Opinion: Apparently, the Crime Preventers program has lost it’s value a year after the Presidential Campaigns!

Yesterday (19.04.2017), the internal memo was sent out the leadership of the Uganda Police Force, to the district leaders to get back the Police Uniforms and Uniform parts from the Crime Preventers. The Crime Preventers even got motorcycles in 2015. The Inspector General of Police Kale Kayihura have defended the program since 2015, as the political opposition inside Uganda has questioned the use of it.

That is natural, as the National Resistance Movement (NRM) and President Yoweri Museveni has used the Crime Preventers, they we’re important part of the campaigns and the use of fear during the campaigns between 2015-2016. They we’re usually at the rallies and also in the villages drumming up people for the President. By 2016 the numbers of Crime Preventers we’re about 65,000.

So after getting the amount of the unemployed youth, getting them trained and paying them for the loyalty to the state, they are now trying to disembark the giant project of Crime Preventers, since it cost to much and has to many people to take care off. The NRM cannot sustain the brigades of Crime Preventers, the youth who learned the Movement mantra and use of propaganda for two years. As the use of them was valuable in 2015 and 2016, in 2017 less, as the rallies and the opposition is easier to control.

The Police Force can easily monitor the Opposition in the non-election time, but during campaigns the strength of manpower is hurt, as the UPF cannot hire enough proper officers and train them, than it is healthy to use of the unemployed. The Unemployed can very easy just become Crime Preventers and then loyal to the NRM. That was the sufficient need and they could also intimidate the public and make sure they where loyal to the Movement.

So that today the start of dismantling the Crime Preventers and the stage of need is gone. They are not seen as so vital, as the NRM feels safe about their state of affairs. Since they don’t need the youth group who are trained by the Police to be Community Policing, the NRM needed them only to do so when the Opposition parties where campaigning, now they need to clear the unnecessary bills. That bill now is the Crime Preventers and they are approximately 65,000 civilized police.

The civilian trained police force that was the Crime Preventers and they we’re needed in the 2015 and 2016, but not now in the 2017, as the republic are cash-strapped and the economy isn’t booming. Therefore, the Police doesn’t need a big budget post, which is unnecessary. The unemployed youth we’re needed while campaigning and promising pledges, but in office again, they are just big bill. Magistrate halts case against IGP Kayihura pending constitutional court decision (Youtube-Clip)

“The Makindye Magistrates’court has formally stayed the criminal prosecution of the Inspector General of Police General Kale Kayihura and seven of his senior police commanders over torture. On Monday morning, Presiding Grade One magistrate, Juliet Nakitende, ordered that the proceedings against Kayihura be halted until the court receives further directives from the Constitutional Court. Magistrate Nakitende was moved by an order issued and signed by the Deputy Chief Justice Steven Kavuma last Friday, which suspended the said trial until the Constitutional Court hears and determines a petition filed by a city advocate Robert Rutalo challenging Kayihura’s trial on torture charges. Justice Kavuma’s order was served and presented before court by David Wandera Oudo, Rutalo’s advocate. The DPP represented by the Makindye court Resident State Attorney, Immaculate Angutoko, also informed court that he has officially taken over Kayihura’s prosecution and only needs assistance from private lawyers to avail him with the necessary evidence. After court, the petitioner in the Constitutional Court Rutalo told journalists that he was never paid by Gen. Opinion: The Ugandan State Officials tries to Torpedo the #PoliceBrutality Case of IGP Kayihura!

The Ugandan Officials cannot help themselves even if they are drowning in Lake Albert; they will still claim: “There isn’t any WATER here!” That is just the way they are for the moment. They are just for the moment more focused on the brown envelopes from the Executive, than actually taking care of the neglect of service towards the citizens. That is the key for them at the moment… why do I say that?

Well, the Police Brutality and the questionable behaviour of the Police Force in the recent months and for a long while finally ended in a petition and a Court Case at the Makindye Magistrate Court. Something that first got the impunity of the Police Commanders and the Head of the Department IGP Kale Kayihura to disobediently smooch with fellow compatriots from Algeria than show up in Court that day.

After that we’re the violent supporters of Kayihura and the Police a lawyer’s car and also closed of the area to seal off the petitioners against the lawmen. The demonstrations and their behaviour we’re sanctioned by the Police, while the Police has on the same acts of the Opposition or ordinary citizens acted with violence or detaining fellow citizens. So the ironic staged affairs are openly showing the blatant disregard for equal laws for the people. The Police Force and their commanders are apparently above the law.

So tomorrow the Police Commanders are supposed to answer for their brutal affairs and misconduct in service as civil servants. They represent the people and they are supposed to create a safe society. Instead they are the once that have a monopoly on violence against innocent citizens. At the same time before the weekend the all but famous for justice and just understand of law. Honourable and Deputy Court Justice (DCJ) Stephen Kavuma kind of thinking of cancelling it or disperse it. This happens days after DPP Mike Chibita wanted to control it and now even the DCJ Kavuma even drops his few cents. So that the Makindye Magistrate Court becomes second fiddle to the other Government Law Officials who want’s to torpedo the case.

The DCJ Stephen Kavuma who has fought against the Forum for Democratic Change during the early year and suspended the party who answered the fraudulent election and cast of ballots. So the Defiance campaign we’re shut down with Interim Order, so again the Justice Officer showed his gallant ways to counter normalcy to please his fellow Executive. Because the Executive is above the law and the men who shield him can do what they please. The rest have to beg for mercy even when the Police go against the law and detain people without any warrant or just cause. If they are detained days upon days for wearing wrong T-shirt or being a part of Consultation meeting for the wrong party. Even when they are detained days upon days when the local judge have ordered them free, the Police Commander still let the linger in jail without any charge. That can be supported, but a Police Brutality case against the Police Commanders and IGP Kayihura proves that the law is not similar to them all.

The FDC and their men have battled court and have to take every precaution when they are detained and released from prison. And if they don’t show up on time to court, than they are sanctioned and house-arrested even when the warrant or charge is non-existent towards them. So when the Defiance Campaign we’re a problem they we’re on them like they we’re a disease and needed quick remedy.

But when it comes to his case and the case against the Police Commanders he can show disregard. He disgraces the court and the basic lawfulness. As he is on the top and sanctions other citizens and political opposition he acts without any caution. Still, with that in mind his men and leadership acts without honour or bravery.

While he had “supporters” around the Makindye Magistrate Court last time who violently and closed off the area where they tormented the petitioners. Now, today there a celebration and rally for Crime Preventers who are most likely going to protest the case in Kampala and Makindye tomorrow. As the shipped pocket-changed loose-police affiliated organization will be used as a tool to oppress the opinion of the police brutality. As they will be day after left behind in Kampala as the Uganda Police Force doesn’t pay them to travel home to whatever district in Ankoli, Acholi, Busoga or Toro they really are from. The same they did during the campaign period… The NRM and the Police Force cannot help themselves when it comes to this.

When just comes 24 hours to Kampala, the Crime Preventers as they have to fight extreme crime in the City just before Court case happens. Just as they think people are stupid and can’t put two and two together. They come to claim the legality and shut down the citizens who might want to show up and question the behaviour against the state and their top-officials. Something IGP Kayihura and his top Police Commanders are. They are top-officials and men who supposed to be regarded and leaders. The Uganda Police isn’t above the law, even if the lawmakers and justices are letting them go off the hook right now. Because the reality is that the citizens and the ones watching knows that the Police Brutality will be torn in the flesh. Not only to the ones who we’re beaten for “just being on the wrong street at the wrong time”, but also the leaders who sanctioned the behaviours of the Police Officers to do so!

They will not be forgotten, all the live-bullets, killings, the hurt people after the mambas and the beatings after political rallies. They will be victims that will be on the CV of IGP Kale Kayihura. This will be words in the remembrance of the Police Commander, that I’m not so sorry to say: “he didn’t give a fuck about the lives of the citizens of Uganda”. He only cared about his own position and the ruling party existence, but not justice for all men under the law. That is what this case and the actions of all parts of the state shows disregard for decency and justice. The other people are acted upon as they are guilty before proven innocent. While the IGP Kayihura and his Police Commanders are innocent and above the law, before proven guilty; which is the disregard of the law. If you think otherwise you have to get your mind corrected. The NRM Bus Company Limited resurface for the lavish event at Kololo today!

As the Swearing-In at Kololo today as I expected the National Resistance Movement Bus Company Limited would surface again. They have been a steady for Voter Tourism during the Campaign and where the Tourist has gotten a T-Shirt and usually a stiff fee plus the travel at least to the venue of the Campaign Rally. Sometimes the Company forgot to get them and they we’re stranded. This even happen on Kololo on the Nomination Day in November 2015, for those of you who remember how the crowds of Crime Preventers; these Crime Preventers we’re left in their own mercy in Kampala while coming from far away villages.

Today was not particularly news worthy, but need to mention that the NRM Bus Company rolled out their Yellow Buses and offered Voter Tourism for the last time in a while. The Tourist that could take part of the lavish party at Kololo would get Ush. 10k shillings and promise to bring a smile if they we’re snapped on camera so that Sarah Kagingo can be herself and proudly do the propaganda for the State House! Oh Gee, what a look it is with hired crowds for a Tenner. Must be blatant display of courage knowing this, especially for a President was with so much pomp and fanfare in past is now ghastly disliked. Peace.  

Office of the Coordinatior of the People’s Government Statement of Objectives and Directions (21.03.2016)

Fellow Ugandans,
Following Kiggundu’s fraudulent declaration of Museveni as winner of the 2016 Presidential elections, Uganda will never be the same again. The winner of the election was FDC’s Dr. Kizza Besigye. He is Uganda’s president elect. Museveni knows it too. That is why he has tried all he can to keep him under house arrest and to turn the streets into barracks, in order to intimidate the winners by creating a war like situation in some villages, towns and Kampala.

You have been asking “what next?”. You are right. Some of you think that the leadership is doing nothing about this situation. This is not correct. A lot is being done and the purpose of this communication is to let you know what is being done so that you can also find your own role to play in these developments. This is what is being done:

1. We are engaging our friends in neighboring countries of the East African Community, Africa in general, our friends in Europe, the United States, Asia and the Arab world to share with them the steps we are taking in protecting our victory and the presidency of Dr. Kizza Besigye, and to seek their support moral and diplomatic support. We have made good progress.

2. We are continuously assessing the capacity and deployment detail of Museveni’s security apparatus and working with our friends in the security establishment we have a sound idea of the capabilities on a half-day basis. We can confirm that Museveni’s security apparatus is in disarray, their morale is low, and units have been shuffled several times due to suspicion. You must have known that the Police and Army voted overwhelmingly for Dr. Besigye. The Special Forces Command which we had believed to be totally under Museveni’s control through his son Muhoozi, is no longer as homogeneously loyal. There is still some work to do there, especially since the SFC structure rests on Hima and Rwandan ethnicity. We know for a fact that there are already problems between the two groups.

3. We have also finalized mapping out the country into liberated zones where the bulk of the activities will be planned and piloted before rolling out countrywide. We have established control centers in all districts of Uganda. The responsibility of these centers is to develop the organizational infrastructure to service the new government headed by Dr. Besigye, which will be formally unveiled in May 2016 as the constitution stipulates. Arrangements for the swearing in of H.E. Col (rtd) Dr. Kizza Besigye have been finalized.

4. All efforts of our struggle at this stage are geared towards making it impossible for Museveni to fraudulently be sworn in as President in May. This we shall achieve, through your support and sacrifices.

5. We are finalizing negotiations with land lords in urban centers, market owners and managers not to collect rent from tenants for one month after we have established our authority. Landlords who will violate this one-month free accommodation agreement will be penalized accordingly. A one-month tax and licence holiday will be applied to Boda-Bodas, Taxi and Bus operators, traders and market vendors. We have completed negotiations with transporters to reciprocate by reducing transport fares for one month.

6. For university students, after we have established our authority,we will grant a fees-demand break for 30 days and a student who will have paid at least 50% of fees shall be allowed to sit for their examinations at any stage.

7. As incentive, once we have established our full authority, with your active participation, we shall reduce the cost of petrol, diesel and paraffin by 300 shillings a litre. This is also our way of appreciating the people of Uganda for the support they will have extended to the forces of change but also to compensate the losses that are going to be suffered in the coming days as we struggle, through peaceful means of civic nature, to establish the civilian authority led by Dr. Besigye.

8. Other such incentives are being considered for importers of essential commodities and other for other trades. We have also finalized negotiations with foodstuff and meat providers to reduce the prices for one month. For some of you are old enough to recall, (if you are not, ask who was old enough then); lowering of prices was done voluntarily in all sectors after the fall of Idi Amin in 1979 in the short period (68 days) of Yusuf Lule’s leadership which was rudely interrupted by the same forces that are tormenting Uganda today. So this is a practical revolutionary step we are undertaking.

9. Your responsibility is to be vigilant, cautious, and all the time active and united as forces of change. Be on the lookout for Museveni spies and zealous sympathizers who try to stand in our way and justly but decisively deal with them, on case by case basis.

10. In this difficult period, save all the money you can. Don’t be extravagant. Don’t frequent public places of entertainment unless it is absolutely necessary. Practice walking long distances on foot. Practice staying hungry even when you have some money to buy your lunch. Stock up on food and vital medicines that can last several weeks. Obtain a solar phone charger and affordable solar lights. As much as possible, don’t move at night unless it is absolutely necessary.

11. Don’t respond to invitation to meetings unless you have cross checked thoroughly and made sure that the invitation is genuine. Establish neighborhood security cells to protect yourselves from the so called crime preventers and other lawless regime functionaries. Don’t let anyone of you get arrested without a charge is spelled out by the arresting (police) officer. If any of you is arrested, inform the relevant persons immediately and ensure that if they have families, provide for their welfare, however small. Never abandon your colleagues in the struggle and their families.

12. This is the order you have been waiting for. You know the objective. Museveni must not swear in fraudulently in May, regardless of what the Supreme Court says. You know the time frame. You know who Uganda’s new president is. Your job is to make it happen. Methods will vary from place to place. This is not Besigye’s struggle. It is your own struggle. It is your vote that they tried to steal. You want your country back. You want a better life. You want to stop the corrupt and the arrogant from dominating you. You want to live in a democratic society that respects human rights. The ball is entirely in your court. Just do the right thing.

13. To protect our victory and to execute the mandate that was given to us by the people of Uganda, we are committed to pursuing peaceful alternatives. We sincerely hope that armed struggle won’t be necessary at this stage. However, should circumstances demand, we shall act decisively.

Go Forward: Post-Election Statement (20.02.2016)

NRM Bus Company Ltd – “Ferrying crowds for the benefit of Party NRM-O”; In Service since 3. November 2015!

The National Resistance Movement Bus Company Limited started its operation on the Presidential Nominations Rally on the 3rd November 2015. The buses was used from the districts and picking up ‘Crime Preventers’ to the Campaign venue. As the successful launch was not without defects as the Company stranded the people in Kampala instead of ferrying them home.

The NRM Bus Company has verified the actual value of their “car-park” as they have 168 buses. Which is being used to serve the company and make sure they deliver people to the campaign venues; the people themselves don’t want to show up without being payed and getting a free ride there. The people who usually doesn’t attend the rallies as the villages and small towns to get to the main venues to see Bebe Cool, Jose Chameleone and the Executive Director of the NRM Bus Company Honorable Yoweri K. Museveni. The one man who has used some of his funds to start the company!  

In the November 2015 alone the Bus Company used UGX 140m on the expenses on the company side (Alliance for Campaign, 2015).

Operational Launch of the Company:

On the initial launch of the company for the nomination rally the Company used the NRM Secretariat UGX 45m to have enough funds to get people from Lyantonde and Mubende to Kololo Independence Grounds on the 3rd November 2015. From the Area the Company had promised to send 15 buses, but only 9 showed up; so the Company did not deliver that day to expectation in the area. Buses from Kololo were also using the service of the Company from Kabale to the campaign venue.  

To the Luweero rallies the Buses was pre-occupied to get the people from the villages to the venues on the 9^th November 2015. They ferried Crime Preventers that was stranded after the Kololo break-down to the rallies in Luweero.

On the 25^th November the rally in Kotido town, where people from the villages had been ferried to; but the Company had also engagements in other parts to secure attendance for the party that owns the Company, though the delivery was sub-par in Kotido as the people we’re stranded as the Company was not prepared to facilitate people home on that occasion.

The Operation on 12^th December the Company had a successful business as they used 30 buses from Mbale to Bududa. The ones that took the opportunity that day in Mbale got UGX 5k and free yellow t-shirt.

The Company suffered a big set-back in Mbale at 12^th December as the truck-drivers was not fairly compensated or the former pledges of the NRM Company was not being kept. Even when a Government Official in the Region District Commander (RDC) was going to negotiate with the Company men, they still refused.

On the 18^th December the Company had a sufficient delivery as the Campaign in Tororo was filled to the brim with no locals and that people from all corners was payed to attend the rallies that day. The people came the day before and Company surely did get people to the event on the 19^th of December.

On the 4^th January in Kabale towards the main rally at the Kabale Stadium, from all around the villages in the district buses was travelling and giving money to attend the campaign rally. The amount of cost for this rally was expected to cost the company UGX 500m.

They had operations at the 6^th January in 2016 to get people from Ntungamo to Rukungiri to make sure that the people arrived safely to the Rukungiri campaign venue. The worst part of the delivery was the village people who had joined and taken part of the services on the 6^th January in Kihihi, was stranded at the Kihihi Police Station; so the Bus Company did not live up to expectations.

On the 10^th January in Isingiro the Crime Preventers was the one who was attending the Campaing Rally, while the locals walked home, successful in the way the Company got Crime Preventers to the venue, but the locals did not use the service.

In January they had a central in Mbarara while making sure the affiliations and hired extended companies like 11^th January the Global Buses to ship people to the Campaign venues. As the 13^th January hired another buses to make sure they got people from the districts around the area to get people to Bushenyi.    

On the 2^nd February the Company fixed trucks and buses to get people to the Sembabule rally of the owning party, but did not facilitate to get people home, as they we’re stranded, the Company was off to other engagements and rallies; was also not ordered to get people back home after the rally.

On the 4^th February the Company used it resources and got people as far as Kalangala to be a part of the rally at Masaka. They used rented and owned trucks from the long distance areas to make the full with people.

On the 8^th February to be able to have enough people for the rallies that day, the Bus Company had operations in the Busoga Region, giving T-Shirts and UGX 20k and the ride to the campaign venues of the day. As the locals that day would not attend on the rallies there.

On the 10^th of February the Company had troubles with the arrangement and buses where in the shop so the service delivery was substandard and therefore the amount of people at rallies in Entebbe as the mechanical problems destroyed the result of the company that day.

On the 11^th February the Company had hired Global to be successful again getting people from Mbarara to Kampala to attend the venue graced by the company.

Today (12.02.2016)  in Kampala the NRM Bus Company have been busy with offering ferrying services from Central Parts of city to Kawempe main rally, as the operations drops UGX 5k as the Bus Service was in operations in Kampala.

Basic Part of the Operation of the NRM Bus Company Limited: 

As we see the operations since the beginning has not been perfect, but that is to blame for the mobilisers who has not address the central organizations as Mike Ssebalu as the NRM Campaign Task Manger or Gen. Tukumunde “the money man” who hasn’t fixed the money from the owning party. As the NRM Bus Company is not yet a fully functional enterprise or limited company as it will be after the 19^th February. Then the NRM Bus Company Limited will both dissolve and sell the buses, so they can be customized for those who want the buses that have tested the worst roads of the country while driving from village to village. Our main spokesman in Ofwono Opondo who will delegate the issues that you have through the Uganda Media Centre, while Jim Muhwezi and his men in the Ministry of Information and National Guidance, as they take the questions you may have on the NRM.ug as that is in their working title. So the Press if they have issues should either address Hon. Opondo or Hon. Muhwezi. The Executive will just address the bus-matter if the participation is fully in his hand and not set standards by anybody else. If you have issues with procurement or allocations as the party sometimes as owner delivers the payments slow, be assured the Dr. Ruhakana Ruganda will come with the necessary facilitation to make sure the venue and people have the money that they deserve for being a part of the Bus Company, A customer and also a citizen at the same time.
