TV and can’t make switches and changes to their statements and can’t retract quotes. Their banter will stay and they can’t stop the filming and their mouths from blabbering! That can be beautiful. Peace.
