USA: The “Thin Blue Line Act” is a shield to protect the Police, but not an amendment that will protect the civilians!

This week a tabled law for House of Representative was voted in, not just any law, but one who is deciding the ability of the United States of America to put more convicts for certain crimes into death penalty. This act got the name “Thin Blue Line Act”, it was the Republican Representative of Florida Vern Buchanan. The bill had the massive amount of 21 Co-Sponsors some of them were Matt Gaetz (Florida- R), Lou Barletta (Pennsylvania – R), Tom Reed (New York – R), Ted Poe (Texas- R), Brian Babin (Texas – R) and Dana Rohrabacher (California – R). The rest was all Republican representatives as well, but just to give you an idea of who sponsored and who was behind it.

Why I am discussing this bill? Because the United States tries many times to lecture other nations about extra judicial killings and just behavior, but now in their own House of Representatives, inside the chambers who passes the laws. They have passed a significant law, that gives way to and will create possible more Police Brutality, instead of stopping the problem the Police has in the USA. The country where innocent often dies by the weapons in the hands of law-officers. In 2016 alone the Police Officers had a 145 deaths of those 63 by gunfire and 3 more by accidental gunfire. While the Police itself has had fatal shots and killed totally 963. This is official stats from the United States. Therefore, the issue is alive and the evident of vicious approach is clear.

H.R. 115^th says this: “To amend title 18, United States Code, to provide additional aggravating factors for the imposition of the death penalty based on the status of the victim”. As it continues it clear what imposition it needs, because who the victim is: “KILLING OR TARGETING OF LAW ENFORCEMENT OFFICER: ‘‘(A) The defendant killed or attempted to kill, in the circumstance described in subparagraph (B), a person who is authorized by law— ‘‘(i) to engage in or supervise the prevention, detention, investigation, or prosecution, or the incarceration of any person for any criminal violation of law; ‘‘(ii) to apprehend, arrest, or prosecute an individual for any criminal violation of law; or ‘‘(iii) to be a firefighter or other first responder. ‘‘(B) The circumstance referred to in sub paragraph (A) is that the person was killed targeted— ‘‘(i) while he or she was engaged in the performance of his or her official duties;” (…) “‘‘(ii) because of the performance of his or her official duties; or ‘‘(iii) because of his or her status as a public official or employee.’’. Passed the House of Representatives May 18, 2017.

So the House of Representatives are clearly indicating with this law, that if Police Officers and Security Agents are getting in place where their life is in danger or they lose their life in their job. Than the Republic and State can prosecute the on penalty of death sentence. That means if someone put the life in danger for a Police Officer, the state can under the rule of law set precedence of what they deem as justice. This sort of law, does not answer if who fired the arms first or why the bullets hit the law-officers. Therefore, the amendment of the code for death penalty is just another shield for the Police, but not really securing the civilians or citizens. This sort of law and amendment of law will only seem to secure the lawful officers not anyone else.

This is all put forward for the ones who are either deemed unlawful or someone who breached the law already, a criminal and con-men, who are suddenly targeting the officers of law. That they are already criminal supposed to do more to conceal their crimes. So it is a possible car-chase or even just following a warrant, that if the defendant who might be unjustified deemed as a criminal, become even a greater suspect by the code of law. As the law now can give him or her a death penalty, as the possible criminal who is defending themselves against unjust lawmen can either lose their lives in a gun-rattling between officers and himself. And after the melee, the defendant can be charged with a sentence to death. So a possible amount of more innocent people dying behind bars or even get them charged for life.

Certainly this law is made to punish criminals even harder and in the time of Donald Trump and Attorney General Jeff Sessions, this seems as possibility as their memos and orders are to give more power to the Police Officers and their Security Agents. Therefore, the possibility that the Senate would pass this amendment so they can charge even more people with the death penalty. But hey are not thinking of the Police Officers and Security Agents who are culprits themselves in violence in the United States. As the stats of 2016 are clearly telling. There are 66 Police Officers who died, while the Police Officers killed 963. This are evidence that the system is wrong, it isn’t only the Police Officers who should get shielded and death penalty on the defendants. It should be similar to the Police Officers if they kill someone innocent. That is if justice is the same and the same crime get similar sentence. But , that isn’t an idea that the Representatives of House is interested in. They are more involved in creating an atmosphere where they are solidifying their position, but not securing general justice in society. That is what sort of amendments does. This is to shield the Blue Lines, but making sure the defendants are not returning ever.

You can wonder if the Police Officers are shielded so much that they cannot be taken or getting charged if they are doing crime. This law should also incorporate that possibility, as the police officers in the United States has killed innocent civilians, shouldn’t they get the same sort of sentence for this? This was the Blue actually being a criminal and shooting without charges or warrants. They should also get the same treatment and charges, their authority and their role in society is to “serve and protect” not to “serve and neglect”. Therefore, they shouldn’t have the ability to stand over the civilians by all means, but serve them with justice and diligence. This sort of law will only make sure that more people get 25 to life, get sentence to death and make sure the ones who are possible criminals can be detained for life. Peace.

Police uses teargas to disperse Mbabazi supporters in Sembabule (Youtube-Clip)

“Mateete trading centre in Sembabule district was rocked by gun shots and teargas as the police dispersed the supporters of Presidential candidates Amama Mbabazi and Col Kiiza Besigye allegedly found defacing posters of President Museveni the NRM presidential candidate. The angry opposition youth leaders were protesting against the security agents and NRM supporters whom they accused of defacing the posters of Besigye and Mbabazi” (NTV Uganda, 2016).

NRM Primary continues in its usual Pace

There are some more initial and special reports even from the trenches and it is in an usual pace. In the one where we speak about vote-rigging and pre-ticket ballots, demonstrations against it or candidates now going independent claiming the election was filled with irregularities. Take a quick look!

NRM Secretary Justine Kalule Lumumba has been vocal today and with all the big birds shot down she was clear about one certain thing:

“Whoever lost in the NRM Primaries and is planning to run as an independent, will cease to be the member of the party”.  So the Ministers and big men who have lost their slot will surely lose their crony status if they go against the NRM-Regime in the General Election.

Deflectors after the elections:

Dr. Fred Ruhakana has today officially announced his defection from the NRM party due to irregularities that was practiced during the elections in Kabale district where he lost the seat for kabale district chairperson.

Deborah Mwesigwa has rejected the result and outcome of the Kabuli County. She has claimed that the election in the county was filled with voter intimidation, that they used government resources to gain the upper hand. So Deborah has said after this that she will goes an independent candidate in the general election.

Alebtong County:

“Isaac Apenyo has been declared NRM flag bearer for Ajuri. He thrashed the spokesman NRM parliamentary caucus, Hamson Obua” (…)”Christine Jibu Mambo has taken over the elections for Woman MP, beating Dorcus Acen, Emily Akullu…” (…) ”Meanwhile, asides the reported violence & vote rigging in Moroto county, Minister Rebecca Otengo was declared the winner. The supporters of her rival Sam Okwir, are very bitter about the results, they claim the security agents were so brutal on them. And so they’ve not come to terms with the results, saying the numbers were changed from Abia & Apala sub counties” (94.3 QFM Lira).

Bufumbira East:

The Flag-bearer for the county is Paul Geoffrey Bavuga.

Burashya District – Kabarole MP:

The Police had to intervene in Kabarole, where the one involved into the matter was John Busingye and Maragreth Muhanga, not the candidates themselves, but the supporters of the two was battling each other. The protest became so violent that they actually broke a bridge and that one was the bridge of Katanda!

Busiiro South:

Peter Ssematimba won the MP seat there.

Kanungu:

Where the press release was coming earlier today was because of Police and Special Force Unit (SFU) has been involved in the balloting and changing of the result in this district. At certain stage at some polling stations there was more police officers then voters.

Kassanda South:

The flag-bearer of the county is now Nsubuga!

Koboko:

There been said that Anite Evelyn was contesting unopposed in the county. Though some says she was contested against a Baba Diri and even the rumors of her losing badly to this person. So did she go as sole candidate in the county or did she not?

Kumi Muncipality:

Charles Olaboro won the election in Kumi and because of that the one who lost the election in the area Silas Aogon cires foul and has sent an petition to the NRM Electoral Commission on the matter.

Luweero:

The Police has banned unapproved and the unregulated victory parties in the county especially the parties for the NRM candidates.  

Lwengo:

Where there been madness in the recent days a Police Officer has been taken with pre-ticket ballot-papers and he is being charged with the offence of rigging the vote.

Mbrarara:

“Although voting begun late,the exercise in Mbarara was peaceful with a heavy security presence to avert any violence.MP results at various polling stations in Kakoba are still being counted”  (…)”At Kakoba Police: Agip and Manji for mayorship and Kakyebezi is in the lead.Tumwiine is leading at Nsikye1 and Kiyindi polling stations” (…)”Booma didnt go to polls. Voters rejected the process since only ballots for MPs were delivered” (…)”Two people have been arrested over vote rigging.The duo identified as Frank Mugisha and Mwebesa were arrested from Nyakayozo with ticked ballot papers of two of the Mbarara mayoral candidates” (91.2 Crooze FM).

Ndorwa County East:

Grace Ankunda Bwesigye won the district and because of this the sour loser Osbert Byamukama quit the party this.

Ngoya:

The winner here is Terence Achia Naco.

Ntoroko District:

MP: Gerand Ibanda Rwemulikya

Woman MP: Jennifer K. Mujungu

Ruhinda County:

Captain Mugabe Domonzio Kahonda who won over Gen. Otafiire in the Primaries in the district has finally been released, but, there is a big but! He has to meet before Jinja High Court tomorrow! This starts be more interesting by the minute.

Rubirizi:

The winner and flag-bearer of the county is now Abas Agabe.

This here never get boring, who and where is the next place for the police arresting and candidate together with security personnel going into the tally centers and secure voting results going their way. Fighters of Justice: UPF and M7 Hails to No One On their duty as the “Crime Preventers” in the General Election of 2016

You think that the issues between police and Ugandans are inflicted with a huge rise of crime. Since they have hired such numbers of Crime Preventers! If you don’t know its election season and it will continue until the General Elections in February to March 2016. The Inspectorate General of Police Kale Kayihura has spoken out again. Therefore has to show how arrogant and also how his rhetoric is so demanding while pushing the public and opposition figures at every move. While he is using laws to benefit and not policing the actual public or citizens, but controlling them with force. I might be called a foreign influence, still I shouldn’t be feared or putting him against for instances the public. It’s about check and balance. We all should be able to ask for transparency and accountability, something that is hard to see and being held accountable because the police have the right to charge with violence in case of security. It’s hard to see accountability from the Police and Government when they don’t shed the light on their own misbehaving and claiming everybody else is the troublemakers. We should all wonder what the use for all those Crime Preventers and so sudden the amount of people that are affiliated with the police, but not official police force. They will surely create animosity during the election and spread more fear, then the sectarianism and tribalism that supposed to be the issue that usually the President Museveni calls out. That I fear for all the other parties and independents running in this coming election. I hope I am not alone. Because the evidence and numbers of people is crazy! Period, just take a look!  

IGP Kale Kayihura on a press conference today:
“This is now foreign influences. We want to turn the population against the government. It is absolutely rubbish. It is not true. Absolutely not true. Absolutely not true! (Kale Kayihura shakes his head). Yes off course what I cannot deny is that there is something called National Security. Forget it! We target, in fact we should be faulty, we should have, we should have known these groups you talking about. Through protection, protection is constitutional, protection involves off course involving some bad characters like terrorism. Terrorism! We shouldn’t carry out to intelligence work to protect terrorist” (WBS TV, 26.10.2015) .

Uganda Police Force deal with North Korea:
“The panel discovered that the Ugandan government had contracted with North Korea to provide police force training. Ugandan government officials purported that they did not realize that UN sanctions prohibited this type of activity, according to a USUN official” (GAO, 2015).

There been released and having public rallies with President Museveni like yesterday in Lira. The same has happen in Kasese and Gulu. Therefore there been set into force lots of Community Crime preventers. That’s the once that IGP Kale Kayihura discussing on the Press conference today. The real issue is the manhood and level of upgrade towards this group of Crime Preventers into society.

In August President Museveni did this:
“President Yoweri Kaguta Museveni has passed out 30,000 crime-preventers from the district of Ngtungamo who has completed a cadership and crime prevention course conducted by the Uganda police force at Kyamate secondary school grounds” (…)”Recently, Museveni presided over the passing out over 8,000 crime preventers at Nyakasharara grounds in Kiruhura districts” (TheInsider.co.ug , 2015).

On the 5th of October 2015 President Museveni presided over and passed out 50,000 Crime preventers in Mbale. The National Youth Crime Preventers:
“Mbale residents have pledged full support to the National Crime Preventers Forum (NCPF) on the pass-out of over 50,000 Crime preventers due to take place tomorrow.The Business community who are the biggest beneficiaries of a Crime free society which is a result of Police coordinating or Cooperating with the people (Community Policing) confirmed their attendance and Support to the cause”. That is what they self-claimed about the actions happening on the 5th of October in Mbale”.

Earlier the UPF commented like this:
“His Excellence the president of Uganda Yoweri Kaguta Museveni who was the Guest of honor on Monday 12th October passed out 23,000 crime preventers at Nyakakinda grounds in Kasese district” (UPF, 2015).

Budget wise:
“Plans by the Uganda Police Force to recruit up to 7,000 officers ahead of the 2016 general elections may stall following the failure by the Ministry of Finance to provide Shs 8.3b required for the activity” (…)”He also said that in order to professionalise the Uganda Police Force, there is need to improve quality of personnel through continuous training in basic courses which include leadership, command and control, public order management, traffic control, investigation and crime management” (Uganda Parliament).

Why I do this now is to show the numbers of crime preventers that Yoweri Kaguta Museveni has now on his hands and also the how the NRM regime is arguing for the necessity of this kind of security agents “right” before the general election of 2016 in Uganda. What scares me is the unfolding of it and at the same time the old reports of the budgets for the Police. Especially with the way that IGP Kale Kayihura and his rhetoric towards everybody else, like he has attacked the opposition and the media. Together with amount of extra personnel should be looked up and followed up by the donors and international society to address the matter.

Nobody has address the Crime Preventers and their role up to the 2016 General Election. YKM is surely starting to be afraid of his own people when he has to get that amount of people together with the army, police and special police squads to target individuals of fear. The fear should also be with the special training of police from the North Korean Police forces and training of parts of the Ugandan Police Force. Together with the Crime Preventers in this certain levels that is surreal. This is reality and the fear that IGP Kale Kayihura and President Museveni are staggering. Also the rhetoric that been used by them both is also more onto “them” and “us”. The citizens and the National Security issue. It doesn’t seem like the population isn’t what needs National Security, but the NRM-Regime. The Police has been inconsiderate when it comes to people who is not in the Yoweri Kaguta Museveni wing of the NRM, and their loyal cronies. Then the Police even shot and spray tear-spray over them. As they have done to the opposition as well for a long time, ever since they has followed them and policed them since the 2005, Uganda Police Force and Crime Preventers will surely make this election messy.

And without them IGP Kale Kayihura, his DPCs and Special Forces like the Flying Squad can easily do damage to any Election rally that is supposable “illegal” by the Public Order Management Act. That will surely happen, also the coming actions of Police against DP, UPC and FDC rallies will happen in due time. Secondly also the leaders of these parties will be handled in a fashion called Preventive Arrest and house arrests. We will also see that they also without any court judgement taken to custody by law enforcement before them even send their kids to school. This will happen because they are affiliated with the wrong political party. Peace.
