A look into the BFU Interim Report on the air-plane accident of the late VP Saulos Chilima

The daunting task of picking of the pieces of the old air-plane that had an accident on the 10th June 2024. As the Vice President Saulos Chilima and fellow associates onboard died. This has been caused as a mystery and a shocking end of the life of the statesman who was in the upper echelon of power.

Malawi government has proven how they are lacking and didn’t take care of their equipment. This sort of mechanical device and technical equipment needs to assessed and great care. The state needs to keep it up to date and not take things for granted. These sorts of things are fickle and the ones that is flying needs to be updated and working before going up in the air. That’s why this Bundesstelle für Flugunfalluntersuchung (BFU) Interim Report is telling.

The lack of proper care or concern for the old plane. This plane was dating back to the 1980s and was an old one already. That needed upgrades and upkeep to be safe in the air. However, this report says things that shouldn’t be the case and also makes it impossible to explain what happened to everyone who died on the unfortunate accident in June.

Just reading these things are infuriating, because these things needs to be in order before the plane flies. They should be a priority and there should be funds for this before they make the plane operative. That’s the malpractice and lack of governing that ends up like this.

The Interim Report says this:

During a domestic passenger flight of the military airplane Do228202(K) from Lilongwe-

Kamuzu to Mzuzu, Malawi, the airplane crashed into the slope of a hill in marginal

weather conditions” (BFU, 2024).

The radio communications between the flight crew and the air navigation service units

at Lilongwe were not recorded. Radio communications between the flight crew and the

Flight Information Service (FIS) were also not recorded” (BFU, 2024).

The airplane was not equipped with a Cockpit Voice Recorder or a Flight Data Recorder.

These recording devices were not required by relevant aviation regulations. The air navigation service in Lilongwe had no recorded radar data of the two flights on the day of the accident” (BFU, 2024).

Because of the missing radar coverage of the lower airspace north of the border of the

TMA Lilongwe, the BFU asked the telephone company for the mobile radio data of the

airplane’s occupants’ mobile devices. The data was provided. It showed that four mobile

devices of the three occupants had been switched on and logged into different

radio cells during the accident flight” (BFU, 2024).

The Emergency Locator Transmitter Narco Avionics ELT10 was mounted in the cabin

on the left fuselage side next to the door. It was an ELT which transmits signals on the

frequencies 121,5 MHz and 243 MHz. The ELT was examined. It was determined that

it was not functioning because its battery had expired in 2004. According to the Malawi

Air Force, for such devices there were no spare parts and no budget for new 406 MHz

ELT” (BFU, 2024).

That the authorities doesn’t have the radio communication or the flight information service is undermining the BFU investigation. It shows a lack of professionalism and concern of the flights happening within the Malawi airspace. As these sorts of things should be kept on record and for a long time. Just in case there is a need to dig and find clues when accidents do appear. This is short-sightedness and sloppy of the government. The authorities for aviation should be ashamed and they should get the needed funds to have data-base and records of this in the future.

In addition the plane itself didn’t have Cockpit Voice Recorder and the Flight Data Recorder. These should be there and could explain even more what went down before the accident. They could give further details and put meat on the bone. It doesn’t help that the sloppy authorities doesn’t have the Radar Data either. Which just shows it is all run on vibes and hopefully all flights just goes as scheduled.

To top it off the ELT was expired in 2004 and it wasn’t functioning to send the signals that it should. Another failure of the state to procure the needed equipment to keep the safety of the plane. This is just showing how the state failed the plane and didn’t due diligence before allowing the plane to departure. This is lethal neglect.

Because of all of this… it will be harder or possible impossible to verify and assess the whole accident that caused the plane to crash. That’s because so many components of the plane is either defect, lacking or isn’t working. That’s a compelling case and shows how the state didn’t do its duty. If these things had been recorded and mattered, this plane shouldn’t have been in the air.

That’s because so many safety components and equipment for communication wasn’t in order. It shouldn’t have been a viable option for the late VP or his entourage to fly. That’s how I read this report and it’s shocking that they allowed it go up in the air. This without any prior knowledge of the weather conditions or the haste for the VP to get to the funeral across the Republic.

This here just shows the importance of keeping air-planes in order before allowing them to fly. That should be the priority and if they aren’t in order. The authorities should block their entry and not allow the flights to happen. These flights should be cancelled. Peace.

Opinion: The Ghosts of Amin and Obote haunts Mzee…

He (Amin) does it with a small clique of idiots and don’t blame the people of West Nile for this. Even when we were fighting Uganda People’s Congress (UPC), it was the same. We told our cadres that don’t blame the people of Northern Uganda- of Acholi, Lango, for the mistakes of Obote. Distinguish between the misleaders and the misled. This is the line of the NRM. Always make a distinction between the misleaders who are few and the misled who are many. Even if they are misled, in most cases, most of the masses aren’t involved at all, it is just a small group of people” – President Yoweri Kaguta Museveni (29.08.2024).

The predecessors and their achievements is haunting the current ruler. His legacy and his legacy is torn by them. The last victor has since his inception tried to pin everything ill and bad on the predecessors. We have even heard times when he blamed the Colonial British for circumstances and badly performed governance to this day. Therefore, this man will blame everyone else and even the dead.

President Museveni who fought a war to take power. A man who used arms and had a private army. A man who used a rebellion to overcome several heads of state. That man is still blaming the predecessors and the dead. The ones that will analyse his reign. They will see that he has used their tactics, their methods and their means to conquer. He promised to be different, but he has used their means to his end.

President Museveni has found every scheme of the book. His used the years to enrich himself and the cronies surrounding him. While not delivering government services, neither building functioning institutions or government entities. No, he has just made get-rich schemes and come with hallow promises. Meanwhile investing in heavy hardware and ammunition to keep himself in power.

That’s what he has done and in the Second Day of the Parliament Sitting in Gulu. As he came as a visitor and special guest to Parliament. He decided to talk about the President that came from the North. The late Idi Amin Dada and Dr. Milton Obote. Both who he conquered and destroyed to get into office. That’s what he did and he has enlarged himself on their downfall. Trying to forge a narrative and a story to benefit himself. Because that’s all he has… and he needs to vilify them at every turn.

We all know by now. There is little to nothing to show for the 40 years in office. This President haven’t ensured a working society. Heck, this man cannot even be trusted to ensure the Ministry of Health has enough money or functioning systems to secure the delivery of medicines to the government health facilities. There are so many more examples, but it just shows the abysmal track record that Museveni himself has.

That’s why he has to make the predecessors look bad. He needs them to be vindictive and cunning people. This is to make him look better and more pristine. When everyone knows how vicious and sinister his reign is. There are so many skulls that been bashed in his name. So many people who has been silenced and tortured to keep him in office. Plenty of people abducted and kept incommunicado. Therefore, this man has used the state for his benefit and the monopoly of violence to crush whoever stands in his path. That’s who Museveni is and a warlord acts just like this.

A man that took the power by the gun, will end the power by the gun too. Unless, he has an unfortunate demise or is relieved early of his duties. Alas, there is no end in sight… and the glory of 1986 will be told indefinitely. That’s all Museveni has… but it doesn’t make it more true. His just preoccupied rewriting his story and forging a narrative that is beneficial for himself. He needs others to be the villains, so he can be the hero. That’s the gist… and the ghosts are haunting his mind. They have captured his spirit and he cannot be released by them. These ghosts are in his conscience and most like creating nightmares that troubles his every step. Peace.

Opinion: Lumu MP wants the NRM to decide who becomes the LoP…

“Election is the epitome of democracy, I am a Catholic, there is an election of the Pope, the highest and respected leader in the world, if there is an election there, there must be an election here. We are in the Opposition, we were elected and we also elected you (Speaker), the very reason why you are seated in that seat. We also elect the President therefore, there is no reason why when we come to Parliament as the Opposition, we don’t elect our leader who is the Leader of Opposition” (..) “It is important that the pillar of democracy, which is election should actually be done by us the Opposition, who are actually bout to take power. We need an election, clear, in the Opposition. Section 8 of the Administration of the Parliament Act Cap272 provides for the election of the Leader of Opposition by the Party in Opposition having the greatest numerical strength in Parliament. The Rules also say that other parties should be consulted, my Party has never been consulted on that whenever there is a new or the other Leader of Opposition” – Richard Lumu MP for Mityana South, 29.08.2024).

The Leader of Opposition has been the Parliamentary leader elected by the party in opposition which is having the greatest numerical strength in Parliament. That has been accustomed way of electing or appointing the LoP. This has been done for years and been a regular, which the Speaker has later officially announced for the Parliament. That’s how the National Unity Platform has appointed the LoP, first with Mathias Mpuuga MP and now Joel Ssenyonyi MP.

Before that it was the Forum for Democratic Change (FDC) who has changed the LoPs, as they have been the biggest opposition party before the 11th Parliament. Where the National Resistance Movement (NRM) haven’t always been happy with the figure or the leader itself.

This is making it a spectacle and a show of popularity, which is very ironic. It is taking away the power of the opposition to chose its own. Deliberately giving the power to the ruling regime and their majority in Parliament. It is significantly taking away the powers of the opposition and the one with numerical strength among the opposition. This post and office can easily become the one that is the “Good DP” or the “Good NUP” for that matter. Instead of being the MP who challenges and checks the government as its supposed too.

The Leader of Opposition should be chosen by the opposition and not by the whole Parliament. Just like the Government Chief Whip shouldn’t be appointed or voted on by all Members of Parliament. The Government Chief Whip should be appointed by the party in government. The LoP should be appointed or nominated by the opposition itself. If not… what is the point of the office?

The LoP shouldn’t be a majority contest. Just like the Party Chief Whips shouldn’t be a party contest either. If not… then all roles in Parliament should be voted over and be announced after a secret ballot. However, that wouldn’t be useful for others than the government with the majority. They will have say in the matters of the opposition and clip their wings.

If the MP succeeds with this legislation and get the law changed. He has initially given more power to the regime and written of the opposition. This is giving the NRM the power to decide who is the Leader of the Opposition in Parliament. That shouldn’t be the role of the government to do so, but the biggest opposition party at the time. In the past FDC and currently NUP. Therefore, the DP MP is selling his soul for popularity points, but it doesn’t make the Parliament or Government Business running any smoother. Neither does he help the government to be held accountable or transparent for that matter. Because this law will only give reasons for the NRM to chose someone who is friendly and NRM leaning opposition as a LoP and that’s making the office completely useless. Peace.

Ethiopia: ENAT Party speaks on the damage that is caused by Macro-Economic Reform Program…

The macro economy improvement policy that is being implemented by the government has already started to have several negative effects on the country’s economy and society. The high inflation in the market has created a great threat to our society. Expansion financial policies that have been carried out in different countries including Nigeria, Kenya, Sudan and Egypt to stimulate growth have often led to high inflation without achieving the aim of eliminating unemployment. This also disturbs the people’s ability to buy and especially those who struggle to buy basic goods and services with low income. Government expenditures based on the deficit of domestic and foreign loans have led to debts. Since the increasing amount of debt repayment from time to time also plays a significant role in the country’s budget, the allocation for debt repayment is reduced from essential services such as health, education and social welfare. Considering Ethiopia’s foreign debt in Birr. It has grown four times more. It is possible to pay off this debt by making the country open and comfortable for the people and foreign investors and paying taxes by making people work.

On the other hand, the macro-economic reform that the government has approved and implemented a situation where the Amhara and Oromia regions have the highest population and is waging a widespread war cannot manage the development economy and also manage the market economy. We also have a big fear that the economic problems that exist and are being shown in practice will reach a point where they cannot be solved” (ENAT – ‘The macro economy improvement that the government is implementing is not a good medicine, but a pill to prolong the life of the system!’ 26.08.2024).

We could see this one coming. The bail-out terms of the International Monetary Fund (IMF) and the World Bank has severe affects on the daily life of the poorest people. The sort of incentives for loans that keeps a elite and the ones in-office happy. But the general population and the citizens at large feels the pinch.

The IMF and the World Bank saved the Prosperity Party. The gave it fresh liquidity, but that cost the control of the Birr and the devalue of it. That will cause a rise of inflation and cause less value of the imports to the nation. Everything will go up in prices and there will lack a balance between the growing shortfall and the need for rising salaries to keep up with the lowered value of currency. It is just a negative circle and it has been ushered in by the regime.

Prime Minister Abiy and his lackeys supported the initiative. They celebrated the loss and the devalued currency. Because for the ones in power. That meant they got a life-line and friendly loan, which someone else has to pay down the line. This gives the government currency and wiggle-room to move for while, but it won’t save it out of the hurdle.

That’s why the likes of ENAT Party and others called the Prime Minister and his party out. We could see this one coming. This was a dangerous move, especially in the midst of war and the expenses of waging war. The current government is busy on several fronts and are using expensive weaponry against their enemies. Which is costly in imports and in foreign currency. As they need the foreign currency to trade arms and import the ammunition. That’s what keeps the war-effort alive and gives them ability to lethally go after the ones that doesn’t want to bend the knee and be lackeys of the PM…

The ENAT Party is right. This is a move of self-destruction. The sort of macro-economic policies the state has accepted. Will define the economy and the financial landscape for a long time. It has damaged the Birr and will continue to make the poor suffer. The ones who has little, will get even less or have less buying power. That’s the reality here and the PM cheered it like an achievement. He wanted the people to praise them for their folly and be proud of signing their death note. That’s what he did and everyone else can see, but he just wanted to buy drones and weapons to kill the ones who dares to question his legitimacy. Peace.
