Opinion: Do you feel free yet? [40 years after liberation]

“Countrymen, Countrywomen and, especially the Bazzukulu, on Sunday 18th January, I formally received the declaration of my re-election as President of Uganda. I thank God, Maama Janet, the NRM members, our leaders, institutions, and all Ugandans who stood for peace and stability. In this new Kisanja, our priorities are clear: safeguard peace and security, eradicate household poverty, strengthen unity, enforce discipline in governance, and support wealth creators to grow our economy. Uganda will remain peaceful, stable and focused on progress. I thank you all and wish you a happy Liberation Day” (President Yoweri Kaguta Museveni, 26.01.2026).

Are we there yet? Are we or are we not?

We can ask this question because the peasants are not free from their overlords. The state and the authorities are still violating people’s rights and their ability to assemble. The National Resistance Army and the National Resistance Movement have failed. They won’t say it, but we all know it.

The rebels of the 1980s fought for themselves and that’s why they are lingering around. That’s why Jim Muhwezi is still finding his next new scheme to enrich himself. This is why the Museveni family is getting into offices and having elected roles. They are all encircling the state and they are the owners of the Republic. They fought so they can rule, and the rest can shut up. That’s the liberty and the freedom they brought.

For a long time, I have said it is a limited freedom and justice, by now it is even worse. As they are even more rampant and lack any sort of justification for their actions. The state can just target someone and make them gone. They don’t even try to make a case and find some criminal conspiracy before arraigning them in the courts. Now they are behind bars for years and without end, bail isn’t even used or an ability for the ones apprehended and kidnapped by the state. These people are just victims of circumstance and of affiliation. That’s why they are captured and losing their freedom.

Still, the Movement and the President want to celebrate 40 years in power. They have power and hold all the instruments of the state. The State House and the First Family have total control and absolute power. They can do whatever they want and misuse power as much as they want. That’s why they can swear-in the Chief Justice at the First Family Farm and holding the ceremony there. This shows how the Judiciary isn’t independent, but another part of the embedded power structure that is born out of the First Family.

So be aware, when the Head of State can do this and no one challenges it. That’s telling that everyone adheres to him and he has the leverage over them all. He can act on a whim and decide whatever he deems fit. President Museveni can do what he wants, and no one begs to differ. The same can his son who is in-charge of the army and is an army commander. He can also act with influence and prestige, because his one of them and has a say. Others just must listen and obey. That’s who these people are, and they think they can order people around like cattle.

People aren’t free. What they promised in January 1986 haven’t been fulfilled. The prisons are filled with political prisoners and prisoners of conscience. There are graveyards of people killed and hurt by the policies and orders of this government. Those lives was  taken on accord of the ones in power. Therefore, to celebrate liberation is false. The nation isn’t free, but a limited few are and they are protecting their gains. These people aren’t protecting yours and they are even displaying for everyone to see. Peace.

A message to the First Son, General Muhoozi Kainerugaba: Who are the real terrorist?

General Muhoozi Kainerugaba, I got a question. I know you would find it out eventually and it will trigger your mind. As you have already blocked me on Twitter (X) and I can still access your tweets. Regardless of that… well… something got to give?

What do you call a man who harasses, tortures, abducts, raid homes without warrants and keeps incommunicado?

In the same regard, what do you call a man who is proud of extra judicially killing people?

Isn’t that terror and the act of a terrorist?

That’s just the utter disgrace of a man you are. You are willing to bleed people out. You are willing to detain, mock, humiliate and kill the ones who oppose the current regime. That’s who you are and your proud of it too. You bash in the glory of the demise of others and don’t mind the usage of lethal force on unarmed civilians.

You call the opposition “terrorist”. However, they are just gathering and working as a political party. They are doing their duty as citizens and civilians, as they campaign and does their protest against injustice. The injustice and impunity that is incarnated in your skull and bones.

Who are you to abduct, detain without prosecution, torture for their political affiliation and even cold-blooded murder people for who they associate with, who are you to do that?

Are the civilian in red beret that intimidating to you? Are the woman who take on red overall such a bad omen for you? What is it with you? Are you mentally deranged? Does the house doctor forget to prescribe your medicine? Are you delusional?

Because why are a man of your stature and your lineage proud of death? Why are a man of your prestige and office bashing the glory of others people’s demise? Why? What gives?

Is the pain and suffering of others what motivates you and make you tick? That’s it. You need other people to be beaten, bruised and hurt for you to get your dingy to work? Is that it? That’s what is turning you on and make the mojo right before an evening nightcap?

It is just really outrageous and tragic that a man who is a Commander of Defence Forces, A Military Commander with the title of General and the First Son is acting in this manner. There got to more to this.

Especially, when people by affiliation and by political aspiration is called terrorists. That they are called that and mentioned in such a manner. That says something about your state of mind and where your mindset is, which is depressing. Because, if they were making bombs, planning to cause havoc and did evil deeds. Well, then it would be justified, but they are just politicking and acting in spite within the system that your father has created. So, it doesn’t make sense really. Only for your head to defend your acts of vile oppression and your viciousness towards fellow human beings.

Gen. Muhoozi Kainerugaba, who are the terrorist? You or them? Because, you act more like one, then the ones you deem fit. You are the one who is slinging guns, who wielding weapons and using force. Not the civilians captured by your people and following your orders. Those are just pawns taken in by big-men who doesn’t have heart or conscience. That’s where the problem remain and you are one of them. Peace.

Justice Dr. Esther Kitimbo Kisaakye: Message to President Yoweri Museveni, President of the Republic of Uganda (25.01.2026)

Mr. President Yoweri Museveni

On the 15th of January 2026, you contested in the Ugandan presidential elections. On the 17th of January 2026, you were declared the winner of that election by the Electoral Commission.

Since that time, videos and recordings have continued to surface of you referring to those you contested against—and their supporters—as terrorists.

There have also been continued reports of army and police crackdowns on civilians, particularly in the central region that voted more heavily for opposition candidates than for you and the NRM party.

One of the candidates you contested against, Robert Kyagulanyi, has had his home under siege since the day of the elections and has been forced into hiding for his safety to date.

On the 23rd of January 2026, his home was again attacked at night by masked armed individuals—some in army and police uniforms and others in civilian clothing. Accounts shared on social media by Barbie Kyagulanyi describe unauthorized entry, threats and assaults on her and their household staff, destruction of property, and theft of phones, electronic devices, CCTV equipment etc.

Another opposition Member of Parliament, Hon. Muwanga Kivumbi, a Vice President of the National Unity Platform (NUP) for the Central Region, has been charged with terrorism for allegedly attacking a police station. These charges contradict earlier reports indicating that his home was attacked on election night by armed men in uniform, resulting in the deaths of 10 people.

Two other Vice Presidents of NUP—Dr. Lina Zedriga (Northern Uganda) and Jolly Tukamushaba (Western Uganda)—have also been reported on social media as having been abducted. Their whereabouts remain unknown to date.

Another key opposition leader, Dr. Kizza Besigye, is in unlawful detention. He has been reported to be in poor health and denied access to his doctors.

A Catholic priest, Father Ssekabira, is in prison, among other reasons, for associating with Robert Kyagulanyi, an opposition leader.

Civil society organizations have been de-licensed.

Activists such as Sarah Birete are in prison on questionable charges.

Many other Ugandan citizens are missing or in unlawful detention for their political views or for supporting opposition candidates.

Mr. President, you are the President of Uganda and the Commander-in-Chief of the armed forces. Your son is the Chief of the Defence Forces.

Can all of the above be happening without your knowledge or consent?

If you did not authorize or consent to the above actions, what steps have you taken to restore discipline and legality within the army and police, especially when they operate under your direct authority?

You campaigned on the theme of protecting the gains. As a citizen, I ask: what does that mean in practice?

Does it mean placing opponents under siege, arresting them, labeling them terrorists, and imprisoning them for indefinite periods?

The Constitution of Uganda—enacted under your leadership—provides for multiparty democracy and allows candidates dissatisfied with election results to seek redress before the Supreme Court. When opposition leaders are hunted, their homes surrounded by armed men, and their parties terrorized, are those constitutional guarantees still meaningful?

This pattern did not begin in 2026. It has been ongoing against different political actors, with the latest targets being NUP leaders and supporters.

As a country Uganda, are we moving forward, or are we moving backwards?

If you genuinely won this election, why prevent opposition leaders from using lawful and constitutional means to challenge the election results if they wish to?

What peace is being protected when some sections of the population do not live in peace? Do we have one Uganda, or two?

Mr. President, Yoweri Museveni.

Many Ugandans have been forced into exile, fearing for their lives. Others have been pushed to seek employment in foreign countries where their safety and well-being are not guaranteed, simply to fend for themselves and their families.

Among those in exile is the President of the Uganda Law Society, Isaac Ssemakadde.

I, a former Justice of the Supreme Court of Uganda, and many other Ugandans are currently living involuntarily in exile, having been forced to flee for fear of our lives.

Your election win was secured in darkness in the midst of a nationwide Internet shutdown. The statements and actions that have followed since you were declared the winner continue to raise questions whether you actually won the election. If you won legitimately, repression is unnecessary.

If repression exists, legitimacy is in question.

Your manifesto did not include hunting down those who didn’t support you.

Elections in any democratic country are competitive. They are always people who support the candidate who emerges as the winner and those who support other candidates in the race.

So is Uganda different from other countries. Did you expect all Ugandan voters to vote for you? Is there a country where that happens?

Mr. President, you spent many years fighting for freedom. You have been in leadership for over 40 years. The country is walking on the roadmap you set in motion when you took over power by the gun in 1986, which resulted in the 1995 Constitution of Uganda that came into effect under your leadership.

Mr. President, you were born Ugandan, like the citizens now living in fear, prison, or exile. Uganda is our only country. We did not choose to be born in Uganda, but we must live in our motherland.

I write to you as a citizen addressing a leader entrusted with immense power and responsibility. You control the army, the police, the Electoral Commission, and state institutions. With that control comes responsibility.

Please put our house (Uganda) in order by:

1. Exercising your authority as President of Uganda to restore the rule of law so that Ugandans can live without fear.

2. Exercising your authority as Commander-in-Chief to stop abuses by security forces and ensure all state institutions act within the law.

3. Allowing all citizens and political actors to exercise their constitutional rights without fear.

4. Returning the country to constitutional governance, where courts function independently, political activity is lawful, and citizens are not punished, exiled, imprisoned, or silenced for their political views.

5. Stop labeling political opponents and their supporters as terrorists or as confused.

6. Stop the violence and the killings. As Commander-in-Chief, you must ensure that all suspects are handled through lawful arrest and tried before competent courts, not executed by security forces.

7. Stop the abductions of opposition leaders.

8. Stop terrorizing Ugandans who support other political parties.

9. Stop the siege on your political rivals’ homes.

10. Stop labeling political opponents as terrorists.

Uganda deserves dignity.

Uganda deserves justice.

Uganda deserves peace.

FOR GOD AND MY COUNTRY.

Respectfully,

Justice Dr. Esther Kitimbo Kisaakye.

Former Justice of the Supreme Court of Uganda.
