My take on it:
He talks after voting today, about his posistion and about his validity of the posistion as the Lord Mayor of Kampala. Being ceremonial and not head of the city. Also about the rule of law and that he doesn’t have an direct issue with President Museveni. This here is interesting and shows the character of Erias Lukwago. That must be the reason why he has such an impact in as a Mayoral Candidate and won the election in 2011. He has had effective campaign in the city, even with the issues and detaining him during the pre-election period. This here shows the value of keeping his head cold and going through the obsticals to become the Lord Mayor again. He desverves respect for his posistion and the platform he describes the importance of “Rule of Law”. Respect the rule of law, policy of the programs and policies in Kampala that lays on the head of the City and the Lord Mayor of Kampala. Something President Museveni does not respect.
As the Personal problems between him and President Museveni, but the issue is that with Lord Mayor Lukwago; President Museveni does not have direct control of Kampala, he cannot live with that! He sucks with trusting people and giving away power… As we saw in the Presidential Election and Parliamentary election on the 18th February.

Mzee bans NTV from the rest of the campaign trail; proves again how Two-Faced NRM can be; cries foul awhile ago about little media coverage
Today the NRM-Regime is in panic mode or just wants to look foolish; maybe even both depending on which side of the Penndel that is hitting them at the set moment. First they had the nerve to yet again shut down a radio-station where Amama Mbabazi the independent Presidential Candidate we’re scheduled to be a part of show on air. This was at the Mbarara Radio Station of Endigyito FM of the MP Nulu Byamukama.
That is not really news anymore because the NRM-regime and its cronies in all the government institutions like police, army or electoral commission stifle the Go-Forward at every step of the way as thorns on roses.
At a rally of NRM Sole Candidate Yoweri Kaguta Museveni or Mzee the Uganda People’s Defence Force (UPDF) told the NTV camera men and journalist from the Kidaga campaign rally. The UPDF told the NTV that they are now banned from campaign trail of the NRM from now on. That is deep, and second breach in 24 hours from the NRM-Regime and the NRM-O. They surely must have a hissy fit. If not its Mzee who feels bitchy; either or he is stopping the free press and free media from telling the story as they see fit.
While New Vision the Government paper drops in the same week the same poll as it did earlier last summer, it was like in 2011 when NRM had 71% in the polls, the same they happen to happen now in January 2016 again 71%. Like a photo-copy in the same paper and such. I haven’t checked if the same journalist, but if it had been it would surely been nearly the same kind of commentary since the number we’re practically the same.
It is rumored that Mzee is furious that NTV used another poll then the ones used in New Vision, the one manufactured to suit the regime. He cannot look weak in front of the world in the final stages of the campaign trail. There is now at a stage where the President does not want to look like a fool. That is why the Uganda Communications Commission (UCC) to switch off transmission after hosting Presidential hopeful Hon. Amama Mbabazi on Tuesday from 9:30pm-12:00am. Because Mbabazi can’t speak his mind and deliver his message to the people at this moment. Just as they have closed KFM radio and shut Mbabazi out of radio-station in Karamoja during the campaign trail. There is also other media has gotten harassed by the police under orders of IGP Kale Kayihura and other leaders above him. Like the journalist during the Bukwo campaign of FDC who got destroyed cameras. Another one was the incidents where the journalist was shot on the first rally of Erias Lukwago in Kampala. Oulanyah’s men we’re also harassed journalists in Alalogi sub-county. I could go on, but the last straw at Parliament where the Ugandan Press Association Office on the 18th January 2016. There been so many incidents during the campaign trail this is just snippets.
So that the NRM-Regime yet again closes a radio as a result of a major opposition candidate has a show there proves the steady progress and free-thinking spirit of Mzee. Your free as long as the people eat out of his hands and doesn’t think for themselves. The next step was in hours to ban the NTV Uganda crew from following the NRM Presidential Candidate Rallies, we know it is boring and they struggle to get crowds that are why they had to hire 600 boda-boda drivers from the districts around to pick-up people and ride them to the rallies. That is so noble of the NRM, so they can get nice pictures and have the awesome shots of picturesque propaganda for #VoteSevo and #SteadyProgress Mike Sebula dream team.
National Resistance Movement can ban a media coverage, while they have earlier complained about the level of coverage while they hog the media and give little or less to minor parties or independent candidates. This here shows the arrogance and vile attempt of self-justified meager assessment of the media coverage and how the NTV is treating the NRM. It is so ironic that the party said this in November 2015.
The Secretary General of NRM Justine Kasule Lumumba said this: “You should take note that our candidate has so far addressed 70 rallies and some haven’t even covered 20 of them” (…)”I have observed that some media houses are biased and do not cover all the candidates equall” (FakeBeast, 2015).
It’s funny that the Secretary General said this for two months ago and then sudden attack on NTV today at their campaign rally. So that they act differently than how they speak, but that is just like their boss and Mzee! They can’t help themselves, the NRM can speak the most Nobel way and pledge to save the nation. Initally they can speak of freedom of the press and free speech, while aggressively attacking journalist, using police and IGP Kayihura to explain the journalist how to act, like he did through summer and before the presidential campaigns. Kayihura is a savvy media mogul and knowledge of all things, that is why he knows the proper ethics for journalist and a like, while his police-men undress opposition woman, but that is not his fault! My bad!
NRM can be so two-faced. This is the typical two-faced actions from the NRM and their regime. They call foul complain like cry-babies and second later complain when the actors finally acts because the NRM doesn’t comply or act as they say therefore the reports doesn’t add up to the reality. That is why when it comes to the media they want the perfect screenshot and Musevenist dream-land that tells how he liberated the land has still some works to finish his project. As Mzee has told time and time again; I am sure I could write one of his speeches just with my blinking eyes and the rising eagles of Luweero fly passed me while typing.
NRM can’t hold the facade and their wished story out to the people anymore. People know more and the educated masses will not eat of the hands of the Mzee. As the internet and social media can show, that is why NRM tries its best to fill the scope and streams to own it. Instead of letting other voices out; then NRM can’t have the issues of a National TV-station questioning the winning charm of the oppressive regime and long-time ruler of his Excellency. So that the NRM uses UPDF to tell them of instead of using proper formats to address the NTV instead of having men with guns telling them to step-off. But that is the NRM way; they can’t do it peacefully or with manners. They have to use guns as that was the way they got to power. This is just an extension of the vile actions of the regime. The behavior is so natural that Oulanyah a big-man had to use violence against journalist and FDC convoy because that is what NRM know. Not something else, that is why NRM use methods to destroy campaign material of opposition and block them with the police at every turn, I am sure there would be more tear-gas if the Police could afforded newer boxes and still not use the ones procured from the ‘Walk to Work’ demonstrations.
NRM can’t help themselves they have to play foul; NRM behave like this because they don’t know anything else. Mzee uses everybody as a tool, as long as they are useful for his project he proclaim their value and use in society and how he let them be able to work. If they counter and show his darker sides he either shut them down or bans them like now he ordered to ban NTV from his campaign trail. It’s because he is weak and can’t get the truth out, the ignorant and village people can’t watch in taverns in towns all over Uganda that he has less of appeal as he get Vision Group papers to put to press. That makes the stories fail. The Ugandan loyalty is proven when it is to NRM, and Mzee thinks so. So right now NTV is not loyal to the country, but foreign and dangerous belief that NRM doesn’t have all the answers; something Mzee can’t handle. His mustard seed and now 30 year old mustard tree hasn’t yielded as much as he has wished. Therefore when the media coverage is portraying the reality it is not the reality Mzee want the world to see. Journalist therefore as long as they tell the story Mzee wants the world to see, they can travel and show smiling pictures from the campaign trail or in Parliament, but if you question the NRM-Regime you are vile force of evil. NRM can’t handle the media anymore and doesn’t know all the ways of spin-control even Tamale Mirundi talks crap about them now and then. It’s like clockwork. Now the NRM has banned NTV and next is NBS, and then WBS! UBC will never be banned, but they are like New Vision and sister papers that portray the stories of the NRM-Regime. So clap-clap for the level of free speech where is the useless European Observation Monitoring of the elections. They are surely at some location in a studio talking about their magnificent work while not doing anything, but they had the nerve to shake hands with Mzee and swallow all his lies recently. But hey a few shallow muzongos are nice for the NRM-Regime to give legitimize them. That they can because the EOM is useful stooges. Mzee has still played the cards wrong and played the cards while the world is watching. NRM-Regime is so nervous and foolish that they continue their ploys against the opposition while now stopping the biggest TV-station to follow on their “magnificent” campaign trail. Might need to ferry some more crowds and pay more for more yellow shirts to make the NRM look like their winning YET AGAIN! Peace.

Andrew Mwenda’s flawed logic; He claims that Mzee is not the problem with Uganda; I beg to differ
Andrew Mwenda keeps with his flawed logic. Like he has lost the plot and forgotten his traits and his theories of old. But hey, he is hungry and wants to eat. Here is has ploy of arrogance on facebook:
“It is simplistic to argue that Uganda’s problem is Museveni. A better argument is Museveni has failed to solve the problems of Uganda” (…)”Museveni (with Besigye) once told us that getting rid of Obote would be a major step in improving anything. Well, in sum there has gone 29 years of the one-man rule since 1986. There have been many benefactors and Members of Parliament since them, but the main factor in the calculations have been President Museveni. Since he took rule he has marginalized or used tactics to get people loyal to Museveni and not directly to any state institution. Therefore he is a major problem, because if it didn’t really happen, then he didn’t sponsor the benedictional project or program. Museveni could only support a program if he could benefit from it.
That Mwenda has a problem with Besigye is that he is in stark contrast to Museveni. Besigye asks for accountability and transparency something that doesn’t fit the world of development and growth for the editor and creator of the Independent Magazine. Something that is weird considering his past at KFM Radio and trouble for blasting governmental cronyism.
It is true that Museveni isn’t the only problem, but he is the one that creates the problem and feeds the issues, instead of fixing them. He doesn’t mend or complement them. Instead he adds on the weight until he overpowers it; because he has to do what he can rule and control it. Therefore he is the problem, as he is the executive power and the man who has had the majority rule or even rigged himself the majority. So Mwenda must have forgotten that part of the issue, if not he is blind by his own ego.
It is true that all the issues that Mwenda mentioned in the government of Uganda as the bad governance, weak state-institutions and democratic deficit. This was inherited in 1986 from the Obote II and the short-term presidents in between like Yusuf Lule and Tito Okello. So there aren’t all Museveni faults, but he has had the time to fix many of the issues and defects in the governmental structures and democratic facilitation if he really cared about them. It is not like he was sitting for a hot minute and didn’t have the time to fix the corruption of UNRA, NSSF and other state-organizations.
When you see excellent record of higher and higher loan-rate on the government budget for any year, when the value of the currency falls and escalating inflations you can wonder if the government and economical institutions under the regime is for the people or the rich elite who is fed by the government. The Neo-Liberalization of Uganda has lead the government to expand the businesses into every part of society instead of governmental control as the Chicago School of Business wanted in 1970s, with the IMF and World Bank controlled Structural Adjustment Programs (SAP) that demolished state-financed agricultural and subsidized industries that was supposed to be controlled by market-powers instead of supported by tax-money to sustain growth and higher employment rate. The result of inflicting this on the Ugandan economy as the NRM-Regime has done with such a passion is that the business that has no cut for the government has been left astray and the ones that is not strong enough has gone bankrupt. Now Uganda has to imports of finished products and stop of productions from industry and factories in former towns like Jinja. Also with the historical institution of the Uganda Development Corporations, who from the 1950s gave growth through state-funds, and not through direct market power!
That must have been forgotten by the Andrew Mwenda, that President Museveni sold everything to foreigners or liberated the economy to point that the URA can’t tax, or control to tax without losing the control over the sold merchandise. That is why Uganda has one of the lowest rates of taxation on products since the URA doesn’t have the manpower or the regulations to without taxes. They can’t keep up with citizens and movement of money, if they had then they might catch up with more of the embezzlement and corrupted agreements between liberated companies or new structures in the market own by the ruling elite. But that is not good is it? Send cases to the DPP and OAG to fix the matters together with Uganda Anti-Corruption Commission which is so meager that they can’t keep the state of affairs and make government institution accountable, something that President Museveni doesn’t really want them to do, unless he want to get rid of somebody who has the dream of succeeding him. Then they will find something on the man or woman show some of the dirty laundry.
You don’t need to be giant man with much knowledge to diagnose some of the issues that the government of Uganda has to tackle, some the state of affairs and some tangible structures that need to be fixed. The government needs taxation with representation, also need to re-focus the money and also be more accountable for their actions. Not have a one-big-man rule as they have had since 1986 that keeps to eating of the plate, instead of serving the people. That is a problem: a problem that knows that he is the problem, if he stills remember what he studied in the end of 1960s and beginning of 1970 at the University of Dar-Es-Salam in Tanzania. President Museveni should know the issues and know how he made them, or prepared them through his loyal cronies. As Andrew Mwenda seems more like one of his mouth-pieces more as the time goes, instead of pseudo-intellectual as he wishes to portray himself.
This is a direct address to the issue, as he can try to clean his slate, but he has lost the plot. The problem and the real man behind it is President Museveni is only leader and nearly the only one who has been there from the get-go and have ruled so long that he know what has been done differently than under his wings. The reign will not be remembered as the ones who follow the dream story of liberation, but also of eating the riches and wealth while forgetting to feed the public, or let the get opportunity to eat and earn a living.
So Mwenda has a flawed view on the matter, that he at the same time says Besigye is wrong. Besigye has also said that the institutions need accountability and transparency which is starch contrast to Museveni. Something that is vital to rebuild them and prove that the government institutions are for the people and not the Executive to eat of. So if that have to change then the public funds and public expenditure together with strengthen them, not in ownership of the executive but by giving the civil servants power to execute the necessary flows of technical assistance or regulations to let the teachers, policemen, judges and bureaucrats to do their initial service to the public; now they are handpicked men to serve the executive. That is problem because the paycheck from the executive is more important than doing their job to the public who need the men to secure their daily life and be there to safely govern the territories of the state.
As we can see Mwenda has judged the matter very easy without thinking it through, if he has then his logic is very flawed as President Museveni is a problem in state clogged with issues and the problems. There isn’t a way solution to it all, how to fix the economy is there many theories, though the stability of the currency and inflation should be the first, also secure low loans-rate so that the growth can be similar to the inflation rate. There is also the level of building trust between government institutions and people as they are supposed to be connected and for each other. Not letting the state and its institutions being on an island, and when they need the public hire a ferry to let the visit. That is not the idea of the state, the state is supposed to be mirrored in the people with transparency and accountability where the public can question the behavior of the rulers, governors and mayors, as they are set to represent the public, not just execute the laws and regulations without mercy, then the government is an totalitarian state, where justice will not prevail unless you are on good term with the head or executive power on the top. That is how the system is now with government of Uganda. We can easily see that he is one of the major factors, why President Museveni is the elephant in the room when you discuss progress and development issues in the country, since he can decide where to go or who to hire to fix it.

Press Release: The relaunch of the Lord Mayoral Campaign for Erias Lukwago (07.12.2015)
I would wish to inform you that following my formal complaint to the Chairman Electoral Commission, regarding the illegal disruption of my campaign program by the Police, a stakeholders’ meeting, involving inter-alia a team of senior police officers led by the Commandant Metropolitan Police Abbas Byakagaba, was conducted today at the office of the Returning Officer Kampala. It was unanimously agreed that I organise the launch of my campaign platform at the Old Taxi Park(Kisansa yard adjacent to Ben Kiwanuka street). Modalities for a peaceful rally at Nakasero Market Yard will be arranged in liaison with the market leadership on a future date.
