Museveni’s Mixed Messages in Mityana district!

People should not claim they are waiting for government programmes in order to develop themselves. A pig will not resist to be taken to the market for sale or slaughter just because the road is not tarmacked” Yoweri Kaguta Museveni on the 22nd July 2018.

There are some ironies with today, especially the mixed messages from President Yoweri Kaguta Museveni. As he was saying that the public should not expect the government to deliver programs for their development, while he is supporting and his government through the Operation Wealth Creation (OWC) and the State Minister for Tourism Godfrey Kiwanda who was starting Kisboka SACCO in Mityana District. So, it is weird that he is donating money to a project for development, while saying people shouldn’t expect the state to contribute funds. Is he dumb? Just take a look!

Our Commander in Chief H.E President Museveni officially launched and accepted to be the Patron of the poverty eradication drive called Kisoboka (It is possible) in Mityana North. The drive, that was initiated by State Minister for Tourism Hon. Godfrey Kiwanda aims to bring about positive mindset change towards poverty eradication, job creation and wealth creation mainly though agriculture; It is already very popular in North Mityana Constituency with over 250 households joining the bid to earn at least 21.5 million shillings per annum” (Operation Wealth Creation, 22.08.2018).

I gladly accept the request that I be the patron of Kisoboka SACCO and I will make a Shs50 million contribution towards its activities” (Museveni, 22.08.2018).

It is really not much to say, but if this works, the SACCO might do something positive to the public and citizens of North Mityana Constituency, however the OWC is not known for good seedlings and neither well-organized model of development. Therefore, this might fall flat and be empty promises to the district and constituency. We can hope for something else, but it might change for a very selective few.

This might just be another PR Stunt and a way for Kiwanda just to pocket money from the taxpayers or even shield his funds he is earning as a State Minister and MP. What is more ironic, is that the President talks of not waiting for the state to deliver development, while his state is launching possible development projects through the OWC. It is should be obvious. If he was a sincere man, he would see that.

He talks of not getting promises of development, while delivering a development projects… It doesn’t make sense.

That is just me though… I cannot be alone, but when you just have empty suits and yes men around you. You turn into this creature, this bloated arrogant prick who doesn’t see poverty; while living in lavish luxury on the state. Peace.

Greed 101: The 10th Parliament MPs are doubling their own salaries!

“They have plundered the world, stripping naked the land in their hunger… they are driven by greed, if their enemy be rich; by ambition, if poor… They ravage, they slaughter, they seize by false pretenses, and all of this they hail as the construction of empire. And when in their wake nothing remains but a desert, they call that peace.” – Tacitus

These Members of Parliament is are the definition of greed. They already have cars paid by the government, and then not some off-back neck-in-the-woods ones, but something with 4 Wheel Drive and usually a SUV. These same MPs got tax exempt in 2016, that gotten suits, foods and other benefits in their salaries, they are so caked up with funds for themselves, it isn’t funny. And comparing these fellow brothers and sisters to average salary rate in the Republic. Would be an insult to salary rate in the Republic.

They are now in 2018 trying to get their salary doubled from 11 million shillings to 24 shillings. When they are already paid hefty sums for the cars, the monthly gratuity, medical expenses covered through insurance, wardrobe grants, furnished offices, mileage facilitation, constituency facilitations, sitting fees, allowances for plenary sittings and airtime allowances as well. There is nothing that is already covered, expect for the side-dish allowance, so if they have a man or woman on the side, the state will cover that too!

Because this is an insult to the state, the whole republic. They are already the special class who has a salary, which is tax-exempt, that they fixed for themselves in 2016. They have added and added for every Parliament, added more perks and more covering of their expenses, while their own salary has sky-rocketed.

It is a reason why they are unaccountable and not trusted, its because they are eating, while so many and plenty are living hand to mouth. While the state is figuring out more loans and added debt, these people are topping off on the loads of cash borrowed or donated. They are taking the aid and donations, the squeezing of every buck from the Republic as God-given right. They continue to do so.

So these subject isn’t new, at every twist and turn, these MPs are trying to hash out more funds from the public. Because of any reason within here and the moon. Let’s just be clear, this isn’t fair salary, this is a theft of a nation and the MPs are the embodiment of it. If they weren’t thieving like this, they are still getting kickbacks, grabbing land and also getting paid to vote in favour of the Presidents bills. That is known as the handshakes and “suits” has been given in the past for favourable bills.

This is the National Resistance Movement paradigm, we eat and the rest of you starve, because we need everything and deserve everything. We liberated you so we could eat off your plate and everyone else too. Because we deserve that, while the rest of you fork-up the money, so we can represent you. That is what they are saying and continue saying, without showing any signs of accountability or responsibility to their constituents, because they don’t matter anyway.

As long as they are paid, and paid-in-full. Peace.

10th Parliament MPs is extra greedy as they are eating another Shs. 100m. each!

You know there is something special, you know there is something out of bound and something compelling, when the Members of Parliament (MPs) who has no quarrels with eating without taxation, without thinking of their salaries compered to the ones who they represent. The constituency of the MP must feel betrayed as their allowances and their benefits are enormous, to say it at least, they are gigantic! But take a look at the latest big payment for the MPs!

Parliament — MPs are smiling all the way to the bank after the government authorised the release of an extra Shs45b to Parliament, with each of the 449 lawmakers set to get an additional Shs100m, ostensibly to buy cars for constituency travels” (…) “In a June 13 letter titled: ‘Additional cash limit of Shs45.8b for the Parliamentary Commission’, Mr Keith Muhakanizi, the Secretary to the Treasury, authorised Ms Jane Kibirige, the Clerk to Parliament, to spend the cash as part of non-wage recurrent budget in the fourth quarter of the Financial Year 2016/2017. The clearance comes barely two weeks to the end of the Financial Year” (Arinaitwe & Manzil, 2017).

So the Members of Parliament are clearly getting another pay-day without passing to much legislation or any sort of consideration of the proposed budget or pledges they had for the financial year 2017/2018. President Yoweri Kaguta Museveni and the NRM Caucus have clearly made together with the Parliamentary Commission to make a new pay-day for the MPs, yet again!

The National Resistance Movement and their MPs clearly like to get extra brown-envelopes without any considerations of the state of the budget or the way the funds are raised. It is not shocking, it seems like an ordinary event at this point. Not like it is the first time, the MPs uses their Noble place in the august house to enrich themselves and add cost to the state. Therefore, the added debt and interest payments should be feared by the MPs. Instead, they are adding debt and creating more interest without concern of the citizens.

The citizens are going to pay extra for this, they are the ones that are ripped off at broad-daylight. They are eating directly of the state reserve and does it with impunity. Also worth noticing, President Museveni is not sanctioning against it, since he can do as pleases. Since he is eating directly and misuse s it whenever he wants. Peace.

Parliamentary Report spells out that the Operation Wealth Creation (OWC) is a totally flawed initiative!

As the 10th Parliament and one of their committee has written a report on the Operation Wealth Creation (OWC), this one lead by the man who is named General Salim Selah. There has been seen to see fruitful results to the government sponsored projects, that is for the cash-crops and other agricultural outputs. But the report that is made today in Parliament isn’t really saying much positive about the initiatives. As this OWC that are part of the Office of Prime Minister Dr. Ruhakana Rugunda, he surely will looked failed together with Gen. Selah.

It is clearly stating the OWC as failed initiative, as the delivery is flawed, it is done without information sharing, without local knowledge or input into how they want it. The leadership from the top has decided and gives the seeds and seedlings when they feel like it. Without any concern of the districts and their OWC administration, as they do not have facilities for the deliveries done by the OWC. Certainly, there are decisions made by OPM and the General without clear leadership, neither listening to the farmers they are supposed to help to enrich. Instead, they are more delivering sub-standard services and not working for others than the ones on the top. Just take a look!

OWC is coordinated by the Senior Presidential Advisor on Defense and Security. He heads the team of directors at the headquarters in charge of inputs, low cost housing, value addition, pensions among others, They coordinate all activities of the operation such as planning, evaluation, supervision, monitoring and evaluation” (Republic of Uganda, P: 2, 2017).

Operation Wealth Creation distributes inputs late. Because of this, people do not pick them especially seedlings and they go to waste. For example when the Committee undertook the field visit to Agago, Oyam and Nebbi, it was informed that the inputs had been delivered late in September/October and were also planted late. The crops planted could not withstand the long dry spell that run from late November till late March and ended up dying” (Republic of Uganda, P: 3, 2017).

Most of the suppliers of seeds and seedlings do not own nurseries. They buy from uncertified nursery operators and end up compromising the quality to meet demand” (Republic of Ugandan, P: 6, 2017).

Some people complained that OWC “dumps” agricultural inputs that are not required by the beneficiaries for example the people of Nakaseke complained that they are given too many mangoes and oranges yet they would prefer food crops like maize and beans instead” (Republic of Uganda, P: 7, 2017). “OWC uses the top bottom approach. People are not consulted before supplying therefore people are sometimes given what they do need for example people in Kubuku district complained that they were given the variety of mangoes that they not need” (Republic of Uganda, P: 7, 2017).

OWC supplies inputs without informing the district leadership making it difficult for them to plan how to store and distribute the inputs” (Republic of Uganda, P: 7, 2017). OWC does not monitor the performance of the inputs distributed. This leaves the programme without data on which it can base the supply of inputs in the future” (Republic of Uganda, P: 8, 2017).

If these quotes are not proving that the OWC is totally flawed, it is heavily run by the General Salim Selah and under the Office of the Prime Minister (OPM) Dr. Ruhakana Rugunda, who are in-direct charge of the OWC. The OWC seems more like a fine slogan and signs, but the secretariat are not controlling or informing as it should. Neither is it listening to the ones that are supposed to benefit from it. Secondly, the programme doesn’t even monitor the results. Therefore, the results and the evidence of the having it is more on the feelings of Gen. Selah and the President Museveni. Not on the farmers who could instead have district boards on Co-Ops on Inputs. Instead of a centralized Museveni family controlled organization, that is clearly not doing what is supposed to do. It seems futile and not to be there for anyone else, then the ones appointed by the President and the companies they buy the seeds and seedlings from!

OWC isn’t for the farmers and for growing better yields, right now it is a non-transparent, top bottom leadership without any care for the districts who needs help and need government subsidized seeds and seedlings. If it doesn’t change… than the government can just pocket the monies, instead of just spending monies at the wrong time, for the wrong farmers and for the late season for growing the seeds. Peace.

1.6 million People affected in hunger crisis and other growing issues in the agricultural sector in Uganda!

The Republic of Uganda has certain areas that have been affected with the drought and the lacking rain, which has affected the yields and output of food. The areas that has been in dire straits since El-Nino is in Teso, Karamoja and West Nile; these areas are in different stages, but all as worrying as the 1.6 million people are in a crisis situation, while 26% of all population or 9.3 million people are in a stressed situation. Let’s take a deep breath and look at the numbers coming from the offices of Prime Minister Dr. Ruhakana Rugunda. That has delivered this numbers and they are worrying.

An estimated 1.6 million people (5% of the total population) are in Crisis situation. Those populations are found in Central 1 (0.58 million); Karamoja (0.12 million), Teso (0.2 million), East Central (0.38 million) and South Western (0.31 million) regions. This population has widening food consumption gaps with deteriorating dietary diversity and high malnutrition rates. They are found in Central 1 (0.58 million), Karamoja (0.12 million), Teso (0.2 million), East Central (0.38 million) and South Western (0.31 million) regions. The affected population includes the poorest households with poor food consumption score, low meal frequencies of up to 1 meal a day and low dietary diversity of less than 3 food groups. They have poor purchasing power as their incomes are low and no food stocks at household level. They are mainly coping through food assistance, remittances from relatives, begging, stealing food, wild food gathering and irreversible sale of productive assets to buy food. This population currently needs assistance to bridge the widening food consumption gaps and avert worsening malnutrition” (Office of the Prime Minister, 2017).

You can wonder what is the plan of the Republic when they know that the people have poor purchasing power, while the dwindling yields of the small-farming in these regions, doesn’t have the purchasing power of central regions. The trades and lacking production has equally hurt these citizens in Teso and Karamoja. Therefore the drought and lacking rain-fall has made the situation worse, as much as the rising refugee camps also getting aid and support from United Nation organization. While the republic have not galvanized agricultural structures and supported the citizens in dire need. This shows that the state has forgotten the reason for its existence. But there are more!

An estimated 9.3 million people (26% of the total population) are experiencing Stressed situation. Those populations are in East Central (1.88 million); South Western (1.24 million), Teso (1.1 million) and West Nile (1.04 million) regions. This population has minimum adequate food consumption, employing insurance strategies and are unable to afford some essential non-food expenditures. The prolonged dry spell due to La Nina phenomenon coupled with increasing incidences of crop and livestock pests and diseases such as Cassava Brown Streak, Cassava Mosaic, maize stalk borer, striga and Banana Bacterial Wilt grossly affected production reducing the availability and accessibility of food for this population. The low crop and livestock production negatively impacted household food stocks leading to increased reliance on markets for food. Increasing demand from external markets has induced food price increases, making it difficult for poor households to access food from the market. Deteriorating water and pasture conditions mainly in the cattle corridor have resulted in migrations of livestock keepers, reduction in livestock production and increased spread of livestock diseases. The over whelming influx of refugees from South Sudan has increased demand for food and services in West Nile region” (Office of the Prime Minister, 2017).

So it is bad that 1.6 million people are lacking resource, possibility to produce food, but also that the state doesn’t deliver help or aid to the people. The other numbers of affected people, shows even more the systematic defaults of the state to achieve good production of agricultural output, as the problems with crops, livestock and diseases that shown with Cassava Brown Strak, Cassava Mosaic, Maize Stalk Borer, Sriga and Banana Bacterial Wilt. All of these should be worked on and nourished by the state, through agricultural programs that stops the spread of diseases. This should be important at this stage by not only the Office of the Prime Minister Dr. Ruhakana Rugunda. Minister of Agriculture, Animal Industry and Fisheries Hon. Vincent Bamulangaki Ssempijja should have used the institutions to find solutions to the added strains in the agricultural industries, together with one of his State Ministers.

That the Ministry of Agriculture and Hon. Ssempijja has been lacking guidance as well as funding, most been shown when the millions of affected citizens are the result of little or no plan on important industry as it is. Where so many work and could need state structures to help and guide. There are lacking instruments and use of government institutions to help out in the dire need. Even find out ways to stop the growing problems that makes such a big part of population affected. When a state has 26% of it affected by various issues and the State can find ways to sort it out, than that should be priority, not to buy airplanes and cut taxes for the MPs, but to fix the agricultural yields and water-irrigation that needs. My letter to the 10th Parliament on their reckless behaviour!

Dear Members of Parliament!

I know by now that you doesn’t’ care much about the National Economy or about Transparency as you excluded yourself from the citizens you represented when you gave yourself a giant tax-break with no-income tax. That is the way you are I guess, reckless misbehaving children who are creating havoc in the candy store pointing at all the different kinds of treats and wants them all, even if it make them sick of sugar; they still want it all!

You guys, ladies and gentleman, the so called nobles, the so-called honourable citizens of the Republic have no totally forgotten your place and your reason for co-existing in the Republic. You might think that your above the people, the citizens, the one that you represent exist because of. Even if you think you exists and breathes eats and have pleasure because of President Yoweri Museveni, let’s be clear he is just using you!

I am not mad that you want to have air-conditioner in the North or the Eastern Building of the Parliament, it’s hot and you guys doesn’t want to turn into hot-air or Wokoloso. I know that, you want to peaceful creatures, which doesn’t kill Kasese or support arms for the rebels in Democratic Republic of Congo. You want to keep cool and be great support of the Republic.

I am furious over you wish to grand yourself 4 station wagons for whatever purpose of trading socks at Kololo Airstrip or having secretaries to drive some of you around on your shopping spree at Game or Garden City. That is all up to you and the use of the Station Wagons that you acquire to Parliament. You already have a massive fortune in Car money and doling it out when you started your terms as MPs because your official duty needs that the public offer you luxurious transport. Not take Taxis, Specials or boda-boda’s to Parliament Avenue, which is beneath you. You just like eating the monies of the public who would so!

I understand that the Parliament isn’t built for nor have the facilities for all the MPs now. Since you’re Executive, the chief of Rwakitura and the whole nation has let the nation sore with districts and parishes since his dire beginning of power in the 80s. It was nearly any districts when he entered the building as a Defence Minister under Dr. Milton Obote, now it is more than pages in the Kampala Eye and whatnot Tourist Information brochures that are delivered at Entebbe International Airport. Therefore the amount of MPs has soured with the amount of districts; a cow hasn’t been butchered as many ways the districts in Uganda has been during the last decades under Museveni.

So that the MPs needs office space and rebuild their accommodations is responsible acts of the Parliament, though costly because the share amount of MPs created under the President all of his terms. The MPs are in this one reacting with sense, but they should question the need for all of their services, even if it means giving up their wealthy new acquired lifestyle in the Capital.

What makes doesn’t make sense to me, in a nation where the state doesn’t have enough funds to allocate for the Presidential Jet or Helicopter of the farmer of Rwakitura. So when the current reflection of that in mind, the 10th Parliament are allocating funds and finding ways of giving Speaker Rebecca Kadaga and Deputy Speaker Jacob Oulanyah. Because these noble creatures and honourable minds needs to take into air and land wherever. Since their roles in Parliament is damn important that they need to follow the Presidential Jet and Helicopter that the State House cannot allocate enough funds too. So they can all stand still at the Helicopter Landing-sites in Kampala. At the Merry for the Kadaga and Oulanyah who dearly need them for their service of the country. They need to be mosquitos who can travel in the air and suck funds out the taxpayers coffers like the mosquito suck blood of their pray. If the Speaker and Deputy Speaker are lucky they will give the nation malaria as of the purchase and maintenance so the inflation keeps rising and the dwindling economy needs more debt to feed the fiscal imbalance of the state budget. The same state budget the Parliament allocated funds to their helicopters. Their needed helicopter that they will silence the MPs and show their way in Parliament; the Parliament will controlled by the waving wings of silence and the blood sucking drones the Speakers have become.

If you don’t understand the spending is of the chain, when the Mulago Hospital still lacks needed equipment, when other state institutions is depleted and civil servants not getting salaries. At that moment of time… the Speakers doesn’t need more perks, they need to be fiscal responsible and show the Executive just ways, since he is not caring about the Bank of Uganda’s hard work to stagger Inflation and the running debt rate. So when they are using public funds as their playground, these runs rapid wild in spending to be sure they can play all the cool games and be spoiled kids. That is what the Parliament and MPs are right now. Time to stop, rehash ideas and think of accountability, transparency and being fiscal responsible! Peace.

Misappropriate funds instead of feeding the hungry in the districts; 10th Parliament greedy MPs only see their bellies and not that they represent the ones that are starving!

Something is just wrong, something is seriously wrong, as the misappropriated funds and public coffers in Uganda; there is something sinister going on. It is okay that a government and administration cannot make it rain or make sun shine, but they can make sure the people together with public gathering technics make sure when there is plenty of water. It’s in tanks and other barrels until needed for the crops and enough for drinking. This is practices mankind has done since the Roman Empire. It’s not spectacular, but convenient.

On the other hand, since Roman Time, there has always been corruption, and men has always been corrupted by gold, silver and sparkly things. So as the citizens are hungry, the starvation isn’t only in Isingiro, where the starvation is dangerously high, there are other districts severely hit by the draught and the lack of rain.

Hunger in the districts:

Already, 1.3 million Ugandans, the minister said, need urgent food aid and so far, 600kgs of maize flour and 300 kilogrames of beans have been sent to Isingiro Districts where some people have starved to death” (…) “According to Mr Kibazanga, 65 per cent of people in Karamoja sub region have one meal or half a meal in a day as opposed to three meals while 35 per cent of the population in the districts of Katakwi, Amuria, Kumi, Bukedea, parts of Serere and Kaberamaido are in the same phase with Karamoja sub-region” (…) “Mr Kibazanga also revealed that 50 per cent of the people of Koboko, Yumbe, Moyo, Maracha, Arua, Zombo, Nebbi, Adjumani, Amuru, Nyoya, Gulu, Pader, Lamwo, Kitgum, Agago, Soroti, Ngora, Amolatar, Pallisa, Butaleja, Rakai, Isingiro and Tororo have access to a meal a day. The districts of Oyam, Apac, Kiryandongo, Masindi, Bulisa, Kyankwanzi, Nakaseke, Kiboga, Mubende, Luwero, Kyegegwa, Sembabule, Kiruhura, Lwengo, Ntugamo, Kamuli and Kibuuku are in a minimal phase of food insecurity, meaning the people can still afford all meals though stocks are running low” (Tajuba, 2016).

So when the Government knows about that and they continue with their inappropriate idea of giving new cars for the Members of Parliament, something that the 10th Parliament MPs have been waiting for. It is in their duty and now getting a free-ride for their services; this they do while districts upon districts lack food and water, while they are starving… the reckless thieving of state coffers instead of supplying needed food from the budgets !

New Cars for the MPs:

“Parliament has received a release of Shs25 billion for payment of vehicle grant to members of parliament. The money will cater for at least 250 MPs out of 431. According to parliament’s director of communcations Chris Obore, the Parliamentary Commission will first pay new MPs. The new MPs to get first are those without election petitions in court. The old MPs will be paid when the Commission gets a new release. It emerged recently that each Member of Parliament will bag Shs200m instead of Shs150m as had earlier been budgeted by the Parliamentary Commission. This means Parliament will spend more than Shs85 billion on all the legislators” (the Insider, 2016).

As much as there are money in the system for unnecessary expenditure from the 10th Parliament, that with no thought or consideration thinks about the consequences for the once they are supposed to represent. They apparently wish to become greedy like the former EX-MPs who we’re taken to court and charged with massive thieving, though where the money really went nobody knows. They surely pocketed some of it, but the where it we’re supposed to go, is not hard to know. Because the pay-outs we’re to ghosts, ghosts are invisible creatures not of the living.

Pension Scam:

“Anti Corruption Court in Kampala has found three former top employees of ministry of public service including Jimmy Lwamafa, the ex-permanent secretary guilty of all the ten charges slapped against them by the state.  Presiding judge, Lawrence Gidudu summarised in his ruling that the fraud to steal the Shs88.2 billion was hatched in the public service, smoothened in finance ministry and executed in Cairo bank where the money was finally paid out to ghost pensioners” (Ndagire & Wesaka, 2016).

So the living in the districts are either this days getting screwed by their own representatives of the 10th Parliament, as they are more keen on perks and riches than helping the citizens they represent, that is what their President Museveni has been teaching for three decades now. So the people are starving and not getting valuable food or needed water for their daily life, while the MPs are riding in flash, posh cars in Kampala. That is happening while their predecessors are being detained for thieving from coffers to bail-out ghost pensioners, while the results of the matter are not told where the money went.

We can wonder since it is not told, that somebody did their bidding and stole the monies for the bigger plan of their President, and when they we’re not needed to do their service they gotten taken to court. That wouldn’t be surprising as that has happen before in the times udner the Executive Museveni. It’s just new names who done similar things in the past. The billions of shillings are levels of stealing while the hunger is running rapid is worrying; together with the wishes of lavish lifestyle by the men who supposed to represent them. Instead they represent themselves and not using their powers and reach to service the famine ridden districts, because they only see their own tummy. Peace.

Famine continues to run rapid in Isingiro District!

“I am buying a second belt for my stomach in addition to the one for my trousers” says a man in Isingiro, in the district that is hunger stricken, famine and drought.

Isingiro District Veterinary Officer Dr Bruhan Kasozi told a radio that the district is currently experiencing what could be its worst dry spell in a decade.

The continued reports of famine and draught in Isingiro District happens and the Government tries to react, but with very little effect. The relief is mediocre at best, not even well-prepared even as the draught has been steady since mid-year in 2015. The Livestock and water issue is rising, there been reported that 8 kids has lost their life during the recent week because of the starvation. This is the people of district that is in the hands of government doesn’t have effort, will or care to really change the pattern of the famine in Isingiro District. Here is what I collected of the continued situation. Something that is not what it’s supposed to be, the Police still over-react in the nation as even Local Councillors are detained for opening a Livestock market in the needs in the district.

This is happening as the State Minister for Relief and Disaster Preparedness Hon. Musa Ecweru said: “The hunger situation in the country is serious especially in the cattle corridor. We are starting the relief program from Isingiro district because of the magnitude of the problem” (NBS TV Uganda, 01.11.2016).

“The State minister for relief and disaster preparedness, Musa Ecweru, is calling for serious interventions to tame adverse weather conditions causing calamities in the country. The minster said this Yesterday while in Isingiro district where he was distributing food relief items to residents hit by famine due to the long drought” (91.2 Crooze FM, 05.11.2016).

As the reported deliver on the 4th November after months of draught and famine, was this:

“In Isingiro District where famine rages on, government has delivered food aid, each recipient got at least one cupful of flour and beans. There are reports that a number of people and animals have died of starvation” (NBS TV Uganda, 04.11.2016).

Like again on the 5th November the LC2 Chairperson of Kayonza Parish in Isingiro District. Here the locals lined up for more posho and beans… to fill their cups of starving tummies in the parish.

Detained for opening the Livestock market:

The chairman LC 5 for Isingiro district has been arrested and put to prison after attempting to reopen the animal markets that were closed down by the government following the outbreak of foot and mouth disease. He’s been arrested under the orders of the area RDC Mr Herbert Muhangi citing defiance of the district leader. The chairman Kamurari Jeremiah Birungi has been planning to reopen the markets and has been informing the public that today Thursday is the day to operationlise the markets regardless of the central government’s directive and the quarantine. He was found in Endiinzi sub county where he had gone to open the market” (OMO Blaze Media House, 03.11.2016).

“Asalam alaykum brothers and sisters preparations for for Isingiro district relief in progress areas to be visted are saa no 260, Rukungiri 278, Mbale 334, Kashariira 270, Mule mâ 480 ….families thanks to Mr Amin from Kotecha family Eng Fahir , Beejay,Fred Kafooko etc now at Iqra foundation mbarara mosque with 20 tones maize flower and 3.5 sugar please send more we are leaving tomorrow at 7 am may Allah the Almighty bless you all”.

Good Donations:

Muslims in Western Uganda have extended relief to several families in Bukanga County – one of the most drought-hit areas. It`s addition to donations coming from various humanitarian organizations. Among the food items, were posho flour, rice and sugar, handed to some 1,700 households” (Urban Television, 07.11.2016).

And you know the draught is serious when the prices of Jerry-cans of water cost up to 1, 500 shillings. Before the draught the price of water in Jerry-cans cost about 200 or 300 shillings. So this proves that the starving and lack of water is striking the prices of the necessary. The biggest delivery are from a NGO and not the Government. So the Iqra Foundation is doing much more than the State, which is really the epitome of this Administration under President Museveni who is reckless policy on his own behalf. This is as the Second Minister Kibazanga

“The nation’s northeastern Karamoja region is the worst hit with two in three people having access to only half a meal or less per day, Christopher Kibazanga, minister of state for agriculture, said in an e-mailed statement from the capital, Kampala. Teso sub-region and the western district of Isingiro are also badly affected” (…) “There is fear if individuals and families do not manage the available food stocks at household levels well, the situation can quickly deteriorate to the emergency and famine stages of food insecurity within the next two months,” Kibazanga said” (Ojambo, 2016).

So the Ministers Kibanzanga and Ecweru are saying that this is serious business and how hard the area is hit. Still, the deliverance of emergency relief has been meagre from the government as even Local Councillor has complained at the rate; still the good news is that the Muslim relief has come. This is coming as the lack of rain and continues draught at the area. Prices of livestock have fallen and the price of water from the Jerry-Cans has gone up 5 times recently.

“According to Kangwagye, once the livestock markets are reopened people would easily sell of their animals and get money to meet their other needs. Kangwagye told URN that he intends to join other leaders to ensure the livestock markets are reopened. Kangwagye’s statements come a day after Agriculture, Animal Industries and Fisheries Minister; Vincent Bamulangaki Sempijja accused Isingiro leaders of undermining the livestock quarantine. On Saturday, Sempijja accused the local authorities for politicizing the livestock quarantine, which compromises efforts by Ministry to eliminate the foot and mouth disease from Isingiro district. According to Sempijja, instead of backing the quarantine, politicians in Isingiro district are mobilizing livestock farmers to reopen the closed livestock markets. The Animal Diseases Act only mandates the Commissioner in Charge of Animal Health to lift quarantine. Any person who defies the quarantine faces a fine of Shillings 2 million or 2 years in prison or both” (100.4 Hills FM Kabale, 07.11.2016).

So the continues hunger and issues are coming to the surface as the Livestock issue is not stopping, the management and administration from the government is really weak. Therefore the Ministers are even criticising their government response to draught and deaths in the districts.

What is striking is how the Ugandan People through help is now starting to donate money to get food for the Isingiro, both Muslims and Christian NGOs are doing and planning to deliver food to the needy. The interesting is that the NGOs are giving more than the Government. The report of one cup of Beans and Posho is really not a real relief in the midst of a famine and draught that lasts months on end.

The ends have to come and the state has to deliver, also show plans of progression, if not to talk about new plans of collecting water and serving these communities; which should be priority, this problem where even there when the President and his team went on campaigns in the district.

So the reality is bleak and what is worse is all the men and woman, even kids are starving because of the continued draught. The Famine has to be sorted and the Government actually act responsible to the citizens of the district.
