Opinion: Gen. Tumukunde should explain his role in that fatal trip to South Korea [the final trip of Gen. Aronda Nyakairima]

During a transit from South Korea back to Uganda passing through Dubai (United Arab Emirates) General Aronda Nyakairima, who has served several high ranking positions both in the army and in the cabinet until his demise. There been speculation in his fatality as he travelled from Asia and home. He died on the 12th September 2015. This happen while General Henry Tumukunde travelled in advance to South Korea and hasn’t since then explained his participation in the events happening before death of Gen. Aronda. This is what we need to know. Especially since his suddenly aspiring for the Presidency.

Gen. Aronda death was supposed to be investigated by Dr Crispus Kiyonga, however, other than the statement of a “heart attack”. There been no explanation and no documents from the investigation, he supposed to release and deliver answers to the public. That is why, when someone is connected and loyal to the cause like Gen. Aronda and Gen. Tumukunde is together abroad and one of them fall ill. Not only fall ill, but actually dies. Than, there is a need for answers. Now it been years. Even 4 years since the NRM Poor Youths asked for answers from Tumukunde. Which he haven’t answered either.

That is why things opens for speculations. There is even speculations of a intoxicated juice with juice served to Gen. Aronda by Mr. Chemical and in accordance with Muhoozi and Tumukunde. However, that is all speculation and not verified, as no one has taken responsibility, neither has any investigation delivered any specific results.

What is making it weird for me, the whole thing is that Gen. Aronda a man who didn’t smoke or drink. Because, usually these things tend to make someone have a heart attack. However, he didn’t do that. Ofwono Opondo claimed before the investigation finished died of a heart attack and he only became 57 years old.

That is why we need answers. Until things are verified, the reports and the conditions are up in the open. If it was toxins, if it was poison and who was involved. The reasons for questioning are even there. The reasons to ask is very simple, if this can happen to a high ranking general, what could happen to a stubborn commoner then?

We needs answers for what happen to Gen. Aronda. If there was some foul play involved and if it was Muhoozi doing it or even Tumukunde doing it. We need to know if Mr. Chemical and other players was involved too. Or if that is fabricated, as there are no written affidavit or statement, which are stated as evidence. Therefore, if Tumukunde is sincere in his campaign. He should answer for the trip to South Korea and what he did there. Unless, he got some skeletons to hide and that is why his been silent like a lamb. Peace.

Opinion: Is ‘Project Muhoozi’ resurfacing?

I beg to question, what is so special about Maj. Gen. Muhoozi Kainerugaba? What is so unique and such leadership skills he has that should make Youths and Ugandan citizens interested in this man? There are dozens of younger leaders within the Republic, which has more swagger, more profound qualities of leadership and has a positive public standing. None of the above is key features with this man.

The only thing and the only reason this is a piece and the reason why I write this. Because suddenly the Sunday Vision has a main story, that the Youths wants this man. I have a hard time believing it. At this point if it was Robert Kyagulanyi aka Bobi Wine or even of the other renegade Members of Parliament. Has bigger standing in the public, than the son of the current President Yoweri Kaguta Museveni. That Muhoozi is famous and known, is not strange, he is part of the leadership and is a Presidential Advisor. He is also a former leader of the Special Forces Command. Therefore, he has been in key roles on occasions and also gotten military training and teachings in specialized school in the United States. So it is not like he has no skills, but being a profound leader of the Republic. He is not and has no entitlement to be.

Even if the President of current believes so and trying to make it seem so. But that is only in his delusional mind. The makeshift of trying to forge a scheme to prepare next elections for Maj. Gen. Muhoozi Kainerugaba is insane, but also shows the lack of understanding of certain key elements that are lingering in the public. The people are already tired of the father and his rule, why would they trust the son to be better or be less of crook in charge? It’s true they are two different persons and theoretically be totally different. However, he has been within the reach of power all his life, seen how his father has maneuvered and acted. Without a doubt, the son will do the same as father. Treat the Republic as he playground and crush the ones who stands in his way. He has already on few occasions proven the quality of SFC and used it even to exile the Rwenzururu King to the Baganda.

Therefore, I doubt people want a man like this, the only reason for his rise and his position, is not for his brilliance, not for his street-smarts or his public persona. Do he really have one worth considering? Even certain NRM historicals has more of a public standing and deeper roots in society, than the son of Yoweri. Let’s be clear. The youths who made this show, we’re most likely paid for it and their gear was made by the Museveni family themselves. To try to make it look like there are people who wants him.

The only time Muhoozi mattered a lot was back in 2013, when Gen. David Sejusa or Tinyefuza who dropped a few dossiers too Red Pepper and Daily Monitor, which initially was closed and suspended by authorities within May 2013. Part of the Second Letter from the General was this, which is striking in itself: “Of course it takes the lead off the can and its not only bad for the boy but actually dangerous to that ambition. Thats the truth. But of course its like the “tower of babel” you wonder if they they understand even what they are saying.( A distinction should be made between Muhozi the man and Muhozi the UPDF officer. I personally would never for even a second discuss the affairs of that young man as a person, for it would be wrong and unacceptable. But then once you make him a general in the army, he ceases to be a private person in that regard and must pass certain scrutiny. )” (General David Sejusa, May 2013).

So if you have forgotten the whole thing, this is even as revealing of the long-term plan of it all: “The government’s anger was prompted by a story in the paper said to reveal details of a plan by senior officials to assassinate rivals opposed to a scheme by President Yoweri Museveni to arrange for his son to succeed him in office. By exposing deep rifts within the ruling establishment, the paper has shaken Uganda’s political establishment to the core. The Monitor quoted extensively from a letter by a senior intelligence officer, General David Sejusa, calling for an investigation into claims that the government is planning to target opponents of the so-called “Muhoozi Project,” an alleged plan to pave the way for 39-year-old Brigadier Kainerugaba Muhoozi (pictured left), commander of an elite army unit, to take over the presidency. The state-owned Uganda Communications Commission (which controls licensing) warned radio stations that they would be shut down for airing the story of Gen. Sejusa’s letter” (Batanda, 2013).

Now in the 2017, the state and agencies are clearly preparing something again. Since they even uses their Newspaper to prop up the son. The son whose supposed to have no ambition and not wanting to become President(he said that earlier this year, not that anyone believed the man). Now, there are Youth prepared for seeing him in. It just happens as the lifting of the age limit is prepared for his father. Just so perfectly and the timing so striking.

That the Muhoozi Project surfaces like an old fish. The old fish is now stinking up the place with the family succession, to a man with no merit or finesse in public. There isn’t anything that could be said about Muhoozi that gives way to say, he should be our next leader. Other than he is the son of previous one. Like that is good fix, just look at the Democratic Republic of Congo and Joseph Kabila. He is such a lovely fellow and statesmen, who has no trouble killing and creating insurgency to stay in power. Not like we need another country with that issue, just because Muhoozi is following the bloodline of Museveni.

I would not be surprised if the 2013 Project came to life and lit up the place. Put some petrol into the steamy age-limit debates and just proves the entitlement of the Museveni-Clan. Since he own the removal of the Age Limit from the Constitution. Clearly, he doesn’t give a fig about how people sees him or his rule anymore. He just wants to rule and if that meaning to secure his family set, when he is left. Then be it. But Muhoozi is a non-character and nobody who seems like a candidate for leadership. He is just there because of his father. There aren’t anything of his persona that says, well, he could be “good one” even. He just have too, since he is already there.

All of that is nonsense and I had to bring up the May 2013 drama around Red Pepper, Daily Monitor and Gen. Sejusa, because it was said to be “Project Museveni” by the government back-then. Clearly, they we’re lying. But that is not so weird too. It is not strange that Museveni wants his son to someday take his place, but that doesn’t mean he has a right to do so. There are enough men and woman who has more public standing, natural leaders or even has the public persona that can be trusted compared to him.

With time there will not be less of leaders and people who could contest for the role, enough people with leadership experience and public standing to take the place of Museveni. There are so many who could and who deserves to try. The Project Muhoozi is back in full steam, by the demands of the old man, not because the people really want him. It is just propaganda by the state who wants people to believe so. Peace.

Maj. Gen. Muhoozi, says “he has no ambition for Presidency”, but the meteorically rise seems like ploy to usher him in!

No, I do not have the ambition to be President. I am very happy being in the military and that is where I intend to stay for some time,” Maj Gen Muhoozi said (NBS TV Uganda, 31.01.2017).

Major. General Muhoozi Kainerubaga spoke out in an interview yesterday, not that it out of water now that he has gone through the ranks in the military, had years of specialized training in the United States and we’re running the Special Forces Command or the Flying Squad. That he is the son of the President Yoweri Kaguta Museveni, do show that family matters and the reason for the meteorically rise. Maj. Gen. Kainerubaga can claim otherwise, but deep in his heart he knows that is the reason.

Muhoozi Kainrubaga has been a project in the making, that when revealed documentation from Gen. David Sejusa aka Tinyefuza who leaked it to the Daily Monitor. “Gen. Sejusa has kicked up a storm after the Daily Monitor last week published a letter he wrote to the director of the Internal Security Organisation, asking that he investigates claims of plots to assassinate top government officials opposed to the “Muhoozi Project”” (Splash Radio, 13.05.2013). So the questionable rise to power and to become a Senior Presidential Advisor after years inside the army. Therefore, the letter didn’t just stir troubles for Gen. Sejusa, but also closed the Daily Monitor after the release of the letter. Like the Government and Army didn’t like the release of this information.

So if the army and government didn’t like this internal plan come into the public. Than, why was their an issue with the closure of a newspaper and the leadership? One of who is today the Presidential Spokesperson Don Wanyama, who know is crony instead of an opposition voice inside the Monitor journalist.

In 2016 to the Observer he said:

As you heard, I don’t have the ambition to be president. I am very happy being in the military and that is where I intend to stay for some time. It [Muhoozi Project] doesn’t exist, non-existent – that is a red herring. You have never heard of a message where I promote myself, it is always from the promotions board. That is the process in the military” (David Muhumuza – The Observer, 25.05.2016).

So that the Maj. Gen. Muhoozi could easily now be the giant plan the President has in the making, as the years goes and his age sinks in, he needs somebody to carry the torch. Still, the Ugandan Republic isn’t a family company or LLC. Even if the President acts of the state funds and Bank of Uganda is his coffers.

That their has been less of questionable reporting of the acts of the Flying Squad or the Special Force Command as they have violently oppressed people, can be understood that the Maj. Gen. Muhoozi has even had a close relationship and it could be romantic with Journalist Sheila Nduhukire, who has traveled with the general to Somalia and other UPDF missions with him. So the comforting news instead of questing the UPDF and rise to power, haven’t really been there.

Therefore, the son of the President except for the dossier released by Gen. Sejusa has skated by and enjoyed the rise. While other in his generation haven’t gotten to his place or had the possibilities. They have all been left behind or is still in lower level in the army. If it wasn’t for being groomed and made ready for bigger stage. The army is also so he should be rougher and experienced in battle, as the father was a bush-warrior and general. The father wants the same for his son and therefore the Special Force Command was to check if he could do operations and could carry out assaults on the ones who needed to be silenced.

However, he continues to play the role of I have “no plan” and doesn’t want to be President. Still, the rise to power and the senior adviser role is made for him to be the next in line. Gen. Muhoozi, the Presidents son certainly has the initial hope to keep the torch lit. Still, this is not family business, even if the President acts like it is.

President Museveni as all fathers wants the best for his family and sons. That means that Gen. Muhoozi has gotten special treatment and own parts of the army to lead. Therefore, he went from Special Force Command into the Senior Adviser role, proves that the father wants him to learn the political game too. So that he knows the guns and commando operations. Now he will learn to venture into politics.

So this is yet another step into the reigns and the control of the National Resistance Movement, as the father and son plans away to make it natural change. How it will happen, but surely Gen. Muhoozi has no plans to dwindle into a village and be a farmer, just like the father has no plans to run one of his farms. As the NRM Regime plans to subtly subdue and suddenly over night change from Museveni to Muhoozi. Like we didn’t know and forgotten the dossier in 2013.

The Presidency in Uganda isn’t a family matter, even if the current President thinks so. He can even switch the constitution and amend it. So that Muhoozi by law has the rights, soon the President might do as they have worked for long change the age-limit. Museveni has no legitimacy and would use all tricks to stay in power. Therefore, using his son as sideshow could possibly be a sort of play of the old man. Still, he would also see that Muhoozi takes over for him when he is done.

We can just wait and see, if like the first lady becoming a minister in the cabinet, the son could soon in the next shuffle in Parliament become a Minister for Defense, so that he follows the family line. Museveni was a Minister for Defense, before becoming a rebel and going against the then Obote government. Peace.

Opinion: Fake Conspiracy to clear the gates for Muhoozi and oppress the Opposition to interconnected the supposed plot to ‘overthrow’ the NRM regime…

In the midst of the fire and the oppression, men can wonder why the oppressive state continues to forge stories, charges and reasons for detaining. They can wonder why the government continues to claim conspiracy against the up-high and coup d’état against the sitting president, as they once back in the day took to the gun and overthrew an ‘illegitimate regime’ of the day.

The National Resistance Movement are right now in a ghost hunt, claiming DP connected man in Gulu, Makindye barracks was shut-up by one soldier who wouldn’t accept to be detained, Lira barracks have solders and colonels been detained by the government forces. Even CDF Gen. Katumba Wamala reported detained at Makindye and Col. Dan Opit Odwee been detained after Gulu Barracks attack. Together with so many other soldiers and such who has been picked up in their own home and not made report of since departed with security forces from their homes or work.

This together with the pick-up of Forum for Democratic Change men like Hon. Michael Kabaziguka who have been tortured and detained at SIU Kireka, also other men have been taken for question and been asked for in the conspiracy. While innocent police men and others have been killed in the attacks of Lira, Gulu and Makindye, like flies with no names. Like they don’t matter in the grand scheme of things, as they are useful pawns on the chess set, to set the center stage for the grand conspiracy that are made up by the state for ‘attacking’ and planned ‘coup d’état’ against the Presidency.

It’s all like a wind, it is there, but no visible, you believe it exist, and can feel it now and then, but it is not something that is static and visible to the naked eye. The wind just touches the ones that are literally within the wind-fall, but for the ones who is not there it is just hearsay. So with this in mind, the UPDF and UPF are creating a ghost, a conspiracy that doesn’t exist and at the time, use feasible means to oppress the ones that are not loyal to the “above high”.

As the named up rebel forces, acronyms of so-called rebels will pop-up like staged theatrics from the Government, as they comes when needed and gone as quick as they surfaced on the ground. The ability of the army and security forces continues to spin the stories and tales, as the validity of the norm. This is happening as they trying to combine the wished rebellion in the army connected with the handpicked victim of Hon. Kabaziguka and the ‘treason charged’ former FDC Presidential Candidate Dr. Kizza Besigye, while he lingers waiting trials for all kind of charges all over Uganda.

The ones that swallows all of this as sudden wildfires and approaches of misdeeds, does not see the ripple effect of both clearing the army of men that are not loyal to cadre-line of the President and the wished escalating career of his son. Former Brig. Muhoozi, whom in the end also swallowed the loyalty of former Gen. David Sejusa. This is all connected as the Police Force and the Army is all fitted together with central leadership of the President and his cabinet, therefore they still need representatives in Parliament from the UPDF. Because militarism is far from dead, as the guns are close to the heart of the president.

That the NRM Regime are right after the General Election going after the ones that supposed not loyal to the Party line and not offering their vote of confidence to the regime, are the ones that are supposed to be detained and taking down the men who doesn’t follow blindly the leadership of the day. This is like the shooter of Makindye Barracks Sergeant Isaac Obua who killed people at the barracks. The ones of Gulu barracks came more in systematic operations and have not really been displayed or called out in public as the men behind it, as they are surely offered some token to create a conspiracy and connect a DP Colonel Odwee to a plot to overthrow the regime. We have no certainty why the Government all of a sudden detained Col. Kibet in Lira and the backdrop behind doing so. And this happens in sort of two weeks all over; therefore there are questionable reasons for doing so. Just like a summer clean-up behind the ranks to fit the ‘Muhoozi project’ or fix more loyal men towards Mzee, as the election and activity from the UPDF didn’t live up to expectations for the President. He wanted a harder force and oppressive behavior and had to both pick ex-M23 men and also hire SPLA from South Sudan to have enough men in the streets around the General Election 2016.

This is just happening while FDC Youth Activist and others who have campaigned with the party have been taken from their homes (Kidnapped) without charges and detained, as the clear fictive oppressive behavior continues with the same speed, as the government tries to silence the opposition and really “crash the opposition” as Mzee stated during the campaign trail during 2015/2016. Just as the FDC General Secretary of Lubaga Division Prince Kahemba Babi who have been detained and kidnapped since before 12th June of 2016 and still not surfaced or any token from the authorities, this happens as the oppression and detain also soldiers and leaders of the army.

So the authorities are cracking down on FDC, like they have done with steady speed since February. Now they are also going after the Army, like they are clearing the shop for the son of Mzee. That is not a surprise, it’s more like a necessity from him as this is the time to do so, as he is already weaken, his legitimacy is not there, as he wasn’t really invited or met by local dignitaries in Germany, proven the signal between Western Countries towards the former new-breed leadership sponsored through Bill Clinton in the 1990s. Therefore the established approached now is to make ready for Muhoozi to control more of the army and not only ‘the Flying-Squad’ or Special Force Command.

So there are many questions and even wonders behind the recent attacks on the Makindye, Gulu and Lira Barracks around the country, while there been violence in other areas like the Kasese and Rwenzori Sub-Region. These been where the UPF have used any kind of reasoning for the killings and taking down Royal Guards of the Rwenzururu Kingdom. But that is not looked really into, as the government sent army men and blasted down as many as possible, both in villages and also around the Palace. Though IGP Kayihura want another story as he want to clean his hands from the blood, as he doesn’t want and see that ‘the Flying Squad’ also went in to renegade against the people and their cultural leader.

So there to many questions and unsolved stories, while the conspiracies and the state affairs are still by all means oppressive and adherent not creating security, but clashing against their own citizens instead of securing their neighborhood. The Police, Army and Security Forces are targeting the opposition and the men of the army who might not be connected directly to Mzee, while the ‘Muhoozi project’ fumes on as he was recently promoted Major General. These kinds of actions cannot happen and not be interconnected, only the blind, cannot see the connection between the promotion, the cleaning in the barracks and the conspiracy that is made-up between the FDC leadership and the UPDF men that are detained in army and the Opposition party. “The Rwenzururu king, Charles Wesley Mumbere today handed over three AK47 rifles to the army. The guns, which belong to the UPDF soldiers guarding Mumbere’s palace, had been taken from from the palace armoury during a scuffle between the Omusinga’s royal guards and his UPDF guards. According to the king, the guns were used by the royal guards to defend the palace after a UPDF soldier who was guarding the palace shot and killed a royal guard after a scuffle.  The army has temporarily withdrawn from the palace as talks between the kingdom and Security agencies continue.  Mumbere has also asked the police chief Gen. Kale Kayihura to immediately withdraw crime preventers for peace to prevail” (NTV Uganda, 2016).

Fellow Ugandans,
Following Kiggundu’s fraudulent declaration of Museveni as winner of the 2016 Presidential elections, Uganda will never be the same again. The winner of the election was FDC’s Dr. Kizza Besigye. He is Uganda’s president elect. Museveni knows it too. That is why he has tried all he can to keep him under house arrest and to turn the streets into barracks, in order to intimidate the winners by creating a war like situation in some villages, towns and Kampala.

You have been asking “what next?”. You are right. Some of you think that the leadership is doing nothing about this situation. This is not correct. A lot is being done and the purpose of this communication is to let you know what is being done so that you can also find your own role to play in these developments. This is what is being done:

1. We are engaging our friends in neighboring countries of the East African Community, Africa in general, our friends in Europe, the United States, Asia and the Arab world to share with them the steps we are taking in protecting our victory and the presidency of Dr. Kizza Besigye, and to seek their support moral and diplomatic support. We have made good progress.

2. We are continuously assessing the capacity and deployment detail of Museveni’s security apparatus and working with our friends in the security establishment we have a sound idea of the capabilities on a half-day basis. We can confirm that Museveni’s security apparatus is in disarray, their morale is low, and units have been shuffled several times due to suspicion. You must have known that the Police and Army voted overwhelmingly for Dr. Besigye. The Special Forces Command which we had believed to be totally under Museveni’s control through his son Muhoozi, is no longer as homogeneously loyal. There is still some work to do there, especially since the SFC structure rests on Hima and Rwandan ethnicity. We know for a fact that there are already problems between the two groups.

3. We have also finalized mapping out the country into liberated zones where the bulk of the activities will be planned and piloted before rolling out countrywide. We have established control centers in all districts of Uganda. The responsibility of these centers is to develop the organizational infrastructure to service the new government headed by Dr. Besigye, which will be formally unveiled in May 2016 as the constitution stipulates. Arrangements for the swearing in of H.E. Col (rtd) Dr. Kizza Besigye have been finalized.

4. All efforts of our struggle at this stage are geared towards making it impossible for Museveni to fraudulently be sworn in as President in May. This we shall achieve, through your support and sacrifices.

5. We are finalizing negotiations with land lords in urban centers, market owners and managers not to collect rent from tenants for one month after we have established our authority. Landlords who will violate this one-month free accommodation agreement will be penalized accordingly. A one-month tax and licence holiday will be applied to Boda-Bodas, Taxi and Bus operators, traders and market vendors. We have completed negotiations with transporters to reciprocate by reducing transport fares for one month.

6. For university students, after we have established our authority,we will grant a fees-demand break for 30 days and a student who will have paid at least 50% of fees shall be allowed to sit for their examinations at any stage.

7. As incentive, once we have established our full authority, with your active participation, we shall reduce the cost of petrol, diesel and paraffin by 300 shillings a litre. This is also our way of appreciating the people of Uganda for the support they will have extended to the forces of change but also to compensate the losses that are going to be suffered in the coming days as we struggle, through peaceful means of civic nature, to establish the civilian authority led by Dr. Besigye.

8. Other such incentives are being considered for importers of essential commodities and other for other trades. We have also finalized negotiations with foodstuff and meat providers to reduce the prices for one month. For some of you are old enough to recall, (if you are not, ask who was old enough then); lowering of prices was done voluntarily in all sectors after the fall of Idi Amin in 1979 in the short period (68 days) of Yusuf Lule’s leadership which was rudely interrupted by the same forces that are tormenting Uganda today. So this is a practical revolutionary step we are undertaking.

9. Your responsibility is to be vigilant, cautious, and all the time active and united as forces of change. Be on the lookout for Museveni spies and zealous sympathizers who try to stand in our way and justly but decisively deal with them, on case by case basis.

10. In this difficult period, save all the money you can. Don’t be extravagant. Don’t frequent public places of entertainment unless it is absolutely necessary. Practice walking long distances on foot. Practice staying hungry even when you have some money to buy your lunch. Stock up on food and vital medicines that can last several weeks. Obtain a solar phone charger and affordable solar lights. As much as possible, don’t move at night unless it is absolutely necessary.

11. Don’t respond to invitation to meetings unless you have cross checked thoroughly and made sure that the invitation is genuine. Establish neighborhood security cells to protect yourselves from the so called crime preventers and other lawless regime functionaries. Don’t let anyone of you get arrested without a charge is spelled out by the arresting (police) officer. If any of you is arrested, inform the relevant persons immediately and ensure that if they have families, provide for their welfare, however small. Never abandon your colleagues in the struggle and their families.

12. This is the order you have been waiting for. You know the objective. Museveni must not swear in fraudulently in May, regardless of what the Supreme Court says. You know the time frame. You know who Uganda’s new president is. Your job is to make it happen. Methods will vary from place to place. This is not Besigye’s struggle. It is your own struggle. It is your vote that they tried to steal. You want your country back. You want a better life. You want to stop the corrupt and the arrogant from dominating you. You want to live in a democratic society that respects human rights. The ball is entirely in your court. Just do the right thing.

13. To protect our victory and to execute the mandate that was given to us by the people of Uganda, we are committed to pursuing peaceful alternatives. We sincerely hope that armed struggle won’t be necessary at this stage. However, should circumstances demand, we shall act decisively.

Military Police detain Gen. Sejusa today at Makindye Military Barracks; With a Message from Gen. Sejusa in captivity

Today the Police and the Army went into fully fledge attack on a tried to retire army general in his home. First the Military Police jumped over the walls into his home and surrounded his home in Naguru near Kololo in Kampala.

Gen. David Sejusa aka Tinyefuza is hours later taken by the Military Police to Makindye Barracks. He was taken in a convoy of ten cars and driven away from his home to the barracks.

This here proves the level of insecurities the government is working under, or is it trying to hide from the fact the proof of the stop-over in Kigali of the Ethiopian Airline Plane that was supposed to travel directly from South Africa to Entebbe? It is not hard to see why this news will shut it down, though we know Museveni has a grudge towards Gen. Sejusa for a while since he will not stay in the fold and be loyal to him. This will shut down his messages and talks with Free Uganda and Uganda Youth Platform as he has done in the recent years. Therefore he will stay silent while being detain in the Makindye Military Prison.

The Corruption story of Muhwezi and Mukula amd the NRM:

Many Ugandans were happy to see Muhwezi and Mukula, members of the so-called “mafia”, arrested for corrupt activities” (…)”oo Much or Inefficient Corruption. Kategaya and Musa Ecweru, Minister of State for Relief and Disaster Preparedness, told P/E Chief the core issue was that Muhwezi, Mukula, and Kamugisha took more money than they had been authorized and failed to account for it. Muhwezi had been found “not politically responsible” in a Cabinet white paper follow-up on the Global Fund Investigation report in March. According to the Kategaya and Ecweru, the debate within the Cabinet over Muhwezi’s fate was heated, but that ultimately a majority of ministers rallied behind Muhwezi because they themselves could be implicated for corrupt activities. The President accepted the Cabinet recommendation, but still wanted to find a way to “clip Muhwezi’s wings.” The President decided that the use of the immunization fund for personal gain would provide a strong case against Muhwezi” (…)”Succession Politics. Another possibility, and not excluded by other theories, was that the arrests were an attempt by President Museveni to remove potential successors. This includes both Jim Muhwezi and First Lady Janet Museveni. Both have presidential ambitions and both profited beyond Museveni’s expectations from the embezzlement. Muhwezi’s financial independence, alleged ties to the Forum for Democratic Change’s Kizza Besigye, and the perception that he was advancing his own political ambitions rather than the ruling party’s could have contributed to the decision to arrest him at this time. Ugandan Boarder Tension:

“Museveni and his Congolese counterpart Joseph Kabila met in Tanzania to discuss border issues after Congolese military units moved a border demarcation four kilometers into an agreed-upon no-man’s zone on the Ugandan border” (…)”Lt. Gen. David Tinyefuza, Museveni’s security czar, reported to Museveni that Congolese units allegedly erected a border crossing four kilometers on the Ugandan side of the border. However, a team of security officials led by Deputy Director of the External Security Service Emmy Allio, who is from West Nile, determined that the Congolese had not moved the demarcation posts into Uganda, only into the agreed-upon no-man’s zone. In his report to President Museveni and the Minister of Security Amama Mbabazi, Allio argued that the GOU should not “make a big deal” out of the incident. He found that the powerful Governor of Ituri ordered the move, with backing from some elements in Kinshasa, but that Kabila was likely unaware” (WikiLeaks, 21.05.2008).

”According to a joint statement released by the Ministry of Foreign Affairs, Museveni and Kabila “noted with satisfaction” that progress had been made in the border demarcation process. They pointed to the Fifth Session of the Joint Permanent Commission in Kampala December 12-15, 2007, the Joint Border Remarking Committee in Bunia and Entebbe, and other bilateral engagement on the issue as evidence that efforts to find a diplomatic solution to the border question were ongoing” (…)”Museveni and Kabila agreed to accelerate the co-administration of the Rukawanzi Island as the demarcation process takes place. Situated on Lake Albert, Rukawanzi Island was at the center of the August 2007 border flare-up that led to the Ngurdoto-Tanzania Agreement. The Oil-deals and Boarder Tension:

“The most recent border tensions comes in the wake of Kinshasa’s decision to revoke an oil exploration concession to a neighboring block in eastern Congo’s oil-rich region that it had granted to Tullow Oil and Heritage, two of four oil companies operating in western Uganda. The Congolese government awarded the tender to South Africa’s state oil company PetroSA, claiming that Tullow and Heritage violated Congolese territorial waters on Lake Albert (refs A and B), (WikiLeaks, 21.05.2008).

Museveni’s Plan to “Ring-Fence” Bunyoro:

“An internal July 15 memo from Ugandan President Museveni has deepened the ethnic divide between groups living atop newfound oil reserves in Uganda’s Western Region.  The memo, which was leaked to the press on August 2, instructs the Minister for Presidential Affairs to consider restricting key elected offices – including parliamentary seats – in what was once the Bunyoro Kingdom in Western Uganda to ethnic Banyoro only.  The memo also recommends preferential land ownership rights for ethnic Banyoro for the next twenty years.  Museveni’s memo may have been designed to appease, or perhaps distract, Banyoro leaders angered by long-standing land disputes and the government’s continued refusal to reveal plans for oil revenue sharing (reftel)” (…)”Museveni has not backed away from the idea of investing specific ethnic groups with special electoral privileges in Western Uganda, and several members of his Cabinet who hail from Bunyoro have ratcheted up pressure on Museveni to move forward with his proposal. Museveni’s apparent willingness to consider rewarding one ethnic constituency by disenfranchising many others reinforces concerns about his re-election strategy for 2011 and Uganda’s commitment to the transparent management of impending oil revenues” Sampson/WikiLeaks, 19.08.2009).

”Two other individuals of note reportedly also spoke at the August 15 Bunyoro Symposium: the Bunyoro Kingdom’s spokesman Henry Ford Miriima and Presidential Advisor on Land Issues Kasirivu Atwooki. In recent days Miriima has advocated for taking President Museveni’s “ring-fencing” idea even further, arguing that non-Banyoro living in Bunyoro should assimilate into Banyoro culture and adopt the Banyoro language of Runyoro” (Sampson/WikiLeaks, 19.08. 2009).

Tension because of Museveni’s plan to “Ring-Fence” Bunyoro:

“Tensions between the Banyoro and “immigrant” populations in Bunyoro have been simmering for some time. President Museveni’s memo significantly heightened these tensions by elevating them to national prominence. Explanations of why Museveni seized on the Bunyoro question now, after more than two decades in power, focus on two topics: elections and oil. Using Uganda’s 2002 census as a guide, one local news magazine noted that the Banyoro are in fact not marginalized and that ethnic Banyoro hold 10 of the 14 parliamentary seats from the four districts that make up the Bunyoro Kingdom. Although Banyoro appear to be the largest ethnic group in these districts, they do not hold a majority. Restricting elected offices to only ethnic Banyoro would therefore disenfranchise a majority of the population resident in these districts” (Sampson/WikiLeaks, 19.08. 2009)

“Captain” Mike Mukula, disgraced former Ugandan Health Minister and current National Resistance Movement (NRM) vice-chairman for eastern Uganda, warned that the 2011 presidential elections will be worse than the deeply flawed 2006 presidential contest. Mukula, whose political reputation was battered by the 2006 Global Alliance for Vaccines and Immunization (GAVI) scandal, said the September 10-12 riots provided a brief preview of one potential election scenario. He also said President Museveni’s popularity was decreasing within the NRM, and speculated that Museveni may be interested in setting up his son, Muhoozi, as dauphin. Mukula said Museveni ultimately listens to only two countries – the U.S. and the U.K. – and urged the U.S. to pressure Museveni to reinstate presidential term limits. Mukula himself, however, hopes to run for president in 2016″ (…)”Mukula lost his Cabinet post in 2006 and was briefly imprisoned in 2007 after being accused of diverting USD 1.5 million from the Global Alliance for Vaccines and Immunization (GAVI) program to NRM coffers. He called the military Uganda’s “fourth estate” and said Museveni regards the army as his personal political party. Mukula highlighted the complete dominance of Museveni’s Banyankole ethnic group throughout the government, military, and business community, and asserted that the NRM now serves as nothing more than platform for the President, springing to life only during election campaigns” (…)”Bukenya, an ethnic Baganda, as the NRM’s most popular leader. He said Museveni kept Bukenya on as his Vice President to keep tabs on Bukenya’s potential presidential ambitions” (…)”Mukula said the recent political moves made by Museveni – from pandering to ethnic Banyoro along Lake Albert (ref. A), to the recognition of the Rwenzururu Kingdom in southwestern Uganda and the decision to support the minority Banyala’s quest for autonomy from the Buganda Kingdom (ref. B) – were all designed to obtain the two percentage points needed to push Museveni from 49 to 51 percent during the first round of voting in 2011” (…)”Mukula said Museveni was increasingly patterning himself after Robert Mugabe and wants to position his son, Lieutenant Colonel Muhoozi Kainerugaba Museveni, as his eventual successor. Muhoozi returned from the U.S. Army Command and General Staff College in mid-2008 to assume command of the new Special Forces, a still-murky component – or potentially entirely separate unit – of the praetorian Presidential Guard Brigade comprised of all the PGB’s elite, technical, and specialized non-infantry capabilities. The Oil-deals between ExxonMobile/ENI/Tullow/Heritage Oil Company with corruption and deals made with the Ugandan Government:

“A December 17 report by the External Security Organization (ESO), which Intelligence Coordinator General David Tinyefuza allegedly forwarded to President Museveni, says Security Minister Amama Mbabazi is “eyeing” a $200 million commission for securing a deal between Heritage Oil and the Italian firm ENI” (…)”confidential Ugandan intelligence report on negotiations between Heritage Oil and the Italian oil giant ENI (see attached document and reftel). Tullow has previously expressed concern that ENI is using illicit payments to Ugandan officials to obtain government authorization for purchasing Heritage and depriving Tullow of oil holdings in Lake Albert” (…)”The report says western governments – including the U.S., U.K., Sweden, and France – oppose the opaque ENI deal, that Tullow hopes to sell 50% of its Ugandan holdings to ExxonMobil, and that ENI offered Ugandan officials facilitating an ENI-Heritage agreement a $200 million “commission” (…)”The report claims that Mbabazi is using a front company belonging to the European owner of Asante Oil, and that ENI representatives distributed “fat envelopes” to a number of visitors – including Energy Ministry officials, representatives from the Office of the President, journalists, and Bunyoro Kingdom officers – while installed at a safari lodge in Murchison Falls National Park close to where drilling has occurred. NOTE: EconOff witnessed ENI’s presence at this lodge during a trip to Murchison in early December. END NOTE. Much of the report highlights ENI’s Libyan ties and accuses Qadhafi of funneling money to the Bunyoro and Buganda Kingdoms to destabilize the Museveni regime. The final two sections of the report purport to “show how ENI corrupts a country’s leadership and forces them to take unpopular selfish policies,” and the “dangers” of an ENI/Libya deal” (Sampson/WikiLeaks, 13.01.2010).

Continuation of Mbabazi and Government involvement in Oil-Deals:

“We believe Mbabazi is positioning himself for a significant payoff, but the security report is undermined somewhat by Tullow’s apparent involvement in its drafting. In December, ExxonMobil said it lacked concrete evidence that its Ugandan interests have been harmed, but noted that ENI’s involvement has had a negative impact. If the Heritage-ENI sale proceeds unchanged, it will significantly reduce the value of Tullow’s Uganda holdings, zap ExxonMobil’s interest, and put Uganda on the road to rampant oil sector corruption” (Samson(WikiLeaks, 13.01.2010)

“President Yoweri Museveni has ordered the freeze in order to protect the rights of locals, whose tenure continues to be threatened by the influx of business people interested in the oil-rich land, Stephen Birahwa, a lawmaker representing Bulisa told Dow Jones Newswires” (WikiLeaks, 29.05.2011).

Sagaen om Prosjekt Muhoozi forsetter (og noen Press releases og andre nyheter)

Jeg har venner i FDC og A4C. Via disse har jeg disse nyhetene. Ikke at dette er interesant for Norsk presse. Av den enkle grunnen til de kjenner ikke til historien til personene som er i sentrum av sagaen. Idag har det blitt gitt beskjed at Kale Kayihura er blitt general, og han er allerede overhode over politiet i Uganda.

Daily Monitor, Red Pepper og 2 radio stasjoner ryktes forsatt å være lukket. Gaten rundt Monitor Media er stengt. Samtidig er det blitt rokkeringer i hæren. General Katumba etter at Sejusa er borte.

Muhoozi project har kommet til pressen og presidenten vil ikke ha noe slikt. Daily Monitor sendte klage til retten, den ble forkastet. Det skal bli satt opp ny høring den 30 Mai. Inntil da ser det kanskje ut som kontorene til avisen vil være stengte – samtidig er statspressen i New Vision i full vigør. Her er offisielle Press-release om saken:

PRESS STATEMENT ON THE SEARCH OF THE NATION MEDIA GROUP AND PEPPER PUBLICATIONS

Members of the Uganda Police Force this morning cordoned off the premises of the Nation Media Group in Namuwongo and Pepper Publications in Namanve. The FM radio stations – K FM and Dembe FM were taken off-air.

This is to reassure Ugandans that the government is not interfering with press freedom.

The search of the above premises comes on the heels of the utterances made by Gen.David Sejusa, aka Tinyefuza which have caused undue excitement. This is being treated as a matter of national security.

However the police is working within the parameters of the law, specifically, section 37 of the Penal Code which bars the publication of information prejudicial to national security.The Police went through the due legal process and secured a court order

which was issued by a court of competent jurisdiction (Nakawa Chief Magistrates Court).There is therefore nothing untoward or surprising about the procedures used, as great care has been taken to follow the law to the letter. For the time being the premises in question are being treated as crime scenes.

As soon as investigations are over

which will be very soon as police is under instructions to handle the matter expeditiously

the premises will be duly handed back to the owners.

About social media

This is also to quash rumours going round that Social Media has been banned or that the platforms are about to be closed. This is not true. There is no plan to switch off or disconnect Social Media platforms such as Twitter and Facebook.

For å kommentere dette brevet fra ministeren av Informasjon og nasjonens veiledning. Man kan si at det er en hyggelig form for overtakelse av mediahuset Monitor Media Uganda. Så man kan bare si at hvis man skal kunne påstå at det er relativ media frihet i landet. Da skulle man kunne påstå at slike handlinger er uverdig. President Museveni kunne kanskje på 80 tallet og begynnelsen av 90 tallet å være en man med ønske om demokratiske og frihetstanker til folket. Selv etter å kuppet dette fra Obote II og Yusuf Lule. Derfor kan man lure hva som har skjedd siden 1986 til idag, annet enn at makten har korrupert. For å vise mer galskapen, her er press release fra Politiet:

Uganda Police, on May 15, 2013, received a Court Order, from the Chief Magistrates Court Nakawa, requiring Daily Monitor journalists to avail and provide the original copy of a letter and other related documents, purportedly authored by Gen. David Sejusa (a.k.a.Tinyefuza), and the source of the said missive. The said documents are to help police investigate criminal offences.Daily Monitor Publications was duly served with the Court Order and confirmed receipt by signature.Though multiple requests were made, the organization has adamantly refused to comply with the Court Order leading to issuance of a search warrant by the same Nakawa Magistrates Court.Today, May 20, 2013, in pursuance of the search warrant Daily Monitor premises have been cordoned off in accordance with the Laws of Uganda. In particular, Section 27 of the Police Act.Similarly a search warrant has been secured for Red Pepper premises in respect of the three press releases allegedly authored by Gen. Sejusa. Uganda Police is currently searching the premises to recover the said press releases.Uganda Police shall continue to occupy and search the two premises until the said documents are retrieved to assist with ongoing investigations.Uganda Police further requests that all concerned parties cooperate with the police in the execution of the search warrant.

STATEMENT ON CURRENT SITUATION AT RED PEPPER
May 21, 2013
Yesterday morning, we received a search warrant from Magistrate’s Court in Nakawa requiring us to hand over to the police a Press Release that we had received from Gen. David Sejusa’s lawyers and published in the Red Pepper on May 15th 2013.
After consulting with our lawyers, we proceeded to hand over to the police a copy of this same Press Release. The police went ahead and carried out a search of our offices and cordoned of the area. Because of this, we have not been able to publish an edition of Red Pepper and it’s sister papers today.
We are saddened and disappointed that despite us complying with the court’s request, the police have refused to vacate our premises and to allow us to carry on with our work. They insist that they are carrying out more search for documents which they neither told us nor the magistrate who gave them the search warrant.
We have since been informed by our friends in government that this is not about just a Press Release which was distributed to all media in Uganda, but a long term plan orchestrated to cripple Red Pepper economically and disable its capacity to do business in Uganda anymore. We have been informed that the plan is to keep our offices closed for as long as they like, dismantle our new printing press, destroy our computers and servers by installing malicious malware and then hand over the junk when they are satisfied that we have been taken back to the stone age.
We need to remind all Ugandans and the international community that this is not the first time a raid of this nature is happening to Red Pepper. In 2008, men with guns, dressed in military uniform and riding government pick up trucks bombed this same printing press and burnt it down.
The act was captured on CCTV and despite a police investigation; none of the culprits has ever been brought to justice. This latest invasion is therefore another attempt to whet their long held desire to cripple an investment that is employing hundreds of Ugandans. This is a classic case of economic sabotage in which the government turns against a business owned by its citizens.
The Red Pepper is a law-abiding company. We respect the police and the courts of law. But we demand that the police and the courts of law do the same of law adding businesses in this country. There is no justifiable reason why the police and the courts should deny the hundreds of innocent Ugandans who work at The Red Pepper an opportunity to continue earning a living. If there’s a criminal case to pursue, we believe the process can go on without necessarily disabling the operations of a legally established company in Uganda.
We ask that the police and the courts to do their job without interfering with the freedom of the press as enshrined in the Constitution of Uganda.
