Opinion: Should we be worried about the power-struggle between IGP Kayihura and CMI’s Gen. Tumukunde?

We can think of the recent days as a visible power struggle between two loyalist to the Ugandan President Yoweri Kaguta Museveni. This weekend has filled with stories and captures of the men and woman behind the Boda Boda 2010 syndicate. A Syndicate and organization who has followed orders of the Inspector General of Police Edward Kale Kayihura. He has supported them and used their services. That is why the leadership of Abdallah Kitatta felt safe, not only as a NRM Chairman of the Lubaga (Rubaga) Division in Kampala. So he had connections to power.

Still that power was not enough the visible actions, the violence it followed has been questioned and people have struggled to believe the reason for having outlaws running the law. That was sanctioned from the IGP. Now, this weekend its enough for some reason. Chief of Military Intelligence and General Henry Tumukunde have now gone in and settled the case with the Boda Boda 2010. Kiatta has even been interviewed after the arrest by Intelligence Security Organization (ISO), therefore, the organization supported by Kayihura is now publicly dismantled.

If this is sanctioned by the State House, then Kayihura should really worry. As well as all the men and woman who is Crime Preventers too. They might be the next group that the state is dismantling through arrests and investigations. Because, this has all been useful tools of the Police Force to quell demonstrations and rallies. Both, has been used for that and the NRM could need to save the costs of having them. Instead of using political means, they could use CMI and ISO to silence them.

Gen. Tumukunde are now using his power to silence the extra organizations of Kayihura. This is happening in broad daylight and Kayihura cannot do anything about it. The men and woman of Boda Boda 2010 that has been used to enforce orders from Kayihura is now going away. We can just wonder if the CMI or the Police Force who knows who really killed Andrew Kaweesi or the one behind the murders of innocent woman in Entebbe last year. Since none of the murders has been solved, they are just a left stain on the Security Forces.

We know now that Boda Boda 2010 has killed for cars and equipment by the released information during this week. Who know what else crimes that has been sanctioned by this criminal syndicate. It is far from criminals to police officers, that is maybe a reason why the courts are extra botched. They cannot see the difference between criminals and the police. That isn’t a sign of hope or of peaceful society. That is destroyed security organization, that has to use military enforcement to stop criminals.

Gen. Tumukunde might win support over this and also shows his strength towards a man he despises. That is known and there been criticism of each other in public, with spats in the papers and even on TV between the men. It is well-known. These men has disputed and also questioned each others methods. Tumukunde is using his good standing with Sarah Kagingo, the NRM spokesperson of some sort, who owns the Soft Power Communications LLC and the Softpower.ug, to spread the positive message of the arrests and actions of Tumukunde. Just check the track-record, the friendliness of Softpower to it all is staggering.

We can know that these sort of stories will make the actions of Tumukunde sound like masterpieces of intelligence, even if the CMI and ISO are doing this as retribution for something Kayihura has either said or done. Because the Boda Boda 2010 was not an for Tumukunde in 2016 or 2017. But suddenly became so in 2018. We know that this is a sign of power-struggle between the two leaders under Museveni.

We will follow this and we should worry if this escalates, if Kayihura will try to take allies and leaders close to Tumukunde for something criminal. Even establish sort of monitoring over his men like he did to Besigye. We never know. Kayihura is surely blocked and under fire. As his supportive group has been taken down by the military and their operatives. Peace.

The NRM Bus Company Limited resurface for the lavish event at Kololo today!

As the Swearing-In at Kololo today as I expected the National Resistance Movement Bus Company Limited would surface again. They have been a steady for Voter Tourism during the Campaign and where the Tourist has gotten a T-Shirt and usually a stiff fee plus the travel at least to the venue of the Campaign Rally. Sometimes the Company forgot to get them and they we’re stranded. This even happen on Kololo on the Nomination Day in November 2015, for those of you who remember how the crowds of Crime Preventers; these Crime Preventers we’re left in their own mercy in Kampala while coming from far away villages.

Today was not particularly news worthy, but need to mention that the NRM Bus Company rolled out their Yellow Buses and offered Voter Tourism for the last time in a while. The Tourist that could take part of the lavish party at Kololo would get Ush. 10k shillings and promise to bring a smile if they we’re snapped on camera so that Sarah Kagingo can be herself and proudly do the propaganda for the State House! Oh Gee, what a look it is with hired crowds for a Tenner. Must be blatant display of courage knowing this, especially for a President was with so much pomp and fanfare in past is now ghastly disliked. Peace.

Press Release: Missing Aine Christopher still wanted by Police (Published 08.01.2016)

This is to inform the public that the police are still actively looking for Aine Christopher, who remains missing, but believed to be in hiding, over his alleged involvement and connectivity to acts of assault occasioning bodily and grievous harm, to several victims in Ntungamo District, and also, in response to the criminal summons issued against him by the Chief Magistrates Court, in Jinja.

We want to reiterate that despite the fact that questionable images of a “dead photo”, were published and also posted in the print and social media, we highly believe the suspect is alive, and our police notice for his arrest remain valid. We therefore, call upon members of the public who may be having knowledge of his whereabouts to provide it, so as to enable us establish the circumstances surrounding his alleged disappearance.

We are also calling upon Aine Christopher to come forward and hand himself over to the police for statement recording that would be beneficial to him as an individual, his immediate family, the public that has very keen interest in this matter and for criminal justice.

The police have meanwhile arrested Charles Rwomushana, on credible information that the dangerous and questionable pictures of a “dead Aine” were widely circulated by him online. He is now assisting police with investigations. The two others who published the photos without verifying their correctness and authenticity were released on police bond upon recording their statements.

Election Violence sponsored by the NRM in Ntungamo today!

NRM - Go Forward 13.12.15

There have been disruptions on the Go-Forward trail as I myself recently have reported. But today took the cake. The extensive payments of certain NRM men and also the way they started walking through town first plastering over the Go-Forward posters with NRM. Then later go into utter violence; that with help of the local RDC in Ntungamo.

In Ntungamo where Amama Mbabazi held a campaign rally; that place there reports of that the local RDC ordered men in Yellow shirts to crash the venue and let it become a hazard. There been also very simple resistance by the NRM where they have done the spiteful thing of replacing the Go-Forward posters with their own NRM. The youth and supporters of NRM have walked in the town all day securing the area.

About a certain car was this:

“Earlier this morning, a Land Cruiser Prado with number plates of State House drove Ms. Sarah Kagingo, A former state house employee, around Ntungamo town, distributing NRM campaign materials”.

On these actions by the NRM- Amama Mbabazi has stated this:

“I would like to urge the NRM to take it easy and know that there’s  real competition and rise up to the challenge” (…)”I don’t mind NRM attending my rallies, but their provocation, comments and interruptions constitute a strong reason for what happened”.

Justine Mbabazi the local RDC must be so proud of his policing today. The UPF surely let the NRM-Supporters do their thing. Also the car of Sarah Kagingo driving around dropping of materials in the town; there is too much rotten activity and the NRM blatant moves that can’t be justified. In the morning there was reports of Dan Nabimanya was going to the boda-boda drivers in Kitwe spending money on them and also giving them t-shirts before the rallies.

The violence towards them and also pure nonsense shall be brought to question. And while the NRM supporters went into the crowds justifying their actions the police protected the men going in on the Go-Forward supporters. The way certain cars and police acts is just vile! If the Go-Forward or FDC did the same towards the Presidents rallies; anywhere in Uganda, they would be shipped to Luzira before the ink is dry on the court ruling or to a “safe house”. The things missing is black mambas and Personal Armored Carrier together with police chasing the supporters and people taking a part of rally for Amama Mbabazi.

I hope that the world get to see this and condemn it and destroy the happy trip of the President to Saudi Arabia. Because the way his supporters and his paid police did Ntungamo was unjustified. We all know that the President has issues with his former PM, but now it is hurting innocent people and only a few boda-boda drivers earned a few extra bucks and got free yellow t-shirts. That doing it during a opponents rally is just wrong. Hope that somebody else then me address it and release hurtful reports because this is madness. This had to happen after the Pope left the country back to Vatican. So now the gloves are off and hope this is not a start of what is to come. There was too much election violence before the 2011… Peace.

The Curious Case of Tamale Mirundi

The former mouthpiece of Yoweri Kaguta Museveni, the former Presidential Press Secretary Tamale Mirundi who has ever since been sacked by the State House he has been all around media blasting and commenting on politics. This has now been seen by the Uganda Communication Committee (UCC) as a volatile and meager expression of language and profanity that the media doesn’t need. This happens only two days after he appeared on AmamaRadio. He has been on NBS TV and WBS, also certain radio station talking ever since his sacking. Let’s look a bit on the fellow mouth-piece!

In 2009 these reports came:

“FM radio campaigns by John Tamale Mirundi, encouraging squatters to attack land owners. Mirundi uses Star FM, TOP Radio and other FM stations to tell his targeted listeners: “When those land owners bring court brokers or surveyors and try to evict you, defend your selves. Be ready to use pangas (machetes), sticks and fire to get rid them.” In the last two months, mobs of bibanja holders have murdered two landlords in Bugerere county alone” (…)”As Mr. Museveni’s Presidential Press Secretary, Tamale Mirundi is widely believed by rural land squatters to be speaking on behalf of the Ugandan strong man. The emerging consensus among Buganda analysts is that president Museveni may be creating the terror because Mmengo seems to have successfully blocked his Land Act Amendment of 2009 the way they did with the his Regional Tier” (Kabaka Concern, 2009).

Here are some wonderful quotes in defense of the former chief and head of state Musveni:

“The President doesn’t have a key to State coffers. If there is extravagance, the MPs should be the ones to blame” (…)”They should tell us why they keep approving this money. And before they accuse the President of being insensitive to the needs of the people, let them come to Parliament on bicycles and cut their salaries” (…)”He must see what is going on, that is why under the Constitution he is obliged to take over the administration of a district if things are not going well” (Kiwanuka, 2011).

Also in 2011:

“Mashate’s case involves the government, so I’m not the right person to comment” (…)”“I’m not Museveni’s lawyer to know why the amount of money involved accumulate” (…)“I have to look for Museveni first before I can comment” (…)”The President’s office is not like a headmaster’s office. I am a highly trained journalist, I know you journalist what you want” (BlackStarNews, 2014).

In May 2013 Mirundi said this and did that:

“Sources have told us Mirundi was linked to Sejusa through the general’s phone call logs, which security operatives retrieved. Mirundi was reportedly asked to explain why the general was calling him regularly”. About that Mirundi said this: “They checked his (Sejusa) phone [numbers he has been dialing] and found out that I am one of the people who have been calling Tinyefuza.“I told them that ‘Yes Tinye is my friend and that I have been calling him.’ They later left” (UGO, 2013).

He said this in 2014: “spends hours… abusing members of parliament, abusing everybody and he says he is the president’s dog… the only person he spares is the president!”

When Tamale was managing The Voice newspaper over ten years ago he failed to pay his workers numbering 17. Three of them, including his cousin Felix Kyeyune, sued him and the money (Ush 5m each plus legal fees) was paid just as the bus to take Tamale to Luzira prison waited outside courtroom in Mengo, a Kampala suburb” (Odinga, 2014).

In July 2014 he said this:

“My contract ended. It is now up to the president to either renew it or not” (…)”I entered State House when I had one suit. But look at what I have achieved. The President educated me and my children in some of the best universities in Scotland” (…)”Even if my contract is not renewed, I will not complain. I can assure you that I will never attack Museveni when I am outside State House” (Lumu & Anyango, 2014).

Salary he had in the FY 2014/2015:

What did he earn during the last budget FY 2014/2015 while being a statehouse employee that was the net sum off US$ 9.846.672, and monthly salary we’re US$ 8.20.566. If I calculate this salary with exchange rate in November 2014 the UGX that would make that year’s salary: 27.078.348.000 Uganda Shillings that is if the exchange rate is on the level of 24. November 2014; when it was 2750 to one US dollar; so he we’re surely more paid then the average Ugandan in that financial year.

In April 2015:

“Mirundi reportedly singled out Kabiito for his handling of a case in which Cairo International Bank was challenging its prosecution in the Anti-Corruption court in regard to the theft of an estimated Shs 169bn meant for pensioners” (…)”Musota said Mirundi took issue with the judge’s handling of a case involving 1,000 former spies who wanted their retirement benefits worth about Shs 39bn paid. According to Musota, what angered Tamale was the judge’s rejection of an application by the Inspectorate of Government (IG) that sought to block the payments” (Kiyonga, 2015). Tamale Mirundi said this about it: “Those judges are suffering from colonialism. They think they are important but they are not important, they are just servants of the people and as long as they are corrupt, we shall talk about them” (…)”By the mere fact that they have reacted to my statements, that is an indication that I have defeated them. If they think that I’m guilty of anything, let them sentence me to death” (…)”I want Kabiito to tell me how I got his judgment [of Cairo bank] before he could read it out. I’m sure it wasn’t written by him and I have evidence to that effect. I just don’t talk without any proof”. He also laughed off the judges’ call for his firing’” (Kiyonga, 2015).

In May 28th 2015:

“President’s Press Secretary, Joseph Tamale Mirundi, has been appointed as an advisor to the cabinet of Isaabaruuli Mwogezi Butamanya, the Baruuli cultural leader” (…)”Buruli chiefdom based in Nakasongola District, like Banyala chiefdom in Kayunga District, isn’t recognised by Buganda Kingdom and they have been on collusion course which has sometimes led to deadly riots” (Kaweesi, 2015).

And then he has since gone like every day said something vile on NBS as a commentator on the Campaigns and Politics. Trying to sound wise, but instead becoming a side-show and that is attacks on everybody from Bebe Cool, Dr. Tanga Odoi, Amama Mbabazi, Gilbert Bukenya and so on. The list is longer then the so called Membership register of the NRM that they said at one point they didn’t have before the NRM Primaries. Well, see why I took pieces of his history. Today:

Uganda Communication Committee chairman Godfrey Mutabazi has said today after Tamale Mirundi in the recent weeks actually was on a show for AmamaRadio. Mr. Mutabazi said to the press: “The language used doesn’t deserve to be on the airwaves. The commission therefore directs you to stop broadcasting such programs with immediate effect” (…)”Some stations have written to us acknowledging the concern and promising to restrain their guest from such conduct” (NewVision, 2015).

Later today because Tamale Mirundi has a show on Radio Star 87,5 FM have been switched off or taken cutting their sender after the report and statement from UCC. The transmitter from the station has to be muted as a reaction to the UCC threat earlier.  

He must have said something profane and vile that makes UCC react like this. We all know that he have after being fired… spoken wildly on every political topic on every format possible in country. They must be listening to you “mute” since July and since he dropped his wit on certain newly founded opposition campaign radio-station AmamaRadio. AmamaRadio the lamest name for a radio; where he must has said something hurtful spiteful crap that is more hunting then calling a political person a walking coffin or Museveni all-of-sudden is not the revolutionary mind that Tamale Mirundi always have claimed. Right?

An UCC has made Uganda and its ruling party and its leadership proud! Yep. The all-time and lifelong legacy of the President Museveni; I am sure the UCC is as afraid of somebody as the Electoral Commission is at the point. We have seen Kiggundu recently act upon Amama Mbabazi and Dr. Kizza Besigye and now Mutabazi acting as an arm of the NRM. Not surprising, it’s expected, right?

My opinions after listening to Tamale Mirundi rants:

If your ever think that this guy actually has been living as a spokesperson for living and being a called serious man! Than at this moment you will struggle with that, right? He doesn’t seem like that after this tale and speeches. Neither if you respect anybody he talk about. It’s hard to take him serious when he speaks about changing borders to get more Oil to Uganda from Democratic Republic of Congo. An the tale about London and Cameroon, poisioning wells, seriously?  Then the struggles and cons of Maj Edith Nakalema and Brigadier Proscovia Nalweyiso in the Statehouse. As a Press Secretary of the President of Uganda. Is talking cracy here..! And whatever: he says isn’t showing character as he wishes. He sounds more like a litte afraid man! That he forsees that somebody will steal the goatmeat from his plate. After that he is trying to convince the public of staying the course for the Team Museveni 2016. Hope he got enough cars to sell on the used market in Kampala. Because as a serious spokesman and Presidential Press Secretary Tamale Mirundi is sounding just like a Lone Ranger on steroids. Enjoy!
