Opinion: Mzee, what progress has Bobi Wine stopped?

Bobi Wine went to America and said that people should not come invest in Uganda. That means he is an enemy of progress in Uganda. In the 1960s, I was a member of DP but when I couldn’t say, ‘don’t build the Masaka-Kabale Road because I am not in the government, because that road is my road –it’s not for the government. When you go and tell foreigners that they should not come and invest in our country, you are waging war on our prosperity. So why then do you want to come and take advantage of that prosperity? (…) “That may be one of the reasons [for cancellation of Bobi Wine’s concerts] I suspect, I have not talked to the police in details” (Yoweri Kaguta Museveni on BBC News Africa, 18.10.2019).

Since June 2017, as he won the Kyadondo East By-Election his been an active troublemaker for the President, because he has stood up to him and his causes. That is why, the President tries to deflect and put blame on the MP, Robert Kyagulanyi aka Bobi Wine. Instead of looking into own acts and mischief made.

It is not as if the MP tortured himself after the Arua By-Election in 2018. Not like him made the headlines of not being allowed to leave the country for treatment. It is not like its his fault, that the Police Force and their brigades are blocking every avenue and venue for his concerts. That is the state apparatus. Therefore, the enemy of prosperity and the enemy of good political PR is the state.

That’s why its insulting what the President is saying on BBC News Africa. Like he thinks that people are this damp. That he thinks people are not seeing through the shades of grey, that they cannot configure the ordeal and see the reasons for all of it.

This is like the evangelical prosperity gospel kind of nonsense too. You know, if you don’t follow the teaching of the pastor and his church. Your whole business will fail, your whole family will be deceased, and God forbid, if you’re a farmer your crops will not grow. So, with that in mind. The President is pin-pointing wrong.

If it wasn’t for Americans, many government programs wouldn’t have funding, lots of the UPDF equipment and training wouldn’t be there. The list goes on. Therefore, the man should come down about that. After his rise to power, he shake hands with Ronald Reagan and Bill Clinton. Therefore, be at ease, Mzee, take it easy.

I don’t see that Bobi Wine has stopped any progress, but instead shed light on some of the businesses. That the President doesn’t want light shed on. Because, you just want to rule indefinitely without any question or bargain. That is just the way it is.

His a threat to you, that is why his an enemy. Not because his a severe danger to the Republic. Nevertheless, you thinks the Republic will not stand the day you cease to hold the keys to power. We know that, but you can act as if we don’t already know. Peace.

Opinion: A little bit of defiance overpowered the independence celebration!

Today was supposed to be the day that President Yoweri Kaguta Museveni shined in the Bugisu Sub-Region and in Sironko District. Where he together with all the flair, the state machinery, the army and dignitaries. Even Zimbabwean President Emmerson Mnangagwa was there to bring the festivities to the next.

However, the actions of his state apparatus, the acts of his own security organizations and their compatriots failed. They were supposed to have a smug party and celebrate the spoils of 57 years of independence. Instead, this day will not be remembered for whatever trophy or award Mnangagwa got or the speech of Museveni.

No. Today will be remembered by what happen in Wakiso district and in Kampala. There was another fellow taking the headlines and stealing from the military parades of Sionko. The man who overtook the mantle and the spotlight was Robert Kyagulanyi aka Bobi Wine.

His not the first opposition figure (Dr. Kizza Besigye and Ingrid Turinawe) to sneak out his own home, as it is besieged by police officers and road-blocks. Which was the case today, as the news of Independence and Magere was sealed off. Still, Bobi Wine found away and he took off.

What is even more amazing was that Bobi Wine was able to dip through traffic and pass into Kamwokya. He was able to drive-in convoy during the day and even jump onto a boda-boda while the police tried to arrest him. This all made fuzz and the video-clip of this is online. It went viral. Because, it shows the lack of freedom and how one mad had to defy the authorities.

This is defiance in-action. Where one man took it and showed the world what it means to stand-up against the oppressors. He could have been a defeatists and been behind sealed of premises. Instead, his action showed the public what a little effort can do. He was able to shock and awe, but also show them that they can stand-up towards the people with guns and spike-strip or tire deflation device to stop him from passing.

Still, Bobi Wine did pass his home. He went and became the man about town. Bobi Wine didn’t only show his face, but he showed true defiance. Some calls him a hooligan, but his not a fanatic football support. His a man who stood up for his own freedom and as an example of someone who will not be shackled by an unfair system, which the NRM is putting the public.

A little defiance overpowered the festivities today. Who knew? Nobody did, that’s what defiance does. Peace.

Bobi Wine escapes house-arrest on independence day!

Robert Kyagulanyi aka Bobi Wine released pictures earlier today of a cordoned home, road-blocks and a police siege at his home; and also on the road-blocks to his “One Love Beach”. Where he was supposed to hold an Independence Day concert. A concert that the authorities didn’t have the man-power to secure it.

However, they had the man-power to put up roadblocks, several of them, apparently. Both, in Wakiso District and in the greater Kampala area.

Well, that didn’t work out well for the Police Force. The Police Officers could detain the man in his own home. The artist and politician escaped on a motorcycle or boda-boda. As he was able to cross from Magere in Wakiso district and been able to ride to Kamwokya, Kampala. On route to Busabala, where the beach property is.

Surely, the state is looking foolish in all of this. As the boda-boda’s are even riding convoy with the man across town. As the President of the Republic is presiding over events elsewhere and totally forgotten. It proves his popularity and his rise, why the authorities fear Bobi Wine. Because, the public stand behind him and support him. Stops even police from arresting him again.

Therefore, even as this tale is far from over. The proof of his resilience and will is there. That his not following orders from high above. To silence himself and his comrades in the struggle against oppression. That he takes up the mantle and stands up against it.

By all means, for doing what he did today. He will get new charges where he defied orders, “incited violence” or trespassed Bosco’s mind. But that is something that impossible not to do. When without court orders, warrants or legal justification, they put him under house-arrest, which state did earlier this morning.

Alas, that is the proof of the sinister state and lack of freedoms in the Republic. When a man has to break away from his own home to get freedom on INDEPENDECE day. Not just a random day. BUT ON INDEPENDECE DAY. Just let that pickle cherish for a minute. Peace.

Only Museveni can celebrate Independence Day: Bobi Wine’s concert is blocked!

Besides, police would not be able to fully provide the requested for security as our main effort will be on securing the national Independence Day celebrations in Sironko district,” the letter reads in part” (NBS Television, 08.10.2019)

The Osabala Concert at One Love Beach on the 57th Independence of the Republic has been blocked by the Police Force for their ordinary reason. “Safety” and whatever else concerns the state has, as the musician and politician Robert Kyagulanyi aka Bobi Wine was prepared to hold a concert at his venue again. Since, everything else is steadily blocked for him during the last two years.

This is the first concert his tried to hold in the Republic in a long while. Not the first nor the last time the National Resistance Movement will close of venues of other people and politicians celebrating independence day. Because, its only an independence celebration if the President and his cronies are there. If not its deemed unfit and dangerous.

The Forum for Democratic Change (FDC) are planning also an event at the FDC Headquarters at Najjankumbi, but don’t expect that to go through either. As the state has a gift of blocking these events.

I didn’t expect Bobi Wine to get this. Just like the other politicians who has tried to celebrate the day without His Excellency. That is just mere impossible in the Republic. The freedom is limited and only the one given by him. Your lucky if your free and have the liberty to celebrate it. Especially if your figure who oppose him. Than, your freedoms are limited and your moves are restricted. Just like in the manner of the concert of Bobi Wine.

He just had to be blocked. Even if there is no evidence, no clues or no intelligence saying it will be an issue. Just that the orders from high above says so. That the President doesn’t want to be outshined or be exposed for his hypocrisy on the 57th Independence Day. That cannot happen and Bobi Wine just have to shut-up.

That is initially what the President is saying. Expect arrests either today or tomorrow. Of fellow peers, of people going towards One Love Beach. Expect FDC leaders in trouble too. They are always in the mix. While President will bless an venue with his deception of freedom, liberty and liberation, which was made for him and his cronies, but not the whole republic. Peace.

Opinion: The UCC report on breach of “minimum standard” is the anti-broadcasting Bobi Wine Report!

The Uganda Communication Commission report on the breach of minimum standard is really about the media houses, radios and TV-Stations broadcasting events and court-trials. This investigation report goes on supposed breaches of broadcasting standards.

All observations and affairs in these circumstances just happen to be involving the People Power Movement, Robert Kyagulanyi aka Bobi Wine and his affairs with the law. The demonstrations or the return from a police station.

This being the reports from Bukedde TV, BBS, NTV and NBS Television. What is really striking from all of this, is that the UCC recommends actions of “remain impartial and non-partisan in the course of their work”. Still, this whole report itself is only looking to breaches following Bobi Wine and sometimes Dr. Kizza Besigye,

These all stems from the same time and incidents surrounding Bobi Wine on the 29th April 2019. The UCC is all looking into the messages about this. Not about any other instance or investigating how the media houses followed the messages of the state. No, only how it blessed the air-ways with content following an arrest of unlawful assembly, as the politician tried to hold an Kyarenga Extra Concert on East Monday; Which the state blocked.

The report doesn’t look into how the state acted towards him. Neither is the mandate of UCC to do this. But it is interesting that their scope is on this and they are showing loyalty to the “high above” this way. Because, it makes it obvious.

That the reporters, the media houses, the radios and TV-Stations should be “non-partisan” the NRM way and not follow up on arbitrary arrest of opposition figures. Because, that incite violence, startle the public to demonstrate or even can cause “riots”. Since, this will not happen if they just show Museveni in 3D all day or make mash-ups of his latest speeches.

This is an targeted assault on media freedom from the UCC. This is biased attack on these media house. Nothing else too it. Peace.

Opinion: Gazetted injustice with the ban of red berets!

On the gazetted Uganda People’s Defence Force (UPDF) dress code of 18th September 2019, the red berets, which has been associated with the People Power Movement and Robert Kyagulanyi aka Bobi Wine. It is now banned from wearing them, except if your part of the UPDF. The same with the rest of the attires, which is gazetted.

This is limiting clothing, but also banning a sort of cloth, a headwear, which has been directly the image of the opposition movement. The UPDF again being used politically to ban. Not only is the army used to intimidate and to control the public. They are not only defending the territory of the Republic, but also used as a tool of oppression. That is why, special units of the UPDF have been used to arrest and detain civilian leaders, like even taking the Arua 26 and the Kizza Besigye to Military Court.

Therefore, this is not shocking. This is following a pattern, like when the Interim Order of 5th May 2016 banned all demonstrations and the defiance campaign. In addition, this means that the Forum for Democratic Change (FDC) was officially by the state not allowed to demonstrate nor use defiance. That is why we have been here before.

The UPDF is used as a tool this time. To stop people from wearing a certain head-gear. They want to monopolize this headwear. Apparently, they can do that, even after the state known the public and the opposition has used this. This is a direct ban of wearing something of the opposition.

If the National Resistance Movement (NRM), the ones running the government wants a multi-party democracy or act like its there. Maybe not ban their gear in general. Because, it proves again, that President Yoweri Kaguta Museveni and his minions in acts won’t a one-party state. That is why he was so reluctant to let go of the movement system in the past. This is a history we cannot forget.

In this instance, it is repetition of the past. The NRM and Museveni uses the state as a oppressive machine. Finds some significant faults with the opposition bans it. That is not new.

This is the red berets, which is now a cardinal sin, unless your part of the UPDF. Together with the other hand-picked attire, which they see fit. We can await the radios to ban Bobi Wine songs, we can await to see more of these issues. Just like the bans of concerts of Bobi Wine too. Therefore, this is following a common pattern.

This is not happening to the DP Block or the UPC for that matter. No, its happens to the Opposition that the President fears. That is why he can use the military, which the militarised politics of the NRM has personalized over the years.

This will be controversial, there will be arrests, the police force will enforce this and we will see an outcry. However, will this show the public how far the NRM does to control them? Is this enough or will laws of draconian acts continue without any actions against it. Will the public accept this and move-on, as the state again tell them how to think, act and how to be?

This is what the NRM does, just another proof. Peace.

FYI: The use of Safe Houses are unconstitutional and Gen. Tumwiine is wrong!

What I know is there is safe houses but you (MPs) will not be allowed to go there because the laws does not permit you” Gen. Elly Tumwiine on 28th August 2019

Gen. Elly Tumwiine is again defending the indefensible. Where he is now apologetic in the concern of the safe houses, which is ungazetted arround the Republic. This is the Minster of Security, the one whose the head of the operations and he has no issues with them.

The Minister confirmed that indeed there were safe houses in Uganda and noted that safe houses were not peculiar to Uganda but they are a worldwide intelligence practice.

He told the Committee that some of the functions of safe houses included:

To coordinate clandestine intelligence operations

To debrief and re-brief intelligence assets

To secure and protect witnesses in danger, especially criminals who have turned into witnesses

To secure persons who come seeking to be protected by the state for various security reasons

To manage hard-core criminals who require a long time to reform and now need observation and surveillance” (Parliament Watch Uganda, 28.09.2019).

Clearly, the state misuse the Safe Houses, these unverified locations to keep people they have as suspects. It is a reason why this is problematic. Because, the people taken there is kept for long, without warrants, court orders or even following their citizens rights.

When the General speaks of permission, what in his right mind does he have to take away the public civil liberties and their constitutional rights?

Have the NRM during the time of Gen. Tumwiine at any point suspended the 1995 Constitution to give a free-for-all and take everyone as suspects before trial, before sentencing and discovery of evidence? Because that is what this seems.

Thanks to ulii.org and several of Court Cases, where innocent civilians was put into these Safe Houses and later won for damages against the state. These cases uses certain laws, which I will copy. To prove the misgivings within the law of the Republic for having these places. No matter, what Tumwiine says. Because, the Republic can never repay him back for his sacrifices, not even with their time and their freedoms apparently.

Lets look briefly at some pieces of legislation. Shall we?

Article 28 clause 1 of the Constitution of the Republic of Uganda as follows:-

In the determination of Civil Rights and obligations or any criminal charge a person shall be entitled to a fair, speedy and public hearing before an independent and impartial court or tribunal established by law”

Article 44(a) of The Constitution of The Republic of Uganda states:

Notwithstanding anything in this constitution, there shall be no derogation from enjoyment the following rights and freedoms-

(a)Freedom from torture and cruel, in human or degrading treatment or punishment.”

The National Resistance Army (Application to Civilians) Regulations 1996, Regulation 5(1) provides that – “upon arrest of civilian, that civilian may be detained in a military cell and shall be brought before a military court not later than forty eight hours after arrest”.

While these legislation proves how the state are supposed threat there suspects, but that is not what they do.

I will take some snippets from a court case dating to the Judgment on 19th August 2019 –

“THE HIGH COURT OF UGANDA, CIVIL SUIT NO. 386 OF 2014, LT. (RTD) GEORGE KIGGUNDU:::::::::::::::::::::::::::::::::::::::::::::::::::::::::: PLAINTIFF VERSUS ATTORNEY GENERAL::::::::::::::::::::::::::::::::::::::::::::::::::::::::::::::::::::::::: DEFENDANT, BEFORE HON. JUSTICE MUSA SSEKAANA”.

As the Plaintiff testified this: “He testified that he was taken to the Head of Investigations Captain Mbahweza Ceaser who was a captain at the time, now a Colonel, who had a heap of sticks and started beating/assaulting him and asked him to remove his shoes and later locked him up in the toilet at Chieftaincy of Military of Intelligence. He was not informed of the reason why he was being beaten. PW1 further testified that was repeatedly beaten to a point when he started bleeding profusely. He was detained in some place in Kololo, which he came to know was a safe house in the dungeons. The plaintiff further testified that after about two weeks he was asked to make a statement that was when he was told that he was suspected to be recruiting PRA (Peoples Redemption Army) and ADF (Allied Democratic Forces) in areas of Kasese, Kampala and Masindi to which he responded that he did not know anything to do with any rebel activity. He insisted that evidence be brought forward connecting him to the allegations but to date nobody ever brought any evidence against him. Pw1 stated that spent sixty one (61) days in detention in a safe house under extreme torture, sleeping on floor, no visitors, and no treatment. As a result of that torture and detention, PW1 testified that he became black as a result of skin disorder, was beaten on his left leg and suffered severe grievous head Injuries” (High Court Judgment, 19th August 2019).

We are seeing a pattern of this, where the state keeps suspect without their constitutional rights respected, neither the lawful procedure, as the state has decided that a certain individual is a suspect and therefore, can be handled with the full arm of the law. Without any warrant, court order or sentencing. This is just one man out of plenty.

Lt. George Kiggundu got 20 million shillings in damages, which was a nearly half of what he sought out for, which was 50 million shillings. However, this proves that High Court see the damages, the way the CMI and most like ISO is breaking the laws in concern of the safe houses.

That is why I had to write to day and put pieces together. Because, Tumwiine wouldn’t want to end up with the treatment of Lt. George Kiggundu any day of the week. No one should, because, you should have fair trial and process. To see if the state is right about the possible crimes a person has committed. With the safe houses, all people are fair game and whatever snoops of intelligence the ISO/CMI/Flying Squad has gotten. They can abduct, torture and detain someone for long without the legal justifications for doing so. Plus breaking the law, by making the supposed suspects victims of state violence against them. Where the state justifiably breaks the articles of the Constitution and other laws to be able to hurt, damage and scorn people for life.

Just because Tumwiine and the NRM is afraid someone might be a criminal or spy, without even having the evidence. Therefore, they need houses to torture the incriminating evidence instead of gathering it and proving it to the Courts, that the person in question is planning/doing/evidentially connected to the sort of activity that would put their life in legal jeopardy. But the way the state is doing it.

They are not doing it right, not acting right and using the passage of power as a government and authorities to bring the peace. They are actually acting, as if people are guilty before they are proven innocent. Instead of everyone is innocent before proven guilty. Peace.

Opinion: A regime needing “safe houses” is a sign of brazen oppression of its citizens

“Madam speaker I wish to mention that a safe house is a secure place used for intelligence work, all intelligence and security agencies world over operate safe houses,running a safe house is not peculiar to Uganda but it’s a worldwide intelligence practice” security minister Gen. Elly Tumwine (August 21. 2019).

That there is reports and statements made during this week from Hon. Francis Zaake and Betty Nambooze, whose both have stated their evidence of the usage of Safe Houses. This has been known for a long while. There is several of these houses and used by the Internal Security Organization (ISO). Hotel Serena used to be a sort of house back-in-the-day, but has rebuilt to other use.

That the Nalufenya was closed earlier in the year, there is still other building used for the same ways. To torture, hide victims and supposed spies. That the state takes away in silence, abducts without warrants and usage of even soldiers to take away activists, political opponents and whatnot.

All of this isn’t new in the Republic. That National Resistance Movement (NRM) have continued the practices of previous administration. The NRM have been brazen and its been known that dissidents has been tortured and arrested for long time. This been done by the Flying Squad, CMI or even ISO. All of them has picked up people and kept them in “safe houses” without court orders to keep them detained.

Therefore, don’t be shocked when Zaake MP says he knows about 900 people, whose arrested and tortured at this moment at the safe houses. Surely, the NRM will not verify this. Because, they don’t want this to be a thing. They want to show the Northern By-Pass, that they used over a decade to finish, maybe more.

Let’s be clear, we don’t have all the information. Because, this is in the dark, grey-area, which is kept a secret. The state doesn’t want the news out. They don’t want to show the darkness, the only thing we know is the stories from a few victims. Since, there is no Parliamentary Report like on Nalufenya, which we got just days before closure of it. Then, it was shown the systemic violations of human rights and cruel behaviour of the state towards their own citizens.

We cannot know how big of deal this is, because the numbers, the lack of leaked reports and the proof is not there. But when the likes of Gen. Tumwiine verifies it. Shows there is an intention of open violence against the citizens of the Republic.

If these people picked up by ISO, CMI and other security organization from the state, they should have warrants and prove the criminal intent of the suspects. Not just abduct them and detain them in random “safe houses” unless the state wants to keep their activities as a secret. Because, if they were sincere … then the state would prosecute them like everyone else. Innocent until proven guilty of a crime.

Alas, that is not the case, because the state uses this to intimidate and oppress the citizens. Peace.

Opinion: ANT’s fragile start ends up with a partnership with the DP Block

Well, the Alliance of National Transformation (ANT), the newly minted party from former Forum for Democratic Change (FDC) rt. Gen. Mugisha Muntu has today shown sign of weakness. As his party is nearly launched and having consultation meetings across the Republic.

Still ANT is in the beginning face and now seeking alliance with Democratic Party Block or DP Block. Which is already filled one-man band parties of Social Democratic Party (SDP) of Michael Mabikke and People’s Democratic Party (PDP) Abed Bwanika. These was the key patrons behind the DP Block. Now its revealed, that the party registered in January of 2019. Are now a part of the DP Block too.

That is sign of strength and broaden perspective for Norbert Mao, whose not has had many friends since he was a part of The Democratic Alliance (TDA). Surely, this makes him look important and that he got good opposition backers behind him. Even as the FDC and People Power Movement are moving on their own.

The DP Block doesn’t get more viable, even if it has Muntu. As his speaks of “country before self”, but his own agenda seems to be finding a space for him to shine. There isn’t anything that resembles strength or uniqueness in the ways Muntu has manoeuvred. Neither in anything Mao has been doing, except for his power-play some-days on NBS TV.

Let’s be clear, ANT is showing not their capabilities or their message by being part of the Special Purpose Vehicle (SPV), the one that was supposed to reign in Robert Kyagulanyi and his brigades. Alas, that didn’t happen. It has only brought Mabbike, Bwanika and now Muntu. Is he awaiting someone else to so they can actually drive somewhere?

Because, at this point, this is still a TDA-Lite, even without the head honco of a Amama Mbabazi, a score and sore point to address the struggles and the big-man to have any appeal. With the cadres around the table, the measure of scope isn’t strong. Unless, they suddenly are able to show finesse and be political savvy to actually be relevant. This is not something you should anticipate from Mao, neither Bwanika nor Muntu. If so, why would they be there?

Unity isn’t bad, but this is like the losers club. Where the ones who couldn’t be a big-man, want to act like big-men, but is all dancing midgets. Well, its cruel, but a fact. They all want to be viable and express the concern of the public like Besigye, want the outreach and popularity like Bobi Wine. If not be unpopular, but still have the army like Anite. But, they have neither and acts like they can get it all by the half-baked measures they are doing.

As shown by the Democratic Party statement on the meeting today: “Next steps include the urgent declaration of our position on minimum reforms before the next elections. This doesn’t require the SPV as a precondition” (DP, 23.08.2019).

Because, if they wanted people to really join and follow the SPV, it should be able to function for the purposes of not only reforms, but basic governing. It is clearly lacking that, as it seems only to function as basis for the men to seem important. Which is by all means, a lot work to waste time. Peace.

PS: Bwanika hasn’t been so vocal lately, maybe he had a pay-off since last time we saw him.

Opinion: Whose not annoying and ridiculing President Museveni at this point?

24. Penalty for acts intended to alarm, annoy or ridicule the President:

Any person who, with intent to alarm or annoy or ridicule the President— (c) assaults or wrongfully restrains the person of the President, commits an offence and is liable to imprisonment for life” (Penal Code, 15th June 1950).

We know they fought, we know they won and the rest is history. The 1986ers are running the Republic and doesn’t care if their revolution is eating and killing its kids. They just don’t care, everyone is charged with phony charges, taken by the courts in premeditated statutes and usage of colonial laws to pin them as criminals for standing up against the President and his patronage. They own the land, the rest is the peasants, whose lucky enough to live on rented time on the soil of the Republic.

Today, Robert Kyagulanyi aka Bobi Wine is charged with annoying, ridiculing and blocking the road in Arua, as the President was passing with his convoy. The other Arua 37 was charged with this too. This is not new, because anyone can be charged with it these days. These people are still facing treason charges from the same Post Arua By-Election, so what the state put these additional charges on them.

There takes nothing to insult the President, if your Joseph Kabuleta writing about Project Muhoozi. If Bobi Wine tries to use his popularity to win By-Elections, which is demeaning to the almighty President, whose supposed to be the most loved person ever to grace the planet earth. You get charged with cyber harassment, if you just write a poem about you, this is the fate of Dr. Stella Nyanzi. Whose now under more trouble for demonstrating in the midst of sentencing on the last Friday.

So, we know that people are annoying, bugging and has to be charged for doing so. Even if the President says no-one is arrested for annoying him. Apparently, plenty are and in legal jeopardy. If you just spit in the wrong pit, they will charge you for it. However, in this regard, the citizen can just be in wrong place, at the wrong time and the state will capture you. That is what the state is doing.

The state and the authorities are using the Penal Code, Public Order Management Act and Computer Misuse Act to take people away for any reason from her until the sun. They have not produced any evidence or affidavit to prove it. Even if their lives depends on it. Because, they know its just playing and misusing the time of the ones charges. So, that Bobi Wine and the rest have less time politicking. That is what the state does.
