Uganda Police Force: Guideline for MP’s consulting meeting (18.10.2017)

Possible death-toll up-to three (One Official) after the Calvary caused havoc at a FDC Rally in Rukingiri!

Rukungiri today is a mark, a day where the opposition met the most hostile force of Police in the country. Where the people took the person shot by the Police and went in procession to the Rukungiri Police Station. In total one is officially dead, but there we’re rumored up-to three people died in the skirmishes done by the Police Officers today. One at the stadium and one at the nearest hospital. This should be told as the state enforced violence is now deadly. That the loyal troopers of the IGP Kayihura shoots bullets against civilians who dissent from the state or Presidents view.

This because there was a rally hold by Forum for Democratic Change (FDC), by big leaders like Patrick Amuriat Oboi and Dr. Kizza Besigye, Besigye was even tried assassinated as the shot was hit high up by the back window of the white Van. The same people who tried to hold the rally at Rukungiri Stadium and also reacted with the shooting of one citizens in the rally, the same crowd walked to the house of the police officer who killed the protester. So the public in Rukungiri has acted with peaceful means against the aggressor and the intimidation of the Police. They clearly didn’t win this, even if they killed someone innocent in Rukungiri today. The stadium the FDC party had even paid the Rukungiri Municipal County rent for a 100,000 shillings to use. Still, the Police blocked it and the havoc it created, as the FDC had even written letter about the commitment for Presidential Campaigning for the FDC Party and the rally for Amuriat Oboi. Clearly, this was now deemed illegal by the authorities and therefore, the violence occurred on the premises and in town.

This is not the first time people has died because of the Police Officers defending the ruling regime and the orders of central-government. It is happening again and Besigye gets into trouble, nearly assassinated as he drove through Rukungiri. There we’re continuing lots of bullets and shooting. That just the three reported dead says a lot. It could have been more, as the Police Officers has been rumored told each other to not use all bullets. Since, the public was able to overcome them. So they could enter the barricaded Stadium. Still, the tear-gas and violence stopped the peaceful gathering in the town.

All of this has come as the Police has banned rallies from Members of Parliament having consultation meetings outside their constituencies, even banning joint-rallies as well. Similar to this one, even if the FDC had all things covered before the new police order made on the 16th October. This proves the law are clearly only to follow for FDC and not for NRM. As the NRM can consult and have meetings wherever, without any problems from the law.

We can now see the devilish ways of the authorities, that they have no trouble again to kill. Even try to shoot the car of the leaders. So to silence the FDC totally and their local hero, Besigye. It shows something about the leadership.

This is not acceptable, this proves the draconian dictatorship the republic has, as even a simple rally that was prepared for and had public uprising to show-up got violent and intimidation from the Police. They are not interested giving the opposition party and space. Therefore, the violence and killings had to occur. It is insane, but shows the lacking of accountability of the state and their lack of democratic values. Neither the checks and balances, as the Police brutality is accepted by the Central Leadership, as this is done to silence the citizens. Since the state has no trouble to end a life, if the make the ends for the Presidency to continue.

This is the state of affairs. It is not right, it is wrong. There isn’t anything proven or anything good come out of today. Other than a little prove of people power, but still innocent people died. Who just fought for their cause and for what they saw just. They didn’t show up to die, they showed up for the Constitution and justice. Instead they got legal impunity and police brutality that ended up in death. This injustice should not be accepted, life should be valued, not just the lifestyle and power of the President. He is not only one borrowing time and living in Uganda, there is the 41 millions who deserves justice and not possible injustice, because the orders from above, says so!

Enough, it should be enough! To many lives has been lost. Just so Museveni can rule, the tally should be far to high already. Peace.

Police bans Robert Kyagulyani MP aka Bobi Wine from holding Concerts due to Police Investigations!

A released letter from Police Commander Frank Mwesigwa of Kampala Metropolitan Police to the Balunywa Promotions and their coming concert at the Coline Mukono Hotel reveals that the Police are looking into the speeches and texts of Member of Parliament Robert Kyagulyani aka Bobi Wine, especially this weekend’s statements made during the ‘One Love Beach at Busabala’. The letter sent to Balunywa Promotions is actually dated to tomorrow, the 19th October 2017, but shows the intent of the police.

What is striking is how this appear to happen to the newly elected MP. He is under fire and stumbling even into the rants of the President. Bobi Wine must have strike a nerve and that either with a jackhammer or with Miley Cyrus wrecking ball. Since the Police are so active and ready prepared with the Besigye treatment for the man. Certainly soon, he will see both Nagalama Police Station in Mukono and various other police station in his efforts as a honest politician.

That the Police is banning concert due to police investigations shows how afraid the state is of the man, just like the dozens arrests of Besigye. The same might happen to his companies, sealed off and made in to crime scenes. Do not be alarmed, that is just how the Police are working in the Republic.

Bobi Wine has been sincere and unapologetic in his stance against the NRM and the hostile takeover; therefore, he has become an enemy against the state. Just like others before him and after him. That he stands on the barricades against the Age Limit and for Constitutionalism, while pressuring the agenda on social media and in concerts. Are hurting the dogma and the strength of the resilient Movement.

Clearly, the state do not know how to stop the jackhammer or the wrecking ball in their faces, how to fix the hurt or to pursuit their own justice by good means. They are instead trying to silence Bobi Wine, suspend his operations and not allowing him to Perform as an artist or be a figure of hope in the midst of oppression.

This will not be the final nail in the coffin, but a start of long ride against the justice system for Bobi Wine, he will feel the way Besigye do and will not be left alone. The police will monitor all of his activity and his public appearances. He will not roam freely, but his pursuit by the law, even if he is just buying splash for his kids. Let it be known that he is the prospects of the state, an outlaw; because he stands against the life Presidency and public disregard the President.

This gives the state all the reasons for following and monitor him, by any means. Peace.

My letter to the Bushwhacked Otafiire after he says people disagreeing on the Age Limit can start a new bush-war!

17th October 2017, Oslo

Dear sir,

Your honorable Minister of Justice, Major General Kahinda Otafiire!

I hear some People saying that if the constitution is tampered with, they will go to the bush, those who wish to go to the bush should go but they will never come out from the bush,” Otafiire said. “It is a must. We will amend the constitution.” (Ayebazibwe, 2017).

I don’t know about you Major General Kahinda Otafiire, the Minster of Justice and Constitutional Affairs in the term of 2016-2021. But have you lost your mind? Are you drunk on Royal Vodka? Did your mind stumble on a bit of strong Whiskey?

I have to ask you this, it is insane but are you asking for civil war? Are you asking for insurgency? Do you want militias created to fight the Life Presidency of Museveni? Do you want Uganda to go back to the 1980s and settle the score with AK47 and grenades?

Maj. Gen. Otafiiire are you out of your mind? What part of the whole democratic model and multi-party democracy is to go to the bushes when you disagree?

I am shocked that you sort to this, that you are telling a new generation to exploit the roads to succession by the guns, not by peaceful transition. The lifting of age limit is something most of Ugandan people are against and its proven by the hostile meetings the Members of Parliament have met in different constituencies.

Major General Otafiire is one life and one President more worth than all the 41 millions of citizens. Is the constitution of the Republic so little of worth, that it can be changed to fit one man? So, if someone stands in your way, they have to grab guns and build armed rebellion to defeat the old man. The Republic that was liberated by your rebellion and supposed new start out of dictatorship. Has festered another one and that has lingered. So long that you deem it fit to only be brought down by the same venom that you did in the 1980s.

I don’t know what went through your mind, but will let so many more suffer just for the President? Is it worth to have so many more dying because of his stubborn will and need for power. Are you saying that he is more worth than any other leader or any other law? So that it fits him?

If we don’t feel like it, than we should support armed rebellion and start a militia to bring down the National Resistance Army/Movement (NRA/M), the way it ended the reign of the previous administrations and leaders. All of this brought the to long lasting regime of Museveni. Who has since then stopped anyone else with ambition to take his position and throne.

This sort of amendment and change of law shouldn’t start a civil war. Bullets and guerrilla warfare shouldn’t be the end of the reign of Museveni. He should step down because of advanced age. He shouldn’t force himself anymore as his age and his time in office has already been spent. No need to prolong it. The need for change and give the President the ability to be it for life.

This is not the promises of the NRA, the Musevenism, but his ideology and his political stances has differed over years. Now the only thing that matters is the President.

That is proven when the liberation and rebels are saying, the only way to get rid of us is using guns and going to civil war against us. There is no legal argument, there is no justice, only blind loyalty to the old man. This is insane and shows your lack of heart and political will Mr. Otafiire. Since the only way out is guerrilla warfare. So you will send the grandson of the rebellion and the army of the government to fight the righteous and impoverished youth to fight the NRA/M and UPDF out of control.

Instead of being the ones ushering hope and freedom, giving way to poverty and making sure the citizens are educated and ready for the future. The NRM are preparing for life presidency, Museveni and nothing else.

Maj. Gen. Otafiire, along the way, you lost what you fought for or you became a sycophant who is only loyal to Museveni and has not ethical backbone to speak off. At least not worth mentioning.

I can preach of civil disobedience and defiance, defy the system and create public display of peaceful demonstrations and boycott. That I can support and believe if it is done strongly enough and long enough it can bring down the most power institutions and longest serving Presidents. That was done through persistence pressure and blockade of government functions until the system malfunctions and the security forces has to give-up natural support of their leader. That is just the other way of bringing down a regime, other than through a credible, free and fair election. This is what the Republic and Youth should do in defiance of the NRM.

But the NRM wants militias that they can terminate with the support and the equipment given by the United States, to beat and assassinate the people who are standing against the President and his Movement. It is crazy of you… to wish this fate on your youth, as the only way out of the life presidency!

You need to stop drinking, your get of the Krest Lemon diet or whatever your putting feeding the skull of yours. You are bushwhacked and it is now proven. We see now why you lost both the NRM Primary and in the General Election and only got into parliament, by old scores of brownie points with President. So it is not like you have anyone else who loves or will care for you, not even the constituents where you reside and comes from. That must hurt. Peace.

Best Regards your bushwhacked Minister!

Police Orders to limit MPs to only have Age Limit Consultation Meetings in their own Constituency!

The Police Force in Uganda issued an Internal Notice to all their Regional Police Commanders, District Police Commanders and all of the Police Stations on the Consultations Meetings done by Members of Parliament. This Notice is clearly stating on the 16th October 2017, IMM – OPS/885, time: 1134. This really put the provisions and the orders of the Police Force.

The Notice to all the officers of the land says:

During the Consultative Meetings Ensure the following ;-(.)

1. MPs should strictly consult in their Constituency Only (.)

2. Those MPs Moving or Intending to Move in Order to Support Counterparts or Consult Outside their Constituences must be stopped (R) Must be Stopped (.)” (Uganda Police Message – FM: GENPOL, 16.10.2017).

This here proves the ability of the Inspector General of Police Kale Kayihura and his brigades of Police Officers to be involved in Political Affairs. This is not the first time the Police are interfering in the politics. Not the last either as they are oppressing the freedom of speech and the scope of liberty the people have. That even the Representative of the National Assembly will be limited in their possible consultation meetings. Meaning if Robert Kyagulanyi aka Bobi Wine are having meetings outside of Kyadondo East, he might meet the power of the law. If he travels to have meeting in Jinja, Mbale or Fort Portal.

That the Police are interfering are really showing how little the freedom the President wants to give his own citizens. President Yoweri Kaguta Museveni has surely ordered this from above to make sure there wont be any sort fuzz about meetings or consultations between MPs. They are all bound by orders and by the notice of highest rank. That is why the Police can do as they please.

The Police are now showing how loyal they are for the National Resistance Movement (NRM), since IGP Kayihura are really showing loyalty to Museveni. This is now bound to stop campaigning of other MPs in the Constituency. President Museveni clearly has gotten them to be as him, either be by his side or become his enemies. Since the MPs are supposed to work for his cause.

This is not surprising. It is with the M.O. of the NRM to suppress other voices than their own. President Museveni is acting as normal. To stop the radio campaign of Besigye and all the opposition parties trying to campaign against him. The NRM are just using their power to silence the MPs as well. MPs who are elected officials and they cannot by order cross into other districts. This is to control the speeches, the campaigns and the consultation. So the majority of the NRM MPs can speak in their constituency, but not speak outside.

Total control as always. Peace.

Age Limit: Uganda Police has charged Daily Monitor and Red Pepper articles as “Offensive Communication” (16.10.2017)

Opinion: [Mission Impossible] Museveni says he needs more time accomplish his mission, what? 31 years is not enough!

President Yoweri Kaguta Museveni who started his walk as a President in 1986. The mantra of the revolutionary war for justice, freedom and liberation from the old dark past. Has now gone back in time and full circle, as the man who supposedly liberate the Republic, needs more time to linger in power. This from the man who confessed early in his reign that African leaders has a hard time to step down and apparently, he is one of them. If this was a comedy skit, it would have been hilarious, sincerely it is not and it has become the bleak reality. So without further ado, let the mastermind who needs more time express his opinion.

“President Museveni has reportedly said he has a “mission to accomplish” and this is why he wants parliament to scrap age limits in the constitution for elderly presidential candidates like him” (…) “He told us that his revolutionary struggle is not a mere struggle but a mission that has to be accomplished and therefore cannot be locked out by mere technicalities,” an MP who attended one of the State House meetings told The Observer on Friday” (Kaaya, 2017).

I know I called him the Grand Wizard of Uganda last week; I have nicknamed him Don Museveni for his godfather like persona and use of security forces to enforce his rule. Therefore, the President is now trying to go Ethan Hunt on Uganda. He is trying to go Mission Impossible; he has had now over 30 years to accomplish his mission.

If the liberation war of 1980s was supposed to be successful, it should be so by now. He has had decades upon decades to finish whatever he started. At this point, he cannot blame anyone, but his own lazy ass for the state of affairs. It is his system; the relics of the past have been amended and regulated in his system, by either his effort or his policies is the reason for the state it is in. To say anything is to be blind and unforgivingly stupid. If not righteously ignorant like Mwenda and Opondo. They are all praising the man, while schools are rotting and opportunities for work for the growing numbers of youth is at a record breaking low.

I don’t know if it is propaganda blindness or useful tools of oppression that keeps the National Resistance Movement pumping, if not the levels of cronyism and depleted government structures is enough. That is why they are all waiting on orders from above or waiting for a handshake to do business. It is all in the mercy of the State House, not through procedures or protocol. The lacking nostalgia and resemblance of how it could is evident. As the misuse of statistics and history by the NRM are clearly tearing down the reality of the system. Since they are trying to forge growth and wealth structures, but the people day-to-day is not seeing or feeling that.

I am having a hard time understanding his vision or even his mission now. Since, the 10 Point Program is a long forgotten project, the Uganda National Development Plan II is a giant plan, but more a prospect of getting donors to sponsor development projects, than actually trying to build a stronger and resilient state. The functions and misuse of the state are beyond me, and the ones who believes in proper governance and tools of safety use of state reserves. Nevertheless, the reality is that revolution of 1986 is dead and it died long time ago. It is so dead that the skulls of Luweero triangle are soon as cinematic as the skeletons in the Pirates of the Caribbean. They are soon marching as ghost warriors towards the barracks of Kampala, the Makindye Military Court and all of the Security forces bases in and around Kampala to avenge their misery. Since all of them lost their lives for nothing, but for man’s lies and deception.

Time is not something that Museveni has; Time is not something that should not be given to Museveni. He has already taken his time and misused it. Like he has a mission to accomplish. What mission? To end civilization as we know it. What else is there for him to accomplish? Unless, it is to rape the Constitution a bit more, make more draconian laws and empty the treasure chest a bit more and hope for Gods mercy for his endless theft. Not only stealing today, but also taking away the future of the youth of the Republic. Just because, and that just because. Because he can and he will. There is not anything poetic about it. It is just because. It is because it is Museveni. Nothing else. None.

It is time to call out the ghostbusters, the Ethan Hunt and all the mysterious heroes, build a splendid force and reveal all the nasty of the NRM.

Need time to finish his mission, that is Mission Impossible, he will never finish. If so, he would have finished long time ago. Peace.
