Opinion: Apparently, the Crime Preventers program has lost it’s value a year after the Presidential Campaigns!

Yesterday (19.04.2017), the internal memo was sent out the leadership of the Uganda Police Force, to the district leaders to get back the Police Uniforms and Uniform parts from the Crime Preventers. The Crime Preventers even got motorcycles in 2015. The Inspector General of Police Kale Kayihura have defended the program since 2015, as the political opposition inside Uganda has questioned the use of it.

That is natural, as the National Resistance Movement (NRM) and President Yoweri Museveni has used the Crime Preventers, they we’re important part of the campaigns and the use of fear during the campaigns between 2015-2016. They we’re usually at the rallies and also in the villages drumming up people for the President. By 2016 the numbers of Crime Preventers we’re about 65,000.

So after getting the amount of the unemployed youth, getting them trained and paying them for the loyalty to the state, they are now trying to disembark the giant project of Crime Preventers, since it cost to much and has to many people to take care off. The NRM cannot sustain the brigades of Crime Preventers, the youth who learned the Movement mantra and use of propaganda for two years. As the use of them was valuable in 2015 and 2016, in 2017 less, as the rallies and the opposition is easier to control.

The Police Force can easily monitor the Opposition in the non-election time, but during campaigns the strength of manpower is hurt, as the UPF cannot hire enough proper officers and train them, than it is healthy to use of the unemployed. The Unemployed can very easy just become Crime Preventers and then loyal to the NRM. That was the sufficient need and they could also intimidate the public and make sure they where loyal to the Movement.

So that today the start of dismantling the Crime Preventers and the stage of need is gone. They are not seen as so vital, as the NRM feels safe about their state of affairs. Since they don’t need the youth group who are trained by the Police to be Community Policing, the NRM needed them only to do so when the Opposition parties where campaigning, now they need to clear the unnecessary bills. That bill now is the Crime Preventers and they are approximately 65,000 civilized police.

The civilian trained police force that was the Crime Preventers and they we’re needed in the 2015 and 2016, but not now in the 2017, as the republic are cash-strapped and the economy isn’t booming. Therefore, the Police doesn’t need a big budget post, which is unnecessary. The unemployed youth we’re needed while campaigning and promising pledges, but in office again, they are just big bill. Peace.

Uganda Police Message: “Withdraw of Police Uniforms and Uniform parts from Crime Preventers” (19.04.2017)

Opinion: UPFF seems like made-belief by the Calvary, as the NDA and SUN never reappeared!

Kaweesi Murder Probe: Police warns public against conspiracy theories and speculation, adds that such will slow down investigations” (…) “Police are investigating a group calling itself ‘Uganda Patriotic Freedom Fighters’ that claims to have murdered AIGP Kaweesi” (…) “The group posted on social media commending itself for a job well executed and blamed police for arresting innocent people” (NBS TV Uganda, 27.03.2017).

There been many rebel outfit of late who has taken claims of violence and robbing Police Stations, what is common is that that they come into light and fade into dust as quick as they came. These ones has all been parts of questionable acts and taken weapons and ammunition from the Police Force. Still, there has not been anyone who is caught for these crimes, neither has there been anyone taken to court. Therefore, I wonder about the newest who appeared this month!

In March 2016, the sun set on Uganda, and initially “We, Save Uganda Now” (SUN) that took responsibility for the attacks on Kapchorwa Police Station, where the former army commander ‘Mali Moto’ we’re running it. And ever since then they have not reappeared!

In June 2016, a new surfaced rebel outfit named National Democratic Alliance (NDA) attacked the Gulu Central Police station, as it was even stated by the Police Force that is was UPC Deputy Secretary Dan Odiya Oola, who was in charge. The NDA has not attacked anything else since the day in question.

Than there was the Rwenzururu Kingdoms Royal Guards and the “Kirumiramutima” (the Strong Hearted) that was a militia in the Rwenzori and Rwenzori Sub-Region. These ones created problems in the region after the election and supposed to done so since 2014. Still, the violence only appears when the Uganda People’s Defense Force (UPDF) arrives in Kasese, like last year in November, when the Flying Squad twice attacked the Buhikira Royal Palace in Kasese. It is easy to forget, but the problem of rebels appears when the Police and Army attacks innocent civilians in the region. That problem also disappear when the army leaves the region. Than the locals are preoccupied burying the dead.

So when I here that a new rebel outfit takes the responsibility for the assassination of the Assistance Inspectorate General of Police (AIGP) Andrew Felix Kaweesi, they we’re suddenly a group who claimed on social media called Uganda Patriotic Freedom Fighter (UPFF). They came out of dust and has no history, just like the groups who apparently was in charge of the assaults on the Kapchorwa and Gulu Police Stations during last year. The pattern are written in the sand.

The serious rebel outfits has been scattered and are now based on foreign territory, as Allied Defense Force (ADF) is based now in the Democratic Republic of Congo and Lord Resistance Army (LRA) who are in Central African Republic (C.A.R). So these are not something that is apparent problem for the security organizations or the Police Force.

So I have a hard time believing that a new outfit of rebels has that sophisticated and knowledge about top leadership inside the Police Force, that they get the knowledge of the Police Commanders house, road and about the time he leaves for his office. That the Rebel Outfit UPFF came into force and with actions all of sudden. It came from the moment of clarity as it usually do after the incident.

Just like rebel outfits came into action right after the Police Stations was assaulted in 2016. All of a sudden the ‘strong hearted’ rebelled in Rwenzori.

Now that Jospeh Ssonko, appear and claims responsibility days after the death of Kaweesi. As much as the new Police Spokesman today Asan Kasingye speaks these words and tries to explain the on-going investigation. Since the UPFF, SUN and NDA are all coming from the same source and sources are all quick and brief online. Still, their placement and quick relief of information comes and goes as quick as the government needs it.

Therefore, the government hopes people forget the other rebel outfits and leaders, as they dwindle in presence and importance. However, the dead and the families of the lost will still wonder what really happen, this are the losers of this political game, as the ones who ordered and got the AIGP Kaweesi assassinated. As well, as all the other speculations that opens up questions of this public display. That the Police Force and their leadership wants to peddle this sort of false narratives instead of dropping proper intelligence. This proves that the Police Force is rotten, as the government is lacking will of accountability and transparency. So if the Police Force and key leadership together with other Security Organizations had offered or created this sorts of violence. Than, the Republic would know that rebels and the other created stories, might just be hogwash.

That this is a possibility, that the Uganda Police Force, that the Army and the other agencies wishes to subdue and silence the public discourse as they comes with false information. This seems probable, as this is yet another group arriving to court without any invitation or knowledge of their origin and their leadership. Like the knowledge of the start of ADF and LRA are inescapable and accessible. But if you tries to get knowledge on UPFF, NDA or SUN, your have to invent the wheel and than take ride.

So, I have doubt that UPFF exists, as the NDA and SUN is made belief, it is as believable as the manufactured cases against FDC leadership and the made-up case of treason against Dr. Kizza Besigye. The same is about the believed aggressors who appears out of nowhere. Peace.

Press Statement on Violence metted against a female security officer by Hon. Ronald Kibuule at Stanbic Bank Mukono (29.08.2016)

Stanbic App

Ugandans are shocked by the alleged violent acts of the Hon, Ronald Kibuule, The State Minister for Water Resources and MP Mukono North against a female security officer while on duty at Stanbic Bank, Mukono. The Minister’s alleged conduct and act contravenes the Domestic Violence Act, 2010 and the penal code Act which criminalizes assault.

The Women of Uganda are disappointed that a state actor, a duty bearer, a public figure in society, conducted himself in a manner that disregards women and girls’ dignity and their human rights and this not being his first time.

Hon, Kibuule has previously made statements that condone violence against women and girls. In 2013, the Hon. Minister, was forced to retract his statement that promoted rape culture against women and girls. Hon. Kibuule was reported by the Daily Monitor of 24th September, 2013 to encourage men to rape women who are ‘indecently dressed’ and recommended that the suspects should be released. He also said that in cases of rape, police should first ascertain the dress code of the victim. If they were dressed indecently, the victims should be charged with inviting the crime.

This unacceptable conduct of the Minister is an insult to Ugandans and the office that he holds. His actions are detrimental to the promotion and protection of human rights in Uganda and most especially to the safety and dignity of women.

Violence against women and girls remains a big challenge impeding development. According to the Uganda Demographic Health Survey of 2011, 56% of women in Uganda have experienced physical violence at some point since the age of 15 years. Cabinet approved the GBV policy and National Action Plan on 17th of August 2016, to reaffirm its commitment against any form of violence. Violence MUST not be accepted in any form or manner. Violence MUST not be tolerated. Any person who violates another must be prosecuted and face the arm of the courts of Law.

We reject leaders who exhibit a negative mindset towards women and girls to remain in public office, they will continue to use their power and authority to abuse and disregard women and girls human rights and dignity.

We are equally disappointed with Stanbic bank quick one sided apology to the Minister without clear investigation. We also hope that Stanbic bank does not condone these types of acts against women or any person.

We would also like to remind Stanbic bank that there are customers including women to Stanbic. We therefore call upon Stanbic Bank and its management for fair treatment.

We as citizens of this country are bound by the laws of Uganda. As citizens we are not above the law and under no circumstances should we engage in or justify GBV.
Therefore we in the women’s movement;

• Call upon all Ugandans to stand up today in unity to condemn Hon. Minister Ronald Kibuule’s actions and ask him to resign.
• Call upon the Police to expeditiously investigate the case and prosecute the suspects to serve as a lesson for would be offenders engaged in similar criminal acts irrespective economic stature or social standing.
• We call on Stanbic bank to release the CCTV footage
• Call upon the Presdient to drop the Hon. Minister from Cabinet if found guilty.
• Demand for justice for the victim, Hellen Obuk and ask Stanbic to apologise to Hellen and the women of Uganda
• Thank the media for exposing perpetrators of GBV in the fight against the vice.

Press Release: Inform the Media on the rumors of the Assassination of IGP Kayihura in Kasese District (25.03.2016)

Kale Kayihura Happy Easter 2016

This is to inform the public that there are claims in certain sections of the media that the IGP, Gen. Kale Kayihura, had escaped an assassination attempt and alleged plot against his life, while conducting a security threat assessment and peace building campaign in the Rwenzori Regions. It is surprising that some wrong and anti-peace elements, were promoting such claims that have been recklessly picked and concocted further by selected media houses, for reasons best known to them.

Kasese attack
We do categorically state that these claims by the media are blatant lies and fabrications because no such attempt had taken place. The IGP is alive and well, and all these allegations about his safety are mere propaganda by selfish opportunists.

It is evident that the IGP in close coordination with sister security agencies, cultural and civic leaders, have tremendously contributed to curtailing further attacks, and working hard to contain the general security situation. During the various interventions to restore and keep peace, there were no threats directed against them. The security situation has greatly improved with increased visibility and vigilance and very soon, the region will be fully stabilized and business environment fully restored.

We therefore, call upon all peace loving Ugandans, and in particular residents from the Rwenzori Region, to ignore such claims and keep up their dream of working together to restore peace and safety in the Rwenzori Region.
