Sigulu Island: Ouma MP fix your sub-county, before you carve parts of it into a district

Thank you, Madam Speaker. I rise on a matter of national importance on behalf of the people of Bukooli Island, Namayingo District. Over 400 people in my constituency have either been killed or maimed by crocodiles”George Abott Ouma MP (Hansard, 9th May 2018)

I don’t know why George Abott Ouma MP of NRM and Bukooli Island County wants to curve parts of his county into a separate district. The teacher should be worried about the state of the sub-county, which its already in. Not what sort of function the local government has there. Unless, he wants it to be a district to get more automatic NRM MPs, because he ran without any opposition candidates against him in 2016.

We know the district has been in the news for the crocodiles eating the kids. As well, as the state not able to find enough seaman and the operational funding to operate the MV Sigulu going between Sigulu and Lolwe. Last report was that after the first testing trip, the ferry has been idle on the landing site in Jinja on the 30th October 2019. The MP should worry about that.

Secondly, a report on the 1st May 2018 stated this: “According to the Ministry of Health Annual Health Sector Performance Report for the financial year 2016/17, Namayingo District, where the Sigulu Islands are situated, was among the districts which showed the most decline in healthcare, scoring below the national average of 66.2 per cent and was ranked 103 out of 116 districts” (Ronald Seebe – ‘Sigulu Island residents struggle to access better health services’ 01.05.2018, Daily Monitor).

Therefore, the supposed part of the Bukooli Island County and the Sigulu Islands has enough trouble as it is. It doesn’t need a new status. That will not configure the situation on the ground. Like there is no emergency ambulance service on the island, also far to the closest health facility, that lacks electricity and equipment, which also happens to be understaffed under the bear-minimum by law. The health care is so bad locally, that the locals are taking costly trips across the border in Kenya to get health care, which is very expensive.

With all this in mind, if the Representative and the Member of Parliament cares about his constituency. He should help the state to deliver better budgets and investments of the basic government services like the schools and the healthcare facilities. That hasn’t been done since he got into office.

He has been able to report about the need for a ferry, which is on the way. But who knows when its officially going. Secondly, he should care more about the substandard level of local government, than the title of the local government. It will not generate more funds, but more substandard living. As the state will not care more directly for Sigulu island, if they become a state. Unless, he just want more MPs from the area.

Also, if Sigulu Island becomes one, wouldn’t the same happen with Lolwa Island, which is the other part of Bukooli Island County. That would make sense, not only make Sigulu, but Lolwa as well. But that would really be something else. As there are only about 215,000 citizens in the district of Namayingo. That means the Sigulu district would be really small and surely, easily for the MP to be an incumbent in.

This here should stop here, but at the rate and the way the government makes new district. It wouldn’t be shocking if this became one. As long as the MP can prove the need and the Parliament the need. However, shouldn’t he be more preoccupied with fixing the issues at hand, instead of creating new ones?

Seemingly, that is what it looks like. Since there is no need for another district in the Republic. It is a waste of funds and this sub-county already need to spend wisely. Since it doesn’t have a good record and need more care from its representative. Not just change something superficial to make it look grand. Peace.

An FDC Leadership Conference in Jinja: Ends with the Calvary causing havoc!

This is not surprising. This is steady business for the Forum for Democratic Change (FDC) as they where scheduled to meet the FDC leaders of Busoga region in Jinja. To hold a FDC Leadership Conference there, as a part of the ACTION2019 campaign. We know that the Police Force is attacking this party directly, as they have done over years.

Today, the Police Force arrested Dr. Kizza Besigye as he was trying to address the public on-air on the Radio Kira. Where they took him out and also switched off the signal of the radio station. This is what the authorities does to the FDC.

Today was filled with running battles between them, while the Police Force used weapons and tear-gas. The public stood behind the FDC. In a manner, that people could admire. As the Police tried to take the car of Besigye and tow it away. However, the supporters actually took it away from the Police.

What the Police succeeding in doing in Jinja, other than hurting innocent civilians, stopping ordinary business order of the town and ensuring the continued hardships of the FDC. They initially stopped Besigye and blocking many of the FDC central leadership from meeting the leaders of Busoga as scheduled today. And hold the FDC Conference as planned ahead of time.

However, to do internal party conference in Uganda shouldn’t be this hard. The FDC cannot even do internal party work without meeting the Police Force or getting arrested.

This shows the intent of the authorities and how they behave. Even the President can start a rally without any forewarning in a round-about in Kampala, while the opposition parties have to beg to meet or even greet the public on local radios. That is evident yet again.

Kagoma By-Election: Grand issues as heavy deployment seems to rig it all for the NRM!

The 11th May are the Polling Day of the Kagoma By-Election in the Jinja District. As there are unsettling reports and also proves that the National Resistance Movement (NRM) cannot win a sincere election. Since they are coming with a presence of mambas, armed police officers and all the gear to intimidate the public. As even during the campaigning, the President Yoweri Museveni said: “I am tired of wars. I want you to vote for pro-NRM members of parliament like our party flag-bearer, Mr Moses Walyomu.” (…) “I don’t want to go back to the bush to fight again. Don’t send me people who will disagree with me in parliament. I fought in 1986 and I am tired.”(Kirunda, Nakato & Katabulawo, 2017).

Arrested day before the ballot:

Sadiq Amin, the National Defense Secretary of the opposition Forum for Democratic Change-FDC party and seven others are in trouble for alleged electoral violence in the Kagoma parliamentary by-elections. The eight were picked up last evening from Buwenge town council ahead of the Kagoma County parliamentary by elections later today. Asuman Mugenyi, the Director of Police Operations, told journalists at Kagoma county headquarters last evening that Amin is wanted for masterminding violence in the just concluded Kamuli municipality MP by elections” (URN, 11.05.2017).

The Police has deployed heavy in the district and in the area. They have even arrested people around the voting stations, on the charges of violence. But there aren’t reports of people at the Hospitals. As there is only FDC leadership who has been detained the day before and know more people being charges. Seems like a day where the Police Force are intimidating the public to vote for the NRM candidate today.

Security has been beefed up in Jinja town as voters in Kagoma County constituency go to the polls to elect a new MP in today’s by-election . Busoga regional police commander Twishimwe Geofrey says the tension between two groups; supporters of Brandon Kintu, an Independent candidate, and Moses Walyomu of the NRM, were high and so far eight people have been arrested in connection to violence” (88 SMART FM, 11.05.2017).

Despite some polling station receiving voting material beyond the required time as well as reported cases of a pre-ticked ballot paper, heavy police deployment, the country’s election prefect maintains that nothing is amiss. According to the schedule, voting was supposed to begin at exactly 7am and close at 4pm” (…) “However not all polling centres kept that time. Some polling stations were also forced to suspend voting for hours after the biometric machines failed to function despite earlier assurance by the chairperson of the Electoral Commission (EC), Justice Simon Byabakama Mugenyi that everything was good to go. According to Mr James Otim, a resident of Budondo sub-county, it emerged that voting some at polling stations started late” (Ladu, Tausi & Okeya, 2017).

Byakika Voting was suspended for nearly two hours at Kiranga-Busoba Polling Station in Butagaya Sub County following the breakdown of election machines. Only 19 people had voted before the thumb-detecting machine stopped working. The station Presiding Officer Paul Kigenyi says the voting temporarily stopped around 8:30am. By 10:30am the E.C team led by one Samuel Kiyingi was still struggling to fix the machine. Voting resumed a few minutes later as voters expressed their anger” (City Beat Magazine, 11.05.2017).

So there been clear malpractice and also intimidation, as the FDC leadership has spent time behind bars, as the Kagoma By-Election was going-on. So if the result doesn’t end with victory for the NRM candidate, I would be shocked. All the cards are stacked against the independents as well as the FDC candidate. This is going on and the government sponsors the fear, in the midst of a by-election in the Jinja District. The clear evidence is already there, that before the tallying, the return forms and the party agents start to take charge over the ballots. This is just beginning of the electoral process, and the issues are here from the get-go. Peace.

Analysis of the Pre-Election Period; as the Parties and Candidates make the preparations before the polls

As we go in the final week before the polls happens on the 18th February as the public and citizens will go to the polls and give their votes. The parties are doing the final preparations and rallies to generate the outcome the want.

This has been three horse race, as the five other candidates has not shined as much as NRM’s President Yoweri Kaguta Museveni, FDC’s Dr. Kizza Besigye and Go-Forward/TDA Amama Mbabazi. Not as Abed Bwanika of the People’s Development Party hasn’t had done a bad campaign; I would say the opposite; but he is not in the league of gentlemen first noticed. Another candidate who has done well considering the beginning is Gen. Benon Buta Biraaro of the Farmers Party has done a decent job and said certain things that have been spot-on. Still, his reach has not come to any level of challenging the big-league. Joseph Mabirizi has become a punchline and not a candidate that justify the time he has spent or the money his campaign used. The only female in the race Maureen Kyalya Wamula has not been great sport, she is smart and wise, but loses the final touch as she speeds away a month in London; when arrives back travers Busoga again. She should instead tried to become a MP from Busoga, then becoming President as it would be fitting by how she did her campaign! Professor Venansius Baryamureeba the independent candidate haven’t made any noticeable progress other than pledges that are out of his league and I personally lost touch of him after the #UGDebate16 as he been in the wind.

So I will not discuss the 5 candidates unless they did something magical. As there been moments, but not many. Just as the media report Museveni and his NRM has “owned” the media, had most space in papers, radios and TV, even with the issues Museveni has had with NTV, Daily Monitor and a rare bunch of local radio channels; Mbabazi comes second most of the time in the report, but either the same as Besigye or not; Besigye been third or second with around 20 %.. So when President Museveni has cried foul it’s been because his make-up hasn’t been perfect while the drones driving over the campaign venue or the headlines in the newspapers he never reads is written in wrong fonts so he can’t find out what it means. As he is watching the pictures and cartoons as that is deep enough for the Mzee!

We can easily see the hurt in NRM, as Go-Forward and Mbabazi is getting crowds without ferrying them, even when they work hard to pay people to shun his rallies, while they people to come to rallies; but never in the same place as the rally, the buses has to go into the villages and give UGX 5k and a t-shirt to get them to show-up at the Mzee venue. While Mbabazi Go-Forward has had massive deflections even major parts of his security detail went to the NRM and Go Forward officials in Teso region have disowned purported defectors, from their camp to the ruling National Resistance Movement-NRM party.  On Tuesday, more than 700 people were paraded before the First lady, Janet Museveni at Soroti State lodge claiming that they had defected from the camp of ex-prime minister. Even in Karamoja Janet Museveni has paid people who supposed to be FDC or Go-Forward to deflect to NRM.

While the NRM front-man was really humiliated in Kayunga Town on the 8th February 2016 as the NRM Poor Youth would not mobilize for him. As he didn’t get the news from Isa Kato that NRM Poor Youth becoming Ugandan Poor Youth Forum on the 6th January and pleading their alliance to Mbabazi. That must hurt Mzee! As his former outfit have distanced themselves from NRM by giving their credentials to Mbabazi; it’s not a good luck when especially his NRM Mobilisers like Mike Ssebalu (Sebalu) didn’t contact the locals in other ways, as also the locals did not want to be ferried to the campaign venue. That must be slap on his face!

Besigye, the People’s President is really having a blast on the campaign trail and his campaign rallies has been massive as he has not gone into the meager display of the NRM, which has to ferry crowds from other parts of the country or villages with their yellow buses or even hire other transport companies to send people to his venues. While Dr. Kizza Besigye get people hyped and walking with swagger before arriving, they washing the roads and making the venues ready, the roads are blocked by crowds in procession to the stadiums and main squares as the people is really ready for change of the guards.

NRM seems exhausted even when dropping millions upon millions to every village, having the NRM Mobilisers and NRM leaders giving money to villagers. NRM continue to give money to bribe people to vote for them, this is the way have to because they have no legitimate ways of political framework as everything seem more to corrupted by the position the leadership of NRM handling it. As the Primaries was a strange nearly fictional event which was marred with malfunctions.

Just as the NRM EC under Dr. Tanga Odoi has been capable of doing some strange things during the party elections; the Electoral Commission have recently hope that the Ugandan citizens and NGOs continue to be ignorant about their actions. As they introduced a new voting slip system that you search on their site to get your place to go to vote, also where to pick-up the slip.

The Electoral Commission have also dropped the voters register who was compiled with deceased people and ghost voters in the size of 20,000 that took the Chairman nearly two weeks before he addressed. Before he addressed it the rumors of trying to leave the country during this week, while being stopped by 7 military vehicles and not able to leave as he has to do a service for the Mzee. Badru M. Kiggundu is soon looking like a Thomas Moore kind of man; as he is a blind Yellow Fellow who has sold his soul to Mzee, while missing the ingredient of the he getting his head chopped for not following the orders the king gives to him.

The NRM people is addressing the public with fear and telling that the world will dismantle into pieces if they don’t go for the NRM. That is an terrifying way of rhetoric and that Mzee even had to address Lukwago in a dismissal and unfavorable way that none deserve, as the old man with the hat should show some respect to other leaders in the country. The Police continue to oppress the FDC and opposition parties.

The Army is deploying more and more people in the streets as pictures of trucks and soldiers to spread fear in Kampala as the legitimacy is gone. The only way people staying loyal to the ruling-party is if they are payed enough or facilitated to the max so the houses and cars paid by the NRM; not on their own original salary.

New Vision 71% 2011 - 2016

New Vision continues writing fictitious polls giving the NRM and Museveni 53 % as servicing the ruling regime until the end. But while we know the Vision Media group and it’s radios and newspapers are owned by Museveni; so they will write in favor of Mzee at any cost, even if it is far from the truth, because they got nothing else.

The interesting last thing I will say my piece on is the second #UGDebate where Museveni actually said he will show up, but he needed to send Justine Kasule Lumumba to facilitate the events in favor of her meal-ticket. As the other parties has no issues about the event, NRM can’t handle that the one person moderate Voice of America own journalist Shaka Ssali from Kabale. They would rather have a UBC journalist or anybody they could pocket to make it beautiful fairytale the NRM want to portray. While Mwenda has said he is not Museveni’s campaign manager and would advise him not to show up and grace the event. That tells more about Mwenda then the debate, as Mwenda is more a closet fan of Museveni now than he will ever admit and seems like he has switches he googles and seen the Resistance Light as he has changed his view 360 from 2008. NRM might attend the event. The rest has promised like last time and will show up. We can be sure about that, they got nothing to lose.

The NRM and Museveni will look even more foolish if they fear Shaka Ssali, then he really is a Donald Trump character as he can’t handle Megyn Kelly of Fox News. There is a picture for you. This is my view of recent; it changes with information and the movement on the ground. This is how I feel, not how mr. Zeke on Kampala Road feels, this is all me. NRM Bus Company Ltd – “Ferrying crowds for the benefit of Party NRM-O”; In Service since 3. November 2015!

The National Resistance Movement Bus Company Limited started its operation on the Presidential Nominations Rally on the 3rd November 2015. The buses was used from the districts and picking up ‘Crime Preventers’ to the Campaign venue. As the successful launch was not without defects as the Company stranded the people in Kampala instead of ferrying them home.

The NRM Bus Company has verified the actual value of their “car-park” as they have 168 buses. Which is being used to serve the company and make sure they deliver people to the campaign venues; the people themselves don’t want to show up without being payed and getting a free ride there. The people who usually doesn’t attend the rallies as the villages and small towns to get to the main venues to see Bebe Cool, Jose Chameleone and the Executive Director of the NRM Bus Company Honorable Yoweri K. Museveni. The one man who has used some of his funds to start the company!

In the November 2015 alone the Bus Company used UGX 140m on the expenses on the company side (Alliance for Campaign, 2015).

Operational Launch of the Company:

On the initial launch of the company for the nomination rally the Company used the NRM Secretariat UGX 45m to have enough funds to get people from Lyantonde and Mubende to Kololo Independence Grounds on the 3rd November 2015. From the Area the Company had promised to send 15 buses, but only 9 showed up; so the Company did not deliver that day to expectation in the area. Buses from Kololo were also using the service of the Company from Kabale to the campaign venue.  

To the Luweero rallies the Buses was pre-occupied to get the people from the villages to the venues on the 9th November 2015. They ferried Crime Preventers that was stranded after the Kololo break-down to the rallies in Luweero.

On the 25th November the rally in Kotido town, where people from the villages had been ferried to; but the Company had also engagements in other parts to secure attendance for the party that owns the Company, though the delivery was sub-par in Kotido as the people we’re stranded as the Company was not prepared to facilitate people home on that occasion.

The Operation on 12th December the Company had a successful business as they used 30 buses from Mbale to Bududa. The ones that took the opportunity that day in Mbale got UGX 5k and free yellow t-shirt.

The Company suffered a big set-back in Mbale at 12th December as the truck-drivers was not fairly compensated or the former pledges of the NRM Company was not being kept. Even when a Government Official in the Region District Commander (RDC) was going to negotiate with the Company men, they still refused.

On the 18th December the Company had a sufficient delivery as the Campaign in Tororo was filled to the brim with no locals and that people from all corners was payed to attend the rallies that day. The people came the day before and Company surely did get people to the event on the 19th of December.

On the 4th January in Kabale towards the main rally at the Kabale Stadium, from all around the villages in the district buses was travelling and giving money to attend the campaign rally. The amount of cost for this rally was expected to cost the company UGX 500m.

They had operations at the 6th January in 2016 to get people from Ntungamo to Rukungiri to make sure that the people arrived safely to the Rukungiri campaign venue. The worst part of the delivery was the village people who had joined and taken part of the services on the 6th January in Kihihi, was stranded at the Kihihi Police Station; so the Bus Company did not live up to expectations.

On the 10th January in Isingiro the Crime Preventers was the one who was attending the Campaing Rally, while the locals walked home, successful in the way the Company got Crime Preventers to the venue, but the locals did not use the service.

In January they had a central in Mbarara while making sure the affiliations and hired extended companies like 11th January the Global Buses to ship people to the Campaign venues. As the 13th January hired another buses to make sure they got people from the districts around the area to get people to Bushenyi.

On the 2nd February the Company fixed trucks and buses to get people to the Sembabule rally of the owning party, but did not facilitate to get people home, as they we’re stranded, the Company was off to other engagements and rallies; was also not ordered to get people back home after the rally.

On the 4th February the Company used it resources and got people as far as Kalangala to be a part of the rally at Masaka. They used rented and owned trucks from the long distance areas to make the full with people.

On the 8th February to be able to have enough people for the rallies that day, the Bus Company had operations in the Busoga Region, giving T-Shirts and UGX 20k and the ride to the campaign venues of the day. As the locals that day would not attend on the rallies there.

On the 10th of February the Company had troubles with the arrangement and buses where in the shop so the service delivery was substandard and therefore the amount of people at rallies in Entebbe as the mechanical problems destroyed the result of the company that day.

On the 11th February the Company had hired Global to be successful again getting people from Mbarara to Kampala to attend the venue graced by the company.

Kampala NRM 12.02.2016

Today (12.02.2016)  in Kampala the NRM Bus Company have been busy with offering ferrying services from Central Parts of city to Kawempe main rally, as the operations drops UGX 5k as the Bus Service was in operations in Kampala.

Basic Part of the Operation of the NRM Bus Company Limited: 

As we see the operations since the beginning has not been perfect, but that is to blame for the mobilisers who has not address the central organizations as Mike Ssebalu as the NRM Campaign Task Manger or Gen. Tukumunde “the money man” who hasn’t fixed the money from the owning party. As the NRM Bus Company is not yet a fully functional enterprise or limited company as it will be after the 19th February. Then the NRM Bus Company Limited will both dissolve and sell the buses, so they can be customized for those who want the buses that have tested the worst roads of the country while driving from village to village. Our main spokesman in Ofwono Opondo who will delegate the issues that you have through the Uganda Media Centre, while Jim Muhwezi and his men in the Ministry of Information and National Guidance, as they take the questions you may have on the NRM.ug as that is in their working title. So the Press if they have issues should either address Hon. Opondo or Hon. Muhwezi. The Executive will just address the bus-matter if the participation is fully in his hand and not set standards by anybody else. If you have issues with procurement or allocations as the party sometimes as owner delivers the payments slow, be assured the Dr. Ruhakana Ruganda will come with the necessary facilitation to make sure the venue and people have the money that they deserve for being a part of the Bus Company, A customer and also a citizen at the same time.
